PAPER FOR PRESENTATION The Vice-President: "It is my pleasant duty to call on Dr du Toit to deliver his paper, entitled, 'The functional relationship between dust hazard and the rate of collecting funds to pay compensation for pneumoconiosis'." After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. OBITUARIES The President: "Before starting on the agenda the first item, of course, is unfortunately obituaries and it is my sad duty to announce the death of the following: I would like to start with a person who is not actually a member of the Institute but who, in his capacity as President of the Chamber of Mines, was Honorary President of this Institute three times and I refer, of course, to Mr Herman Calderwood Koch who passed away last Saturday. Then I would refer to Richard Beaumont Tasker, Life Fellow, who joined this Institute in 1932, and who died on the 22nd of October, 1970. Then, lastly, Mr Jean Francois du Plessis, a student, who joined the Institute on the 19th June, 1968, and passed away on the 11th of November, 1970, as the result of an accident. Mr du Plessis was to have received a Student Prize today for his paper entitled, Displacements and stresses in the vicinity of a horizontal long-wall'. We were all most upset to learn of his death last week, and we are now going to make arrangements to hand his prize to his widow on a suitable special occasion. PAPERS FOR PRESENTATION The President: "Professor Wyndham, may I call on you to deliver the paper entitled 'Factors affecting the mechanical efficiency of men shovelling rock in stopes', written jointly with J. F. Morrison, J. H. Viljoen, N. B. Strydom and A. Heyns." After the presentation of the paper the President said: "Gentlemen, I would like to thank Dr Wyndham and his colleagues for once again reporting through the medium of this Institute the results of the very important work they are carrying out at the Human Science Laboratories. It is most appropriate that this work which is leading to a better understanding of the capabilities and efficiency of the human body under the arduous conditions encountered underground should be reported to this forum. In this way our members, who are actively engaged in the job of mining, can firstly learn something of this research and secondly, can, with their practical knowledge of conditions underground, contribute to what has been learnt and possibly pose new problems for our scientists in the laboratories. The scientist should always have the opportunity of subjecting his research to the scrutiny of people engaged in practical operations. By the very nature of our gold mines we are unfortunately heavily dependent on a large labour force and while mechanization has been introduced wherever feasible, we are likely to continue to be heavily dependent on this labour. In accepting this fact we can be proud in this country of what has been achieved, not only in obtaining the best efficiency from labour but in ensuring that their working conditions are reasonable and that their health and well-being are adequately cared for. When one visits our gold mines, one cannot help being impressed with what is being done to ensure that we have a satisfied, happy and healthy labour force. The Human Sciences Laboratory with its scientific approach has assisted greatly in promoting a better understanding of the problems associated with labour under the conditions experienced on our mines. Thank you." Mr M. Martinson then contributed to the discussion. (This contribution will appear in a later issue of the Journal.) "Professor Wyndham, may I call on you to deliver the paper entitled 'Acclimatizing men to heat in climatic rooms on mines,' written jointly with Prof Strydom." After Dr Wyndham had presented the paper the President said: "Thank you Dr Wyndham for so ably describing the work associated with the acclimatization procedures on our gold mines. It has certainly been an eye-opener to those of us not familiar with this work and I believe it is very important that everyone and not only people in the gold mines should know about it. It is fortunate that all industries do not have the same arduous heat conditions experienced on our mines but other industries such as our chemical and metallurgical industries do have other problems relating to the adjustment of labour to the work situation. In 1970 it was decided to build a large new plant at the Chingola Division of N.C.C.M., Ltd., to treat concentrator tailings and leach residues with a low copper content by a leach-solvent extraction-electrowinning process. In order to assist in the establishment of the design parameters for the new plant, and to study the interaction of this plant with the existing leach-electrowinning plant, mathematical models, formulated as linear programs, have been developed and used extensively. The paper outlines the metallurgy of the plants and describes briefly the way in which the models have been formulated and used. The formulation involved the use of separable programming to form the products of some variables.

The past decade has witnessed unprecedented growth in the development and implementation of solvent extraction technology in the extractive metallurgy of nickel and cobalt. Solvent extraction is proving to be a powerful tool, opening new opportunities for simpler, more cost efficient and environmentally sound metal refining processes. These advances, however, could not have been possible without the cooperative efforts between the nickel industry and the people and organizations involved with reagents, materials and equipment development and supply as well as solvent extraction research, aided by the accumulated knowledge and practical experience from the copper and uranium solvent extraction operations. This paper provides an overview of these developments and some of the challenges ahead.

Another very successful evening meeting was organized by the Johannesburg Branch of The South African Institute of Mining and Metallurgy on 20th November, 1990, when Mr R.D. MacPherson, General Manager of Richards Bay Minerals, gave a presentation on the Richards Bay operations. The function was held in the Ballroom of the Johannesburg Country Club, and the very high attendance (some 250 people) was indeed a reflection of the high profile of the subject mater. It was also a fitting reward for the efforts of Mr MacPherson and his team, who spent a considerable amount of time and effort traveling the country to present 'the other side of the story'.

Dieringt The procedure described by Professor Crouch for the modelling of mining in faulted ground allows the elastic and inelastic deformation to occur simultaneously, that is, fault slip occurs while an element is being mined. The energy release rates (ERR) shown in Crouch's Fig. 10 are apparently calculated from his equation 9 using the i total deformation Din (see the upper load line of Fig. I) Refractories The institute of 'Gesteinsh iittenkunde' of the technical university at Aachen, the Refractories Research Institute at Bonn, and the Verein Deutscher Eisenshiittenleute (VDEh) at Diisseldorf are to hold the XXII International Refractory Colloquium on 27th and 28th September, 1979, at Aachen.

For the past thirteen years, the Universities of Cape Town and Stellenbosch have hosted an annual symposium to discuss topics relevant to mineral processing. Since 1987, this Symposium has been held under the auspices of the Western Cape Branch of the South African Institute of Mining and Metallurgy, and has become one of the main events on the national conference calendar. In 1989 and 1993, the symposia took the shape of international conferences. This year the 13th Annual Mineral Processing Symposium was organized by the two universities, the Cape Technikon, and the local branch of the South African Institute of Mining and Metallurgy, and was held at the Van Riebeeck Hotel in Gordon's Bay.

The use of large flotation machines is well established, resulting in substantial savings in both capital and operating costs. Therefore, when a new plant is designed, laboratory and pilot-plant tests should be used to simulate large flotation cells, or appropriate scale-up factors should be employed. Health hazards of South African . mIne water by P. SMIT, M.B., Ch.B., D.T.M.H., D.P.H. (Visitor) The water supply in South African mines is not as good as most mining engineers would like to believe, nor is sufficient care taken to ensure the safe dispensing, transportation, and consumption of water. As long as cases of dysentery and typhoid continue to occur in large numbers, it can be assumed only that the water supplies are not safe, or that the water-dispensing methods are poor. A dual water supply is a real health hazard. The ideal water supply is a single safe source for human consumption and industrial use.

Traditionally it has commonly been believed that the only problem with inductive reactance in a submerged-arc furnace is that it leads to difficulties with the electricity supply as a result of the Iow power factor. This paper sets out to show that inductive reactance can also give rise to the following problems in the metallurgical operation of a furnace: (i) dead and live phases (fairly well known in openarc furnaces), (ii) lack of sensitivity to electrode movement, (iii) interactions between electrodes. These problems increase with increasing inductive reactance relative to resistance, and thus they increase with furnace size. Each of these effects is discussed in detail, and suggestions are made for their alleviation.

It seems to me to be particularly appropriate that this topic should be discussed at the first prize-giving function of this kind. As you know, this presentation of awards to young mining engineers and metallurgists is to be an annual event, and never before in the dynamic and rapidly changing climate of the South African metallurgical industry has it been more necessary for young, and perhaps older, practitioners to consider the future of their profession and their role in the industry. I look forward with interest to the time, five to ten years from now, when I shall recall my crystal-gazing of tonight to see how far wrong I have been.

Measurements of the rates of penetration at various throttle air pressures are presented as a function of thrust for three different rockdrills when drilling quartzites with strengths of 45 000 lb/in2 and 39 000 lb/in2, The rate of penetration at optimum thrust is shown to agree well with the predictions of theory and curves of air consumption as a function of throttle air pressure are presented. Man-held machines are shown to be under-thrusted at throttle air pressures above 40 lb/in2g. Measurements of bit wear as a function of distance drilled are presented graphically and discussed in terms of the theory developed in Part 1.

This paper reviews the current mining taxes in South Africa, discussing the recommendations of the Mantis Technical Committee, the measures already implemented, and the future outlook. It is concluded that the tax burden imposed on individuals and on the corporate sector should be reduced, and that the taxation of al economic sectors should be neutral. The reforms implemented in 1989 and 1990 are expected to continue, and it is thought that, if the State commits itself to tax neutrality and reduces the ordinary rate of company tax to 40 per cent, the rate of mining taxes will also be lower. Ring-fencing is expected to be reduced further and the rules for capital safe-havens to be refined.

A method of evaluating the possible effect of an industry on the environment is presented, and the method is illustrated by its application to a hypothetical problem. An analysis is offered based on an actual survey of four industrial sites in the Lydenburg area of the eastern Transvaal. The survey showed that there is a high incidence of potentially unfavourable conditions, and there is a distinct possibility that a topographically induced eddying motion will extend over the town and the industrial sites. This moving air could entrap air pollutants, resulting in high concentrations of pollutants over the town. It is concluded that none of the sites is suitable for industries that pollute the atmosphere.

The analysis of angular atypicality of lineaments as an aid to mineral exploration by J. P. G. PRETORI USc, M.Sc. (Pret.) (Visitor) and T. C. PARTRIDGE, Ph.D. (Natal) (Visitor) In an exploration project, data pertaining to 84000 lineaments in an area of 25 000 km2 were recorded. The total length of lineaments in intervals of one degree was determined. Angular intervals with Iow length densities were regarded as atypical. The proportion (by length) of lineaments with such atypical orientation was calculated for 5 km X 5 km grid squares. This index of angular atypicality was contoured and, used in conjunction with conventional photogeological techniques, contributed in a large measure to the success of the investigation.

In this paper the authors present their views on the actual and potential role of commodity analysis in mining industry. Owing to the dominant influence of the economy on all commodity markets, it is essential that individual commodities are studied not only in depth but within the broader context of economic influences. A commodity unit, which monitors market developments in a wide range of commodities, is well placed to provide the broader perspective in the study of commodity markets. This paper describes some of the specific functions of such a unit. Some of the methods used for price forecasting are described, and the results of price forecasts by different forecasting methods are compared.

The price received for a commodity decreases as the quantity sold increases. all other factors remaining the same. This has been the position with gold since it was demonetized in August 1971. The result is that the marginal revenue per kilogram of gold decreases steadily with increased production. If operating losses are to be avoided, the marginal cost of production must not exceed the marginal revenue. This requirement, although not seriously violated by most invididual mines, is not met by the industry as a whole, resulting in large losses of income to the State and the shareholders. These losses are increasing, and a way of curbing or reversing this trend is described.

High-temperature phase relations in the Pb-PbS system were established by the quenching of samples equilibrated in evacuated and sealed silica capsules. The liquid-miscibility gap seen in some previously published phase diagrams was not observed. The thermodynamic activities of PbS in liquid solutions of this system were derived at 1473 K from the isopiestic equilibration of samples belonging to this solution series with Cu2S-PbS melts of known PbS activities. The behaviour of Pb-PbS melts was found to be compatible with a subregular solution model. This model also made it possible to obtain an analytical liquidus for PbS that was in excelent agreement with the experimental determination.
