This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

"Two shortened test procedures for estimating the Bond ball work index are compared for suitability of use on Zambian/DRC-type copper–cobalt ores. The first procedure is based on a batch milling test while the second procedure is based on a limited locked-cycle test. Both procedures were conducted using a standard Bond test mill. INTRODUCTION The Bond ball work index is widely used in the field of minerals processing as an indicator of ore grindability. The work index is determined by means of a locked-cycle test procedure that typically requires seven to eight cycles to stabilise at a re-circulating load of 250%. A typical test requires between three to four kilogram of ore sample and around eight hours of operator time. For geometallurgical test work applications, where a large number of variability samples are to be tested, it would be highly beneficial to use a test procedure that requires less sample mass and operator time. Certain test work laboratories, for example SGS and JK Tech, are already offering various types of shortened test procedures for estimating the Bond ball work index. This paper discusses a comparison of two shortened test procedures that were evaluated for suitability of use on Zambian/DRC-type copper–cobalt ores. EXPERIMENTAL Test Procedure 1 – Batch Milling The first test procedure is derived from a batch milling approach proposed by the University of Hacettepe (Aksani, 2000). Some modifications were, however, made to the data analysis method from that originally proposed. During this test procedure, a 700 mL volume of sample is milled in a standard Bond test mill for a pre-determined number of revolutions. The feed and product particle size distributions are measured for each test. These results are then used to back-calculate a cumulative breakage rate parameter (k) for each particle size, according to the following formula:"

The name FISH (Fully Integrated Sort House) refers to a class of technology deployed at Jwaneng Mine final diamond recovery. The FISH concept is based on three pillars, namely: ?Improved sorting efficiency FISH is based on laser technology, which is more efficient than hand sorting for certain product categories. Laser sorting is based on measuring in-elastically scattered light from molecules and this is referred to as Raman spectroscopy. The Raman scattered light occurs at wavelengths that are shifted from the incident light by the energies of molecular vibrations ?Availability of production information Roller gap diamond size distribution information is generated on line for upstream process optimization ?Improved product security A ?hands-off? philosophy reduces security risk during operation and maintenance of the plant. In addition, a number of lessons were learnt about the application of new technologies in the industry: ?The required human competency profile demanded by new technology should match the available competencies of the operational staff ?An integrated information management system should be fully functional for both production management and diamond control purposes ?Operational feedback must be correctly evaluated to identify design, maintenance, training and operational issues so as to accelerate the maturity of the new technology within the time span of the sustainable operations project ?Project execution and technology maturity risks have to be evaluated and married to ensure risk mitigation by means of suitable project resource and contracting model selection.

This work analyses a new approach to estimates bubble size distribution of froth surfaces using artificial neural networks (ANN).Also, the robustness of ANN to interpret images with illumination perturbations, produced by light problems or dirt attached to the window of the video camera is evaluated. The experimental work was carried out in a laboratory flotation column, instrumented with an image acquisition system. The images were processed making use of a perceptron model with a hidden layer, sigmoidal transfer function and unitary bias, and the ANN trained with a back propagation algorithm. The results of validation show that ANN are reliable for learning and producing generalized predictions of the froth mean bubble diameter and bubble size distribution, when the model is trained using a database that contains information on the illumination intensity. To be meaningful the sharing of ideas about the National Environmental Management Act (NEMA) and social issues within the context of Mining and Metallurgy (M&M) requires an honest scrutiny of the M&M/social environment relationship, both past and present. It is not a secret that this relationship has been and is fraught with difficulties. Thus from all perspectives (M&M, society and environmental and social consultants) such a dissection, that highlights the realities, both good and bad, is uncomfortable. For this section of the colloquium to have any value, the honest but difficult approach needs to be taken.

The peak in Sulphur price late 2008 caused again intensified investigation into the decomposition of sulphates and spend acid. One option is the recycling of sulphur from spend acid, which already started more than 40 years ago in the field of spend acid from organic processes in refineries and acrylic glass manufacturing. Since this acid couldn't be neutralized and discarded due to high organic contents, another source of SO2 to produce sulfuric acid is the decomposition of metal sulfates. The decomposition of metal sulfates was investigated at the next peak in Sulphur price in the 80?s. The first major scale pilot tests and studies of gypsum decomposition were carried out for clients in Florida. The decomposition of gypsum was quite often mainly influenced by the strategic decision of some countries to get own and independent acid production. In other cases the industry doesn?t have enough space to dump the gypsum. Therefore the company was also forced to convert the gypsum into ?saleable? products to avoid these residues. Other projects were made for the recycling of iron-sulfates from the pigment industry. The motivations for these projects were not only given by acid price. For the German pigment industry it was no longer permitted in the 80?s to dump the iron sulphate residues into the sea. These regulations forced the industry to develop new technology, which allows converting of the FeSO4-residues into iron oxide and acid. Therefore economical and mainly environmental factors influenced the decision of the companies to develop and to build these plants. Beside the above mention iron- and calcium-sulphates many other process exist, which produce metal sulphates as an intermediate product. These cases are not forced by environmental or strategic factors. In cases like Ni, Co or Mn-decomposition the main product of the plant is treated in the decomposition plant and later on used as ferrous-alloys. These final products are higher in price compared to e.g. CaO, which exclude the high-energy consumption for the endothermic chemical decomposition reaction. The reaction of SO2 generation based on acid or sulfate decomposition takes place in the range of 1000°C. The energy demand of the endothermic reaction is considerable and leads due to the high fuel-combustion off-gas stream to a diluted SO2 gas. Energy prices are usually increasing at the same time like sulphur. Sulphuric Acid based on decomposition is therefore more expensive than as acid based on sulphur combustion. The paper describes fluid bed technology and possible process concepts for decomposition plants. Additionally the thermodynamic background of the decomposition process and the main influence factors are provided to receive a better understanding of this technology.

Traditionally, iron ore has been reduced with coke in a blast furnace and the hot-metal product of the blast furnace containing carbon, manganese, silicon, sulphur and phosphorous, was subsequently refined in a steelmaking furnace. During iron making as well as during steelmaking, significant amounts of slag are produced. Two decades ago, more than 13 m tonne of blast furnace slag and 4 m tonne of steelmaking slag per annum were produced in the USA alone. It is, therefore, not surprising that many attempts have been made to re-use iron and steelmaking slags. However, these slags are not merely metallurgical waste products but, on the contrary, their compositions and physical properties are judiciously designed to optimize the operations in the respective metallurgical reactors. The variation in composition and properties of blast furnaces lags are largely determined by the gangue in the ore and ash in the coke and much progress has been made in the re-use of such slag. With respect to steelmaking slag, emphasis has in recent years been placed on hot-metal treatment before refining and ladle treatment after decarburization. The bulk removal of silicon, phosphorous and sulphur from the hot-metal product of the blast furnace by specially designed slags prior to refining in a basic oxygen furnace, has reduced tap-to-tap time, lowered cost and produced steel of much higher quality. The use of synthetic slags in ladle refining techniques subsequent to decarburization in the basic oxygen furnace has resulted in reduced hydrogen and nitrogen contents and reduced solute impurities. Moreover, inclusion shape and composition control, again by the use of specially designed slags has led to the achievement of much improved mechanical properties of the steel. In these revised process routes, slag of different compositions are produced in the variety of unit processes and hence the re-use of steelmaking slags has become much more complex. Clearly, a thorough understanding of the design and use of these different slags is a pre-requisite to the development of re-use strategies. Japanese steelmakers have spearheaded attempts to reduce slag volumes in the individual unit processes and to strive towards ‘slagless steelmaking’ by recycling slags internally. Steelmaking slag volumes have been reduced on commercial scale from about 140 kg/tonne steel to 60kg/tonne steel. Moreover, model predictions have shown that, in principle, all slag can be recycled and the phosphorous extracted to produce fertilizer. This development is of particular significance since the supply of low-phosphorous iron ores is diminishing at an ever increasing rate. Keywords: slag, environment, iron, steel,

"Rock properties have a material impact on mining processes, including drilling performance. An investigation using point loaded index (PLI) data converted to uniaxial compressive strength (UCS) has revealed that a direct relationship between grain size and UCS exists at Mogalakwena Mine. This correlation is best seen in unaltered rock, with lower correlations for altered rock types. Measurements from the new RockMa system installed on drill rigs can be used to obtain rock strength data to validate the current rock strength domains and create additional data for the next benches below. An investigation of penetration rates in different lithologies shows that rock composition plays an important role in determining drill performance. Additionally, there is an inverse relationship between rock strength and drilling penetration rate – a measure of how efficiently a hole is drilled.The domaining of grain-size-adjusted UCS at Mogalakwena Mine will allow more accurate scheduling of drill rigs through increased knowledge of rock strength in various areas. Successful rock strength domaining has the potential to be incorporated into blast indexing and predicting crushing/milling performance.IntroductionThe optimization of mining and processing through geometallurgical characterization of ore are key drivers of value realization (Deutch, 2013). Rock strength is one such property and is affected by, among other variables, composition, texture, and grain size (Ozturk, Nasuf, and Kahraman, 2014). Mogalakwena Mine is exploiting the intrusive Platreef PGE (platinum group element)-bearing orebody which forms part of the northern limb of the Bushveld Complex. This complex orebody exhibits areas of metasomatic alteration, metamorphism, and sporadic mineralization of the footwall and hangingwall (Nex et al., 2006). Understanding this variability is paramount due to the implications for rock strength and hardness, which in turn affect crushing, milling, and liberation efficiency. These variables must be known prior to blasting in order to optimize mine and plant processes using in-situ variables. This necessitates predictive modelling (Deutch, 2013). Geological and geotechnical data was sourced from the Overysel (OY) exploration database for the study. Point load testing was done for each borehole and the results converted to uniaxial compressive strength (UCS) (Akram and Bakar, 2007). The relationship of lithology, texture, and grain size with UCS revealed an inverse relationship between grain size and UCS in unaltered rock. The relationship was not present in altered rock types. A comparison of mean strength and hardness results indicated that Bond work index and UCS may be related. Drilling performance is affected by UCS (Bourgoyne et al., 1986), and this was proven using recent measurements obtained during drilling. Lastly, grain-sizeadjusted UCS values were applied to a 3D model for the OY property."

This account of his contributions to the mineral industry and associated organizations is presented as a tribute to all his hard work and dedication. High carbon ferrochromium is produced by carbon reduction. No replacement for carbon as reductant has yet been developed. The reduction creates a considerable amount of CO-gas. In open and semi-closed furnaces the gas is burned when leaving the burden. In closed furnaces the formed gas is sucked out by a fan, washed and utilised as fuel. The formation of carbon monoxide is presented briefly starting from thermodynamic considerations up to solid and liquid state reduction. The volume, composition and energy content of the furnace gas are discussed, focusing on the raw materials and pre-treatment processes of the furnace feed as well as on the process equipment and control. Outokumpu has been using closed and sealed furnaces and utilising the CO-gas in its Tornio Ferrochrome Works since 1968. Today in Tornio with an annual ferrochromium production of 260 000 t CO-gas production is 186 million m3, representing 68 MWh an hour. At the same time the furnace power input is 95MW. About 98 % of the CO-gas is utilised, whereof 30% in the ferrochrome production itself. This paper focuses on the characteristics and utilisation of CO-gas. CO-gas is secondary energy, which on one hand saves primary electric and fossil fuel energy in ferrochromium production and, on the other, replaces other fossil fuels at the adjacent steel works. The characteristics of the fuel, requirements for utilisation as well as health and safety aspects are discussed. Utilisation of the gas has a high impact on the total dust and gaseous emissions and on the energy optimisation at the ferrochromium and steel works.

This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. "Engineering studies by Selection Trust, Limited, initially in connection with the development of a copper and nickel deposit for Bamangwato Concessions, Limited, and subsequently for several other clients, have required a large number of metallurgical design calculations. The flash smelting process, developed by Outokumpu Oy in Finland, has been selected as the most suitable method for these projects and the computer programs described in this paper have been developed to facilitate the computation.The data required by the programs arc the chemical and mineralogical analyses of the concentrate, gangue and flux materials and the specification of possible fuels. The required grade of furnace matte is set as the main design parameter and the programs calculate detailed heat and material balances for the smelting process."

The feasibility of employing a multi-stage column for the recovery of gold from cyanided pulps using extruded carbon was investigated on a pilot-plant scale. It was anticipated that the column contactor would have certain advantages over conventional carbon-in-pulp plants. The feed pulp was screened to remove particles larger than 200 µm and was diluted to a solids concentration of about 23 per cent. The column was operated continuously for 24 days at a pulp flowrate of about 60 l/min and a carbon flowrate of 44 litres per day. The average gold concentrations in the barren pulp 12 hours and 24 hours after the carbon transfer were 0,012 and 0,031 mg/l respectively. The average gold concentration in the solution phase in the feed was about 2,0 mg/L. The average gold Loading on the carbon was 6290 g/t. Calcium carbonate was removed from the loaded carbon by treatment with 0,5 bed volumes of 2,8 per cent hydrochloric acid solution at ambient temperature. The calcium concentration was reduced from about 17 000 to about 500 g/t The carbon was eluted by the Zadra procedure at atmospheric pressure. The results of the elution were highly satisfactory, the gold concentration being reduced from about 6000 to about 20 g/t in 48 hours. The eluted carbon was regenerated in a Rintoul kiln at about 700°C. The activity of the regenerated carbon was found to be at least as high as that of fresh carbon.

The structural design of a pavement relates to the ability of the road to carry the imposed loads without the need for excessive maintenance or rehabilitation. Current techniques for the structural design of haulage roads are empirical and based primarily on the previous experience of personnel assigned to pavement design, both in terms of the strength of the structure and the quality of the wearing course material. This has the potential for unwarranted expenditure on too thick a structure or, conversely, premature deformation leading to the need for excessive expenditure on maintenance. Furthermore, the effect of larger haulage vehicles on the structural performance of a pavement cannot be predicted. Thus, there is a need to develop a portable and practical method of structural design. This paper presents an overview of structural design methods for mine haulage roads and, through an analysis and quantification of the structural performance of existing pavements, recommends the mechanistic design procedure, together with a revised structural design and associated limiting design criteria. It is concluded that the application of the mechanistic method to a design project can reduce the costs of haulage roads construction and accrue additional benefit in terms of reduced operating and maintenance costs.

The BGRIMM process mineralogy analyser (BPMA) is a new automated mineralogy software platform developed in China. This system consists of the BPMA software platform, controlling a combination of commercially available scanning electron microscopy (SEM) and energy dispersive Xray spectrometry (EDS). The BPMA software controls SEM and EDS through their application programming interfaces, to form an auto-SEM and EDS system that automatically acquires BSE images and X-ray spectra, respectively, and classifies minerals by spectrum-matching. After automated measurement and mineral identification, various quantitative process mineralogical data (e.g., mineral composition, mineral abundance, mineral liberation and intergrowth relationships, mineral associations, particle and grain sizes, particle density distributions, calculated assay, elemental deportments, mineral grade recovery and elemental grade recovery, etc.) would be calculated quickly, accurately and automatically. The BPMA could be used for ore characterisation as a new advanced automated mineralogy technology. In recent years, the amount of ferritic stainless steel production has increased. However, the rust formation by the salt spray test was pointed out in the past. At the centre of the circular rust zone, pitting corrosion where water-soluble nonmetallic inclusions were embedded was observed. These inclusions originated from the suspended refining slag and consisted of multi-phase oxides and sulphides. By the experiments and thermodynamic consideration of the water-solubility, not only CaO or CaS, but also lime rich calcium-aluminates or calcium-silicates have shown large water-solubility. The composition of oxide phase in the inclusions was almost the same among the samples from molten steel, slab, or cold rolled sheet. On the contrary, CaS was clearly observed around the oxide in the sample of cold rolled sheet, although it was not found in the molten steel or slab samples. The enrichment of sulphur occurred from the desulphurization reaction of the suspended slag particles in the molten steel and also occurred from the diffusion of sulphur to the oxide inclusions during the heating of the slab. The optimization of refining slag composition has lead to produce the ferritic stainless steel without rust formation. In 1989 The First Brigade for Geology and Mineral Exploration of Qinghai Province discovered gold at Jinlonggou and Qinlongtan, Tanjianshan. Between 1992 and 2002 small scale mining was carried out at these sites using underground mining methods at Jinlonggou and an open pit at Qinlongtan. During 2003 and 2004 geotechnical investigations were carried out in support of a bankable feasibility study. An important objective of this investigation was to meet both internationally accepted standards and codes of practice, and also to satisfy the Chinese requirements. Extensive use of local experience was utilised. Where possible geological drilling information was incorporated into the assessment. Extensive geotechnical mapping of surface and underground exposures, and index testing to gain an appreciation of rock intact strength were used to characterise the sites. Rock mass classification (MRMR) was used to assess indicative overall slope angles and appropriate bench stack heights for the proposed pits at Jinlonggou and Qinlongtan. Measured discontinuity orientations were used in kinematic analysis to assess stability of possible pit slope geometry at a batter and overall scale to provide preliminary recommendations for the pit slope configuration. Numerical modelling was also carried out to improve the understanding of anticipated pit behaviour. Site investigation and preliminary geotechnical design details, that incorporate site specific conditions for the formation of open pits at Tanjianshan, are discussed in this paper.

Geologists in some underground gold mines collect grab samples from broken ore piles or trucks as a method of grade control. It is often known as muck sampling. Generally, the goal of grab sampling is to try and reconcile the mined grade at the ore source to the predicted grade and/or predict the mill feed grade. The mass of the sample collected is limited by health and safety issues, as well as by the capacity of the laboratory to process the samples within a given time frame. In general terms, grab sampling is known to be problematic because samplers tend to oversample the fines, and/or pick out high-grade fragments; surface sampling of piles does not test material within the pile; muck piles in development drives/faces are likely to be zoned due to the blasting sequence; high or low-grade material may preferentially segregate in the pile during mucking; the five per cent mass reject size of the material in muck piles is very large from underground blasting; some correlation usually exists whereby the larger fragments are enriched or depleted in the critical component of value; and the average error made in estimating the true stockpile grade is likely to be high. The method is prone to chronic fundamental sampling, grouping and segregation, delimitation, and extraction errors. Substantial warnings must be given about the use of grab sampling for grade control in gold mines. The method may appear to work sometimes, which can be attributed to a fine gold particle sizing and more disseminated distribution. As with all sampling methods, its appropriateness must be determined by ore characterization and heterogeneity testing to ensure the method suits the ore type.

It is well known that the electrochemical precipitation of metals from aqueous solutions is conducted by the electrochemical standard potential scale. This scale indicates the order of nobility of different metals. Consequently, the standard potential scale shows the nocivity of metals when they are present as impurities in aqueous solutions containing metals. In the hydrometallurgy of cobalt, nickel and zinc are co-deposited during cobalt electrodeposition. Nickel has almost the same chemical, physical and electro-chemical properties as cobalt. Furthermore, the electrochemical potential of nickel is relatively higher than that of cobalt. For this reason nickel is preferentially reduced at the cathode in the presence of cobalt. The presence of small amounts of zinc in solution leads to contamination of cobalt electrowon. In spite of its lower electrochemical potential in comparison to cobalt, zinc is reduced on the cathode because of its higher hydrogen-overvoltage. But, in the hydrometallurgy of zinc, small amounts of cobalt present solution will contaminate the zinc reduced at the cathode. This is easily explained by the fact that cobalt is more electropositive than zinc. The co-deposition mechanism of sulphur at the cathode is not yet well understood. Great attention has to be paid to the mechanism of co-deposition of sulphur during cobalt electrolysis. This work aimed to investigate the influence of some parameters on the co-deposition of nickel, zinc and sulphur during cobalt electrowinning. The following parameters have been investigated: Co2+concentration in the electrolyte, current density and ammonium sulphate (NH4)2SO4additions. It has been established that important nickel, zinc and sulphur co-deposition takes place at relatively low Co2+ concentration in solution. The behaviour of these elements with regard to the cathodic phenomena has been established.

Although the De Beers group has a long history of placer mining on land, the group only became actively involved in deep water marine diamond exploration and mining in1983 with the formation of De Beers Marine. Full-scale commercial mining commenced around 1991. Since then, the group marine mining capability has grown into a formidable fleet of 8 large deep water (>70 m) mining vessels, as well as other special purpose geo-survey platforms. Marine diamond production by the group is expected to be just short of 1 million carats in 2006. DeBeers operates across the entire value-chain spectrum from geology and geo-survey, through sampling to mining, and finally ore processing into high value concentrate. Supporting these operations involves significant service activities such as maintenance, security, logistics and environmental management. Specific challenges exist in terms of developing or acquiring appropriate technology for marine mining. These challenges have resulted in DeBeers operating extensive in-house R&D and projects departments, as well as drawing extensively from technology partners. An array of computational and test facilities are also available to support R&D and projects activities. Hydro transport in various guises is key to the current approaches to marine mining and ore processing. Use is made of airlift and centrifugal pumping for hydraulic hoisting of very coarse gravel, while splitters, launders, dewatering, elutriators, jet-pumps, centrifugal pumps, dense medium circuits, pipeline systems, and instrumentation for coarse abrasive particles are used extensively in the ore processing plant.
