"SynopsisCost estimation for surface coal mines is a critical practice that affects both profitability and competitiveness. New mines require these costs to be estimated using available information before a project begins. The competitive advantage of a new mine depends on it being both efficient and cost-effective. Low-cost producing mines have a higher chance of survival in a low-price environment than do high-cost producers. The competitiveness and profitability of a coal mine is based on the costs of production and the supply position on the cost curve. There is no single method of cost estimation, and the available methods consider only one or a few variables, leaving out multiple variables that could significantly affect the estimation of mine costs. Mining companies are thus searching extensively for a method that will increase accuracy in the estimation and evaluation of mining projectsThis paper highlights the shortcomings of the available approaches and proposes a data envelopment analysis method to develop a frontier for effective surface coal mines, and the use of a parametric method for modelling the costs and productivity of new mines to ensure effective competitiveness. The models will extend the capability of estimation and the accuracy of estimates using the efficient decision-making units, by considering the optimal mine-specific and external variables affecting costs.IntroductionCoal contributes 25% of the world’s primary energy needs, after fuel oil, which contributes 35%. The world is rapidly becoming more ?green? i.e. energy conscious. Since mining and mineral processing are massive energy users, the mining industry is seeking ways to reduce its energy footprint. In mining and mineral processing operations, energy is often the most expensive cost item. Comminution, i.e. grinding, is frequently the most energy-intensive step between mine and metal. High pressure grinding rolls (HPGR) are being installed in a rapidly growing number of ?hard rock? mineral processing operations. In the energy conscious cement industry, HPGR grinding has been standard practice for decades. HPGR is known to be energy-efficient; the question is how energy efficient? How can the energy efficiency of HPGR be enhanced? This paper reviews recent HPGR applications for the processing particularly of copper, gold, platinum, PGM-Ni-Cu and iron ores. HPGR technology is discussed with respect to energy efficiency. The harder the ore the greater the energy savings are likely to be. Typical energy savings of 10?20% can be expected when installing HPGR vs. a SAG mill. Wipf(2005) showed why conventional Bond Work index tests on HPGR product is likely to under-estimate the energy savings that can be achieved by installing HPGR. Energy efficiency of HPGR is, however, ore-specific. The biggest energy savings of HPGR tested thus far is 9.5 kWh/tonne claimed for Vista Gold?s Mt. Todd gold ore from Western Australia, a savings of over one-third of conventional SABC comminution energy. Several commercial scale iron-ore pellet feed plants install HPGR for fine-grinding of concentrate to increase the surface area of pellet feed in a manner that reduces overall energy consumption. Energy-consumption in comminution is, however, only part of the energy savings benefit story. HPGR typically also reduces the amount of steel lost through wear of mill liners and media. Marsden(2008) showed that when the energy that would have been consumed to produce the steel that is saved by applying HPGR is factored in, then the overall energy savings of HPGR is considerably greater. Johnson et al.(1988, 2005) tested HPGR in a flowsheet in which energy savings of around 50% can be expected if HPGR product screen oversize is recirculated to the HPGR. Innovative flowsheets have been proposed by Rule et al.(2008) and by Morley (2008) which are expected to result in significantly increased energy savings. HPGR applied in flowsheets in conjunction with coarse ore separation devices, e.g. ore sorting or DMS to remove barren waste from HPGR feed promises significantly greater energy efficiencies. Fine-grinding and ultra-fine grinding of ore or concentrates in conventional ball mills results in energy consumptions that increase exponentially with product fineness. Wipf (2009) presented a flowsheet in which he proposed the installation of HPGR ahead of the Aerosion ?Disintegrator? for ultra-fine grinding of ores and/or concentrates. This dry grinding arrangement is expected to achieve ap80 = 7 µm using up to 100 kWh/t less energy than could be achieved by wet ball milling. Using conventional comminution, an ore might require grinding to p80 = 45µm (? 325 mesh), for example, to liberate the valuable components, e.g. magnetite, from gangue, e.g. silica. Inter-particle comminution in HPGR may break some ores along grain boundaries thereby liberating valuable minerals from gangue at a much coarser particle sizes. Early magnetic separation rejection of silica gangue liberated from magnetite by HPGR at coarser grain sizes could further reduce downstream comminution energy consumption.

The prediction of the mechanical behaviour of South African coal on the basis of current proximate and other chemical parameters gives rise to problems, and the use of ultimate analyses and inferred maceral and rank analyses, although it has improved the situation to some extent, is still not satisfactory. In an attempt to reach a new level of understanding, this paper gives an in-depth review of the fundamental petrographic characteristics of coal and compares these parameters with the main types of mechanical performance. A two-tiered system of primary and secondary parameters is proposed for the prediction of coal behaviour. The primary or inherent parameters include rank and organic composition. The secondary or extraneous factors include such parameters as mineral mater, cracks or cleats, degree of oxidation, and size. In addition, an explanation is offered of several anomalous behavioural conditions in some South African coals.

The induced elastic stresses in the sidewalls of gold-mining tunnels at a depth of 4000 m in the Witwatersrand exceed the peak compressive strength of even the best-quality quartzite rocks. Laboratory tests measuring post-yield stress versus strain response show that brittle fracture occurs, followed by a loss in strength associated with strain-softening behaviour. Numerical modeling based on an assumed Mohr-Coulomb criterion fitted to the test results shows that large ongoing deformations of the sidewall occur, leading to total tunnel failure without adequate support. A methodology is presented to enable a quick assessment to be made of support requirements in terms of ground characteristic curves for numerically derived pressure versus displacement. From these curves, estimates can be made of the force levels for cable bolting and of the thickness and strength requirements for shotcrete linings. As an example of its application, the methodology is used in a comparison of the relative stability efficiencies of a square-shaped tunnel and a horizontal ellipse-shaped tunnel.

There is an increasing awareness of the importance of including an assessment of environmental liabilities in the preparation of bankable feasibility documents. This means that environmental assessments of proposed, existing and decommissioned mine sites have to be undertaken for the purposes of quantifying environmental liabilities and assessing potential risks. This paper examines the need for considering environmental liabilities before describing the approach adopted in undertaking due diligence studies for the preparation of bankable feasibility documents and some of the difficulties experienced. Finally, some concluding remarks are made and the implications for the mining industry are discussed.

As part of an investigation of possible water-saving measures at Anglo American Platinum's Mogalakwena Mine in Limpopo, South Africa, a study was made of conditions on the wet beaches of two adjacent tailings dams, each serving a separate plant on the mine. For one of the dams, a special catamaran was designed and constructed to enable the full length of wet beaches to be accessed and sampled immediately after a layer of tailings had been deposited. For the other dam, the wet beach was accessed using conveyor belting and scaffold planks. The length of the beaches was 400 m on the first dam, and 200 m on the second, and each was sampled at 50 m intervals. The parameters reported in this paper, for both beaches, are: > Water content profiles along each beach from the surface to as deep as 2.5 m, at times ranging from 12 hours to 6 weeks from the end of deposition > Particle size distributions at the surface, down the full length of the beaches > Measurements of feed relative density, tonnage and volume, decant and drain flow volumes, as well as rainfall and evaporation for both dams. The surface water contents shortly after deposition have been used to establish the relative density of the settled, decanted tailings and its variation down the beach. This data, combined with the decant and drainage flows, is used to establish the calculated and actual water recoveries from both dams.

"This paper provides guidelines on performing mass and energy balance modelling involving coal and coal derivatives. Usually, the inputs to a pyrometallurgical process would be specified in terms of elements and compounds. Reliable thermochemical data is more widely available for species involving uniquely defined, relatively smaller molecules. However, in the case of coal, the molecules are extremely large and not uniquely defined. Consequently, modelling processes involving coal and its derivatives involve several potential pitfalls. These are outlined in the present paper.It was found that coal proximate analysis should not be regarded as absolute; it could vary with several parameters, including heating rate. For modelling, the use of ultimate analyses should be considered a preferable option to proximate analyses, where ‘fixed carbon’ and ‘volatiles’ are not defined in terms of chemical composition. Significant errors could be incurred if the larger molecules are neglected during calculation of the calorific value (CV) of coal gas (the gas liberated when coal is heated in the absence of oxygen).For elemental analysis determination, the oxygen content (which is calculated by balance) should be checked to ensure it is within the expected range. For representation of sulphur in coal, one should avoid doublecounting due to SO3 in the ash analysis.Potentially, oxygen in coal could be represented as O2, H2O, CO, or CO2.However, use of some of these species without considering the experimentally determined gross CV leads to significant errors in the energy balance. If coal enthalpy is calculated from elemental analyses without correction, representation of coal oxygen as H2O(l) gives reasonable accuracy. Coal volatiles could be represented by a complex mixture of compounds, even using different oxygen-containing species than these four, provided the enthalpy is corrected.It is recommended that an ‘enthalpy correction value’ be incorporated in energy balances involving combustion, devolatilization, or conversion of coal and coal derivatives, e.g. coke, char, or tar. That would imply that proximate analysis, elemental analysis, as well as the gross CV would be required for all solid or liquid coal-derived substances being modelled. No other correction due to carbon being present in a form other than graphite should be used, as that would imply double-counting some effects."

The earliest authenticated scientific report of the occurrence of platinum in rocks from the Bushveld Complex appears to be by William Bettel on 10 November 1906. Thereafter, prospecting of the chromite-rich rocks for platinum proved frustrating. I suggest that the resurgence of interest shown by Dr Hans Merensky in 1924 resulted from his realization that newly panned platinum had a different grain size from that in the chromite layers and indicated a different source rock, which he located, and it became known as the Merensky Reef.

Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

The main purpose of the paper is to determine the contribution of fluctuations in barometric pressure to flammable gas explosions in South African mines. For this purpose, the barometric-pressure patterns preceding each of the 59 major explosions in South African gold and coal mines over the past 20 years were analysed. It is concluded that diurnal fluctuations in pressure do not have a major influence on the accumulation of gas in the underground workings, but that pressure drops associated with cyclonic weather systems moving across the country over a number of days are the major factor contributing to gas explosions in mines. To illustrate some of the points made in the paper, the Hlobane Colliery explosion of September 1983 is used as a case study. In the final section, several general conclusions are drawn and recommendations put forward as to how mines should recognize and react to meteorological phenomena that may lead to an increased probability of gas explosions in underground workings.

Current mine production planning, scheduling, and allocation of resources are based on mathematical programming models. In practice, the optimized solution cannot be attained without examining all possible combinations and permutations of the extraction sequence. Operations research methods have limited applications in large-scale surface mining operations because the number of variables becomes too large. The primary objective of this study is to develop and implement a hybrid simulation framework for the open pit scheduling problem. The paper investigates the dynamics of open pit geometry and the subsequent material movement as a continuous system described by time-dependent differential equations. The continuous open pit simulator (COPS) implemented in MATLAB, based on modified elliptical frustum is used to model the evolution of open pit geometry in time and space. Discrete open pit simulator (DOPS) mimics the periodic expansion of the open pit layouts. Function approximation of the discrete simulated push-backs provides the means to convert the set of partial differential equations (PDEs), capturing the dynamics of open pit layouts, to a system of ordinary differential equations (ODEs). Numerical integration with the Runge-Kutta scheme yields the trajectory of the pit geometry over time with the respective volume of materials and the net present value (NPV) of the mining operation. A case study of an iron ore mine with 114 000 blocks was carried out to verify and validate the model. The optimized pit limit was designed using Lerchs-Grossman?s algorithm. The best-case annual schedule, generated by the shells node in Whittle Four-X yielded an NPV of $449 million over a 21-year mine life at a discount rate of 10% per annum. DOPS best scenario out of 2 500 simulation iterations resulted in an NPV of $443 million and COPS yielded an NPV of $440 million over the same time span. The hybrid simulation model is the basis for future research using reinforcement learning based on goal-directed intelligent agents.

Traditionally, bottle roll tests have been used to optimize the extraction process for best gold extraction and recovery. Such tests typically involve exposing the ore to defined reagent concentrations (lime, cyanide and sufficient oxygen) and balance the gold input with recoveries and losses. With mounting pressures to accommodate sustainability issues during development work, it became apparent that much more information would be required on the interactions and kinetic behaviour of solid and solution species during the entire leach process. This information is vital to enable proactive management of critical issues such as cyanide, arsenic, water and tailings management. Inadequate management of these aspects has led to temporary closures and, in cases of non-compliance, to the dynamically changing regulations. MINTEK?s advanced leach facility (ALF) is being developed with the aim of bridging the knowledge gap between the gold leach process and the predictable environmental impacts upon discharge. The facility aims to monitor all parameters of relevance such as pH, Eh, dissolved oxygen, metals, cyanide species, and viscosity during the entire process to enable more informed decisions on practical interventions. The presented set of data reflects first experiences gained from processing a refractory gold ore concentrate. Attempts at optimizing the process were limited due to the developmental nature of the work. Data relating to leaches with differing preoxidation conditions and cyanide staging is presented.

"SynopsisThe most widely used support design damage criterion for rockburst-prone mines is based upon kinetic energy, which is proportional to the square of the ejection velocity and is commonly expressed in terms of peak particle velocity (PPV). Field monitoring and back-analyses have shown that ejection velocities of the order of 10 m/s and higher can result from seismic events of moderate magnitude. Such velocities are much higher than those predicted using PPV obtained from scaling laws. It has also been found that the peak ground motion (i.e. PPV) on the surface of an excavation is preferentially amplified (by four- to tenfold) compared to the motion in solid rock at a similar distance from the source. However, the wave propagation and interaction processes involved within the fractured rock in generating high ground motion are very complex and are not well understood at this time.In this paper, velocity amplification was investigated by modelling the dynamic interaction between fractured rock and a free surface using a 2D discontinuum-based numerical program, UDEC (Universal Distinct Element Code). A 1D model with a fractured zone was used to represent the fractured rock. Velocity amplification, quantified by PPV, predicted at the free end of the model was 2.0–3.6 times higher than the input velocity. It was found that the wave frequency, fracture stiffness, fracture spacing, and thickness of fractured zone are the main factors that affect the velocity amplification. The results have proved that the interaction of the seismic wave and multiple fractures near the free surface strongly influences the ground motion.IntroductionSince mining-induced seismicity is almost inevitable in deep mines, ground support is generally employed to mitigate the risk of seismically-induced damage. The most widely used support design criterion for seismicallyprone mines is one that seeks to maximize the absorption of the kinetic energy (plus potential energy if a gravity component is considered) of key rock blocks. Based on this criterion, design methods for rock support were first proposed by Wagner (1984) in South Africa and later improved, among others, by Roberts and Brummer (1988) and Kaiser et al. (1996)."

The important factors that have a bearing on ventilation and cooling requirements and practices, such as air flow through the mine, geographical distribution of eat loads, and micro-ventilation considerations, are dealt with. The analysis of these factors leads to definitive ventilation and cooling strategies, air and water process design, specifications of details, and designs of the associated plant and equipment.

The optimal design of production phases and ultimate pit limit for an open pit mining operation may be generated using conventional or stochastic approaches. Unlike the conventional approach, the stochastic framework accounts for expected variability and uncertainty in metal content by considering a set of equally probable realizations (models) of the orebody. This paper evaluates the performance of a new stochastic network flow approach for the development of optimal phase design and ultimate pit limit using a gold deposit as the case study. The stochastic and conventional frameworks as considered here utilize the maximum flow and Lerchs-Grossman (LG) algorithms, respectively. The LG algorithm is restricted to considering an estimated (average-type) orebody model, while the stochastic maximum flow algorithm is developed to simultaneously use a set of simulated orebody realizations as an input. The case study demonstrates that, when compared to the conventional LG algorithm as used in the industry, the stochastic approach generates a 30 per cent increase in discounted cash flow, a 21 per cent larger ultimate pit limit, and about 7 per cent more metal, while it maintains a consistency in phase size.

Recent publications have demonstrated the important role that can be played by a priori information of the grade levels, variability, and spatial patterns in adjacent or nearby areas in improving the quality of grade estimates for virgin or sparsely drilled areas. A research project was therefore conducted involving the collection and analysis of extensive sampling and borehole data from 7 reefs on some 30 Witwatersrand mines. This paper shows that the 'equivalent' log variance for the two-parameter lognormal model provides a good basis for the study and comparison of the levels and behaviour of relative variances. The trends of these against the corresponding log areas were found to form distinctive patterns, which are useful for these purposes. The patterns for the Basal, Vaal, Carbon Leader, and Main Reef Series form a reasonably close group, whereas those for the V.C.R.(particularly where the facies are mixed), B Reef, and Kimberley-Elsburg Reefs (particularly for narrow channel widths) do not always conform. The patterns shown by underground chip samples are also compared with those obtained from borehole cores. It is shown how this information can be used to improve the borehole valuation of new mines and of virgin areas in existing mines.

Risk assessment consists of a search for the answers to: ?What can happen? ?How likely it is that it can happen? ?What are the consequences if it does happen? Perhaps the most important aim of risk analysis is to predict the likelihood that a planned profit will be achieved over a given period of time. A typical risk model employed for this purpose includes a stochastic connection between the dependent variable of an expression that describes a process and independent variables represented as random quantities. The output will be a probabilistic distribution. The uncertainties in a planned mining operation include: ?Commodity market characteristics, particularly price ?Ore reserves and mineralogical composition ?Mining method ?Process performance ?Capital and operating costs ?Schedule duration ?Economic environment effects. The processes employed in the probabilistic estimation of a project?s outcome include both Monte Carlo simulations and simulations where variable correlation is considered important. The risk model, once developed and tested, provides a framework for a rational approach to risk analysis and the testing of alternatives.

Since 1994, South Africa has been the subject of international attention, especially in regard to its transformation initiatives, which aim to redress the post-apartheid imbalances. Mining, as a major employer and one of the major industries in South Africa, has been the focus of the government?s Black Economic Empowerment initiative with the introduction of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The historical background to South Africa?s transformation and the role of the mining industry are pivotal to an appreciation of certain aspects of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The issues around Black Economic Empowerment and the enabling of a smooth transition to the South African mining industry of the future are explored in this paper.
