Thirty-one years ago, African leaders met in Lagos for the drafting of the Lagos Plan of Action for the Economic Development of Africa, 1980?2000. The main objective of the plan was to increase Africa?s self-sufficiency and in this regard, the plan had a section pertaining specifically to redressing the ills of an unproductive mining and minerals industry and harnessing its potential for socio-economic development. However, if we look at the nature of this sector on the continent today, its characteristics resemble the diagnosis of the sector given in the plan back in 1980: lack of information on endowments of minerals; lack of value added in the sector; low development and use of those endowments that are not of interest to transnational corporations (TNCs); and most importantly, low contribution to socio-economic development. The primary consequence of the lack of visible benefits to African states, despite growth and development of the sector in terms of increased mining activity led by Foreign Direct Investment is that countries with mining industries are characterized by dysfunctional internal processes. Improvements in governance, monitored with indices such as those set out in the Extractive Industries Transparency Initiative, the Millennium Development Goals, and other such ?good governance? agendas, are being asserted. However, before we prescribe the introduction of initiatives or guidelines based upon highly subjective norms which we believe to fit this diagnosis, it is necessary to review how it is that we got to this situation that we are in today. How is it that, 31 years after the Lagos Plan of Action, we have not seen any major changes in the role the industry can play in socio-economic development, despite the vast increase in mining activity on the continent?

Following on the design of good mining layouts and regional support systems, and the implementation of sound strata control practices, stope support is the ultimate strategy to combat the hazards of rockfalls and rockbursts. The primary function of stope support in intermediate and deep level mines is to stabilize the rock mass immediately surrounding stoping excavations, that is, the zone of fractured rock which behaves in elastically around stopes. Support design is a process resulting in a support system which is both practical and meets or exceeds by a factor of safety the requirements for a particular geotechnical environment. The aim of this project was to design a support system, which accommodates the factors of rockfalls and rockbursts. The pack support unit must be easily handled, less costly and can be used in stopes without any significant convergence. The project tested the structural stability of packs to their expected deformation, in order to design a height to width ratio for stopes where little convergence is expected.

"Szaibelyite–suanite type ore is rich in magnesium oxide and boron oxide. We propose a new method to extract both metallic magnesium and valuable residues rich in boron by reduction using metallic aluminium.Thermodynamic analysis of the reactions between aluminum and MgO, Mg2B2O5, and Mg3B2O6 was carried out. The effects of CaF2 addition, temperature, mass of Al, and pellet formation pressure on the extraction of magnesium were also investigated experimentally.The results indicate that the magnesium oxide phase can be displaced from 2MgO-B2O3 and 3MgO·B2O3 by CaO in the reduction system. The reduction ratio of magnesium oxide was 38% without calcium fluoride addition, increasing to 94% with 5.1% calcium fluoride. The reduction ratio increased with increasing temperature and mass of Al. To obtain a higher reduction ratio, the reduction pellet should be formed under a reasonable pressure.IntroductionBoron and its compounds are widely used in textiles, borosilicate glass, metallurgy, fertilizers, and nuclear shielding. Boron resources are mainly found in Turkey, the USA, Russia, and China. In Liaoning, China, there are abundant szaibelyite–suanite type ores that are rich in magnesium oxide and boron oxide. Szaibelyite and suanite ores are used to produce borax by a carbon dioxide– soda process. Annually, 2 Mt of waste materials containing 3–20% B2O3 and 2–25% MgO are produced during the process. It is necessary to make use of these waste materials containing high concentrations of boron oxide and magnesium oxide to avoid environmental problems as well as for economic reasons (Ozdemir and K1pcak, 2007)"

Slag-metal equilibrium experiments were conducted at 1500ºC and 1580ºC under 0.03 atm, 0.05atm and 0.83 atm CO partial pressures using silica and Cr-oxide crucibles. The complex slags belonged to SiO2-CaO-Al2O3-MgO-FeOx-CrOxand the metal phase to the Cr-Fe-C-Si-(S)systems. The carbon saturation of the metal phase was avoided using oxide crucibles and thus the results are pertinent to ferrochromium refining slags and processes. From equilibrium data and thermodynamic calculations the CrO /(CrO+Cr2O3) ratio in the slag was determined as 0.75, 0.80and 0.86 under 0.83 atm and 0.05 atm of CO pressure at 1500ºC and 0.03 atm and CO pressure at1580ºC respectively. The results clearly demonstrated that a higher chromium content of the metal results in higher Cr in the slag, and chromium in slag decreases with increasing SiO2. The results were also sensitive to the crucibles used as these oxide crucibles saturated the slag either with respect to SiO2or Cr-oxides. It was also demonstrated that the relative amount of CrO in the slag was higher when SiO2crucibles were used in accord with thermodynamic calculations. Iso-concentration curves for carbon and chromium of the metal phase in equilibrium with the slag were drawn on pseudo ternary SiO2–(AI2O3+CaO+MgO)–(Cr2O3+Fe2O3) diagram. The activity coefficients and activities of carbon and chromium of the metal phase were also calculated from the experimental data and available thermodynamics information and were plotted as iso-activity curves in the same pseudo ternary diagram. A number of myths and misconceptions are widely held, especially regarding: the age of the technology, the use of a hollow electrode, arc stability and shape, arc and bath radiation, interaction between the arc and molten slag, electrical behaviour of arcs and slags, a comparison between AC and DC furnaces, DC reactors, the lifespan of bottom electrodes, and the applicability of DC arc furnaces to various metallurgical systems.

"Low-cost calcium lignosulphonate (CL), which is a byproduct of the wood pulping industry, was investigated as a potential binder during laboratoryscale pelletization of inertinite-rich high-ash coal fines from the Highveld Coalfield of South Africa. Coal-binder mixtures containing between 1 and 15% calcium lignosulphonate were prepared, pressed, and ultimate, proximate, porosity, XRD, and XRF analyses obtained. It was found that increased pressure during pelletization results in increased attractive forces, due to increased interparticle contact areas. FTIR analysis showed that chemical interactions occur between coal fines and the binder, as evidenced by the formation of new C-O ether-type bonds. The presence of moisture during pelletization enhanced surfactant activity of the binder. Chemical interactions between the coal and the binder seem to be mainly electrostatic, driven by Ca2+ from the calcium lignosulphonate, which may act as a bridge between the anionic parts of the binder and the surface of the coal. IntroductionCoal has over the years remained South Africa’s major energy source, with over 90% of the country’s electricity being produced via coal-fired processes (Arndt et al., 2016). Sasol’s coal conversion technology alone provides more than 40% of South Africa’s liquid fuel requirements (van Dyk, Keyser, and Coertzen, 2006). The production of high-grade coal requires the processing of run-of-mine (ROM) resources by a combination of processes which include crushing, screening, and washing (Radloff, Kirsten, and Anderson, 2003). These processes result in the generation of coal fines (< 0.5 mm) which, until recently, have been discarded into slimes dams (le Roux, Campbell, and Smit, 2012). Several issues are associated with slimes dams, among which are the costs of transportation of these fines from the place of origin to the discard point (often a considerable distance), and the potential environmental effects due to seepage of toxic materials into surrounding ecosystems (Clausen, 1973).Consequently, utilization of these coal fines is an area of great interest. Mechanical densification of fine coal by means of pelletization and/or briquetting to larger sizes for use in technologies that require lump coal, such as chain-grate stokers and fixed-bed gasifiers, has been shown not only to reduce environmental risks (Mangena et al., 2004), but also to significantly reduce storage and transportation costs (Mani et al., 2001). Pelletization is the process by which solid particles are consolidated into uniform, usually hard, impact-resistant agglomerates, rendering them useful as a fuel with sufficient calorific value for domestic and industrial utilization (Finney, Sharifi, and Swithenbank, 2009)."

A new way of producing low-silicon ferrosilicon from iron-ore materials in a new type of aggregate-oxygen reactor is presented. The oxygen reactor process is based on using the calorific combustibility and reducibility of carbon materials inside the aggregate. The key to the process is successful post-combustion of carbon monoxide above a layer of a solid coke bed. Initially the possibility of production of grades of ferrosilicon containing 20 to 25% Si (FeSi20-FeSi25) was studied on a laboratory model of the oxygen reactor. Quartz sand and iron ore concentrates (from Russia and India) were used in the laboratory tests. This test work demonstrated that a ferrosilicon grade FeSi15 could be obtained directly from raw iron ore (containing 75.9 % Fe2O3 and a maximum of 23.8 % SiO2) without using rich iron-ore concentrates. The process was successfully tested on a pilot furnace at Serovsky metallurgical plant. Very promising results and efficiency parameters were achieved. The consumption of materials for 1t of ferrosilicon (15 % Si) production was as follows: 1567 kg raw iron ore, 591 kg of coal (in a composition of ore-coal briquettes), 299 kg of coke (for coke bed formation), and 815 m3 of oxygen.

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, the National Institute for Occupational Safety and Health (NIOSH) at the Spokane Research Laboratory is developing, modifying, and testing equipment to replace the necessity of doing lifting tasks manually. To reduce single-event lift injuries, equipment having mechanical automatic weight sensing and balancing control was investigated. The Coleman manipulator was selected for testing. Modifications to the Coleman manipulator to make it more suitable for underground mine use included mobilization, self-containment, all-purpose gripper attachment, and support jacks. To reduce or eliminate the need to clean off manually the materials that commonly plug grizzly openings (timbers, wire mesh, roof bolts, and other debris), a track-guided pincher arm device was developed. The TGPA attaches to an impact hammer head, and the pincher arms are controlled by the operator of the hammer. Oversized rock can be broken with the pincher arms in the up position; the arms can then be lowered to grab and remove debris. Sweeping action to remove cohesive fines bridging grizzly openings is also greatly improved. This device is especially useful in recessed grizzlies. An industrial gun was tested to evaluate its effectiveness in breaking oversized rock. Boulders up to 76 cm in diameter were successfully broken to minus 33 cm. Although methods to control flyrock need to be developed, an industrial gun may be a safe and inexpensive alternative to breaking oversized rock in certain underground mining situations. Hydraulic fracturing technology is presented as a solution to improve permeability and thus solve the extraction problem of coal seam gas in low-permeability gas-bearing coal seams. Given an existing group of original cracks, the propagation of main hydraulic cracks and hydraulic wing cracks was simulated using realistic failure process analysis software. The process represents the structural transformation of hydraulic fracturing and permeability improvements caused by it. In addition, a field test for improving the permeability of gassy coal seams by hydraulic fracturing was also conducted. The propagation of the main cracks and wing cracks by hydraulic fracturing forms a network of original joint cracks, hydraulic wing cracks, and main hydraulic cracks, which improve the permeability of the coal seam. High-pressure water in the drill hole and in the main hydraulic cracks permeates the two flanks of the hole, forming the permeating water pressure. With an increase in drill water pressure and an extension of the main hydraulic cracks, the permeating water pressure on both sides of the main hydraulic cracks in the coal mass also increases. Hydraulic cracks tend to form connections through rock bridges. The extension of hydraulic wing cracks through connections in the rock bridges between the cracks transforms the rock mass to a fractured structure and improves its permeability. Hydraulic fracturing technology for improving permeability in underground conditions can increase the amount of gas drainage by a factor of 15. A stress relief area develops at a radial distance of 10-2.0 m from the hydraulic fracturing drill hole, while an area of rising stresses, called the pressurized area, develops a further 15 m away from the pressurized hole. Practice has proved the existence of the stress transfer phenomenon and the high stress area after fracturing. This kind of hydraulic fracturing technology is more effective in holes drilled from underground than in surface drill holes, with respect to costs and controllability, and is therefore the major trend in gas drainage development in coal mines.

"Mine planning software continues to be an important factor when it comes to the development of the South African mining industry. To contribute to this development, a new methodology to define and measure mine planning software utilization in the South African coal mining sector within an evolving data-set framework was developed. An initial data-set showing the mine planning software providers, their corresponding software solutions, as well as the software capabilities and information on the number of licences was collected and compiled in 2012 in an online database for software utilized in the South African mining industry. Details of the database development and implementation were published in the Journal of the Southern African Institute of Mining and Metallurgy in 2013. In 2014 the data-set was updated with additional and new information.In this paper, using the 2012 and 2014 time-stamps, a methodology for estimating the software utilization is developed. In this methodology, three variables: commodity, functionality, and time factor are used to define and measure the software utilization in order to ultimately inform decision making strategies for software utilization. Utilization in the coal sector was measured according to six different functionalities, namely Geological Data Management, Geological Modelling and Resource Estimation, Design and Layout, Scheduling, Financial Valuation and Optimization. The methodology is useful for stakeholders reviewing existing software combinations or intending to purchase new software in the near future and wanting to estimate the comparative attractiveness of a certain software package. These stakeholders include mining companies, consulting companies, educational institutions, and software providers. The work presented in this paper is part of a PhD research study in the School of Mining Engineering at the University of the Witwatersrand."

Scrap printed circuit boards were selectively smelted at 1 200°C to produce a metallic alloy having three phases. These phases were identified as a lead-rich phase, a low tin content alpha bronze phase, and a high tin delta phase. Electrochemical leaching studies on this alloy were done in 1 mol/dm3 sulfuric acid or in 2 mol/dm3 hydrochloric acid (adjusted to an ionic strength of 3 mol/dm3). The lead rich phase was more strongly passivated in sulfate media, and in this medium the high tin content delta bronze was more resistant to corrosion than the lower tin alpha bronze phase. In chloride medium the lead phase and both bronze phases corroded readily, but with current densities about an order of magnitude lower than in sulfate medium (static conditions) for the bronze phases. The high tin delta bronze phase was found to form a passivating layer in sulfate media. A similar layer was not seen in chloride medium. The leaching studies in sulfate medium also showed the existence of an alpha bronze phase of lower tin content in the centres of the alpha phase grains. This phase was quite resistant to leaching in sulfate medium.

The Chambishi Metals Cobalt Plant in Zambia has recently installed a novel oxidation/precipitation pressure leach process as part of the COSAC (CObalt from Slag And Copper as by-product) Project. Aniron-cobalt-copper alloy, produced by the carbothermic reduction of slag, is atomized and pumped to the COSAC Leach Plant, where cobalt and copper are recovered as dissolved sulphate salts, andiron is rejected primarily as hematite. Cobalt and copper are subsequently recovered as cathode metal in the existing Chambish ioperation by conventional electrowinning. This paper examines the challenges faced during the design and subsequent successful commissioning of the COSAC Leach Plant. The challenges discussed include alloy handling, autoclave design, autoclave cooler design, residue liquor recovery and the water balance design. Since then, the division has become established in various industries such as ferro-alloys and non-ferrous metals, and in numerous other special applications. During the evolution of this technology, more efficient units with longer lifetimes were developed. Today, especially the potential of DC-based smelters, raises worldwide attention, with some projects having already started to implement this kind of technology. This paper evaluates SMS Siemag?s general viewpoint regarding the potential application of DC smelter technology and possible options for the ferro-alloy and non-ferrous industry. SMS Siemag is currently executing a FeCr project in Kazakhstan, where four of the world?s largest closed-type DC smelting furnaces, with a power input of 72 MW, will be installed. These furnaces include the latest technological features of modern DC smelters, which are described in this paper. SMS Siemag has started a long-term research and development project allowing a direct comparison of AC versus DC technology on a large scale, using a recently installed 1 MVA test furnace at the IME at the University of Aachen, in Germany. For open-type ferro-alloy and Si-metal furnaces, SMS Siemag has developed an energy recovery system, which is presented in this paper.

This paper consolidates the key elements of seven contributions, on strategic long-term planning, to two of the three international conferences on Strategic versus Tactical approaches in Mining held over the period 2005?2008. The holistic concept of strategic long-term planning as developed and implemented at Anglo Platinum is described. Consideration is given to the planning cycle, principles supporting the construction of the long-term plan, and aspects of unique best practice as developed in Anglo Platinum. Further description of Anglo Platinum?s approach to corporate governance, including the processes, methodology, systems, unique tools and techniques that are applied to value and select capital investment options is also given.

One of the greatest obstacles to the application of physical chemistry principles to the elucidation of slag-metal reactions is a lack of knowledge of activities of the reacting species. To a large extent, oxygen potential of the slag phase governs iron and steelmaking practice. Without oxygen control by means of appropriate sensors, the behaviour of the other elements cannot be managed. In this paper, measurements of the FeO activity with various types of electrochemical FeO sensors will be described together with examples of their applications for improved strategies toward better practice for ladle metallurgy and sulphur and manganese distributions between slag and metal phases during steelmaking. Measurements of FeO activity have also been made in order to improve dephosphorization reactions. This type of work has led to significant reduction in volume of slag generated within the steelmaking vessel, which in turn has important implications for refractory wear, metal yield, alloy recovery and improved productivity. Finally, an on-line sensor is described that permits the oxygen potential to be determined for both the metal phase and the slag phase during steelmaking in the BOF.
