MR. ARTHUR E. GIBSON (General Manager, Consumers Mutual Coal Company of Utah) : I suppose the reason I was called upon to read this paper was because I was at the mine for several years, but I have not been there for the past four years and the installation has been put in since I left. This article has been written by my successor-it follows: At the very urgent solicitation of your Secretary I have consented to prepare this paper descriptive of the spiralizing plant which is a part of the new steel tipple recently erected by the Spring Canyon Coal Company to serve its mines at Spring Canyon, Utah. I have been reluctant in giving this consent for two reasons: one of which is an excellent one, and the other isn't any good at all. First,, I find that it takes a long time to become familiar with the eccentricities of spirals-to get wise to their whims and peculiarities, and while this plant has been in operation for a number of months, something new seems to crop up nearly every time I see it, and -it would be impossible to describe all of these things even if I remembered them. The second reason is, purely personal. Among the many things I have learned by attending the sessions of the Rocky Mountain Coal Mining Institute is that if a man is not pretty sure of the ground he attempts to cover, he had better keep his mouth shut, because if he isn't right, he is dead sure to be called down by someone. However, as I will not attend the session, this feature will not hurt much, but it will make it necessary for someone else to read the paper and this will make it much better for those who are obliged to listen to it because I don't read English very well. To begin with I will say that what is said in this paper applies only to the plant under discussion as I have had no experience with any other plant. While spirals have been in use for quite a number of years, and there are some large plants in the East, their use has not been general, and I believe the plant at Spring Canyon is the only one in the United States west of the Mississippi River. The details of the plant were worked out by Mr. Thos. R. Stockett, General Manager of the Spring Can= yon Coal Company; it was manufactured by the Anthracite Separation Company of Hazelton, Penn., incorporated in the design and erected by the Link-Belt Company of Chicago, in connection with the balance of the tipple. It consists of five units. Each unit consists of a vertical wood column about 6 inches in diameter, and 9 feet 6 inches in height, around which the spiral is built. It is something like a triple screw conveyor, set vertically, with flights down which the coal and refuse travel by gravity in the process of separation. There are three of these flights, forming a sort of nest but about 7 inches apart, and they make 21 turns around the column in its length. These flights dip toward the column about 27 degrees; they have a uniform pitch downward of 31 degrees; they are 19 inches wide at the top (measured from the column) and taper gradually until they are about 9 inches at the bottom. They are not made with one continuous plate from top to bottom, but are made up of a number of plates. Some of these plates are slightly waved, others have small corrugations in them and still others are perforated with small holes, all of which are intended to accelerate or. retard the movement of the coal and refuse as they pass down, At intervals there are adjustable plates in the flights for the purpose of decreasing the maximum outside;

The two most talked of questions in the mining industry today are rock dusting and mechanical loading. The one as a matter of safety, and the other as a matter of economy, and both are of vital interest to the mining fraternity. Rock dusting and other safety methods will be dealt with by others at this meeting, so I will confine my few remarks to the matter of mechanical loading. I will not attempt to tell you what mechanical loaders are doing in the different mining fields throughout the country, or what they should do, but will endeavor to give you an outline of the work being done with mechanical loaders in No. 4 Mine of the Union Pacific Coal Company, at Hanna, Wye. In order that you may better understand and be in a position to follow me it will be necessary to cite the conditions under which we are working. and the type of loaders in use. The seam pitches from 14 to 17 degrees, and is normally 32 feet in thickness, and is overlaid with a soft sandstone roof. The panel system of working is used, planes being driven on the pitch, and rooms driven on the strike. Owing to faults being encountered planes are driven between the faults, and the. rooms on either side are in some instances 800 to 1,000 feet in depth. Rooms are advanced eight feet in height, and 32 feet in width, by hand loaders and .Toy mechanical loaders, and when driven to the boundary,, 18 feet of the remaining 24 is loaded out with Thew electric shovels, and six feet left to protect the roof. In January, 1916 the company installed a Type 1 Thew shovel, equipped with a 1 1/4-yard dipper, and in July, 1917, they installed a Type 0 Thew electric shovel, equipped with a 1-yard dipper, and in the year 1918 two additional Type 0 Thew shovels, equipped with a 1-yard dipper, were installed, making a total of four Thew shovels for this mine. The introduction of these shovels caused the employees much concern, and like all departures from the old methods of mining, met with indifference by some and open antagonism by others, so that for some time they results obtained were not satisfactory. However, by constant supervision and changes in the method of haulage the results obtained at present, while not entirely satisfactory, are much better and the production and costs are reasonably good. The Thew shovels in use are mounted on traction wheels with swivel axle and move. in all directions by their own power, and while the weight of each is approxi¬mately 20 tons, they are not as cumbersome as. one would think and are easily operated. The system used in working these shovels is to shoot the coal clown ahead of the shovels and maintain two tracks, two cars being used on each track so that shovel is loading on one track while driver is, changing cars on the other. When place is finished the shovel is run back to the first cross-cut by its own power and lowered to the next room with block and tackle, the roof coal in cross-cut being shot down to a height of 16 feet to allow passage of the boom. With better results from the Thew shovels we soon realized that it was necessary to find some method of developing rooms faster than was being done with hand loaders in order to keep the Thew shovels in working places, and in November, 1923, the company purchased from the Joy Machine Company two Type 4 B U Joy loaders, and the installation of same met with the same indifference and antagonism from the employees as did the Thew

Safety, from the Latin word "Salvus" -Safe. 1. The condition or state of being safe; freedom from danger or hazard, exemption from hurt, injury, or loss. 2. Freedom from whatever exposes one to danger or from liability to cause, danger, or harm; safeness: hence, the quality of making safe or secure, or of giving confidence, justifying trust, insuring against harm or loss. (From Webster.) The meaning of the word "Safety" by Webster is very explicit, clear, and plain. It is not obscure or imperceptible. What man, woman or child is not familiar with this word? A mere word by itself, but indifference to its significance means the difference between life, death, permanent or partial disability, or injury. There is no question about a safety program being expensive. It is-it produces no commodity-but when properly organized and with a definite goal in view it will pay 'a dividend by increasing the efficiency of the human worker.

Beyond doubt it is practically impossible to eliminate all chances of accidents from falls. Mother Earth is not going to give up her treasures without some sacrificing on our part. This particular question ranks among the important subjects connected with coal-mining, and has been given less attention as a factor of life- and limb-destroyer than any other cause. The single fatalities which happen create very little attention; nevertheless, when counted up at the end of the year, they outnumber the unfortunate ones that are mowed down by the wholesale by mine explosions. Fire-damp and coal dust were often considered the greatest evils in coal-mining. All records, however, prove this conclusion to be wrong. The second annual report of the Bureau of Mines gives the loss of life caused by falls of coal and roof in 1910 as 1,310, and in 1911 as 1,321. The reports of Pennsylvania mine inspectors for a period of thirty-three years show that 59.38 per cent of all the accidents underground were caused by falls of roof and coal. Also, the Bureau of Mines shows in its last issue on fatalities that accidents from fall of roof and coal killed more men than any other two causes combined, and that they account for more than half of the deaths under- ground. It seems we are getting too accustomed, taking too many things for granted, running too many risks, trusting too much for the best, and preparing too little for the worst. We must remove the cause; then the effects will cease. However, I can see that a better day is here. The main damaging factors underground are falls of roof and sides. A bad roof is tender and lacks the adhesive qualities to sustain its own weight over comparatively small areas. A roof of any character which is frequently penetrated by well-defined slips and cleats, is characterized as a treacherous roof. The carelessness of men has been one of the main causes of most of the accidents in mining as well as in any other industries. Three Grades of Miners Miners can be classified into three distinct grades, to-wit: the experienced and careful, the experienced and reckless, and the inexperienced. The accidents which the first class usually meet with occur through the carelessness of their co-workers, as well as through accidents which are termed unforeseen, such as falling roof between timbers, and between the timbers and the face of the coal. This may have 'previously given evidence of being absolutely sound and safe, but be released by invisible slips or by sudden outburst of occluded gases in large quantities, as we term big blowers or feeders,

At the time of mine accidents one frequently hears the expression "there will be accidents as long as there are mines", or it may be varied to state that the accident in question was unavoidable, or something similar indicating inability to prevent accidents. However, it is the opinion of the writer, after over twenty-one years experience in both coal and metal mining, seven years being spent wholly in safety work, that by far the greater number of all accidents is due to carelessness or negligence. This carelessness or negligence may be on part of the victim of the accident or of one of his companions, or on part of his employer or possibly even of the inspector or safety man, and in some cases all of these agencies are involved. It manifests itself in various guises, one of the most serious being violation of state mining laws or regulations or of mine rules, and frequently the rules of ordinary common-sense. The cause very frequently is that trait in human nature to "take a chance" and it has been the writer's observation that the worst offender is the old-time miner who has come safely through many years experience, who was mining when the "safety man was a baby", and who clings to old-time ideas and practices and has "no use" for "newfangled" present-day "notions". Unquestionably, there are accidents, wholly unavoidable and many are caused by ignorance and by the new-comer in mining, yet as previously indicated, the writer's observation is that the old-timer is by far the worst offender, bringing grief to himself, companions and employer. Of the numerous manifestations of carelessness and negligence in connection with mine accidents, which have come to the notice of the writer, only one will be treated in this paper, viz: Violation of State Mining Law, and mention will be made only of explosions and major accidents in coal' mines with which the writer came in personal contact as investigator. In most cases, in addition to mine inspection after the accident, the writer heard the evidence given at Coroner's inquest and thus was enabled to for¬mulate fairly definite impressions as to events and conditions leading up to the occurrence.

In the current issue of Link-Belt News is this quotation: "Advancing waves of other people's progress sweep over the unchanging man and wash him out." As we look over the industrial world today we are struck by the many waves which are sweeping over backward industries. Mergers are being consummated in all lines of endeavor. General Motors are making radios and the Bendix Brake Company are making airplanes. Railroads which twenty years ago were called to account by the Federal Government for their efforts to form combinations are today being ordered to combine. But what is of immediate concern to the coal industry is the fact that there is now in existence or in project a total of 3,641 miles of pipe lines to carry natural gas to most of the country's industrial centers. This is the wave of progress which is sweeping toward you and me. If we are to grasp the significance of these many changes, we must widen our vision so that we may learn some- thing from 'the other fellow's experience. The first lesson is that cost of production alone is not a measure of profit. It is an interesting fact that the production of an article represents a definite loss until that article has been sold for a price in excess of its total cost, and the money is in the hands of the producer. If this is true, then the selling price is more important than the production cost.

Dear Sir: Yours of July 23rd, relative to my appointment on the Safety Committee in connection with the Rocky Mountain Coal Mining Institute. As you say in your letter, "The duty of this committee is to draft suggestions as to safer mining practices with the idea of preventing disasters in coal mines." Much has been written and many suggestions made on this same subject, and it is very hard to put up further recommendations than have already been made. The disasters you mention in your letter unquestionably have direct reference to coal mine explosions, which from time to time still occur in this and other countries. As far as our Western mines are concerned, you know that sprinkling and shot firing by electricity have been very extensively carried out. Notwithstanding these precautions; we have had a few rather serious disasters in the past in these mines. I do not care to place any blame or responsibility on the companies having these disasters, but it is a fact that in each and all of them, after careful investigation has been made, that the human element has had more or less bearing on the accidents happening. From most reports that we gain, either directly or indirectly, it is very evident that investigation shows after an explosion that the rules governing one or both of the above safety measures have been somewhat carelessly or negligently carried out. Much has been written and read about rock dust sprinkling, but it is questionable if this method is doing a great deal toward the eliminating of disasters. While it is true it may have the effect of preventing propagation, still I do not believe anyone claims for it a sure preventative against initial explosions. I had occasion not long ago to visit a mine, after an explosion, in which dust barriers were supposed to be hung, and from indications it was quite evident that the dust barriers had been in operation, but they did not prevent the explosion from reaching all open parts of the mine. It is also true that profuse scattering of rock dust throughout a mine would have a beneficial effect, but there is a question arises here as to whether the sprinkling by rock dust or the spraying by water, if available, is the most effective. I am satisfied that if all coal mines are kept well sprinkled and all open workings maintained in a thorough moist condition, that the biggest factor in a coal mine explosion is in this way eliminated. There is no doubt but what the use of permissible powder, particularly if shot by electricity, has had a very marked effect on the number of disasters in mines, and if this method of shooting was energetically carried out there would be a difference in the number of explosions, both minor and Major, all over the country. Some of the recent explosions have taken place where no shooting was being done, but there is no denying the fact that the other ingredient, namely, coal dust, entered in the elements very extensively. We have read and heard of hydraulic cartridges and other patents (substitutes for powder) that were being worked out for the purpose of

The topic assigned me by the Chairman of the Institute, "Safety Practices in Franklin and Williamson Counties, Illinois," I fear will necessarily resolve itself into a paper on shale dust, its application and the results obtained. I returned .only last week from a three weeks trip through these counties at which time, through the courtesy extended me by the operators, I had ample opportunity to visit and inspect many of the largest mines in the field, some of which are among the largest in the United States. With the exception of shale dust and ventilation, I see but vary few instances where the Illinois mines are further advanced in safety precautions than the western mines, and in some respects I believe the operators of the West are further advanced in safety methods than their eastern brothers. Great care is exercised in handling of all ventilation currents. This is an aboslute necessity, as this field is quite gaseous, and the peculiar geological structure of the overlying and underlying strata makes airtight seals very

The first session of the Rocky Mountain Coal Mining Institute was called to order by Past President R. M. von Storch, who introduced the President, R. R. Williams, Jr., Manager of Mines, The Colorado Fuel & Iron Corporation, Pueblo, Colorado. His speech of welcome is as follows: "Members and guests of the Rocky Mountain Coal Mining Institute: It is my distinct privilege to welcome you to the fifty-fifth regular meeting of the Institute. We have again gathered to meet our treasured friends, to make new acquaintances, to hear important papers by outstanding authorities, and to generally enjoy ourselves in the setting of the beautiful city of Colorado Springs. It is the prerogative of your President to appear as optimistic as he desires in the opening remarks to this Institute. I must admit that I have had to cast aside some bare and significant facts to the contrary. However, there must be a great deal of optimism present in an industry that can survive the adversities that have confronted. the coal industry within recent years.

At 10 a. m. registration was commenced and completed. At 11:30 a. m. the meeting was called to order by the President, William Littlejohn. There was no unfinished business, new business nor reports of committees. The minutes of the previous meeting, as published in the proceedings, were approved. The report of the Treasurer was referred to the Auditing Committee who were auditing the report of the previous year. At 2 p. m., President William Little- john called the meeting to order for study session. Mr. J. Samuel Pyeatt, the new president of The Denver & Rio Grande Western Railroad, ad- dressed the Institute at length, expressing his pleasure at the opportunity of meeting the coal operators, pledging his cooperation toward the solution of the mutual problems that are arising. He reviewed the change in the Western Industrial situation; explained how the revenue of The Denver & Rio Grande Western Rail- road was being received from freight rates, only twenty-four per cent above the rates of 1914, yet laborers receive 97 per cent more, supplies cost 58 per cent more, showing that no reduction in rates can be expected unless other conditions are adjusted. He gave figures to show the immense sums, aggregating ten million dollars, that have been spent on improvements in the last ten years. The railroad is improving and will continue to improve. Mr. Pyeatt feels that the serious troubles of the railroad are over and that with the cooperation of the shippers, better service and more profits are ahead. He showed the increase in rates on farm products to be only 48 per cent, as against an average in- crease in price of farm products, them- selves, of DG per cent. The position of the farmer is not as serious, nor un- fair, as has been claimed. More equitable legislation is promised, and this is needed to offset the efforts of demagogues to deceive the people as to the actual facts. Much equipment has been put into the railroad, much new and powerful equipment, and ten of the largest narrow gauge locomotives ever built have just been ordered, engines that will do the work of three of the present locomotives. This ratio of improvement will be maintained throughout the narrow guage system, and the Rio Grande will not lag behind the shippers and the operators in co- operation. The President answered Mr. Pyeatt's remarks, and then called the meeting to order for discussion. The study sessions were held; papers were read by .J. H. Emrick, "Cutter Bits"; D. A. Stout, "Experiments in Mining Methods," and Harry Petersen, "Permissible Powder and Cushion Shooting." At 5:30 p.m. a social hour was held for all RMCMI registrants on the lawn area south of the Gondola Lift House. This was followed by a western steak fry and dancing to the country western band, "The Cat's Night Out". MORNING SESSION Tuesday, June 29,1982 RMCMI golfers came out in force for a shot-gun start of the Championship Golf Tournament at Vail Municipal Golf Course which began its first session at 7:30 a.m. followed by a second at 1:15 p.m. The tournament was headed by William Carpender, chairman and his committee members Gary Bennewitz, Jr. and Gene Christmann. RMCMI members were treated to early morning rolls and coffee in the Conference Center preceding a showing of the RMCMI slide/tape program on enhancing the image of coal mining, by telling the story of the Institute. Following this, the meeting was called to order by President McKeever at 8:30 a.m. when he introduced Mr. Carl Terzian who presented a workshop entitled "Sure You Have an Image - But What Kind?". MR. McKEEVER: Good morning Carl. I see you're ready to address this bright and busy tail audience. One of the things that I really want to point out this morning and I knew we would have a second chance with Carl Terzian but Carl is someone that will leave a good lasting impression on you and what he will hopefully be talking about, as I remember, is that what he's saying here can be used personally, or for company, or for the Institute, or anything else on image. Carl is Chairman of the Board of Carl Terzian Associates. He is a prominent author, lecturer and consultant. He is headquartered in Los Angeles and he's nationally known: governmental affairs, man¬agerial development and executive speech training and has served nearly four hundred clients since 1969. Each year he travels nearly 300,000 miles to address conventions, conferences and sales and management meetings as a motivational speaker. Carl has been speaking professionally for more than twenty-five years. He was graduate magna cum laude 1957 from the University of Southern California where he was elected Phi Beta Kappa and student body president. He later served as State Department goodwill ambassador for President Eisenhower; public relations director for Lutheran Hospital Society of Southern California; dean and professor of political science and speech at Woodbury University and public affairs director for architect Charles Luckman. He has been honored for his civic and philanthropic and professional accomplishments by the Congress and State Department, California Assembly and Senate, City and County of Los Angeles, Her Majesty the Queen of England, and six times by the Freedom Foundation of Valley Forge. Carl, welcome to our Coal Mining Institute and it's been kind of a historical situation on Tuesday morning that we will probably have people straggling in after that wonderful steak fry that we had last night. Coal is the basic necessity of our present-day civilization, and those engaged in the industry, whether miner, day-man, pit boss, tipple boss, superintendent, salesman or operator, have a direct responsibility to the public at large. Our country is blessed with a great supply of Bituminous coal, upon which it must largely depend for its industrial prosperity. Anthracite coal, in its relation to our economic situation, is a small factor, as its ratio of production to Bituminous coal is only about one-sixth. However, within the last ten years, electricity and oil have largely displaced the use of coal in industry, so that the use of Bituminous coal is decreasing, relatively, and the potential production of Bituminous coal has largely increased since the war. High wage scales and high freight rates make the delivered price of coal to the consumer so out of proportion to the cost of electricity and oil -and strikes make the supply of coal so uncertain-that industry is rapidly turning to electricity and oil. The energy in a ton of coal can be transported, by electric current, a distance of 250 miles for 78% of what it costs to ship the coal in bulk, by rail, in the East-and, for about 60% of what it costs in our section of the country. The use of fuel oil, distillate and gasoline, in industry, has increased by leaps and bounds. Especially was this noticeable during the strike this year, as the large packing plants in Kansas City, Omaha and Sioux City (that formerly used nothing but coal) are now practically all using oil. This also supplies to other industrial plants throughout our territory in Texas, Oklahoma, Kansas and Nebraska. Many railroads are using oil, as are also the smelters, cement plants, etc., etc. Ten years ago, 100% of the threshing in the state of Kansas was done with coal-today not over 25% of it is done through that means-and so it goes all along the line. The use of our coal is being yearly more restricted in industry. In the case of domestic consumption, the circle is also ever decreasing.' In small towns and on farms, kerosene, gasoline and wood are largely utilized for cooking. For the past four years, along any country road, it is a common occurrence to hear a buzz-saw cutting old fence posts or timbers taken from creek bottoms. Many thousands of tons of coal are displaced each year through the use of corn and cobs. In larger towns, gas plants have been installed, and many housewives use gas-in communities contiguous to natural gas, that is used for industrial and domestic purposes. The time has gone when industrial and domestic consumers or dealers are satisfied to buy anything that is black-competition among the coal-producing states is keen, and will become more so. Eastern and southern fields are turning out splendidly prepared coals of high quality, and with their lower freight rates to competitive territory, will entirely nullify the use. of our Western coal unless-

Mr. Chairman and Gentlemen: The subject, "Shake It for Results," may or may not suggest just what is to be shaken, or just what results are to be obtained. I can assure you that if you are thinking about anything outside the realm of pure mining application you have come to the wrong meeting, and if this be the case, you have come to hear a subject discussed that I am not prepared to undertake-at the moment, at least. At the very beginning of time, results were definitely obtained by shaking. If you will recall, Eve shook a certain tree of forbidden fruit-need I recount to you the results that were, and are still, being credited to that bit of engineering? To get closer to the subject at hand, it is the intent of this paper to touch generally on the shaking, principally the vibratory shaking, of materials on a piece, or pieces, of perforated metal or screen cloth. Through the evolution of such a motion we find that great strides have been made toward a highly efficient "operation which is an essential factor in the mining world of today. The object of the shaking motion is to more efficiently separate one size material from another, according to the openings in the screening medium over which it is passed. Sizing is an important operation in every ore dressing, coal prepara¬tion or other mineral-preparing plant for reducing the product to a form more concentrated or more convenient for utilization than that in which it was mined. In coal preparation, market requirements, convenience, custom, and efficiency in combustion necessitate grading mined coal by sizes. All ore-dressing or coal preparation plants therefore must have what is called screening, sizing, or grading apparatus.

CHAIR: I see a great many safety men in the audience and I hope you will all take part in using up the time that we have left. The point brought up by all was the necessity of education. It is very hard to know just how this is going to be done. We get very little encouragement to do this. At a recent meeting at Rock Springs, 100 in attendance, and most of them mine officials. Another condition which contributes to accidents is the labor turnover in many of our States. With many companies I am told from actual statistics the labor turnover is 125 per cent. Each field has different mining conditions so that men coming from one field are not always familiar with the mine conditions in the field they come to. These are conditions which have to be overcome. WM. LITTLEJOHN: Mr. Harrington brought up the subject of sprinkling. I will try to tell what we are doing at the Utah Fuel Company camps. Our dust at Castle Gate is the most inflammable gas that has yet been tested at the Pittsburgh station of the Bureau of Mines, so it is up to us to use every precaution to keep it down. I will try to tell what we are doing regarding sprinkling from tanks. We now have in operation two tanks in our locomotive roads, one in Castle Gate, one in Sunnyside. These tanks are something like 500-gallon tanks with pump on one end of truck which gets its power from the power wire and has a half circle perforated pipe on the other end of tank. This is simply hooked on to the locomotive. When the pump is started up it throws a fine spray of water all around which wets the roof, the sides and floor. We found this very successful from an economical as well as a working standpoint. A roadway that we probably would have had to pay a man at least two shifts for, covering the full distance, with the ordinary hose and spray, we can do in half a day and do it more thoroughly. We are also figuring on at the present time using the same system on rope haulage ways, which of course will have to be run by a reel from the feed lines, handling say four hundred feet each way before reconnecting. We haven't got it finished, but are working on it at the present time. MR. COLBURN: I would like to say a few words -about this question of education. Education was mentioned by all three sections of the Safety Committee. Education regarding safety might be divided into two branches. One branch is for the official at the mine to keep him acquainted with the latest developments in safety equipment and safety methods. The other part of education is for the workmen. The United States Bureau of Mines is co-operating in both directions. Safety Clubs are organized around the Bureau of Mines First Aid Training, but it is the idea to expand those clubs and teach the miner the advantage of such-things as the closed safety lamp, and also the regulations that have been made for his safety. In Illinois we can't operate with the closed lamp, because the miners in that section of the country are not educated to the advantages of the safety lamp. Another form of education has been taken up by the National Safety Council, consisting of voluntary organizations similar to the Institute, to which all mining men are invited to attend. Such conferences nave been held in the Lake Superior district, in Butte, and in Globe, Arizona, this year. These are to be extended throughout the coal mining regions. CHAIRMAN PRYDE: The Union Pacific Coal Company has also built two tank cars of 600 gallons capacity each. The tanks are connected with hose, so that water can flow from one tank to the other. A centrifugal pump is mounted on a truck, and connected to the front tank. This pump takes its power from the trolley wire. The discharge from the pump is perforated, so that it sprays the floor and sides of the entries. We expect to use this water train on main haulage ways where we have no sprinkling line.

Members of the Institute: It is with great pleasure and honor that we welcome you to the thirty-ninth regular meeting of the Rocky Mountain Coal Mining Institute. I assure you that Mr. Krippner, the General Chairman, and his associates have an outstanding program in store for you, and trust it will be of much interest to the industry. I note by the program they have me slated for an opening address, but I am going to defer that, proceed with the remainder of the program, and endeavor to go on schedule and keep matters on schedule as outlined on our program. The first item on the program is the reading of the minutes of the thirty-eighth regular meeting by the Secretary. I might say that it has been customary in the past that we omit the reading of the minutes. If that is not agreeable, we will read them; otherwise, I would like for someone to make a motion that we dispense with the reading of the minutes, inasmuch as they are published in our annual report each year. PRESIDENT LITTLEJOHN: The paper of Mr. Emrick will now be open for discussion for about twenty minutes. The meeting is now open for discussion. MR. EMRICK: There is some question that may have occurred to you at different times, that is how are you going to tell when the bits are properly made? A fairly good rule to go by is when the used bits come out of the mine, if half of them are bent and half of them are broken, the average is pretty good MR. GEO. B. PRYDE (Union Pacific Coal Company): I would like to ask Mr. Emrick if he has any figures as to the saving of Dower with the different styles of its. MR. EMRICK: I suppose you mean chisel point bits and pick point bits? MR. PRYDE: Yes. MR. EMRICK: So far as I have been able to learn, the only reason why chisel point bits are used is to prevent coring that might be done by the cutter chain. The pick point bit, of course, is the proper thing to use. It can be used when the position of the cutter links in the cutter chain is right. I do not know of any figures which give power consumption ratings on the use of pick point and chisel point bits, but there are tests and ratings, etc., which have been taken- which have been tested as against different bits, which have been given proper clearances against bits not having been given proper clearances, and they will run,-in their saving in power, they will run 20 to 25 per cent. MR. A. C. WATTS (Chief Engineer, Utah Fuel Company) : I would like to ask Mr. Emrick if he has any record showing the saving in power on using the alloy steel chisel bits. I know that several experiments have been made; I do not recall the figures now, but we had a very decided saving in power. MR. EMRICK: I haven't any of the records. Do you think that is because of the steel that has been used? MR. WATTS: Well, they were all sharpened by the same man and used in the same machine, and at the same shop. I do not know the composition. It is "Red Star" Vanadium that I had in mind. MR. EMRICK: I have not seen any records. Some companies are using the tool steel bits because they stand up a little bit better. MR. BENEDICT SHUBART (Secretary) : I was going to ask Mr. Emrick about that question. There is one company that does not recommend tempering the bits. They recommend using not exactly self-hardening steel, but one that is bard enough without quenching-they use 80-90-point car- bon but about a 70-point manganese, not exactly self-hardening steel, but they do not temper this at all. MR. TESCHER (Disaster at Dawson) : I move that you appoint a committee of nine members of this Institute to draft a set of resolutions that we can send out to all members of this Institute, to the mine officials in all four states, that might go towards preventing these disasters; that we reach all men, all mining men, mine officials of all kinds. I think we have enough brains to carry out a few suggestions of that kind. I think you are fully familiar or know men who are fully qualified to act on this committee. The only qualification that I have is to ask that Mr. Harrington be appointed a member of this committee. PRESIDENT WHITESIDE: You have heard the motion, and I believe it was seconded. Is there any discussion? That is a subject that really needs a great deal of thought. MR. LAMB: Things like that can't be handled in a minute. What Mr. Tescher suggested is all right, but to my mind, going into a great many of these different properties, seeing the conditions, such things hit pretty close to home. I would suggest that you put this off; lay it over until such time as the people who had the disaster have some time to think these things over. It is too soon to offer even a suggestion. Suggestions are all right, but there are no nine living men in the United States who can stand up or sit down and talk it over and give you any reasonable answer, in one hour or six months. First, you would naturally have to go down there and converse with the men who were at the camp at the time. You are all operators; all you operators would -like to talk it over today. You realize that anything that is good for the camp is always acceptable in disasters of this kind. I say, do it gracefully and not by publication. MR. TESCHER: I feel that the men present know these suggestions by heart and they don't have to discuss them. They know them instinctively and they know they will apply to any mine. It must be understood that if these suggestions are not carried out, they ought to be; and there is a motion before the house. PRESIDENT WHITESIDE: Mr. Murphy, you started to rise to your feet a moment ago. Have you anything to say on the subject? MR. MURPHY: I have just returned from a visit to Mr. Brennan. Mr. Brennan and I have worked together for twenty years. The manager of our company asked me to go down there and express his sympathy. Those things come to all men if they live long enough, in the coal business, and he wanted me to express to Mr. Brennan personally his sympathy and deep regret. What I had in mind when I started to rise, was to suggest that the Institute as a whole express its sympathy to Mr. Brennan. I don't think there is a man in Utah, Wyoming, Colorado or New Mexico who has done more in safety' lines than Mr. Brennan, and it just seems bad luck that he had this disaster, and I am in hearty sympathy with the gentleman who spoke about not appointing this committee. I believe a resolution to Mr. Brennan would be very much better. JAMES DALRYMPLE: I am in sympathy with this gentleman here. I think it is going to hurt the feelings of those connected with the mines in which this disaster occurred. If you will give me the privilege for a few minutes, I will gladly express myself and the action that has been taken in the past by this Institute, and my opinion combined with a great many other opinions. And what I am going to say is going to be said by the-well, I am going to say it as I see it. I am going to say it not in an unfriendly spirit, but from a spirit of not undue criticism. I happen to be one of the original members who organized this Institute. I did what I could to obtain memberships. I remember very well when we had our first meeting that we had a very large membership. I think I have a photograph of the members which was taken on the steps of the Capitol building at that time. Our membership at that time was composed largely of underground officials. I mean by "underground" officials, the superintendents to some extent, the mine foremen, their assistants,

Unnumbered ages have passed since the time when nature's laboratories were working without the aid of capital or labor unions assisted only by earth's cooling crust and old Sol's rays, to lay the prodigious coal beds of the earth and distil the oils which now furnish the basis for the world's great industries. Strangely enough rays from the same old sun probably somewhat diminished in intensity are still drawing from earth to clouds the water that will run down hill and through man-made devices produce energy to compete with that made with the products created in ages past. So now we find that within the past century vast human industries have grown up around the products of these agencies and here we are today discussing the many problems connected therewith and among the others the subject of this paper, which is essentially the relation of COAL to OIL in industry. The problems involved are those of human relationship and are not fundamentally unsolvable when engineering skill and knowledge is properly applied. The last few years has developed a brand of pessimism that is especially prevalent in the coal industry, at any rate in the west where we come in contact with it. In any general discussion with coal men, a very short time only is required to bring out the feeling or expression that the coal business is on the rocks and the reasons run the gamut of human deviltry. We have heard that in the not far distant past corn was so cheap that the farmers were compelled to burn it and thus deprive the coal mines of their well earned right to sell coal for this purpose. We have heard that the flood of oil is so vast that it was being burned in preference to coal, and to heap insult on injury that the rail- road locomotives were burning oil in order to pull coal away from the mines. We have heard that the union was responsible for all the woes to which the industry is subjected. We have heard that the family tin lizzie is so depleting the family exchequer that coal could not be purchased and if purchased could not be collected for. We have heard that producing mines are so numerous that the profits are a negligible quantity. These are but a few of the reasons assigned for making the coal producers a class of pessimists which is not good for the industry. All these reasons given and all the others must be taken collectively and these are not the cause but the effect of a rapidly changing civilization. An analogy may be found in the experience of many of us in the electric industry a few years ago. You may remember that less than 20 years ago the high efficiency Tungsten electric globe was introduced. It was so much more efficient than the old carbon lamp that only one-third of the current previously required was needed to produce the same illumination. Consternation seized the ranks of electrical men who had little or no vision, for the out- look was that so little current would be sold that everyone would be bankrupt. This limited vision, however, did not prevail, for all engaged in the industry spurred on by necessity, accomplished many of the things that we are now enjoying the fruits of be- cause the electric industry has grown and is growing by leaps and bounds and every highly efficient improvement is greeted with rejoicing. It is well known that when the old type of carbon arc lamp began to be replaced by modern units the manufacturer of carbon rods thought his doom was sealed and yet these same manufacturers have so adjusted them- selves to conditions that the dry battery business of today is of vastly greater volume and profit than was the carbon rod business of the past. The haulage system employed to convey coal from the face to the outside, dates back to 300 B. C., when slaves carried the mineral from the face to the consumer. The British discovered coal on their island about 800 A. D. and they were the first people to make practical use of coal and make coal mining a successful operation. The Britons carried cargoes of coal in their trading expeditions long before Columbus discovered America. The early history of mine haulage in the British mines relates to women with baskets, a practice still in use in Korean mines. Coal was discovered in America in 1679. The first mine worked in the United States was opened at Richmond, Va., in 1770. The haulage inside consisted of a crude sled loaded with, sacked coal ready for the market and drawn by a mule. The tipple consisted of the very simple operation of loading the sacked coal to the back of a lame mule, which represented the transportation system between mine and boat. The capacity of the boat was one ton and this large production of coal was intrusted to a small boy, who delivered to any place in town his bushel basket filled' with winter fuel. One daring coal operator shipped fifteen tons of coal by boat to Philadelphia and the man in charge had to seek employment to pay his board while finding customers for his fuel. A production of five tons per day would hardly attract attention to any system of haulage, add three ciphers and the importance of mine haulage is made very plain to the management. I will consider a production between 3000 and 5000 tons in eight hours and endeavor to bring out the essential features necessary to make the haulage system a regulated precise factor. There are two phases to mine haulage, the mule trip from the room to the motor or gathering party and the main haul to the outside. The motive power, whether done by mule, wire-rope or electric motor cannot be effective if left to the power alone. Conditions must offer no obstacle and it is the removal of obstacles that make the haulage system. This paper will consider a flat seam with the usual jump ups and downs or natural obstacles to be met and mastered by the successful tail-rope or electric system. The pit car is no longer a screening system scattering the fine coal from the room to the outside, adding to the costs by giving employment to road cleaners and polluting the ventilating system with a fog of coal dust.
