In general, overall experience has shown that the approach to the appointment of a project manager is given much attention, but little specific attention is given first to the risk associated with the project conceptual design and its overall executability within either the new legislative framework or the sustainability of the outcome. The risk in project executability and sustainability within the ?new age? legislative framework of the Mining Charter, etc, is itself however, of far greater importance. The degree of importance being defined by the intended projects impact on the business going forward. This is particularly the case where the intention of the implementation is effectively to turn around or even enhance a loss-making strategic investment like a mine or process plant operation in an ?old-order rights? or Brownfield?s operation. This paper attempts to highlight the importance of a ?pre-project project? (PPP) to mitigate the risk in the ?new age?, with specific reference to operational due diligence (ODD) and project conceptual design.

Traditionally, South African shaft sinking operations have used electric detonators for the initiation of blastholes. Globally, the trend in shaft sinking is to use the shock tube and detonating cord (STDC) initiation system, with value adding benefits. In pursuing this global trend, Cementation Mining of South Africa in partnership with SMX have ventured the STDC route. This paper explores the work carried out to date, and identifies a number of benefits to be gained by using the system.

Froth flotation is the primary mineral processing separation step employed in the beneficiation of PGM ore bodies. Anglo Platinum operates a significant portion of the total installed flotation capacity in the PGM industry, which is installed at 20 operating plants across the Bushveld. PGM flotation has undergone a considerable evolution in both the capacity of flotation cells employed as well as in the circuit design configuration over the past thirty years. Certain of Anglo Platinum?s flotation circuits have been in operation for a relatively long period of time, (in some operations installed equipment dates from the 1960?s) and this allows comparative operating performance between various equipment types and circuits to be evaluated. This paper summarizes some aspects of this experience. Research trends in flotation are continuously monitored to incorporate appropriate findings into existing and future circuit designs. Continuous evaluation and monitoring of flotation performance is undertaken to identify opportunities for increasing flotation efficiencies. Mineralogical and fractional analyses of plant composites and survey samples are analysed to interrogate speciation and association data. This analysis has enabled a better understanding of priorities and opportunities for improved metallurgical performance. These opportunities are divided into three improvement areas: stability, liberation, and fines flotation. The paper discusses these, as well as the circuit design improvements required to take full advantage of the opportunities identified.

Keywords: Pyrometallurgy, ROMA, Norway, furnace, fines The ROMA project is a competence project on optimizing the usage of raw materials and energy in the ferromanganese, silicon, and aluminium industries. One of the items investigated in this project is the effect of fines on the furnace, and the usage of agglomerates versus lumpy ore. From lab-scale experiments it is shown, that for the charge to agglomerate in the furnace, the charge has to be exposed to a temperature higher than about 1200°C, independent of fines content. The fines less than 1 mm also showed higher agglomeration properties, compared to 2?4 mm, which showed no agglomeration property at all. The properties of agglomerates are very dependent on the pre-treatment of the agglomerate. Sinter and pellets, which have been heated to high temperatures, show a better strength, but also a lower CO reactivity. Sinter also shows a lower melting temperature compared to the ore.

PorterIn introducing his paper, Mr Roman said that whereas in manufacturing plants the yearly production levels were usually chosen to produce the largest annual cash flow, in a mining operation, the raw materials (ore) were exhaustible so that the production had to be scheduled to maximize the total net present worth of the operation. This optimum production schedule could be determined by using dynamic programming. The required information was readily available to management at most mines. The 'possible operating range' of production rates lay between the rate with the highest profit per ton. and that with the highest profit per year. The optimum production rate started typically at the top of this range and decreased slowly as the deposit was depleted.Dynamic programming was used to determine several production schedules for a hypothetical mine-mill complex. The effects of changes in the ore grade estimates, size of deposit and acceptable rate of interest on the production schedule were taken into account. Apart from the fact that the net present worth of the overall profits was larger than that obtained by conventional methods, it appeared from the cases studied that the amount of metal recovered was also greater.Dr it P. King commented that this was a very interesting application of dynamic programming. He pointed out, however, that the market price of the metal was likely to vary significantly and randomly during the life of the mine, and he suggested that the problem should, therefore, be reformulated as a stochastic dynamic programming problem.If the price of the metal rose to abnormally high levels, a much higher than normal production rate could be expected. The results of analyses given in Table 5 showed that the production rate was a function of market price. In his view the stochastic problem could be solved just as easily as the deterministic problem.In reply to a question by Dr King as to whether the function relating recovery to production rate (Table I) was based on real data, the author replied that it was based on the results of an analysis conducted at the Union Carbide Corporation's Pine Creek tungsten mine in California.Dr D. M. Hawkins stated that costs were incurred when the production rate was altered, for example, in appointing or laying off staff, and that in practice it may be necessary to take these costs into account in finding the optimum production rate. Mr Roman replied that, while normal administrative costs were accounted for, the additional costs incurred in appointing and laying off staff were not taken into account."

It has been noted in recent years that the pillars in some bord-and-pillar workings scale or spall. In due course this process may result in the collapse of the affected panels. This paper presents a methodology for assessing the long-term behaviour of such workings, employing a simple model of pillar deterioration by scaling. It is assumed that scaling causes a gradual reduction in pillar width, hence the safety factor of pillars reduces in time. It is also postulated that the process of scaling will be arrested if the coal rubble around the pillar reaches a critical height. The probability that the pillars will survive for a certain period of time, or indefinitely, can be estimated. This can be accomplished by using the log-normal distribution proposed by Salamon and Munro4todescribe the distribution of the apparent safety factor values at failure. If an estimate of the rate of scaling is known, it is also possible to quantify, using a Monte Carlo technique, the expected life of the pillars. The method also facilitates pillar design by specifying a probability of survival for a given number of years or, alternatively, for an indefinite period. Using the limited pool of available data, analyses show that the proposed model does not appear to be inconsistent with observed behaviour of pillars in the Vaal Basin. The crucial parameter is the rate of scaling. Back calculations from eleven cases suggest that the rate of spalling in the Vaal Basin is about 0.2 m/year. It is noteworthy that two further cases in the same area give significantly higher rates (0.85 m/year). Some underground observations in the Witbank area indicate considerably lower rates in the order of 0.02?0.04 m/year. Further areas for study are recommended. These include a study of old workings to determine the extent and rate of scaling in the various coal fields, an investigation into the possible relationship between scaling and the chemical composition of the coal. In addition, model studies will be required to assess the practical impact of the research findings.

Mining companies are increasingly looking to the developing world for the next generation of mining projects, often in countries that have little or no previous history of large-scale mining. One of the major challenges for such projects is hiring?and retaining?personnel that have technical skills and experience in mining-related disciplines. Staffing a mine with an expatriate workforce is neither cost-effective nor sustainable, and many countries now insist that mining companies ?transform? the profile of their workforce to more closely mirror the demographic profile of the host population. The need to nurture mining-related skills in emerging mining nations is not solely limited to the workforce: there are also pressing economic and sustainability imperatives to develop capacity within local service providers such as consultants and contractors, as well as to facilitate informed engagement between mining companies, government and civil society. However, few educational institutions in emerging mining nations currently have the ability to offer practical training in mining-related disciplines. Local employees who are sponsored by companies to develop their skills through international study maybe impeded by language and cultural barriers, and may also be taught using course content that is of limited relevance to the specific challenges of their future working environment. This paper addresses the challenge of skills development and retention in emerging mining nations and uses examples from sub-Saharan Africa and the Asia Pacific region to explore practical means of developing capacity in mining-related disciplines. It examines the need for companies to implement strategies to develop local technical capacity in countries where they envisage a long-term operational future and also highlights the need to foster partnerships between academia, developmental institutions, mining companies, governments and civil society to establish the critical mass of mining-related skills required to nurture the development of a sustainable mining industry.

Platinum group metals are extracted almost exclusively in South Africa from three very different zones in the Bushveld Igneous Complex, called the Plat, Merensky, and the UG-2 reefs. The Plat reef is currently being exploited only by Anglo American Platinum, whereas the Merensky reef is exploited by them, Impala Platinum, Northam, and Lonplats. The UG-2 reef, on the other hand, is also processed by these producers, but Kroondal and Barplats have operations that exclusively treat ore from this reef. At present the extraction of pgms from ores in South Africa follows the traditional route of upgrading to a concentrate in a minerals processing circuit, further upgrading to a matte in a smelter, and final upgrading and separation of the individual metals in a refinery. Thus all operations that extract pgms require a minerals processing circuit, the design and performance of which is a topic of much interest, as it is a poorly understood and not a very efficient process in relative terms, compared to the other processes. Recoveries across the minerals processing circuit of between 75 and 90% are the norm.

Two different methods of fuzzy multiple criteria decision making have been proposed to solve the problem of mining method selection in the paper titled ?Mining method selection by multiple criteria decision making tool, by Bitarafan and Ataei. This problem is really important and also difficult to solve because of the need of handling many criteria simultaneously in the process of decision making. Bitarafan and Ataei have selected 15 criteria for the case study in their paper and those criteria have not been clustered/grouped yet. The number of selected criteria is only 15, although there are more criteria that should be handled in a real case, because they have used Saaty?s method in the section ?Fuzzy multiple attribute decision making? in their paper. Saaty?s method considers the pair wise comparison of criteria and uses random indexed which have already been derived and published. Available random indexes, however, have been derived for maximum 15 criteria so far.

To reduce the frequency of mining incidents and improve safety and production efficiency, it is important to develop technology for the autonomous positioning and navigation of mining equipment, without the assistance of satellite navigation signals. In this study we review the current technological environment for positioning and navigation underground and present several integrated navigation strategies. Existing underground positioning and navigation technology is described, and the performances of different methods based on this technology analysed and compared. The combination types and positioning effects of underground positioning and navigation strategies are discussed. Recent research directions for filtering methods and positioning estimation algorithms for underground positioning and navigation are reviewed. Finally, we summarize the future direction of underground positioning and navigation technology and related algorithms.

Excessive dust generation from unpaved mine haul roads is a problem common to most surface mining operations. While optimal road wearing course material selection parameters reduce the inherent dust generation potential, they do not totally eliminate fugitive dust. Many different classes of suppression or palliative treatments are available for mine haul roads and this paper initially ascertains basic selection guidelines, using a set of ideal dust palliative product, application and performance parameters based on mine road-user requirements. An evaluation and modelling methodology for truck generated fugitive dust emissions is developed as a basis for the comparative assessment of dust control strategies. For water-based spraying, a watering model was developed to estimate individual mine road watering frequencies for characteristic site parameter combinations during summer and winter operating conditions, for a required level of control or maximum dust defect. This forms the base-case scenario with which to compare the performance of other types of dust palliatives under the same conditions. Finally, a basic palliative economic evaluation model is introduced with the aim of identifying and costing the establishment, application and maintenance rejuvenation activities associated with the use of chemical palliatives. While palliative cost and performance is generally site specific, it is shown that under certain combinations of conditions, the use of dust palliatives has the potential to deliver cost savings when compared to water-based spraying.

The distribution of chrome spinels in a magnetically fractionated ilmenite concentrate sourced from the Murray Basin was characterized by XRF assaying, quantitative electron microprobeanalysis, grain mapping, automated mineral phase clustering, and modal analysis. At least 14 distinct chrome spinel types were present in the concentrate. There is considerable variation in the amount of each chrome spinel type present, although a high-Mg, high-Al phase makes up close to 45 per cent of the total spinel population. Magnetic fractionation results showed significant variation in the composition and relative abundance of spinels reporting to each fraction. Low magnetic field strength fractions (ie. high susceptibility grains) were dominated by chrome spinels that are mid-range in Al and Cr. These spinels have the highest magnetite, ulvospinel and Fe(Al,Cr)2O4components. In comparison, the high field strength fractions (i.e. low susceptibility grains) have the majority of the grains with high-Al contents indicating a higher proportion of Mg(Al,Cr)2O4component. Spinels high in a (Al,Cr)2.67O4non-stoichiometriccomponent are absent at low field strengths but tend to be concentrated in the high field strength, non-magnetic fractions. Intermediate field strength fractions tend to exhibit a broad spread in spinel compositional types. A mild roast treatment of the sample had no clear effect on the distribution of chrome spinels between different magnetic fractions, but it did cause a change in the magnetic properties of the accompanying ilmenite grains. The effect of more extreme roasting conditions on the magnetic properties of the chrome spinels is to be determined.

A testing method for assessing the shear-bond strength of thin spray-on liner (TSL) on rock substrate was developed at Wits University Rock Mechanics Laboratories. The gap between a 20 mm thick steel ring and a rock core is filled with TSL along the depth of the ring. After the curing of the TSL for a predetermined period, the sample is placed on a base, which offers support to the steel ring and the TSL but not to the rock core. A compressive load is applied on the rock core displacing the core on TSL contact and punching it towards the void in the support base. Shear-bond strengths for different TSL products as well as shotcrete were measured. This paper describes the test set-up and points out the important aspects and procedures during sample preparation and test execution. The test results are also presented and discussed.

The effect, on the loading. of high concentrations of chlorides in the liquors is discussed. and other components of the liquors that may cause fouling of the resin are also considered. The discussion is supported by the results of tests conducted on various types of resins. The economics of the process is discussed briefly.

Rock brittleness plays an important role in the cutting action of picks on rock surfaces. It controls the ease with which cracks can propagate through the rocks. Although rock brittleness is known as a property that contributes to the cuttability of rocks, despite considerable research effort, there is still much uncertainty about the relation between rock brittleness and rock cutting efficiency. This fact can be attributed to the lack of a universally accepted brittleness concept and a brittleness measurement method. The existing publications of some researchers have, in a way, tended to confuse the understanding of brittleness in the general field of rock excavation where it is expected that the energy consumption of cutting should decrease with increasing brittleness of rock, other conditions being equal. However, this sometimes conflicts with the brittleness concept commonly used in rock mechanics, where the more brittle the rock the higher its mechanical strength. The ratio of rock compressive strength to tensile strength is considered by many authors to give a valuable brittleness index for drag pick operations. Hence, in this contribution the ratio of uniaxial compressive strength to tensile strength BI is considered as an index of rock brittleness, and a new methodology is proposed for its use in rock cutting efficiency analyses of drag tool operations. Validation of the suggested approach is supported by available experimental data in the literature. Contrary to the conclusions reached previously by other authors, it is shown that an increase in rock brittleness is accompanied by an increase in the cutting efficiency, other conditions being equal. Wettability of graphite by synthetic SiO2-Al2O3-CaO-MnO slags with varied MnO content and by industrial slags was studied at 1350-1600 °C using sessile drop method under argon atmosphere. Initial contact angle was the lowest (110-115o) for the MnO-free slag. For slags with 10-40 wt% MnO, the initial contact angle was in the range 125-135o. The contact angle decreased with the contact time. The change in the contact angle with slag mass was found insignificant. The surface tension of slags obtained from the drop shape analyses was 500-800 mN/m and varied in a narrow range with temperature and MnO concentration. The reduction rate increased with increasing MnO content in the synthetic slag from 20 wt% to 40wt% and temperature. Increasing temperature also increased the rate of reduction. No correlation was observed between the reduction rate and MnO content in the synthetic slags in the range 0-20 wt% and in the industrial slags. The rate of SiO2 reduction from the molten slag was close to the rate of MnO reduction. The MnO-free slag had the largest contact area with graphite substrate. The use of dual-energy X-ray transmission (DE-XRT) technology in the mining industry has been developing rapidly in the past decade. In many projects, DE-XRT images are analysed to classify ore and waste in sulphide deposits where the sulphides and non-sulphides have distinct characteristics in density. In the current practice of DE-XRT image processing, every pixel in the image gets classified into two categories, depending on the intensity of the pixel from both low and high energy X-ray response. If the pixel’s intensity is above the threshold curve generated in the high-energy and lowenergy scatter plot, it is classified as “higher density” material, and the remaining pixels are classified as “lower density” material. This paper elaborates on an alternative approach to DE-XRT image processing for in-depth characterisation of samples from a lead-zinc sulphide deposit. The detailed characterisation is achieved by providing density distribution of individual rock using DE-XRT laboratory sorting unit (COMEX) located at the University of British Columbia. Instead of classifying the X-ray images into two different classes from one threshold curve, multiple density classes are created between two threshold curves to generate the density distribution. By manipulating the two threshold curves, we can analyse images of samples obtained at different resolutions of density distribution. If the two threshold curves become infinitely close to each other, it will create a single-threshold scenario similar to the current methods being used in the industry. This method provides the ability to change the threshold curves, hence providing more flexibility on material characterisation based on the needs of the operation. Furthermore, the DE-XRT images from individual rock specimens are compared to the test results from hand-held X-ray fluorescence (XRF) analyser as well as assays of various elements for the same set of samples. The data analysis will provide information regarding ore characteristics and also the theoretical performance of the sensor-based sorting. Contribution to discussion M. J. Martinson (Associate Member)*: Application of the simple selection test mentioned in the penultimate paragraph of the paper (reference to a more detailed description of the test would not have been inappropriate) should assist South African mining engineers to make more efficient and possibly more humane use of available labour. The authors mention that the test 'is in use in the gold mining industry', and it would be interesting to know the extent of this usage in terms either of number of mines or as a percentage of the total number of labourers employed on 'heavy' tasks. The paper would have been of greater interest had the authors attempted to relate their findings to the statistics of labour usage in gold mines, members of the Chamber, and to the 'heavy' tasks in particular. On this the authors confine themselves in their Introduction to the somewhat ambiguous statement that 'A relatively high proportion of the 360,000 Bantu mine labourers are employed underground on manual tasks'. To appreciate the practical significance of the authors' work one needs a detailed breakdown of the underground labour force by occupations, together with estimates of quantities such as: (a) total stope and development tonnages moved manually per shift: by shovelling by shovel/tram by tramming together with distances and any other relevant data; (b) theoretical energy expenditures required to accomplish (a); (c) actual energy expenditures required to a accomplish (a); (d) energy theoretically available to accomplish (a) based on 50 per cent of the total maximum oxygen intakes of the labour force allocated to these tasks. Analyses of this sort on an industry basis might demarcate the more promising areas for detailed investigation. Stress is often laid on the need for increased mechanisation to increase stope productivity, but it may be questioned if enough is known about the characteristics, performance and potential of our underground labour force to warrant blind acceptance of stope mechanization as the industry's panacea. Provided that health and safety are not compromised, the ultimate yardstick for assessing any form of stoping is profitability; obviously the industry must investigate very thoroughly any form of mechanization which might reasonably be expected to increase profitability, but it should also be remembered that a radical overhaul of existing systems-which have after all evolved by trial and error over the past 75
