The functional design of a pavement relates to the selection of appropriate wearing course materials which optimise the trafficability of a pavement. Trafficability is dictated to a large degree by the choice, application and maintenance of locally available wearing course materials. Poor functional performance results in decreased safety and operational efficiency and increasing road and vehicle maintenance requirements. An optimal functional design will include a certain amount and frequency of maintenance (watering, grading etc.) and thus maintenance itself can be planned, scheduled and optimized within the limits of required road performance and minimum vehicle operating and road maintenance costs. Since no wearing course material selection guidelines, tailored to the specific needs of surface mines, were available, there was the need to identify appropriate selection guidelines for the range of materials commonly encountered for road building on South African mines. The aim of this paper is to present an overview of the functional design method for mine haul roads and, through an analysis and quantification of existing wearing course material performance, to recommend appropriate wearing course material selection guidelines. The functional design technique has been applied at a number of mines and is illustrated by an application case study which demonstrates the potential reduction in total transportation operating costs associated with the optimal functional design.

The need to establish and harmonise methodologies to quantify air emissions, atmospheric dispersion and the consequences of air pollutants (especially hexavalent chromium) from the ferrochrome industry became important aspects with the increasing demands for comprehensive impact assessments. The paper includes a synthesis of current knowledge on the following aspects: ? Locally and internationally accepted methodologies for the quantification of chromium emissions, including sampling methods and emission factors; ? A compilation of recognised and accepted air quality sampling and laboratory analysing techniques; and, ? Dispersion modelling and impact assessment tools. Depositing and removing materials from the chromium ore stockpile and wind erosion of exposed stockpiles result in mainly chromite emissions unlikely to contain significant amounts of hexavalent chromium. Pre-treatment processes such as drying, crushing and screening also produces chromium emissions, but mainly as trivalent chromium. The smelting of chromium is the major source of chromium emissions - open furnaces have the highest uncontrolled chromium emissions, followed by semi-closed and closed furnaces, respectively. Based on the current knowledge on emission rates, interim emission factors for particulate, total chromium and hexavalent chromium releases are provided. Ambient sampling and analytical methods to determine environmental exposure of the general public require that hexavalent chromium needs to be quantified in very low concentrations. Suggested sampling and analytical methods for both source characterisation and ambient monitoring are provided. The selection between dispersion models needs to be based on the size of the modelling domain and the complexity of the terrain. The discussion on dispersion models includes the US EPA?s Industrial Source Complex Model (Version 3), the AERMET/AERMOD suite of models and the CALMET/CALPUFF suite of models. Guidelines are also proposed for environmental exposure assessments including cancer and non-cancer health effects.

This paper examines the occupational health and safety performance (OHS) of the South African mining sector against the backdrop of changes in the composition of the sector, international trends in OHS performance, and the agreement on OHS milestones and targets by mining stakeholders at the Mine Health and Safety Summit of 2003. Although OHS performance has improved, progress is slow and there is need for significant rather than incremental change if the targets are to be realized. Since 2003, fatalities and injuries are 20?25% short of annual milestones and not all commodities show consistent improvement. Statistics on occupational health impacts are unavailable, but noise and respirable dust levels are known to be high in mines, with much work lying ahead to address exposures at source. Trends in regulating and addressing OHS hazards are discussed with reference to the notion of ?systems-thinking? and the targets. Efforts to improve OHS and to respond to changes in the sector are constrained by a lack of training and consistency in risk management, guidance for junior, small and artisanal miners, and holistic approaches to risk. For example, treating risk holistically would involve taking proper account of contractors and women in the workplace, and attending to human factors and ergonomics.

The effect of grinding media performance on milling and operational behaviour was demonstrated under different selected conditions of calcium carbonate slurry milling. A variety of grinding media materials and bead sizes, along with two different stirrer tip speeds, were used in the grinding process to generate a particle size reduction of the calcium carbonate (CaCO3). To determine the optimum milling parameters the collected test data were used to calculate and evaluate specific energy as well as stress intensity under different milling conditions. A modified approach to the implementation of Gy?s sampling theory is discussed and used to design a procedure for sampling crushed gold ore feed to metallurgical process plants. The approach involves calibration of certain ore-specific parameters. These parameters were calibrated for two different crushed gold ores en route to grinding mills in process plants. The model predictions were compared with the predictions from Gy?s original model. Far smaller masses of samples are required by the modified model than by Gy?s model at the same relative variance. The representativeness of the sampling procedure if normally distributed errors are assumed was also calculated. These procedures and evaluations lead to significant savings on cost of handling and preparation of the samples and to a quantifiable degree of confidence in the analytical results for the process plant.

The Kriel Colliery is an Anglo Coal mine which is contracted with Eskom to produce No. 4 seam for Kriel power station. The mine previously found it uneconomical to mine No. 5 seam due to the low qualities and tonnages of the seam, both at the opencast and underground sections. An area has been encountered for the first time at Kriel Colliery opencast pit 5, where the tonnage and qualities of No. 5 seam warrant further investigation. The primary reason for the investi¬gation of No. 5 seam by Kriel Colliery is because of the advantage of the high selling price (R450/t) that the market is currently prepared to pay for the No. 5 seam. The aim of this project is to mine No. 5 seam economically without interrupting No. 4 seam mining operations. The problem is that the equipments that are currently being used at the mine belong to Eskom and are dedicated to mining No. 4 seam only, not No. 5 seam. Through geology investigation, it is found that the whole No. 5 seam (No. 5 seam upper and lower) has an average thickness of 1.8 m. It also contains a parting of carbonaceous shale which divides the seam into two parts. No. 5 seam upper contains less tonnage compared to No. 5 seam lower. The calorific value and ash content of No. 5 seam lower is far better than No. 5 seam upper, but would still require washing the coal. This makes No. 5 seam lower the preferred seam to mine because it meets the requirements of the customer which is Highveld Steel. It is a coincidence that the area containing No. 5 seam under investigation encounters high overburden problems. The problem of drilling to No. 4 seam was going to be encountered because the thickness of the overburden ranges from 35 to 39 m. The Gardner Denver at the mine can drill blastholes only to a depth of 34.5 m, meaning the full overburden will not be drilled at once. This means the mining of No. 5 seam will do favours for Eskom because the overburden thickness will be minimized. This then led to an agreement between Anglo Coal and Eskom to mine No. 5 seam because both companies benefit from the project. In order to identify a suitable mining method for No. 5 seam lower, literature studies took place. It is found that San Juan mine from the USA has similar geological features to Kriel Colliery's No. 5 seam. Through comparisons, it is found that truck and shovel mining would suit the geology of Kriel Colliery's No. 5 seam since San Juan mine is using it. The sequence of mining No. 5 seam lower allows for a clearance of two cuts between the truck and shovel operation and the dragline. The mining sequence of No. 5 and 4 seam will be in the order of top soil removal; soft overburden pre-stripping; pre-strip drilling; pre-strip hard overburden; No. 5 seam lower coaling; interburden drilling and blasting; interburden stripping and No. 4 seam coaling. Financial evaluation of the project shows that a contractor will charge Kriel Colliery (Anglo Coal) approximately R 102.2 million to mine No. 5 seam successfully. The sales of No. 5 seam lower will provide a profit of R99.4 million at a yield of 70% from the washing plant. The project is beneficial to both Eskom and Anglo Coal because Eskom will have eliminated the problem of pre-stripping and Anglo Coal will generate additional profit. Through investigation and analyses of the project, it is proven to be viable and should take place. This is after looking at the advantages that the project has for Anglo Coal and Eskom. The geometry and morphology of a set of low-angle fractures around a stope in a deep Witwatersrand gold mine are explained in terms of extension fractures forming under variable conditions of stress. Primary extension fractures (E1) form some distance ahead of an advancing stope along the s1, s2 plane. With stope advance, a couple of these fractures end up in a stress regime conducive to transpressional shear and a secondary set of extension fractures(E2) is formed at a high angle to the primary fractures. i.e. at a low angle to the stope. As the E2 fractures are undermined, they migrate into a stress regime of transtensional shear and a third set of extension fractures (E3) may develop between E2 fractures. These have sigmoidal shapes, being parallel to the E2 fractures at the E2 discontinuity where s3 is negative, and curved through the un-fractured rock between E2 fractures where s3 is positive at the instant of fracturing. The fractures all display fractographic features characteristic of dynamic extension failure with striae indicative of the direction of rupture propagation and the local, instantaneous orientation of s1.

Current practice for the recovery of platinum group metals (PGM) from flotation concentrates is by energy-intensive smelting processes followed by separation and refining of the base and precious metals. Energy costs are rapidly increasing in South Africa and this trend is forecast to continue in future years. Moreover, the smelting operations are highly susceptible to deleterious constituents, particularly chromite; and the increasing tonnages of UG2 chromititic ore being mined results in an increasing chromite content of smelter feeds. Hence there is a substantial incentive to assess and implement alternative processes to smelting for the treatment of PGM concentrates. The Kell process is a patented hydrometallurgical alternative to smelting that is totally insensitive to the chromite content of the feed concentrate and comprises three commercially proven unit operations (pressure oxidation leaching of base metals and sulfur, roasting and chlorination of precious metals). The Kell process provides the opportunity for existing and new PGM producers to significantly reduce their energy consumption, and in particular their consumption of electricity, by removing the need to smelt PGM concentrates. Energy costs, greenhouse gas emissions and installed power requirements are also much reduced. Compared with smelting and refining these reductions are calculated as: ? Total energy consumption-50% reduction ? Electrical energy consumption-84% reduction ? Energy consumption costs-76% reduction ? C02 emissions-70% reduction ? Installed power requirement 92% reduction. The data obtained from simple laboratory batch amenability testing can be readily applied to the Simulus mass and energy balance simulation procedure to determine energy and reagent consumptions, equipment selection and process optimization. The applicability of Kell to treating low-grade 'dirty' concentrates with high UG2 content as well as to polymetallic concentrates containing base metals as the major payable metals with subordinate PGM means that these savings can also be expected when the process is used for treating a range of concentrate types and grades. Skorpion Zinc is located 25 km north-west of the small settlement of Rosh Pinah in southern Namibia. Commissioned in early 2003, Skorpion Zinc became the first mine-to-metal operation to commercially apply a purely hydrometallurgical process route to exploit a zinc oxide orebody. The novel technology, known as The Modified ZincexTM Process patented by Tecnicas Reunidas, comprises sulphuric acid atmospheric leaching, zinc solvent extraction (SX) and electrowinning (EW) to produce London metal exchange (LME) Special high grade (SHG) zinc. Forming the core of the process, the SX step has thrived in its role as a barrier to impurities and also in the upgrading of the pregnant liquor solution (PLS), converting it into a loaded electrolyte (LE) sufficiently rich and pure for EW. Against this successful run, a number of challenges have, however, been encountered in SX due the emergence of upset conditions largely emanating from upstream processes. This paper outlines some of the major deviations that have beset the SX process in its first five years of continuous operation. Impurity excursions, temperature depressions, changes in phase continuity, excess aqueous entrainment, the effect of colloidal silica and the accumulation of rare earth elements on the organic phase will be discussed in detail. Mintek has developed a level-control system, FloatStar, for use in flotation circuits. Instead of controlling levels separately in each unit, the controller monitors levels throughout the circuit. It can thus take account of the global effects of any control actions. A collaborative project between Mintek and Karee Platinum Mine has begun, looking at aspects of flotation control. Karee plant was chosen as the site for this work because of its good existing control infrastructure. As a first stage of the joint project FloatStar was installed. Analysis during installation and running of the FloatStar has illustrated how circuit design and measurement technology can affect process control. Severe interactions have been observed in the levels of adjacent banks. The effect of FloatStar on flotation performance was tested and an improvement in level control was observed. Similarly, a faster settling of the plant after start-ups was observed. Both the improved level control and faster start-ups lead to higher platinum recovery.

Current potential applications for mainstream grinding and concentrate grinding are the subject of a group-wide research and development programme. The first 10 000-litre 2.6 MW IsaMill was jointly developed by Anglo Platinum, Xstrata Technology and Netszch for installation at the Western Limb Tailings Re-treatment project in Rustenburg, South Africa. The unit was commissioned in late 2003/early 2004,and has operated in an intermediate concentrate regrind application successfully since. This paper describes the operational performance to date, as compared with the original duty specifications and objectives. The first mainstream M10 000 IsaMill with a 3 MW drive will be operational in November 2006 at the Potgietersrus Platinum (PPL) ?Platreef? Sandsloot Concentrator in South Africa?s Limpopo Province. (Extractive Metallurgy)degree The concepts behind support vector machines are very interesting both in theory and in practice, as they are based on a universal constructive learning procedure derived from the statistical learning theory developed by Vapnik. In this paper, their application to time series modelling is considered by means of simulated data from an autocatalytic reactor. In particular, reconstruction methods from non-linear dynamics are used to define a state space model for the process. Automation of the conventional grinding circuits of Palabora Mining Company (PMC) required that adequate instrumentation and a control system had to be put in place, after which extensive testing had to be done to evaluate different grinding control strategies. The objective was either to optimize the particle size from the grinding circuit, or to increase milling circuit throughput while maintaining particle size at existing levels. Prior to automation of the process as described below the circuits were controlled manually. No on-line information on cyclone feed densities, cyclone feed flow or cyclone overflow particle size was available. This type of control relied heavily on interpretation of the process parameters by the operator and on his ability to make informed decisions on what the set points should be. An integral component of the automation process was the installation of a SCADA package (SysCad SDX) for implementing the on-line control strategy. A self-correcting model for prediction of cyclone particle size was developed and implemented on the SDX. The model is calibrated using values from the particle size analysers while they are operational. If the particle size analysers choke or fail for any reason, the model continues to provide a good estimate of the particle size. This technique ensures that a continuous particle size indication is available compared to the intermittent reading from the instrument. The continuous signal allows particle size to be used as a process variable for control purposes. A strategy was developed and implemented which allows for the production of a controlled grind size from the conventional milling circuit to the flotation circuit. The grinding control strategy allows for the control of particle size from the individual cyclone overflows. This strategy allows the operator of the process to increase or decrease production rate by specifying a coarser or finer grind size required for flotation.

A powerful, interactive metallurgical process simulator for use on micro- computers has been developed in the Department of Metallurgy and Materials Engineering at the University of the Witwatersrand. MICROSIM presently allows simulation of all ore-dressing flowsheets and a selection of hydrometallurgical unit operations, and is extendable to all such processes. MICROSIM is written in Pascal. This modern language provides very versatile data structures which can be effectively used to solve the major problem in generalised simulation programs, namely storage and transmission of data relating to liquid and solid phases. Dynamic memory allocation allows optimal utilisation of computer storage space. The simulator utilises very efficient precalculation algorithms that determine the tear streams for optimal sequential modulator calculation convergence. Microcomputer graphics simplifies flowsheet specification, and form-filling data capture with supplied default values eliminate most common input errors.

Most Australian longwall coal mines are currently working coal faces up to nine kilometres from the surface. In the event of a mine emergency walking this sort of distance wearing breathing apparatus becomes very difficult if not impossible. Self-rescue continues to remain the focus of mines rescue in Australian coal mines and this paper describes a vehicle modification which will improve the chances of a miner rescuing himself. Existing mine personnel transport vehicles are not designed to operate in some types of atmospheres that may be present following a mine fire or explosion event. An Australian Coal Association Research program (ACARP) funded research project recently completed in Australia has developed a specification for a vehicle that is able to operate safely in some types of post emergency atmospheres. During the course of this investigation, diesel and electric vehicles were examined prior to making a final decision on vehicle suitability. Based on the fact that there are already some 1500 diesel vehicles in use in underground coal mines in Australia it was decided that modifications to existing diesel engines would be the best option. This presentation will outline the proposed specification for the vehicle and the reasons behind the decisions that were made with respect to the specification.

Raw material fed into a processing or refining plant is required to be uniform in composition for several reasons. When the mined ore is highly variable in quality the only way to ensure consistency is to homogenize the ore prior to the process. The problem is more complicated in the case of multiple ore sources. The idea behind the research is that theoretical blending ratios can serve not only to meet predefined specific criteria but also to reduce grade fluctuations of variables under consideration. In this paper, the problem is formulated as a quadratic programming problem, whose objective function is in quadratic form and constraints are linear. A case study was conducted on a data set from an iron orebody to demonstrate the technique. The objective was to minimize the blend variability in terms of each variable (in this study, iron, silica, alumina and lime) grade of ores extracted in three different production faces. The stockpile capacity, lower and upper limits of each variable satisfying operational requirements and non-negativity were constrained to the model. A modified simplex method developed by Wolfe was used for solving the blending and homogenization problem. The promising results can be used as apart of the stacking and reclaiming design. The safety of mining operations is significantly influenced by the in situ stress fields in which the mining excavations are created. From the point of view of planning of mining operations, the in situ stress field is a most important input parameter for valid modelling of excavations. Many in situ stress measurements have been carried out for mining and civil engineering projects in southern Africa over the past 30 to 40 years. A database of in situ stress measurement results and observations has been compiled. This paper presents results extracted from the database which are considered to be of particular interest to mining areas in South Africa. The database will permit the estimation of likely stress conditions in new areas of mining, provide a basis for evaluation of results from future in situ stress measurement programmes, provide a basis for comparison of observed behaviour with expected behaviour, and provide a source of data on which realistic design and layout analyses can be based. The information contained in the database indicates that horizontal to vertical stress ratios in the Carletonville, Klerksdorp and Rustenburg areas are significantly higher than the value of 0,5which is commonly used in mine layout planning.
