This paper consolidates the key elements of seven contributions, on strategic long-term planning, to two of the three international conferences on Strategic versus Tactical approaches in Mining held over the period 2005?2008. The holistic concept of strategic long-term planning as developed and implemented at Anglo Platinum is described. Consideration is given to the planning cycle, principles supporting the construction of the long-term plan, and aspects of unique best practice as developed in Anglo Platinum. Further description of Anglo Platinum?s approach to corporate governance, including the processes, methodology, systems, unique tools and techniques that are applied to value and select capital investment options is also given.

Up to now, Topsøe WSA (Wet gas Sulphuric Acid) plants have been in operation for almost 30 years, and close to 80 plants have been sold. In spite of its unique features and ability to treat gases without any prior drying, the WSA technology has had certain restrictions with regards to SO2 concentration in the feed gas, and the overall conversion of SO2 by catalytic means has been limited to approx. 99.7%. In commercial scale sulphuric acid production on the basis of elemental sulphur and metallurgical off-gases, there is a demand for higher SO2 conversion and treatment of gases with a higher content of SO2. Therefore Topsoe has further developed its WSA technology to cope with these demands. This paper will explain more about the principles of such new development and leave the delegate with a better understanding of the potentials of the new generation of the WSA technology from Topsoe.

Beneficiation studies were conducted on a Portuguese feldspar ore, in order to obtain final products capable of being used in the ceramic industry. A simple scrubbing operation is enough to break the lumps in the feed. The ore deposit contains ca 35 x 106tonnesfrom which, by screening, three main products could be obtained. This paper focuses on the beneficiation of the 500/74 µm fraction, which constitutes about 27% of the ore, assaying 9.42% Al2O3,equivalent to approximately ca 46% feldspar, with a mean iron content of 0.29% iron oxides. Magnetic separation and froth flotation testwork was carried out, in order to decrease the iron contamination and increase the feldspar content. Magnetic separation alone decreased the iron content of the feed to values between 0.04 and 0.08% iron oxides with an average yield greater than 90%. Flotation with HF, provided a feldspar recovery of 45?46% with a concentrate assaying 17.6% Al2O3. The use of H2SO4, gave a recovery of 35?36% of feldspar concentrate, assaying 16.1% Al2O3. However, economic and environmental advantages of using sulphuric acid may compensate for the lower mass recovery. The iron content of0.12% iron oxides in these concentrates, could be reduced to 0.04?0.05%, by further magnetic separation.

A chlorination pilot plant having capacity to produce 5?10 kg/hr of titanium tetrachloride is in operation at the chlorination facility in Mintek. The bubbling fluid bed chlorination plant can be operated in batch and/or continuous process to study the chlorination kinetics of various feedstocks. The chlorination of titaniferrous ores to produce titanium tetrachloride (TiCl4) was carried out during the commissioning of the pilot plant and also as part of the titanium programme carried out at Mintek. TiCl4 is a basic raw material for producing commercial titanium dioxide pigment and titanium metal. This paper discusses the challenges faced during the commissioning and operation of the chlorination pilot plant. It also discusses the effect on the auxiliary facilities and instrumentation as a result of the harsh operating conditions of +1000°C and use of corrosive gases like chlorine and titanium tetrachloride. It discusses the effect of physico-chemical properties of the titanium tetrachloride and iron chlorides. The effect on the chlorinator refractory lining due to heating and cooling of the chlorinator is also discussed. Besides the special provisions made during the design of the chlorinator, this paper also discusses the operational experience and possible solutions to be implemented in future. A prediction model, developed by Central Mining Research Institute (India) for evaluation of fire risk rating of underground coal mine panels in bord and pillar working in respect of their proneness to spontaneous heating, is presented in this paper. The concept used in this model is innovative and user friendly. This model may be applied to a panel where extraction is carried out using any of the techniques: i) depillaring with formation of small pillars as final operation, ii) extraction by broadening of galleries, iii) depillaring with hydraulic sand stowing, and iv) depillaring with caving. Here, major fire risk parameters are short-listed and divided into three broad groups in accordance with the nature of their contribution to the spontaneous heating of a mine panel. The paper describes the procedure for estimating the fire risk rating of individual groups using separate objective type models developed for this purpose. Then it evaluates the overall fire risk rating of the panel by combining the fire risk ratings of all the three broad groups. The model is tested with the field data collected from different collieries spreading across the country and with the laboratory data for critical assessment of fitness. "The demand for energy has continued to rise worldwide in line with population growth. The majority of South Africa’s electricity is supplied by coal-fired power stations. The amount of fine coal (-2 mm) generated at coal processing plants has increased, due mainly to mechanized mining methods. Fine coal retains more water, which lowers its heating value.Drying the coal is costly and it is difficult to achieve the required moisture content. Consequently, coal fines are often discarded. An estimated 8% of the total energy value of mined coal is lost1.Fluidized bed technology is often used to dry coal thermally, but this method is expensive and has an adverse environmental impact. The objective of this study was to investigate the removal of moisture from fine coal (<2 mm) in a fluidized bed operated with dry fluidizing air at moderate temperatures as the drying agent. The effects of different air temperatures and relative humidity levels were investigated in a controlled environment. The study further investigated the influence of coal particle size on moisture removal.The drying rate was found to increase with increasing temperature. The relative humidity of the drying air had a more pronounced effect on the drying rate, even at temperatures as low as 25°C.. It became more challenging to remove moisture as the particle size decreased. The gain in calorific value was greater than the energy required to dry the coal samples, showing that a fluidized bed using moderately warm dry air is an energy-efficient drying technology. Over the last few years Lonmin Platinum and Sandvik have embarked on a unique partnership of collaboration through a systematic approach to developing equipment to mechanize and automate narrow reef platinum mining. After the initial design and manufacture of the equipment the key aspect is the integrating equipment, people and method into a mining system. Another key aspect of mechanization is the optimization of equipment utilization, and this philosophy has ensured continual evolvement of mining methods. This paper describes the trials and development that have resulted in the mining method described as Lonmin mechanized breast.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

Mineral processing models have been discussed for many years but it was not until digital computers became available about 1960 that serious attempts at circuit simulation could be carried out. Even then the work was primarily academic until PCs could be used by engineers in plants and design offices in the mid-1980s. Since then simulation has moved quickly and it is now at the point that most processes can be simulated reasonably accurately for purposes of design and optimization. There are still some significant deficiencies, notably in dry grinding and separation, and in the chemical interactions in flotation. Future work will involve: ?improvements of existing models ?dynamic simulation for automatic control and, in particular ,for training which is a weak link ?using advanced simulation models to predict liberation and separation from data acquired from SEM-based liberation analysers. Eventually mineral processes models will be part of total simulation systems which will incorporate mining and downstream processes including all environmental impacts.

Recommendations are given for the design of multi-stage spray chambers in which air flows horizontally through water sprays. A detailed description is given of one such spray chamber at Hartebeestfontein gold mine that is used for bulk cooling of the incoming ventilation air, and that has been constructed according to these recommendations. A method for predicting the performance parameters of horizontal multi-stage spray chambers is given, and the method is illustrated with some examples. The method is equally applicable to spray chambers in which the water, rather than the air, is cooled.

The role of gravity concentration in the recovery of gold from typical South African gold ores is described. The location of the concentrator in the grinding circuit is discussed, and typical capacities and operating costs are given. Some operating problems are mentioned, but the performance of concentrating equipment is not dealt with in detail since this to some extent depends on the nature of the ore. It is concluded that the main benefits are an improved recovery of coarse gold and a reduction in soluble loss. The use of a long leaching time and a carbon-in-pulp recovery system may eliminate the need for gravity concentration. but gravity concentration is seen as an inexpensive way of improving the recovery on existing plants.

Middleburg Ferrochrome (MFC), a company in Samancor Chrome, commissioned a new ferrochrome smelter in March 2009. This is a 60 MW DC-arc furnace with a DC power supply for the smelting of Transvaal chromite ore fines. With the benefit of 12 years&apos; experience with this technology while operating a 44 MW DC-arc furnace, MFC mitigated all known challenges and considered up-scaling risk in the new plant, which had a rapid ramp-up to full power in 02 of 2009. Good operating practices, as made possible by robust equipment selection, including a thyristor rectifier set of proven technology, and operation with optimal slag chemistry, leads to a safe and effective plant operation. With the optimized furnace design and a correctly sized power conditioning system, using only standard (static) harmonic filters and a correctly sized smoothing reactor, the arc furnace is not a &apos;dirty load&apos; for the utility, staying well within IEC limits for power quality. A patented arc compensation system is installed and allows for full arc position control (to compensate for magnetic field induced arc deflection) so that a symmetrical crucible is maintained, significantly benefiting refractory life. The principal benefits gained from the MFC process is the fact that ore fines are processed, without metallurgical coke, and higher chrome recoveries are achieved compared to other smelting technologies when using a DC open arc for smelting. The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

Generally, monitoring of refractory furnace linings is of interest to the metallurgical industry. The main issues are to control wear of the furnace lining and break out of molten metal. Penetration of molten metal through the lining can cause considerable damage to equipment in the vicinity of the furnace and endanger operators. Rebuilding of a furnace lining is expensive, mainly because it stops production, but also because the lining materials are expensive. Here, two methods for monitoring the lining of a smelting furnace are presented. The methods are based on monitoring of the temperature distribution in the lining, more specific monitoring an isotherm in the lining. One method is based on the assumption of unidirectional heat flow locally, reducing the problem to a set of one-dimensional heat conduction problems. The other method is based on inverse heat conduction. In this context inverse heat conduction means estimating the wear from temperature measurements using mathematical optimization techniques. The study is based on the ilmenite smelting furnace at Tinfos Titan & Iron KS. Some results from real temperature measurements and real observations from the ilmenite smelting furnaces is presented.

The heap leaching of base metal ores can be applied within a number of different scenarios, each requiring its own set of parameters to be determined during the metallurgical testwork programme. The occurrence of acid-gangue reactions and its concomitant precipitation reactions is a factor common to all cases, and requires that the optimal irrigation acid strength be found that optimises the combination of extraction kinetics, acid consumption and possible premature blinding of the heap due to precipitation reactions. For the heap bioleaching of base metal sulphide ores the oxygen requirement needs to be determined for the design of the aeration system, and the operating conditions employed need to also facilitate bacterial growth over and above the acid strength optimisation mentioned above. For the heap bioleaching of chalcopyrite, the need to preserve heat in the heap becomes yet a further parameter of critical importance. For the heap leaching of uranium ore a choice is required between either chemical or bacterial oxidation, based on economic and processing factors. Frequently the operating parameters need to be determined for a circuit in which heap leaching is combined with tank leaching and/or pressure leaching. The processing implications and metallurgical testwork approach for each case is discussed.

Ground Penetrating Radar (GPR) is an electromagnetic geophysical reflection technique that maps reflections associated with a change in electric properties of the target medium. It can thus be used to map the geometry of geological features and fractures as these can have different electromagnetic properties to intact rock. GPR was used successfully to determine the position and nature of the fractures in the tunnel sidewall, in the area of the simulated rockburst experiment. By comparing the radar scans acquired before with those acquired after the blast, it was possible to determine which fractures were reactivated by the blast and where new fractures were developed. It was found that the mining-induced fractures that formed during the development of the tunnel were re-activated by the simulated rockburst, as indicated by their increased reflectance on the radar scans. In addition, several new tunnel sidewall parallel fractures developed in the area of the blastholes. GPR thus clearly shows how and where the fracture pattern changed as a result of the blast and contributed to the understanding of the mechanisms of damage associated with the blast, and perhaps rockbursts in general.

Since 1994, South Africa has been the subject of international attention, especially in regard to its transformation initiatives, which aim to redress the post-apartheid imbalances. Mining, as a major employer and one of the major industries in South Africa, has been the focus of the government?s Black Economic Empowerment initiative with the introduction of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The historical background to South Africa?s transformation and the role of the mining industry are pivotal to an appreciation of certain aspects of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The issues around Black Economic Empowerment and the enabling of a smooth transition to the South African mining industry of the future are explored in this paper.
