"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The question of what stress condition exists in the hangingwall of tabular stopes remains topical and largely unanswered. Limited field data exist to quantify the situation and provide calibration for investigative computer modelling exercises. Work conducted in1989 and 1990 under a Chamber of Mines Research Organization (now the CSIR: Division of Mining Technology) programme of research into the behaviour and benefits of backfill may assist with this situation. The original work was motivated by the premise that the improved hangingwall stability in backfilled panels (identified by rockfall accident analyses) is due to a change in the hangingwall stress regime. Current, largely theoretical, studies into mechanisms of stope hangingwall behaviour and support interaction could benefit from considering these data. Located in the state of Pará, Brazil, the Sossego copper and gold mine consists of a heterogeneous geological deposit. Its complexity derives from the hydrothermal alteration, the ore-forming event, which modified the host rocks, such as granite, and metamorphosed volcanic rocks into several mineral assemblages. Different mineral assemblages have led to differences in abrasiveness. A few Bond abrasion tests conducted during the mine feasibility study did not provide a robust abrasiveness database, thus the variation of physical properties for some mineralisation host rocks was not possible. Although several test methods may be used to determine ore abrasiveness, the Bond method is the one most commonly used in the mining industry. Despite being simple to carry out, this test method has certain limitations as to particle size and the amount of ore sample required, which often makes it difficult or even impossible to apply in the early stages of a project and in geometallurgical studies. The Laboratoire Central des Ponts et Chaussées (LCPC) test may provide an alternative, as it requires a smaller amount of fine-grained material. This study aimed to provide data on wear properties of various ore types from Sossego mine using the LCPC method. It included validation for 40 different ore samples using the Bond test as a benchmark. The results showed good correlation, indicating it may be possible to use the LCPC test as an alternative to the Bond abrasion test. A high abrasiveness index was found for acid metavolcanic rock, confirming the results observed in Sossego mill’s operating database, pointing to a mineralogical drive to amorphous quartz. The objective of this work is to quantify the effect of the rock mass surrounding a stope or a tunnel on the seismic signal so that the rockburst damage on the excavation can be derived. It has been shown that the transfer function of rock mass surrounding an excavation can be modelled using a damped oscillator. The method of estimating the transfer function is extended in this paper. The parameters of a damped oscillator are estimated using inversion techniques and the transfer function is modelled as a time-varying system. The technique is tested on data acquired at three different sites in two deep gold mines. Employment of a modal model of the transfer function was suitable in two cases. Application of this technique is essential to track the time variation of the natural frequency during ground motion caused by a seismic event.

The paper is aimed to assess the possibilities of usage of pyrometers and thermal cameras to study ventilation and environmental conditions in underground mines. Surface and underground thermovision tests were carried out in the Rudna mine and included channels and diffusers of some selected fan stations, shaft crest closures, engines of central fans and their instrumentation. The thermovision underground tests in the Rudna mine consisted of ventilation barriers, underground fans, temperature of rocks, ventilation machines, parts of belt-conveyors and electric machinery.

The various methods of detecting fires and heatings in collieries are reviewed. The methods described range from those relying principally on human senses to sophisticated methods employing infrared technology to detect traces of the products of oxidation and combustion. The advantages and disadvantages of various gases employed as indicator gases for the early detection of heatings and fires are discussed, and recommendations are made in this regard. The operation of a modern infrared carbon monoxide detection system is described, and the differences in operation and application of telemetric systems, tube-bundle systems, and up cast-shaft monitors are discussed In conclusion, some indication is given of the capital outlay required for typical early-detection systems.

The data base of failed pillar cases as used by Salamon and Munro (1967) in their original analysis to determine the strength of coal pillars empirically, has been updated for this study. It is shown that the Vaal Basin and Klip River coal fields exhibit similar behaviour that differs from the failures in other areas, i.e. failure at high safety factors within a short period of time. Those collapse cases have been omitted from the new data base. Failures in the other areas that occurred after 1967 have been added. Using a technique to minimize the area of overlap between the populations of safety factors of failed and intact pillar cases, the new data base was re-analysed in conjunction with the original Salamon-Munro data base of intact pillar cases, from which the cases in the areas of weak coal were likewise eliminated. It was found that a linear formula reduced the overlap area by22%. The new formula predicts higher strength for pillars with a width-to-height ratio greater than approximately 2.0 to 3.0 and a lower strength for smaller pillars. It was also found that in order to obtain the same relative measure of stability as with the Salamon-Munro formula, the strength constant in the new formula should be within a range of 2.8 to 3.5 MPa. For most current South African coal mining conditions, using the new formula for pillar strength will result in leaving smaller pillars without sacrificing stability. The reason for this is that the Salamon-Munro formula under-estimated the strength of larger pillars and over-estimated the strength of smaller pillars. The new formula will thus result in improved reserve utilization without sacrificing stability.

The Modified Zincex® Process, developed by Técnicas Reunidas, is highly flexible dealing with a wide range of pregnant leach solutions. No matter if those solutions are produced from primary or secondary raw materials, and/or are based on conventional leaching, pressure leaching, heap leaching or bio leaching the result is always high-purity zinc product. The zinc solvent extraction unit within the process is a very effective barrier for impurities and a buffer for the composition of the pregnant liquor. This unit achieves an extremely pure aqueous extract that can be converted into different final products. All of them are characterized by fulfilling the highest purity standards. Also, there is the possibility to adapt the global process to a wide range of pregnant liquor compositions and various production capacities up to a zinc production limit over 150 000 t/a with a single solvent extraction plant.

High Pressure Grinding Roll (HPGR) as an efficient grinding technology plays a major role in mineral processing plants. Investigating the effects of this technology on different parts of mineral processing circuits reveals this technology’s capability. In this paper, HPGR grinding effects on an iron ore beneficiation circuit, in comparison with conventional crushing systems were studied. A representative feed sample was taken from an iron ore beneficiation plant, then crushed to minus 6 mm in a laboratory by two methods: HPGR and cone crusher, and finally a concentrate plant circuit was simulated. Plant simulation was performed by doing laboratory tests consisting of grinding, magnetic separation, flotation and filtration on HPGR and cone crusher products, respectively. According to comminution tests results, in particle sizes smaller than 6 mm, a cone crusher product is coarser than an HPGR product. Also, the Bond ball mill work index of the HPGR product was 10% less than the crusher product. Therefore, based on the Bond formula in applying HPGR, ball mill power consumption decreased by 12%. After ball milling to minus 100 microns, magnetic separation tests results showed that the recovery of the cone crusher circuit output was 90.8% and the product Fe grade was 66.4%. For the HPGR circuit these figures were 87.6% and 67.3%, respectively. Therefore, by using an HPGR, a higher Fe grade of the final concentrate was achieved. A flotation test was then performed on the magnetic separation concentrate, where the results showed that the crusher circuit recovery and the sulfur grade of the product were 96.5% and 0.192%, respectively; whereas the HPGR circuit recovery was 97.2% with a sulfur content of 0.185%. Findings revealed that flotation performance in the HPGR circuit was more efficient than the crusher circuit. Vacuum filtration tests on concentrate produced through the HPGR circuit resulted in a moisture content of 12% that was 2% higher than the crusher circuit’s concentrate in the same condition. Rock engineering plays a crucial role in contributing to sustainable development in South African mining. A framework for this has been created through legislation and structures to encourage the mining industry to have a long and prosperous future. However, rock engineering input is an essential element to achieving success. The most accessible deposits have been mined in South Africa and although large reserves still remain, many of these are difficult to access and will require excellent rock engineering knowledge and skill in the future. This is borne out by the fact that more than 50 % of fatal accidents are related to rock engineering issues. Many of these may be addressed with rock engineering solutions which are not beyond current rock engineering technology. A reduction in fatalities and injuries contributes to a sustainable mining industry.

Dundee Precious Metals Inc. (DPM) owns and operates the Ada Tepe gold mine and processing facility (previously referred to as the Krumovgrad Gold Project) located in south-western Bulgaria. The Ada Tepe mine became the first green filed project in past 40 year in Balkans and one of the few in Europe when it was commissioned during the first half of 2019. The plant produces a high-grade gold silicate concentrate generated through its comminution circuit and staged floatation reactors (SFR’s) while depositing its tailings in a state-of-the-art Integrated Mine Waste Facility (IMWF). This paper presents the successful commissioning, ramp-up and optimization of the Ada Tepe processing plant and how the various challenges, including that of an inexperienced front-line workforce, were overcome. More specifically addressing how the implemented modern processing technologies and the operational readiness program, supported the people and process to achieve the design parameters safely and consistently. Reagents are added to the flotation process of Merensky Reef ores to achieve specific functions that enable the separation of valuable minerals from gangue minerals on the basis of the difference in their surface properties. However, due to the complexity of the process, the various interactions that occur as well as the incomplete liberation of the ore and range of minerals present, it is difficult to quantify the behaviour of each of the reagents. More specifically, changes made to achieve a particular outcome may have secondary effects that can override the desired effect. If all the effects and interactions can be accounted for, it is possible to manipulate reagent suites and obtain better overall metallurgical performance. This paper discusses the effect of the addition of copper sulphate at different operating points of the recovery of the sulphide minerals. Batch flotation tests indicated that the recovery of chalcopyrite was not affected when operating conditions were varied, whereas pentlandite recovery was strongly affected by the point of reagent addition, and pyrrhotite recovery was enhanced by copper sulphate addition, irrespective of the point of addition, with the extent being dependent on the ore source. Floatable gangue was activated by copper sulphate in the presence of the dithiophosphate collector. Froth stability was also affected by copper sulphate addition.

Fine coal (-500 µm) is notoriously difficult to dewater. It is not uncommon for a dewatered product to have a moisture content as high as 30 per cent after vacuum filtration. This poses several handling and financial problems to such an extent that a lot of fine coal is discarded onto slurry waste ponds. A novel way of dewatering fine coal was developed at North-West University. It entails deliberately damaging the filter cake during dewatering to allow for an increased flow of air through the cake at the expense of the applied pressure differential. This method resulted in an average improvement in final cake moisture of between 3 per cent and 5 percent when executed in the laboratory under controlled conditions. A device was designed that could be fitted onto existing belt filters that would damage the filter cake as it passes by. This device was tested on a vacuum belt filter installation at a coal beneficiation operation in the Waterberg coal field in South Africa. The results showed a 3 per cent reduction in final moisture of the cake, proving the validity of the method at full industrial scale.

The ability of an explosive to break rock is influenced considerably by the extent of confinement in the blasthole. It is believed that confinement is improved by the use of adequate stemming. The aim of this paper is to present the results of the first and second stages of developing a stemming performance testing rig for small diameter boreholes. The rig was used to compare and contrast the performance of different designs of products. The results showed that different stemming products have differences in terms of their functionality, which can have a major impact on the efficiency of rock breaking. Two test procedures were used, one through the exclusive use of compressed air and the second using a purpose-built high pressure test rig with small quantities of explosives. Both tests were used to identify and evaluate the ability of various stemming products to resist the escape of explosive gas through the collar of a blasthole. An investigation was done to determine the types of stemming products most commonly used in South African underground hard rock mines, and these products were used during the tests. The first stage of tests using compressed air only did not prove adequate to predict with certainty the pressure behaviour in the borehole of a particular product under high pressure conditions. The purpose-built high pressure test rig also did not prove to be a very effective tool to test stemming products under high pressure conditions. The test rig incorporated only the effect of gas pressure on the stemming product, and excluded the effect of the shock wave. This study therefore proved that to take into account only the gas pressure generated in the blasthole is not sufficient to effectively test stemming product performance.

"Plasma-assisted spheroidisation of metal powders offers several technical advantages with respect to both the ease of materials handling and powder-metallurgical item manufacturing. Advantages include improved flowability, increased powder packing density, elimination of internal component cavities and fractures, changes in morphology resulting in decreased friction between particles and contamination during pneumatic transport and enhanced particle purity. In this empirical study, spherical iron particles were produced using a microwave plasma operating at atmospheric pressure and characterized using optical microscopy and SEM techniques. Iron powders were fed into the system at fixed operating conditions, resulting in particles with spherical structures. The theoretical estimate of the time required for melting to occur is 1.6 ms, an order of magnitude smaller than the actual residence time. IntroductionParticle design and functionalization has become an increasingly popular aspect of materials synthesis and powder-metallurgical item manufacturing. One such technique involves the spheroidisation and densification of feed materials, typically in the form of chemical powders with wide particle size distributions. The major benefits of powder spheroidisation include improved powder flowability, increased powder packing density and powder purity, reductions in internal voids and defects, as well as the ability to manipulate the particles surface morphologies (Boulos, 2004). Thermal plasma processing has the potential for scale-up and for producing industrial quantities of spheroidised powder.Thermal plasma technologies offer a wide spectrum of material synthesis and treatment options, amongst others the synthesis and spheroidisation of nano-sized ceramic and metal particles (Kumar and Selvarajan, 2006). The spheroidisation process occurs within the plasma discharge via in-flight heating and melting of the powder feed material, given high enough plasma temperatures (Fridman, 2008, p. 495). Surface tension in the molten droplets results in spherical, or nearly, spherical, powder particles being formed upon exiting the plasma discharge where the droplet undergoes rapid cooling and freezes. Quite often, the bulk density of these spherical particles is higher than that of the starting material (Boulos, Fauchais and Pfender, 2013, p. 42). The different plasma spheroidisation techniques reported include radio frequency (RF) induction thermal plasmas (Jiang and Boulos, 2006; Karoly and Szepvolgyi, 2005; Yuming, Junjie and Yanwei, 2013), nontransferred direct current (DC) thermal plasmas (Chaturvedi et al., 2014; Kumar and Selvarajan, 2008; Suresh, Selvarajan and Vijay., 2008) and microwave-assisted plasma processing methods (Chen, Gleiman and Phillips, 2001; Vanamu et al., 2004; Weigle et al., 2004)"

Enargite in porphyry copper deposits is an important mineral as it displays good floatability under the presence of the collectors usually used in the flotation of copper sulfides. As a result, copper concentrates grades are reduced. As scarcity of water resources is a problem relevant to Chilean mining, the use of seawater is a feasible solution. The behaviour of copper sulfides and molybdenite in the process of flotation in seawater was previously studied but not for enargite. The objective of this research is to study the behaviour of the enargite in different conditions of electrochemical potential during the process of flotation using seawater. The study was carried through micro-flotation tests using pure samples of enargite, at Eh values ranging from -300 to 500 mV(SHE), both in seawater and aqueous solutions containing calcium and magnesium. The results show that at pH 10.5 in seawater, the enargite and chalcopyrite recoveries are reduced throughout the whole range of Eh studied. At pH 9 in seawater, enargite and chalcopyrite are depressed under reducing and slightly oxidising conditions. The recovery of both minerals drastically decreases at Eh values lower than -100 mV and greater than 400 mV. The behaviour of enargite in seawater flotation differs from that observed in conventional water, since in the latter case the recovery of enargite decreases at higher potentials close to 500 mV. Underground excavations exhibit different hangingwall conditions in response to varying geotechnical and mining situations. These differences need to be quantified so as to accurately determine the effectiveness of the mining and/or support strategies. A useful tool for the quantification of these differences is hangingwall profiling. Two methods of hangingwall profile measurement are described?termed irregular and periodic methods. Several data analysis techniques are reviewed for these methods and the suitable ones are discussed in detail. For irregular data the suitable techniques are the determination of the length, the average of the profile and the average absolute deviation from the mean of the profile. All of these techniques as well as determination of the moving average of the height and examination of the spectral image of the profile can be successfully applied to regular data. The effect of preconditioning on the hangingwall is discussed as an example and it is quantitatively shown that it results in improvements of conditions. The techniques described allow the engineer to quantitatively identify the appropriate support type or mining strategy and thus represent a valuable decision-making tool. It is suggested that these techniques should be employed on a routine basis by the rock engineers on the mines as part of their geotechnical classification, as well as support manufacturers to quantify the effectiveness of various support types.

Since the commissioning of the Tati Hydrometallurgical Demonstration Plant (HDP), which produces Ni and Cu cathodes as well as Co salt from sulphide concentrate employing Activox® technology for leaching, no kinetic data has been generated from the plant under normal operating conditions, from start-up to steady state. Therefore, this study seeks to determine the rate of reactions in the leaching circuit with a view to obtaining kinetic data for the system under the current operating conditions. Within the five-compartment autoclave operating at temperatures of 105°C to 110°C and 1100 kPa pressure, the extraction of Ni, Cu, and Co ions into solution is achieved through the oxidation of the sulphide concentrate using approximately 50 kg H2SO4 per ton, 10 kg NaCl per ton, and 1.21 kg O2 per kilogram of S2-. The autoclave reactions showed complex kinetics, with the reactions proceeding via some intermediate(s) before the formation of products. The results suggest that the reactions were dependent on the size of the metal ion of interest and the concentrations of the metal ions in the Tati concentrate as well as in chloride leaching. The order of the leaching rate constants was Fe2+ > Cu2+ > Ni2+ > Co2+ in all the compartments studied. The rates of leaching were also found to decrease as the concentrate moves from compartment 1 to compartment 4. For compartments 1 to 3, leaching was observed to be preceded by dilution of the repulp liquor (copper raffinate). The leaching rate for compartment 5 was slightly lower than that of compartment 1 but higher than the rates of compartments 2, 3, and 4 for all the metals studied. Paper written on project work carried out in partial fulfilment of B. Eng (Chem. Eng.) This paper describes the development and use of a process simulator to optimize gypsum recovery at Afmine, a small plant near Yzerfontein on the South African West Coast. The simulator consisted of models of the major plant equipment, viz. hydrocyclones, surge bins, settling tanks, a primary sieve and a dewatering screen. Experimental data suggested that the equipment could be modelled satisfactorily from data published in the open literature. Simulation studies have indicated that gypsum losses on the plant could be reduced substantially by means of some relatively minor modifications to the plant layout. Moreover, sensitivity analyses of the plant have indicated that optimization of the settling tanks should receive priority over the other process units.
