Profiled on these pages are the eight RMCMI 1994-95 Scholarship Award Winners. Six of the eight winners were present as guests of the Institute at the June convention in Crested Butte, Colorado. Each received recognition at the Institute Awards Luncheon Monday. June 26, 1995. Each state vice president served as the host for the collegiate winner. The first and last winners - Arizona and Wyoming - were absent. Besides receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. This latter portion is paid by each state vice president. Because this is a continuing award, the winners from the previous year also receive a second $750 for tuition credit in their senior year. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. [ ] ARIZONA WINNER Brad Carroll University of Arizona - Tucson, Arizona Brad Carroll's hometown is Tucson, Arizona but his summer work is in Oriskany Falls, New York where he is a quality control technician, truck driver and equipment operator for the Eastern Rock Products. Brad served as vice president and treasurer for the SMWAIME student chapter at the University of Arizona for the past three years He was assistant and mine foreman at the San Xavier Mining Laboratory near Tucson. Upon graduation Brad plans to find a job in a southwest mine. He is a totally self supporting student. [ ] COLORADO WINNER Zane Znamenacek Colorado School of Mines - Golden, Colorado Zane Znamenacek hails from a small town in Colorado - Alamosa - where he 4 was a 4.3 GPA in high school. As a student at Colorado School of Mines, he has many hobbies to ease the tension of education. Foremost among these is skiing, mountain biking, billiards and spring rugby. Those who remember the years of patient effort and the slow results obtained in the first introduction of electrical coal cutters and locomotives will, I think, admit that mechanical loading of coal is unquestionably being established at a much more rapid rate than any previous application of machinery to reduce manual labor in mines. There are many operators who consider the progress of the loaders today as slow, but considering the number of years it took to thoroughly establish electrical coal cutters and locomotives, and comparing it with the short time that the mechanical loader has been on the market, and the results that have been obtained today, they will admit, I think, that the progress of the latter is much more rapid. It is about 35 years since the advent of the electrical coal cutter and electric locomotive. Their use has brought about these improved conditions, increased tonnage per mine and other features, which are of assistance to the installation of mechanical loaders. The management and the technical staff in practically all of the American mines are trained in the use of electrical machinery and understand its operation, care and maintenance. . There is frequently, a surplus of electrical power and wiring available to take care of the small requirements of the electrical loader. The mechanical loader, therefore, starts today with the ground prepared for it. Those manufacturing companies who have had years of experience in the design and construction of mining machinery, know in a large measure what to incorporate in their designs to make the parts of the new type of machine effectively strong and to operate with efficiency under the severe conditions encountered in mining service. All these advantages greatly assist the success of a new type of machine such as the mechanical loader. In spite of these advantages, however, there are bound to be some failures. All new types of loaders have to be developed. We hear of some that are a success and some that are set aside. The field of application of each type and its limitations first must be determined by actual operation. The earlier loaders had to be changed and improved in design as weaknesses developed. Not all of the new types of coal loaders have been built by mining machinery manufacturers of long experience, and the lack of experience in this line is responsible for some of the early failures. The coal mining company staffs and also those of the loader companies had to learn what the operating factors were that made mechanical loading a success. The difference in results obtained by loaders in different properties under similar physical conditions indicates that the mine management is a very large, if not the major factor, affecting the efficiency of mechanical loading. Many articles have been written on the question of loading. The subject has been quite fully discussed at recent coal meetings and in the technical press. It is not always as easy or simple a matter to form conclusions as may first appear as to one's own particular loading problem. Mechanical loading is a comparatively new art, and many companies while claiming that loaders are quite successful, do not have an accurate line on the actual saving they are affecting. Many of them have only a few of the factors taken into account in their costs. Many loaders have been generally bought without very careful consideration given to all details and except where extremely favorable conditions prevail, failure resulted. When contemplating the installation of mechanical loading, one naturally desires to select the type of loader that will, fit his mining conditions. The things

The two most talked of questions in the mining industry today are rock dusting and mechanical loading. The one as a matter of safety, and the other as a matter of economy, and both are of vital interest to the mining fraternity. Rock dusting and other safety methods will be dealt with by others at this meeting, so I will confine my few remarks to the matter of mechanical loading. I will not attempt to tell you what mechanical loaders are doing in the different mining fields throughout the country, or what they should do, but will endeavor to give you an outline of the work being done with mechanical loaders in No. 4 Mine of the Union Pacific Coal Company, at Hanna, Wye. In order that you may better understand and be in a position to follow me it will be necessary to cite the conditions under which we are working. and the type of loaders in use. The seam pitches from 14 to 17 degrees, and is normally 32 feet in thickness, and is overlaid with a soft sandstone roof. The panel system of working is used, planes being driven on the pitch, and rooms driven on the strike. Owing to faults being encountered planes are driven between the faults, and the. rooms on either side are in some instances 800 to 1,000 feet in depth. Rooms are advanced eight feet in height, and 32 feet in width, by hand loaders and .Toy mechanical loaders, and when driven to the boundary,, 18 feet of the remaining 24 is loaded out with Thew electric shovels, and six feet left to protect the roof. In January, 1916 the company installed a Type 1 Thew shovel, equipped with a 1 1/4-yard dipper, and in July, 1917, they installed a Type 0 Thew electric shovel, equipped with a 1-yard dipper, and in the year 1918 two additional Type 0 Thew shovels, equipped with a 1-yard dipper, were installed, making a total of four Thew shovels for this mine. The introduction of these shovels caused the employees much concern, and like all departures from the old methods of mining, met with indifference by some and open antagonism by others, so that for some time they results obtained were not satisfactory. However, by constant supervision and changes in the method of haulage the results obtained at present, while not entirely satisfactory, are much better and the production and costs are reasonably good. The Thew shovels in use are mounted on traction wheels with swivel axle and move. in all directions by their own power, and while the weight of each is approxi¬mately 20 tons, they are not as cumbersome as. one would think and are easily operated. The system used in working these shovels is to shoot the coal clown ahead of the shovels and maintain two tracks, two cars being used on each track so that shovel is loading on one track while driver is, changing cars on the other. When place is finished the shovel is run back to the first cross-cut by its own power and lowered to the next room with block and tackle, the roof coal in cross-cut being shot down to a height of 16 feet to allow passage of the boom. With better results from the Thew shovels we soon realized that it was necessary to find some method of developing rooms faster than was being done with hand loaders in order to keep the Thew shovels in working places, and in November, 1923, the company purchased from the Joy Machine Company two Type 4 B U Joy loaders, and the installation of same met with the same indifference and antagonism from the employees as did the Thew

My acquaintance with rock, dusting as a preventive of wide spread explosions in coal mines dates from the fall of 1914 and the spring, summer and fall of 19.1.5 when I had an opportunity to observe the staging (both before and after) of several of the explosions in the Experimental Mine at Pittsburgh and saw violent explosions stopped by rock dust, also saw violently explosive coal dust made insensitive by use of rock dust to ignition or to propagation or spreading of an explosion. From this work I became a convert to rock dusting though I had previously been a firm believer in watering methods and am yet a firm believer that watering, methods have a well defined place in promoting the health and safety of our coal miners. In 1916, while in the Bureau of Mines service, I made an underground study and a report to the Bureau on the first extensively rock dusted mine, in the United States, the Delagua Mine of the Victor American Fuel Company near Trinidad, Colorado, there being then some ten miles of entry in that mine which had been kept well rock-dusted for at' least four years The dust used was " adobe" or surface soil screened from sweepings of the dry surface wagon roads through a screen with one-eighth inch openings, the dust giving about 20% through 200 mesh and about, 10% of approximately 1/8-inch size. The material was collected during dry weather by contract at $1.00 per ton (sacked) and was accumulated in summer and stored for winter and spring use. The dust was scattered through haulage entries by hand or by an electrically operated blower and was held on shelves along the ribs or between and on timber caps with from 1/4-inch to 2-inch thickness of the rock dust. The cost of maintaining the 10 miles of entry well dusted was about $1,500.00 per year or $150.00 per mile per year. Total cost of 'the rock dusting over a four-year period was about $6,000.00, about 2,500 tons of dust being used and 2,000,000 tons of coal produced; the above cost included about 1,200 days labor dusting at $2.50 per day, 2,500 tons of rock dust at $1.00. per ton and miscellaneous labor, material, repairs, power cost, etc., amounting to about $500.00. The cost per ton of coal produced for keeping 10 miles of entry rock dusted being about 3/10c. In addition to the rock dusting, some sprinkling was done, chiefly in the interior of the mine, costing about 2/5c per ton; and due to spilling of coal and sifting of coal .dust through loose cars on the entry floors, the floors of haulage roads were kept sprinkled between and just outside-the rails. Total cost of sprinkling and rock dusting was about .7/10c per ton much less of course than the same work would now cost. Between January, 1916, and July, 1924, my duties in the Bureau of Mines allowed me, to follow up and make underground inspections and reports on more than 20 coal mine explosions and fires in a number of states of the union and in this work a large number of samples of road, rib, and other dusts were taken to ascertain the effect of moisture, roof and floor dirt, etc., upon the propagation or the stopping of the explosion; also a large part of my work was to obtain evidence pro and con as to influences affecting the disasters and very prominent among those influences were the occurrence or use of water, water drippers, or ponds, as well as of sand, roof or floor rock or dust on floor, ribs, etc. The Dolomite explosion near Birmingham, Alabama, in November, 1922, and the Dawson No. 1 Mine Explosion at Dawson, New Mexico, in February, 1923 (at both of which I made underground inspection and report) both starting on main intake haulage road and both in mines which had fairly elaborate watering systems, convinced me that at least as far as freezing can occur on main intake air courses which also act 2s main .haulage ways, rock dusting is likely to be much more dependable than sprinkling. The Wednesday morning session was called to order by President Lewis at 9:00 am, He called on Bob Wilson to conduct the business meeting. In the absence of any of the Auditing Committee, the treasurer's report, which had previously been examined by them was read. He asked for a motion of approval. It was made, granted and approved. The Resolution Committee was called on to make its report. Dear Mr. Pryde: In accordance with suggestion in your letter to me of June 21, 1923, Mr. Roberts, Mr. Dalrymple and I had a meeting and attached find our contribution to the proposed August report of the Committee on Safety. You will note that we have confined ourselves to matters in connection with explosions and prevention of explosions, in coal mines. If the committee is to report on general safety in coal mines, including accidents from haulage, timbering, rock falls, electricity, etc., we would like to suggest that you ask other members of the committee to specialize on one or more of these subjects. Especially we believe it would be advisable to specialize as to precautions against electrical accidents with giving of data as to maximum voltage, precautions to be taken as to gas ignitions by mining machines at faces, best methods of placing power wires underground, etc.; also give information as to up-to-date safety installations, such as whistle devices notifying of disarrangement of ventilation or devices for quick cutting off of electrical power from mines under certain conditions; also give data as to efficient safety man cars on various pitches, etc. Yours truly, D. The Wednesday Morning Session of the Rocky Mountain Coal Mining Institute was called to order by Albert Keenan of the Thompson Creek Coal and Coke Company, Denver, Colorado, in the absence of the President. He introduced Edward Prostel of the University of Wyoming Natural Resources Research Institute, Laramie, Wyoming, who spoke on "Coal Utilization Work at the University of Wyoming." (Please refer to the index for printed text of the paper.) Following Mr. Prostel's talk, R. Park Lamborn of the National Mine Service Company, Pittsburgh, Pennsylvania asked Mr. Prostel two questions: (1) What -has been done in tar research? and (2) Has there been large scale research on brickets? Mr. Prostel stated that he could not say too much about the first question as this research was done in the petroleum department and he would prefer to have a chemist talk about it. As to the second question, the system of carbonization is a big project. There are many possibilities. At the University they are trying to do that in the same unit that produces the char. This system was introduced in Canada. The brickets are bound with sulphite liquor. Mr. Schloss asked Mr. Prostel to report on a project that they have been working on at the University, and Mr. Prostel stated that some time ago they began to experiment to see if it would be economically possible to dry coal at the mine (coal containing 30% moisture) and then ship it a distance of 130 miles to be used. Results are that it would be possible, but will require a considerable quantity. He felt it might be possible to operate such a scheme in a few years.

Up until a few years ago most of the electrical equipment used in the mines of this country was developed for industrial purposes and was adapted for use in mines by slight modifications. It became apparent, however, that mining conditions differed widely from most industrial applications and it became necessary to design and develop apparatus, particularly suited for use under mining conditions. Most of the electrical apparatus used in mines today, however, does not owe its success entirely to mining development, but in many cases developments in other branches have been taken and improved upon and modified to meet mining conditions. Power Plant: In the earlier days the power plant for the production of electric power usually consisted of fairly small belt driven direct current generators operated from reciprocating non-condensing steam engines. Today where possible the mines purchase power from central stations and where not possible it is ususally produced from turbine driven plants using non-condensing turbines for the smaller plants and condensing turbines for the larger plants. The bad water conditions at many of the coal mines in this country is, responsible in a large measure for the high cost of upkeep and repairs in isolated power plants. This feature with the type of labor available makes it difficult to operate an isolated plant condensing except in the larger mines where water conditions are good and the apparatus can be taken care of. The geared turbine is a particularly simple and rugged piece of apparatus and requires very little attention over long periods of time. Hoists: The first electric hoists to be installed used various types of motors designed for railway or industrial purposes, and the control furnished was far from satisfactory. Today most of the mine hoist motors are of the alternating current type, especially designed for hoisting service. The control for motors of 200 H. P. or over is usually of the magnetic of liquid rheostat type, and as built today will operate over fairly long periods with a very moderate cost of up-keep. Hoists of 1000 H. P. or larger are usually of the direct current type using field control and receiving power from a flywheel or synchronous M. G. set. Hoists of this type have made remarkable records in regard to continuity of operation and low cost of up-keep. Where high speed operation is desired in either coal or metal mines, the D. C. equipment using field control and a separate M. G. set to supply power to the hoist motor is not only the safest and most economical but in many cases is the only type of equipment capable of satisfactorily obtaining the output required. A number of improvements have been brought out with the field control scheme in connection with the acceleration, retardation, overfeed and overwind of the hoist. With these new developments the hoist operator can no longer abuse the hoist by improper manipulation of the control handle. Until a few years ago the matter of safety devices was not given much consideration when installing hoisting equipment. The eightieth regular meeting and convention was called to order by the President, John T. Atkins, at 9:15 a.m. Monday, June 25, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. President Atkins welcomed the members and their guests to the convention and noted that the annual business meeting would be held Tuesday afternoon at 2:00 p.m. in the same room. A convention update was made by the Conven¬tion Liaison Officer, Loren V. Linville. This was followed with a program report by the Program Chairman, Doug Ingram. The chair then called on Clifford Barrett, Upper Colorado Regional Director of the Bureau of Rec¬lamation of the United States Department of the Interior. He presented the Bureau's Citizen Award to RMCMI former president Ira E. McKeever for his outstanding contributions to the joint private/ Federal effort and the open planning process for AQUATRAIN. According to Barrett, "from 1981 to early 1984, McKeever led private industry work in the AQUATRAIN project, a proposal for a 1,400 mile long pipeline system. AQUATRAIN was conceived as a possible alternative to solve the government's problem of rising salinity levels in the Colorado river, as well as the private sector's need for a more economical coal transport method. The Citizen Award cites McKeever's efforts in developing a model for future cooperative ventures between government and industry that can benefit the nation." Following this presentation, the formal program of the 80th meeting and convention began with the president, John Atkins, introducing the convention kickoff speaker, Andrew Franklin, President of Nerco Mining Co., Inc., followed by the convention keynote speaker, Dr. Margaret N. Maxey of the University of Texas. These speeches are printed in this Proceedings together with those of all other convention speakers. I'm Andrew Franklin, President of Nerco Min¬ing Company, and I'm delighted to be here to kick off the annual convention of the Rocky Mountain Coal Mining Institute. This has always been a very special convention in my eyes and I'm sure this year's will be no exception. I am also here to share my thoughts on the western coal industry and how we're all affected - for good and bad - by public policy decisions. Although the title of my talk is "Western Coal: An Industry Under Siege," I believe a more accurate title might be "Western Coal: The Pit and The Pendulum," because of the wide swings in public policy and coal development in the past 15 years which have cut a zigzag path for growth over this period. As one of the nation's largest coal producers, Nerco is well aware of the problems facing western coal production. Nerco Mining Company is the western coal mining subsidiary of Nerco Inc. We have been "in coal" for more than 25 years through our parent company, Pacific Power & Light. To state my conclusion at the outset, I feel it's extremely important that consistency and common sense should guide our national policy for the development of valuable energy resources. In particu¬lar, we must reduce the wide swings in government policy and activities which have affected energy development. In short, we must decide what kind of game we're playing so that the "players" and the "referees" can keep their eyes on the "ball." Business today faces two main types of uncertainty market uncertainty and public policy uncertainty. As businessmen, we expect and are used to facing the familiar challenges and uncertainties of the market in which we operate. Over the past 10 years, the market has appeared to be bullish on coal. At the Annual Meeting of the RMCMI Board of Directors held June 29, 1985, the following amendments to the corporation bylaws Article III were made: Section 2. Advisory Board. There shall be an Advisory Board of Directors which shall be com- posed of all former presidents of the corporation and of the unincorporated association, also known as The Rocky Mountain Coal Mining Institute, of which the corporation is the successor. The Advisory Board shall periodically review the philosophy and policies of the corporation and make recommendations concerning the same to the Board of Directors. The Advisory Board shall hold an annual meeting at the same place as and immediately pre- ceding the annual meeting of the members in each year and written notice stating the place, day, and hour of the meeting shall be given or mailed to each member of the Advisory Board at least thirty days prior to the date fixed for such annual meeting. The annual meeting of the Advisory Board shall be for the purpose of electing a chairman from among its members and the person so elected chairman shall also serve as a member of the Board of Directors of the corporation. The Advisory Board shall meet at such other times and conduct its affairs in such a manner as it shall determine from time to time by resolution. Section 4. Regular Meetings. A regular meeting of the Board of Directors shall be held immediately following the annual meeting of the members, at the site of the annual meeting of the members, the day and time to be fixed by the Board of Directors at its annual meeting immediately pre- ceding the annual meeting of the members in each year, without the necessity of any other or advance notice. Such regular meeting of the Board of Directors shall be for the purpose of considering committee appointments, and for the transaction of such other business as may come before the meeting. A regular meeting of the Board of Directors shall also be held in the Fall of each year following the annual meeting of the members and written notice stating the place day and hour of the meeting shall be given or mailed each member of the Board of Directors at least thirty days prior to the date fixed for such regular meeting. Such Fall regular meeting of the Board of Directors shall be for the purpose of receiving the treasurer's annual financial report of the previous fiscal year as reviewed and approved by the auditor, to take action on the budget, and for the transaction of such other business as may come before the meeting. Section 8. Standing Committees. The Board of Directors may create by resolution adopted by a majority of the entire Board of Directors, a Bylaws and Resolutions Committee, a Nominating Committee, a Finance Committee, and one or more other committees each of which shall consist of two or more directors and which shall have and may exercise such authority in the management of the corporation as shall be provided in such resolution or in these bylaws. Section 9. Ad Hoc committees. The Board of Directors from time to time may by resolution create a Membership Committee, a Scholarship Committee, an Education Committee, various convention committees, and one or more other committees each of which shall consist of members of the corporation and which shall have and may exercise such authority, other than in connection with the management of the corporation, as the Board of Directors may determine. MINUTES of the Rocky Mountain Coal Mining Institute 81 st Member Annual Business Meeting July 2, 1985 The 81st Annual Business Meeting of the mem¬bers of The Rocky Mountain Coal Mining Institute was called to order by the president, Charles W. Margolf at 1:35 p.m. Tuesday, July 2, 1985 in the Windom Peak Room of the Tamarron Resort near Durango, Colorado. Thirty members were present and a quorum was established. It was moved by Bill Balaz, seconded and car¬ried to dispense with the reading of the minutes as these were published on pages 67 thru 77 of the 1984 issue of the Proceedings. The chair called for reports of the various com¬mittees and these reports will be placed on file in the RMCMI Office. Bylaws and Resolutions. Chairman Loren V. Linville reported that the Board of Directors had adopted changes to Article III, Sections 2, 4, 8 and 9 calling for clarification of Ad Hoc and Standing Committees as well as setting forth a purpose for the Advisory Board meetings and stating a time for an annual meeting. Looking Down the Road: The Environmental Side of the 1990s and Beyond Environmental Social Responsibility Love Canal, Buffalo Creek, Widow Combs, Bohpal and Three Mile Island are familiar names to all of us-names which evoke memories of environmental tragedies. These memories, as well as memories of other environmental disasters, lead us to pose this question: What is the nature of the environmental social contact between industry and society? The manner in which one answers this question will. in large measure, answer the question of where one thinks environmental issues will go, or should go, in the 1990s and beyond. The history of the evolution of the environmental movement will be helpful in defining and under- standing just what society's environmental responsibility is and, perhaps, what it will be. To Define the Future Start With the Past The common law, which most of the United States adopted from the English system of jurisprudence, traditionally considered pollution control and other environmental issues to be a matter of determining the relative rights of private property owners and of individuals. Legal and equitable theories, such as nuisance, negligence, trespass and the law of riparian rights, were utilized to allocate responsibilities between parties under the common law. The discharge of pollutants into streams and into the air was by and large considered acceptable, at least up to the point that another's "reasonable" use of the same air or waterway was significantly impeded. Further, the judicial decisions interpreting the applicability of the common law to the protection of the environment generally reflected the social and economic pressures of the age. During the Industrial Revolution, the decisions and policies had a marked tendency to favor industrial development. Jobs and industrial growth are deemed as important, and in some cases more important, than the protection of people and property. Additionally, the idea of a social responsibility, beyond that owed to a competing land or water user, was nearly alien to the early common law.' One could even go so far as to say that, had there been a social environmental contract under early common law (which, of course, there was not); but if there were, it would have been to promote actions which facilitated industrial development, even at the expense of the environment. Post-World War LI industrial expansion brought with it a growing awareness of limits on the environment's ability to absorb increasing levels of pollution. Thus evolved an era of social and political adjustment, as society began to shift away from supporting big business and industrial development and toward supporting domestic government programs and limits on industry. States gradually stepped in with efforts to address environmental issues. The Pennsylvania Clean Streams Law and the West Virginia Surface Mining Act of 1939, while lax in comparison to today's standards, nevertheless marked definitive efforts toward altering the balance between industrial development and environmental protection Pollution control continued to be viewed as a state responsibility through the 1950s, until Congress began, for the first time, to allocate funds for federal research on air and water pollution and to implement

This paper was written from conditions existing in the Cumberland Mines of The Union Pacific Coal Co., with my impressions and cause of same. These mines are located on a branch line of the 0. S. L. R. R., about sixteen miles south of Kemmerer, Wyoming. The mines are the property of The Union Pacific Coal Company with headquarters at Rock Springs, Wyo. There are two mines, No. 1 and No. 2, located about two miles apart in a seam of coal averaging about 16 feet thick which is split with a parting of rock from 4 feet to G feet from the bottom, averaging from 4 inches to 5 feet thick, mostly of soft fire clay, with an average pitch of 21 degrees to the west. The lower coal below the fire clay band being of a soft nature, much softer than the coal above it. The cover or roof next to the coal is of a massive sandstone formation from 4 feet to 60 feet thick while the floor of the seam is of a soft fire clay as far down as has been prospected. These mines are also of a dry and dusty nature, they generate lots of fire damp and are subject to fires from numerous causes. These mines were opened up in 1900 with five openings each, Main Slope, North and South Manways and North and South Aircourses driven parallel directly on the pitch of the seam which is fairly regular, entries being turned North and South at right angles off the slope about 300 feet apart. The entries were driven double 10 feet wide with chain pillars from 20 feet to 30 feet thick. The main entries are used for haulage and main intake, back entries for return aircourses. Rooms are turned on 50-foot centers and 20 feet wide, directly on the pitch Galvanized sheet iron chutes are used in the rooms. The slopes were driven down in No. 1 mine about 4,000 feet, in No. 2 mine about 5,000 feet where the cover would be about 1,400 feet in No. 1 mine and about 1,700 feet in No. 2 mine approximately. When a point about 2,000 feet on the slope had been reached with cover, 600 or 700 feet squeezing became noticeable on the entries and room pillars with slight bumps which extended clear to the upper entries of the mines and continued to get worse as the mines got deeper and with more cover as no pillars had been removed at this time. It should be stated here that faulty ground was found on the south side of No. 2 mine and on the north side of No. 1 mine, in some places looking like a fault of a down throw, some places like a want and other places like an erosion. The latter theory seems to be correct from prospecting and drilling. The mining of entries and rooms became more difficult with more squeeze and bumps of increased pressure which closed entries and aircourses and finally caused the lower workings of the mine to be abandoned. It was then decided to open up the entries from the 6th up, or approximately half way up the slope. The opening of these entries was started with the intention of extracting pillar coal but considerable danger was met with for the entries .were squeezed tight and when they were disturbed, bumps and squeeze conditions had to be contended with, also gas and fires due to the continued grind on the pillars due to overhead pressure bringing on friction which caused innumerable fires to start in the bottom coal. Bumps being so extensive at times as to close up aircourses for 500 or 600 feet, also discharge timber, coal and rock from the rib of slope and entries for hundreds of feet, dislodging tracks and throwing mine cars around just as if an explosion had taken place, filling places with gas and throwing dust into the atmosphere so that you could cut it with a knife. It became necessary to discontinue the use of black powder and naked lights entirely as a safety precaution. Permissible Powder Monobel No. 5 and Wico Electric Safety Lamps were installed. All coal was shot off the solid whenever it was necessary to shoot. ' In opening up these entries it was found that practically all of the weight was centered on room pillars up to the first crosscut chain pillars and barrier pillars between top of rooms of entry below and the one above which averaged 30 feet thick and in all practically 120 feet of ground. The rooms were mostly open from the first crosscut up to the face which showed that the points mentioned had taken the weight. It was found impossible in some of these entries to drive double entries again as the bumps and squeeze made it impossible to maintain them. This made ventilation quite a problem, small booster fans and flexoid tubing being used for ventilation until one entry could be connected with the one above which has solved most of our ventilation problems so far.

Good Morning. Thank you for your kind welcome, Lyle and thank you for having me here today. I spoke at the fall meeting of the Utah state RMCMI in Price and it's nice to be invited back. I can see by the program that you have two great days of interesting and informative meetings, including the mine rescue team exhibition and the safety recognition award presentations. As you all know, I am here standing in for Dave Lauriski, who is in China with Secretary of Labor Chao. As you also know, Utah is near and dear to his heart - and so is the Rocky Mountain Coal Mining Institute. I want to assure you Dave would be here if it were at all possible. But it is my good fortune that I could come in his place. We have made great progress as an Agency thanks to the hard work and dedication of MSHA's employees. But we are always looking for new ways to solve problems and continue to send more miners home safe and healthy every day. And we have been working on some great ways to do that, including thinking strategically. During my presentation today I'm going to talk about where the Agency is in terms of our transformation to the MSHA of the 21st century, a little bit about how we got to be where we are, and then describe our roadmap to the future state. And I'm going to focus on the significance of our plan and the planning process to demonstrate the implication for the mining industry. Former President Dwight Eisenhower once said, "In preparing for battle I have always found that plans are useless, but planning is indispensable." Now I do like Ike, but I would have to take exception to the first part of the sentence. I have found plans and the planning process to be indispensable - the plan to give me a roadmap to my goal, and the process to focus me on the steps I must take to get there. We all know that having a strategic plan makes the difference between success and failure. We've seen it time and time again, in business, in our lives - and in government: Having a strategic plan is crucial to success. And the process of making the strategic plan is crucial to its success. Putting together a workable strategic plan - a good roadmap - that will successfully lead you to your goals requires a thorough, careful process that takes into account each factor that you may encounter along your way to success, as well as those with whom you will travel. In order to talk about our current plan I want to take you back to three years ago, when Dave Lauriski went to Washington to lead MSHA. He knew that change was in the air. Since the day when one of the most progressive of our flat-head for- bears used a pry pole to loosen large rocks to crash upon the head of his, enemy, thereafter making notes of his performance on tablets of stone, the arts of mechanicalization have developed and progressed to the benefit of mankind. In the early coal pits of England the crudest of tools were wielded in the most slavish of toil to win a very small amount of product. In our own country it is but a few years since coal was hewn by negro slaves in the mines of the southland. The past thirty years have brought the use of the mining machine, power drill and locomotive, and we now stand on the brink of the coal mining era that will change the toiler of the mines into a skilled mechanic and render far more safe the winning of the fuel necessary to the nation's need. The ingenuity of our citizens has made it imperative that coal be produced at a lesser cost. Vast supplies of fuel oil have been developed; enormous resources in water power are turning the wheels of many mills and, most commendable but distressing to the coa.1 producers, the high price of coal has resulted in efforts and accomplishment in fuel economies unheard of a short five years ago. The railroads of the United States alone in 1924 accomplished more hauling with $30,000,000 less in coal bills than in 1923. The loading of coal by machines has been under investigation and trial for some time past and in an effort to have its men informed of the practice of the eastern coal fields, The Union Pacific Coal Company sent the writer through a number of states to view as many operations as possible. Notes were taken of machines and processes seen and time was spent with engineers of the various coal companies; also with the United States Bureau of Mines Engineers, particularly Mr. Edwin H. Johnson, who devoted one year to the most careful study of the mechanical loading of coal. The writer wishes, at this time, to acknowledge the helpfulness of the information acquired through contact with Mr. Johnson.

President Schloss called the third session of the fifty-eighth annual meeting of the Rocky Mountain Coal Mining Institute to order at 9:30 a.m. and introduced James Westfield, Assistant Director, Health and Safety, U. S. Bureau of Mines, Washington, D. C., who presided over the session. First speaker of the session was S. L. Jewell, Vice President, Peabody Coal Company, St. Louis, Missouri, who spoke on "Our Three Main Routes From Here." (Biographical sketch of Mr. Jewell, see index.)
