The second annual RMCMI Mine Rescue Performance Evaluation was held in conjunction with the 1993 RMCMI Convention at Beaver Creek. [ ] Six teams participated in this year's evaluation; BHP Minerals, Navajo Mine, Fruitland. NM; BHP Minerals - LaPlata Mine. LaPlata, NM; BHP Minerals - San Juan Mine. Waterflow. NM; The Coteau Properties Company - Freedom Mine, Beulah. ND; Cordero Mining Company, Gillette, WY; and The Falkirk Mining Company - Falkirk Mine. Underwood, ND. The Western Energy Company of Colstrip, MT was represented through observers and evaluators. [ ] Realistic industrial related scenarios, closely simulating the stress of actual rescue incidents, were provided by members of the Eagle Valley Ambulance Service. Five different scenarios were presented to each team on the first day of the evaluation and three on the second. Each team was given the pertinent information to solve the problem as they assembled at the scenario site. The scenarios were going on simultaneously and each team was unaware of the circumstances until they entered the scene. Interested onlookers were afforded the opportunity of viewing the actual simulated rescue operations as they occurred. The teams received valuable pointers and direction from the ream of evaluators following each scenario. They were are also given the opportunity to observe the other teams in action and to meet with the members of all the teams to share information and ideas during team meetings per the predetermined schedule. The primary goal is to recognize current rescue skills, knowledge, and abilities of participating teams. In doing this, each team was provided with individual evaluations and a path for improvement as needed. Each team was recognized for their efforts at an awards breakfast on the final day of the evaluation. New innovations in rescue equipment were introduced and demonstrated for interested teams following the awards program. The importance of progressive training such as what we are witnessing at evaluations during the RMCMI conventions cannot be stressed strongly enough. These teams are the providers of immediate rescue and medical care for victims of accidents at their respective properties. Every mining operation has the potential for very serious accidents due to immense size of equipment and mining logistics. These rescue teams must be prepared to act with the most immediate, professional and knowledgeable actions to save lives and prevent further injuries. Safety is a primary concern of every mining operation and the mine site rescue team is an integral part of that safety effort. I have sketches of the radiators, and on this sketch up in here (indicating) we show the line from the fan-exhaust steam from the fan, and the trip spray at the mouth of the mine, which is usually near the tipple, the set of radiators on each side of the entry, exhaust steam exhausting in by the radiators, the small atomizers which I mentioned, and the man sprinkling at the hose. There are times, when at different times we have a man sprinkling during the day time, when he is out of the way, and during the night, sprinkling on the motor roads. I will leave that print up here and let you look at it and if you have any questions you wish answered, Mr. McAllister and myself will be glad to answer them. (Applause.) PRESIDENT PRYDE: . I am going to ask Mr. Hair to leave the sketch on the wall. From the back part of the hall, it is hard to see what is there. The figures are very important. I think one member of this association will be glad to know the cost of water, Friend Littlejohn. MR. LITTLEJOHN: I don't know as I want to ask any questions. The only thing I' would say about the cost there, it is very close to that cost that we tabulated for the Utah Fuel Company at the Utah mines here some time ago. We have not tabulated lately. It may be a little over that at the present time if you take the. labor costs and the material. costs. As I remember, some time ago we did get up some figures and it was, as near as I can remember, exactly two cents per, ton for the labor and material. We haven't got the radiators, etc., that the C. F. & I. have in their mines there, probably due to the fact that we have no shortage of water. We have plenty of that there, and our system is absolutely nothing more nor less than pipe lines, hose and nozzles and the man at the end of the nozzle. PRESIDENT PRYDE: I would like to ask Mr. Hair about the cost of the steam. MR. HAIR: That steam we use there in exhausting, of course, is from the fan, and we have a back pressure valve set right here (indicating), from three to four and sometimes five pounds, and the exhaust from the fan was a five or six inch exhaust, and our exhaust into the mine is nothing less than eight inches, and is practically low back pressure you might say, and all those large radiators, that I spoke of, are heated by live steam, and these probably take a little more coal, but as to just what that cost is I couldn't say. As far as the exhaust steam is concerned, you might as well use it in the mine as discharge it outside. MR. HARRINGTON: Mr. Hair, I would like to ask, is this installation on an intake haulage-main haulage course? MR. HAIR: Yes, sir. MR. HARRINGTON: In the winter time, when it is, say between five or ten degrees below zero, how far into that haulage road does the fogging go? MR. HAIR: Well, that goes in half a mile, sometimes in 3,000 feet. MR. HARRINGTON: Wouldn't that interfere pretty seriously with the motor? MR. HAIR: To some extent, but I wouldn't say seriously enough to interefere with the production of coal. We have one mine we are working in two and three-quarters miles. Our mines are all pretty deep, and we don't find it objectionable. I don't believe that it interferes in the production of coal. I don't believe it makes any more difference between a real cold day in winter time than it does in the summer time. MR. HARRINGTON: I was down at Dawson, and in their mines they have an installation very much like Mr. Hair describes, but we went in there one night and stayed all night, getting a certain amount of data, and the fog was intense for-a full half mile; so intense that you could hardly see your hand in front of your face-see your hand that far (indicating) dis-

PRESIDENT PRYDE: Any discussion on Mr. Poster's paper? MR. J. BEVAN: I would like to ask the gentleman how fine the dust has to be to cause an explosion? MR. T. FOSTER: According to the Bureau of Mines, it is claimed coal passing through a 100 mesh screen would be considered fine enough. That is all I can learn from the different bulletins. MR. BEVAN: Will the coal dust be that fine; going back in the empty cars on the tipple in the mine? MR. FOSTER: Possibly a great deal of it would be. MR. BEVAN: Will the coal dust be that fine, going back, in the empty the coal dust going back in the cars on the tipple, and into the mine? MR. FOSTER: In some places, they are wetting the cars at the tipple, -in the Rock Springs District, we have as the trip goes out, they have a big pipe, and they souse the car, and wet the load, and in some places, near the timbers; that helps to a certain extent. That does not absolutely eliminate it all, but it helps considerable. MR. WM. LITTLEJOHN (Utah Fuel Company) : I think we have all listened very attentively to the paper that Mr. Foster has just read. He has brought up a subject rather close to my heart, for a long time. He mentions particularly, the Scofield disaster, which happened the first of May, 1900; two hundred men lost their lives in the explosion; and I think it is generally conceded that is about the first time it had ever been brought to the attention of coal miners or operators that such a thing was possible, namely, a purely coal dust explosion. The term "Scofield disaster" is rather a mistake, in a way; while the mine that exploded at the time is in the Scofield District all right, it is now known, and probably was known at that time, as the Winter Quarters Mine, one of the mines which belongs to the Utah Fuel Company at the present time, and did at that time. All low cost coal has been mined. Engineers are searching for a safe and effective way to mine coal seams' deep within the earth. The most modern of these is the RL, an acronym for Robotic Labor. Mining robots are programmed to do specific jobs but can think on their own during an emergency. MR's, or mining robots, usually have a same basic shape. A torso is mounted on treads. Designers chose treads because it gives the robot a great deal of mobility. The torso has two arms. One arm is equipped with a human hand. The other has a human-like hand. Mining is done underground. A small robot goes around punching holes in the coal. A small charge is inserted in the hole. The MR ignites the charge with his laser. It explodes after three minutes. The MR returns to the station where his battery is recharged. Mobile cement barricades are moved between the blasting area and other working MR's. After the charge explodes the barricades are moved to another area. The MR returns and cuts the coal chunks into pieces. Another robot comes and loads the coal and carries it to the loading bin. From there it is taken to the surface where it is weighed and shipped. The whole process was done by robots. Humans just supervise but help in an emergency or malfunction.

Mr. Chairman and Members of the Rocky Mountain Coal Mining Institute: Your Secretary has asked me to write upon a subject' which is a most interesting one, and which has a very wide scope. In view of the great need for further decreasing costs at its coal mines, the Colorado Fuel and Iron Company began early in 1924 to experiment with methods of mining which had not previously been. tried out at its mines, and which were selected because of the greater possibilities for the concentration of the work, better grouping of workmen, and increased tonnage per workman, with a resultant increased efficiency, better supervision, and lowered costs. Because of the great competition of the day, means and methods must be provided by which fewer mines can be made to produce larger tonnages and at a lower cost. Western physical conditions are such as to make our problems far more complicated and not so easy of solution as compared to many of the eastern fields where conditions are more favorable for the operation of the mines. The dry condition of our Western mines on account of a relatively low humidity, and with additional gaseous conditions, makes the problem still more difficult to solve. A study of new methods was necessary before adoption, and this was particularly true of the method of extracting the coal. Where mechanical means are used, particularly in the coking coal mines of this state, due consideration must be given to the type, and machines or conveyors should not be installed solely on the basis of their performance elsewhere, without the knowledge of local influencing factors. In trying out the newer methods of extraction at our mines, very careful consideration has been given to the question of safety and the adoption of any new methods must provide adequate means of protection to employes, and be approved by' the State Coal Mine Inspector. In any large industry there are a few outstanding operating costs, and usually the leading ones in their order are labor cost, material cost, and power cost. The things which we, hope to accomplish: 1. Reduce labor costs. 2. Reduce material costs. 3. Reduce power costs by the con 4. Reduce the amount of powder used per ton of coal produced. 5. Increase the lump percentage (particularly at the domestic mines). 6. Reduce accidents and annual compensation payment. 7. Reduce haulage costs. 8. Reduce cost for track work. 9. Reduce cost for timber and timbering, and increase the recovery of timber at a considerable additional saving. 10. Reduce the brushing costs. 11. Reduce the amount of rock hauled to the outside. 12. Reduce the cost for drainage. 13. Reduce the cost for ventilating. 14. Reduce cost of inspection and supervision. 15. Reduce the cost for shot firing. 16. Reduction of number of working places. 17. Grouping of men with increased sociability. 18. Increased tonnage per man. 19. Reduction in total number men employed. In the consideration of the methods used and now working successfully, there were three points which were considered outstanding, to make them wholly successful: ventilation, roof control, and transportation. The writer has been asked to set forth for this Institute, the experience of the past eleven months in the mining operation conducted at Sweetwater Mine in which coal has been produced by the use of Link-Belt Conveyors on long faces. The coal in this mine has an average of six feet three inches in thickness, and lies on an average pitch of five degrees. The roof is a sandy shale of medium hardness and has been generally considered as good top in the room and pillar method of mining. When our company became interested in conveyors, the writer visited most all of the mines in the East where conveyors and other mechanical methods of mining were in use and decided that the modified method of w-hat is in use at the Norton-West Virginia mine would be the most feasible for our conditions. We in- stalled three hundred feet of conveyor as an experiment to see whether or not our roof could be handled and taken care of on long faces. This three hundred feet was installed as two separate conveyors, one as a face conveyor-100 feet in length, the other as a heading conveyor that delivered the coal into the mine car on the main entry. This face was worked directly on .the strike and down the pitch. This did not prove to be a success as the caving of the roof carried over to the working face and necessitated propping between the conveyor and the face and it was also necessary to shovel coal on the conveyor up the pitch. After working out this block, 200 feet in length, we installed these two conveyors at a place adjoining this worked out block, but on a half V shape shown on the sketch. This block of coal was sixty feet wide. This method proved to be very successful. We cut a place, moved the conveyor against the face before shooting and carried two rows of cribs between the conveyor and the cave, and caved the roof every second cut. After working out this block we were satisfied that this system was feasible with our mine. We then ordered twelve hundred feet more of the same type as the trial conveyor with the exception of a very few modifications. We then installed this fifteen hundred foot unit on the four faces shown on the sketch, with one hundred feet to each face, two hundred feet on each heading and three hundred feet on the main conveyor that delivered the coal into the pit cars. We also had a head and rear section for each of the four advancing places shown on the sketch. As the sections were taken out of the heading conveyors they were installed on the advancing conveyors, and when the faces approached the main conveyor, the main conveyor was taken out and installed in the next uphill or main conveyor place. The roof caved very well in line of the points and was broken about every twenty feet. It broke in a straight line and did not curve at each V. We encountered no trouble unless we permitted one of the points to get behind. The maximum tonnage possible to be produced on this method was estimated to be seven hundred and twenty-five tons a day, assuming that all places were cut and cleaned up in one shift, and this we did for several consecutive days. This tipple differs from the ordinary tipple only in that it embodies numerous refinements for grading and otherwise preparing the coal. Coal from the mines is delivered to the tipple over a surface tram. There are two tracks for loads, which will hold about forty cars, and one track for empties which will hold about the same number. The loads are fed to the dump by gravity from both tracks and are controlled by two squeeze blocks. These blocks are of the type originally designed by Mr. W. J. Elwood, but unlike the original blocks which were of wood and operated by hand levers, are built of steel and operated by com¬pressed air at 100 pounds pressure. They are capable of holding securely twenty-four three-ton cars on a grade of 2.5%. The dump is of the complete revolving type and has a capacity of five cars per minute. After being dumped the empty cars go to the usual kick-back and onto the empty track by gravity. The hopper under the dump has a capacity of approximately fifteen tons, and the coal from this hopper is fed to the shakers by a reciprocating feeder. The screens are of the usual shaker type. They are eight feet wide, seventy-two feet long in two sections, balanced, pitch 12° 30", travel six inches and the eccentric shaft makes 100 revolutions per minute. The upper section of the screen is shorter but heavier than the lower section, and contains the slack and nut screens, consisting of plates with 1 5/8" and 3" round perforations respectively. The lower section contains plates with 4 ½ ", 6" and 8" round perforations respectively, from top to bottom in the order named. The shaker is so arranged that nearly all changes for making the different sizes of coal are made by merely shifting levers. The most complicated change has been made in two and a half minutes; most of the other changes can be made in less than one minute and some of then without stopping the shaker. One of the refinements is what we call the degradation screens. Just before the coal leaves the shaker it goes over a screen with 1 3/8" round perforations, which takes out the fine coal made while the coal is going over the other perforations. This fine coal goes into hoppers and onto the degradation conveyor and to the slack chute. The different sizes of coal, excepting the slack, are delivered by the shaker onto three picking tables. These tables are horizontal for twenty-four feet and then hinged to form the loading booms, so that each picking table forms a unit of continuous conveyor. Centrally located under the picking tables and under the floor, is the refuse conveyor which runs at right angles to the tables. The impurities picked from the coal are dropped into openings in the floor and onto this conveyor, from which they are discharged into a bin of 100 tons capacity. From this bin the refuse is loaded into railroad cars through a gate. The slack may be loaded directly into railroad cars through a chute from the hopper under the shaker, or it may be conveyed to the rescreener. Gates are provided by which all or any part of the slack may be loaded either directly into railroad cars or conveyed to the rescreener. The rescreener is a shaker four feet wide with sixteen feet of plate perforated with 3/4" round holes. The framework is wood, the pitch is 5° and it is driven by eccentrics having a 5 3/4" throw running 143 R.P.M. It is hung on 1"x10" ash boards, rigidly fixed at the support and on the shaker, so that the spring of the boards allows for its movement. The eccentric rods are also of ash, rigidly fixed and spring to allow the movement of the eccentrics. The dust going through this shaker drops into a bin of 80 tons capacity and is loaded into railroad cars

CHAIRMAN LITTLEJOHN: We have with us this afternoon, Mr. D. W. Rockey, of the Industrial Educational Organization, who would like to occupy a few minutes of our time. There is still an hour left, and there is a lot more talking to be done, and when the time is up you can go. D. W. ROC'KEY (U. S. Vocational Training Bureau, N. M.) : Mr. Chairman and Gentlemen: I am sorry to say I am not more closely connected with the coal mining game. I am interested in it because I am interested in a great deal of educational work being done in New Mexico. Two years ago, this Institute appointed an Educational Committee to investigate the opportunity for education in coal mining, and you have the report of that committee; it was issued in May 1924. Mr. Littlejohn, Mr. Moorhead of the Phelps-Dodge Corporation, Mr. Dickinson, and Mr. Miller, I think, of the C. F. C I., and Mr. Pryde, were members of that committee. They investigated the work being done in Safety, Training, First- Aid, and other topics, and made a general survey of the educational problems that might be said to be of benefit to the coal operators and to the coal miners. I believe, if I understood Mr. Moorhead correctly, while this report was accepted the committee was not discharged; but everyone seemed to be a little in doubt as to whether this activity should continue. My plea here directly is, of course, to ask that they be made a permanent committee, and asked to report to you at the next meeting in February on what has been accomplished in carrying out the program that was advised by the various companies, and what success, from a standpoint of improved work and financial return to the company, has been had. I believe that the whole trend of your discussion here has shown the need or the opportunity for improved production through education. For instance your mechanical loader the need of men who are experienced along mechanical lines, rather than the old pick and shovel methods, and the need of better understanding of your problems, just as in your safety lamp discussion that came up in the report of your Safety Committee. We have also developed a new phase, a new may of getting at some of your problems at Dawson this year, that has not been covered previously. I want to ask Mr. Holman here to tell you what is being done as a starter. Remember, we have not worked this out. He will tell yon how we are making a preliminary start in training inexperienced miners with the idea of cutting the accident record and keeping the production of inexperienced men at a higher level. If you are interested in that, I would like to suggest that this committee be requested to investigate some of these things very carefully. The State of New Mexico was willing to put five hundred or a thousand dollars into this training program as an experiment. We are willing that the Institute should have the credit for it, but we want it carefully surveyed so at your next meeting or some subsequent meeting, they can say this has been a feasible project and worthy of consideration. Mr. Holman, will yon tell us a little about this? (Applause.) MR. HOLMAN: We had an idea that by putting a green man in the mine with an experienced miner, the green man would probably learn something, and not get into trouble, etc. We decided to take a certain portion of one of our best mines, cross entry room work, and establish an underground school. We picked one of the assistant foremen who was well trained in our particular mining methods, and any green man who was employed was put into this school. He was paid a salary and he trained each and every man. Each man or two men world be working in a room and we paid them the regular contract price; they were trained how to shovel coal, pick waste and various other things. it may be clearly seen that one of the most rapidly increasing items in mining operations is the cost of the timber alone, to say nothing of the cost of installation. Consequently, any practical means that may be used to lengthen the life of mine timber will greatly tend to decrease mining costs and result in important economies in operation. The four principal agents by which mine timbers are destroyed are, decay, insect attack, fire and mechanical abrasion. Decay and insect attack are credited with more than 50 per cent of the total amount of timber destroyed in the mines. Numerous methods may be used to conserve mine timbers, such as better selection, preparation, storage and segregation. It frequently happens that good timber goes into places where poor timber would do as well, and timber of inferior quality is sent into places where only the best grade should be used. However, the most effective method of conservation is by treatment with some standard preservative to prevent decay. Some of. the benefits to be noted from the use of preserved timbers are; the reduction in operating costs by decrease in timber purchases; cuts down interference with mining operations due to timber failures on main haulageways; prevents excessive falling of roof in entries by maintaining timber in sound condition; conserves timber supplies and makes possible the utilization of inferior woods; reduces the danger of mine accidents; improves mine ventilation; lessens fire hazard. Our experience thus far with preservatives, while not of a sufficient period of time to establish just what length of life we may obtain from timber so treated, results obtained during the past four years indicate that the intelligent use of preservatives will effect sufficient economies in mine timber costs to justify the expenditures made for this purpose. MR. BAKER (Concluding): Now, if there are any questions you gentlemen would like to ask about our particular operations, I will attempt to answer them. J. H. EMRICK (Sullivan Machinery Company, Denver, Colo.) ; I was wondering how much penetration you get. MR. BAKER: We get between one-sixteenth and one-eighth of an inch; it is a dipping process. With pressure treatment you get-a greater absorption; that is, better than one-sixteenth of an inch. As long as there is no mechanical abrasion, it seems to serve the purpose. MR. EMRICK: Does that apply to the condition of the timber before it is treated? If it is perfectly dry, will it absorb more treatment than if it is partly green? MR. BAKER: Certainly; one of the things we do is to have it thoroughly seasoned before it is put into the preservative. We put some green timber into the mine once, and the fungus went after it right away. MR. EMRICK: What was the difference in the depth reached by the preservative? MR. BAKER: It hardly penetrated at all when it was green. It has to be sound and well seasoned. MR. EMRICK: How long was the timber dipped or treated? MR. BAKER: According to the seasoning. If it was well seasoned, it was left in the hot bath for an hour; if not so well seasoned, it was left for about a couple of hours. C. M. BILLINGTON (General Superintendent, Rocky Mountain Fuel Company, Lafayette, Colo.): Have you found it necessary to treat timber that has been charred? MR. BAKER: No. However, I suppose it has the sane effect; in lots of places they char timber for the purpose of treatment. MR. BILLINGTON: Have you ever tried lime and salt? MR. BAKER: No, this is the only thing we have tried, the creosote and the Aczol; the Aczol is a foreign product. WM. LITTLEJOHN: Which I is preferable, the Aczol or the creosote? MR. BAKER: I couldn't say as to that. MR. LITTLEJOHN: Have you had any tests as to the value of either? MR. BAKER: We have had some of the Aczol timbers in service for a little over four years; we have had some creosote timbers in service

Introductory Remarks PRESIDENT MARKS: We have made special assignments for the discussion of this paper, and I believe these discussions are to be answered in sections, and as the different sections are read applying to this paper, we will just have a brief discussion on that particular point and proceed to the next and try and expedite this discussion as much as possible, be- cause I realize a good many of you have something to say. The first discussion is by Mr. Frank A. Rank, of the General Electric Company, Salt Lake City. MR. F. A. RANK (General Electric Company, Salt Lake City, Utah) : Mr. Chairman, while my name has been put on the program as being the one to discuss this paper, I believe Mr. Jones of our company has prepared a discussion on it, and therefore will let him talk in my place. MR. A. L. JONES: I think that it is passing the buck. However, Mr. Rank sent me a copy of the paper, and I read it over with a good deal of interest. There is one thing I want to say: Mr. Shubart, in his breezy letters, stated this paper was to be written by Mr. Harrington, assisted by a number of manufacturing and operating companies, among them the General Electric Company. We did not function. The paper was completed, and we were not consulted, and I believe that is true of the others. After reading the paper over, I dictated a few notes which I want to read, to give you the view-point that we have on the subject We do not want to minimize electrical dangers, or in any way slow down high-grade construction maintenance, but there is such a thing as overstating the case. It is so full of condemnation of most existing practices and conditions that it reminds me somewhat of the nerve-racked mother who sent an older brother to see what Willie was doing and to tell him to "stop it." His recital of electrical dangers is harrowing and if I felt it were a true picture I should feel that any of us having anything to do with the recommending or selling of electrical equipment for mines would be party to a crime. The Colorado Fuel and Iron Company has divided their coal mines into groups or divisions: Las Animas, Huerfano, Fremont and Gunnison counties. Each division is represented by a safety committee composed of three men appointed by the management and three men selected by the employes? representatives. The three men appointed by the management are usually from a group engaged in routine work that is primarily of a safety nature. Mr. Robert McAllister, chief mine inspector; Mr. George B. Parker, superintendent of first aid and mine rescue training; Mr. F. C. Miller, chief chemist, fuel department; and Mr. 0. C. Irwin, assistant chief electrician. The three men appointed by the management act in each of the four divisions. It is the duty of the safety commit- tee to visit each mine three times per year and make a thorough investigation of conditions underground and on top. Their report is in the form of recommendations to the management for their consideration. They are also called to investigate all fatal accidents and learn, if possible, the cause leading up to the accident and recommend precautionary measures that will prevent the recurrence. This committee inspects the haulage roads, air courses, manways, electrical equipment, ventilation, timbering, working places and humidity. In addition, each mine has a local safety committee with the superintendent acting as chairman. It is the duty of this committee to keep in daily touch with conditions underground and on top. They hold weekly meetings and discuss problems related to safety. These men work on local conditions that govern their affairs. As an example: One of the mines has a checking out board at the man-trip parting in addition to the regular checking in and out system as required by law, and this board is checked before the man-trip leaves for the outside, giving the officials a chance to take prompt action in looking up a man who may have become ill or injured. Should a man walk out and forget to check off, there is a penalty imposed. The ventilation of a coal mine is most important and the method of conducting the air to the working face is one of the greatest precautionary measures linked with safety. A quantity of air must be maintained at every working face to insure rapid diffusion of explosive or noxious gases and in a manner without interruption. With this intent in, view, the Colorado Fuel and Iron Company is installing fan equipments with capacities of 200,000 cubic feet per minute with dual drives, twin fans in some instances, for insured circulation. The Primero mine, operated by the Colorado Fuel & Iron Company, is located 17 miles west of Trinidad, Colorado, in Las Animas County. Unusually bad roof conditions, along with heavy side pressure and other conditions causing rapid decay of timbers, all combine to create a very serious timbering problem. The height of the coal averages six feet six inches. It is a heavy coking coal and has a tendency to become easily crushed and broken down in the seam. The seam lies about 35 feet below the sandstone and the intervening formation is composed of loose shaly rock, and as the coal is extracted, the air slackens this rock to such an extent that within 24 hours, roof falls varying from five to fifteen feet in height are likely to occur. Under these conditions it is necessary to use cross bar sets in both rooms and entries, and they must be spaced no further apart than three and one-half foot centers, and be maintained within a distance of three feet of the face. Rooms are spaced on fifty footcenters, and cannot with safety be driven to exceed 14 feet in width, and 200 feet in length. The large pillar must be maintained to protect from side pressure, and the rooms must be driven up and retreated with as quickly as possible to avoid the squeeze caused by the intense side and roof pressure. Best results in extraction have been obtained by driving rooms for only a distance of 150 feet. Under these circumstances, it is readily seen that timbers of small diameters cannot be utilized in timbering any development work of a permanent nature. Entries are driven nine feet wide, and special peeled piling with an average diameter of 12 inches are most commonly used. It, is necessary to use lagging between each set of crossbars . Conditions such as these necessitated an immense expenditure for mine timber. In addition to ordinary seven and eight foot props, we used a yearly average of 65,000 feet of heavy peeled piling, averaging in diameter from 10 inches to 12 inches. Annual expenditures for timber of all classes was in excess of $60,000.00. Timber costs per ton averaged around 29 cents. In view of these exceptionally severe timber conditions at Primero, the company, in 1920, had a survey made with a view of providing some remedy to this problem. A comparison of the life of main entry timber at other bituminous mines was made, and an average life of four years was established. The actual data collected at Primero indicated an average of less than two years in the manway or "return" airways, and up to five years on the haulageways or "intake" airways. While some of this timber will stand up for a much longer period than this, a close inspection will reveal in most cases that its period of usefulness is spent. It is very essential when discussing the life of timber, especially that used on, main haulageways and aircourses, that a distinction be made between the point of service, that is, the point where it is sound, serviceable and able to carry weight, and the point of breakdown or failure, where it is no longer sound and able to carry weight. In figuring the life of timber, the point of service only should be considered as timber will frequently stand for a considerable length of time when it is entirely decayed and unserviceable. The ninth annual Mine Rescue Evaluation was held in conjunction with the RMCMI 2000 convention at the Sheraton Tamarron Resort, Durango, Colorado June 25 thru 27. The purpose of the mine rescue evaluation program is to provide an opportunity for mine rescue teams to learn new skills and improve their existing ones in a non-competitive environment. Several staged "disaster" scenarios were [ ] held where the teams are called upon to exhibit their life saving abilities. The evaluators meanwhile are offering suggestions, both verbal and written, to help the teams better understand the situations presented them. This non-competitive environment allows the teams to work together and share their knowledge with fellow mine rescue teams providing everyone with a positive learning experience. Mine Rescue Chairman Bill Balaz was in charge of coordinating the events. Seven teams consisting of seven to ten members each (totaling 63 members) participated in the two-day event. Each team was required to respond to three different real-life scenarios plus a written general knowledge test daily. This year's four professional evaluators included Art Saenz (Hazardous Materials) of Western Envi¬ronmental Associates; Guy Horton (Ropes), Guy Horton Rope Rescue; Mary Bailey (Medical), MBA Training and Ron Lauer (Confined Space) also lassos Western Environmental Associates. They cash prov- [ ] ided three different challenging mock situations per day per team. The teams had no prior knowledge of what the scenarios would be as details were provided only as they arrived. Ten volunteer victims added much drama and excitement to the event. Their realistic enactments, complete with false blood makeup and severed limbs, made for some very tense scenarios. The Mine Rescue Teams participating this year were BHP LaPlata, BHP Navajo, BHP San Juan, all from Farmington, New Mexico; Bridger Coal Co., Rock Springs, Wyoming; Sabine Mining, Longview, Texas; Solvay Minerals, Green River, Wyoming and Western Energy Co., Colstrip, Montana. Many new [ ] friendships were made and much knowledge shared. A swap meet was held Saturday afternoon for the teams to exchange miscellaneous equipment, hats, shirts, etc. The teams were asked to evaluate the program and the evaluators. Then responded with many positive suggestions that will help improve the upcoming events in the years to come. Culmination of the Mine Rescue program was a Tuesday morning awards breakfast where the teams were presented with plaques. The participating victims and evaluators were also commended for their outstanding efforts. Sponsors for the Mine Rescue program were Big Sky Coal Company, CMC Rescue, Magnum Metals, Inc., and Rocky Mountain Electric. Many hours of volunteer time and effort from various family members of participants helped make the 2000 event a huge success.
