SYNOPSIS This report outlines the development of a model to simulate the radiometric sorting of gold- and uranium-bearing ores. The developed program indicates the optimum mass, reject percentage, and expected reject gold and uranium grades for a radiometric sorter. It achieves this by statistical analysis of the data gathered from a large sample of rocks in the required size range for a particular mine. The program can be used in the optimization of existing sorters, as a design tool for new radiometric sorters, and in feasibility studies on radiometric sorting.

A computer-aid is described that is designed to calculate steady-state material balances for ore-dressing circuits. The program determines the material balance from a specification of the process condition. No mathematical models or data adjustment techniques are employed. As such the program complements existing simulation and material balance 'smoothing' packages. The process condition is specified using performance indicators. These are significant parameters in the industry with which all practising mineral processors are very familiar. The program employs an equation-oriented technique for material balancing and so has had to deal with the difficulties peculiar to that approach.

Palabora Mining Company is operating a copper block cave mine in the Limpopo Province of South Africa. The mine was developed in the late nineties with a target ore reserve of 220 million tonnes of carbonatite at 0.69% copper. At 30,000 tonnes per day the operation had an estimated life of mine of approximately 23 years. Cave induced open pit side wall failure occurred in late 2004 with 130 million tonnes of waste reporting to the bottom of the open pit. This failure resulted in potential sterilization and dilution of the ore reserve and subsequent reduction in life of mine. Physical and numerical modelling indicated potential losses of up to 30% of the original ore reserves. Cave Management tools based on throughput principles are utilized to manage the failed waste ingress and ensure an optimum life of mine. Extracting the maximum rate possible, as soon as draw points are commissioned, with the view of achieving the highest production in the short term, is any mining operation?s goal as more money is required sooner. This approach, of course, improves the cash flow but presents a risk in the cave propagation profile as overall draw control is compromised. At Palabora it is evident from a Mineral Resource Throughput Management (MRTM) point of view that maximum production in the short term is not the solution. If high production rates are achieved and the profile of the cave is not manage correctly, this results in failed waste reporting to draw points earlier with adverse effects on grade. This would effectively and significantly shorten Palabora?s Life of Mine. The applications of good MRTM principles are required to assist the value chain for sustained profitability. The process commenced with change management paving the way for a better understanding and a holistic view for all role players.

A study of the arrangements for pulp discharge on pebble mills, and their influence on mill performance by A. H. MOKKEN, B.Sc. (Eng.) (Rand) (Fellow), G. K. I. BLENDULF, M.Sc. (London) (Member) Although used for many years in the gold-mining industry, the conventional pan lifter at the discharge end of a pebble mill has hindered attempts at optimization of speed of rotation and pulp flow. A theoretical approach to flow patterns in pan lifters has pointed to limitations in the capacity of these lifters, with capacity decreasing as speed of rotation is increased. Complete elimination of the pan lifter by the adoption of peripheral or end discharge has resulted in a marked increase in pulp flow and an improvement in power utilization. Assays of the gold content of pulp discharged after a mill stoppage from mills fitted with pan lifters show values well in excess of the current milled grade, which indicates an accumulation of gold particles in the mill and, therefore, a longer retention period. The same could apply to other heavy minerals and metals present in the ore feed or worn off mill linings and metallic grinding media. Examples are osmiridium, fine iron and iron alloys, and copper and sulphide minerals. This phenomenon is attributed to the higher specific gravities of these metals and minerals, causing them to migrate towards the mill shell, from which position they are not readily removed by the lifters at the discharge end of the mill. The close association of gold particles with iron and sulphide minerals in the crevices of mill liners might be conducive to the formation of coatings on the gold. Assays of samples of milled pulp taken from a mill designed for end discharge show a lower accumulation of gold. The accumulation and nature of these gold particles are being studied at present. With increasing diameters of pebble (or autogenous) mills, peripheral or end discharge appears to be the preferred method of pulp removal.

The perception exists in many organizations that, once an energy management system is employed, there need not be any further adjustments to such a system. This is not true, as the field of energy management is a dynamic field, and constant feedback and adjustments are needed to enhance the efficiency of a system to the point that substantial pay-back can be obtained. It is stressed that for any energy management system to be successful, careful planning should permeate through the organization, from the top level decision-makers to the workplace. This paper describes a dynamic technique by which energy management strategies can be evaluated by viewing the effects of the strategies on the organization as a whole.

"The objective of the study was to determine the type and distribution of rare earth elements (REEs) in the phosphate flotation concentrate from the Esfordi flotation plant in central Iran, in order to understand their leaching behaviour. Samples of the concentrate were prepared and analysed using XRF, XRD, ICP, and EMPA. The Ce, Nd, La, and Y contents were 5608, 2227, 1959, and 679.7 mg/kg, respectively. The main REEbearing minerals in the concentrate are fluorapatite, monazite, and xenotime. Apatite is the chief mineral of the concentrate and the ratio of apatite to monazite is greater than 60. From EMPA analysis, monazite contains a much higher proportion of REEs than apatite, but more than 50% of the REE content of the concentrate is in apatite, as this is the main mineral constituent of the concentrate. During the leaching of REEs in the phosphoric acid production process, more than 99% of the total rare earth values report to the large amounts of phosphogypsum (CaSO4·2H2O) formed during the dissolution reaction. Accordingly, two process options are suggested for treating the Esfordi concentrate. In the first option, the concentrate is treated with 98% H2SO4 at 200–300°C. After digestion and water leaching, phosphorus and REEs are precipitated out of solution. In the second option, the concentrate is treated in a pre-leach stage. The process residue from the pre-leach stage is then subjected to acid digestion at elevated temperature for phosphoric acid production.IntroductionThe rare earth elements (REEs) comprise a set of 17 chemical elements in the periodic table, specifically the 15 lanthanides plus scandium and yttrium. REEs and alloys that contain them are used in devices such as computer memory, rechargeable batteries, cell phones, catalytic converters, magnets, fluorescent lighting, and many more (Krishnamurthy and Gupta, 2004). China supplies about 94% of the REE demand, with the remaining 6% coming from Russia and Estonia, the USA, India, Malaysia, and Brazil (Zhanheng, 2011). Increased industrial development in China has prompted the Chinese government to limit annual export quotas to approximately 35 kt of rare earth oxides (REOs), while non-Chinese annual demand is expected to reach 80 kt by the year 2015. This constriction of supply is being met by the development of many new rare earth mining projects, each of which has its own unique mining and processing challenges (Jordens, Cheng, and Waters, 2013). One of these projects is the Esfordi phosphate project, which is located in Yazd Province in central Iran. The concentrate from the Esfordi flotation plant contains 1.2–1.5% REEs."

In late 1997 a request was received to assist with determining the powered support unit (shield) load capacities for the planned 2 seam short wall. This project had a number of aspects which made it attractive to utilize numerical modelling in conjunction with other more conventional design tools in the design of the shields. Amongst these were: The 2 seam panels were to be laid out about 25 m below the previously short walled 4 seam, the 4 seam had in turn been over-mined by the 5 seam long wall, the proposed face height of the 2 seam short wall was 5.5 m while the 4 seam had been mined at 4 m. The top seam in the area (5 seam) had been mined at between 1.5 and 2.2 m high, the face conditions with about 95 m of broken material applying dead weight loading to the 2 to 4 seam inter-burden septum were hard to predict and cyclical loading due to the presence of strong sandstone bands in the 2 to 4 seam inter-burden. The basic thrust of the study was to take the known, and successful, situation (4 seam short wall) and carry out comparative modelling to enable prediction of likely 2 seam conditions. Some two dimensional aspects studied were: 5 m goaf hanging up behind shields, stresses in beams to determine likely first goaf roof span, stresses in cantilever beams to asses cyclical loading due to sandstone bands in the interburden being loaded by the overlying goaf and stresses on chain and crush pillars adjacent to the goaf edge. Three dimensional aspects that were investigated included: Load distribution along face for close goafing and 5 m goaf hang-up and load in a 1 m wide rib modelled in the position of the powered support units. From the modelling it was possible to determine the optimal shield leg capacity of the new 2 seam equipment. These outputs were used when drawing up the technical specifications for manufacture of the new equipment. The face was successfully commissioned in August 2002. Parmi ces aspects se trouvaient : Les panneaux de la couche 2 devaient être placés environ 25 m au dessous de la couche 4 courte taille ; la couche 4 avait été remplacée par la couche 5 longue taille ; la hauteur de taille proposée pour la couche 2 courte taille était 5.5 m, tandis que la couche 4 avait été exploitée à 4 m. La couche supérieure de la région (couche 5) avait été exploitée entre 1.5 et 2.2 m de hauteur ; il était difficile de prédire les conditions de taille, avec environ 95m de matériaux cassés ajoutant une charge morte à la plaque de séparation entre les couches 2 et 4 et un chargement cyclique causé par des bandes de grès dans l’entre-fardeau 2-4. L’idée principale de l’étude fut de prendre la situation connue et réussie (couche 4 courte taille) et de faire une modélisation comparative pour prédire les conditions probables de la couche 2. Certains des aspects à double dimension qui furent étudiés étaient : Un accrochage de remblai de 5m derrière les boucliers ; contraintes dans les poutres pour déterminer le premier intervalle probable entre remblai et toit ; contraintes dans les poutres en porte-à-faux pour évaluer le chargement cyclique causé par les bandes de grès dans l’entre-fardeau qui est accablé par le remblai et les contraintes sur les piliers par chaîne et d’écrasement adjacents au bord du remblai. Aspects à trois dimensions qui furent étudiés : Distribution de la charge le long de la taille pour les remblais proches et l’accrochage de remblai de 5 m et la charge dans une nervure de 1 m de large modelée dans la position des unités de soutènement mécanisées. La modélisation a permis de déterminer la capacité de portée optimale du bouclier du dispositif nouveau pour la couche 2. The court in Baleni v Minister of Mineral Resources [2019] 2 SA 453 GP and [2020] 4 All SA 374 (GP), deliberated on the protection of rights of a community holding informal land tenure under Customary Law. The contention related to the necessary level of consent needed to acquire a mining right over such land. Moreover, whether consultations with such communities (Section 23, Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) or consent (Section 2, Interim Protection of Informal Land Rights Act, No. 31 of 1996 (IPILRA)) was required to acquire such right. The case has a significant bearing on the granting of mining rights in South Africa, and the discretion of the Minister of Mineral Resources (the Minister) in this regard. However, the objectives of the MPRDA and IPILRA do not dovetail, therefore consultation and consent are not mutually exclusive (Tlale, 2020). This note argues that, despite the resounding victory of this case, the peripheral basis surrounding the decision and the various levels of engagement require serious deliberation. Equally, the degree of reliance on the IPILRA requires clarity to avoid aborting the fundamental objectives of the MPRDA. This paper provides considerations and recommendations that may reduce or eliminate the tensions between the statutory and socio-economic rights in the application of the two statutes.

Open pit slope design has conventionally been effected as a bottom up function utilising available geotechnical information. This results in a decision criterion based on Probability of Failure and Factor of Safety with a risk assessment being carried out on the proposed design slopes. The design approach recommended reverses the process using fault event tree decision methodology. The consequences of this approach are that acceptable risk criteria have to be determined by mine owners. Slopes are then designed by the technical staff to achieve these corporate goals. Benefits that arise from the process are that the owners take a proactive decision on the risk benefit relationship allowing the technical staff to optimise the geotechnical exploration programme and design.

Most processing plants use automatic samplers to extract ore aliquots along a producing shift. These aliquots are combined into a sample normally sent to lab analysis. The sampler used in the extraction of an aliquot from a continuous flow of ore, i.e. a belt conveyor is required to be both precise and accurate. Surprisingly, not all commercial automatic samplers exhibit these two mandatory properties. Consequently, it is recommended the development of a procedure able to check sample assays reproducibility obtained using a given sampling protocol. This paper uses the Gy’s sampling theory to evaluate coal quality control practices at a washing plant using an automatic sampler extracting coal increments from the ROM feeding belt conveyor. Gy’s theory provides the means to establish the precision limits for a given sampling protocol. Various ore properties are required to be determined in combination with sample mass and mass of the lot sampled. All this information leads to the definition of the precision limit. The precision limit obtained was checked via an experiment mimicking what happens in situations where both miner and consumer use the same and appropriate sampling practices. The experiment demonstrates that sampling theory precision limits were valid if unbiased samplers are used by both parties, i.e. miner and consumer. Keywords: sampling, quality control, coal

This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

"A renewed interest in nuclear power around the world in order to reduce greenhouse gas emissions is going to increase demand for uranium as fuel. This will result in more uranium being mined, which will in turn increase associated environmental pressures, such as fresh water use. A move to lower quality waters containing impurities such as chloride would help alleviate these pressures. In this work, we determined the uptake characteristics of weakly basic anion exchange resin Ps-EDA towards uranium from saline solutions in a dynamic flow column. Breakthrough curves were produced, with suppression of uptake being observed for chloride concentrations above 5 g L-1. Calculated resin saturation capacities at zero and 5 g L-1 chloride are comparable with literature values for strong-base anion exchange resins, and exceed those published for weak-base resins up to 20 g L-1 chloride. Data has been fitted to multiple breakthrough models, with the modified dose-response model most effectively predicting uranium recovery. The results show that the ethylenediamine functionality could be suitable for use in future uranium processing flow sheets where a high-saline lixiviant is used. IntroductionIon exchange (IX) is a key technology in the uranium mining industry and is well established for the extraction of uranium from both acidic and alkaline leach liquors (Edwards and Oliver, 2000). It was first employed in 1952 at the West Rand mine in South Africa (Ford, 1993; Taylor, 2016). H2SO4 and Na2CO3 are the most commonly employed lixiviants used to solubilize uranium in acidic and alkaline leach conditions respectively. The chemistry of these systems causes uranium to form anionic sulphate or carbonate complexes, which can be taken advantage of by anion exchange resins.Another major technology for the extraction and purification of uranium from leach liquors is solvent extraction (SX). This technique involves the extraction of uranium from the aqueous phase into an immiscible organic layer. Although this is a commonly used method, there are major drawbacks to it, including the use of large volumes of flammable solvents, solvent loss, phase disengagement, third phase formation, and the production of problematic degradation products (Veliscek-Carolan, 2016). These problems can be circumvented through the use of IX resins."

A challenge in mine planning is the optimal allocation of resources to the appropriate workplaces within the shift cycle (labour, equipment type, and other resources) in order to carry out the shift cycle activities, achieve planned production targets, and ultimately maximize production within all infrastructure constraints. Generally, detailed mine planning is done on a monthly basis at a workplace level in order to determine the production targets. The production supervisor, mine overseer, or equivalent production manager must then make the appropriate resource allocation trade-off decisions on a daily basis per shift to try and deliver to the plan and required production target. Due to the complexity and number of permutations of possible resource allocation decisions, it is impossible for a human brain to make the appropriate and optimal allocation decisions that will result in achieving the maximum or target production. These allocation decision permutations must deal with the current status of workplaces (availability, position in the cycle etc.), the status of equipment availability (available, planned maintenance, or breakdown etc.), distance between the workplaces (traveling time of equipment between workplaces, etc.) and equipment type required for that shift cycle activity. All these factors need to be taken into account in resource allocation to plan for the shift, and even during the shift if a major piece of equipment becomes unavailable or a workplace activity is not progressing as planned. This paper is a case study on how an optimization algorithm can be used to create a production planning system for optimization of resource allocation in a mechanized underground platinum operation. A business case for optimal allocation of resources is demonstrated and compared to the current manual planned allocation.

The Metsep Process for the separation and recovery of zinc, iron, and hydrochloric acid from spent pickle liquors by T. H. TUNLEY, B.Sc. (Ch em. Eng.) (Visitor), P. KOHLER (Visitor), and T. D. SAMPSON, Pr. Eng., B.Sc. (Chem. Eng.), B.Econ. (Visitor) A spray roaster has been installed in the Johannesburg area for the treatment of spent liquors from a variety of small pickling operations. A new process was developed for the processing of the liquor that is contaminated with zinc chloride, and a commercial plant was built incorporating this process. An ionexchange plant separates the zinc from the iron chloride, and a liquid-liquid-extraction plant converts the zinc chloride to zinc sulphate and recovers the hydrochloric acid.

Geological, tectonic, geochemical and geophysical data were utilized for the mineral resource assessment of the Biga Peninsula in NW Turkey. During the deductive phase of the project multivariate statistical methods were applied to accentuate characteristic parameters which sufficiently describe the different types of Pb - Zn mineralization. The parameters most likely to be indicative of mineral occurrences were determined. In the following prognostic phase these parameters were further statistically treated to determine favourability indexes for the occurrence of a deposit within each cell of the training area. Preliminary results of probabilistic, univariate and multivariate methods are presented.

Recent developments in survey techniques and measuring equipment now allow for an accurate assessment of external coating condition and cathodic protection performance. These developments build on 20 years of experience of using Direct Current Voltage Gradient (DCVG) and Close Interval Potential Survey (CIPS) methods. The techniques use the latest advances in measurement systems coupled to a bespoke data processing system. The paper describes tests and trial surveys carried out on a hydrocarbon transmission pipeline in West Africa during 2005. The survey works described and conclusions drawn are from the data collected. Of particular interest are the apparent capacitance effects which are thought to occur under disbonded coating and the characteristics that these may show on the integrated CIPS and recorded DCVG profiles. This paper was originally presented at the Cefracor conference in Aix, France, in June 2006 The pipeline was originally installed on a phased basis between 1989 and 1994. The external coatings were three layer polyethylene factory coating and shrink sleeve field joint coating. An impressed current cathodic protection system was installed. The pipeline has subsequently been affected by disbondment of the coatings. It was a primary objective of the trials to attempt to identify such affected areas. In addition to a technically detailed account of the survey works undertaken and the results obtained the authors will consider the practical and commercial aspects of these surveys with input that provides a perspective from the specifier, pipeline surveyor, pipeline operations personnel and the pipeline owner. It is intended that the data presented will provide greater awareness of the benefits and limitations of the techniques used and their role for both stand-alone interpretation and the integration of the survey information with other inspection methods used for external corrosion assessment. The application of the described techniques is well developed and proven to locate and characterise through?coating defects and to provide a full audit of cathodic protection status. However, the possibility of the techniques being able to indicate disbonded coating is unproven and further tests and trials are planned which may allow a greater understanding of the electrical characteristics which are believed to be associated with disbonded coatings which may or may not be filled with an electrolyte. Further work is currently planned in West Africa, South Africa and Scotland in order to improve the understanding of this technique and to determine if the reported indications do actually represent a method of locating disbonded coatings. The feasibility of employing a multi-stage column for the recovery of gold from cyanided pulps using extruded carbon was investigated on a pilot-plant scale. It was anticipated that the column contactor would have certain advantages over conventional carbon-in-pulp plants. The feed pulp was screened to remove particles larger than 200 µm and was diluted to a solids concentration of about 23 per cent. The column was operated continuously for 24 days at a pulp flowrate of about 60 l/min and a carbon flowrate of 44 litres per day. The average gold concentrations in the barren pulp 12 hours and 24 hours after the carbon transfer were 0,012 and 0,031 mg/l respectively. The average gold concentration in the solution phase in the feed was about 2,0 mg/L. The average gold Loading on the carbon was 6290 g/t. Calcium carbonate was removed from the loaded carbon by treatment with 0,5 bed volumes of 2,8 per cent hydrochloric acid solution at ambient temperature. The calcium concentration was reduced from about 17 000 to about 500 g/t The carbon was eluted by the Zadra procedure at atmospheric pressure. The results of the elution were highly satisfactory, the gold concentration being reduced from about 6000 to about 20 g/t in 48 hours. The eluted carbon was regenerated in a Rintoul kiln at about 700°C. The activity of the regenerated carbon was found to be at least as high as that of fresh carbon.

The intention is to solve a series of problems in the flotation and desiliconisation of complex bauxite; aiming to achieve monomer dissociation of target minerals based on process mineralogy. According to the mineral surface, there are differences in physical and chemical properties and the molecular design theory of flotation agents. Designing the polar and non-polar groups of the bauxite flotation collector to make the reagent group easily combine with the mineral to form a cyclic chelate, will enhance the collection performance, and strengthen the drug selection performance. Developing a new type of positive flotation collector for bauxite with small dosage, strong selectivity and low foam volume. The classic technique to remove impurities in a cobalt stream is selective precipitation. This is usually followed by re-leaching to produce an advanced electrolyte for cobalt electrowinning. Although this technique ensures an adequate cobalt concentration in the electrowinning circuit, some of the consequences include unwanted losses through the numerous selective precipitation steps resulting in lower recoveries. One plant that currently utilizes selective precipitation is the Luilu Metallurgical Plant (Luilu) in the Democratic Republic of the Congo. This paper evaluates the benefits of using solvent extraction technology as a purification step in the Luilu Process with the aim of further increasing the overall cobalt recovery and to ensure that a suitable cobalt concentration in the advanced electrolyte is achieved. The implementation of a solvent extraction-electrowinning process is found to be beneficial in terms of achieving improved recoveries and cobalt cathode quality, however there are many other factors that impact the success of converting from the classic precipitation process used at Luilu.
