The Trapper Mine is a large surface coal operation located in northwestern Colorado US. The coal seams at the mine dip an average of 8 degrees so, historically, their dragline pits have been orien-tated parallel to the dip of the coal seam to balance stripping ratios. However, the mine plan in the future G and Z pits is designed to take advantage of pit orientations that are parallel to the strike of the coal. During the initial presplit and cast blasts in G pit, significant slope damage occurred. This damage included the opening of joints and tension cracking. There was also block movement directly above the L coal seam, which is the main plane of weakness in the slope. A detailed site evaluation was conducted to develop specific blast design modifications to protect the slopes during future blasting. The modified de-signs successfully controlled vibration levels during the blasting of the Z pit box cut. This paper includes a review of the blast vibration related factors that influence slope stability along with a detailed discussion of the field tests and design modifications developed.

Today's coal market offers many unique buying and selling opportunities. By reviewing past and present marketing practices, new contracting philosophies can be developed with cooperation between the buyer and seller that can lead to a more stable market. This paper presents an analysis of the past and present coal markets and techniques that are currently being used in contracting that are intended to develop a more stable market place in the future.

President Loren V. Linville opened the meeting at 930 a.m. He called on the Auditing Committee to give its report. Bob Wilson, Chairman, read the report and asked that it be approved. A motion was made, seconded and carried. The Resolutions Committee was asked to present its report. Mr. Herman Van Houten submitted the following: (I) RESOLVED, WHEREAS, in the year since the last convention of The Rocky Mountain Coal Mining Institute, the Institute and the Coal Mining Industry have suffered the loss through death of the services of: Thomas L. Gambill William G. Gray W. S. Landers J. O. Lively J. Vaughn Wilcox NOW, THEREFORE, BE IT RE- SOLVED, that there be spread upon the minutes of The Rocky Mountain Coal Mining Institute recognition of the passing of these members, who have so greatly contributed to the advancement of the industry, both nationally and in the Rocky Mountain area, and that a copy of this resolution be sent to the next of kin as evidence of the sincere regard and sympathy of the members of the Institute.

Salt Lake City will hold the Winter Meeting the last week in February or the first week in March. An unusually good program, both technical and social, is being arranged.

The next meeting of the Institute will probably be in May, 1930. At the almost unanimous vote of the membership, there will be only one meeting a year, and that will be in May or June.

CHAIRMAN I. N. BAYLESS: Will you come to order, gentlemen? They told me that you had a very interesting meeting yesterday and a good time last night. Our program is rather long this morning, and I am not going to take up any of your time, as we got started a little late. I will ask Mr. Marchant to make a few announcements. (Announcements.) SECRETARY MARCHANT: I just noticed in this morning's paper a rather serious accident at Hobbs, New Mexico, in which George Kaseman, a former President of the Institute, and a loyal member ever since its organization, was killed. I think that this meeting should go on record and prepare a resolution of condolence, etc., and with your per- mission we will have the Committee on Resolutions do that. I assume that will be all right. CHAIRMAN BAYLESS: Our first paper and discussion this morning will be Education of the Miner, by Thomas Allen, Chief Coal Mine Inspector of Colorado. Mr. Allen.

President Robert M. von Storch, General Superintendent, Coal Mines and Quarries, Columbia-Geneva Steel Division, United States Steel Corporation, Dragerton, Utah, called the meeting to order at 9:30 a.m. in the absence of John Peperakis, Past President, who was usable to attend because of a mine fire. He welcomed the members with a paper entitled "With Serene Confidence." He also showed a short movie, "The Waiting Harvest," with his speech. Following the president's speech, the first business meeting of the Institute was held. Secretary-Treasurer Fred Whiteside presented the Treasurer's Report. Motion made by Mr. Whiteside, second by Stan Shubart that this report be accepted. Motion carried. Because the minutes of the last meeting were published in the Institute's booklet, the reading of the minutes was dispensed with, and the President announced the members of the various committees: General Chairman ? Oren F. Bridwell: We will close out the Institute. The President could not be here. So the Past President of the organization has been asked to take the chair. If there is no objection I will be glad to do so. We will proceed with the meeting. It seems to me we have a quorum. Minutes of last year's meetings are published in the Proceedings. If there is no objection we will dispense with the reading of the minutes. There being none we will dispense with the minutes. The Nominating Committee made its re- port last night. (See list of officers in front of Proceeding.) I move the nominations be closed. Mr. Bridwell: You have heard the motion and second. All in favor say "Aye." (Unanimous.) Motion carried. Safety, from the Latin word "Salvus" -Safe. 1. The condition or state of being safe; freedom from danger or hazard, exemption from hurt, injury, or loss. 2. Freedom from whatever exposes one to danger or from liability to cause, danger, or harm; safeness: hence, the quality of making safe or secure, or of giving confidence, justifying trust, insuring against harm or loss. (From Webster.) The meaning of the word "Safety" by Webster is very explicit, clear, and plain. It is not obscure or imperceptible. What man, woman or child is not familiar with this word? A mere word by itself, but indifference to its significance means the difference between life, death, permanent or partial disability, or injury. There is no question about a safety program being expensive. It is-it produces no commodity-but when properly organized and with a definite goal in view it will pay 'a dividend by increasing the efficiency of the human worker.
