This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. This project and final report represent an effort to collect, analyze, and verify reliability and performance data on currently available medium -to-high seam models of continuous miners being used in underground coal mining. The analysis determined availability, mean time and tons between failures, amounts of down time associated with various failures, labor and part costs required to correct failures, and various indices of maintainability. Machine performance and reliability are discussed relative to cumulative tons (machine age) produced and production rates (machine loading). It was determined that performance can be significantly improved given preventive maintenance programs that will increase machine availability.

"The Phosphate Rock Market:Indications, in the fertilizer market, point to a prosperous condition, caused chiefly by the growing demand for all classes of fertilizer material in spite of a shortage of supplies. Both of these conditions have been caused by the war. The shortage in phosphate rock is being relieved as production increases, but the supply has not caught up with the demand for this spring's trade, at least. Reports from Florida are to the effect that more than half the necessary quota of laborers are at work. This may not appear to be a very good showing, but even this situation is en¬couraging because there is a larger force now at work than has been the case for some time, and it is steadily, though slowly, increasing. Some of the producing companies are conducting advertising campaigns to get laborers back to the phosphate fields and attractions in the way of better housing and living conditions are being offered.Producers are far more confident about the situation than they were two months ago, and though the shortage will not be met before the end of 1920, theme is a surplus accumulating over what is going out on existing contracts.Quotations are now being offered on all Florida rock excepting land pebble and this, it is expected, will be soon quoted.Quotations on Florida rock per ton are as follows:"

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36.4/ Further reports were issued describing motor gasolines sold during the succeeding sum¬mers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed.!The present report presents analytical data for 4,544 samples, represent¬ing the products of 124 companies. The samples represented in this report were obtained during December 19146, January and February 19-(. As in previous surveys, the companies covered Ly the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows: Regular-price, 2,368 samples, 319 items, and 113 brands; premium-price, 2,172 samples, 289 items, and 106 brands; third-grade, 4 samples, 4 items, and 4 brands. A working understanding of present coal mine communications equipment and its usage is an essential prerequisite to the determination of future communications systems needs. As a means of gaining this understanding, a field survey program was planned and implemented. The plan formulated called for obtaining both qualitative and quantitative data from three main areas of interest: the types, physical condition, and performance characteristics of equipment presently used in the sample of mines to be visited; the relationship present communications has to safety and productivity; and the practical, future communications needs as derived through interviews with present mine management. In compliance with the original plan, the type and physical condition of equipment in use was found through at-mine interviews of personnel responsible for installation and maintenance. Further evaluation was made through the review of equipment instruction books and maintenance manuals and through in-mine inspection of communications equipment and signal distribution networks. The performance characteristics were determined through listening to conversations and noise levels and by talk-testing from randomly selected stations throughout each mine. System operation was evaluated by asking communication system users their opinions and by noting any difficulties personnel had using the systems.

During reconnaissance investigations of more than 300 stream areas in Idaho to determine the potential value of ilmenite in black - sand placer deposits 46 deposits were explored by churn drilling , trenching , test pitting , or shafting . The component mineral content and total black - sand content were determined for more than 8,690 reconnaissance and exploration samples . Data compiled during the investigation indicate a good potential for large , low- grade deposits containing ilmenite , monazite , columbite , euxenite , uranothorite , and other radioactive black minerals and accessory black - sand minerals . The data also indicate most deposits will be economic only if several component minerals can be recovered as coproducts .

Meerschaum or sepiolite is employed principally in tobacco pipes and cigar and cigarette holders, although a few other uses of minor importance are Down. The unique value of a meerschaum pipe is derived from the owner's pleasure in watching the color deepen with smoking and in having the color "set" at the desired shade. The name "meerschaum" (German for "sea foam") is applied because the material, when pure and dry, will float on water. Owing to its resemblance to the porous, bonelike structure of the cuttlefish, or septa, it is also known as sepiolite. There are a few scattered deposits of meerschaum in. the United States which have yielded a small product ion, but the world's supply of the' material is obtained fined principally from Asia Minor, Meerschaum deposits near Eski-Shehir, Turkey, are said to have been worked 2,000 years ago, but commercial exploitation is a development of the last hundred years DESCRIPTION AND PROPERTIES Meerschaum is a hydrous magnesium silicate (H4Mg2Si3010) having the following theoretical analysis: Si02, 60.8 percent; MgO, 27.1 percent; H20, 12.1 percent. It is a soft. (H.2 - 2.5), fine-grained, earthy, white, gray, or yellow material. It is very light weight when pure (specific gravity, 1 to 2) and is highly absorbent. Because of its porosity the proportion of water present in the mineral is affected by the humidity'of the atmosphere. In a moist atmosphere the water content may be as much as 21.7 percent. Then wet the material is soft and somewhat plastic. When dried again it becomes lard and tough. The toughness is especially apparent in some forms that have a fibrous or leathery texture.

"REASONS FOR AND PURPOSE OF WORKIn 1924 the United States Public Health Service was requested to undertake a special study of stream pollution. At that time the proposal that the United States Bureau of Mines take up the study was made by the Public Health Service because in point of training and experience the personnel of the latter was considered not to be as well, suited to this type of investigation as was that of the Bureau of Mines. H. Foster Bain, then Director of this bureau, promised to undertake the work, and, accordingly, field investigations were begun in the spring of 1925. The problems of mine-drainage wastes and of gas-house and coke-oven waste were investigated in the laboratory, and a method of treatment by sodium hydrate and benzol was found to be promising. The idea was obtained by A. C. Fieldner, chief engineer of the Bureau of Mines experiment stations, while in Germany in 1924, where he was shown a practical application of the process, but no information was obtained as to definite chemical or mechanical processes. Because of the then pending American patent application by the German firm, we made no attempt to develop our findings further. Shortly after, a similar method of treatment was developed in the United States, and since that time we have devoted our attention entirely to mine drainage. This paper is a presentation of some general facts and information gathered during the past five years on coal-mine drainage.SCOPE OF WORKAt the time our work was begun there was such a diversity of opinion on the whole subject and apparently so little was accurately known, that it was decided to undertake a basic study from which (1) certain definite information might be evident, and (2) what might be considered side issues of the original investigation would be suggested for subsequent study.A stream in a district thought to be representative of those in low to average sulphur bituminous coal fields and another in a high sulpbur district were selected for study, A fair (weber of factors entered into the tentative selection of these streams, the chief ones being their accessibility and freedom from other industrial or domestic pollution, besides, of course, the presence of mine drainage in these streams."

The Carbonate King zinc mine is on the west slope of Kokoweef Peak, Ivanpah Mountains, San Bernardino County, Calif. It has produced more-than 10,000 tons of ore with a 39-percent?zinc content since mining operations began in 1940. The ore, consisting principally of calamine and smithsonite, occurs in replacements of the YellowPine limestone. Milling, has been done from the surface to a depth of 275 feet. Eight holes, aggregating 2,121, feet were drilled by the Bureau of Mines in an endeavor to establish extensions of the worked-out ore bodies and to develop new ones. Although indication of mineralization was found in several of the holes, no new ore bodies were developed.

Cardox blasting is used widely in coal mines in the United States . A model of a Cardox blasting device was approved by the Bureau of Mines subject to certain conditions and limitations , and the approval was extended to other models from time to time . Certain special hazards are entailed in the use of Cardox as with explosives . One of these is flying shells . In some blasts , the Cardox shell is violently ejected from the borehole and flies like a projectile , frequently ricocheting off solid objects and striking points considerably off the line of its initial flight . Flying shells have been known to pierce the webs of structural - steel beams , to pass through both sides of allsteel mine cars , to be driven through stout hardwood timbers , to knock out timber sets , to damage loading equipment , and to break or short - circuit power lines . A considerable number of shot - firers and other workers have been struck by flying shells and killed or injured . Accidents from this cause , although not as frequent as other types of mine accidents , are usually serious , closely approximating accidents caused by blasting with ordinary explosives . The increasing number of such accidents prompted a Bureau of Mines field investigation of possible methods of preventing dangerously violent ejections of Cardox devices . This report contains pertinent data collected during the investigation and describes methods tested and discarded as well as the development and proof of an apparently satisfactory method .

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

This publication describes abandoned-mine fire-control work administered by the Bureau of Mines under cooperative agreements with State and local governments. The work was done by private contractors under the supervision of Bureau engineers. The work is authorized by Public Law 738, approved August 31, 1954, and Public Law 89-4, approved March 9, 1965. Earlier work was authorized by Interior Department Appropriations Acts for fiscal years 1949-55. A total of 70 fires have been controlled under this program in the eastern bituminous region. The nature and extent of the abandoned-mine fire problem in the bituminous region is discussed, and the methods used for controlling these fires are described. The methods that have been used, either singly or in combination, include loading out and cooling the burning material, installing fire barriers, surface sealing, and water and pneumatic flushing.

This paper describing the mining practice at the Central-Eureka mine is one of a series of similar papers being prepared by the United Staten Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The mining practices described in this paper are illustrative of the methods employed in the exploitation of comparatively low-grade gold ores under the extremely heavy and swelling ground conditions which occur in the Mother Lode belt of California. The Central-Eureka Mining Co. comprises a group of adjoining mines in Amador County near Sutter Creek. The principal mines of the consolidated group are the Central-Eureka, formerly known as the Summit mine, and the Old Eureka mine, which is also known as the Hayward Quartz mine. The group is situated in the most productive part of tae main Mother Lode belt, the 10-mile portion which lies between the towns of Plymouth and Jackson. The three largest producing mines of the entire belt at the present time are the Argonaut, Kennedy, and the Central-Eureka; these lie within a radius of less than 1-1/2 miles.

This report (arid related appendices) provides a description of the functional design specifications, engineering design specifications, and program of instruction for development of a training system for dragline equipment operators. Based upon a task analysis and training system analysis prepared under Phase I, Phase II efforts expanded upon and refined the functional design specifications. The training hardware components have been developed to a point shy of system fabrication. A detailed outline of the porgram of instruction and content sequence has been prepared. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

The barite industry has made notable progress since the days when barite was used only as an adulterant in white-lead paints and the only method of mining it was with pick and shovel. The following chronological record may serve to show how this heavy white mineral has grown in importance in the national exonomy and at the same time to indicate development of methods for obtaining it. 1845. - Barite first, mined in Fauquier County, Va., for use as an adulterant in white-lead paints. 1850 (approx.). - French settlers 60 miles southwest of St Louis, Mo., discovered barite; called it "'tiff;' meaning white. It was mined and shipped to St. Louis for use in paint.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. The National Slate Association sponsored the cost study and chiefly through the efforts of President W. H. Smith and Secretary W. S. Hays, has aided greatly in conducting it. In two earlier studies the Federal Bureau of Mines undertook to explore comprehensively the dimensions of the Nation's energy balance. The first of these studies, published in 1950 as Bureau of Mines Information Circular 7582, by Harold J, Barnett, was primarily concerned with projections of future domestic energy requirements and supplies, because these related to projected growth in major fuel-consuming sectors of the economy, changing rates of energy-use efficiency, and interfuel substitution patterns. But, to provide the essential background for these projections, it was first necessary to assemble and examine in some detail the quantitative information on the size and shape of the current United States fuel economy. Among other things, Barnett's path-breaking study indicated the need to consider energy as an entity, particularly for public and private policy makers, industry and commodity analysts, economists, and others concerned with long range questions of domestic and international energy supply and demand. The study also spotlighted a gap in the fabric of current economic intelligence; no comprehensive collation and reconcilation in any single report of available published statistical information covering the origin -a disposition of all energy materials existed. In response to this latter need, the Bureau of Mines prepared the second of the two studies referred t3 above. This was published in 1951 as Report of Investigations 4805, by W, H, Lyon and D, S. Colby, and it consisted of statistical information on the production and use of each of the various fuels and electric energy in the United States for 1929, 1939, and 1947; all were presented in tabular form and on a uniform basis. The three years selected were chosen largely on the basis of data availability.

One of the best present-day yardsticks of the material welfare of a nation is its consumption of minerals, The United States, with only 7 percent of the world population, consumes 45 percent of the world wealth, pays the highest real wages, has the shortest working hours, and numbers the largest percentages of home owners among its population, and at the same time its per-capita consumption of minerals is far greater than that of any other nation. In 1937, British India, with roughly twice the population of the United States, used less than 2 percent as much lead, 4 percent as muck zinc, and 13 percent as much copper; even in Europe, which has three times our population and where war preparations have greatly expanded the normal needs of peaceful industries, the aggregate consumption of metals and industrial minerals other than lignite is less than the total for the United States alone. The march of civilization passed from the Stone Age to the Bronze Age before the dawn of history. It may be questioned whether man or monkey first threw stones at an enemy, but only man could have fashioned rough stones into weapons. Eoliths rudely shaped by apelike men are believed by archaeologists to have antedated by hundreds of thousands of years the existence of our own human ancestors. The primitive people that followed the retreating Ice Cap northward in early quaternary period - at least a million years ago - were fairly adept in the shaping of flints and even used a little copper. The Bronze Age, so-called, superseded the Stone Age when, around 8,000 B. C., the news spread that chunk s of natural copper could be pounded into better weapons or cutting implements than ever could be made by chipping stones. The Bronze Age gave place to the Iron Age about 1,000 B, C., and though students of modern history may speak of the Coal Age, the Petroleum Age, and the Automobile Age, and so on, these ages have all been crowded into a brief century and a half. The truth is that we still are in the Iron Age, unless perhaps we choose to call it the Age of Many Metals.

A contract stipUlating for the delivery of quantities of phosphate rock" f. o. b. mines," and stipUlating that" while this contract is in form an absolute sale for a fixed quantity in each year, it is mutually understood and agreed that the purchase is for the buyer's consumption and not for a sale; the buyer agreeing to give to seller the refusal of any surplus over and above the actual consumption. Buyer is at liberty to increase or diminish the quantity called for in any year, to the extent of not exceeding 10 per cent; provided that the quantity to be taken shall not be less than buyer's consumption; provided further that notice of such increased or diminished demand be given seller 12 months in advance of such change," is to be construed as a contract for the sale of stated quantities of rock, deliverable in approximately equal quantities during each year for the specified series of years, subject only to be increased or diminished after specified notice in any year, where the amount taken would not be les<; than the buyer's consumption, not exceeding 10 per cent, and the contract indicating that the rock was intended by both parties for consumption in the fertilizer plant of the buyer. but the quantity to be taken was not limited by the necessities of' the plant.

Blasting operations are an essential element in the recovery of our Nation?s mineral resources. The mining industry uses billions of pounds of explosives annually. The majority of blasting occurs in surface mining operations. Blasting results in the fragmentation and often the projection of rocks. Frequently, the rocks are thrown beyond the expected limits. Flyrock and failure to secure the blasting area dominate blasting-related accidents in mining, especially in surface mining. Blasting accidents in the mining industry tend to result in critical injuries or fatalities. Accident reports and information collected from the Mine Safety and Health Administration (MSHA) and other government agencies provide supporting evidence. According to the data collected, blasting-related accidents (in mining) were 11 times more severe than all other types of mining accidents. Blasting accidents are not unique to mining operations - the same situation exists in the construction field. In this paper the authors have compiled a list of the primary causes of flyrock and the failure to secure the blast area. In the next phase of this project, typical blasting scenarios will be reviewed which will highlight the main reasons flyrock and/or lack of blast area security occur. This will alert miners and construction workers to the current problems/hazards associated with blasting and to identify other safety measures to protect personnel.
