Uranium in the tetravalent state has very low solubility in acid and alkaline solutions and needs to be oxidized to the hexavalent state to become soluble. In acid leaching of uranium the uranium is oxidized by ferric iron, which in turn is reduced to ferrous iron. The reduced iron needs to be oxidized to the ferric form to allow the uranium dissolution reaction to proceed. This paper considers the known and proven oxidants used in acid leaching of uranium. These include manganese dioxide, sodium chlorate, hydrogen peroxide, ferric iron, oxygen and sulphur dioxide/air (oxygen). The reaction chemistry of each oxidant as well as the practical applications are considered and discussed. All the oxidants discussed work adequately in acid leaching of uranium and it is possible to engineer solutions for the use of the oxidants in acid leaching on plant scale. The availability and supply of the oxidant as well as the cost and environmental impact of the oxidant plays a major role in the selection of a suitable oxidant. The location of the plant will also have an impact on these issues.

Small scale mining (SSM) has been going on for a long time in Ghana. SSM was legalized by the PNDC Law 218, 1989. Since then there have been numerous gains from the SSM industry. The SSM is organized locally by the concession owner who engages people to work for the gold which he buys. Small scale miners (SSMs) use crudely made sluices in Ghana and, therefore, their production falls below what is expected. The SSMs work in groups and not as cooperatives, as they do in Brazil and other Latin American countries. Legalization of SSM has curbed gold smuggling considerably because a gold marketing entity is available. SSM poses certain environmental problems like pollution of water bodies and soils by mercury and indiscriminate digging of pits.

The widely employed IPCC models for the release of methane from underground coalmining operations are reviewed, and put in the context of the South African National Communication on greenhouse gas emissions. Then attempts to calibrate the model via measurements on South African coalmines are described. These attempts failed because it rapidly became clear that the IPCC model, involving methane adsorbed by the coal and released (a) by the depressurization of the strata caused by mining, (b) from the broken coal and (c) from coal remaining in roof, floor, pillars or goaf after mining, was not valid. Instead, measurements showed that the methane release was very variable, sporadically falling to zero. Carbon dioxide concentrations were monitored at the same time as methane, and followed methane concentrations. An alternative model was developed, in which methane was largely displaced from the coal and held in fissures, cleats and pores, which, when intersected by mining, released methane into the ventilation stream. In a key test of this hypothesis, methane concentrations around a continuous miner were monitored both during operation and after shutdown. Even during operation, methane became undetectable. It is hypothesized that heating of the South African coal-seams during the emplacement of the igneous dykes that cut so many of the seams caused displacement of the methane from the coal into the pores. This fissure-held methane, or free methane, is released rapidly once a pathway through the coal into the mine atmosphere is established. In contrast, methane adsorbed in the coal, and measured as the seam gas, desorbs relatively slowly. Measurements suggest that on average about 50%of the adsorbed methane is lost one day after mining. By that time, the coal will have left the mine, so that the remaining seam gas will be released to the atmosphere outside the mine. Attempts to measure methane emissions from surface coal-mining operations showed very little detectable methane. Coal from surface operations, which was milled and exposed to atmosphere, adsorbed gas from the air. It is concluded that methane release from surface operations is probably less than 3Gg/a. It is estimated that the total methane release from the coalmining industry amounts to about 72 Gg/a, as opposed to the National Communication estimates of 323 Gg/a in 1990 and 317 Gg/a in 1994. However, there are large errors associated with these estimates, and it is recommended that the methodology outlined in this report be extended to as many mines as possible to reduce the errors that are inherent in the physical processes underlying the release of methane from South African coalmines.

The flotation response of a Pb-Zn sulphide ore from the Rosh Pinah Mine (Namibia) was studied in the presence of inorganic depressants such as sodium cyanide and zinc sulphate. Poor flotation selective was observed in the rougher concentrate of the galena circuit despite the use of excessive amount of sodium cyanide. Batch flotation tests have shown that the use of cyanide alone is not efficient for the depression of sphalerite from the Rosh Pinah ore when milling is carried out according to the current plant particle size distribution. The use of both cyanide and zinc sulphate improved the selectivity between galena and sphalerite much better than cyanide alone. Flotation selectivity is limited by the mineralogical texture of the Rosh Pinah ore sample. Microscopic analysis has shown that the presence of sphalerite in the galena concentrate is also due to poor liberation between galena and sphalerite, especially in the middlings. Hence selectivity could be improved by regrinding the rougher concentrate prior to the cleaning stage. Keywords- Sulphide ores, Flotation, Flotation depressant, Mineralogy.

Paper written on project work carried out in partial fulfilment of B. Eng (Metallurgical Engineering) degree This work was done to characterize the leaching of a uranium containing pulp processed by a South African producer to identify parameters that could be adjusted to increase the extraction of uranium in the existing circuit. Batch leach tests were used to characterize the leach properties and especially the influence of the oxidant concentration on the leaching achieved. It was found that relatively high extraction could be obtained even at room temperature by using a high liquid-to-solids ratio and that increasing the oxidant concentration significantly improved the leaching of the uranium minerals.

"Owing to the corrosiveness of the untreated brackish cooling water typically used for steel mills (and other environments), it is important to treat the water and monitor corrosion in such systems. Generally, corrosion rates are monitored with corrosion probes inserted into a pipeline or vessel. This has been standard practice for many years, and is widely accepted in industry. Typically, two kinds of probes are used - electrical resistance and linear polarization resistance (LPR) probes.In this study, the effectiveness and accuracy of the LPR technique was evaluated by comparing the electrochemical measurements with the results of mass loss tests using corrosion coupons. The corrosivity of the environment, a synthetic brackish water, was varied by varying the calcium hardness and alkalinity, and to simulate actual plant conditions temperatures of 35°C and 45°C were used. In addition to the corrosion rate measurements, the iron concentration was measured, as well as the imbalance from the probe.The corrosion rates obtained by LPR were from 57% lower to 385%higher than those from the immersion tests. Most probe measurements were higher than the immersion results, and 50% of the probe results were50% or more higher than the immersion results. The best correspondence between the two methods was obtained at low calcium levels, except for one measurement that was 93% higher than the coupon results. There was no clear correlation between parameters such as temperature and total alkalinity and the difference between the results. It would therefore appear that LPR measurements can differ significantly from immersion results, and LPR results should therefore be used with caution in industrial applications."

The occurrence of heavy minerals in the oil sands of Alberta has long been known and has been well documented in the literature. Unfortunately most of the researchers working on this resource have been unable to produce products that meet acceptable market specifications. This has resulted in many misconceptions about this resource. Recent efforts have shown that with some innovative approaches, marketable material can be produced and as a result it might finally be possible to realize the potential of this immense resource that, some have estimated, could contain in excess of 20% of the world demand by 2010. This paper highlights the uniqueness of this mineral assemblage and the mineral processing challenges it presents. It shows the most recent work that has resulted in the production of marketable titanium and zircon products. This paper also focuses on some of the special problems resulting from the variability in the heavy mineral suite. Of special interest is the occurrence and removal of bitumen and pyrite without adding to the sulphur dioxide loading in the regional airshed. The trend by the mining industry to develop various positions on ‘sustainable mining’ has some significance for the heavy mineral industry. Although the industry generally has an excellent track record of eventually rehabilitating disturbed ground in an acceptable manner, heavy mineral mining operations tend to have a relatively large footprint of disturbance and the industry is under considerable pressure to develop options that are more environmentally acceptable. In addition, as operators move to exploit deposits that are lower grade and/or are further from a port site, the emissions per unit of sold product will also rise and the industry will be under pressure to address this issue as well. Because heavy minerals from oil sands are by-products of existing operations, there are virtually no incremental disturbances or emissions that would be associated with heavy mineral production. All mining and tailings remediation issues are accounted for by the oil sand operation. The only incremental emissions would be those associated with the mineral processing operations and transport of finished products to a port site. This paper discusses the environmental and cost implications of this situation.

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

Mineral resource evaluation requires defining geological domains that differentiate the types of mineralogy, alteration and lithology. Usual practice is to consider the domain boundaries as hard, i.e. data from across the boundaries are disregarded when estimating the grades within a given domain. This practice may hinder the quality of the estimates when a significant spatial correlation of the grades exists across the domain boundaries. In this paper, several geostatistical methodologies to handle soft geological boundaries are compared through a case study on a copper mine in Chile. The estimation methods considered are: ordinary kriging using hard boundaries between geological domains; ordinary kriging omitting the geological boundaries; traditional and standardized ordinary cokriging of the grades assayed in different domains; ordinary kriging within dilated geological domains, that is, incorporating samples from adjacent domains up to a given radius from the boundary of the domain being considered. The estimations are performed using a set of exploration data (drill hole samples) and are validated using a set of production data (blast hole samples collected for grade control). Results indicate that kriging with dilated domains performs better than ordinary kriging using hard boundaries or no boundaries and better than the ordinary cokriging approaches. It therefore appears as a simple alternative to global kriging (without considering the geological domains) and allows accounting for changes in the grade average, dispersion and spatial continuity with the geological characteristics of the deposit, via the use of grade variograms proper to each geological domain. The maximal distance for searching samples from adjacent domains should be chosen according to the spatial correlation of the grades across the domain boundaries, or via a cross-validation at an early stage of the mine or a jack-knife if production data are available. Testwork at Goedehoop Colliery showed that fine coal, essentially?150 microns can be successfully beneficiated using froth flotation. Both conventional and column flotation were tested. It was found that the traditional stirred tank type of flotation machines used in conventional flotation produced the best recovery of fine coal. After extensive testwork it was decided to develop a flotation machine on Goedehoop Colliery that would combine stirred tank and quiescent column technology. It was thought that this design would give the best combination of recovery and selectivity. The Multicell was developed and is producing results acceptable for Witbank coal flotation. "Rockbursts continue to be a major contributor to mine accidents and cause of damage to mine excavations, particularly at great depth. The problem of rockbursts has also escalated in civil engineering tunnels driven at depth, due to high levels of in situ stress at such depths. Attempts have been made in the past to mitigate the impact of rockbursts, with rock support remaining the ultimate method for providing stability in rockbursting environments. However, records show that, on many occasions, conventional support elements such as rockbolts, wire mesh, shotcrete, and lacing fail to withstand severe rockburst events.Recently, a support method termed ‘sacrificial’ support was proposed as a potential additional method to prevent rockburst damage, based on observations made after rockburst events in a mine. The philosophy behind a sacrificial support system is that, under dynamic loading conditions, support in the form of a liner must fail; leaving behind, undamaged, what was previously supported rock mass. The sacrificial support concept reported herein is applicable in situations where the source (i.e. seismic event) of the rockburst is located remote from where rockburst damage is likely to occur.Spalling tests based on the split Hopkinson pressure bar (SHPB) technique were conducted to study some aspects of dynamic rock fracturing in tension at high strain rates and the role a sacrificial layer plays in combating dynamic rock failure. A single Hopkinson pressure bar, with a long cylindrical intact rock specimen attached at the bar free end, was impacted by a striker on the opposite free end in order to generate a dynamic stress pulse responsible for spall failure upon reflection from the specimen free end. Different liners and liner combinations were then introduced at the specimen free end as support. Such a simple, yet robust, experimental set-up allowed the potential benefits and failure mechanisms associated with sacrificial support under dynamic loading to be demonstrated and compared with ‘sacrificial support’ behaviour observed in real rockburst events in a mine. Analysis of the results revealed that varying liner thickness and mechanical impedance between rock and support liner play a significant role in limiting rockburst damage."

A test has been devised that can predict accurately the % crystallinity developed in a slag film formed between the steel strand and the mould. The % crystallinity in the test samples was determined and compared with that for slag films formed in the mould when casting with that flux. There was good agreement between the % crystallinity in the test samples and the slag films. It was found that additions of TiO2and ZrO2had little effect on the amount of crystalline phase formed, but additions of CaO caused a dramatic increase in the amount of crystalline phase formed. Various parameters (which can be calculated from chemical composition of the flux) have been plotted against % crystallinty in the test samples. It was found that the modified (NBO/T) ratio provided the best relation with % crystallinity for the various parameters tested. There commended relation is % crystallinity=141.1(NBO/T)-284.0. The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

A set of six design principles for rock engineering was developed by Bieniawski: design objectives; minimum uncertainty; simplicity of design components; state-of-the-art practice; optimization; and constructability. These principles translate into a ten-step design process. Although this methodology was developed for rock engineering, it is applicable to any design process, feasibility study, etc. Diligent use of such a process will ensure that a defensible design or evaluation has been carried out. Recently a ?strategic conversation? process has been identified by Ilbury and Sunter that includes the following ten steps: scope; players; rules of the game; key uncertainties; scenarios; SWOT analysis; options; decisions; measurable outcomes; and meaning of winning. A comparison of these steps with those of the design process shows a remarkable correlation. This is perhaps not surprising since engineering design is a strategic up-front issue, and front end loading in a project is critical to achieve the expected project performance. Based on the close correlation between the strategic conversation and engineering design processes, a circular design process, rather than a linear process, is proposed. The ?circle of design? better reflects the importance of review and monitoring in the two phases of successful design and implementation?defining the design, and executing the design.

The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.

It is well known that these hoes were used for barter, and as currency in the purchase of livestock or the payment of lobolo, although reports of the value of the hoes differ widely. The difficulty in their classification has arisen from their distribution over a very wide area.

An often overlooked factor in the analysis of mine layouts and schedules is technical operating flexibility, mainly due to its nebulous nature. If one glosses over technical operating flexibility the resultant mine layouts and schedules tend to be sub-optimal. The need to incorporate technical operating flexibility into the analysis and comparison of mine layouts and schedules is increasing in importance. This paper illustrates the nature of technical operating flexibility, reviews previous work on valuing operating flexibility and proposes how technical operating flexibility can be quantified for tabular reef mines by using a platinum reef deposit as a case study. Once technical operating flexibility is quantified it becomes possible to explore its incorporation into the analysis of mine layouts and schedules and subsequent optimization processes. Abosso Goldfields Limited (AGL) is in the process of developing an expansion of their Damang Open Pit gold mine in Ghana. AGL acquired the Damang mine in January 2002, with SRK participating in the geotechnical investigation and design for the project since 2001. A deep resource drilling program, completed during 2004, intersected an extension of the orebody below the then planned final pit floor. A feasibility study has been completed to determine the economic extraction of this deep ore with an expanded pit shell. The Damang mine is in a stockwork sulphide deposit at the culmination of the Damang anticline. The deposit occurs as hydrothermal mineralisation associated with dominantly east dipping thrusts and sub-horizontal quartz veins. Primary gold mineralisation also occurs in the conglomerates of the Tarkwaian Formation. The geological units consist of steep easterly dipping dolerite, sandstone, siltstone and phyllite beds, with the weathering profile comprising saprolites overlying a relatively thin joint oxidized horizon. It is planned to deepen the current open pit to a final depth of up to 270 m, primarily by the development of a push-back of the eastern and western walls. The edge of the Eastern Tailings Storage Facility (ETSF) is currently located within 80 to 100 m of the crest of the existing pit. The geotechnical design focused on the optimization of the bench face angle and finally recommended a ?Steep Slope Strategy?, involving 24m high near vertical benches. Limiting bench stack heights of 96m at a maximum of 66° were derived from the influence of major structures and the variation in rock mass conditions. The overall slope angles in each pit sector were developed around the requirement for haulage ramps. One of the main design challenges was to optimise the standoff distance between the final pit crest and the ETSF. This process had to consider maximum access to the resource without undue influence on or from the nearby tailings dam. A planned increase to the height of the dam wall was an additional factor in the design. Dewatering of the pit walls was also a major consideration in this tropical environment.

This paper presents an overview of work carried out by the CSIR Division of Mining Technology and formerly by the Chamber of Mines Research Organization (COMRO) to quantify the behaviour of the stope fracture zone near deep level goldmine stopes. The motivation for this work is first reviewed in the context of the unsatisfactory status of current mine layout design criteria. Numerical methods to represent failure processes are reviewed briefly. Specific studies of microfracture processes are described as well as physical modelling experiments that can yield insights into deformation mechanisms. Modelling of stope scale deformation mechanisms are presented and considerations relating to elastodynamic modelling of the rock mass are described. The implications of this understanding in relation to prospects for active fracture zone ?engineering? are outlined and finally, the directions of future research work are proposed.

An underground wet shotcrete trial was completed last year to determine the effectiveness of wet shotcrete as an alternative support mechanism to dry shotcrete in the kimberlite environment. The wet shotcrete was manufactured at the underground batch plants, transported to site using an agiecar and transferred to the shotcrete pump. The wet shotcrete is pumped to the nozzle where compressed air at 7 bar and an accelerator, Meyco SA 160, is added and enables the shotcrete to be placed successfully onto the tunnel wall. No tunnel guard was previously placed on the sidewall and hangingwall. Geotechnical testing indicates that the Grace fibre performed extremely well with the energy absorption tests at 7 kg/m3and 8kg/m3where both achieved over the mine requirement of 750joules. The Grace fibre and wet shotcrete mix also achieved a compressive strength in excess of 55 MPa, well above the 45 MPa requirement for Premier Mine. In South Africa there are two suitable wet shotcrete machines available for the mining industry, the Spreymec, manufactured by Tamrock and the Fermel/Meyco wet shotcrete machine. The Spreymec is a fully imported machine. The Fermel component is manufactured in South Africa and the Meyco shotcrete components are imported and supported by MBT (Master Builder Technologists) in South Africa. The Fermel/Meyco machine is assembled in South Africa. Premier Mine has allocated some R2, 100,000 towards the implementation of the wet shotcrete system. If implementation is successful there should be an internal rate of return gain of 76% with regard to this project.
