The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,¢ a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

Statistics For 1956-66 show that mine transportation accidents accounted for 19 percent of fatalities in bituminous coal mines, second only to roof deficiencies as a cause of death. Productivity per man-shift increased from 10.2 tons in 1956 to 18.4 tons in 1966, but the fatalities per million man- hours of exposure also increased from 0.19 to 0.21 during that same period, indicating that transportation hazards still persist. Consequently, the Bureau of Mines reviewed the transportation fatalities that occurred in bituminous coal mines during 1956-66. The data were processed by computer to find what constitute hazardous conditions and unsafe actions as well as to correlate occupation and age of victims, transportation type, and mine production. Environmental factors and equipment defects which create hazards, as well as unsafe actions of personnel, were determined for each type of mine transportation: Track haulage, mobile nonrail haulage, conveyors, hoists, automotive operations, and front -end loaders, and for transfer stations (loading points, slope and shaft bottoms, surface transfers) and railroad yards. Man-trip accidents, a group with a catastrophe potential, also were analyzed. The basic design and operational features of each transportation type were outlined and procedures considered safe in the light of accident experience were suggested. Findings show that unsafe actions of personnel and hazards created by environmental deficiencies or equipment malfunctions contribute equally in causing transportation accidents. Accordingly efforts should be directed toward improving working conditions, equipment maintenance, and education and training of employees. The trend is toward using safer modes of transportation, notably conveyors. More attention should be given to track haulage operation, railroad yards, and nondestructive field testing of materials.

The Holmes Safety Association is an offspring of the Joseph A. Holmes Safety Association which was organized in Washington, D. C., in 1916 at a meeting of representatives of twenty-four leading mining associations connected with every branch of the United States mineral industries. The purpose of the meeting was to do honor to the memory of Joseph A. Holmes, one of the founders of the United States Bureau of Mines and its first director, whose death had occurred the year before on July 12, 1915. In deference to what was believed would have been the expressed wish of this great humanitarian and benefactor of the mineral industries, it was decided to establish a national safety organization to cover the mineral indus¬tries exclusively; out of respect for his memory and service, the organization was named the Joseph A. Holmes Safety Association. On receiving requests from several mining districts, in 1922 a number of chapters ware established in several mining States.

Sheet mica is an important material in the manufacture of electronic and electrical equipment. Large quantities are consumed each year as an essential component in generators, transformers, radios, television sets, radar, electric lighting equipment, and electrical appliances. The nature, structural imperfections, and impurities determine to a great degree the usefulness of sheet mica. Proper processing and classification add greatly to its market value. This report is designed to assist producers in understanding the complexities of marketing muscovite sheet mica. ACKNOWLEDGMENTS Special acknowledgment is due S. A. In May 1973, the Bureau of Mines asked Arthur D. Little, Inc. (A DL) to investigate existing industrial communication standards that may be applicable to the problem of developing standards for mine communication, considering that the standards that may ultimately be developed will require simple field procedures for the industry and the inspectorate to determine that communication systems are properly functioning. The emphasis on this study is on telephone communications as related to coal mine applications. B. TASKS The tasks agreed upon for this program were as follows: 1. "Investigate the current practices and existing standards of other industries under government regulation. 2. Determine applicable methods for industry personnel and inspectors to ascertain conformance on-site with minimal test hardware. 3. Review the Bureau's approval, testing and inspection procedure as it may impact the development of such standards. 4. From the above studies investigate the development of installation and performance standards for mine communications, including voice and telemetry. 5. Prepare a written report specifying what standards and field inspection techniques are applicable with recommendations for development of subsequent data and ultimately standards and field inspection techniques. 6. Prepare a written summary of the findings of various investigations with an appendix covering the detailed findings of each investigation. 7. Prepare a list of suggestions of additional assistance the Bureau might require in subsequent phases of developing communication standards and means of ascertaining performance."

So far as is known , there is no complete bibliography on sampling, therefore , this one should be of value . In it are nearly eleven hundred references , some dating back 30 years , on sampling at mines , mills , smelters , power plants , pumping stations and refineries . For convenience , there are included a few references to methods for sampling such materials as leather belting in mills , salt impregnated soils , and mine waters . All the important technical journals , - including some in foreign countries- and engineering society publications , also mining and metallurgical text - books , have been studied for anything concerning sampling , and while it is not claimed that every important reference has been listed , the bibliography is fairly complete . The arrangement is alphabetical by authors ' names , and the references are numbered serially in the crder that they appear in the bibliography . Anonyous references are listed under the name of the journal in which they appear , and are numbered like the references bearing an author's name . Patents are grouped in their numerical order , without index nu.bers . Under the heading , " U.S. Bureau of Mines Publications " , are listed all publications of the bureau that deal with sampling . While the serial number is omitted , these same references , of course , have serial numbers where they appear in the list arranged alphabetically by authors .

MORE than a year before the United States entered World War II, the requirements of the National Defense Program indicated the need for additional sources of aviation gasoline. On September 10, 1940, Dr. R. E. Wilson, Group Executive, Advisory Commission of the Council for National Defense, requested the Bureau of Mines to undertake a survey of crude oils of the United States to designate those suitable for the production of 91-octane aviation gasoline. As quickly as a program could be defined, agreed upon, and funds provided to conduct the work, the Bureau began the project. Over a period of many years the Bureau had collected samples and made analyses of thousands of crude oils produced in the United States. Although these analyses did not include octane numbers of the gasoline fraction, they provided data necessary for calculating the correlation index. This index, developed within the Bureau, is a measure of the types of hydrocarbons present in gasoline and therefore is roughly indicative of the octane value. This fund of information from Bureau of Mines Hempel analyses, supplemented by information obtained from oil companies, reduced considerably the necessary laboratory work by providing data that permitted a large number of crude oils to be eliminated from consideration. However, in the survey carried out during the last part of 1940 and the first half of 1941, 225 samples of crude oil were collected and distilled. Octane values of the distillates were determined by the Army AFD-1C method. (See page 57.) A report containing these results, together with the calculated amounts of 91-octane aviation gasoline available from these sources, was prepared and distributed to the several offices of the Office of the Petroleum Coordinator for National Defense in August 1941. In December 1942 the Office of the Petroleum Coordinator for National Defense became the Petroleum Administration for War (P. A. W.).

[The Mining and Metallurgical Divisions of the Bureau of Mines, Region V, conducted an investigation in 1950-51 of the iron sulfide deposits in Aitkin and Carlton Counties, Minn. Twelve diamond-core-drill holes, aggregating 2,347 feet, were drilled in secs. 14 and 15, T. 46 N., R. 25 W., Aitkin County, to increase reserves of iron sulfides known to exist 2 miles southwest in secs. 28 and 29, T. 46 N., R. 25 W. Three diamond-core-drill hobs, totaling 561 feet, were drilled in Canton County, sec. 7, T. 46 N., R. 2 0 W., to check reports of the presence of a large sulfide deposit in that area. Mineral-dressing tests were made on cores from 10 holes drilled in Aitkin County. These included core from hole 21 drilled in sec. 28 and submitted by the Glen Development Co.]

An accelerated and coordinated program of coal research is believed by many to be a necessary step in assuring coal's proper position in the expanding energy market. The President's Advisory Committee on Energy Supplies and Resources Policy, for example, made the following recommendation: We recognize that coal is a great national asset and endorse a cooperative study to determine what research and development could be undertaken. The coal industry and both Federal and State Governments should participate in this study and its costs. Representatives of the coal industry have agreed that such a study should be initiated. Accordingly, Felix E. Wormser, Assistant Secretary - Mineral Resources, United States Department of the Interior, requested the Bureau of Mines and Bituminous Coal Research, Inc., to conduct a survey of current research on bituminous coal. In addition to this survey, studies were made to determine research projects that would be of value to the coal industry.

This paper is one of a series being prepared by the Bureau of Mines on the methods and costs of mining uranium on the Colorado Plateau. The Continental No. l mine is at the south end of the Big Indian mining district, San Juan County, Utah. The mine is on a school section owned by the State of Utah and leased by Continental Uranium, Inc. A 70,000-ton uranium-vanadium ore deposit was discovered as a result of an exploratory drilling program completed in 1954.

A goal of the Federal Bureau of Mines is to minimize the undersirable environmental conflicts and impacts associated with mineral processing operations. To help reach this goal the Bureau operated a citrate-process pilot plant for the removal of sulfur dioxide from lead smelter sintering machine waste gases to test the process. The process uses a carboxylate solution such as citric acid to absorb sulfur dioxide from waste gases. The absorbed sulfur dioxide is subsequently reacted with hydrogen sulfide to precipitate sulfur and regenerate the solution for recycle. Nominal capacity of the pilot plant was 1,000 scfm of 0.5 vol-pct sulfur dioxide gas. The pilot plant was operated for over 5,400 hr and produced about 55 net tons of sulfur. The operation demonstrated that (1) 99 pct of the sulfur dioxide could be removed from lead smelter sintering machining waste gases containing from 0.1 to 0.6 vol-pct sulfur dioxide, (2) sulfur precipitation and solution regeneration with hydrogen sulfide in conventional stirred vessels was readily controlled, (3) precipitated sulfur could be continuously recovered as a 99.S-pct-pure product by flotation and melting, and (4) 78 dry-vol-pct hydrogen sulfide gas could be produced from pilot-plant product sulfur, natural gas, and steam.

The Bureau of Mines conducted a study in which the magnetic fraction of urban refuse was used as melting stock in the preparation of high-strength, low-alloy and carbon steel. Product steels, made from incinerated steel can scrap, nonincinerated-nondetinned steel can scrap, nonincinerated-detinned steel can scrap, and dilutions of these scraps with No. 1 heavy melting scrap, were used in continuing tests in industrial, rural, and marine environments to determine the effect of residual elements and atmospheric pollutants on their atmospheric corrosion resistance. The respective commercial steels were exposed at the same time to establish baseline corrosion data for the test sites. Weight-loss data are reported for atmospheric exposures of 0.5, 1.0, 1.5, and 3.8 years. The marine environment was the most corrosive; the industrial environment was the least corrosive. The atmospheric corrosion resistance of the carbon steel was improved 25 pct by using incinerated scrap and nonin-cinerated-nondetinned scrap in the steelmaking process. In no case was the atmospheric corrosion resistance of carbon steel degraded by using the magnetic fraction of urban refuse as melting stock. The presence of sulfur in the corrosion film was the most important factor affecting the corrosion resistance of the steels. With increasing sulfur concentration, the rate of the corrosion reaction was reduced and the corrosion film became more protective. The residual elements in the product steels most responsible for improving corrosion resistance were copper and tin. These elements tended to increase the concentration of sulfur in the corrosion film. At the levels present in the product steels, Cr, Ni, and Pb had no observable effect on the corrosion resistance of the steels.

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

A survey of firefighting facilities and practices in coal mines conducted by the Bureau of Mines3/ showed such variations in equipment and apparent attitude toward fire protection that a comparison with other industry seemed advisable. Although other industry is confined generally to surface operations and the hazards probably are not as great, the same general methods of extinguishment are employed, so that the cost and protection at least should be comparable. An investigation of industry other than mines revealed a generally greater emphasis placed on fire-combating equipment, fire-brigade training, fire-fighting facility inspection, and fire-hazard elimination, as well as a greater average expenditure for fire protection.

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. An extensive literature search was conducted and the bibliography is included in the report. Research done under Contract No. J0265052 by the Cleveland-Cliffs Iron Co. This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. This publication contains routine analyses and related source data for 434 gas samples from 16 States. These samples were collected during calendar year 1961 as part of the continuous survey for the occurrence of helium in natural gas conducted by the Helium Activity of the Bureau of Mines. The analyses herein were made by mass spectrometer and Frost helium apparatus. The most important helium resource discovery made during 1961 was the Table Mesa field in San Juan County, N. Mex. This field, Which has an estimated recoverable helium reserve of 850 million cubic feet, is now supplying gas containing approximately 5.4 percent helium to the Bureau of Mines Navajo Helium Plant at Shiprock, N. Mex.
