Up to now, Topsøe WSA (Wet gas Sulphuric Acid) plants have been in operation for almost 30 years, and close to 80 plants have been sold. In spite of its unique features and ability to treat gases without any prior drying, the WSA technology has had certain restrictions with regards to SO2 concentration in the feed gas, and the overall conversion of SO2 by catalytic means has been limited to approx. 99.7%. In commercial scale sulphuric acid production on the basis of elemental sulphur and metallurgical off-gases, there is a demand for higher SO2 conversion and treatment of gases with a higher content of SO2. Therefore Topsoe has further developed its WSA technology to cope with these demands. This paper will explain more about the principles of such new development and leave the delegate with a better understanding of the potentials of the new generation of the WSA technology from Topsoe.

Manganese imparts numerous beneficial mechanical properties. Hence it finds extensive application in iron, steel and non-ferrous sector. Prevalently, it is incorporated in the form of master alloys i.e. 'ferromanganese'. In India, ferromanganese is mainly the inexpensive and paramount source of availability of manganese. Various conventional and non-conventional techniques of ferromanganese production have been adopted in past and present. However, these techniques have demerits viz. high refractory, energy consumption, losses of valuables in slag and fumes. Also geographical co-ordinates of the plant restricted the manufacturer to prefer an appropriate process. Accordingly, the industrially implemented methods had reliance on availability of infrastructure, energy, mineral resources, grade of raw material, outlay of labor, environmental compatibility of technique etc. In view of the liberalized economy and the gap scenario in the supply and demand of ferromanganese, the authors felt it indispensable to explicitly bridge up this vacuum by initially designing a simple energy conserving, eco-friendly, low capital investment technique for decarburization of ferromanganese. Measurement of the data involved studying the impact of rate governing parameters on the process kinetics. One of the earliest records of metal recovery by solution leaching is described by Agricola as 'juice of rock' in the 1550s. In these early years of hydrometallurgy and civil engineering, few controls and systems were employed to enhance recovery and protect the environment. Since that time, leaching (dump or heap) operations have made significant strides in increasing metal and solution recovery while protecting the environment, all goals of a sustainable operation. It is now recognized that the design and operation of modern heap leach facilities requires contributions from many fields of study, including hydrometallurgy, civil engineering, geotechnical engineering, unsaturated-flow hydrology, mine planning, geosynthetics engineering, geochemistry, process engineering, mechanical engineering, and electrical engineering. While advancements in these fields have resulted in more sustainable heap leach operations, challenges in the industry still exist. A number of heap leach operations exhibit poor or lower-than-predicted metal recovery, loss of solution flow and control within the ore heap, loss of ore heap stability under leach, failure of liner and/or solution recovery systems, and overtopping of process water ponds. A number of these issues may be the result of several compounding conditions. For example, poor metal recovery may be due to an inadequate scale-up assumption (scaling laboratory tests to field-size heaps), lack of control of the in-heap geochemical environment, changes in ore mineralogy from the original design, changes in mechanical and hydraulic properties of the ore from the original design, ore handling and pre-treatment, inadequate solution management system, and inadequate solution application. The purpose of this paper is to present and discuss issues that may affect the sustainability of a heap leach operation. Since sustainability encompasses a broad range of topics and issues, the focus of this paper will be on issues affecting metal and solution recovery, solution flow and containment, and stability of the ore heap.

High pressure grinding rolls (HPGR) technology has come a long way in its application for comminution duty in hard rock mineral processing in the last three years. Several major projects in copper, nickel, gold, molybdenum, platinum, and iron ore have opted for this technology. Advances in wear abatement technology have established the HPGR as a reliable machine with the required high utilization and availability. The HPGR captures the imagination as the next step change improvement in ore processing, based on the following benefits: ?Energy efficiency (potentially 10?30% more efficient)?very topical in an increasingly ?green? society, and in times of rapidly increasing energy costs and availability concerns. 2008 has shown this to be especially important in Southern Africa ?High (and stable) throughput with a relatively small footprint ?Lower operation cost ?Liberation benefits ?Creative ?mine-to-metal? system improvements made possible by HPGR. The platinum industry, renowned for its historically conservative approach, has not been left behind with two significant new HPGR installations, one in Platreef application and one in UG2 application, commissioned in 2008. While the decision for the Platreef application was driven primarily by comminution circuit capacity and design imperatives, the UG2 application seeks to develop a flowsheet that will have a significant recovery benefit in addition to capacity increase and reduced operating cost. The Platreef application of HPGR also provides the opportunity to introduce a novel comminution flowsheet and to demonstrate exceptionally low wear rates treating very hard, abrasive and variable ore types. The HPGR lends itself for inclusion in existing SABC circuits to increase the capacity of the plant and mills. With current PGM prices many operations are attracted to the HPGR technology benefits. The HPGR clearly has the potential to transform entrenched opinion and provide decision makers with significant alternative comminution options. This paper aims to provide an overview of the current applications and to speculate on the transforming stimulus that the HPGR exerts on industry.

SYNOPSIS This paper describes simple calculations to evaluate the stability of hangingwall and footwall strata at the work¬ing face and in backfilled areas. It shows that the benefits of support provided by backfill can best be realized when the fill is placed as close to the face as possible. The main beneficial effects of fill are that it reduces the stope span, at the same time providing a damping effect on vibrations, and prevents the fall-out of blocks in filled areas, thus maintaining the competence of the strata.

Rosh Pinah Zinc Corporation (RPZC) identified implementing a Mineral Resource Management (MRM) programme at the mine as a strategic incentive. The purpose of the programme is to optimize the economic value of the RPZC mineral resource, over the total value chain of the mine, taking expected macro economic conditions into consideration as well. With Mineral Resource Management still being a relatively young drive in the mining industry, information on the concept is relatively scarce. RPZC had several successes and problems with implementing such a concept and also still has a way to go before a complete Minerals Resource Management approach is implemented at the mine and entrenched as a working culture. Mining plants operating in dunes north of Richards Bay have uncovered Iron Age archaeological material that spans the greater part of the past 2000 years. This was announced by archaeologists Gavin Whitelaw of the Natal Museum's Institute of Cultural Resource Management (ICRM), and Len van Schalkwyk and Mlungisi Ngubane of the KwaZulu Monuments Council (KMC), who are currently contracted by Richards Bay Minerals (RBM) to assess the cultural resources exposed during mining activities.

Change management and training initiatives in remote rural settings in Africa are generally difficult to implement successfully due to factors such as varying levels of education, multiple nationalities and languages as well as cultures in one workplace. The challenge has always been the ability to implement change management and training initiatives that will have an impact despite these differences. Essentially this requires that the change and training interventions employed are applicable and should work well with a wide range of individuals sitting in one room ? in practice this can vary from semi-literate workers to engineers with PhDs. In this paper we will share the theory behind behaviour-based change management and training and present a case study that reviews an actual supply chain improvement and sustainability implementation at a Zambian copper mine. The case study explains the results achieved as well as the interventions employed to achieve these results in a multidimensional organizational environment. In February 1996 the OECD's Environment Policy Committee will commemorate its 25th anniversary with a fifth meeting at Ministerial level. Environment ministers will be taking stock of the progress made by OECD countries in protecting and managing the environment in that quarter-century, and sharing views on likely challenges and co-operative responses. Ministers can point to many important accomplishments. Scientific understanding and technological tools for establishing and monitoring risks to human health and the environment have improved dramatically since the early 1970s. All OECD countries now have in place comprehensive environmental legislation, supported by specialized institutions for policy design, implementation and enforcement. The results of these efforts are increasingly evident in the form of cleaner air and water, and improved protection of natural areas, notwithstanding the many complex problems that remain.

A Seminar to discuss 'Reactivity of Line in Steel Making' was held in the auditorium of Iscor's Headquarters Building in Pretoria on the 5th August, 1971. The Institute organised this Seminar on the occasion of the visit of Dr Obst of the Rheinische Kalkstein Werke GMBH, Wuelfrath, West Germany. The latter is one of the largest lime companies in the world and Dr Obst is in charge of their research laboratory. He and his co-workers have earned a reputation for their research into reactivity of lime in steel making. This work is also of great importance to the steel industry in this country, particularly with the changes which are occurring with the introduction of basic oxygen furnaces. Some 80 persons representing most of the major steel companies attended this Seminar. Dr Obst presented his most interesting paper which he illustrated with projector slides. This paper is printed in full in this journal. This was followed by several contributions and active discussions. The first contribution was made by Dr T. B. Beeton of the Research and Development Department, Iscor. He gave a brief summary of the studies on reactive lime carried out at Iscor since 1968. Their work was particularly related to the selection and definition of the various reactivity tests and the correlation of these with plant results. He demonstrated that the DIN methods, particularly the Din (40°) test, gave the best results and reported that good agreement had been reached between Iscor, Highveld and Northern Lime on future test procedures. Mr B. Lowther of The Northern Lime Company then dealt with problems associated with the production of high reactive lime. The rotary kilns at The Northern Lime plant at Lime Acres are particularly suitable for the production of high-reactive lime, because this type of kiln lends itself to accurate control of temperatures and retention times. Several problems, however, exist. Because of the long haul distances and the deterioration of reactive lime by absorption of CO2 and water, high reactive lime is not suitable for most customers. To constantly be changing kiln conditions to produce relatively small quantities of high-reactive lime, therefore, causes problems. Highveld Steel at present is the only company requiring high-reactive lime and a satisfactory product is now being produced at a cost because kiln capacity is reduced and fuel costs are higher. Dr P. R. Jochens, of the National Institute for Metallurgy then submitted data to show how the reactivity of soft burnt reactive lime deteriorated due to long railage hauls. Detailed sampling of trucks had been carried out leaving the lime works and on receipt at Highveld and it was demonstrated that there was deterioration in the top layers of the truck. This top layer protected the balance of the lime which is still in good condition on arrival at Highveld. Exposure to atmosphere by further handling and storage into the bunkers at Highveld, however, resulted in further severe deterioration in the lime reactivity and the lime when finally fed to the Basic Oxygen Furnace is reduced to one third to one quarter of the original reactivity value. The same deterioration does not occur with normal run of kiln lime, which is burnt harder, but still has a satisfactory reactivity for most purposes. Mr A. A. Hejja of the Department of Metallurgy, Witwatersrand University then made a contribution on the metallurgical aspects of the use of lime of different reactivities in the Basic Oxygen Furnace and the effect on desulphurization efficiencies. He gave a wealth of data on actual tests which had been carried out and came up with the surprising conclusion that the deterioration of high-reactive lime due to transport did not have as serious an effect on the efficiency of desulphurization as one would have expected. The efficiency was good provided high-reactive lime in the first instance had been produced, irrespective of whether it had deteriorated thereafter. Poor efficiency was obtained only when the lime in the first instance was produced in an unreactive form. The temperature rise in the Basic Oxygen Furnace also has a definite effect. If lime is introduced when the temperature is too high, soft burnt reactive lime becomes hard burnt and unreactive before it can dissolve in the slag. Use of ferromanganese slag assists dissolution of lime. There was a great deal of discussion following these contributions. Particular interest was expres8ed in the special lime described by Dr Obst. This consists of a mixture of fine lime which is premixed with fluxes and either briquetted or pelletised. The question of injecting finely ground lime as an alternative was also discussed. Both these systems eliminate the necessity for highly reactive lime. With smaller lime particles, larger surfaces are exposed thereby ensuring more rapid dissolution in the molten slag. The discussions generally were lively and informative and all present derived benefit from learning of the experiences of others. The valuable contribution made by our German visitor, Dr Obst, was particularly appreciated. The instantaneous English-German translation service which was provided, greatly facilitated discussions.

Each year the South African Institute of Mining and Metallurgy offers a prize (or prizes should the entries warrant it) of up to RlOO for the best paper or dissertation on a topic appropriate to the interests of the Institute. The competition is open to all Student Members of the Institute. A Student Member who is in fulltime study at a university may submit the dissertation or thesis he has to write in part fulfilment of his university degree, provided that it is presented in a manner and on a topic suitable for publication in the journal. Entries for 1976 should reach the Institute by 31st December, 1976.

"A mineral resource constitutes the principal underlying asset of a mining company, and must be exploited and managed in such a way that maximum value is derived from it. Various asset management frameworks applicable to physical assets are available. This paper focuses on the extension of an asset management approach, particularly the Publicly Available Specifications (PAS) 55 asset management framework and the International Organization for Standardization (ISO) 55000 series of standards, to mineral assets. It is concluded that PAS 55 and the ISO 55000 series of standards can be extended to manage mineral assets, resulting in an integrated approach to sustainably optimize value from the company’s mineral assets. The benefits include improved returns on mineral assets, maximum mineral asset utilization, creation of an organizational culture focused on quality and continuous improvement, and assurance to stakeholders that the mineral assets are being efficiently managed over their entire life-cycle. In the context of this paper, a ‘mineral resource’ refers to both Resources and/or Reserves as classified by the SAMREC Code. IntroductionMining involves the extraction of valuable mineral resources from the Earth’s crust. A mineral resource is unique among natural resources in the sense that it is a wasting asset, which means that its value depreciates continuously with extraction. In addition, it is often impaired from time to time as commodity price changes (Macfarlane, 2011a). Since a mineral resource is a wasting asset there is a single opportunity available to optimize value from its extraction. Mine planning involves identifying a strategy to exploit the mineral resource in a way that maximizes value at an acceptable risk level throughout the life of mine (LOM). This optimum extraction strategy changes as economic conditions change, particularly commodity prices, as well as with improvements in orebody knowledge as mining progresses. It is the mineral deposit that competitively distinguishes two different mines and dictates the location of a mine; hence the adage ‘the orebody dictates’. Therefore, a mineral resource is the primary tangible asset possessed by mining companies and must be managed in such a manner that maximizes its value at an acceptable risk level (Macfarlane, 2011a)."

Discussion J. de V. Lambrechts (Fellow): The author's paper is a brilliant follow-up of an earlier paper by Starfield and Dickson.1 I have no quarrel with Dr Starfield's computerization of a complex problem, but I do not believe that he is getting quite the right answers from his programme. My impression is that his predictions about wet bulb temperature increases in very deep mines are over optimistic; in other words, that it will be hotter than Dr Starfield predicts. This is putting my views in a nutshell. This is not the occasion on which to indulge in lengthy argument about the original paper by Starfield and Dickson, but the present paper is, after all, based directly on that earlier paper and if the one fails, the other cannot succeed. I did level certain criticisms at the first paper and cannot say that the authors' replies were very convincing. I do not think it is a sin to admit that I belong to the old school which believes in thorough field experimentation and practical trials and no amount of mathematical manipulation or physical theorizing, no matter how excellent, can make up for inadequate practical confirmation. This, as I see it, is still the crux of the matter. The original paper by Starfield and Dickson still rests on somewhat scanty practical evidence and I would be much happier if Dr Starfield's computer programme, based on the Starfield-Dickson model, had been checked against a large mass of observations in the practical mining situation. This is what both Wiles2 and myself3 had tried to do previously. What we lacked in mathematics and/or computer aids, I think the present paper by Dr Starfield lacks in practical substantiation. This is no condemnation of the author's paper which, taken by itself, is excellent but I think the final stage is still lacking, namely the bringing together of theory and empiricism in a manner acceptable to all. This may be wishful thinking on my part but I hope, within the next year or so, to come up with a modified Starfield-Dickson model in such a way that the computer answers will agree in the majority of cases with the few hundred field observations which are already on record. Hemp (Visitor): Dr Starfield's paper has very effectively rounded off one particular aspect of the general problem of heat flow in mines. The ease with which this computer programme can be used to calculate temperature increases in horizontal airways must lead to its wider use in ventilation planning and, in developing this rapid method, Dr Starfield has indeed rendered a valuable service to the mining industry. One could consider further instances of heat flow in airways in which the availability of a rapid computer method would be desirable, e.g. the flow of air down a shaft, where there is an increase in temperature due to adiabatic compression, as well as an increase in virgin rock temperature as the depth increases. However, this particular case would not present any new problems and would merely require an extension of the exisitng work. I should like in this contribution to talk about an aspect of environmental control in mines which, I think, will become more important in the future. It is well known that wet bulb temperatures are subject to fluctuations underground. In some instances, particularly in stopes, the fluctuations, both with time and position, can be considerable. The theoretical work which has been carried out on temperature increases has been aimed at the prediction of mean temperatures, and no account has been taken of fluctuations around this mean. It is questionable whether this approach will, on its own, be sufficient, particularly when temperature increases in stopes are considered. The fluctuations in air temperatures underground arise from two causes. The first of these would be the fluctuations in surface conditions, and here one could list random, diurnal and seasonal fluctuations. The second cause is the multitude of things which vary in a mine and here one could list variations in air flow quantity, sources of evaporation, heat transfer from pump and compressed air columns and, particularly in the stope, variations in air flow patterns. Fluctuations arising from surface temperature variations should be amenable to calculation, and here one envisages figures relating the decay of temperature variation with distance to factors such as air flow quantity. Fluctuations resulting from changes in the mine are perhaps more difficult to tackle theoretically and the best approach could well be to analyse underground observations. In this connection, there is a good case to be made for the increased use of statistical methods in the analysis of underground temperature measurements, and it might be of value to look at current air-conditioning practice. P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. Some of the more recent developments in Paint Technology are solvent free materials. These coatings have mainly been formulated to overcome the negative attributes of solvent-based coatings, i.e. environmental, safety and health risks, potential for solvent entrapment and osmotic blistering, as well as the formation of micro-pores during the curing process. Two solvent free liquid epoxy coatings have been used extensively on power generation plant. However, very little is known regarding their long-term performance under different exposure conditions, as well as whether these coatings actually perform better than their solvent-borne counterparts. In addition, solvent free materials are generally used where outage periods are restricted and coatings need to be applied within a very short period. Though these materials have reportedly much shorter curing times than other conventional solvent-borne coatings, little is known regarding their limits with respect to maximum film thicknesses and being put into service while still being wet/partially uncured. The latter has become common practice at many power stations in the past two years or so. In addition, the application and curing methods of solvent free materials are different to that of solvent-borne materials, and may require equipment and application process changes. This paper covers the application and performance properties of solvent free coatings in comparison to solvent-borne materials primarily intended for immersion service. Numerous coatings were evaluated under immersed static and cyclic hydrostatic pressures. Other tests included short curing / early immersion tests, dry-to-touch and dry-through curing times, adhesion tests, surface tolerance tests, etc. The results show that the solvent free materials have clear benefits with respect to safety, health, environmental and long-term performance, but will be more difficult to apply compared to solvent-borne materials.

Discussed in the paper is the redesigned reserve/resource classification for solid minerals being put forth by the authors to replace the acting Russian classification of 19961. The new version is based on the traditional foundations of former Russian classifications and the principles of the ‘McKelvey box’, both categorizing mineral resources according to the degree of geological assurance and economic viability. Based on these approaches the classification deliberately deals with both reserve and resource categories very similar to those established by the Geneva Accords in terms of definitions implied. The authors proceed from the UN-ECE proposed concept of ‘reserves’ being a part of ‘total resources’ explored in great detail by geological and feasibility studies and economically mineable at the time of reporting. The draft classification distinguishes ‘proved’, ‘probable’ and ‘possible’ categories of reserves depending on the stage of feasibility assessment carried out, i.e. the degree of detail and accuracy with which modifying factors affecting mineability of an orebody are taken into account. The reserves are regarded as a product of feasibility assessment of ‘measured’, ‘indicated’ and ‘inferred’ resources. The portions of them not having been classified as ‘reserves’ are regarded as composed of two classes: ‘subeconomic’ and ‘potentially economic’ resources (or ‘resource base’). All the cells of the classification matrix are provided with traditional for Russia alphanumeric designations and appropriate UNFC codes. The classification scheme recommended is viewed as a step forward in improvement of the State inventory and reporting mineral resources in market conditions, conducive to cross-border professional collaboration in the field of providing reliable information on the mineral rawmaterials base of the world’s economy. Besides, it recommends an easy way to get rid of amethodological error in the UNFC classification scheme where consecutive stages of geologicalexploration are identified with a single inherent degree of geological assurance. Ten Council meetings were held during the year with an average attendance of eighteen and the standing committees held forty-six meetings. FINANCE The annual accounts, which are attached to this report, show an excess of income over expenditure of R5 051 compared with an excess of expenditure over income last year of R4 608. This major reversal of fortunes is due in the first instance, of course, to the increased subscriptions. There were, however, other important contributors, particularly sales of the Proceedings of the Symposium on Open Pit Mining and profits on the operation of symposia and colloquia. It would appear from a study of the accounts that there has been a substantial drop in expenditure on secretarial fees. In actual fact, however, our total expenditure on secretarial fees was higher. A portion of this expenditure was charged against the administration of the Symposium on Open Pit Mining and, in addition, the charge against the Journal accounts for secretarial fees was increased. It will be recalled that in last year's annual report it was mentioned that subsequent to the new arrangement for publication of the Journal, the expected improvement in the finances of the Journal had been slow in materialising. After a total period of 18 months there was still no sign of improvement and it was accordingly decided to end the arrangement. As a result, the drain on the finances of the Institute was considerably lessened in the second half of the year. During the course of the year Council became concerned about the rapid depletion of our accumulated funds and gave careful and detailed attention to all aspects of the Institute's financial affairs. Particular attention was given to: 1. The fact that the Institute does not have a solid financial backing and must appeal for funds every time any special event such as a symposium is held. 2. The responsibilities of the Institute to the profession and the community, with particular reference to the desirability of establishing Institute bursaries and participating in other educational activities. 3. The rapidly rising cost of living. 4. The immediate financial position of the Institute. 5. The rapidly increasing cost of publishing the Journal due to the increasing number of papers available. In the meantime the immediate financial position of the Institute has improved but as this is due largely to non-recurring or irregular items of revenue, it should not be given undue weight. After careful consideration it was decided that an appeal should be made to industry for financial assistance, which would be used to cover the cost of symposia and other unusual expenditure and also, if possible, to build up the capital resources of the Institute so that there is a solid foundation for the future. Before appealing to industry, Council wished to be quite certain that there could be no criticism of the Institute for not having done our best in a personal capacity. Furthermore, Council examined many comparative statistics, including those circulated to members, which showed that, while expenditure per member has risen at an average annual rate of 7,5% over the last fifteen years, subscription revenue per member has risen at only 3,4% per annum. It was with this background that your Council decided to raise the subscriptions. Initial approaches have been made to the big mining groups and there has been a very generous response, although the details of how financial assistance will be provided have not yet been worked out. It seems likely that some form of affiliated company membership will be the most suitable method of achieving this. When these details have been fixed, it is the intention to extend the appeal to all corners of the mining industry as well as manufacturing and metallurgical industries. It is believed that these measures will ensure that the finances of the Institute are placed on a firm foundation on which the expanding activities can be planned. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R73 and the total fund was, therefore, increased by this amount to R4 411. The balance sheet shows that the market value of quoted shares and debentures increased during the year fron R6 540 to R9 160. The market value is now almost exactly the same as the book value. Accumulated funds now amount to R23 010 compared with R17 959 a year ago.
