The rapid rise of industrial Los Angeles to international prominence has been accompanied by the natural corollary - a record influx of population - together with greatly increased production and fabrication of steel and nonferrous and light metals; industrial mineral processing; and high consumption of fuel oil, gasoline, and chemicals. These have resulted in the release of hundreds of tons of metallurgical and mineral dusts, fumes, and gases into the atmosphere daily. Los Angeles County, intrinsically, is no worse than other industrial centers in respect to the generation of atmospheric contamination. It is, in fact, more fortunate in that no coal is used, and it has no great primary metallurgical industries comparable to those of Chicago and Pittsburgh. Meteorologic and topographic peculiarities of the area, however, which result in poor drainage of the polluted air away from the Los Angeles Basin, serve periodically to greatly increase the intensity and frequency of industrial smog visitations. This combination of intense industrialization, population influx, climate, and topography has made mandatory control of air pollution necessary. The nonferrous pyrometallurgical industry of Los Angeles has three rather unusual characteristics that contribute to its difficulties in developing suitable fume control: It consists of a multiplicity of relatively small establishments subject to wide Variations in products and operating schedules; operations are largely of the secondary or reclaiming nature and, therefore, often work dirty scrap metals; and, unfortunately, much of the industry is concentrated, to a considerable extent, near the center of the city. A difficulty inherent in most nonferrous foundries, including the many brass-works melting alloys containing zinc, is the high volatility of zinc and the extremely small mean particle size of the resulting zinc oxide fume.

A previous report of the Bureau of Mines* has supplied data for the physical and chemical properties of samples of crude petroleum produced in the eastern fields of the United States. It was issued as a preliminary chapter of a bulletin which is to cover the results of a survey of the entire country. The present report is a second preliminary chapter including figures that are available for the producing fields of the Rocky Mountain district. Work is being continued. with a series of samples from the States of Kansas and Oklahoma which will be described in a third preliminary chapter, to appear at a subsequent date. Acknowledgments. The obtaining of samples was rendered possible through the courtesy of representatives of a number of producing and refining companies operating in the Rocky Mountain district. The Bureau hereby acknowledges its appreciation of the hearty spirit of cooperation that was universally encountered.

"INTRODUCTION During the course of the investigation of the occurrence of manganese deposits in the western United States, examining 'engineers of the Bureau of Mines collected samples from seven manganese properties in Grand and beery Counties, Utah. These were supplemented by five samples submitted by property owners. Since all of the ores were too low-grade for use in producing ferromanganese for steel manufacture, some means of beneficiation was required to produce marketable concentrates, and metallurgical studies were made on each of the samples.Most of the ores Investigated are similar in one respect: At least part of the 'manganese oxide areas contains minute inclusions of gangue. This occurrence materially enhances the complexity of the ore, partly by .increasing the complexity of mineral association, but largely through making manganese-quartz liberation more difficult. In such ores, there is a marked tendency for the manganese minerals to be retained as shells or coatings on the surfaces of quartz particles when crushed. Particles of this type represent considerable loss of manganese in tailing, if gravity-concentration methods are employed, or tend to' float, thus carrying an appreciable quantity of gangue into the concentrate, if treated by flotation.Plus 48-percent manganese sinters were made from some of the ores tested, but, in general, intimate association of manganese minerals with silica limited the degree of beneficiation attainable."

The number of completed petroleum refineries in the United States continued to decline in 1937 , but the total capacity to process crude oil continued to increase . These facts were ascertained in the Bureau's annual canvass of refinery capacity as of January 1 , 1938 . Several important changes were made in the census questionnaire for January 1 , 1938 . First , the basis of reckoning cracking capacity was changed from cracking stock charged to cracked gasoline produced . Although this is a definite improvement , in that it is no longer necessary to consider the yield , it is unfortunate that the data for January 1 , 1938 cannot be compared with cracking - capacity statistics since 1925. Other changes or additions included separating capacity at operating plants into that actually operating and that closed down ; collecting data on capacity added or retired during the previous year ; breaking down idle capacity according to physical status ; and separating new capacity into that built for replacement and that built to augment existing capacity . Prior to January 1 , 1938 , the total capacity of an operating plant was listed as " operating " even though some stills might have been closed down ; furthermore , the only capacity reported as being under construction was that of new plants that were being built on January 1. To make the statistics clear , the totals for the United States as of January 1 , 1938 , are given on both the old and the new bases . On January 1 , 1938 , there were 551 completed plants compared with 572 the previous year . Ten new plants were under construction on that date compared with 11 the year before . The greatest number of completed plants recorded was 632 on January 1 , 1936 ; since then , competitive conditions , particularly in the East Texas field , have been instrumental in reducing the number of small independent plants . The total crude- oil capacity of the completed refineries on January 1 , 1938 , was 4,351,151 barrels , of which 3,970 , 196 barrels ( 91 percent ) represented the capacity in actual operation and 380,955 barrels ( 9 percent ) was shut down . The " shut -down " capacity ( 199,875 barrels on the old basis ) was the lowest since pre- depression days , chiefly because numerous idle East Texas plants were removed from the list . The new method of compiling the statistics sheds considerable light on excess crudeoil capacity , which has been the subject of considerable speculation in recent years . The highest daily average crude runs to stills reached in this country was about 3,460,000 barrels in September 1937. At that time , the total crude - oil capacity was about 3,925,000 barrels . This indicates that at peak operation the excess capacity was somewhat less than

The U.S. economy and, consequently, the demand for minerals grew at more moderate rates in 1995 compared with stronger performances the previous year. Demand for metals such as steel and copper was relatively stable. For example, the decline in steel consumed in motor vehicle manufacturing (reflecting lower vehicle sales) for the first half of 1995 was offset by an increase in steel consumed in construction during the same period. More detailed information on events, trends, and issues in the mineral and material sector Is presented below and in the commodity sections that follow. Overall Performance The value of processed materials of mineral origin produced in the United States during 1995 was estimated to be $395 billion, an increase of almost 10% compared with 1994. The estimated value of U.S. raw nonfuel minerals production in 1995 was $38 billion, about 7% more than in 1994. The value of U.S. minerals production has increased in 30 of the last 35 years.

Contact with trolley wire in the mines of the United States has taken a considerable toll of life throughout the years that trolley locomotives have been employed as a means of' transportation. A study3/ of the records over a 15-year period for one State alone showed that, of 98 fatalities resulting from contacts with electrical circuits and equipment, 75 were caused by direct or indirect contact with unguarded trolley wire in coal mines. The law relating to guarding trolley wires in the mines of this particular State, as amended in 1935, reads in part as follows: "All trolley wires carrying 220 volts or more, and less than six feet six inches above top of rail, must be guarded at all points under which men and animals are required to pass***,'" The natural conclusion to be drawn from such records is that lack' of guards or shields must be held responsible for these fatalities. As a preventive measure, it has been advocated that every foot of trolley wire in mines should be guarded. Although some such drastic steps may appear to be amply justified, closer examination of the records nor this and other coal-mining States shows that absence of guards is not entirely responsible; but rather that other factors, such as carelessness and neglect it the observance of certain well-established simple rules concerning installation and location of trolley wires, also are responsible. In other words, if trolley wire is installed carelessly and its maintenance is neglected, it should not be expected that the mere installation of guards will overcome such carelessness and neglect. This publication discusses Various types of guards that have been used in Coal and metal mines of this country, together with related steps bearing upon the problem of 'preventing shock and fatalities from contacts with trolley wire. The material herein contained is taken largely from Information Circular 6577,4/ now out of print, and has been revised to include some types of guards that have been used in metal mines, together with a discussion of guard materials not covered in that publication.

The safety record of the coal-mining industry, both anthracite and bituminous, in 1966 was improved over that of 1965 in all general measures of injury experience. The improvement was more pronounced in the anthracite industry. The total of 10,679 disabling work injuries comprised 233 fatal and 10,466 nonfatal injuries, 26 and 692 fewer, respectively, than in 1965. The number of fatalities in 1966 was the lowest annual total since complete records were started in 1910. Similarly, the number of nonfatal injuries in 1966 was lower than in any year since 1930 when such data were first collected.

Graphite is an essential war mineral and for that reason has received much attention from the standpoint of national defense. During the World War the situation with respect to graphite supplies, though it never became acute, caused considerable concern. Even in peace time, however, graphite has aroused more interest than the actual size of the industry seems to warrant. Despite this wide interest the facts of the industry do not seem to be generally known. Often there has been an almost total disregard of the essential' economic and technical problems involved. Long ago Bastin3 made the following statement; in a Government' report: "To-day there are more abandoned mines and mills in the United States than the number in operation * * *. In the number of times' some of these properties have changed hands in the course of a few years, there is a record of misrepresentation and disappointment that can hardly be equaled in any other branch of mining; and many properties have been notoriously associated with stock manipulation of doubtful character." According to one authority fully 600 graphite mines have failed in the United States, and the record shows that of all these properties scarcely a score have ever succeeded in operating for as much as a year or two. More than 40 mines have been worked at various times in the State of New York alone and at least that many in Alabama. Throughout the country, in fact, there are scarcely a dozen States in which efforts have not been made at some time to exploit graphite deposits. At the present time the list of mines that can be classed as at all active is reduced to less than ten. Failures inevitably occur in all lands of mining, but the disheartening feature of the record of graphite mining in this country is that so few ventures have even paid back the money put into them and. that none has been a conspicuous success.

A mathematical model was developed to assess the costs for reclamation of surface mining using the shovel overcasting operation, the front end loader operation, and a backfilling operation. A literature review was made of the present laws in Kentucky, Pennsylvania, Virginia, and West Virginia pertaining to surface mining and of the various parameters that influence the input data for a mathematical model. It was determined that the working mathematical model would have to be applied on an area to area basis, preferably on a permit by permit basis in the area where surface mining was being done. To this end, a flexible model was developed with input data obtained from the area of study. The results of the study show that the cost per ton of coal for reclamation can be estimated for various reclamation levels. Validation of the model was done for selected permits from Virginia. It was determined that the permits could easily be used for input data to the model.

This study relates to continuous face haulage systems in underground coal mines, and was performed by Joy Manufacturing Company for the U. S. Bureau of Mines under the Bureau of Mines Contract No. HO 242025. The effective starting date for this work was June 14, 1974. There were two main reasons for making this study, the first being to find a safer system to move coal away from the face than the currently predominant shuttle car system, and the second being to seek ways to advance the state-of-the-art of continuous face haulage as a means of increasing coal production.

The Act of Congress authorizing the establishment of the United States Bureau of Mines became effective July 1, 1910. One of the most important duties Congress delegated to the Bureau in this Act was the study of health and safety conditions in the mineral industries. Early investigations of these conditions revealed the need of prompt Care of injured employees, as, under the difficulties inherent in their occupation, seemingly unimportant wounds if not treated promptly might become infected and cause permanent disability or even death. Many seriously injured persons brought out of mines and plants by fellow workers ignorant of approved methods of giving first aid or of safe means of transportation have been caused suffering and have had injuries accentuated to such a degree as to bring about permanent disability or death. The need of general instruction in first aid thus became apparent. BRIEF HISTORY OF FIRST-AID WORK The education of miners in the United States in first aid probably was conducted systematically first by the anthracite industry in Pennsylvania. Subsequently, first-aid training was carried on actively in Alabama and Indiana. Meanwhile, a general training campaign was carried on among industrial workers by the American Red Cross Society; when the Bureau of Mines began its nation-wide campaign of instructing employees of the mineral industries, the Red Cross turned over that part of its industrial training work to the Bureau but continued to cooperate by furnishing surgeons as judges in important first-aid contests and demonstr tions and assisted for a number of years in determining training methods.

Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Between 1990 and 1991, the Bureau of Mines studied the mineral resources of the Kaibab National Forest to appraise the resources present and to determine the types of deposits, and their location. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Small amounts of copper with lesser amounts of gold and silver have been produced from limestone-hosted, strata-bound deposits in the North Kaibab and Tusayan Ranger Districts. In addition to these small metallic deposits, volcanic cinders, pumice, flagstone, and sand and gravel have been quarried in the Chalendar and Williams Ranger Districts. At least ten uranium-mineralized breccia pipes have been identified in the Tusayan Ranger District, One of these, the Canyon pipe, contains a high-grade uranium ore body with associated silver, copper, lead, vanadium, and zinc. The mine permit for the Canyon pipe has been approved and the mine shaft head frame erected.

This Bureau of Mines publication is designed primarily to provide mine engineers and production-level mine managers with the following: 1. Information to assist them in making the decision to retreat mine and in selecting the best retreat mining technique for specific mining conditions. 2. Information on mine planning that will enable them to design mine layouts for safe and efficient retreat mining. 3. Information that will enable them to develop a section foreman's handbook. The manual has been organized to gradually increase in level of detail as the reader progresses from beginning to end. Individuals interested in an overview of retreat mining can confine themselves to the first few chapters. Those interested in mine planning, should read the middle chapters as well. Those interested in the development of a foreman's handbook should read the entire manual.

The Bureau of Mines surveyed unit trainloading and storage installations in the midwestern, eastern, and southeastern coalfields. Nine individual operations were studied in detail as a representative cross section of unit train operations in these areas. Of the nine operations studied, three were in Illinois, two in Kentucky, and one each in West Virginia, Tennessee, Ohio, and Pennsylvania. Information was obtained from coal producers, coal sale agencies, railroads, construction and equipment companies, and power companies.

In 1960, the Secretary of the Interior, acting under the provisions of Public Law 454, 80th Congress, appointed a Lignite Advisory Committee to aid in programming research on coal (lignite) of the north-central area. The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. The presence of salt in crude petroleum has been known for many years, but recently the percentage of chloride salts of calcium, magnesium, and sodium produced with some crude oils has increased to such an extent that the removal of the salty compounds is imperative for some refiners and their presence causes considerable apprehension for others. The exact reason for this increase of salts is not known definitely, but in all probability a combination of factors contributes to the condition. The most important are acidizing of wells, development of new fields producing crude oils of greater salt content, and the depletion of old fields with an attending increase in the production of emulsified brine. The Nation's mining and quarrying industries have again met the annual challenge to their ingenuity--that of reducing disabling work injuries among their employees. The effectiveness of management in facing this problem and in meeting this responsibility from the results of the 1961 National Safety Competition. Three hundred ninety-three or 45.3 percent of the mines and quarries participating in the competition established a new record number of participants operating throughout the competition year without a disabling work injury. Another record established in the 1961 contest was the number of participants (868) enrolled in the competition. This annual safety competition was begun in 1925 and is conducted by the Bureau of Mines, U.S. Department of the Interior. It provides for six bronze Sentinels of safety trophies which are awarded each year to the winning participant in each group. Since its inception, the competition has exerted a strong influence in the field of safety promotion. The statistical record of its accomplishments over the years gives strong support to the theory that well-organized and well-administered safety programs are effective tools to be used to reduce the number of disabling work injuries. It stimulates and holds the interest of employees and management in accident prevention. Because of this, mines and quarries participating in the contest have a more favorable safety record than those operations not enrolled.
