Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. There are few data on the composition of discard coal in South Africa, and no overall view of the discards for the entire industry. As a result of work on coal qualities in South Africa, a database was established which enabled a good estimate to be made of the composition of the discard from every mine. The data are presented in the form of histograms of ash, volatile matter and fixed carbon content of the 43 million tons of material which were discarded in 1990. The results are discussed in terms of the closeness of the composition of much of the discard material to presently used power station coal. It is concluded that it is mainly developments in equipment, particularly fluidized bed boilers, which inhibit the wider use of discard coal. However, other factors must be noted, including the relatively high sulphur content of the discards, and the fact that even with the most careful storage the material ages and may become unusable after about 15 years.

During mining, the stress in the coal face varies, and, at the same time, the gas flows from the coal body into the excavation, which will cause the gas pressure to change continuously. Assuming the coal gas content of the coal to be constant, and applying the law of energy conservation, the influence of stress concentration on the gas pressure was analysed. It was found that the stress is proportional to the gas pressure. Finally, as a result of analysis and the law of gas flow, the gas pressure dynamic distribution ahead of tunnelling was modelled, and the mechanism by which blasting induces outburst was explained by making use of the model. Current mine production planning, scheduling, and allocation of resources are based on mathematical programming models. In practice, the optimized solution cannot be attained without examining all possible combinations and permutations of the extraction sequence. Operations research methods have limited applications in large-scale surface mining operations because the number of variables becomes too large. The primary objective of this study is to develop and implement a hybrid simulation framework for the open pit scheduling problem. The paper investigates the dynamics of open pit geometry and the subsequent material movement as a continuous system described by time-dependent differential equations. The continuous open pit simulator (COPS) implemented in MATLAB, based on modified elliptical frustum is used to model the evolution of open pit geometry in time and space. Discrete open pit simulator (DOPS) mimics the periodic expansion of the open pit layouts. Function approximation of the discrete simulated push-backs provides the means to convert the set of partial differential equations (PDEs), capturing the dynamics of open pit layouts, to a system of ordinary differential equations (ODEs). Numerical integration with the Runge-Kutta scheme yields the trajectory of the pit geometry over time with the respective volume of materials and the net present value (NPV) of the mining operation. A case study of an iron ore mine with 114 000 blocks was carried out to verify and validate the model. The optimized pit limit was designed using Lerchs-Grossman?s algorithm. The best-case annual schedule, generated by the shells node in Whittle Four-X yielded an NPV of $449 million over a 21-year mine life at a discount rate of 10% per annum. DOPS best scenario out of 2 500 simulation iterations resulted in an NPV of $443 million and COPS yielded an NPV of $440 million over the same time span. The hybrid simulation model is the basis for future research using reinforcement learning based on goal-directed intelligent agents.

Paper written on project work carried out in partial fulfilment of B Eng Met Surface coatings persisting on zircon particles, after being leached in an acidic solution, are believed to be the cause of zircon misplacement during the electrostatic separation of heavy mineral beach sands. Electrostatic separation is employed to separate non-conductive zircon particles from more conductive rutile particles. Surface coatings on zircon particles are believed to render the non-conductive zircon particles more conductive, resulting in the contamination of the more conductive rutile stream with zircon particles. Resistivity measurements, X-ray photoelectron spectroscopy (XPS) and scanning electron microscopy (SEM) were performed to compare the surface characteristics of zircon particles found in the different product streams following electrostatic separation. XPS analysis showed that no significant difference exists in the outermost layer of the zircon particles found in the different streams. SEM analysis showed the existing surface coatings on zircon particles from different product streams to have similar chemical compositions. Resistivity measurements confirmed the results obtained from both the XPS and SEM analysis; no significant differences in the resitivities were observed. From the results obtained it suggests that surface coatings present on zircon particles are unlikely the primary cause of zircon misplacement. Zircon losses can possibly be a result of machine related aspects. Key words: XPS; SEM; resistivity measurements; electrostatic separation; heavy mineral sands.

The gold mining industry in South Africa stands to benefit much from the implementation of the self-directed work team concept. Its introduction implies flatter hierarchical structures, empowerment of the workforce and increased participation. Research indicates that half of the initiatives to implement self-directed work teams, however, fail, and it is therefore imperative for companies to be aware of the factors impacting on the effectiveness of self-directed work teams in order to focus on these early in the implementation phase. The objective of the study was to qualitatively determine these factors. Semi-structured interviews based on the phenomenological method were carried out. The sample included members of, and individuals involved with, self-directed work teams (N= 26) from a large gold mining company in South Africa. Results show that most respondents rated the availability of resources to do their work as the most important factor affecting their effectiveness.

Nkomati Nickel JV exploits the ores of the Uitkomst Complex near Machadodorp in the Waterval Boven district in South Africa?s Mpumalanga Province. Due to factors such as the remote location, stellar growth in production, opencast mining methods, and ore characteristics, a number of innovative processing options were selected. Nkomati has undertaken numerous initiatives over the last few years to improve plant running times, metallurgical performance, and operational profitability. Great emphasis has been placed on effectiveness of management control systems. A number of initiatives such as short interval control and time?in-state metrics have been implemented. A focus on improvement on availability and asset utilization of key items of equipment has been particularly effective. While the ores are remarkably similar to the Merensky and UG2 reefs, the relatively high base metal sulphide content and mineralogical characteristics make metallurgical treatment somewhat different to the ores of the Bushveld Complex. The low head grades and flotation kinetics distinguish Nkomati from other base metal operations. Numerous milling and flotation optimization initiatives have resulted in dramatic improvements in throughput, recoveries, and concentrate grades. This paper discusses the metallurgical, operational, and management challenges and the outcomes obtained.

The Samarco pipeline, the longest in the world for iron ore slurry transportation, started operation in 1977 to transport concentrate from the Germano facilities, in the state of Minas Gerais, to the pelletizing plant, located 396 km away, in the state of Espirito Santo, on the south-east coast of Brazil. Designed for a nominal capacity of 12 million tons per year, the pipeline reached 15.5 million/year due to operational improvement and, in late 2005, it was resized to transport 16.5 million tons per year, with the installation of a booster station. In order to ensure the accurate performance of the system, a pipeline cleaning programme was carried out and, since it has been 29 years from the operation start-up, precise knowledge of the pipe condition would be fundamental to guarantee the success of the project. The cleaning programme demonstrated the potential of operational gains from this initiative, and its effect on the corrosion control and future measures, which should be permanently adopted to maintain the improved capacity. The intelligent pig runs provided essential data used to establish a pipeline integrity programme that allowed Samarco to develop a pipe repair plan based on the severity and significance of the features and to implement a future pipe replacement plan.

This paper reports on recent field observations on the performance of support systems under different corrosion environments in Canadian underground mines. Phenomenological data are used to gain a better understanding of the main causes of corrosion in underground metal mines. Preliminary field data collected from five metal mines have been complemented by atmospheric and water sample analysis as well as fractography and metallographic studies. This has identified dominant factors that control the corrosion of support systems. The data are analysed in order to develop a support strategy for mines operating in corrosion environments.

Operational data of BOF and the slag samples for different starting conditions of phosphorus(0.06–0.26 per cent P) and silicon content (0.3–1.2 per cent Si) of hot metal have been analysed. The contribution of parameters that are well known to affect phosphorus distribution at tap, like basicity, temperature, FeO content of slag, slag mass etc., is investigated through the models of ionic theory of slag, optical basicity, regular solution approach and molecular theory of slag. The best overall results are obtained by the model based on molecular theory of slag in which several operational parameters are also incorporated. The investigations of different slag samples, based on optical, SEM, EPMA and X-ray studies, reveal the effect of MgO and Al2O3on slag morphology and phosphorus distribution in different phases. It is important to consider phosphorus distribution ratio in the solid and liquid part of slag. The solid part of slag, which is mostly dicalciumsilicate, can contain up to 5 per cent phosphorus. The phosphorus content of the liquid part of slag may depend upon the phosphorus content of hot metal or phosphorus load of slag. It is found that incorporation of effect of dicalciumsilicate in the model improves the accuracy of prediction. For better process control, the addition of iron ore towards the end of blow must be avoided while treating high phosphorus hot metal or during the production of ultra low phosphorus steels. The platinum mining industry has experienced a significant increase in fatal accidents. Mine accidents are in principle preventable, and there is enormous pressure on employers to reverse this trend. This paper reviews safety management systems (SMS) as well as behaviour-based safety (BBS). Based on the review, SWOT analyses are performed on the SMS and BBS processes and a model of an integrated safety management system (ISMS) is introduced. A number of fatal accidents is analysed to identify factors that contributed to accidents in the mining industry. Thereafter the potential weaknesses of an SMS of a platinum mine are exposed and the potential benefits of implementing the ISMS for this case study are demonstrated.

A chlorination pilot plant having capacity to produce 5?10 kg/hr of titanium tetrachloride is in operation at the chlorination facility in Mintek. The bubbling fluid bed chlorination plant can be operated in batch and/or continuous process to study the chlorination kinetics of various feedstocks. The chlorination of titaniferrous ores to produce titanium tetrachloride (TiCl4) was carried out during the commissioning of the pilot plant and also as part of the titanium programme carried out at Mintek. TiCl4 is a basic raw material for producing commercial titanium dioxide pigment and titanium metal. This paper discusses the challenges faced during the commissioning and operation of the chlorination pilot plant. It also discusses the effect on the auxiliary facilities and instrumentation as a result of the harsh operating conditions of +1000°C and use of corrosive gases like chlorine and titanium tetrachloride. It discusses the effect of physico-chemical properties of the titanium tetrachloride and iron chlorides. The effect on the chlorinator refractory lining due to heating and cooling of the chlorinator is also discussed. Besides the special provisions made during the design of the chlorinator, this paper also discusses the operational experience and possible solutions to be implemented in future. The high-resolution three-dimensional (3-D) seismic reflection data acquired for Impala Platinum between 1998 and 2002 in the western Bushveld Igneous Complex form an integral part of Impala?s mine planning and development programme. These data are of sufficiently high quality to provide unprecedented 3-D models of the geological structure of the Merensky Reef and UG2 Chromitite Reef, from which the mine deduces the size, geometry and distribution of mineable blocks. Conversely, the seismic data details zones of un-mineable ground caused by structural disturbances in the form of potholes, fault zones and pegmatoid intrusions. Furthermore, variations in dip and strike are well imaged, allowing the mine planners to optimize the mine design and layout. Current interpretation work is focused on enhancing the accuracy of these geological models even further through the analysis of ?seismic trace attributes.? Preliminary testing on the Impala Platinum 3-D seismic volume has shown that attribute analysis has the potential to illuminate a number of geological reef disturbances that are otherwise ?invisible? in the original seismic time volume. Potential areas of improvement include inter alia: ?Improved definition of major fault zones ?Improved definition of zones of reef depression (?slumping?) ?Identification of reef terracing and/or reverse dip. This article presents the analysis of ventilation systems used in dead-end headings, while being drilled, in coal mines. Special emphasis is put on methane and dust hazard. Mathematical model for distribution of methane concentration in a heading is given as well. This model takes into consideration sources of methane emission and change in air flow rate due to leaks in a duct line. Solving equations presented in this article enabled giving dependencies describing distribution of concentration along the heading. On the basis of these dependencies there is a possibility of determining places with higher methane concentration and ways of combating this hazard. Determining the distribution of methane concentration in dead-end headings ventilated by a separate ventilation system is of great importance as far as work safety conditions are concerned. The information obtained may be of use when finding proper places for installing methane sensors. Three kinds of separate ventilation systems were distinguished: forcing, exhaust and overlap. The development in construction of fans and spare parts of a duct line enables using both forcing and exhaust ventilation systems in headings developed by continuous miners, with length above 1000 m, in the conditions of methane, temperature and health-detriment dust hazards.

This paper summarises a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialled at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this a quarry specific health and safety management system specification was developed for large and small quarries.

A Seismic Hazard Scale (SHS) has been developed to provide a practical seismic hazard assessment tool applicable to mine site personnel. It has been applied to seismic data sets from numerous Western Australian mines. The SHS is applicable when quantifying seismic hazard on a mine wide scale, on a mining block scale, and on a local cluster-by-cluster scale. Spatial mapping of variations in seismic hazard is a particularly powerful application of the scale. The SHS is sensitive to temporal increases in seismic hazard. It has also been shown that the SHS can be applied to estimate seismic hazard when seismic monitoring data are not available. The SHS is a simple derivation of the Gutenberg-Richter relation. There are assumptions and limitations to the SHS that need to be considered when applying it to mine seismicity data.

Leinster Nickel Operations, located in Western Australia, consists of an underground and three open pit mines in relatively adverse ground conditions. This paper reviews our ground control practices in the open pits, covering aspects of ground support, wall control and monitoring. These methods have been effective in allowing mining operations to continue beneath unstable slopes. In particular, the use of Ground probe?s slope stability radar has enabled the Harmony open pit to safely operate for months following indication of failure from traditional methods. This case study highlights the benefits of investing in appropriate slope stability monitoring systems.

Four mining alternatives for exploiting an ultra-deep orebody were assessed through a multidisciplinary evaluation process which involved: the generation of a 3D geological model; the design and scheduling of life-of-mine layouts; the analysis of anticipated ventilation and cooling conditions; the study of rock-related risks of mining in ultra-deep stress environments; the logistic implications of transporting men, rock and materials; and, lastly, the economic implications of each option. Once results from the integrated mine design assessment were available, mine planners were faced with an important problem to solve: how to identify the optimal mine design alternative when numerous assessment measures and multiple decision criteria needed to be considered simultaneously? To address this ‘multiple-attribute decision problem’ and arrive at the ‘optimal layout for ultra-depth’, a generic decision methodology that uses principles of ‘utility’ was applied. The methodology assumes that ‘single-value risk estimators’ do not account for the inherent variability of real conditions. Therefore, risk estimators were represented by statistical distributions of their incremental changes, where applicable. The stochastic variables, once defined, are used as inputs in the ‘utility’-based layout decision scheme. This ‘utility’-based decision methodology offers a framework for mine design decisions to be made objectively, when complex trade-offs between multiple risk domains need to be considered simultaneously.
