DR. BANOWSKY: Thank you very much. That was the shortest introduction that I have had lately, and I didn't have time to get my coat on. But I appreciated it, and I'm delighted to be here with an industry with which 1 feel strong affinity. At the University of Oklahoma we have an energy history. We are a little more currently involved in oil and gas, and those of you who know the history of our state would be aware we have an early coal development back really before the turn of the century in the southeast part of our state what we call Little Dixie. How many of you have spent anytime in Oklahoma or are from the state of Oklahoma? I'm not going to ask how many are from OSU or the University of Colorado. We did send you a football coach here from Oklahoma, and 1 see you have exchanged him. Several of you were only interested in the lobby in asking about our football team this year. 1 would like to go somewhere where we can talk about something besides football. I'm just trying to build a University that our football team can be proud of. We're going to be strong again. 1 can assure you. We've got the best football team money can buy. It's not quite as bad as the college president who called the coach in and said, "Coach we're in trouble, you're losing games and the alumni is very unhappy." "What can we do?" the president asked. The coach said, "Well the football team is flunking the admissions test. We can't get them in with the standard achievement and SAT tests." The president said, "What can we do?" The coach said, "Well the coaching staff has substituted for the American College Test the simple fill in the blank questionnaire." The president said, "Let's use it. We have got to get the team in." The first question was, Old MacDonald had a (-). And a couple of the big tackles were taking it and one of them said, "Hey, what did Old MacDonald have?" His friend said, "Stupid, Old MacDonald had a farm." "Well how do you spell farm?" He said, "Stupid, e i e i 0." Now the gentleman who met me at the registration line from Lakewood, Colorado, was asking me about one of our great big tackles; and he is doing well. We call him Doctor Death; he is also a wrestler and that gentleman said, "1 don't know how bright he is." 1 said, "He is bright enough for our academic tutoring that he is going to get through all right." So I'm delighted to see you and be here with my very dear friend, Carl Terzian. Carl and 1 were in Los Angeles together for 10 or 12 years when I was president of Pepperdine University. He and I are exactly the same age. Born in 1935 and 1 a month or two later in 1936. Fewer children were born in that period than in any other period of time in this century. For those of you who remember anything about that period, you will know why no one was having babies during that period. But Carl called and said, "Bill do you know where Vail, Colorado is?" Well when you live in Oklahoma, you learn where Colorado is in a hurry. 1 not only know this beautiful area, but have made too much of an investment here at a place called Beaver Creek. The real estate is cheap over there. 1 play regularly in the Gerald Ford Invitational Golf Tournament here. Hope you will visit Beaver Creek. It's just 10- 12 miles to the west. The sight of the 1976 winter olympics until the people of Colorado voted them out. And now Vail Associates and I are good Oklahoma families. Bass family, Harry Bass of course, many of you know this story, who is chairman of the Board of Vail Associates, is making quite an investment in that year-round resort area. A facetious title was purposely given this talk, so that a formal paper would not be expected. TWO or three days ago, while discussing with Mr. Dickinson some of the details of the dust explosion demonstrations we are planning for this coming Saturday, I remarked that we would like to have as many people as possible see some samples of 20 and 200 mesh dust, so they would more fully understand just what was causing the explosions. Mr. Dickinson requested that I bring samples and screens and in this informal manner, give you all a ".close-up" of coal dust which is considered in Explosion Hazard reports. While sampling mines, for road, rib, and roof dust, in connection with safety service and hazard reports which the Bureau of Mines Engineers make at the request of coal operators, I have often been assisted by under- ground mine officials or other men of many years experience and on almost every occasion, while we were carefully brushing the very fine dust from timbers or coal surfaces, they would make some remark such as: "never had noticed this kind of dust, didn't know it was here", or "well, that's the first time I really understood what all 'this dust talk was about." Such experience makes me believe that the much published terms, 20 mesh and 200 mesh are just numbers to the great majority of both miners and operators. We are now going to have lesson one in the primer of coal dust explosions and I want to say, in all sincerity that a complete course in the hazards of mining is deserving of a place in the curriculum of the best mining schools of this country. Sample No. 1 is fine coal and dust and is a fair sample of what can be found every where in rooms and entries of a mine, as it is too small to be gathered up with a shovel and is left in the ordinary mining at the faces and is spilled along the entries in haulage. In this you will see some quarter inch coal, much eighth and sixteenth inch coal, in fact those are the sizes I find many people have in mind when they are asked about the dust made in mining. Although the sizes mentioned are the ones which seem to almost entirely make up this sample, such is not the case, for from 10 to 20% of such a sample will usually pass this 20 mesh screen and in Sample No. 2 we have 20 mesh dust. Result of many tests, supports .the statement of the coal mining division of the Bureau, that it is quite probable that coal over 20 mesh does not take part in any but the most violent of explosions and that all dust under 20 mesh may take part in any explosion. The largest particles in this sample will not be over .03 inches in their largest dimension and a pound of dust to a foot of average heading is very easily found in most every mine I have visited and usually a great deal more can be readily gathered up. It was .found early that the finer the dust the more dangerous it was for a given coal. So for the early explosion tests conducted by the Bureau a commercial pulverizer was used and it turned out a 20 mesh dust of which about 75% would pass 200 mesh. Some men question whether the ordinary mining methods made such a dust and so doubted the explosibility of the dust in their own mines. The question was well taken, and hundreds of dust samples were taken by the field men of the Bureau to determine the kind of dust being made in all methods of mining and all classes of coal. The result of such sampling showed some coals. resisted breakage more than others and that actual mine road dust, through 20 mesh, would show from 10 to 20% through 200 mesh, and for actual rib and roof dust through 20 mesh, they would get from 20 to 40% of 200 mesh dust. This time of year, our lawn is host to goodly numbers of birds - robins, English sparrows, finches of various flavors and some whose names I don't know. We lure them with a feeder in our backyard and I'm sure Patti and I spend several minutes a day watching them through a picture window that overlooks their coming and going. And, while the picture window supplies us with a constantly changing view, it does not treat our winged friends nearly so kindly. You see, at certain times of the day, reflections on our window feed back to our birds a mirror image of the backyard. Lifting off from the bird feeder, they see before them what is behind them. And, not infrequently they fly straight into the window. They stop abruptly, of course. It has to be quite a shock to discover that what is behind you is not the same as what is in front. At this point, I might be tempted to say something about bird brains - except for the fact that we humans also are prone to deceptive images thrown up by the past. Today, I think we hear a great many voices painting past images as they look to the future. We hear that the price of oil soon will rise to its former elevated position; the price of copper will bounce back; a hungry world soon will escalate the demand for food and our agricultural industry will be back in the black. In fact, we can hear hope from many voices telling us that our major resource-rich, basic industries are poised to fly up. I can hope that the voices are right, but I keep thinking that those expressions come from people seeing false images. Most certainly, it is more comfortable to see the past, rather than acknowledge that the world economy is being restructured and that the restructuring is affecting the Rocky Mountain states profoundly and negatively. The worst mistake we could make may be to place too much credence in the images from our past. We can be lulled into a dangerous complacency. What we need is a tighter belt and the will to do some serious bootstrapping. Before proceeding, I would make two points: First, it is not my intent to be a prophet of doom. But I do think we need some healthy doses of realism, if we are to avoid the shock of flying into a false future. Second, by now you have detected that I have choosen to diversify the assignment you handed me on utility diversification. As I proceed, you soon will see that the roots of diversification for many utilities lie in the subject that we ponder now. We could begin in many places, but let's start with energy. It is pervasive in our businesses and industries. We all use it. And, despite conventional economic wisdom, we are using less of it. The price is down, but we have not reverted to our profligate ways. That is true whether you look at the industrial customer or the residential consumer. As a nation and as a people, we have learned to do more work with less energy. A few statistics illustrated the point. If we use 1973 as the base year, energy use in the United States has declined almost I percent. If we examine the year of peak energy use, 1979, the decline approaches 7 percent. Let's look at it another way. In 1973, for every dollar of gross national product, the United States consumed 27,100 Btu of energy. Last year, 1985, the comparable figure was 20,700 Btu - a decline of 24 percent. So, not only are we using less energy, but we are using it more efficiently. Even though the price of energy has declined, we are unlikely to use substand with natural gas and petroleum consumption. Use of natural gas has dropped almost 21 percent since 1973. Petroleum consumption has declined 1 I percent since 1973 and almost 19 percent since 1978, when the U.S. used a record quantity of petroleum. We also know there's been no appreciable change in amounts of oil and gas used since 1981. We weathered both a sharp recession and a healthy recovery without altering the amount of those fuels used. That the use of oil and gas dropped sharply, while the total use of energy merely slumped a bit is easy to explain. The use of coal, nuclear power and hydroelectricity from 1973 through 1985 increased almost 48 percent. Some people will tell you that the large decrease in the price of oil and gas will result in increased demand that will displace coal, nuclear and hydropower. In turn, demand will force the price of oil and gas upward. I doubt it. From the poking around I've done on the subject, I suspect there may be some short-term displacements, but they will be, for the most part, cancelled out by declining use among existing customers. For instance, we all know what has happened in the automotive sector. In 1973, the average U.S. automobile made 13.1 miles to the U.S. gallon of gasoline. In 1984, the most recent available statistic, the average auto made 16.94 miles to the gallon. That's a 19 percent improvement. Because annual miles driven per automobile are essentially unchanged over the period and the number of cars on the road is not increasing, we are witnessing a drop in this segment of the petroleum market. That trend will continue. Now, let's look at energy consumption patterns still another way. Between 1973 and 1985, consumption in the residential and commercial sectors of our economy increased total energy use by 11.2

MR. McCLURE: Mr. Chairman, you sprang a surprise on me; I really came over here for a good time. Gentlemen, I am not at all qualified to pose as an expert on pulverized fuel; I have merely been making some rather interesting observations, and unfortunately at the present time, a great deal of substantial data, the technical data, I don't happen to have with me; it is still in the process of being calculated, but I will be very glad to tell you some of the observations as I have made them, and in as truthful and complete a way as I can. The question of how we would handle fuel became a very pressing subject in this new Valmont electric plant, which is now under progress. We have studied the methods of burning fuel for a number of years on different types of stokers at the existing plants in Denver; we are burning it with a natural draft chain grate and with underfeed and with forced draft chain grates, and I am very frank to confess at the present time that I have no answer as far as stokers are concerned for a better solution of the problem of burning lignite. In other words, I could not tell you that this or that is a better type of stoker to use for that coal. However, to boil the thing down, after considerable trials, the underfed stoker was chosen as the one most adaptable for the utilizing of lignite fuel if stokers are to be used. In other words, the chain grate was put aside. I might say in support of the chain grate, the prime reason for which that type of stoker was condemned, as far as lignite goes, is the initial investment charge and the large maintenance which is involved.

Profiled on these pages are the eight RMCMI 1996 Scholarship Award winners. All eight winners were present as guests of the Institute at the June convention in Durango, Colorado. Each received recognition at the Institute Awards Luncheon Monday, July 1. 1996. Each state vice president sewed as the host for the collegiate winner and his firm provided travel and hotel expenses. In addition to receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $1,000 tuition credit for the coming academic year, as well as transportation hotel lodging and meals at convention as guests of the Institute. Because this is a continuing award, the winners from the previous year also receive a $1.000 tuition credit in their senior year if recommended by the dean of the college or university and are full time students. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program. A listing or current donors is found elsewhere in this book. New Mexico Michelle Lisa Begaye plans to work in a mine near her Navajo Reservation after graduation. She would like to continue teaching the young in her community as she has been doing for the past few years. As a volunteer with the Natani' Trails, she takes at-risk students on wilderness experiences such as rafting, repelling, etc. Active in school, she played the trombone, was in speech and drama, played softball, and was the first female to play football as a right and left tackle. A member of National Honor Society in High Shool, she also made the Dean's List at Navajo Community College. Michelle will pursue a degree in Environmental Engineering when she transfers to New Mexico Tech this fall. [ ] COLORADO WINNER Nicole Albert Colorado School of Mines - Golden. Colorado Nicole is pursuing a BS in Mining Engineering with a Minor in Mineral Economics - and has already proven her serious intent with her many activities related to mining. She is a member of the Society of Women Engineers; Society of Mining, Metallurgy and Exploration; and has participated in two different projects related to mining, one of which was to clean up a mine tailings site. Nicole enjoys hunting, camping, fishing, softball and horses. Growing up with her father, working at a surface coal mine, sparked her interest in this industry.

All winners, except John Nixon from Texas, were present as guests of the Institute at the June convention in Keystone, Colorado to receive recognition at the Welcome Session Monday, July 1, 1991. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. AIME Student Chapter and a student member of the AIME Tucson Chapter. His career interests lean towards western coal mining. [ ] Matthew Madden Colorado School of Mines Golden, CO Matt carries a 2.619 cumulative grade point average in the Mining Engineering Department and ranks 194 in a class of 440. He is involved in a number of school activites such as a member of the Society for Mining, Metallurgy and Exploration, Inc., member of the Resident Hall Association, a Admissions Ambassador, and will be a Resident Hall Director for 1991-1992. Matt is also involved in wrestling and received a Colorado School of Mines Athletic Scholarship in 1990.

Mr. Chairman and Gentlemen: I tried to get Benedict Shubart to have some fellow-some big fellow with a big voice-to read this paper for me, but he said there was nothing doing; [ ] that I would have to read it myself. I will try and not take up too much of your time. It is a pretty big subject, Mechanical Loading, and it covers a good deal of ground. I have merely touched on the high spots, as it were. A great deal has been preached and written in the last year or so about mechanical loading, and I doubt if any other subject in the mining industry has been discussed so freely and as often in the last few years. It is not the intent of this paper to dwell on the merits or demerits of any [ ] particular type of loader, that is, to say what the writer thinks is the most efficient or most inefficient machine. There are several types of loaders on the market to-day that are proving very successful in many mining districts. When it was announced that the economy grew at an annual rate of 4.7 percent in the Fourth Quarter of 1992, it appeared that our long awaited recovery from recession was here. Unfortunately that much growth proved to be unsustainable, and in the First Quarter of 1993, the number dropped to less than one percent. Today it is clear that the recovery is continuing, but at a very slow rate. One of the Most disturbing statistics during this recovery is that unemployment has not improved as one would expect but has been hovering around 7 percent for over a year, making this recovery a ?jobless? one. In a recent Harvard Business School presentation, a professor reported that the United States has slipped from its leadership position in almost every manufacturing category since World War II. From the production of cars to consumer electronics, we have lost significant world market share to others, most notably Japan and Germany. Obviously this is not new news, but the magnitude of the loss and the number of industries affected was surprising to me. The result has been that our negative balance of payments has soared, and the United States of America now has the dubious distinction of being one of the world's largest debtor nations. It has been common for politicians, and political want-a-be's, to blame all of our trade problems on industry. They say that the moguls of American industry spend too much time seeking short-term gain at the expense of long-term growth. They say that we are interested more in our own perks and economic security than in producing quality products that can compete in the world marketplace. One of the stared goals of the Clinton Administration is the targeting of strategic industries to receive help from the government so they can compete on the world stage more effectively. Personally. I think that is an oxymoron. My experience has been that whenev-

Benedict Shubart, Secy, Rocky Mountain Coal Mining Institute. Denver, Colo. Dear Sir: "Sorry not to be able to be with you but since my function in the Institute has been largely along the line of `stirrer up of trouble' (of course always with the aid of Dalrymple), I do not wish to fall from grace now so am sending you a pamphlet on the last page of which is a' tabulation as to accident indices of various coal mining states and it seems to indicate that the states comprising the Rocky Mountain Institute have the poorest accident record of all the states producing coal. "It seems to me that even allowing for possible deficiencies in connection with placing accidents upon basis of hours of exposure, our western states need to `tighten up' as to safety practices, hence I hope that the Safety Committee report will be both drastic and progressive and that western coal mines apply the drastic proposals in addition to approving them as the policy of the Institute. Why wouldn't it be advisable to have a committee appointed to ascertain why the safety record of the states comprising the Institute is so bad as to coal mines? On the back of it is this table; and it is a fact that the Rocky Mountain States are down at the lowest in almost every case, at the lowest point, with the highest accident rate in almost every kind of accident. Maybe he is wrong; maybe he states this for reasons. That is a rotten looking table for us.

Railroads, attempting to increase their tonnage without adding new lines, have for some time realized there is a definite relationship between increasd haulage efficiency, and constant communication with each moving unit that operates along their roadbeds. Elaborate radio communication equipment has been devised for this purpose, and is rapidly being installed. Coal mines are faced with similar haulage problems and have sought this constant contact through the use of telephone systems, and dispatcher stations. Often the fixed mine telephone system is unsatisfactory, since the desired person is not present at the phone when needed. Dispatchers lose contact with a motorman as soon as he is out of sight, until he calls in from another telephone. The recently developed frequency-modelated radio phone which makes use of the trolleywire network in a mine as a carrying medium, permits instant and continuous contact between dispatcher and locomotives. The motorman can immediately contact another motor or the dispatcher regardless, of his motor's position on the trollywire system, whether moving or standing.

Unnumbered ages have passed since the time when nature's laboratories were working without the aid of capital or labor unions assisted only by earth's cooling crust and old Sol's rays, to lay the prodigious coal beds of the earth and distil the oils which now furnish the basis for the world's great industries. Strangely enough rays from the same old sun probably somewhat diminished in intensity are still drawing from earth to clouds the water that will run down hill and through man-made devices produce energy to compete with that made with the products created in ages past. So now we find that within the past century vast human industries have grown up around the products of these agencies and here we are today discussing the many problems connected therewith and among the others the subject of this paper, which is essentially the relation of COAL to OIL in industry. The problems involved are those of human relationship and are not fundamentally unsolvable when engineering skill and knowledge is properly applied. The last few years has developed a brand of pessimism that is especially prevalent in the coal industry, at any rate in the west where we come in contact with it. In any general discussion with coal men, a very short time only is required to bring out the feeling or expression that the coal business is on the rocks and the reasons run the gamut of human deviltry. We have heard that in the not far distant past corn was so cheap that the farmers were compelled to burn it and thus deprive the coal mines of their well earned right to sell coal for this purpose. We have heard that the flood of oil is so vast that it was being burned in preference to coal, and to heap insult on injury that the rail- road locomotives were burning oil in order to pull coal away from the mines. We have heard that the union was responsible for all the woes to which the industry is subjected. We have heard that the family tin lizzie is so depleting the family exchequer that coal could not be purchased and if purchased could not be collected for. We have heard that producing mines are so numerous that the profits are a negligible quantity. These are but a few of the reasons assigned for making the coal producers a class of pessimists which is not good for the industry. All these reasons given and all the others must be taken collectively and these are not the cause but the effect of a rapidly changing civilization. An analogy may be found in the experience of many of us in the electric industry a few years ago. You may remember that less than 20 years ago the high efficiency Tungsten electric globe was introduced. It was so much more efficient than the old carbon lamp that only one-third of the current previously required was needed to produce the same illumination. Consternation seized the ranks of electrical men who had little or no vision, for the out- look was that so little current would be sold that everyone would be bankrupt. This limited vision, however, did not prevail, for all engaged in the industry spurred on by necessity, accomplished many of the things that we are now enjoying the fruits of be- cause the electric industry has grown and is growing by leaps and bounds and every highly efficient improvement is greeted with rejoicing. It is well known that when the old type of carbon arc lamp began to be replaced by modern units the manufacturer of carbon rods thought his doom was sealed and yet these same manufacturers have so adjusted them- selves to conditions that the dry battery business of today is of vastly greater volume and profit than was the carbon rod business of the past. "We have ourselves to blame in the steel industry for our condition." These words were addressed twelve days ago by James A. Farrell, President of the United States Steel Corporation, to his "comrades" at a meeting of the American Iron and Steel Institute. They carry a note of challenge to all industry, and particularly to the coal industry, where they point the way to the pressing need for operators everywhere to get their feet under one table. It is that note which I would stress to all producers. You have yourselves to blame for your condition. True, there are inter-district competition and competition of substitute fuels, but they'll always be with us, more or less, and the only sensible, sane course is to remove the evils within our respective districts, which can be done only by constructive effort along cooperative lines. It's the same story in Alabama, the same in Illinois and elsewhere. The larger number of the men gathered here are at the front, as it were, in the business of mining coal. They are the men who are doing a remarkable operating job. And naturally, the sessions of this annual meeting treat of news from the front, of technical problems. But, as in actual warfare, those at the front are often uninformed of developments in the rear. They keep on fighting without fully sensing the significance of a disaster at headquarters. You've played your eighteen holes today and evidenced the efficiency of your technique in the, production of coal. It is not amiss to take advantage of this moment, the nineteenth hole, to ponder over what it's all about. After all, what do improvements in the art of mining mean if business policies engulf you in red ink? To the extent that mechanization is a factor in increased overhead, which in turn increases the pressure to produce regardless of market demand, it only aggravates our troubles unless there is the controlling influence of coordinated effort.

It is sufficiently correct to say that domestic solid fuel is universally hand fired and it is almost as correct to state that a very large proportion of hand-fired domestic fires are extremely inefficient and smoky. This is particularly true with raw bituminous coal for the fuel. The smokeless and efficient firing of domestic coal affords one of the most difficult problems confronting the combustion engineer. This is due to the universally constricted combustion space in the domestic furnace, the complete ignorance regarding the laws of combustion on the part of the average person, and the fact that the laws of efficient combustion are almost completely nullified under these conditions. It is well to familiarize ones self with these laws. These are: 1. The gradual introduction of the fuel to the furnace. 2. The admission and mixing of the right quantity of air with the coal gases. 3. A temperature high enough to permit complete combustion, and 4. A furnace space of volume sufficient to permit of the combustion gases and the oxygen getting together within the confines of the furnace. Even a casual inspection of the domestic heater will show that none of these essential things are present in proper degree, and this is the reason why the problem of domestic firing presents such difficulties. I have analyzed these conditions in a paper published by the Black Diamond, and which has already had wide distribution, so that I will not repeat the rather lengthy discussion in this paper. A survey of the entire field indicates very clearly that a reversal of existing methods and equipment must be had before any real improvement can be expected. It is my firm belief that in this instance above all others it is necessary to build the efficiency and smokelessness into the equipment in such a manner that its performance will be entirely independent of both skill and interest on the part of the operative. To attempt to educate every man, woman and child who periodically throws coal into a domestic furnace would be literally impossible. Much can be done, however, if we could teach the householder the simple essentials of alternate firing, which I have explained at length in the above mentioned paper. This would go a long way toward making the domestic furnace problem more satisfactory, as well as efficient and smokeless. Many will argue, and with good reason, that the domestic fuel should be prepared coke and with this I agree up to the limit imposed by the practical considerations of quantity production, price and the possibility of marketing the by-products. It will be obvious that if enough raw coal should be processed to provide all of the required domestic fuel that the amount of by-products recovered during the coking process would be so great that there would be little or no market at any price which would justify the manufacture of coke. If the by-products were wasted they would not only be a tremendous economic loss, but the price charged for the coke would probably be so high that the market would be limited, and this would defeat the very idea of the whole thing. Much can be done, however, in advancing the use of coke, but I believe that much more extensive and careful experimentization should be had in order to determine the right size and quality of coke for the various domestic furnaces. If coke were to be developed for extensive domestic consumption it is more than probable that the coking process should and could be stopped at a point where the volatile content of the coke would be sufficiently high to permit of prompt ignition and combustion in low draft installations. If the volatile content were from five to ten per cent a very different kind of coke would be produced from that which is now produced with perhaps one per cent of volatile. The future of coal mining is bright - only if we realize and then manage as though we are competing in the world marketplace. Accept it or not, our market is global. We tend to think our problems are caused by the uncontrolled foreign production of coal, and the uncontrolled drop in coal prices. I submit that our problem is not the world pricing structure - part of our problem is our on-site cost structure - our productivity. We are the world's best at getting out the tons - that is, production. Most mine managers thrive on that. What is in serious doubt is our productivity - our ability to produce tons of coal in a cost effective manner. Please think about the difference: ? Production is tons of coal. ? Producitivity is decreasing the cost per ton of coal. Our future is bright, only if we can increase our productivity by trying different and new ways to manage our businesses and our people. Unlike the easy successes during the 60's and 70's, success in the decades ahead will depend on our ability to achieve greater levels of productivity. In a discussion of the personal dangers that may arise from mine gases, it is necessary to take into consideration the gases which may result from an underground fire, or a fire in or about the downcast shaft, and the methods of avoiding or minimizing the danger arising therefrom. In all cases of the combustion of carbonaceous material such as coals and timber, carbon dioxide and water vapor are formed. In cases where the air supply is limited, some carbon monoxide is produced, the quantity varying with the readiness with which the oxygen from the air can get into intimate contact with the consuming carbon; in addition to these products there may be produced large volumes of irritating fumes consisting of unconsumed vapors' distilled from the burning material. Apart from the physical distress that may be caused by the irritant action of the fumes, the chief danger to life underground arising from a fire in or about the downcast shaft or intake airways is due to the carbon monoxide which the smoke is almost certain to contain. The physiological effects of this gas have already been discussed in mining papers and ref¬erence should be made to this. The prevention of fires at the surface near to the mouth of the downcast shaft, or in the shaft itself, or at the bottom of the shaft, usually lies outside the duties of the fireboss. An outbreak of fire at such places would, however, immediately foul the air current passing into the mine, and, assuming the men were in the mine, create a situation demanding urgent attention of the fireboss. As a rule, each case of fire creates its own problems, but in all cases the guiding principle should be to restrict the poison-laden 'air to the smallest part of the mine that is practicable, by opening separation doors, or breaking down selected stoppings at the most accessible points near the seat of the fire, so that the gases and smoke may pass directly into the return and so to surface. In the case of a shaft fire it will have the effect of fouling both shafts and in the case of a fire in an intake airway, both roadways leading to the shafts. It requires the use of some judgment. Therefore, in circumstances as to whether men inside the mine should attempt to escape to the shafts or should remain in the mine, and attempt to protect themselves from the poisonous air by suitably short circuiting the air-current and retiring from the main air-ways. In order to make such restraint easier, it is very desirable that all mines should be equipped with telephone communication from all sections of the mine to the surface so that men in the mine may be informed of what is being done at the surface to secure their safety, or instructed as to what they themselves should do. In cases of fire in or about the shafts, the question of the reversal of the air-current will probably arise. Our next speaker this afternoon is a good friend of mine of some years. I must introduce him by way of a little story. Now Harris Sherman, many of you know because he was really in charge of everything to do with the mining industry in the State of Colorado for a good many years. Some of you may know that before he became part of Governor, Lamm's first cabinet as Director of Department of Natural Resources, he was an attorney for the Environmental Defense Fund and that caused me considerable panic as I think it might have caused some of you. I have observed Hams from the time he stepped into that office until he retired from that office to go into private practice as the senior partner of Arnold & Porter's Denver office, one of the , nation's most prestigious law firms. Hams is a Colorado native. He's lived here all of his life. He's a graduate of Columbia Law School for his law degree and a graduate of Colorado College down at the Springs for his BA. He has served in state government, but I thought it might be appropriate, since he is no longer in state government, if we used Harris, today, to tell us from a former state official's perspective what the image is of the coal industry from the seat he held in Governor Lamm's cabinet for a good many years. Your Chairman and the Program Committee have limited the time allotted to me, and so, with your permission, I will omit the preliminaries, and wade right into my subject. I believe I am safe in taking for granted that you are all agreed that electricity is the most feasible means of transmitting the power used in coal mining. If you are not, then the papers read before the Association in previous years have failed of their object. If you are so convinced, the only question is as to the choice between alternating and direct current, and the voltage. Fundamentally, this is primarily a matter of dollars and cents. With the sole exception of your trolley locomotives, there is no part of your equipment that cannot be operated as well on alternating as on direct current. With your pay rolls at their present high level and the efficiency of the labor you employ at the stage it now occupies, I believe you will agree, first, that everything possible must be done to increase the tons of coal produced per man employed; and, second, that ample power at all times must be available at every machine so that every one of your men can really get out a day's work without any avoidable delay. Speaking Electrically, all this means is a machine instead of a man wherever it is possible for a machine to do a man's work, and full voltage at the machine always, so that there can be no excuse for the work not being done promptly and efficiently-and dependably. The real reason for the selection of one kind of current or the other can best be understood by considering the formula which determines the size of wire required for transmitting electrical energy. The size of the copper required, and, consequently; its weight and cost, depends upon four factors: 1. The amount of energy or power to be transmitted. 2. The distance to be covered. 3. The percentage of loss allowed. 4. The voltage at the receiving end of the line. These factors enter into the problem to different extents, and, briefly, the size of wire depends directly upon the amount of power and the distance transmitted, and inversely upon the percentage of loss allowed and the square of the voltage. From this it will be seen that, with the amount of power and the distance fixed, if the loss is to be cut in two, the wire must be doubled with a given voltage, while if the loss remains constant and the voltage is doubled, the wire may be cut in four; that is, reduced 75 per cent in weight and cost. Now, standard motors are designed and recommended by their builders to run within a range of 10 per cent under voltage to 10 per cent above voltage - 440-volt motor, then, should preferably not be operated on less than 400 volts

The thought and practices in the field of accounting in the past two or three years are undergoing far-reaching changes, but more important than this is the changing viewpoint of business managers toward accounting reports and statistics. Accounting is no longer considered a necessary burden of business, for progressive managers and operating officials everywhere look upon it as a service. A service of supplying operating men and executives with information on their affairs which enables closer and more effective supervision, to the end that business may be conducted more satisfactorily and more profitably. This service is the real function of accounting in business management. Of the many treatises on accounting published in recent years, the great majority deal with principles and procedures, and were written purely from the accountant's point of view, thus they appeal, and are of interest, chiefly to accountants. Recently, however, the interest displayed by the operating man, be he president, general manager, superintendent, mine foreman or potential mine executive, calls upon the accounting department to serve him in furnishing him with figures showing the financial position and economic progress daily. In order to effectively render this service the necessary co-operation between management, operating and accounting -forces must exist. Satisfactory services may be developed only on a basis of close contact and pulling together between these departments. It is not a one-man job, the responsibilities necessarily rest on all. This co-operation contemplates:

There is a large group of men around here I notice who come to this meeting year after year, and it occurs to me that they must be getting something worthwhile out of these meetings, the renewal of old acquaintances, the making of new acquaintances, and the opportunity to find out what is doing in the technical end of the coal business, and what is new. So, we greet you enthusiastically and trust that you will find this meetnig on a par with all those which have gone before and. that each one of you will leave these sessions determined that you will not miss next year but will be back again. So, with that introduction, we will proceed with the business of the convention. The Morning Session of the Forty-Eighth Meeting of the Rocky Mountain Coal Mining Institute convened in the Little Theater of the Broadmoor Hotel, Colorado Springs, Colorado, at 10:00.a. m.; June 2, 1952, Howard B. Crandell, President, presiding. PRESIDENT CRANDELL: Gentlemen, the meeting will come to order. I presume most: of you have heard the decision of the Supreme Court in the steel case. The decision was six to three that the President had no legal authority to seize the steel industry, and it is reported that the strike is already under way. Gentlemen, it is both a pleasure and an honor to talk to you who come to the meeting of the Coal Mining Institute, many of you, from long distances. Our program committee has suggested that the president give a 30-minute talk, but you may be at case because I assure you I won't take anywhere near that long, when we will pass to more instructive and enlightening subjects. Another reason for the short talk that I am going to make is that many men in this audience know more about coal mining, specialized subjects, than I do.
