To explain in detail the manufacture of seamless pipe and tubes is something I venture to say that has never been done to a point entirely satisfactory. The manufacture of seamless tubes dates back to 1885, when Mannesmann Brothers invented the roll-piercing mill. Ten years later R. C. Stiefel invented the disc-piercer, which first came into general use in this country. At the present time the Mannesmann roll and the Stiefel disc-piercers are used, the Mannesmann rolls particularly for the larger size billets. Sizes produced at first were relatively small and the product was cold drawn to provide a smooth surface. The early uses of seamless material were chiefly for mechanical purposes, such as boiler tubes and bicycle tubing, and the latter for some years taking the heaviest tonnage. Improvements in the hot process were gradually made; the early Pilger type rolls were largely superseded by the two-high rolling mill for rolling out the tube after being pierced, the reeling machine for diagonal rolling, the sizing mill for giving exact outside diameter, and finally the sinking mill for reducing larger diameter tubes to smaller diameters.

When I was asked to read a paper to you, I wondered what idea I could bring before you which would be interesting and which would be helpful in your work in operating coal mines. The Institute has been studying ways and means of increasing the safety and efficiency of mine operations. Almost every subject along this line has been discussed from time to time. In thinking the matter over it occurred to me that there was one thing used by practically all coal mining companies in considerably large quantities and which in many cases does not receive the attention it should. It is the cutter bit placed in the cutter chains on coal mining machines. Coal mining machines have been repeatedly improved during the last twenty-five years until their efficiency and convenience have reached a high level. The generating units making electrical power to operate them also have been developed to a similar degree. This machinery has been in- stalled at a great expense to coal mining companies and the installation made for the sole purpose of pulling coal cutter bits through coal. Why not then give these cutter bits some attention so as to see that they do their work as efficiently as their driving and propelling units? The consideration of this question easily divides itself into three principal parts-First, the kina of steel out of which to make the bit; Second, the proper form or shape to give it; and Third, the tempering of the bit. Let us discuss them in that order. There have been tried at different times' various grades of steel for cutter bit uses. The cheaper steels, having a very low carbon content (.10 to .30 per cent carbon) have proved un- satisfactory because such steel cannot be tempered so as to produce a satisfactory cutting tool. Because of the low carbon content, it cannot be hardened to retain its cutting edge. It dulls quickly, bends easily on striking any hard obstruction in the coal, and so requires constant resetting to its original form. The high priced alloy steels when properly shaped and tempered will give a bit that would make a clean, even cut in the coal if no impurities were encountered. Such a condition is rarely found. Alloy steel is quite brittle and on striking impurities, such as sulphur balls or a sand spar, is readily broken and so the loss of material through these broken bits and the high price paid for it more than offset all the other advantages which this steel has shown in cutting. Experience has shown that steel having approximately .70 per cent carbon and from .25 to .35 per cent manganese will give the most economical results. Some mines have obtained better results by using a steel of slightly higher carbon content and in some cases a grade of tool steel has been used. The disadvantage of using a steel having too much carbon is that it can easily be spoiled in the black- smith shop by overheating. Steels having a carbon content of about .70 per cent have a sufficiently wide range of temperatures at which they can be forged and hardened so that with ordinary care and attention they are not likely to be burned. Steel of this quality, therefore, has been found to be the most practicable because of its reasonable cost, ease in working and tempering and general durability. The oil industry had its inception in the United States in 1859 when the first oil well was drilled by Col. Drake at Titusville, Pennsylvania. From, a production of 2000 barrels for that year there was a slow but steady increase, with some fluctuations, up to 1901 for which year the output was approximately 69,389,194 barrels. Since that time the production has increased with leaps and bounds due to the rapid rise of the automotive industry, the widening use of oil as a fuel under boilers and the development of the. Diesel engine. The production for 1921 is estimated to have been 469,639,000 barrels. During the same year more than 125 millions of barrels were imported from Mexico. The oil industry, including the production, transportation, refining and distribution of petroleum and its products, is now the third largest in the country. Present Condition of the Industry During and immediately after the war the demand for petroleum exceeded the domestic production plus the imports from Mexico with the result that our storage oil was heavily drawn upon. Prices for crude exceeded all previous levels in the history of the industry. Pennsylvania crude sold for $6.10 per barrel and Mid-Continent crude for $3.50. Such prices stimulated wildcatting greatly with the result that several important new oil pools were discovered. Then as production increased the depression came which caused a large falling off in consumption. Pennsylvania crude fell to $2.25 per barrel and Mid-Continent to $1.00. Large oil companies such as the Standard, Sinclair and Empire took advantage of the situation, erected additional storage tanks and bought up millions of barrels to hold until better prices returned. Prices have already improved owing to a better market, but the domestic production coupled with the Mexican importations is still in excess of the demand with the result that the surplus is being stored. At the close of the year 1921, the U. S. Geological Survey estimates that there were 183,890,000 barrels of crude in storage in this country, the largest stocks in the history of the industry, yet an amount sufficient to supply the country for only 119 days at the present rate of consumption. Price reductions are again anticipated in some quarters but in view of the probable falling off in the Mexican output in the near, future due to the rapid rate of exhaustion of several of the most important pools and in view of the expected increase in consumption of gasoline and kerosene during the spring and summer months it is more likely that the present price level will be maintained. Present Sources of Domestic Supply Seven major oil fields are recognized by the U. S. Geological Survey in the United States. These are the Appalachian, Lima-Indiana, Illinois, Mid-Continent, Gulf Coast, Rocky Mountain and California. Two of these, Mid-Continent and California, supply about seventy-five per cent of the present total domestic output

The problem of converting our raw coal, and especially those coals that are not suited for long storage, in other words soft, into a fuel which would be at once clean; of a high B. t, u. content and low ash, is one that has occupied the minds of many able chemical engineers and hydrocarbon technologists during the past few years. Low temperature carbonization is the present outcome of this line of research, and many methods have been evolved of recent years to turn out a serviceable, useful fuel, and at the same time, save the by-products. As most of the research and data within my experience and knowledge pertains to lignite or sub-bituminous coals, I will confine my remarks to coals of that character and grade: I might say that Colorado coals, commonly called lignite, are not in reality true lignite, but are sub-bituminous, although I have in my possession an analysis of a Colorado coal which shows a moisture of 17 per cent, volatile 31.5 per cent, fixed carbon 28.8 per cent, and an ash of 22.7 per cent, and B. t. u. less than 8,000. Even this, though useless for domestic or indeed industrial purposes, could not be classified as true lignite. However, for the purposes of this paper I will refer to these coals as lignite. Two thousand pounds, or one ton, of raw lignite carries about 20 per cent moisture. This, of course, varies in some coals, but is, I believe, a fair average. For carbonization purposes this is usually dried to a 5 per cent moisture, therefore leaving but 1,700 pounds of coal to be placed in the retort. From present knowledge, and with the average process of carbonization, 70 per cent of this coal will come out carbonized, or 1,190 pounds, to which is added about 10 per cent pitch, which is fried out as the coal passes through the retort, and which is used as a binder, making a total of 1,360 pounds of coke or carbonized coal. This is usually in appearance a dark colored, rather porous coke of about the size of pea coal. It burns without smoke and have a very high B. t. u. content. According to most authorities on this subject, carbon, hydrogen, oxygen, nitrogen, sulphur and ash constitute the only elements on which carbonization value of a coal depends, and of these hydrogen is the most important. It is claimed the value of a coal for carbonization purposes may be roughly surmised from the hydrogen content. If this is promising, that is, showing an available hydrogen content of from 3 to 5 per cent, the coal should be given a careful ultimate analysis. Should the seam, as often happens in lignite coals, show varying bands of coal of different structure or appearance, samples should be taken from each band as well as a gross sample taken down the face of the seam in the usual way. This is in order to determine what part of the seam is most promising for by-product processes. A seam showing a high nitrogen content adds to the attractiveness of the coal in carbonizing as; if available nitrogen is 2 per cent or better, it should give a very high ammonia yield.

The sixth Annual RMCMI Mine Rescue Evaluation was held during the 1997 Institute convention at Sheraton Steamboat Resort, Colorado. The Mine Rescue committee, co-chaired by Becki Boam and Gary Cook, is one of 18 committees of the Institute. In 1997 the largest number of teams participated in the program. There were nine: BHP Minerals - La Plata Mine, BHP Minerals - Navajo Coal Co., BHP Minerals - San Juan Coal Co., Bridger Coal Co., The Coteau Properties Co., General Chemical Co., The Sabine Mining Co., Solvay Minerals and Western Energy Co. Professional evaluators who provided challenging scenarios for the 80 participants were Jack Knight of Milton, Florida; Wilson Begay, Chris Saxon, and Gaylon Yazzie all of Western States Security; Mary Bailey, Bailey Associates; Tom Bass, California Department of Corrections; and Art Saenz, BDC. Seven members made up each team plus one or more trainers and represented the states of Montana, New Mexico, North Dakota, Texas and Wyoming. Ten different scenarios were presented during the two day evaluation. Each team was given the pertinent information to solve the problem as they assembled at the site. Mine Rescue families and friends participated as victims providing realistic scenarios to simulate the stress of an actual rescue incident. Each team was unaware of the circumstances until arriving at the various scenes in and around the Sheraton resort. [ ] These teams are providers of prompt rescue and medical care for accident victims at their respective properties. The members act with immediate and professional knowledge to save lives and prevent further injuries. Sponsors who contributed financially to the 1997 program are: Argo Industrial, Antelope Construction, Fisher Safety Supply, Flanders Electric Motor Service, Inc; Intermountain Electronics, Inc.; King Energy Services, Inc.; Rocky Mountain Electric Motors, LS.; TerraMatrix and Triune Inc. On Saturday evening, June 28, a reception was held for all mine rescue participants and spouses who had advance registered for this social event. The RMCMI Board of Directors was invited to attend and meet with the teams. As convention attendees, all mine rescue participants and registered families attended the Monday night country western reception and Bar-B-Q. This was followed by an adult western melodrama. [ ] Glass awards with the RMCMI logo and a Mine Rescue figure were presented at the Tuesday Mine Rescue buffet breakfast to all nine teams, each of which had achieved proficiency at level 3. Captains of the teams pictured below are (from left standing): Ron Neff, BHP-San Juan; Ted Laughline, Bridger, Terry Davis, Coteau; Jim Knutson, General Chemical (from left kneeling): Dan Allerdings, Rosebud; Ron Miller, BHP-Navajo; Jonathan Sorrell, BHP-La Plata and Ray Blaisdell, Solvay. Gary Cook is to be commended for his solo last minute supervision of the Mine Rescue program, due to Becki Beam's unavoidable absence. The teams look forward to the 1998 convention at Snowmass Village Resort, Colorado Thursday and Friday, June 25 and 26.

Men and institutions are what they are largely because of inheritance. Out of the past comes experience that enables men to build more wisely than did preceding generations. The field of possibilities has widened as the horizon of men's vision has been extended. The realization of these possibilities has depended largely on the application of men's natural endowments, brain and brawn, to the problems at hand. In the field of mechanized mining, Wyoming has a greater percentage of men with vision, who have a realization of the possibilities of mechanized mining, than any other state in proportion to tonnage production. With the introduction of mechanized mining systems have come problems that have caused the men who are connected with the safety work much thought. Discussions on mechanical drilling, cutting, loading, conveying, haulage, etc., have come in for their share of the debate. There have been a few attempts made to show that mechanical mining is safer than are the more primitive ways of doing underground work by man power. We also have a number of places in the coal producing States of the United States, where the mechanized systems have been abandoned chiefly on account of the safety element involved bringing about condemnation of the system by State inspection forces. Certain types of scraper systems have been condemned, and some have voiced opposition to long faces. This would lead us to believe that the question is still a debatable one as far as the safety element is concerned. It is only fair that we discuss the operations of mechanical systems and from the results obtained take analysis of conditions as they exist, basing our conclusions from the results obtained.

At 10 a. m. registration was commenced and completed. At 11:30 a. m. the meeting was called to order by the President, William Littlejohn. There was no unfinished business, new business nor reports of committees. The minutes of the previous meeting, as published in the proceedings, were approved. The report of the Treasurer was referred to the Auditing Committee who were auditing the report of the previous year. At 2 p. m., President William Little- john called the meeting to order for study session. Mr. J. Samuel Pyeatt, the new president of The Denver & Rio Grande Western Railroad, ad- dressed the Institute at length, expressing his pleasure at the opportunity of meeting the coal operators, pledging his cooperation toward the solution of the mutual problems that are arising. He reviewed the change in the Western Industrial situation; explained how the revenue of The Denver & Rio Grande Western Rail- road was being received from freight rates, only twenty-four per cent above the rates of 1914, yet laborers receive 97 per cent more, supplies cost 58 per cent more, showing that no reduction in rates can be expected unless other conditions are adjusted. He gave figures to show the immense sums, aggregating ten million dollars, that have been spent on improvements in the last ten years. The railroad is improving and will continue to improve. Mr. Pyeatt feels that the serious troubles of the railroad are over and that with the cooperation of the shippers, better service and more profits are ahead. He showed the increase in rates on farm products to be only 48 per cent, as against an average in- crease in price of farm products, them- selves, of DG per cent. The position of the farmer is not as serious, nor un- fair, as has been claimed. More equitable legislation is promised, and this is needed to offset the efforts of demagogues to deceive the people as to the actual facts. Much equipment has been put into the railroad, much new and powerful equipment, and ten of the largest narrow gauge locomotives ever built have just been ordered, engines that will do the work of three of the present locomotives. This ratio of improvement will be maintained throughout the narrow guage system, and the Rio Grande will not lag behind the shippers and the operators in co- operation. The President answered Mr. Pyeatt's remarks, and then called the meeting to order for discussion. The study sessions were held; papers were read by .J. H. Emrick, "Cutter Bits"; D. A. The subject of Premium Payments for Mechanical Loading was given consideration by the management, having in mind they would prove an incentive for increasing the tons per man shift, make for a lower production cost and allow the ambitious workman an opportunity to augment his earnings over the regular day wage rate, a standard of performance having been established by the operator which would be expected from the employee. Any performance above the standard is looked upon as a saving to the operator of which the employe benefited to the extent of receiving a certain percentage of the saving effected. The premium must be high enough to be worth while to the employee and low enough to in¬sure a saving to the employer. This method of sharing tends to pay men in accordance with their ability and effort. One of the principal advantages of this method of sharing is that a better class of labor may be attracted. Greater earnings furnish an incentive to increased tonnage. Workmen who prove themselves aggressive are readily noticed by supervisors, and, by shifting men to different places and to different working conditions, the crews are made more efficient and the inefficient workmen may be singled out and eliminated, thus permitting better results and better operation of the mechanical loading equipment. This is also evidenced by the fact that men become their own competitors, also working in competition with other crews. In order to do this, without neglect to the care and protection of the loading machines, men are educated to the proper handling and care of the machinery, keeping it in shape and everything clean in general, which has shown good results.

It is indeed gratifying to note the marked improvement in the methods used in the coal- mines today compared to the methods in earlier days. Away back in the decade of 1900 to 1910 many of the mines were conspicuous for their absence of sprinkling and humidifying systems, as a result much of the natural moisture was absorbed by the dry air current and carried out of the mine and the mine was left dry, dusty and dangerous. This dangerous condition was intensified by large accumulations of fine coal dust on the haulageways where fire flashed from poorly lubricated rollers and bullwheels-trip riders used a torch with a flame reaching to the back of their necks, and large supplies of blasting powder were kept in the mines. Accidents and disasters were very frequent as we, in our ignorance flirted with danger. Staggered by the numerous accidents, and the nature of them; men began thinking along lines of safety, they worked out schemes and after many disappointments succeeded in having, some very whole some legislation enacted covering coal mining operations only to find that much lawlessness was still being practiced by the miners whom they sought to protect; step by step these safety men forged ahead, enlisting the co-operation of a few men about the mine whom they called a safety committee, until, today, we have an ironclad mining law which all have to respect. We have sprinkling and humidifying systems, the miners electric lamp, permissible explosives and many other devices making for greater safety in the operation of our coal mines. Our mines are no longer veritable gasometers and powder storehouses, as I. knew them to be in South Wales, Britain, where I started to work in the mines. Instead, the mines of this day are healthy, well lighted and ventilated workshops and too much cannot be said in the praise of safety engineers who, fought altruistically in their efforts to bring about the wonderfully improved conditions in the coal mines of this day. While the possibility of a mine fire starting, in these days of scientific mining, is remote every one admits there still exists a possibility and to deal with a fire, should one start, most coal miners are equipped with fire extinguishers. Extinguishers of all designs conceivable are on the market, the different extinguishers are charged with different chemical substances, Some are charged with patented chemicals and others with baking soda and sulphuric acid and so on, however, many of them are equipped with about eighteen inches of rubber hose and bear the conventional "FOR FIRE-TURN UPSIDE DOWN" but nothing is said to indicate how close it may be necessary to take the extinguisher to the fire before doing the "TURN UPSIDE DOWN" act, neither is anything said as to what effect the contents may have upon the' hands, face or body of operator should he come in contact with the liquid, nor is any warning given as to the dangers in the fumes which may come from the contents of the extinguisher in contact with the fire.

I once assumed this would be the Institute's 60th birthday, but later found that the first meeting was held in the State Capitol at Denver on November 12, 1912, at which time a comparatively small group of operators duly organized the Institute; a Mr. Weitzel of Colorado Fuel & Iron Company was then elected president and our late and dearly remembered Fred W. Whiteside, whose wife Gussie now carries Fred's work forward, was elected secretary. From Fred's records, early meetings were held semi-annually at rather irregular intervals, so that this 60th meeting is approximately the 52nd birthday of the organization and I am number 44 to serve as president. This latter development, I am sure, was conjured up last year by certain members at Glenwood Springs when I was absent. Anyway, I am honored and trust 'that these sessions will be both interesting and instructive in helping us on our way in the coal business.

It is sufficiently correct to say that domestic solid fuel is universally hand fired and it is almost as correct to state that a very large proportion of hand-fired domestic fires are extremely inefficient and smoky. This is particularly true with raw bituminous coal for the fuel. The smokeless and efficient firing of domestic coal affords one of the most difficult problems confronting the combustion engineer. This is due to the universally constricted combustion space in the domestic furnace, the complete ignorance regarding the laws of combustion on the part of the average person, and the fact that the laws of efficient combustion are almost completely nullified under these conditions. It is well to familiarize ones self with these laws. These are: 1. The gradual introduction of the fuel to the furnace. 2. The admission and mixing of the right quantity of air with the coal gases. 3. A temperature high enough to permit complete combustion, and 4. A furnace space of volume sufficient to permit of the combustion gases and the oxygen getting together within the confines of the furnace. Even a casual inspection of the domestic heater will show that none of these essential things are present in proper degree, and this is the reason why the problem of domestic firing presents such difficulties. I have analyzed these conditions in a paper published by the Black Diamond, and which has already had wide distribution, so that I will not repeat the rather lengthy discussion in this paper. A survey of the entire field indicates very clearly that a reversal of existing methods and equipment must be had before any real improvement can be expected. It is my firm belief that in this instance above all others it is necessary to build the efficiency and smokelessness into the equipment in such a manner that its performance will be entirely independent of both skill and interest on the part of the operative. To attempt to educate every man, woman and child who periodically throws coal into a domestic furnace would be literally impossible. Much can be done, however, if we could teach the householder the simple essentials of alternate firing, which I have explained at length in the above mentioned paper. This would go a long way toward making the domestic furnace problem more satisfactory, as well as efficient and smokeless. Many will argue, and with good reason, that the domestic fuel should be prepared coke and with this I agree up to the limit imposed by the practical considerations of quantity production, price and the possibility of marketing the by-products. It will be obvious that if enough raw coal should be processed to provide all of the required domestic fuel that the amount of by-products recovered during the coking process would be so great that there would be little or no market at any price which would justify the manufacture of coke. If the by-products were wasted they would not only be a tremendous economic loss, but the price charged for the coke would probably be so high that the market would be limited, and this would defeat the very idea of the whole thing. Much can be done, however, in advancing the use of coke, but I believe that much more extensive and careful experimentization should be had in order to determine the right size and quality of coke for the various domestic furnaces. If coke were to be developed for extensive domestic consumption it is more than probable that the coking process should and could be stopped at a point where the volatile content of the coke would be sufficiently high to permit of prompt ignition and combustion in low draft installations. If the volatile content were from five to ten per cent a very different kind of coke would be produced from that which is now produced with perhaps one per cent of volatile. The final session of the meeting was preceded by a movie, "Contact That Kills," which was a color film clearly pointing out various causes of electrical accidents in mines and how such accidents could he prevented. This film was made underground and produced by the U. S. Bureau of Mines for use in teaching accident classes. President R. R. Williams, Jr., called the meeting to order and introduced Mr. Leif Arentzen of the Lee-Norse Company, Charleroi, Pennsylvania, who spoke on "Coal Mining in Australia." The text of his address is as follows: "I arrived in Australia in February of this year-my father sent me over there for an installation. He preceded me as he does in most things, and set up a showing of our machine in Australia. We had 200 of the top level coal mining men visit this showing. They were interested in what the Americans are doing and what the American manufacturer had to offer them. Conditions in Australia are very similar to our mining conditions in the United States and they have looked to us, the coal industry in general, because we have the know-how in answering some of their problems. They feel that European methods and their type of machines are too inadequate to cope with their conditions. My visit was to South Wales, 60 miles south of Sidney. Their mining operation resembled mining coal in Florida. The work is on about a 500-ft. elevation about three miles from the ocean and when you turn around and see about 30 miles of beach, it is quite a picture - the Pacific Ocean is so blue. The coal seam is about ten feet of relatively clean coal. Labor relations are very, very taught right now. They are agitated by a strong Communistic influence and their weekly publication is known as the ?Common Cause,? which is against mechanization of coal mines." Mr. Arentzen enlarged on the fact that America was the example they held before them and described the Australian coal men and their character.
