Students The South African Institute of Mining and Metallurgy (SAlMM) places a high value on its student members, for these people will ultimately become corporate members and will, it is hoped, play an active role in the affairs of the Institute. Why should young persons at University or Technikon want to become members of our Institute? There are several reasons.

Uniaxial tests performed on core from instrumented sites at Amandelbult 1 shaft, Impala 10 shaft and Union Section Spud shaft showed a nonlinear elastic relationship between applied load and induced deformation. This nonlinear behaviour does not appear to be dependent on borehole orientation but in the case of the Amandelbult and Union sites appears to have been influenced by the stress condition of the rock mass at the time of drilling. Cores drilled at these two sites under destressed conditions, such as over a stope, showed a linear elastic response to the applied load whereas most of the cores drilled under relatively high radial stresses were nonlinear. The Impala 10 shaft tests, however, all showed strong nonlinear behaviour irrespective of the stress condition of the rock mass at the time of drilling, although high stress conditions may have influenced the severity of the nonlinearity. A comparison between underground stress change measurements and an elastic model indicated that the rock mass became nonlinear when the virgin stress condition was relaxed to about 10 MPa. The cores for laboratory testing were retrieved from vertical boreholes drilled up from the centre of a stope and from horizontal boreholes drilled over pillars and stopes at about 600 m, 1 100 m and 1 400 m below surface for the three sites respectively. The k-ratios under virgin conditions were estimated from sockets, modelling and stress measurements to be 1.0, 1.3, and 0.5 for the Amandelbult, Impala and Union sites respectively. Of the three sites, therefore, Impala 10 shaft appears to have had the highest virgin stress state. Tests performed on similar rocks from shallower depths at Impala Platinum essentially showed a linear relationship between stress and strain. From the small Impala Platinum rock test database available to the project, it appears that the nonlinear elastic behaviour initiates at this mine from about 1 000 m below surface and seems to become progressively more nonlinear below this depth. In addition, the nonlinear elastic rocks are weaker, have a lower Young?s modulus and a higher Poisson?s ratio than their linear elastic equivalents. Interestingly the tangential Poisson?s ratios of the nonlinear elastic materials are often greater than 0.5 at 50% of the failure stress, suggesting an early failure initiation. The paper describes the microscope and modelling work done to determine the causes of the nonlinear behaviour and discusses some implications of the behaviour for deep-level mining.

Members are advised that the Council has decided to change the format of the Journal from the present size to the standard international A4 size with effect from August, 1969. By making this change we will be conforming to more general practice today in regard to publications and this should effect certain economies and facilitate selling of advertising space. It has been arranged that in future the publication of the Journal, including advertisement sales, will be handled by Kelvin Publications (Pty.) Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Institutes. While making these changes, the opportunity is taken of redesigning the outer cover of the Journal to incorporate the new coat of arms. The Council trusts that these changes will meet with the approval of members.

The multi-reef area of Cooke 3 Shaft provides a unique mining challenge on account of the very thin middlings between the pay bands and the marginal values of the reef. It is uneconomic or impractical, because of the excessive heights, to mine the middlings using conventional stoping methods. The development of suitable mining methods is discussed with particular emphasis on the control of water inflow and the policy of not jeopardizing or sterilizing other reef horizons by the mining method implemented. No definite solution is currently available, but with the aid of instrumentation, computer analyses and mechanized mining equipment, the mine continues to attempt to maximize extraction and profits.

Owing to the strategic value of organic solvents, an investigation was conducted on the reduction of solvent losses at the Buffelsfontein solvent-extraction plant. It was established that the major cause of the high solvent losses was the high content of suspended solids in the uranium pregnant solution. To improve the clarification of the pregnant solution, it was decided to replace the conventional sand clarifiers that were being used at that stage. After pilot-plant tests had been conducted, a circulatorclarifier 16 m in diameter was installed to treat 9000 m3 per day of pregnant solution containing approximately 500p.p.m. of suspended solids. The clarifier was commissioned successfully, and yielded an overflow containing approximately 80 p.p.m. of suspended solids compared to the previous value of 250 p.p.m. This reduction in suspended solids immediately resulted in a decreasing trend In losses of organic solvent, finally yielding a reduction in these losses of approximately 50 per cent.

Current practice for the recovery of platinum group metals (PGM) from flotation concentrates is by energy-intensive smelting processes followed by separation and refining of the base and precious metals. Energy costs are rapidly increasing in South Africa and this trend is forecast to continue in future years. Moreover, the smelting operations are highly susceptible to deleterious constituents, particularly chromite; and the increasing tonnages of UG2 chromititic ore being mined results in an increasing chromite content of smelter feeds. Hence there is a substantial incentive to assess and implement alternative processes to smelting for the treatment of PGM concentrates. The Kell process is a patented hydrometallurgical alternative to smelting that is totally insensitive to the chromite content of the feed concentrate and comprises three commercially proven unit operations (pressure oxidation leaching of base metals and sulfur, roasting and chlorination of precious metals). The Kell process provides the opportunity for existing and new PGM producers to significantly reduce their energy consumption, and in particular their consumption of electricity, by removing the need to smelt PGM concentrates. Energy costs, greenhouse gas emissions and installed power requirements are also much reduced. Compared with smelting and refining these reductions are calculated as: ? Total energy consumption-50% reduction ? Electrical energy consumption-84% reduction ? Energy consumption costs-76% reduction ? C02 emissions-70% reduction ? Installed power requirement 92% reduction. The data obtained from simple laboratory batch amenability testing can be readily applied to the Simulus mass and energy balance simulation procedure to determine energy and reagent consumptions, equipment selection and process optimization. The applicability of Kell to treating low-grade 'dirty' concentrates with high UG2 content as well as to polymetallic concentrates containing base metals as the major payable metals with subordinate PGM means that these savings can also be expected when the process is used for treating a range of concentrate types and grades. (Rhodes), Ph.D. (Liverpool) (Fellow), and G. T. W. ORMROD (Visitor) A correlation between the potential of a U02 electrode and the rate of recovery of uranium has been proved in laboratory and plant trials. When the recovery rates change because of variation in the concentrations of Fe(III), Fe(II), SO4 'and H+, a positive correlation is observed. However, an 2- increase in the concentration of phosphate in solution produces an increase in the U02 electrode potential but a decrease in the rate of leaching of U02. The correlation between the U02 electrode potential and the rate of leaching of U02 is then negative. It is concluded that, as a control device, the electrode cannot compete with the platinum electrode for use on certain plants. Nevertheless, the U02 electrode will act as a useful warning device if the total concentration of iron in solution decreases to below a level concomitant with the economic recovery of uranium. Furthermore, because of the positive correlation between the U02 electrode potential and the phosphte concentration, the electrode will also be of value in the detection of an increase in the phosphate level in solution. When it was incorporated in a suitable industrial probe, the electrode was found to be able to withstand the rigours of the leaching conditions in a large pilot-plant pachuca, and only failed after six weeks' operation.

Uranium in the tetravalent state has very low solubility in acid and alkaline solutions and needs to be oxidized to the hexavalent state to become soluble. In acid leaching of uranium the uranium is oxidized by ferric iron, which in turn is reduced to ferrous iron. The reduced iron needs to be oxidized to the ferric form to allow the uranium dissolution reaction to proceed. This paper considers the known and proven oxidants used in acid leaching of uranium. These include manganese dioxide, sodium chlorate, hydrogen peroxide, ferric iron, oxygen and sulphur dioxide/air (oxygen). The reaction chemistry of each oxidant as well as the practical applications are considered and discussed. All the oxidants discussed work adequately in acid leaching of uranium and it is possible to engineer solutions for the use of the oxidants in acid leaching on plant scale. The availability and supply of the oxidant as well as the cost and environmental impact of the oxidant plays a major role in the selection of a suitable oxidant. The location of the plant will also have an impact on these issues.

A colloquium on industrial minerals entitled' A Strategy for Growth in the Industrial Minerals Sector' was held at Mintek on 5th November, 1991, under the auspices of the Extractive Metallurgy Sub-Committee of the SAIMM. The SAIMM had not been previously active in the field of industrial minerals, and the programme was designed to appeal to the middle management of mining and manufacturing companies in the industrial-minerals field. A total of 86 registered for the Colloquium, a predominance of the delegates (65 per cent) being non-members of the SAIMM. Two overseas delegates were registered after announcements

I had the good fortune to attend the above Conference which was held in Kanpur, India, on 11-15 December, 1995. The Conference was held in honour of Professor P.C. Kapur of the Indian Institute of Technology in Kanpur. Professor Kapur was one of the early students of legendary teacher and researcher of mineral beneficiation, Professor Doug Fuerstenau of the Department of Materials Science and Engineering at the University of California at Berkeley. I have attended my fair share of international conferences and this one certainly rated at the top of the list on several counts. With an open-hearted hospitality which one might almost take for granted once you have spent some time in India, the organizers of the Conference looked after every need of their guests, including breakfast and transport to and from the conference centre, wonderful traditional lunches and dinners and outstanding entertainment in the evenings. The papers were generally of a high standard, and debate flowed enthusiastically and freely. Several international guests delivered seminal papers in their fields as discussed below.

ABSTRACT: In this paper, the stability evaluation and bifurcation criteria are presented for the Jinping arch dam structure. The bifurcation models in failure status of the arch dam are derived from the uniqueness of the controlling equation of dam behaviours, and the relative phenomena between positive definition of dam structural tangent stiffness and bifurcation are given in the paper. Then the structural collapse criteria for arch dam are discussed based on the energy mode. A stability criterion of dam based on the connection of yield zones is proposed according to the implementation of elasto-plastic FEM (finite element method) numerical analysis. In accordance with this judging method, nonlinear FEM analysis is used for Jinping arch dam. The failure process of the Jinping dam was simulated and yield zones were found under the overloading condition. The use of machine vision in the monitoring and control of metallurgical plants has become a very attractive option in the last decade, especially since computing power has increased drastically in the last few years. The use of cameras as a non-intrusive measurement mechanism not only holds the promise of uncomplicated sampling but could provide more consistent monitoring, as well as assistance in decision making and operator and metallurgist training. Although the very first applications of machine vision were in the platinum industry, no automated process control has been developed for platinum group metals (PGMs) as yet. One of the reasons is that to date froth features could not be related to key performance indicators, such as froth grade and recovery. A series of laboratory experiments was conducted on a laboratory-scale platinum froth flotation cell in an effort to determine the relationship between the platinum grade and a combined set of image features and process conditions. A fractional factorial design of experiments was conducted, investigating 6 process conditions, namely air flow rate (x1), pulp level (x2), collector dosage (x3), activator dosage (x4), frother dosage (x5) and depressant dosage(x6), each at levels. Videos were recorded and analysed to extract 20 texture features from each image. By using artificial neural networks (ANN), the nonlinear relationship between the image variables and process conditions and the froth flotation grades could be established. Positive results indicate that the addition of image features to process conditions could be used as sufficient input into advanced model based control systems for flotation plants. The concepts involved in flotation research are discussed and aims are presented. Three different method. of investigation can be used, all of which are applied at the National Institute for Metallurgy (N.I.M.), and these are the empirical, trial and error method, the chemical engineering method, and the physicochemical approachs This paper is devoted to the last of these. Because of the complexity of the physicochemical interactions involved, the work has, to a large extent, been concentrated on only one aspect, viz. the interaction between the mineral surface and reagents in solution, which was considered of major importance in the understanding of the process. The aspects on which work has been done are the concentration of uranium, the reaction between salt minerals and fatty acids, mixed xanthate-cationic collector systems, and the reaction between sulphide minerals and thiol reagents. Selected problems from the first two of these are discussed in some detail and deal with the agglomeration flotation of uranium and the chemical control of the flotation process for phoscorite. A detailed discussion is also presented of the progress made in the understanding of the interaction between sulphide minerals and thiol reagents, which is of more general application. Finally, an indication is given of the future direction of physicochemical research at the N.I.M.

The chromium oxide in stainless steel slags usually exists as Cr2O3. However, there is a possibility that it is oxidized to hazardous CrO3 after disposal or during use. Therefore, some technical developments to reduce chromium oxide by using a smelting reduction technique have been reported recently. This paper describes the fundamentals of the technique which have been applied to ferrochromium production and reviews the recent results in literature.

Alternative procedures for the recovery of gold from old sand dumps are discussed, with emphasis on the use of heap leaching. The modification of material to improve its permeability prior to heap leaching is not currently receiving much attention in South Africa. The channeling of solutions through heaps and the high consumption of reagents sometimes ascribed to heap leaching can, as shown by the results described in this paper, be lessened by desliming of the sand prior to heap leaching and the treatment of the resulting slimes fraction by agitation leaching and carbon-in-pulp. This combined procedure results in a higher overal recovery of gold. Alternatively, the sand can be heap-leached as it is after agglomeration with lime and cement, which improves the mixing and neutralization of the material, as well as lessening the probability of channeling.

Written contribution E. Wroth* (Visitor): The technical aspects of the assistance scheme which IS provided for in the Gold Mines Assistance Act, 1968, and certain consequential amendments to the Income Tax Act, 1962, are explained by Dr Krige. The object of this contribution is to explain the working of the Gold Mines Assistance Act (hereafter referred to as the 'Assistance Act') for the benefit of those concerned with the tax and assistance assessments of gold mining companies. The views expressed do not necessarily reflect the Revenue Department's interpretation of the legal provisions involved. 1. MINES WHICH QUALIFY FOR ASSISTANCE 1.1 The assistance scheme is applied on a selective basis. Mines which qualify for assistance are defined in the Assistance Act as 'assisted gold mines'. The requirements for classification as an assisted gold mine are that: (i) the mine be a producing gold mine; (ii) it would be likely to close down within eight years if not assisted; and (iii) with State assistance its life would be appreciably prolonged and there would be a significant increase in production of gold or uranium, or of both gold and uranium. 1.2 A mine is only considered for classification as an assisted gold mine on application. Such applications must be made to the Mining Leases Board through the Government Mining Engineer. Classification of a mine as an assisted gold mine is at the discretion of the Minister of Mines who acts in consultation with the Minister of Finance and has regard to the recommendations of the Mining Leases Board. 1.3 The Minister of Mines will impose conditions subject to which a mine is to be classified as an assisted gold mine. The most important will be that the mine must immediately lower its operating pay limit, as normally calculated, by a percentage fixed by the Mining Leases Board and conduct its future mining operations in accordance with the average grade of its ore reserves determined on the basis of such lower pay limit. l.4 The Minister will fix the date as from which classification as an assisted gold mine is to be effective. So long as the mine has operated on the basis of the lowered pay limit for at least three months during the particular year of assessment, he would normally fix the effective date as the first day of the year of assessment.

The new mineral royalty regime for South Africa was signed into law in November 2008, with its main objective being to compensate the State for the depletion of public minerals through a royalty charge payable from 1 March 2010. The aims of this paper are to establish the potential impact of mining royalties on State revenues, industry affordability, and explore whether the dual formula system is likely to encourage miners to become refiners. It also measures the royalty dispensation against economists? tax standards in an attempt to make a judgement on the ?equity? of the new system. This paper argues that most stakeholders should be comfortable with most of the requirements of the Act for most of the time. However, the new regime is unlikely to motivate miners to become refiners, as the benefit of the reduced rate on refined minerals appears to be insufficient to justify the additional costs to refine the mineral resource to the prescribed states of beneficiation.

The composition of ferromanganese slag is very important as it determines the slag/metal equilibrium relations including MnO content of final slag, melting relations and slag viscosity. The slag composition is further expected to influence the process temperature. The properties of ferromanganese slags are suitably described by its basicity and A/S mass ratios. The influence of slag basicity has been discussed in the previous papers. The present paper will discuss the effect of Al2O3 on melting relations, viscosity and MnO-content of final slag. This discussion will be based on assessed thermochemical databases and a recently developed viscosity model.

The corrosion behaviour of a high-quality rebonded magnesia-chromite refractory in contact with a vacuum oxygen decarburization (VOD) slag with high Al2O3content (15?20 mass per cent) is investigated under VOD process conditions by rotating finger tests in a vacuum induction furnace. The refractory degradation mechanisms are studied by the characterization of corroded microstructures using scanning electron microscopy, equipped with energy dispersive spectroscopy.
