The objectives of this study were the evaluation of the technical and economical feasibility of utilizing color and color infrared aerial photography to satisfy some informational needs for pre-mine planning, mine progress monitoring, and reclamation monitoring. Seven aerial data collection missions were conducted within a two year period over strip mine sites in Pennsylvania. Scales of 1:6,000; 1:12,000; 1:24,000; and 1:48,000 were flown on the first aerial mission. The 1:12,000 was chosen as the optimal scale for the remaining six flights. An extensive literature and legislative review and discussions with strip mine operators identified the informational parameters that could possibly be obtained from aerial photography. Interpretability accuracies were evaluated for parameters in the broad categories of land use, soils, water, vegetation, and geology. Seasonal interpretation characteristics were noted for infrared photography. Man hours for photointerpretation and costs of aerial data collection were monitored closely and incorporated into a cost benefit analysis. Those parameters that could be mapped, identified, or measured with accuracies =75 percent were incorporated into a photointerpretation training manual. An additional analysis was performed to determine the applicability of the interpretation methodologies and results developed for Eastern sites to Western surface coal mining sites. In addition, a separate aerial photographic interpretation manual was produced during this contract. It is intended to be utilized by eastern and midwestern surface mine operators and regulatory personnel.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although

This information circular describes methods used in mining inclined beds of phosphate rock in mines operated by San Francisco Chemical Co. in Rich County, Utah. The mines are on the western flank of the Crawford Mountains, a short, narrow range in northern Utah near the Idaho-Wyoming corner (fig. 1). The western front of the range is a conspicuous wall of folded and faulted sedimentary rocks that rises abruptly 300 to 600 feet above the floor of the adjacent Bear River Valley. Rex Peak, highest point in the range, is approximately 8,000 feet above sea level. The area surrounding the mines is sparsely populated. Randolph, the county seat of Rich County, has a population of 650. It is 10 miles southwest of the mines by road and the only town in their vicinity.

Under the present emergency every consumer should store as much coal as he can. Although there is no shortage of coal, there is likely to be a shortage of labor to mine excessive quantities in the fall, and railroads cannot be expected to deliver coal promptly on account of the need for transporting war materials. Some miners must join the armed forces, and those who are left may be unable to mine coal as rapidly as you will need it when winter comes. When the first cold days arrive, there may be a shortage of trucks to deliver coal. Deliveries may be planned in advance, and your turn might not come until it is too late.

"In recent years efficient safety organizations have been considered essential at all well-managed metal mines. Statistics from numerous mines throughout the country show that the expense of operation of these safety departments is repaid many times by the saving due to fewer accidents. Men trained in first aid, mine rescue and fire-fighting are important parts of the safety organization at most mines. It is more desirable, however, to lay stress ma accident prevention and fire precautions rather than on first aid and fire fighting. Both of these phases of safety work have been well developed in the Globe Miami district. The co-operative mine rescue organization* in this district under Orr Woodburn, is one of the best in the country. Mine rescue teams are kept trained at all the mines and the oxygen breathing apparatus is constantly maintained in good condition. Miners are also trained in first aid, and are offered incentives to make themselves proficient both in mine rescue and first-aid work.The Old Dominion Company is among the leaders in the safety movement in the Globe-Miami district. The safety department at this mine was established January 1, 1914, and has been developed to a high degree of efficiency. W. G. McBride, general manager of the company, takes an active part in the safety work and has given Albert Talon the safety inspector, his active support in developing the organization. The success of the department is dos largely to the ability, tact, and personality of the men directing the work.The following description of the establishment and operation of the safety organization at this mine was prepared from information supplied by Mr. Tallon."

This paper is one of a buries being prepared by the Bureau of Mines on mining methods and costs at various mines in the United States, and is a description of the mining practice at Ajo, Ariz., where the New Cornelia Branch of the Phelps Dodge Corporation mines copper ore from an open pit, and operates a concentrator for the treatment of the ore thus mined. "Accidents at coal mines in the United States in September 1926 resulted in the loss of 170 lives, according to information furnished to the Bureau of Mines, Department of Commerce, by State mine inspectors. Of this number 125 occurred at bituminous mines and 45 in the anthracite field. As the bituminous output of coal for September was 48,976,000 tons, and the production of anthracite was 8,444,000 tons, the fatalities reported represented a death rate of 2.55 per million tons for bituminous mines and 5.33 for anthracite mines. The industry as a whole showed a fatality rate of 2.6 per million tons of coal produced in September 1925 the rate for bituminous coal mines was 3.29; the anthracite mines were idle in September last year due to a strike.During the first nine months of the present year 1,759 men have been killed by accidents at the coal mines throughout the United States, resulting in a death rate, per million tons of coal produced, of 3.76 as compared with 3.95 for the same period in 1925. Reports for bituminous mines alone showed a nine-month fatality rate of 3.53 which was about the same as the corresponding rate from January to September in 1925. The anthracite rate for the present year, however, shows a decrease of about 17 per cent; that is, the rate has declined from 6.36 to 5.28.Records covering the first nine months of 1926 show that 12 ""major"" disasters, that is, disasters in which five or more men were killed at one time, have resulted in the loss of 271 lives as against 10 disasters and 199 deaths in the corresponding months in 1925. The fatality rates for these disaster: alone were 0.579 and 0.465, respectively. One major explosion occurred at Tahona, Oklahoma, on September 3, 1926, in which 16 men lost their lives.An analysis of the principal causes of the 1,759 fatalities for the first nine months of the present year shows a reduction in the death rate as a whole and for falls of roof and coal and for explosives, but an increase in haulage, gas and dust explosions, and electricity. "A recent paper prepared by the writer summarized the results of an analysis of the accident records of 34 metal mines for the calendar year 1925. The present paper summarizes the results of a similar analysis of the accident records of 59 coal mines for the same year. This summary is based upon reports furnished to the Bureau of Mines, Department of Commerce, by operating companies that par¬ticipated in the National Safety Competition of 1925.The purpose of the Competition was to establish the lowest accident-severity rate, thus showing the smallest loss of time from accidents in proportion to total number of man-hours worked. The reports covered all lost-time accidents that occurred during the year, that is, all accidents that disabled an employee beyond the day or shift on which the accident occurred. Detailed information for each of the 59 coal mines is given in the appended table. Each mine employed at least fifty men underground; over half of than employed more than 200 men underground. Hence the accident records should be typical of those of large-scale mining operations in general where the company is devoting special attention to accident-prevention work. The mines covered by the reports are situated in eleven States: Alabama, Illinois, Indiana, Kentucky, Maryland, Ohio, Pennsylvania, Tennessee, Utah, Washington, and West Virginia.A tabulation of the reports covering the 59 mines showed an accident-frequency rate of 123 per million hours of ""exposure* and an accident-severity rate of 10.214 per thousand hours of exposure3. The total volume of exposure or employment was 29,117,561 hours, representing the equivalent of work of 12,000 men for three hundred 8-hour shifts. The records covered employment and accident above ground as well as underground, although they did not include stripping or open-pit mining. Accidents during the year resulted in 33 deaths, 1 permanent total disability, 28 permanent partial disabilities, and 3,510 temporary injuries. These accidents represented a loss of tine equal to 297,417 man days. In arriving at this lost-time equivalent, each fatality and permanent total disability was weighted at 6,000 lost days (see footnote 3), as specified in the scale adopted by the International Association of Industrial Accident Boards and Commissions; permanent partial disabilities were weighted according to nature of injury, in accordance with the scale adopted by the :Board; temporary injuries were weighted according to the actual number of calendar days during which the employee was incapacitated as a result of the injury."

Sulfur is a plentiful, low cost, unique material whose physical properties can be altered and employed in structural applications. This program was undertaken to develop an optimum sulfur based formulation for use as a coating to both seal and support mine walls. The initial effort in the program was devoted to a laboratory study of the physical and mechanical properties of a variety of sulfur base coatings that were specifically formulated for this application. Concurrent with formulation development, laboratory equipment and techniques were developed for spray applying the sulfur based coatings to the ceiling and walls of a structure that simulated the interior of a mine. Much of the formulation work was guided by the experiences encountered when attempting to spray the formulations overhead. One hundred parts of sulfur modified with 10 parts of talc, 3 parts of milled glass fiber, and 2 parts of dicyclopentadiene was found to be a fire retarded, low odor, low eye irritation, sprayable formulation for sealing and strengthening mini, walls. An invention disclosure on this formulation was submitted to the Bureau of Mines and a patent application was filed. Various mineral samples were obtained and adhesive strengths of the formulation to these samples in both the wet and dry state were measured. With the development of an attractive sulfur based coating material, attention was directed to the design, fabrication, and testing of a portable spray application unit so that coatings might be applied in the field to various rock surfaces and earth formations for further evaluation. The unit was fabricated in the Southwest Research Institute shop. Once operational, the unit's capabilities were field tested and demonstrated at three separate locations. Upon completion of the field testing, the unit was shipped to the Spokane Mining Research Center where Bureau personnel were instructed in the use of the unit.

Following the introduction of roof shields to the U.S. longwall mining scene in 1975, the number of shield faces (faces supported by shields) has increased steadily, and the occurrence of accidents associated with ground control inadequacies at longwall operations has shown a downward trend. However, ground control problems in longwall mining still exist. New mining systems, however efficient, have run afoul of roof control. Shield faces have suffered extended stoppages because of roof cavities. In this report, the Bureau of Mines addresses the problem of longwall roof control. The report presents a review of foreign remedial and strata replacement techniques for longwall faces and evaluates their potential for domestic application. The technology reviewed includes meshing, chemical rock stabilization, cribbing, strain-absorbent modules, inflatables, synthetic foam, and monolithic fills.

This study was made to present the mining methods and costs of a uranium mine typical of other mines in the highly productive Westwater Canyon member of the Morrison formation in New Mexico. Four mining methods have been used at the Section 23 mine: the retreat- room-and-pillar method, a sublevel-slicing method (also called top-slicing), the horizontal-cut-and-fill method, and a modification of the ring-drill method. The application of the methods at this mine and at other mines in the area should be of benefit to operators with similar problems. Ore bodies in the Section 23 mine are irregularly shaped and vary in size, in rock strength, in moisture content, and in uranium concentrations; different mining methods are required and mining costs are not constant. A 6-month period of operation at the Section 23 mine was analyzed and mining costs, not including amortization, depreciation, or Federal taxes, averaged about $6.80 per ton.

The development of commercial natural-gas reserves in the Michigan stray sandstone horizon of central Michigan during the past few years has resulted in expansion of the natural-gas industry in that State. The location of the natural-gas reserves of Michigan in the general vicinity of domestic and industrial markets is of economic importance, and in supplying these markets with natural gas a reasonable knowledge of, the extent and availability of the reserves is needed in formulating regulations for drilling gas wells and producing natural gas in analyzing the feasibility of projects to construct natural-gas transmission lines, in promoting and developing markets for the domestic and industrial consumption of natural gas, and in solving many engineering and economic problems common to the natural-gas industry. The development of the natural-gas industry in Michigan has been related closely to the development of oil production. The potential oil production of Michigan is comparable with that in most of the eastern oil-producing States. The development of oil production probably will continue, especially in the central Michigan Basin area; and as wells are drilled to deep horizons in the search for oil, more knowledge will be obtained of the gas reserves in formations above the oil-bearing horizons.

[Investigation of mine land characteristics, evaluation of irrigation systems, and evaluations by the mining industry, determined that irrigation is a feasible method for aiding revegetation of coal mined lands in western arid and semi-arid regions. The various regions studied displayed a commonality of characteristics which enables, independent of the site or region, the recommendation of solid set irrigation. Irrigation should be supplemental by complimenting natural precipitation and be should implemented on a temporary basis.]

For many years Illinois has been one of the leading coal producers in the United States and as such its safety record has compared very well with the other large coal producing States , both in tons produced and millions of man -hours of exposure per fatal accident . ( See Table 25 in Bureau of Mines Bulletin 293. ) During the 10-year period from 1917 to 1926 , inclusive , the average production in the United States per fatal accident was 278 , 109 tons . The aver age for the State of Illinois for the same period was 409,249 tons . Illinois produced 450,464 tons per fatal accident, and in 1928 produced 390,630, tons , or an average of 419,721 tons for the 12- year period from 1917 to 1928 , inclusive . In 1927 During the year 1929 , the shipping mines of the State made a decided improvement in their record over any previous year . Table 1 shows the monthly production and the tons produced per fatal accident . During 1928 and 1929 safety work was actively carried on in Illinois . Safety meetings were held with mine officials , representatives of the State. De partment of Mines , and the United States Bureau of Mines . At these meetings mine hazards and accidents were discussed and remedies suggested for : their elimination in the future . It is believed that first - aid training was to a considerable extent instrumental in reducing accidents and in making the good safety records in Illinois during 1928 and 1929. During these years ( as well as in 1926 and 1927 to a somewhat less extont ) en intensive rirst-aid training campaign was con ducted in Illinois by the officials and members of the United Mine Workers of America , coal companies, State Department of Mines and Minerals , and the U. S. Bureau of Mines , Every first -aid class was made a safety meeting ; where accidents and general safety were discussed freely while teaching first aid. During this time , anproximately 25,000 persons were trained in first aid, and 17 coal companies were issued certificates for having 100 per cent of their employees. trained in first aid. Since January 1 , 1926 , more than 40,000 have received first -aid training in and around Illinois mines , and including those who received training previous to this date , it is believed that at least 90 per cent of the miners in Illinois have received first -aid training . This state ment is based on the fact that the labor turnover in Illinois is not large .

The mmber of petroleum refineries in the United States decreased during 1949 from 375 to 367 while the total crude-oil charging capacity of refineries continued to increase. A gain in the through-put capacity of 257,305 barrels daily raised the total to a new high level 6,696,300 as of January 1, 1950. The capacity of the average refinery to process crude-oil increased during 1949 from 17,171 barrels daily to 18,246. The four coastal refinery districts accounted for 178,900 barrels or 70 percent of the total capacity increase and the Illinois-Indiana- Kentucky district 57,950 barrels, or 23 percent. Slight declines in capacity were reported in the Texas Inland and the Arkansas-Louisiana Inland districts. The capacity building on January 1, 1950, 145,600 barrels daily, was less than half the amount under construction a year earlier. Most of the new construction involved enlargement of existing refineries and was confined to the East Coast and Indiana-Illinois-Kentucky districts. Two new refineries, however, were under construction, one in Oklahoma and the other in Texas. The shut-down capacity increased for the first time since 1946, and the 473,302 barrels daily reported on January 1, 1950, was the largest recorded since January 1, 1938. The only refining district showing a decline in the shut-down capacity was the Appalachian No. 2 district. The largest increases were reported in the Texas Gulf, Indiana-Illinois- Kentucky, California, and East Coast districts. The operating ratio of the petroleum refining industry, as indicated by dividing the January 1950 runs to stills of 5,483,000 barrels daily by the total installed capacity January 1, 1950, was 81.9 percent, compared with a ratio of 87.8 percent at the beginning of 1949.

Continuous 1.0- to 1.5 - ton - per - hour pilot plant flotation tests were made to determine the technical and economic feasibility of recovering beryl from flotation tailing being produced at the spodumene concentrator of the Foote Mineral Company , Kings Mountain , N.C. Best results were obtained when using an acid circuit and amine - type cationic reagents to float a bulk beryl - feldspar concentrate and then selectively floating the beryl away from the feldspar , using a petroleum sulfonate collector . About 77 percent of the beryllium in the pilot plant feed was recovered in a concentrate containing 6.42 percent BeO . The capital cost of an integrated flotation plant capable of treating 500 dry tons of spodumene mill tailing per day for recovery of beryl and feldspar is estimated at $ 210,000 . Indicated direct operating costs for the plant were $ 1.52 per ton of dry spodumene flotation tailing treated . This approximated the value of beryl recovered , but potential profits of about the same magnitude lie in concurrent recovery of marketable spodumene and feldspar byproducts .

Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

1. Domestic Production and Use: In 1978, 12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 65% of production capacity. Washington, Oregon, and Montana accounted for 31% of the total capacity; Gulf Coast States 23%; Northern States 26%; and other Southern States 20%. Based on published producer prices, output of primary metal in 1978 was valued at $5 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1978, building accounted for about 25%; packaging 22%; transportation 23%; electrical 11%; consumer durables 8%; and other uses 11%.
