To B. K. Martus I discussed several points raised by Mr Martus in my reply to Professor Krige*. Mr Martus discusses several possible interpretations of optimum South African sales, but in my paper these sales refer to the sales level that maximized the working profit of the whole South African gold-mining industry over the past eleven years. Mr Martus also seems to be under the impression that the paper deals with the future. While there may be references to the future, and some implications for the future may be obvious, the paper deals essentially with the past eleven years.

Optimal cut-off grade is one of the most critical parameters in open-pit mine design because it defines the ore and waste and thus determines the maximum net present value possible from the mining operation. Although the algorithm presented by Lane (Choosing the optimum cut-off grade. Colorado school of Mines Quarterly, vol. 59, no. 4, 1964. pp. 811-829) is the most common one in the literature, it does assume constant capacities of the mine, processing, and refinery. In this paper, Lane's original algorithm has been modified to consider variable processing capacities in order to determine the optimal cut-off grade in open-pit mines. The new algorithm proposed here is compared to both Lane's original algorithm and to a previous modification that incorporated rehabilitation costs into the cut-off grade estimation. The algorithm proposed here that permits variable processing capacities is shown to be superior for the determination of optimal cut-off grade to both these previous versions. In addition, a computer-based program was developed in Microsoft Office Excel© to calculate the optimal cut-off grade as proposed here.

Ten Council meetings were held during the year with an average attendance of seventeen and the standing committees held 45 meetings. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. Members of the committee were allocated responsibility for campaigning in sections of industry and for publicising the aims, objectives and advantages of belonging to the Institute.

The modeling of the uranium-leaching process, and the logging of data from a plant for the evaluation of the model, are reported. A phenomenological approach was adopted in the development of the model. A set of eight chemical reactions was chosen to represent the complex chemistry of the process, and kinetic expressions for these reactions were incorporated in differential equations representing mass and energy balances. These equations were coded in FORTRAN to form a program that simulated the process, and that allowed averaged and continuous data from the plant to be compared with the model. PREFACE During the past year, considerable effort was devoted to the implementation of the strategic plan that was adopted by the SAIMM in 1986. Good progress was made in a number of areas, while in others the foundation was laid for future progress. Key Objective of the Institute The key objective of the SAIMM is as follows: To identify the needs of its members and to initiate and give effect to the means whereby the requirements for technology and scientific knowledge of the minerals and metals section of the South African economy are satisfied; and to represent and promote the interests of its members.

Electrokinetic dewatering of kimberlite slime under constant direct curents of 0,5 to 2 A and dewatering under constant applied potentia Is of 16,5 to 46,5 V are considered. The combined efects of electrophoresis and the addition of 8,3 x 10-3 M Mg2+ ions on the one hand, and 1 to 10 p.p.m. of the anionic polyacrylamide flocculant Praestol 2935 on the other, were investigated in a 3-litre Perspex electrophoretic cel. .The electro-osmotic dewatering experiments were conducted in a 3-litre Perspex electro-osmotic cel at various electrode spacings, as well as with a moving anode (top electrode). During electrophoretic dewatering, the zeta potential of the kimberlite particles did not change significantly, whereas the pH and temperature showed marked increases with time. The addition of Praestol 2935 enhanced the setling of the sludge bed owing to the additional effect of flocculation. The addition of electrolyte Mg (CIO4)2 retarded the separation process, partly as a result of gel formation in the slurry. During the electro-osmotic experiments, the rate of dewatering was found to be approximately proportional to the applied constant direct current, and to be independent of the electrode spacing. In general, electro-osmotic dewatering seemed to be more energy-efficient than electrophoretic dewatering.

The Mine Planning Department of Rio Tinto Management Services South Africa has installed an interactive graphic work station to assist with the long- term mine planning of Palabora. Previously, the planning was drafted manually after which digitised areas were fed to the computerised ore reserve system. This method was slow, tedious, prone to error and was becoming incapable of meeting new planning parameters. To assist the planning engineer an interactive graphic system was developed, and subsequently a rewrite of the ore reserve reporting system was incorporated. The work station has reasonable computing power and, when not utilised for graphics, has been found suitable for the evaluation of various non- graphical applications, a recent example of which was the in-pit crusher investigation. This project, in contrast to similar studies, was not based on a fixed system throughput but rather on a well designed system which would be operated at its own optimum capacity. In order to determine the probable throughput a simple simulator was designed to model the crushing and conveying system. This paper describes the investigation into the specifications for the work station, the selection of hardware, operating system and languages. An over- view is then given of the graphic planning system. The in-pit crushing simulation has been included as an example of how the work station has been applied to other, non graphical, applications.

The effect of microstructure on the deformation and fracture properties of 3CR12 steel was investigated at different strain rates in the temperature range -196 to 200°C. The yield stress of the as-received steel, showing a banded dual-phase microstructure, was much lower than that of the flake-like dual-phase microstructure produced by heat treatment. The heat treatment also resulted in an increase in the volume fraction of martensite. The fracture toughness of the as-received 3CR12, on the other hand, was significantly higher than that of the heat-treated material. These changes in both yield stress and fracture toughness were attributed to the effect of microstructural parameters on the constraints imposed on the deformation and subsequent failure of the ferritic phase in the as received and heat-treated steels. The exceptionally low resistance to crack extension in a plane parallel to the roiling plane of the as-received material was ascribed to the delamination process, which is typical for controlled-rolled steels. The yield stress and fracture toughness were found to depend on temperature and strain rate. The appearances of the fracture surfaces were found to be consistent with the mechanical properties.

This presentation describes a technique under development referred to as Selective Blast Mining. The technique involves millisecond sequential blasting. It applies to mines where the gold bearing conglomerate band is clearly demarcated, and separated from the waste rock in the foot and hanging wall. The width of the conglomerate band should be less than ± 0,7 metres. A research program was initiated in August 1994 by Drs RE. Robinson and I.E. Bock. The objectives were to develop new blasting methods that can reduce: ? the losses of gold in narrow reef stoping. Losses of gold can be as much as 10-15% ? and to introduce selective mining to reduce ore dilution with waste rock.

Traditionally it has commonly been believed that the only problem with inductive reactance in a submerged-arc furnace is that it leads to difficulties with the electricity supply as a result of the Iow power factor. This paper sets out to show that inductive reactance can also give rise to the following problems in the metallurgical operation of a furnace: (i) dead and live phases (fairly well known in openarc furnaces), (ii) lack of sensitivity to electrode movement, (iii) interactions between electrodes. These problems increase with increasing inductive reactance relative to resistance, and thus they increase with furnace size. Each of these effects is discussed in detail, and suggestions are made for their alleviation.

This paper reports the results of a literature review carried out on nitrogen-alloyed austenitic stainless steels and their properties. It was found that a large volume of work has been carried out on the subject, particularly with regard to the more common stainless steels such as types 304 and 316. No work appears to have been conducted on the highly alloyed steels such as type 310S. Nitrogen has been found to increase the stability of the austenite in stainless steels and to impart significant improvements in the mechanical and corrosion properties of these alloys. Importantly, nitrogen appears to increase both the ductility and the strength of austenitic stainless steels over a wide range of temperatures.

The perception exists in many organizations that, once an energy management system is employed, there need not be any further adjustments to such a system. This is not true, as the field of energy management is a dynamic field, and constant feedback and adjustments are needed to enhance the efficiency of a system to the point that substantial pay-back can be obtained. It is stressed that for any energy management system to be successful, careful planning should permeate through the organization, from the top level decision-makers to the workplace. This paper describes a dynamic technique by which energy management strategies can be evaluated by viewing the effects of the strategies on the organization as a whole.

Contribution by J.S. Kuijpers* Kirsten's paper discusses the potential for seismic activity on faults in relation to depth, span, stope support, and discontinuity strength, and puts forward some explicit conclusions. Quoting from the author, the main conclusions are as follows, together with my comments. Author's reply The author gratefully acknowledges the contribution to his paper. It provides further elucidation to the very complex problem of quantifying the effects of mining-induced seismicity. The mechanical behaviour of rock under seismic excitation has been sadly neglected over the past twenty years, during which attention was almost exclusively focused on the study of the spatial location of seismic events. It is to be lamented that, on the eve of South Africa's movement to significantly greater depths of mining, so little quantities information is known about the mechanical effects of seismicity. It is a challenge at this stage to make up for this lapse in knowledge in the shortest possible time.

The Zinc Corporation of South Africa (Zincor) were hosts to about forty members of the Institute at their works in Springs on Friday, 25th April, 1986. The programme, designed to give an overview of the industry and the part played by Zincor, comprised an introductory talk, a technical talk, a tour of the plant, and a luncheon. Radioactive waste in arid regions A conference on the disposal of radioactive waste in arid areas will be held in Cape Town during the period 7th to 12th September, 1986. It is recommended that engineers and scientists avail themselves of the opportunity to familiarize themselves with this relatively new multidisciplinary field of endeavor by attending the first ever conference of this nature to be held in South Africa. Iron control in hydro metallurgy The International Symposium on Iron Control in Hydrometalurgy will be held at the 16th Hydrometallurgical Meeting, from 19th to 22nd October, 1986, in Toronto, Canada.

SYNOPSIS A discussion is presented of the advances that have been made in rotary drilling in recent years and it is indicated how and why these drills have replaced percussive equipment even in the hardest formations at larger than 7 in. diameter. A method is presented showing how it is possible to estimate drill requirements and how to optimize drilling and blasting costs for a particular situation. To do this it is necessary to have, in addition to drill performance data, a knowledge of comparative explosive performance. Current methods of doing this are therefore critically appraised. As hole diameters have increased for overall drilling and blasting economies the question of fragmentation arises. In North America this has been approached on a try-it-and-see basis giving results that, in general, have been very satisfactory. The current drilling and blasting practices in North America are reviewed and reference made to the factors of importance in slope control.

The principal objectives of a metallurgical test programme for a 'grass roots' mining project are twofold. The first requirement is to establish the metallurgical viability of the project by demonstrating that acceptable results can be obtained by processing of the ore. The second goal is to obtain essential supporting data to determine whether the project is economically feasible. This involves several functions, which include the establishment of a workable flowsheet, the obtaining of design criteria for the commercial plant, and the collection of the evidence necessary to convince management, and often a third-party expert, that the metallurgy predicted for the ore can be achieved in a full-scale operation. The latter task is facilitated if a coherent overall picture is presented considering the geology of the orebody, the mining plan, and the mineralogy and metallurgy of the ore. The purpose of this paper is to provide guidance in the establishment of a test programme to meet the above objectives.

The development of an accounting code for the metallurgical industry has been debated for many years. Following the series of tumultuous economic events in the nineties and earlier this century that have affected business, there was much need for legislation to be passed to minimize potential risk. One of the consequences to affect the mining industry was the enhancement of existing geological codes for reporting. In parallel the sponsors of AMIRA have taken the brave step to develop a generic code for metal accounting that embraces the full gamut of industry. In this paper the code will be reviewed in the context of metallurgical accounting as it applies to coal preparation. This paper provides the background for this development and an insight into the mechanism for the debate for the generation of this code. The key elements of the code as it applies to the coal industry are explained but most importantly the key opportunities are highlighted.

This paper outlines the tax provisions that became defective in January 1992, which allow a working mine to make tax-deductible contributions to a dedicated environmental body that is itself not subject to tax. Such a body will then provide a source of funding for the mine's future environmental expenditures. It is concluded that the establishment of such environmental bodies is a financially sound, tax-effective route, allowing mines, prospectors, and quarry operators to provide for future environmental rehabilitation.

The past decade has seen a tremendous revival of the base metal industry in Africa, coupled with an unprecedented increase in the prices of base metal commodities in the last couple of years. The theme of the 4th Southern African Base Metal Conference, is therefore, ?Africa?s base metals resurgence?. This conference will explore the contributions made by the mining and metallurgical disciplines to the base metals industry in Africa. It will also investigate how the base metals industry in Africa can capture the maximum potential from the increase in base metal prices through research, innovative thinking, new ways of operating and project implementation. The conference will also consider the influence of Europe?s REACH programme on the base metal industry in Southern Africa. The conference will include a technical visit to Rössing Mine (Uranium) and will be followed by technical visits to Ongopolo (copper), Skorpion Mine (zinc) and Rosh Pinah Zinc Corporation(zinc and lead). The conference, to be held in Swakopmund, Namibia, also confirms the commitment of the Southern African Institute of Mining and Metallurgy (SAIMM), to hosting a regular forum on base metals in the Southern African region. Swakopmund is an ideal conference venue for local and international mining and metallurgical professionals to be exposed to the latest advances in exploration, resource evaluation, projects and technological advances in Southern Africa?s base metal industry. Gold mineralisation at Bendigo is exclusively associated with quartz reefs, commonly found within or near anticlinal fold hinges. The gold is typically coarse grained (0.5 mm to 5 mm), free milling and displays a complex, nuggetty distribution within the veins. This ore is highly amenable to gravity recovery processes. As the Bendigo operation is not permitted to treat whole ore by a cyanide leach/CIL circuit, the flow sheet is more complex than conventional gold recovery circuits. Primary gold recovery is from a gravity circuit closing the grinding circuit to a bulk gravity concentrate and from a flotation circuit treating cyclone overflow to a bulk float concentrate. The plant capacity is relatively low by current gold industry standards at 600 000 tpa. Re-establishing gold production at Bendigo has presented several challenging, and sometimes competing, issues in process design and operation. The mine, process plant, associated services and infrastructure are at Kangaroo Flat, a low density, semi-rural zone in the southern urbanisation of the Bendigo metropolitan area. One of the main processing challenges during the design was the competing comminution requirement to avoid over-grinding, which would flatten or smear the characteristic nugget gold and hinder effective gravity gold recovery, whilst also providing sufficiently well liberated particles that would respond well to flotation. Important, non-metallurgical challenges were to minimise impacts on the local community from noise, dust, air emissions, visual impact, water egress and off-site traffic.
