Computer Integrated Mining (CIMG) is a process of using computer networks to transform islands of enabling technologies into a highly interconnected mining system. CIMG involves the integration of advanced technologies at various levels in the mine business to achieve higher flexibility, better quality of processes and control, and improved profitability. Justifying the benefits of CIMG are difficult as many of the advantages are derived from improved flexibility, quality, and control. Justification is based on the evaluation of the benefits to be gained, compared to the required capital investment. Management tools used in mining are currently inadequate in assessing the value of advanced technology whose benefits are primarily qualitative. A key aspect of successful implementation is management acceptance, which has to be won through the capability to justify the technology?s financial costs and the true value of all of its benefits. The manufacturing industry faced similar justification difficulties when adopting advanced technology in factories. A significant amount of funding and research was invested in developing management strategies and approaches to justification. Many of the problems that faced the transformation of the manufacturing industry in the late Eighties and early Nineties are now facing mining. The solutions derived for manufacturing may help mining in its transition to an increased reliance on integration technology. Reviewing the industrial history of computer integrated manufacturing identifies several tools and strategic frameworks that can be adapted for mining. ?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

Traditionally, mineral reserves management at most underground mines in Zimbabwe focus on maintaining large mineral reserves so that the time between development and production is as long as possible. Historical data at Shabanie mine, a Zimbabwean sub-level caving underground mining operation, confirms this practice. However, the high cost of underground development means that the luxury of large buffer mineral reserves cannot be justified. Furthermore significant increases in the costs of production, exacerbated by the current unfavourable economic climate, make the wisdom of extending development workings well ahead of use questionable. Poor ground conditions at Shabanie mine, mean that some development ends have to be re-mined two or three times due to partial or complete closure between the time they are mined and the time they are utilized. In order to reduce the inordinately high support costs associated with closure of development ends a new ?just-in-time? (JIT) approach that provides development ends as and when they are needed, has been adopted. Accordingly a model to determine an appropriate ?just-in-time? rate of development has been created. The JIT development model indicated that the mine could reduce development rates from 330 m/month in 2001, to 160 m/month in 2002 and achieve savings of about 50% on annual support costs, but still assure customers of a long-term product supply. The mine accepted the model in November 2001 and began implementing it in 2002. Results of the implementation will be reviewed in 2003.

South Africa?s re-entry into the fast moving and competitive global economy calls for some careful strategic planning and a good deal of co-operation between suppliers and end-users. The issues that need addressing are generally well known and include: ?South Africa was ranked 45th out of 46 i.r.o. productivity ?SMMEs contribute 1% to exports compared to 40-60% for the ?tigers? ?High unemployment ?Limited skills of the majority of workers ?Slow growth rate of the economy ?The vast majority of suppliers are not world-class ?The vast majority of suppliers are not export or marketing orientated. In order to survive, all parties, i.e. government, labour and business, will have to play their part.

Recent developments in circulating fluidized bed (CFB) once-through supercritical technology (OTSC) have enabled this technology to be offered as a utility-scale alternative competing head-to-head with pulverized fuel (PF) OTSC offerings. One clear example is the CFB supercritical unit at the Lagisza Power Plant in Poland, owned by PoludniowyKoncernEnergetyczny SA (PKE). This unit has now been in commercial operation for three full years, exhibiting very good performance, and has validated Foster Wheeler's performance model at this utility scale as well as for units in the 600 MWe and 800 MWe size ranges offering net efficiency of -43 per cent (LHV basis). This operating unit has also proven the use of the world's first FW/BENSONTM vertical-tube OTSC low mass flux technology. Since the Lagisza original international tender specified OTSC PF technology, it is important to note that the alternative selection of CFB OTSC technology over conventional PF technology is of historic significance, not only for the validation of the CFB supercritical platform as a viable alternative to conventional PF technology, but it also positions the CFB OTSC with fuel flexibility for offering of sizes up to and including 800 MWe units. This paper explores the differences between CFB OTSC technology and standard PF OTSC in utility power generation. Selection criteria, fuel burning range in both technologies, and other selection drivers are discussed. Economic analysis of both technologies, based on existing cases, is also provided. Also discussed are the technical advantages and uses of each technology. Foster Wheeler has recently been awarded a contract for four units of CFB OTSC technology, which utilizes a 2 on 1 configuration of two 550 MWe CFB OTSC boilers on two single 1000 MWe turbines. Essentially this provides a fuel-flexible low-emissions alternative to a 2 x 1000 MWe solid fuel power block.

The bulk of the world?s platinum production originates from the Merensky and UG2 reefs within the Bushveld Complex, South Africa. Both the Merensky and UG2 reefs are disrupted by faults, dykes, potholes and iron-rich ultramafic pegmatite bodies (IRUPs)?features that impact negatively on production, planning and safety. It is therefore advantageous to know of their presence and geometry ahead of mining. To date, no geophysical technique has been successfully applied to the routine mapping of mine-scale potholes and IRUPs. These disruptive features may vary from a few metres to several tens of metres in diameter. In this paper the applicability of in-mine electrical resistance tomography (ERT) to map potholes and other disruptions to the continuity of the Merensky and UG2 reefs ahead of mining is demonstrated using two case studies.

The Konkola Deep Mining Project (KDMP) seeks to exploit the deep level potential of the Konkola Deeps orebody, producing high grade copper concentrates for treatment at the Nkana Smelter and Refinery. As an alternative to smelting, Konkola Copper Mines (KCM) has examined a processing route involving pressure leaching of the Konkola concentrates at Nchanga, with the leach liquor being treated by solvent extraction and electrowinning to produce high purity copper cathode. The solvent extraction circuit would be operated to achieve a high ?delta? copper, thereby providing a strong acid raffinate which can be used in the existing Tailings Leach Plant (TLP) to treat Nchanga oxide copper materials. The main focus of the hydrometallurgical option is to capitalize upon the synergy that exists between the treatment of sulphide copper concentrates (acid producing) and oxide copper ores (acid consuming). The paper discusses the key features of a comprehensive piloting campaign carried out at Anglo American Research Laboratories, which involved the co-treatment of Konkola copper concentrates and Chingola refractory ore in a fully integrated pilot plant circuit.

In extracting base metals from orebodies, sulphide as well as oxide, the main environmental concern is sulphur, whether in the form of sulphurous gases or sulphate in liquid form. Generally sulphur is in over supply in developed countries mainly because of strict legislation to capture it. In developing countries, on the other hand there is usually a shortage of sulphur because of less strict environ-mental legislation. Africa falls in this second category and the African continent imports substantial amounts of sulphur, despite the fact that large quantities of sulphur are emitted by smelters, thermal power stations, coalmines, fertilizer manufacturers and others. Other than making acid from gaseous emissions, existing methods to capture sulphur from gaseous and liquid effluents are uneconomical and it ends up in the environment either as ammonium sulphate (from gaseous effluents) or as gypsum (from liquid effluents). The CSIR?s Environmentek and Key Structure Holdings have developed a process whereby gaseous sulphur emissions and sulphates in liquid effluents can be economically captured and converted into elemental sulphur and metal carbonates. The elemental sulphur is of high purity as it is precipitated from a gas stream and is readily marketable. The metal carbonates (barium or calcium) can be recycled back to the process or marketed. The only harmful by-product of the process is carbon dioxide. Should natural gas or methane be available, the carbon dioxide could be reduced by about one third. Should solar, wind or hydro energy be available to generate hydrogen, the carbon dioxide emissions would be zero. Employing this technology could make Africa independent of sulphur imports and furthermore reduce the impact of acid rain and seepage of sulphate from gypsum and other waste dumps into the environment.

"The oxidative leaching of chalcopyrite in ammoniacal solutions has been evaluated using electro-analytical techniques. The anodic dissolution process has been established to be a seven-electron transfer process under nitrogen in ammonia–ammonium sulphate solutions and ammonia–ammonium carbonate solutions. The number of electrons transferred in the carbonate and sulphate salts suggests that the sulphur is oxidised to a thiosulphate intermediate and the copper and iron released as Cu+ and Fe2+. The Cu+ and Fe2+ is subsequently oxidised in solution in non-Faradaic reactions. The deportment of Fe2+ and S2O32- is affected by choice of the ammonium salt used in the leaching process. In the perchlorate salt, only five electrons are transferred, however observations made on the mineral surface after leaching do not support the formation of elemental sulphur. Scanning electron microscopy and energy-dispersive spectroscopy analysis of the mineral surface suggest presence of an iron–sulphur surface layer completely free of copper under the ammonia–ammonium sulphate conditions, an iron-rich surface layer under ammonia–ammonium perchlorate solutions and absence of surface layer build up under ammonia–ammonium carbonate solutions. INTRODUCTION Hydrometallurgical processes for copper extraction provide a viable route to recover the metal from mixed and low-grade ores, as well as overcome the environmental challenges faced by the traditional pyrometallurgical processes. Chalcopyrite is not only the most abundant of the copper sulphides, but also the most stable, making it recalcitrant to hydrometallurgical processes. Hence, hydrometallurgical processing of chalcopyrite continues to be an attractive area of research due to the vaguely understood surface chemistry of the mineral in different aqueous media. Different approaches to hydrometallurgical treatment of chalcopyrite can be carried out. These include thermal treatment prior to leaching, direct leaching and direct electrochemical leaching (Venkatachalam, 1991). Direct leaching of chalcopyrite can be carried out in various solution systems, as reviewed by Roman and Benner (1973) and Venkatachalam (1991). Ammoniacal solutions are attractive and effective lixiviants that form stable amine complexes with some base-metal cations while rejecting iron. Leaching of chalcopyrite in ammoniacal solutions in the presence of an oxidant is possible due to the stabilisation of copper(I) and copper (II) by ammonia at elevated pH levels. In oxygenated ammonia solutions, it has been suggested that chalcopyrite dissolves according to Equation 1 (Beckstead & Miller, 1977a):"

The purpose of this report is to chronicle the interaction between Anglo Platinum and Sandvik Tamrock during the development and application of Long Hole drilling as a viable, practical method of narrow reef mining. Appendix I identifies the people from Anglo Platinum and Sandvik Tamrock who participated in the project. Experiments in long hole drilling and blasting were conducted in a number of mines during the late 1950s and early 1960s. Some of the advantages envisaged were: ? The face would require no daily examination ? No barring down or immediate face support required ? No sockets to clean ? Only a few well drilled holes rather than large numbers of short blast holes ? Avoidance of poorly-marked holes, inaccurate drilling and improper charging ? Better supervision and better face advance. Holes 50 mm in diameter were drilled parallel to the stope face by pneumatic rock drills from advance strike gullies. Holes were charged with amon gelignite cartridges. All holes were traced with detonating cord to ensure propagation of the explosive along the entire hole length. Rock was blasted onto a rolling scatter pile. A number of reasons have been cited for the failure of this mining method. The two most important were: ? problems in controlling hole deviation which was exacerbated by the fractured ground ? difficulty of charging up holes in fractured ground, due to relative movement of rocks along fracture surfaces over the hole length. The idea of drilling a few long holes parallel to the face rather than a large number of short blast holes perpendicular to the face was an attractive option to mechanize narrow reef mining. This particular project started in 1998. Initial trial The Union Section of Anglo Platinum purchased a Solo H 606 RA long hole drilling rig from Sandvik Tamrock in 1997. In order to evaluate long hole drilling as a basis for face mechanization. The Solo series of drill rig was selected because it combines high drilling performance and good drilling accuracy with high versatility with a compact size. The mining method proposed by a consultant to Anglo Platinum was based on the current trackless mining method practised by Union Section. The trackless mining method is better described as a trackless development and transport method. Reef strike drives were installed approximately 40 metres apart on dip using trackless equipment. Reef was mined using hand-held pneumatic rock drills and scraper winches and the excavation was supported by sticks and crush pillars at the top of the panel. Rock scraped from the panel was loaded by Lad Haul Dumps (LHDs), trammed to an inclined haulage, and loaded into trucks for transport to the surface. It was intended that the Solo would drill from the bottom advance strike drive to the top advance strike drive. Blasted rock would still have to be scraped from the panel. It is also difficult to understand how well the support would have survived. In the initial motivation it was stated that drilling accuracy was of the utmost importance. Previous work by Sandvik Tamrock had shown that, in other parts of the world, 20 metre long holes could be drilled with a deviation not exceeding 100 mm provided that: ? holes were collared with low thrust pressure ? operating percussion pressure was kept low -often not ? exceeding 10 MPa ? drilling was to be with tubes, not rods. In early 1998 initial trials with the Solo H 606 RA were inconclusive; attempts were made to drill 40 metre long holes from one advance strike drive to another. Difficulty was experienced in measuring hole straightness and accuracy, there was no survey of the holes, and no blasting was done to expose hole barrels. A long hole mining system was then defined, with a corresponding face mining system, which led to the design of a test programme for the Solo drilling rig. Earlier experience at Telfer The proposed face mining system was based on a mining method that is practised at Telfer Gold Mine in Western Australia. Telfer has a series of domed reefs that dip at angles of less than 20° to more than 40°. The ore bodies are all thin, with widths from 0.6 metres to 0.8 metres. Figure 1 shows the face layout. Experience at Telfer indicated the following: ? The spacing and size of the dip pillars should be based on the rock mechanics of Union Section ? The length of the face is determined by the ability to correctly position the blast holes. Positioning of blast holes is a function of hole straightness and hole direction. Blast holes in Telfer were drilled 64 mm diameter with retrac bits from Sandvik. Extension steel was T38 by 1.8 metre lengths. A guide rod was fitted immediately behind the bit. To achieve greater accuracy' operators drill at relatively low percussion and thrust pressures. Results show that very good accuracy is achieved in 20 metre stopes and only fair accuracy in longer stopes. The research described in the paper was aimed at providing standardized information of cases of failed and intact coal pillars in the form of databases to researchers. It also offered the opportunity to take stock of the pillar stability situation in coalmining and to review the impact of the application of the safety factor formula for pillar design. It was found that the physical parameters of coalmining have not changed substantially over the last four decades. However, changes in the controllable parameters like pillar width, pillar width-to-height ratio and percentage extraction have all moved toward the more conservative side. Scrutiny of the database indicates that of all the failures recorded, only 23 occurred in panels that were mined after 1969, when one can assume that the safety factor formula was fully applied. If the pre-1969 practices had been continued, at least 144 collapses would have been expected. There has thus been a substantial reduction of pillar collapse cases, justifying the cost paid for the formula, which has shown to be in the region of 600 million tons of coal. It is evident that that are distinct differences in the natures of the failures among different coalfields. This justifies the attempts to derive seam or coal field specific strength formulae and is a topic that should be pursued.

In the 1980s and?90s the gold mining industry in South Africa came under pressure from the continued poor dollar gold price and escalating Rand based costs, furthermore the external impacts on the industry were changing. Thus, the Chamber of Mines (COM) shifted its focus away from many historical areas of support towards the new industry challenges in safety and health, labour markets, environmental responsibility, mineral rights legislation and social responsibility. During 1997 the lack of funds and the changes facing the tertiary institutions were often subjects of discussion at the various sub-committee meetings. The Metallurgical Sub-committee of the Chamber Education Fund or the Sub-committee of Consulting Metallurgists as it was known identified the need for the funding structure to change with the times. Up to this time the Chamber of Mines operated an Education Fund that supported mining industry academic departments at various South African tertiary institutions; these funds were derived exclusively from the country?s gold and coal mines the basis of Chamber membership. Funds of less than R5 million per annum were available for distribution by the three disciplinary sub-committees of mining, metallurgy and geology.

Input-output analysis is a major branch of quantitative economics, and is used to analyse the flow of goods and services between production sectors in a national economy. Its purpose is to determine the relative value-adding capacity of each sector. The model has also, in recent years, found increasing use in assessing the environmental and ecological impact of development projects. It has, however, never been applied to individual production facilities, such as large mines, which themselves have complex economic structures, through which there is a flow of goods and services. Conventional cost and accounting systems, as used on mines, treat production sectors as separate cost centres, and do not determine the inter-relationships between them. This can lead to incorrect conclusions on the relative value of sectors and their impact on the total economic performance of the facility. This paper explains the basic principles of input-output analysis, and presents an example of its application to a simplistic model of a mine, which is used in the absence of any real data. The paper concludes that, by forcing definition of the value adding function of each sector, input output analysis will facilitate control of inputs, or costs. This will result in optimal application of resources and exploitation of ore reserves. The authors realise the model needs to be tested on an operating mine, and hope this paper will result in an opportunity to do so. The validity of a steady state assumption made by Adams and Nicol (1986) in the modelling of the elution of gold from activated carbon was investigated. It is shown that the accuracy of the steady state approximation is dependent, not only on the magnitudes of the solution flow rate and reactor volume, but also on the lumped elution rate constant. Under the experimental conditions used by Adams and Nicol (1986) the steady state assumption was inaccurate. This could be circumvented in this instance by applying a rigorous general model which accounts for unsteady state behaviour in the solution and in the activated carbon to the experimental data.

The enhancement of shear flocculation of a galena suspension by ultrasound in the presence of sodium isopropyl xanthate and potassium ethyl xanthate was investigated by studying the effects of surfactant concentration on flocculation efficiency, contact angle, and zeta potential. Strong flocculation was obtained under alkaline conditions (pH > 9) and a high ultrasound power level (150 W). Although the ultrasonic treatment increased the negativity of the zeta potential of the galena particles, this did not decrease the flocculation efficiency, thereby showing that the hydrophobic interactions between the particle were stronger than the electrical double-layer repulsion resulting from xanthate adsorption. The findings indicate that the ultrasonic treatment promoted the adsorption of surfactants onto the mineral surfaces.

The influence of Iscor coke and Delmas coal on the reduction of Mamatwan manganese ore to ferromanganese was examined by use of a variation of the 'stationary charge in controlled environment' (SCICE) technique. The charges of Mamatwan ore and the appropriate reducing agent were heated to temperatures between 1300 and I600 °C and either allowed to cool immediately the required temperature had been reached or held at that particular temperature for periods of up to ... hours. The heating rate was 350°C per hour, the particle size of the ore was between 2,83 and 12,7 mm, and the particle size of the reducing agent was between 2,83 and 6,35 mm. After being allowed to cool in air, the reacted charges were examined by optical microscopy, X-ray-diffraction analysis, scanning electron microscopy, and electron-microprobe analysis. No significant difference was found between the changes observed during the reduction of Mamatwan manganese ore by Iscor coke and by Delmas coal. A hypothesis is advanced to explain the mechanism of formation of the Fe-Mn-C alloy.

ERPM was formed in 1893 and as a result of its age, a large volume of data exists in a paper-based format and it was decided to electronically capture data in one of two critical mining areas?namely at Far East Vertical (FEV) Shaft Area (Lower Areas) and Hercules Shaft Area (Upper Areas). The life of mine is dependent on tonnage and grade from these areas. Geostatistical evaluation of the gold reserves has been applied on an ad hoc basis in the Hercules Shaft Area and on a continuous basis in the FEV area. This is the first evaluation using geostatistics that was performed on the Upper Areas. This paper is based on the premise that regardless of cut-off grades, geostatistical estimation (kriging) estimates and locates reserves better than ?traditional? methods e.g. polygonal method, inverse squared distance method and it endeavours to estimate and locate the high grade reserves in the Main Reef Leader of Upper Areas.

This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

Since 1994, South Africa has been the subject of international attention, especially in regard to its transformation initiatives, which aim to redress the post-apartheid imbalances. Mining, as a major employer and one of the major industries in South Africa, has been the focus of the government?s Black Economic Empowerment initiative with the introduction of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The historical background to South Africa?s transformation and the role of the mining industry are pivotal to an appreciation of certain aspects of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The issues around Black Economic Empowerment and the enabling of a smooth transition to the South African mining industry of the future are explored in this paper.
