Looking Down the Road: The Environmental Side of the 1990s and Beyond Environmental Social Responsibility Love Canal, Buffalo Creek, Widow Combs, Bohpal and Three Mile Island are familiar names to all of us-names which evoke memories of environmental tragedies. These memories, as well as memories of other environmental disasters, lead us to pose this question: What is the nature of the environmental social contact between industry and society? The manner in which one answers this question will. in large measure, answer the question of where one thinks environmental issues will go, or should go, in the 1990s and beyond. The history of the evolution of the environmental movement will be helpful in defining and under- standing just what society's environmental responsibility is and, perhaps, what it will be. To Define the Future Start With the Past The common law, which most of the United States adopted from the English system of jurisprudence, traditionally considered pollution control and other environmental issues to be a matter of determining the relative rights of private property owners and of individuals. Legal and equitable theories, such as nuisance, negligence, trespass and the law of riparian rights, were utilized to allocate responsibilities between parties under the common law. The discharge of pollutants into streams and into the air was by and large considered acceptable, at least up to the point that another's "reasonable" use of the same air or waterway was significantly impeded. Further, the judicial decisions interpreting the applicability of the common law to the protection of the environment generally reflected the social and economic pressures of the age. During the Industrial Revolution, the decisions and policies had a marked tendency to favor industrial development. Jobs and industrial growth are deemed as important, and in some cases more important, than the protection of people and property. Additionally, the idea of a social responsibility, beyond that owed to a competing land or water user, was nearly alien to the early common law.' One could even go so far as to say that, had there been a social environmental contract under early common law (which, of course, there was not); but if there were, it would have been to promote actions which facilitated industrial development, even at the expense of the environment. Post-World War LI industrial expansion brought with it a growing awareness of limits on the environment's ability to absorb increasing levels of pollution. Thus evolved an era of social and political adjustment, as society began to shift away from supporting big business and industrial development and toward supporting domestic government programs and limits on industry. States gradually stepped in with efforts to address environmental issues. The Pennsylvania Clean Streams Law and the West Virginia Surface Mining Act of 1939, while lax in comparison to today's standards, nevertheless marked definitive efforts toward altering the balance between industrial development and environmental protection Pollution control continued to be viewed as a state responsibility through the 1950s, until Congress began, for the first time, to allocate funds for federal research on air and water pollution and to implement

To explain in detail the manufacture of seamless pipe and tubes is something I venture to say that has never been done to a point entirely satisfactory. The manufacture of seamless tubes dates back to 1885, when Mannesmann Brothers invented the roll-piercing mill. Ten years later R. C. Stiefel invented the disc-piercer, which first came into general use in this country. At the present time the Mannesmann roll and the Stiefel disc-piercers are used, the Mannesmann rolls particularly for the larger size billets. Sizes produced at first were relatively small and the product was cold drawn to provide a smooth surface. The early uses of seamless material were chiefly for mechanical purposes, such as boiler tubes and bicycle tubing, and the latter for some years taking the heaviest tonnage. Improvements in the hot process were gradually made; the early Pilger type rolls were largely superseded by the two-high rolling mill for rolling out the tube after being pierced, the reeling machine for diagonal rolling, the sizing mill for giving exact outside diameter, and finally the sinking mill for reducing larger diameter tubes to smaller diameters.

For several years the C. F. & I. Co. men have been working on a fan signal and many different schemes have been tried. I will describe a few of them. A make-and-break attachment was placed on the fan shaft which caused a light to flicker. A hinged door was placed on air course and counter balanced so that it would have a slight travel when the air pressure was reduced an appreciable amount. This motion was used to open the power circuit, blow a whistle, or ring a bell. Series transformers were placed in motor leads of fan drive motor and the variation in amount of power to motor was used to control the fan signal through a magnet or relay. A governor was placed on the fan shaft which opened a signal circuit when speed of fan was reduced. We tried to produce a machine actuated by the volume of air, (that is on the principle of the anemometer) but had to discard this due to its being too delicate. None of the above schemes seemed to fill the conditions which the State and our Mine Inspector wanted covered. They gave us the following demands for a signal: 1. Must open mine circuit and sound alarm when air pressure was reduced below a certain amount. 2. Must be fool proof. 3. Must work on any kind of fan drive (steam or motor). 4. Must be safe to ' install- in any mine or fan house. 5. Must not depend upon mechanical device which could become inactive due to friction or other causes. 6. Must be as simple and easy to adjust as possible.

One of the most dreaded things which mining men sometimes have to contend with is underground mine fires, which are both dangerous and expensive. In the Reliance mines we have had considerable trouble with mine fires. We have at the present time five different fire zones, three of these zones give us considerable trouble and the other two have not given any trouble since they have been walled off. Fire Zone No. 1 comprises No. 2, 3 and 4 South Entries, about 50 acres are enclosed in this zone. Fire Zone No. 2 comprises the main drift entry from the mouth to the Old Boundary Plane and extends to the crop line, about 10 acres are enclosed in this zone. Fire Zone No. 3 comprises 1 and 2 North Entries from the main slope to the Old Boundary Plane, a distance of about 1,200 feet, about 15 acres are enclosed in this zone. Fire Zone No. 4 comprises 11/2 and 2 North Entries, a distance of 1,100 feet between New Slope and Old Boundary Plane, about 15 acres are enclosed in this zone. Fire Zone No. 5 comprises the inside end of No. 11/2 and 2 North Entries and 3 North Entry from the New Slope to 30 room, a distance of about 2,600 feet along No. 3 North Entry, about 20 acres are enclosed in this zone. The first mine fire started in No. 2 South Entry in No. 1 zone in 1914. Inside of No. 7 room on the high side of the entry, there was a soft piece of coal. There were no rooms driven in this coal and one day a fire was discovered in the solid pillar on the high side of the entry, work was started at once to load out this fire. and several places was driven into the pillar and cribs built where the coal was taken out, but this method proved a failure and a sand pack was put up along the entry between the track and the high rib. This consisted of timber set about 3 feet from the rib and 2-inch boards put behind the timber and sand or adobe put in between the boards and the ribs, and this method gave very good results except that it required close watching as the sand would settle and let the smoke out between the roof and the sand. Fire broke out in No. 3 South Entry in No. 1 zone in the summer of 1919. We sealed this fire off by building 36 fire stoppings, which also enclosed the fire in No. 2 South Entry and we have never had any trouble with fires in this zone since it was walled off. The fire started in No. 2 -zone in 1919 and has been very active ever since. When this fire was first discovered we built new stoppings in front of the old one in the room necks; we also opened up some of the room necks and loaded out part of the burning coal and rock but this did not help any, the fire, would burn out around the stoppings also burn along the roof between the top coal and the roof sometimes nearly across the entry. Several holes were drilled from the surface to the fire area and flushing the fire was tried but this was also a:\, failure, the rock above the coal was so hot that the mud would dry in the hole and fill it. In 1921 we started to take down the top coal along this entry, timber the entry and put 2-inch boards behind the timber and fill in between the coal and the boards with sand or adobe. We have at present over 1,000 feet of this work done and it has given us better results than any other method that we have tried. As the coal burns out behind the timber the weight breaks the timber and it is necessary to renew some of it. Fire broke out in No. 1 North Entry in No. 3 zone in 1922. There was a stopping in this entry that had been put in when the entry was finished some few years before. The fire burned around the stopping on the low rib of the entry, we built another stopping in front of the old one taking down the top coal and extending it up to the roof also digging in both ribs and setting the stoppings into the coal about 18 inches. This fire did not cause any trouble until June, 1924, when we discovered this fire was very active on the inside

February 22nd, 1926. Mr. Benedict Shubart, 521 Boston Building, Denver, Colorado. Dear Mr. Shubart: At your request, am submitting to you several suggestions for the amendment of our safety code which you felt should be kept up to date. As before, am advising you that these suggestions do not have the approval of the entire Safety Committee, but rather are the individual opinions of several members who have expressed their wishes in the form of letters to me. I am particularly indebted to Mr. Dan Harrington and Mr. Wm. Littlejohn for their assistance. Would recommend the following amendment a to the various sections. Section 1. Wherever possible trolley wires should be securely hung to roof or timbers at a distance of not less than five feet and not more than six and one-half feet above rail and six inches to one side. Spacing of hangers should be from 20 to 25 feet apart. Section 2. 500 volts D. C. should not be allowed in any installations. Trolley wires should not carry a voltage of more than 250 D. C. Pumps, mining machines and other small machinery units where A. C. power is used should not carry a voltage of more than 220. Large units, such as pumps, motor genera- tor set and hoists, may use a voltage of 2,200. When power cables to operate same are of armored construction, cables should be securely buried at all crossings. Section 4. Where power lines pass through door frames or stoppings they should be properly insulated with porcelain or rubber tubing. Whenever men get on or off man-trips in vicinity of trolley wires same

The twenty-ninth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11:30 o'clock a. m., Monday, May 26, 1930, President B. W. Snodgrass presiding: PRESIDENT SNODGRASS (condensed report): The meeting will please come to order. As President of your Institute, I take pleasure in welcoming you to this convention, and to those who come from outside of the city, I take pleasure in Welcoming you to the city of Denver. This is the first convention at Denver in fifteen months. I hope that the annual rather than the semi-annual meetings will prove satisfactory to all, and that no mistake has been made in that respect. We are gathered together here to discuss problems common to all of us, and I am sure that we will profit by such discussion. We have with us, outside of the membership of our organization, representatives of two other organizations, Mr. Callbreath of the American Mining Congress, and Mr. Huntress of the National Coal Association. We will be honored by having them with us, and we shall expect to hear from them during this meeting.

The Forty-Sixth Meeting of the Rocky Mountain Coal Mining institute convened at the Hotel Colorado, Glenwood Springs, Colorado, June 19, 1950, at 10:00 a. m., G. E. Sorenson, President, presiding. PRESIDENT SORENSON: The meeting will come to order, gentlemen. I note from the program here this morning that you were supposed to have an address by the president. I can assure you, gentlemen, that the president is not going to make an address, so you don't need to squirm in your chairs. I do want to say it's certainly a pleasure to be here. I am sorry that I wasn't here last year. Apparently my absence lent consent, and I think it would be a good warning to every member of the organization to be here for all the meetings for your own protection! It's always a pleasure to be here and meet again with some of our old friends and meet a lot of new ones. It always interests me at these meetings to meet with the rugged individuals that operate the coal industry. They have to be rugged; they couldn't be any other type of men and live in it. I also know that it takes a good rugged man to fight this game nowadays. I feel that the men who operate the coal industry are fighting a battle against socialism. You all know we are the first industry they have their eyes on. If they take over our industry, they will take over everything else.

Mr. Geo. B. Pryde, Chairman; Committee on Safety, Rocky Mountain Coal Mining Institute, Rock Springs, Wyoming. Dear Mr. Pryde: In accordance with suggestion in your letter to me of June 21, 1923, Mr. Roberts, Mr. Dalrymple and I had a meeting and attached find our contribution to the proposed August report of the Committee on Safety. You will note that we have confined ourselves to matters in connection with explosions and prevention of explosions, in coal mines. If the committee is to report on general safety in coal mines, including accidents from haulage, timbering, rock falls, electricity, etc., we would like to suggest that you ask other members of the committee to specialize on one or more of these subjects. Especially we believe it would be advisable to specialize as to precautions against electrical accidents with giving of data as to maximum voltage, precautions to be taken as to gas ignitions by mining machines at faces, best methods of placing power wires underground, etc.; also give information as to up-to-date safety installations, such as whistle devices notifying of disarrangement of ventilation or devices for quick cutting off of electrical power from mines under certain conditions; also give data as to efficient safety man cars on various pitches, etc. Yours truly, D. Past President Shirl McArthur opened the meeting at 9:30 a.m. He called on the Auditing Committee to give its report. Stan Shubart, who checked the financia1 report of the treasurer, read the report. He asked that it be approved. A motion was made, seconded and carried. Shirl thanked all the committees for an excellent job in making this meeting a most successful one. Special thanks to Park Lamborn for a fine program and to Gussie Whiteside for all her efforts in behalf of the Institute. An increase in salary was voted for the secretary-treasurer. It was decided to return to Vail for the 1979 convention. The Resolutions Committee was called upon to give its report. It certainly is the most interesting thing I have ever seen in connection with wire rope, except paying for it. I think there are a lot of questions that could be asked to bring out some points that we are not generally understanding of. Are there any questions at this time? Mr. Chairman, Members of the Rocky Mountain Coal Mining Institute: It seems particularly appropriate that we come at this time to make a report on a phase of mechanical, mining of coal which had its birth in this region and was cradled and nurtured here until it assumed a lusty manhood that has made its presence felt in every coal field in this country and in foreign fields as well. More than twenty years ago shaker conveyors were introduced into the states covered by your Institute, and immediately, forward looking men saw that here were possibilities for the operator's dream of a continuous flow of coal from face to tipple, if this latest device could be made self-loading. The skill and ingenuity of men in the Rock Springs district quickly brought this about and in but a few short years .more coal was being loaded by Duckbills in this field than by any other means. Not content with this outstanding success, still other men dreamed of having this same Duckbill moved across the face under its own power, and so this same district produced the first power swing Duckbill.

The eighth annual RMCMI Mine Rescue Evaluation was held during the 1999 Institute convention at the Crested Butte Marriott Resort, Colorado. [ ] Elliott Tsosie, Mary Rowell, Janna Aune, Guy Horton, Art Saenz and Bill Balaz were pleased with the 1999 Mine Rescue Program, The Mine Rescue committee is but one of 17 volunteer committees; this one co-chaired by Bill Balaz, Elliott Tsosie and Janna Aune. There were three evaluators, Art Saenz, Western Environmental; Mary Rowell, ProCare and Guy Horton, Horton Rope Rescue. Nine teams participated and brought 89 participants, 26 spouses, nine children and five teens. The teams were BHP LaPlata, BHP Navajo, BHP San Juan, all from Farmington, NM; Bridger Coal Co., Rock Springs, WY; The Coteau Properties Co., Beulah, ND; Northwestern Resources, Jewett, TX; Powder River Coal Co., Gillette, WY; Solvay Minerals, Green River, WY and Western Energy Co., Colstrip, MT. To observe were members from Centralia Mining Co., Centralia, WA. [ ] Evaluators: Mary Rowell, Guy Horton &Art Saenz The three professional evaluators provided challenging scenarios for the Mine Rescue participants on the grounds of the resort property. Some attending convention were alarmed to see stretchers with "victims" and phoned the hotel switchboard to report the catastrophe. Team members had no prior knowledge of what the scenarios might be and derails were provided only as they arrived at the scenario location, with one exception. Seven to ten or more articipants make up each team. Some teams also ring an alternate and team trainer. For identification purposes, the "victims" wore white shirts emblazoned both front and back with a red VICTIM designation. There was a staged demonstration by three response teams who had not previously worked together. This was enacted on the convention floor following a Technical Session meeting attended by about 200 members. Three response teams from BHP's Navajo and San Juan Mines together with Coteau Properties' Freedom Mine provided a demonstration of their response skills. For never having worked together before, they presented a very professional enactment. This is described at length in the Welcome Session copy. Training sessions were held Saturday and Sunday to enable the teams to prepare for the scenarios. A swap meet was Saturday evening for teams to swap hats, shirts, belt buckles, stickers etc. Each participant received a royal blue golf shirt and ivory cap with royal blue bill. Culmination of the Mine Rescue program was a Tuesday morning Awards breakfast when teams were presented with jade acrylic plaques. [ ] Teams participating in the Mine Rescue Evaluation received trophies on Tuesday morning. The captains above represent BHP-La Plata, BHP-Navajo, BHP¬San Juan, Bridger Coal Co., The Coteau Properties Co., Powder River Coal Co., Solvay Minerals, and Western Energy Co. Sponsors who contributed financially to the 1999 Mine Rescue program were Balaz & Associates, CMC, Civil Constructors, Colstrip Electric, Farmington Fire Equipment & Safety, Fisher Safety, Flanders Ellctric Motor Service, Magnum Metals, Richard Palmtag, Rocky Mountain Electric Motors, Sedona Consulting and Western Water Consultants. [ ] Evaluator Art Saenz likes to have the upper hand and will take whatever steps necessary to get it.

RMCMI members were welcomed at 12:30 p.m. by President McKeever. Following the luncheon held at the Conference Center, McKeever introduced Mr. Brooks Mitchell who is President, Human Resources Management, Inc. in Richardson, Texas. His topic was "Perspective on the Last Five Years. " The RMCMI Championship Tennis Tournament was held at the Marriott's Mark courts under the direction of Chairman Alan W. Czarnowsky and his committee members Mary Kay Aisenbrey and Jon Pratt. EVENING Tuesday, June 29, 1982 From 6:00 to 9:00 p.m. a Mini-Banquet was held for the young people of RMCMI members in the East Room of Lionsquare Gore Creek Lodge. The 6:00 p.m. time found RMCMI members gathered for a social hour at Marriott's Mark poolside, The Annual Speechless banquet followed at 7:00 p.m. in the Conference Center. After the dinner, President McKeever introduced the Golf and Tennis Chairmen who announced the prize winners. Robert W. Wilson, Chairman of the Nominating Committee, presented the following slate of officers for 1982-83: President, Vernal Mortensen; Vice Presidents-Colorado, Charles W. Margolf; Montana, Art K. Neill; New Mexico, Robert Diederick; North Dakota, James A. Brown; Utah, Bernard Bernstrom and Wyoming, John T. Goodier. It was moved by Loren V. Linville, seconded and carried that the elective ballot of RMCMI be cast for the officers as nominated. Mr. Wilson advised RMCMI that a successor to Mrs. Whiteside would be selected at a later date by the Committee and Executive Board inasmuch as Mrs. Whiteside's resignation had been received only ten days earlier and there had been no time for interviews. There being no further business, the meeting was adjourned at 9:30 p.m. MORNING SESSION Wednesday, June 29, 1982 President McKeever called the meeting to order at 9:30 a.m. in Salon A of the Marriott's Mark. New business included a report of the Auditing Committee and it was moved by Chairman Paul Hronich, seconded and carried that the Financial Report as prepared by the Treasurer, Mrs. Augusta Whiteside, be approved as submitted. The report of the Resolutions Committee was presented by Chairman Ed Ziolkowski who moved that certain resolutions be approved. The motion was seconded, carried and the resolutions follow: 1. RESOLVED, WHEREAS, in the year since the last convention of The Rocky Mountain Coal Mining Institute, the Institute and the coal industry have suffered the loss, through death, of the services of: John Chrystal Richard R. Fenner G. D. Grayer Albert M. Keenan C. E. Osborn Stanley C. Shubart George Sumers Cal Witmer NOW THEREFORE, BE IT RESOLVED, that there be recorded in the minutes of The Rocky Mountain Coal Mining Institute recognition of the passing of these members, who have so greatly contributed to the advancement of the industry, both nationally and in the Rocky Mountain area, and that a copy of this resolution be sent to the next of kin as evidence of the sincere and deep regard and sympathy of the members of the Institute. 2. The Annual Meeting of The Rocky Mountain Coal Mining Institute was called to order by the President, John T. Atkins, at 2:00 p.m. Tuesday, June 26, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. There were 36 members in attendance. It was moved by Bob Diederich, seconded and carried to dispense with the reading of the 1983 Annual Meeting minutes as printed on pages 105 thru 109 of the 1983 Proceedings. In keeping with the printed agenda in the convention program/ticket booklet, the President called for reports of standing committees as follow: 1. Bylaws & Resolutions - Loren Linville, Chairman Linville noted that the committee had been working for two years on bylaws changes and concluded a corporate lawyer specializing in nonprofit organizations be engaged. He then introduced Mr. Peter B. Nagle of the Denver law firm of Sherman and Howard who outlined the major changes in converting the Institute's current status of 501(c)(6) to 501(c)(3). He pointed out that such a conversion would give the Institute a proper legal status, would give individual contributors to the scholarship or other programs a personal income tax deduction, would qualify the Institute for the postal nonprofit mailing rate and the Institute would achieve the advantage of limited liability inherent in a corportion and would insulate its members, officers and directors from liability for corporate obligations. Copies of the Articles of Incorporation as well as the Bylaws were available for all members. A discussion ensued and the following resolution was moved by Bob Diederich, seconded and carried: RESOLVED, that the unincorporated association known as the Rocky Mountain Coal Mining Institute be, and hereby is, dissolved and in its place, and to carry out its objectives, shall be formed a nonprofit corporation under the laws of the State of Colorado, which corporation shall also be known as The Rocky Mountain Coal Mining Institute, and to which shall be transferred all of the assets and liabilities of this association. FURTHER RESOLVED, that the proper officers of this association are authorized and directed to execute and file with the Colorado Secretary of State, Articles of Incorporation in a form substantially similar to those prepared for this association by its counsel, and the names of the individuals identified in such Articles of Incorporation as the initial Board of Directors of such corporation, which names were proposed and recommended by the Nominating Committee of this association, are hereby approved. FURTHER RESOLVED, that the proper officers of this association are authorized and directed to do all acts necessary or convenient to carry out the terms of the preceding resolutions. (Articles of Incorporation and Bylaws as adopted are printed following these minutes.) Additional resolutions were read by Linville as follows: Item 1: WE RESOLVE herein that in the year since the last convention of the RMCMI, the Institute and the coal industry have suffered the loss, through death, and the services of: Lloyd W. Holland THEREFORE, BE IT RESOLVED, that we record in the minutes of the RMCMI, recognition of the passing of these members who have so greatly contributed to the advancement of the industry, both nationally and in the Rocky Mountain area, and that a copy of this resolution be sent to the next of kin as evidence of the sincere sympathy and deep regard of the members of the Institute. Item 2: RESOLVED, that in recognition of their long and faithful service to the coal industry that the status of Life Member be conferred upon: Bernard Bernstrom Roy Coulson Shirl C. McArthur Item 3: RESOLVED, that we commend and express our gratitude to our Executive Secretary, officers, chairmen and committees for an outstanding job in presenting. the 80th RMCMI meeting. Item 4: RESOLVED, that the RMCMI express its gratitude to K&P, INC. of Golden, Colorado for their generous donation of office facilities and furniture for the RMCMI office and to K&P SALES ENGINEERS, INC. also of Golden, Colorado for their assistance in telephone answering, other office procedures and the use of certain office equipment. Item 5: RESOLVED, that six scholarships be awarded annually to advance the education program of the Institute to worthy students pursuing career paths in mining or other related industry in the six states in which the Institute generally operates and has members and in accordance with the criteria set forth by the Scholarship Committee. At the Annual Meeting of the RMCMI Board of Directors held June 29, 1985, the following amendments to the corporation bylaws Article III were made: Section 2. Advisory Board. There shall be an Advisory Board of Directors which shall be com- posed of all former presidents of the corporation and of the unincorporated association, also known as The Rocky Mountain Coal Mining Institute, of which the corporation is the successor. The Advisory Board shall periodically review the philosophy and policies of the corporation and make recommendations concerning the same to the Board of Directors. The Advisory Board shall hold an annual meeting at the same place as and immediately pre- ceding the annual meeting of the members in each year and written notice stating the place, day, and hour of the meeting shall be given or mailed to each member of the Advisory Board at least thirty days prior to the date fixed for such annual meeting. The annual meeting of the Advisory Board shall be for the purpose of electing a chairman from among its members and the person so elected chairman shall also serve as a member of the Board of Directors of the corporation. The Advisory Board shall meet at such other times and conduct its affairs in such a manner as it shall determine from time to time by resolution. Section 4. Regular Meetings. A regular meeting of the Board of Directors shall be held immediately following the annual meeting of the members, at the site of the annual meeting of the members, the day and time to be fixed by the Board of Directors at its annual meeting immediately pre- ceding the annual meeting of the members in each year, without the necessity of any other or advance notice. Such regular meeting of the Board of Directors shall be for the purpose of considering committee appointments, and for the transaction of such other business as may come before the meeting. A regular meeting of the Board of Directors shall also be held in the Fall of each year following the annual meeting of the members and written notice stating the place day and hour of the meeting shall be given or mailed each member of the Board of Directors at least thirty days prior to the date fixed for such regular meeting. Such Fall regular meeting of the Board of Directors shall be for the purpose of receiving the treasurer's annual financial report of the previous fiscal year as reviewed and approved by the auditor, to take action on the budget, and for the transaction of such other business as may come before the meeting. Section 8. Standing Committees. The Board of Directors may create by resolution adopted by a majority of the entire Board of Directors, a Bylaws and Resolutions Committee, a Nominating Committee, a Finance Committee, and one or more other committees each of which shall consist of two or more directors and which shall have and may exercise such authority in the management of the corporation as shall be provided in such resolution or in these bylaws. Section 9. Ad Hoc committees. The Board of Directors from time to time may by resolution create a Membership Committee, a Scholarship Committee, an Education Committee, various convention committees, and one or more other committees each of which shall consist of members of the corporation and which shall have and may exercise such authority, other than in connection with the management of the corporation, as the Board of Directors may determine. MINUTES of the Rocky Mountain Coal Mining Institute 81 st Member Annual Business Meeting July 2, 1985 The 81st Annual Business Meeting of the mem¬bers of The Rocky Mountain Coal Mining Institute was called to order by the president, Charles W. Margolf at 1:35 p.m. Tuesday, July 2, 1985 in the Windom Peak Room of the Tamarron Resort near Durango, Colorado. Thirty members were present and a quorum was established. It was moved by Bill Balaz, seconded and car¬ried to dispense with the reading of the minutes as these were published on pages 67 thru 77 of the 1984 issue of the Proceedings. The chair called for reports of the various com¬mittees and these reports will be placed on file in the RMCMI Office. Bylaws and Resolutions. Chairman Loren V. Linville reported that the Board of Directors had adopted changes to Article III, Sections 2, 4, 8 and 9 calling for clarification of Ad Hoc and Standing Committees as well as setting forth a purpose for the Advisory Board meetings and stating a time for an annual meeting. The nineteenth regular meeting of the Rocky Mountain Coal Mining Institute at Rock Springs, Wyoming, was called to order in conjunction with the Wyoming State Safety and First Aid Meet, at 2 p. m., Thursday, August 7, 1924, by President William Littlejohn of Castlegate, Utah. Meeting opened by invocation by Father Welsh. Address of Welcome by Mayor P. C. Bunning and key to city presented to President Littlejohn. Response to address, of welcome made by President Littlejohn. Minutes of the last regular meeting read and approved. Report of officers: Financial statement by Secretary-Treasurer Shubart, who stated that there was $1,225.68 in the treasury and requested that the report be referred to an auditing committee for examination and approval. Motion by Mr. Pryde that the report be referred to an auditing committee. Seconded by Mr. Robinson. Carried. A committee of three, consisting of Messrs. Murphy, McKeehan and Gibson, were appointed by President Littlejohn to examine the report, and approve it. As no time was found during the meeting, the Committee was instructed to report later by mail. Report of Standing Committees: Mr. Pryde stated that the report of the Safety Committee would he presented at the morning session, August 8th. Report of Special Committees: None. Unfinished business: President Littlejohn stated that some action should he taken on the interchanging of certificates in the four states of New Mexico, Colorado, Utah and Wyoming. A committee should probably be appointed from each of the states, and the matter left in their hands to try if possible to get their legislators to put some law into effect which will make the certificates in all these four states interchangeable. President Littlejohn also stated that the subject had been brought up, through correspondence, of changing the emblem of the Rocky Mountain Coal Mining Institute, which is the old oil lamp, and that he had had a letter from Mr. C. M. Schloss, who stated that inasmuch as the old oil pit lamp was symbolic of mining it should be retained so that unless someone had any
