The importance of properly bonded rail joints has received the attention of The National Research Council, whose committee will investigate several methods now used and determine the merits of each as applied to street railways. The results of this investigation should be appreciated no less by the mining industry. Literature on the subject of bonding mine tracks agrees, as a rule, "that the work is poorly done." With present day facilities there is little excuse for inadequate track conductivity, and a job well done must be maintained in order to realize results. Many years ago The Union Pacific Coal Company installed their first haulage locomotive, and at that time used the channel pin bond for joining the rails. The system utilized 500 volts and the, relatively small current for a large amount of power, undoubtedly, contributed to the success of the system. The bonding of both rails was considered imperative in those days, while now the bonding of one, rail is considered sufficient in most instances. The recent installations utilizing 250 volts and correspondingly heavier currents required a more effective method of joining the rails for use as an electrical conductor. The company has used the arc-weld bond since its introduction in 1919. The art of electric welding found great favor for various methods of doing the work. The first arc-weld bonds were placed on the outside of they ball of the rail, but the bonds were ill-adapted to rails lighter than sixty pounds per yard, and the results were that grooved locomotive wheels or derailed cars removed the bonds. Familiarity with the process of electric welding brought forth numerous schemes for joining the rails. In one, instance the rails and splice-plates were welded together and with excellent results for a short time. Track movement and vibration finally broke the welds and the method was dis¬carded. Another scheme consisted of placing a channel pin over each end of an annealed copper wire about twenty inches long. The idea was to develop some way of using short lengths of scrap wire. The pin and wire were then welded to the base of the rail. Numerous joints made in this way are still intact, but successful welds were so exceptional that the practice was abandoned. Some of these bonds were welded to the web of the rail, with the result that practically all rails broke at the weld; however, this is our only record of broken rails with arc-welded bonds. At one time a quantity of No. 2 bare iron wire wasp available and was tried as a bond and proved very satisfactory. Two or three strands twenty inches long were used and were welded to the base of the rail. The method was cheap and effective and of some merit for light rails on temporary track. The use of iron wire was criticized because it did not give a balanced circuit; that is, one having equal carrying capacity for trolley and track circuits; and I am of the opinion that this is not always necessary. The total length of bond that is in circuit is so small that it contributes very little additional resistance to the complete circuit consisting of trolley wire, rails and bonds.

The third session of the Rocky Mountain Coal Mining Institute was called to order by Edward G. Fox, President of the Bitumious Coal Operators' Association, Washington, D. C., at 9:M A.M. He stated he had enjoyed being present at the Institute the past two years, and was honored to be asked to preside at this morning's session. Mr. Fox introduced Cloyd M. "DOC" Smith, Vice President of World Mining Consultants, Inc., Washington, D. C., whose talk, "World Trade in Coal" was illustrated with a number of graphs. (See Index.) M. E. "Shorty" Wade, Assistant Purchasing Agent, Kaiser Steel Corporation, Fontana, California, was introduced and gave a paper on "What Is Required to Realize Profits Through Purchasing." (See Index.) Mr. Fox suggested that all members take an active part in their association. He stated that much more can be done in association work than as a lone wolf. He urged all to support their organization and stay with it. It is for each member's good and not for the good of a few. Carl G. Schilbe, District Manager, Jeffrey Manufacturing Company, Columbus, Ohio, was introduced, and he presented a paper on "Results of a Study in Belt Idler Design -The Perma-Seal Idler." This paper was illustrated with a number of slides. (See Index.) "Operation of A-C Mines," was the topic covered by W. C. Painter, Service Engineer, Joy Manufacturing Company, Price, Utah. (See Index.) Each of the papers was well received, and presented a number of things valuable to all who heard them. Mr. Fox then turned the meeting back to President von Storch who read several announcements of committee meetings, and the meeting was adjourned at 11:30 A.M. for an afternoon of recreation before the banquet and dance that evening.

Your Chairman and the Program Committee have limited the time allotted to me, and so, with your permission, I will omit the preliminaries, and wade right into my subject. I believe I am safe in taking for granted that you are all agreed that electricity is the most feasible means of transmitting the power used in coal mining. If you are not, then the papers read before the Association in previous years have failed of their object. If you are so convinced, the only question is as to the choice between alternating and direct current, and the voltage. Fundamentally, this is primarily a matter of dollars and cents. With the sole exception of your trolley locomotives, there is no part of your equipment that cannot be operated as well on alternating as on direct current. With your pay rolls at their present high level and the efficiency of the labor you employ at the stage it now occupies, I believe you will agree, first, that everything possible must be done to increase the tons of coal produced per man employed; and, second, that ample power at all times must be available at every machine so that every one of your men can really get out a day's work without any avoidable delay. Speaking Electrically, all this means is a machine instead of a man wherever it is possible for a machine to do a man's work, and full voltage at the machine always, so that there can be no excuse for the work not being done promptly and efficiently-and dependably. The real reason for the selection of one kind of current or the other can best be understood by considering the formula which determines the size of wire required for transmitting electrical energy. The size of the copper required, and, consequently; its weight and cost, depends upon four factors: 1. The amount of energy or power to be transmitted. 2. The distance to be covered. 3. The percentage of loss allowed. 4. The voltage at the receiving end of the line. These factors enter into the problem to different extents, and, briefly, the size of wire depends directly upon the amount of power and the distance transmitted, and inversely upon the percentage of loss allowed and the square of the voltage. From this it will be seen that, with the amount of power and the distance fixed, if the loss is to be cut in two, the wire must be doubled with a given voltage, while if the loss remains constant and the voltage is doubled, the wire may be cut in four; that is, reduced 75 per cent in weight and cost. Now, standard motors are designed and recommended by their builders to run within a range of 10 per cent under voltage to 10 per cent above voltage - 440-volt motor, then, should preferably not be operated on less than 400 volts

ARTICLE I - General Section 1. Name. The name of the corporation shall be The Rocky Mountain Coal Mining Institute. Section 2. Objects and Purposes. The objects and purposes of The Rocky Mountain Coal Mining Institute and the nature of the business to be carried on by it are as follows: (a) To sponsor educational programs pertaining to coal mining technologies and production techniques, mining management and safety, federal, state, and local laws, rules and regulations pertaining to coal mining, and other energy related issues. (b) To disseminate to the public and to educational and scientific institutions knowledge, and the results of study and research into recent developments in coal mining technologies and production techniques, mining management and safety, federal, state, and local laws, rules, and regulations pertaining to coal mining, and other energy related issues. (c) To do and engage in all lawful activities that further or are consistent with the preceding objects and purposes of the corporation. Section 3. Nonprofit Corporation. This corporation shall operate as a nonprofit corporation under the laws of the State of Colorado. ARTICLE 11- Principal Office and Corporate Seal Section. 1. Principal Office. The principal office and place of business of the corporation in the State of Colorado shall be in the County of Jefferson, Colorado, or at such other location as the Board of Directors may from time to time determine. Other offices and places of business may be established from time to time by resolution of the Board of Directors. Section 2. Corporate Seal. The seal of the corporation shall be inscribed with the name of the corporation, the year of its incorporation, and the words "Colorado" and "Seal," and shall be in a form approved by the Board of Directors, which may alter the same at pleasure. ARTICLE III - Members Section 1. Classes. The membership of the corporation shall be divided into three classes, consisting of active members, life members, and senior members, who shall have such rights, privileges, and qualifications as these bylaws may provide. Section 2. Qualifications. The members of the corporation shall have the following qualifications: (a) Any individual interested in the goals and purposes of the corporation may become an active member of the corporation upon payment of such annual dues as the Board of Directors may determine from time to time by resolution. (b) An individual who has devoted long and dedicated service to the corporation and to its goals and purposes may become a life member of the corporation upon being elected to that status by the Board of Directors, and such individual shall retain such status for life. MORTENSEN: On behalf of the Rocky Mountain Coal Mining Institute, I take great plea¬sure in saying good morning to you at Vail. With a few clouds in the sky, at least we won't get sunburned. We won't have to worry about our kids in the swimming pool, perhaps. It is delightful for me to have been able to have represented the Rocky Mountain Coal Mining Institute for the year 1982-1983. This has been our 71st year and this is our 79th meeting. In recognizing the attendance here, that dinner we had last night, and some of our entertainment must have gotten to some of us, or it is a little early. But I'm sure as the day goes on, and with the speakers outlined, it will be very beneficial for those who do attend. We do appreciate your attendance. I'd first like to make an introduction of our head table. Doris Finnie, she is our executive secretary. As most of you are aware, Gussie Whiteside retired as secretary. This will be the first time since the Institute started that there has not been a Whiteside present at one of our conventions. I'm sure Gussie would appreciate any calls or letters that any of you would care to make to her. Doris, I might add, has been a great help to me and all of the people who have been working on the program for the Institute this past year. There's been lots of reorganization and we are very pleased with Doris's ability to take hold from Gussie without any waves. Much credit must be given to you Doris for this and we do appreciate the help you have given us and believe me she has kept us out of trouble. Next, we have Art Neill. He is our vice president of the Institute from Montana and he also works with Western Energy Company. We appreciate the help that all of these session leaders and chairmen give to us. We have other names on the head table, but they will fill in as the morning goes on, so we won't bother you with any of those at this time. To set the stage for business, first I would like to call on Doris for a motion to approve the minutes of last year. MS. FINNIE: Thank you, Vernal. The twenty-eighth regular meeting of the Rocky Mountain Coal Mining Institute, which was held jointly with the Utah Section of the American Institute of Mining and Metallurgical Engineers, was called to order at eleven o'clock A. M., Monday, March 11, 1929, President Otto Herres presiding. Introductory remarks were made by John M. Boutwell, Chairman of the Utah Section of the American Institute of Mining and Metallurgical Engineers, who outlined the intent and purpose of the joint meeting, and its co-operative program. He spoke of the in- creased recognition being given to men in the engineering profession by the public, which has recently been manifested by the election of President Hoover, an engineer of outstanding ability, and the re-election of Governor Dern to the Governorship of the State of Utah. He then introduced Governor Dern, a fellow member, to make the address of welcome. Governor Dern assured the meeting a hearty welcome. He spoke of Utah as one of the important mining states of the Union, particularly in metal mining; the magnitude of Utah as a coal mining state being limited only by its market; of the enormous coal resources of Utah, and the problems of the coal mining industry.

The subject of this paper may seem threadbare to, many of you, but even if I repeat what you already know, just smile to yourself and think how much wiser you are than your neighbor, for it is startling what a number of tipples are erected that violate the elementary fundamentals not only of good design but of practical operation. Possibly a coal screening plant is a simple plant. If so, we treat it like we do a great many other simple things. We treat it entirely too lightly and fail to take into consideration, not only the changes that may occur later, the conditions we may be compelled to meet as competition changes, but even the elementary physical conditions that exist right at the tipple site. If I get too positive over some particular point, don't blame me, but remember some of the heart-breaking experiences we have had correcting these omissions, trying to make a tipple do merely what it was designed to do, when the builder tied everything up in such a constricted space, that no room was left to get the results he must have. Perhaps some of the things will look too expensive. Don't say that you can't afford them. Many of them you can't afford to do without, and when you figure that a tipple is put up for possibly twenty years of operation, you can't afford to omit any reasonable precaution not only in taking care of the present, but in foreseeing the future. We will consider a tripple screening plant, suitable for Western conditions, capable of handling approximately 2,500 tons per eight hours. The largest screen sizes must be loaded into either open cars or box cars, and arrangement provided for screening and loading not less than five sizes of coal: lump, egg, nut, slack, dust, or any reasonable combination of these. As we are considering only the preparation of the coal, we will omit all consideration of the method of haulage, pit cars, methods of dumping, and will take the coal after it is in the dump hopper. The track arrangement will frequently be determined by the ground layout. Our sizes and tonnage can be loaded on three tracks, but four tracks are better. The two outer tracks should be left for loading lump coal, No. 3 track should be left for egg coal, and No. 4 track for loading nut, slack and dust. Where a fifth track can be provided, No. 5 track should be held open only for run-of-mine coal, to act as a storage where emergency coal can, be run, should there be any delay in the screening equipment or in changing cars. Track No. I should be used for loading lump coal into box cars only. Track No. 2 should be used for loading lump coal into open cars only, and may or may not be provided with picking table, loading boom, or both. Where picking is necessary, a picking table can frequently be put between the two "lump tracks, heading down track, pivoted at one end, so it may be raised or lowered to feed either open or box cars; with

Flexoid tubing for ventilation and some of the reasons for its use in re-opening old workings at the Union Pacific Coal Company's mines at Cumberland, Wyoming. , These mines are located on a branch line off the Oregon Short Line Railroad, about sixteen miles south of Kemmerer. The seam averages from 16 feet to 20 feet thick and is split about six feet from the bottom with from six inches to four inches of fire, clay; and is covered by a heavy sandstone roof about 45 feet thick and a fire clay floor about 15 feet thick. Pitch of seam 21 degrees. These mines were opened up with 5 openings on the pitch to the west, with main slope, north and south manways and north and south aircourses on 50-foot centers with parallel entries driven north and south at right angles to the slope and rooms turned on 50-foot centers up the pitch ; entries being 350 feet apart and chutes used in the rooms. Several years ago there was a heavy, squeeze came on these mines which necessitated shutting down all of No. I Mine below the third entry, the slope being down to 12 entry; also shutting the lower end of No. 2 Mine down from the twelfth entry to fifteenth entry and from the third entry down to the tenth entry, so as not to work too much territory at the one time. These mines are very gassy and were subject to heavy bumps during the squeeze ; also at the present time. In reopening these slopes, aircourses and entries for the recovery of the pillars, ventilation was quite a problem, as the squeeze had caused them to be practically tight; also the rooms for about 50 feet from the entry and the face of the rooms for about fifty feet. These rooms in the open space being either filled with Methane or depleted air. It was found in opening up these entries that in driving back entries parallel with the top entries for ventilation. which had to be skipped along the barrier pillar left from the face of the rooms of the entry below, that we had more bumps or bounces which made it a dangerous proposition to nine, as it will be noted as stated that the entries, room necks and face of rooms were more or less squeezed tight, showing that all the weight was centered on these points and the more they were disturbed the more it relieved the overlying pressure and something had to give; hence the bumps or bounces which have filled slopes, aircourses, entries and rooms with coal from the ribs and face, for hundreds of feet, throwing cars off the track, both loads and empties, and throwing track up to the roof and discharging timbers. We found it necessary to abandon driving back entries and have used Flexoid tubing with small blower fans to open up these slopes, aircourses and entries which has proved a success. The ninth annual Mine Rescue Evaluation was held in conjunction with the RMCMI 2000 convention at the Sheraton Tamarron Resort, Durango, Colorado June 25 thru 27. The purpose of the mine rescue evaluation program is to provide an opportunity for mine rescue teams to learn new skills and improve their existing ones in a non-competitive environment. Several staged "disaster" scenarios were [ ] held where the teams are called upon to exhibit their life saving abilities. The evaluators meanwhile are offering suggestions, both verbal and written, to help the teams better understand the situations presented them. This non-competitive environment allows the teams to work together and share their knowledge with fellow mine rescue teams providing everyone with a positive learning experience. Mine Rescue Chairman Bill Balaz was in charge of coordinating the events. Seven teams consisting of seven to ten members each (totaling 63 members) participated in the two-day event. Each team was required to respond to three different real-life scenarios plus a written general knowledge test daily. This year's four professional evaluators included Art Saenz (Hazardous Materials) of Western Envi¬ronmental Associates; Guy Horton (Ropes), Guy Horton Rope Rescue; Mary Bailey (Medical), MBA Training and Ron Lauer (Confined Space) also lassos Western Environmental Associates. They cash prov- [ ] ided three different challenging mock situations per day per team. The teams had no prior knowledge of what the scenarios would be as details were provided only as they arrived. Ten volunteer victims added much drama and excitement to the event. Their realistic enactments, complete with false blood makeup and severed limbs, made for some very tense scenarios. The Mine Rescue Teams participating this year were BHP LaPlata, BHP Navajo, BHP San Juan, all from Farmington, New Mexico; Bridger Coal Co., Rock Springs, Wyoming; Sabine Mining, Longview, Texas; Solvay Minerals, Green River, Wyoming and Western Energy Co., Colstrip, Montana. Many new [ ] friendships were made and much knowledge shared. A swap meet was held Saturday afternoon for the teams to exchange miscellaneous equipment, hats, shirts, etc. The teams were asked to evaluate the program and the evaluators. Then responded with many positive suggestions that will help improve the upcoming events in the years to come. Culmination of the Mine Rescue program was a Tuesday morning awards breakfast where the teams were presented with plaques. The participating victims and evaluators were also commended for their outstanding efforts. Sponsors for the Mine Rescue program were Big Sky Coal Company, CMC Rescue, Magnum Metals, Inc., and Rocky Mountain Electric. Many hours of volunteer time and effort from various family members of participants helped make the 2000 event a huge success.

[Mr. Brown did not make his speech available for reprint.] Productivity is the Answer - Always Was; Always Will Be When Bill Balaz invited me to speak here this morning, he asked me to examine the three most important issues Consol will face over the coming decade. There are more than three. But the more I thought about that question, the more I realized all our issues come down to only one. As I reviewed the U.S. coal industry over the past ten years, and as I thought ahead into the year2000, one thing stood out. Not markets. Not government regulations. Not record tonnages. But productivity. The recent history of American coal is a tale of productivity improvement. It is a story that needs telling. And understanding. Not just for the good of the coal industry, but for the benefit of the American economy. Americans today do not appreciate the value of productivity growth. I don't say that lightly. As I review recent debate over American industrial competitiveness, as I look at certain legislative proposals, I see disturbing trends. It's not that anyone is against productivity per se. But many people seem to fear the very processes that enhance productivity. Twentieth century America enjoyed unprecedented growth in productivity. And in personal standards- of-living. Those two go together. This century has been one of change. Demographics. Education. And technology. Many new industries-cable television, computer services, telecommunications, for example-have grown from mere dreams to billion- dollar enterprises employing tens-of-thousands. And some older industries have declined. The nature of work has changed-from manual work to know- ledge work. From agriculture, to manufacturing, to services. In the mid-1960s. AT&T employed more than one million people. These were not high-paying jobs: telephone operators, linemen and equipment assemblers. Today, the successor Bell companies and their new competitors employ no more than a few hundred thousand. Because of automation. Because of enormous gains in employee productivity.

The 81 st Regular Meeting and convention was called to order by the President, Charles W. Margolf at 9:00 a.m. Monday, July l, 1985 in the Silverton Room of Tamarron, a resort hotel near Durango, Colorado. President Margolf welcomed the members and others in attendance to the convention and noted his theme of "Make It Happen!" He introduced those present of the 1985-86 Board of Directors and Officers who were elected by the Board of Directors at their Annual Meeting June 29. They were: Arthur K. Neill, President; Bernard Bernstrom, President-Elect; Loren V. Linville, Convention Liaison Officer; Vice Presidents Douglas J. Hammer of Colorado, C. Joe Presley of Montana, Alva L. Smith of New Mexico, Fred Wertz of North Dakota, Rex Berry of Utah and Thomas J. Lien of Wyoming; and Doris G. Finnie, Executive Secretary & Treasurer. He also introduced Ira. E. McKeever who was elected to serve as chairman of the Advisory Board by that group. Margolf mentioned that one three-year term as a Director would be voted upon at the annual business meeting which would be held Tuesday, July 2 at 1:30 p.m. in the Windom Peak Room and introduced James "Doug" Ingram, the nominee of the Nominating Committee. MR. STROUP: As soon as the mine workers realize that machine loading is going to be with us permanently, they will gradually accept the view that they, as well as the Mine Operators, will be in the end better off. Don't you find that to be true? MR. BUTLER: I do find that the antagonistic feeling that prevailed at the start is getting less and less and that the miners are co-operating with us. The machine is going to stay with us and I believe it is going to be better for them because instead of having the hard work of heaving coal, they will merely run the machinery that heaves the coal for them. I believe they all feel that way about the matter. MR. McAULIFFE: Mr. Farnham, out of his professional diplomacy, was very careful not to even mention his own machine by name. I would like to say a word about salesmen and about the men who develop the machines. They are perhaps doing more for the industry than we are doing ourselves. This applies also to the railroad business that I put a great part of my life in. If it were not for the energy, courage, and ingenuity of the men who manufacture machines, we would not occupy the advanced position we do today in the mining world.

?Twowinters ago, what had been a mediocre safety record at West Virginia?s Sago Mine grew dramatically worse. Over 23 months beginning in February 2004, two dozen miners were hurt in a string of accidents, some of them caused by rock chunks falling from the mine ceiling. Federal safety inspectors slapped the mine with citations 273 times, or an average of once every 2 ½ days. Despite this record, the price paid by Sago?s operators was light. Government regulators never publicly discussed shutting down themine and never sought criminal sanctions. The biggest single fine was $440, about 0.0004 percent of the $110 million net profit reported last year by the mine?s current owner.? -Washington Post, January 8, 2006
