Typical of southwestern Wyoming are coal structures that dip from 4 degrees to 17 degrees. Those at the Reliance and Winton mines of the Union Pacific Coal Company average 9 1/2 degrees and 15 degrees, respectively, and dip almost directly to the west. By using a hoist for main haulage. a method of mining has been developed whereby four places are driven on the pitch of the seam. Slightly upgrade from the strike at intervals of 300 feet, a two-entry system is driven to the north and to the south. In both fields, which are non-gassy, an exhaust system of ventilation is used. Slope, manway, and lower or haulage entries are placed on the intake. Two air-courses and upper or breaking entries are placed on the return. A retreat system of mining is used exclusively. From the opening of its first coal mine, in the year 1868, until 1923, when the Joy Loader was introduced into the Union Pacific Coal Company's operations, slopes, aircourses and manways were driven by hand. Development work was conducted on the night shift or off shift, and the main hoist was used for haulage. The slope was driven down the pitch with crosscuts turned at intervals of 75 feet and entries at 230 feet. Connections to the workings above were made by driving up the pitch 75 feet. Mule haulage was used to furnish cars to the hand loaders driving planes up the pitch. A sheave was placed at the upper end of the plane with a 1 1/4¬ inch hemp rope doubling around it and having one end attached to the car and the other to the mule. The mule, pulling downhill, raised to the working face a small wooden car of one-ton capacity.

The 71st Regular Meeting of the Rocky Mountain Coal Mining Institute convened at the Steamboat Village Inn, Steamboat Springs, Colorado, and was in session at 10:00 a.m. The session was called to order by William W. Grant, Assistant to Manager of Navajo Mine, Utah International, Inc., Fruitland, New Mexico. Mr. Grant was delegated to open the meeting due to the untimely death of Past President A. F. Geiger. Mr. Grant introduced President Roy Coulson, President and Director of the Kemmerer and Gunn-Quealy Coal Companies, Frontier, Wymoing. The sixth Annual RMCMI Mine Rescue Evaluation was held during the 1997 Institute convention at Sheraton Steamboat Resort, Colorado. The Mine Rescue committee, co-chaired by Becki Boam and Gary Cook, is one of 18 committees of the Institute. In 1997 the largest number of teams participated in the program. There were nine: BHP Minerals - La Plata Mine, BHP Minerals - Navajo Coal Co., BHP Minerals - San Juan Coal Co., Bridger Coal Co., The Coteau Properties Co., General Chemical Co., The Sabine Mining Co., Solvay Minerals and Western Energy Co. Professional evaluators who provided challenging scenarios for the 80 participants were Jack Knight of Milton, Florida; Wilson Begay, Chris Saxon, and Gaylon Yazzie all of Western States Security; Mary Bailey, Bailey Associates; Tom Bass, California Department of Corrections; and Art Saenz, BDC. Seven members made up each team plus one or more trainers and represented the states of Montana, New Mexico, North Dakota, Texas and Wyoming. Ten different scenarios were presented during the two day evaluation. Each team was given the pertinent information to solve the problem as they assembled at the site. Mine Rescue families and friends participated as victims providing realistic scenarios to simulate the stress of an actual rescue incident. Each team was unaware of the circumstances until arriving at the various scenes in and around the Sheraton resort. [ ] These teams are providers of prompt rescue and medical care for accident victims at their respective properties. The members act with immediate and professional knowledge to save lives and prevent further injuries. Sponsors who contributed financially to the 1997 program are: Argo Industrial, Antelope Construction, Fisher Safety Supply, Flanders Electric Motor Service, Inc; Intermountain Electronics, Inc.; King Energy Services, Inc.; Rocky Mountain Electric Motors, LS.; TerraMatrix and Triune Inc. On Saturday evening, June 28, a reception was held for all mine rescue participants and spouses who had advance registered for this social event. The RMCMI Board of Directors was invited to attend and meet with the teams. As convention attendees, all mine rescue participants and registered families attended the Monday night country western reception and Bar-B-Q. This was followed by an adult western melodrama. [ ] Glass awards with the RMCMI logo and a Mine Rescue figure were presented at the Tuesday Mine Rescue buffet breakfast to all nine teams, each of which had achieved proficiency at level 3. Captains of the teams pictured below are (from left standing): Ron Neff, BHP-San Juan; Ted Laughline, Bridger, Terry Davis, Coteau; Jim Knutson, General Chemical (from left kneeling): Dan Allerdings, Rosebud; Ron Miller, BHP-Navajo; Jonathan Sorrell, BHP-La Plata and Ray Blaisdell, Solvay. Gary Cook is to be commended for his solo last minute supervision of the Mine Rescue program, due to Becki Beam's unavoidable absence. The teams look forward to the 1998 convention at Snowmass Village Resort, Colorado Thursday and Friday, June 25 and 26.

President Joe Taylor opened the business meeting at 9:30 a.m. He called for a report from the Auditing Committee. The report was read and a motion was made for approval. It was made, seconded and approved. The report from the Resolutions Committee was submitted by Mr. Robert Delaney, Chairman of the committee. This session was devoted to Surface Mining. Presiding was Virgil W. Carmichael, Vice President- Exploration, North American Coal Corporation, Bismarck, North Dakota, and John (Jack) F. Ratchye, Manager of Marketing and Resources, Peter Kiewit Sons' Co. Mining District, Sheridan, Wyoming. Subject-The new Federal Surface Mining Regulations-a thorough briefing as to content of law and how it will affect western mining. Introductory Speaker: William Hynan, Senior Vice President, National Coal Association, Washington, D.C. (See index for printed text of Mr. Hynan's paper.) Panel Members: The first speaker was George M. L. Robinson, Senior Hydrologist, Peabody Coal Company, Denver, Colorado. Mr. Robinson has a B.S. Degree from New Mexico University, Portales; Masters in Hydrology, Kent State, Ohio.

During recent years the designing of mine cars has become a very highly specialized art. Mechanical methods of mining, constantly increasing speeds of transportation and thin seams of coal have made it absolutely essential to develop low cars of maximum capacity. The producer of coal from thick seams, because of mechanical mining, which he is already employing or con- templating adopting, is now as much interested in low cars of high capacity, as is the thin seam operator. The mine car builder has been alert to this trend and is equipped with a specially trained corps of engineers and salesmen, who receive the necessary information from the producer and develop therefrom a suitable car design to fulfill the conditions.

President Schloss called the third session of the fifty-eighth annual meeting of the Rocky Mountain Coal Mining Institute to order at 9:30 a.m. and introduced James Westfield, Assistant Director, Health and Safety, U. S. Bureau of Mines, Washington, D. C., who presided over the session. First speaker of the session was S. L. Jewell, Vice President, Peabody Coal Company, St. Louis, Missouri, who spoke on "Our Three Main Routes From Here." (Biographical sketch of Mr. Jewell, see index.) The thirty-ninth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in the Cosmopolitan Hotel, Denver, Colorado, Thurs- day, June 26, 1941, at 11:20 a.m., by President Charles M. Shott, following which President Shott made his opening address. On motion of H. C. Marchant, duly seconded, voted and carried, the reading of the minutes of the thirty-eighth regular meeting was dispensed with. On motion of Ronald C. Oliver, duly seconded, voted and carried, the President was authorized to appoint auditing, new members, resolutions and nominating committees, which appointments he then announced would be made at the afternoon session. An interesting talkie entitled "Coal Mine Explosions" was shown by Mr. William Forbes for the U. S. Bureau of Mines.

The morning session opened at 9:00 a.m. and was presided over by Harold Levent., Manager Coal Activities, Cameron Engineers, Denver, Colorado. The first speaker was Dr. Joseph J. Yancik, Assistant Director-Mining, Bureau of Mines, U.S. Department of the Interior, Washington. D.C. Subject-"Coal Mining R&D Programs of the Bureau of Mines." (See index for printed text of Dr. Yancik's paper.) Joseph J. Yancik is Assistant Director - Mining for the Bureau of Mines, U.S. Department of the Interior, Washington, D.C. He is responsible for the Bureau's research programs in mining. Principal programs are the coal and metal mining health and safety research, mining extraction and excavation, tunnelling, explosives, mined land reclamation, mine fires and mine waste disposal. He administers these programs through four research centers and through outside contracts and grants.

I think there are a lot of questions that could be asked to bring out some points that we are not generally understanding of. Are there any questions at this time? Meeting called to order at 11:30 A. M., February 23, by the President: Horace Moses, in the Chair. W. D. Brennan moved that the present Secretary continue, and he furnished an assistant. Before the question was put, he suggested that Frank Sandstrom, of the Colorado-New Mexico Coal Operators' Association, would be a satisfactory assistant, and his motion was extended to include the election of Frank Sandstrom as Corresponding Secretary, subject to confirmation after completion of reorganization, with the present Secretary as Executive Secretary, and that a Committee be appointed, one member from each of the four states, to devise and put into execution a permanent financing and operating policy for the Institute. Seconded and carried. The Chairman appointed W. D. Breunan, A. C. Watts, J. B. Marks, P. J. Quealy, with the President of the Institute as Ex-officio member and chairman.

Safety, from the Latin word "Salvus" -Safe. 1. The condition or state of being safe; freedom from danger or hazard, exemption from hurt, injury, or loss. 2. Freedom from whatever exposes one to danger or from liability to cause, danger, or harm; safeness: hence, the quality of making safe or secure, or of giving confidence, justifying trust, insuring against harm or loss. (From Webster.) The meaning of the word "Safety" by Webster is very explicit, clear, and plain. It is not obscure or imperceptible. What man, woman or child is not familiar with this word? A mere word by itself, but indifference to its significance means the difference between life, death, permanent or partial disability, or injury. There is no question about a safety program being expensive. It is-it produces no commodity-but when properly organized and with a definite goal in view it will pay 'a dividend by increasing the efficiency of the human worker.

Williams, Jr., Manager of Mines, The Colorado Fuel and Iron Corporation, Pueblo, Colorado, who introduced the President, W. K. Dennison, Jr., Superintendent, Raton Operations, Kaiser Steel Corporation, Raton, New Mexico. His speech of welcome to the Institute follows: The President's Remarks Guests and Members of the Rocky Mountain Coal Mining Institute: It is my privilege and pleasure to welcome you to the 56th regular meeting of the Institute. A look at the program will show that the various chairmen and their committees, headed by General Chairman A. Z. Dimitroff, have been hard at work to prepare a program which I am sure you will find to be informative as well as entertaining. I think that a special vote of thanks and appreciation is due Glenn Sorensen, who stepped in to head the Program Committee when Clint Cornelius moved from this area.

The thirty-first regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11: 10 o'clock A. M., Wednesday, June 22nd, 1932, President T. H. Butler presiding. The Honorable Louis Marcus, Mayor of Salt Lake City, delivered the address of welcome. On motion of W. H. Bachman and seconded by D. J. Parker, it was voted that, inasmuch as the Minutes are printed in the annual bulletin, the reading of them be dispensed with. The President made his annual report. The Secretary-Treasurer made his annual report of the financial condition of the Institute. R. Dawson Hall addressed the meeting. The following committees were appointed by the President: Auditing-L. P. Pearce, Chairman; Joseph, Parmley, R. R. Knill. Nominating John Emrick, Chairman; D. J. Parker, John Marks. Resolutions-D. R. Wilson, Chairman; H. Petersen, Robert Williams, Jr. There being no further business to come before the meeting, the same was adjourned at 11: 55 o'clock A. M.
