Although hydrocarbons accounted for more than 60% of Bahrain's income and more than 80% of export earnings, this island nation sustained one of the more diversified economies in the Gulf Region. The availability of low-cost natural gas for electric power has fostered the development of a significant aluminum refining and manufacturing industry with emphasis on vertical integration. The Bahraini iron pelletization plant, closed since 1986 due to financial problems, was scheduled to reopen by early 1989. Commodity Review Metals.-Aluminum.-Aluminium Bah-rain Bsc (Alba) attained record high production levels in 1988 taking advantage of favorable aluminum prices, which averaged over $2,000 per ton as compared with less than $1,500 per ton in 1987. Net aluminum production was nearly 13,000 tons over design capacity. Fewer standard ingots (52,081 tons as compared with 79,685 in 1987) were produced as Alba concentrated on higher value added products such as rolling ingots (42,324 tons as compared with 32,125 tons) and extrusion billets (60,934 tons as compared with 46,618 tons).

"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable.·This issue of the Bureau of Mines. In November 1989, the U.S. Bureau of Mines sponsored a 2-day conference to stimulate thinking and discussion about changing materials technologies and implications for the Government's materials information programs. On the first day of the conference, speakers provided overviews of developments occurring in each of the major materials groups. Emerging technological developments, applications, economic and national defense significance, intermaterial competition, and potential market growth in advanced plastics, polymer composites, ceramics, metals, and electronic materials were described. In general, the speakers forecast advanced materials market growth rates in excess of overall gross national product (GNP) though high costs will tend to limit growth outside of aerospace, defense, electronics, medical equipment, and other typically high value-added businesses. On the second day, a wide range of speakers representing several facets of the materials community described how advances in materials technology are creating a need for new types of data, statistics, information, and analysis. Reflecting the speakers' broad range of organizational, professional, and personal perspectives, an array of information needs was identified. Most requirements, however, seemed to fall into one of five major categories: Federal materials research activities, material standards, market and economic information, health and safety, and public policy.

U.S. demand for building and construction materials, such as construction aggregate, gypsum, and cement, remained strong in 1989. Cement imports declined slightly, representing about 17% of apparent consumption compared with 19% in 1988. Mexico, supplying 29% of the total, was the primary source of imports, followed by Canada with 21 %, Japan with 14%, and Spain and Greece with 10% each. Mexico was also the target of an antidumping petition, filed by producers in Arizona, Florida, New Mexico, and Texas, alleging that Mexican cement was being sold in these areas at less than fair value. This was the second petition filed against Mexico in the last 3 years. The International Trade Commission made a preliminary determination that the cement industry in these regions was materially injured by Mexican imports. U.S. demand improved for construction aggregate for the fourth consecutive year and was at a near-record level. The U.S. gypsum industry performed well, even though new housing starts decreased for the third consecutive year. Increased U.S. exports of gypsum wallboard and strength in the remodeling markets offset the impact of declining housing starts.

Brazil's gross domestic product (GDP) grew only slightly in 1988 to $277 billion at current prices.2 The growth rate was the smallest registered since 1983, when the rate was minus 2.8%. The economy's performance was strongly influenced by a 2% to 3% decrease in industrial production and civil construction. The mineral industry, however, countered the downward trend in the industrial sector and grew a modest 1.4%. In November, Brazil adopted a new Constitution that placed significant restrictions on foreign investment in the mineral industries. Under certain provisions of the new Constitution, foreign companies were prohibited from establishing new mining ventures in Brazil as sole or majority owners. They could now enter the mineral industry only as minority shareholders with Brazilian partners. Foreign companies already established in Brazil had a 4-year grace period to find majority Brazilian partners, or to establish vertically integrated processing operations (mining, processing, smelting, and refining). The new Constitution also prohibited foreign risk contracts for petroleum exploration.

Owing to the growth of alloy steel production and its influence on tramp element levels when recycled, foundries have expressed concern regarding the quality of scrap used to prepare iron castings. Reliable and current information was unavailable on the amount of tramp elements contained in iron castings over time. Accordingly, the U.S. Bureau of Mines, in cooperation with the American Foundrymen's Society (AFS), analyzed cast iron samples from participating foundries throughout the United States on a quarterly basis to ascertain possible trends. Each sample was analyzed for 28 elements to determine if changes had occurred as a function of several input variables. This bulletin describes the research and presents analytical results and evaluations over a 5-3/4-year period from January 1981 to September 1986. Results show that iron casting compositions are changing with respect to a few tramp elements such as arsenic, cobalt, chromium, tin, and zinc over the period. Changes in charge compositions probably are responsible. Significant variations between zones also were observed with aluminum, arsenic, cobalt, chromium, copper, and manganese.

Building stone, cassiterite, kaolin, gold, lime, and peat were the only commodities mined, The country's main economy was in agriculture, primarily in coffee exports. Tribal violence occurred again, between the Hutu and Tutsi tribes, causing an estimated 50,000 deaths, mainly in rural and mining areas. The inflation and a large deficit continued. The country continued to import cement, fertilizers, oil, and petroleum products. Burundi possessed numerous small gold deposits. The northwest and north-east were the country's two most important gold-bearing regions. A large kaolin deposit was found at Ngozi, and its mining was specified in the fifth 5-year development plan for 1988-1992. In the area of Rugombo, limestone was being explored with the intention of opening a cement plant.

This study describes the principles involved in the design of a booster fan installation, the basic requirements, and the provisions needed to guarantee a safe operation of the unit. It also describes how a booster fan should be selected and what measures should be taken so that events such as uncontrolled recirculation of air in a mine can be avoided. A computer program called MFSELECT is presented to assist the ventilation engineer in the design process a For a given mine ventilation network, the program determines the duties of fans and regulators that will fulfill the airflow requirements of a mine and minimize the total power consumption. The application of the program is illustrated by the detailed solution of a sample problem. A Case Study based on the Jim Walter Resources' No. 7 Mine is utilized to describe the basic requirements for the design and operation of booster fans, and illustrate their potential benefits in mine ventilation. Finally, the study discusses a process control system designed to evaluate the safety conditions in the mine and report on the status of both surface fans and underground booster fans.

In 1988, Albania's centrally planned economy continued to decline. The country's officially published yearend economic report did not contain concrete results such as the growth of national income or industrial output. 2 The shortfall for central budget earnings for 1988 amounted to 9% below the planned target. Losses in industry were attributed to poor management and organization, as well as to low technical standards and excessive consumption of fuels and raw materials. The construction, energy, and mining sectors of industry did not meet their annual production plans. As in 1987, within these sectors, the chromite and petroleum extracting and processing industries continued to lag in output. Both chromite and petroleum remained Albania's chief sources of foreign exchange; the production downturn of these commodities continued to negatively affect the country's foreign trade position, especially in view of constitutional prohibitions against using foreign credit to finance trade. The chief events in the minerals industry in 1988 included the construction startup of the first of four planned new concentrators at the Bulquize chromite mine, as well as the construction startup of new ferrochromium capacities at Elbasan. Also, the copper mining industry reported the completion of facility expansion at the Perlat mine in the Mid-rite district. Albania began new facility construction at the Dinamo heavy-equipment enterprise at Tirana to maximize self-sufficiency in mining equipment production. Upon completion, the new factory would double the out-put of mining equipment at the enterprise and would introduce new designs for electric trucks and pneumatic drills for the mining industry. The new facility would also increase the production of new machinery and equipment for the country's beneficiation plants.

This report presents the Phase I progress in the development of a Radar Coal Thickness Sensor (RCTS) being conducted by Boeing Aerospace and Electronics for the Bureau of Mines. A method is developed for measuring both the dielectric constant and depth of the coal shale interface using a modified UHF network analyzer and antennas in proximity to the surface of the coal. Both bistatic and monostatic systems, are compared. The algorithm technique uses synthetic range gating for clutter rejection and full polarimetric scattering matrix techniques to extract the dielectric constant and depth to sub-wavelength accuracies. Tests were run both in the lab and in a coal mine to build an error budget and demonstrate a validation of the model. The development of a prototype radar suitable for coal mine robotics is specified.

The PC version of the program MFIRE contains many improvements and enhancements previously unavailable for the modeling of mine ventilation networks and the interaction of fires with mine ventilation Transient-state simulation with dynamic modifications of the ventilation system and mine, the fire, and resulting POC transport and ventilation alterations are accommodated with MFIRE. MFIRE is more flexible and provides more error checking, and more informational messages about prob¬lems with input files than its predecessor, the MTU-BOM code The desirable features of the MTU-BOM code such as calculation and identification of recirculation, the air to rock heat exchange, and the basing of calculations on mass flow rates have been retained. "INTRODCJCTIONAlveolar macrophages are free lung cells located on the surface of small airways and alveoli. These phagocytes play an important role in the protection of the lung against airborne bacteria and particles.1 However, hyperactivation of pulmonary phagocytes can lead to excessive secretion of enzymes and reactive oxygen species which could result in lung injury, emphysema, or fibrosis.2,3 Analysis of bronchoalveolar lavage effluents for cell types and cellular activity has yielded information concerning the etiology of various pneumoconioses. For example, emphysema associated with inhalation of coal dust or cigarette smoke has been related to enhanced secretion of reactive oxygen species from alveolar macrophages.4-7 In contrast, hypoactivation of alveolar macrophages has been associated with inhalation of diesel particulates"" and has been related to increased susceptibility to pulmonary infection. s Inhalation of cotton dust has been associated with dramatic increases in lavagable polymorphonuclear leukocytes9 while pulmonary sarcoidosis and silicosis have been related with high numbers of lymphocytes in lavage effluentsl0,11The objective of the present study was to obtain lavage effluents from 8 control subjects, 8 healthy power plant workers exposed to fly ash, 1 healthy coal miner, and 1 rock driller with acute silicosis. These effluents were analyzed for total numbers of alveolar macrophages, lymphocytes and neutrophils and for secretory activity of alveolar macrophages. Data were then analyzed to determine what response patterns were characteristic for given dust exposures.METHODSSelection of SubjectsThe 8 control subjectS were all adult males from the area of Morgantown, WV. Two subjects among the controls had smoked cigarettes for approximately three pack-years and had stopped more than ten years ago. The 8 power plant :workers were all healthy adult male employees of a power facility in Hatfield, PA, approximately thirty miles from Morgantown. One of the power plant personnel was a comparable ex-smoker. The remaining subjects were all lifelong non-smokers. The coal miner was a healthy non-smoking male from Morgantown, WV. The rock driller was a patient under treatment with corticosteroids for acute silicosis. He had shown considerable clinical improvement with this treatment but still manifested significant radiologic and pulmonary functional abnonnalities at the time of lavage. The mean age of the 8 control subjects was 36 years (range: 31 to 49 years); the mean age of the remaining subjects studied was 38 years (range: 29 to 53 years)."

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA), San Bernardino County, California During field work, BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1,188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) full access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion, $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

Between 1987 and 1988, the Bureau of Mines studied the mineral resources of the White River National Forest and part of the Arapaho National Forest to appraise the resources present and to determine the types of deposits, and their location, that could be mined economically if sufficient demand and metal prices existed. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Mineral resource information indicates that in the Gore Range the area between Tennessee Pass and Gilman may contain large base-and precious-metal deposits, and could be the focus of exploration activity in the near future. The Breckenridge mining district was found to have a moderate to high likelihood for mineral exploration and possible development of gold. Recent exploration and minor development work has occurred in several other areas: Montezuma, Kokomo-Tenmile, and Upper Blue River districts, and portions of the Sawatch Range. Limestone, marble, sand and gravel, rock for crushed aggregate, and other industrial rocks have been recently mined or Quarried in the Forrest, and will likely be mined or quarried in the near future. Currently coal is being produced at one mine in the Forest, and extensive identified coal resources are located in the Forest. Parts of four known gas fields lie within the Forest west of Glenwood Springs; there is current production at one field.

Under the seventh 5-year plan (1986-90), the Chinese Government continued to implement reform and to open the country further to the outside world in order to accelerate the growth of its national economy. As a result of expanded foreign economic exchanges and domestic achievements in education, science and technology, and cultural and public health undertakings, the national economy was strengthened. In 1988, there was impressive growth in the Chinese economy. The gross national product (GNP) grew by 11.2070 reaching $373.4 billion; 2 the national income grew by 11.4070 to $310.9 billion. The major problem in the Chinese economy was the imbalance between high demand and insufficient supply. Chronic shortages resulted in price increases and high inflation, which averaged 19% for China as a whole and about 30% in urban areas. Macroeconomic stability took precedence over market-oriented reform initiative. Because of rapidly growing inflation, the Government re-imposed price controls and rationing in major cities in the fall of 1988. China continued to be a major world producer of minerals, metals, and fuels. Output of the principal commodities continued to rise. The largest in-crease in production was salt which rose 24% in output in 1988; followed by sulfuric acid, 14%; cement, 12%; soda ash, 9%; caustic soda, 7%; and steel, 6%. For fossil fuels, the increase in output of natural gas was 14% in 1988; followed by coal, 3%; and crude oil, 2%. The output of electricity by thermal-fired powerplants rose by 9% while that for hydroelectric power-plants rose 7%. Although China's overall energy output has increased annually since 1980, the growth in demand continued to outstrip the supply.

The combined value of production of natural abrasives, which includes tripoli, special silica stone, garnet, staurolite, and emery, increased about 9% in 1988. In the case of emery, the increase was due to an increase in unit value of the material produced. The increase in the value of garnet and staurolite production was simply the result of an increase in the quantity of materials produced. However, special silica stone experienced both an increase in unit value and quantity produced. The nonmetallic manufactured abrasives industry, which includes only silicon carbide and fused aluminum oxide in the reported statistics, enjoyed the best production year since 1981 in terms of total quantity produced. Production increased 22% in quantity and 16% in value com-pared with those of 1987.

Extensive output enables detailed, quantitative analysis of the effects that the alteration will cause to the ventilation system. The program was developed at Michigan Technological University (MTU), Houghton, MI, with support from the Bureau of Mines. A personal computer (PC) version of the program was completed under contract for the Bureau by MTU. The purpose of this report is to document the installation and use of the PC version of the program MFIRE.

This U.S. Bureau of Mines report describes a system to determine the position and heading of a mining machine during maneuvers in the face area of an operating mine section. The system is the first step in the development of a guidance system for automated mining machines. The position and heading algorithm is described, and a preliminary error analysis is performed. The sensors employed were linear position transducers mounted on a mining machine with their cables attached to points on a stationary reference. Four linear position transducers were used to provide a data redundancy that increased the reliability of the guidance system. The linear position information obtained from the transducers was processed mathematically via the position and heading algorithm to provide the desired position and heading information. The algorithm takes advantage of sensor redundancy to continually test the accuracy of the sensor data. The major sources of error were determined to be the linear position transducers, the analog-to-digital (A/D) converter used to interpret the data, and the sampling frequency of the measurement system. These sources of error were evaluated to determine their inaccuracies for use in calculating the overall system accuracy.
