As the Platinum mining industry expands in the Eastern Limb of the Bushveld Complex it is increasingly evident that a major constraint to development is a lack of appropriate infrastructure. Of critical concern are water resources and spatial development / infrastructure. This paper identifies the context for infrastructure development in the Eastern Limb and two solutions that have evolved in the areas of water supply and spatial development. INTRODUCTION In an economics context, infrastructure is considered to be the structural elements of an economy which allow for the production of goods and services, without themselves being part of the production process. Despite the lack of a specific definition, infrastructure has largely become understood as to comprise road and rail transport systems, public transport systems, airports, public educational facilities, water supply and water resources, wastewater management, solid waste treatment and disposal, electric power generation and transmission, telecommunications and hazardous waste management systems. Critically it is important to understand that infrastructure not only comprises these physical elements but also the operating procedures, management practices and developmental policies that facilitate the effective utilization and development of the infrastructure in response to societal demand.

Smelting or converting of sulphide concentrates and mattes in a batch operation presents a challenge when directing the off- gas to a conventional acid plant. The Hindustan Zinc Ltd. (a division of the Vedanta Group of companies) Chanderia Lead Zinc smelter was presented with such a challenge that was met with the adoption of the Cansolv® SO2 Scrubbing System. The Ausmelt top submerged lance technology used at Hindustan Zinc generates a furnace gas stream that containsbetween 0.1 vol% and 12 vol% SO2 during the three stages of batch smelting. Cansolv® SO2 Scrubbing Technology captures the SO2 to ensure that treated flue gas exits the facility at a concentration below 100 ppmv SO2 and it releases SO2 in a controlled fashion, to more closely match the needs of the existing acid plant. The application of a regenerable scrubbing system to capture SO2 from a batch-operated furnace and convert it to acid in a conventional acid plant was a first of its kind in the world. This paper provides an update on the design and operation of the Hindustan Zinc SO2 recovery system and suggests two improvements to the basic flow sheet that optimize the cost of SO2 scrubbing further.

The objective of this work was to provide process engineers with values of the physical properties of various slag systems involved in high-temperature processes. Software that calculates the thermo-physical properties of slags from chemical composition is available on the www.pyrometallurgy.co.za website. This paper outlines the principles underlying the various models available in the program. The software calculates the following properties of crystalline, glassy, and liquid slags (where appropriate) as a function of temperature: heat capacity, enthalpy, density, viscosity, thermal conductivity, electrical conductivity, and surface tension. We hope, in the future, to update the program to (i) add new models as they become available, (ii) remove any ?bugs? discovered in existing programs, and (iii) provide guidance on the limitations of individual programs.

Mineral floatability is strongly connected with mineral structure and composition. The complexity of mineral surfaces has meant that few attempts have been made to understand the effect of impurities (trace elements) on the flotation process. Zeta potential technique has been extensively used to evaluate the surface charge of mineral particles. Nevertheless, those measurements consider only an average of mineral particles surface charge. The presence of fine particles and inclusions covering a mineral may influence the local reagent adsorption process, which will ultimately be reflected in the subsequent global response of the mineral froth flotation efficiency. The current work assesses the iron oxide mineral, haematite (Fe2O3). Zeta potential and streaming potential techniques were used to determine the surface charge of fine and coarser particles of haematite. Further analysis was performed to determine the point of zero charge (PZC) of the mineral. In addition, adsorption isotherms of alkyl ammonium chloride reagents with different lengths of carbon chains were carried out. It was found haematite floatability depends strongly on the isoelectric point (IEP) value, which is affected by other mineral species present at the mineral surface. Haematite floatability became significant only at relatively high tetradecyl ammonium chloride collector concentrations (concentration greater than 4 10-4M), which does not happen with other oxides such as quartz. Unlike quartz, haematite develops a low surface charge over a wide range of pH, disabling all long-range attractive interactions between the mineral and the collector. Therefore, hydrophobic chain interaction is probably the most likely mechanism acting to promote collector adsorption and enhance further floatability. Diffused reflectance infrared Fourier transform spectroscopy (DRIFTS) was used to suggest a possible mechanism to understand the sequence of collector adsorption and the effect of trace species on it. Keywords: Pyrometallurgy, furnace, open slag bath, Evraz, Highveld In 1963, the full-scale engineering study for the development of an Iron, Steel, and Vanadium plant was initiated. This was the birth of Evraz Highveld and its process flow as it is known today. Highveld started out as a steel works that produced steel and vanadium-bearing slag by using a titaniferous magnetite iron ore mined from its own mine site near Steelpoort. The process utilized co-current rotary kilns for pre-reduction, and submerged-arc furnaces for the production of pig iron with approximately 1.15% vanadium. Because of various technical challenges that the submerged-arc furnaces experienced over the years, a decision was taken in 2004 to convert the furnaces to Open Slag Bath (OSB) operation, in order to enable the maximum production of iron and vanadium while improving the control over operational parameters. The conversion proved to be highly successful and, since 2005, three furnaces have been converted to OSB operation. The fourth furnace will be converted in the first half of 2011. The conversion to OSB furnaces not only yields higher vanadium recovery to the metal at the iron plant, but also improves the overall throughput of the steel plant. This is the result of a higher carbon content of the liquid iron from the OSB furnaces, eliminating the need for anthracite addition to the shaking ladle process. This reduces the blowing time by approximately 60%. The conversion of the furnaces to OSB configuration is seen as an enabling technology change and a prerequisite to the implementation of other plant improvements that are envisaged. The long-term vision of EHSV is to convert five furnaces to OSB mode, and permanently decommission the two remaining submerged-arc furnaces. This will allow EHSV to maintain current steel and vanadium production but at a significantly improved overall efficiency.

Different concentration techniques were evaluated for preconcentration of a mineral ore at a coarser size to avoid energy and resource wastage. Specifically, the aim was to reduce milling costs and energy required in the beneficiation of tin. In this study, cassiterite (0.17% Sn) was the mineral of interest in a pegmatite ore body associated with quartz (SiO₂ > 60%) and alumina (Al₂O3 > 20%). Three concentration techniques, namely dense media, shaking table, and flotation, coupled with characterization analysis, were used to assess the concentration response. The results confirmed that particle size and mineral liberation impact the separation process. High recovery and grade were obtained with gravity concentration methods (dense media and shaking table) for coarser (+300 to +212 μm) and intermediate (+150 to +53 μm) particle sizes. Lower recovery and grade were identified for much finer sizes (−53 to −38 μm). Flotation produced a high-grade product at a relatively low recovery and appeared to be only applicable to finer grains. Separation efficiency based on Schulz’s equation measured a segregation performance of 74.8% for dense medium separation and 60.7% for the shaking table for the coarse and intermediate particle sizes. Flotation only achieved a separation of 30%–40%. The results suggest that use of dense media separation as a rough preconcentration method prior to further grinding, and the utilization of a more advanced concentration technique for mineral recovery and upgrade, constitute a successful approach to improve process economics.

Automated mineralogical analysis of platinum group minerals (PGM), using the mineral liberation analyser, provides information used to understand flotation efficiency, primarily from a PGM liberation and association standpoint. To date, however, there is no consistent understanding regarding PGM speciation and its impact on floatability. Previous studies of PGM from UG2 ores concluded that a larger dataset is needed from which the various parameters can be modelled. Parameters on telluride, arsenide, sulfurarsenide and alloy species need to be integrated to fully understand the impact of PGM speciation on flotation, and for this, ores other than PGE-sulfide-rich UG2 must be assessed. Flotation rougher rate tests were performed on feed samples from two Platreef ores to determine the flotation response of individual liberated PGM species. This was achieved through automated mineralogical analysis of feed, rougher concentrates and tails. Based on 1529 liberated PGM grains assessed over the circuit for two Platreef ores, preliminary results show that PGM speciation, species grain size and competition from gangue appear to influence floatability in an ‘optimised’ laboratory environment. Equipment selection in mining operations is an important issue, and also difficult to solve in multiple criteria environments. The paper in question has aimed to develop computer software for solving equipment selection problems in mining. In their paper, Basçetin et al. have analysed two case study problems related to open pit and underground mining method selection. By using Yager?s method1, the authors have selected 18 different criteria in the first case study and 21 criteria in the second case study. However, as emphasized by Ozdemir2, in pair wise comparison matrices the appropriate number of criteria should be seven as the maximum, from the point view of validation, consistency and redundancy. In cases where there are more than seven criteria to be handled, it is suggested that the criteria should be clustered and then the maximum number of clusters and subcriteria of every cluster should be limited to seven4.

Decision making can be defined as the selection process of the best routes from the alternatives in order to achieve a goal, and mostly involves uncertainty. Additionally, mostly qualitative variables (weak rock, massive ore deposit, etc.) are in question. Mine planning engineers often use their intuition and experience indecision making. As fuzzy set theory has been used since 1970, these uncertainties are easily evaluated in the decision-making process. Real world study is decision making under vague constraints of different importance, involving uncertain data (qualitative variables), where compromises between antagonistic criteria are allowed. This paper presents a new approach in the selection of an underground mining method based on fuzzy set theory for the Ciftalan Lignite Site located close to Istanbul in Turkey. The physical parameters such as geology and the geotechnical properties of ore, hanging and foot wall, economic effects, environmental effects, are established with field and laboratory tests together with the determination of other qualitative variables. Meanwhile, some qualitative variables dealing with the matter was described according to the view of a number of experts. Then fuzzy set theory is applied to these parameters, considering the available underground methods in order to choose the proper method. At the end of the evaluations, the room and pillar method with filling was determined as the most suitable method for the test site. "Excessive amounts of moisture in product coal can influence the efficiency of downstream utilization processes due to a decreased calorific value and handling problems. Stockpiles can be used to decrease the moisture content of coal by means of gravity drainage and evaporation. This paper is focused on the evaporation of moisture from a coal stockpile surface with the aim of investigating the effect of particle size on the rate of evaporation as well as the depth to which evaporation extends.It was observed that moisture initially evaporates at a higher rate from a stockpile consisting of fine particles (-6.7 mm) than from coarser particles (-13.2 mm +6.7 mm). This high rate of evaporation is restricted to the outer shell of the fine coal stockpile. However, for coarse coal, the porous nature increases the depth at which evaporation occurs. Evaporation of moisture was observed up to the fourth day of each experimental run, after which steady state was obtained. It was shown the water can evaporate from the surface into the body of the stockpile, depending on the coal particle size and void spacing. An experimental reclaim depth of 0.4 m was achieved after 4 days. IntroductionCoal stockpiles serve as surge capacity for downstream utilization processes and can also be used for moisture reduction by means of gravity drainage and evaporation. Excessive amounts of moisture in coal can cause handling problems and, most importantly, will decrease the calorific value, leading to inefficient combustion.Research has shown that evaporation by means of wind and solar action is considerably more effective than gravity drainage(Williams, D.J. 2006), but the effect is limited to a restricted depth from the exterior of the stockpile (Boyapati, E. and Oates, A. 1994; CSEM-UAE, 2010). The effectiveness of wind and solar action can be improved by orienting the stockpile perpendicular to the predominant wind direction, maximizing the surface area of the pile, and reclaiming the coal from the pile gradually in shallow cuts over a large area (Williams, D.J. 2006)."

"This paper argues that the technology change to mechanization is also going to require a change in people. It presents a model for technological progress and adapts it to the mining industry. It then goes on to motivate the need for mines to become learning organizations in order to achieve maximum value from their people as they become less labour-intensive. In an important sense, mechanization is as much about knowledge as it is about technology.The change when a mine introduces mechanization or a level of automation is not simply one of technology but also a stage in the development of mining from ‘art’ to ‘science’. ‘Art’ describes a state of technology characterized by tacit knowledge, an understanding that comes only from experience, and has no formal procedures and little structure. In contrast, ‘science’ represents a state of technology where all the component processes are understood in detail, all knowledge is explicit, and processes and structures are formal.Studies of other industries, including metal part manufacture and aviation, show that each stage in the progression from art to science changes the nature of the organization and requires a different mix of skills from the workforce. Perhaps the most important change is the increase in knowledge and decision-making required as the technology gets closer to science.There is anecdotal evidence that South African underground hard-rock mines are not learning organizations. Mines by their nature are capitalintensive with long lead times from investment to returns, so there is reluctance to change from the original plans or to encourage staff to think independently. Particularly as mines move from art to science, this reluctance must be overcome.The important lesson for engineers involved in introducing mechanization is to understand that success or failure will be determined by the people involved, and not solely by the technology. The process will almost certainly require a culture change on the mine. We recommend that the mechanization team includes an expert in human and organizational behaviour to ensure that a receptive workforce and management are in place to accept the new technology when it arrives."

Avmin have developed a flowsheet for the refining of copper, nickel and cobalt from Nkomati concentrates. Cobalt is recovered from calcium-saturated solution using Cyanex® 272. Nickel is subsequently extracted using versatic acid. The loaded organic is stripped using spent electrolyte, producing advance electrolyte for recovery of nickel by electrowinning. Cobalt was recovered with >99.5% extraction efficiency, reducing cobalt from 1.8 g/l to <10 mg/l. The cobalt/nickel ratio in the cobalt product solution was >1500. Nickel solvent extraction was optimized to recover 99%, reducing the nickel concentration from 32 g/l to <0.3 g/l, while minimizing calcium deportment to the nickel electrowinning circuit.

Advanced process and equipment analytics have been around for a while. However, with accessible IT infrastructure and site maturity, it is possible to analyse, monitor, and control processing plants and equipment easily. These various disparate systems provide different reports requiring the involvement of various personnel and attention to different reporting platforms. For efficient harnessing of the systems? capabilities, as well as effective improvement and monitoring of process and equipment, a single point of entry is required. A process and equipment optimization solution was required at a concentrator in South Africa, focussing on the product stream of platinum group metal (PGM) concentrate from the UG2 Reef. The investigation of data to identify strategies for optimization was required to allow visibility into plant operations to guide operators, an easier method to identify process loop problems, identification of imminent equipment failures, and advanced process control to optimize throughput and stability. A collaborative effort between the client and General Electric Intelligent Platforms (GEIP) investigated data-driven solutions to each of the problems. With the focus on process optimization and asset monitoring, as well as equipment monitoring, a combination of approaches was utilized to address the various problem areas that were identified. Each was implemented separately in the control layer of the plant IT infrastructure. The integration was done in a centralized web-based reporting tool that integrated the detailed results from the various solutions. On the process control side, monitoring of control loops was included by calculating performance statistics that were reported daily to identify sub-optimally performing control loops and indicating potential problems. The advanced process control solution for this site includes a surge tank controller, stabilizing flow through the flotation banks, and preventing the surge tank from overflowing or running empty. Equipment monitoring was investigated, for preventative maintenance, by making use of statistical data models to indicate imminent equipment failure. These predicted alarm events included the cause for failure, drilling down, and allowing focus on a specific variable for preventative action. The results included a more stable flow through the mill, with fewer stoppages due to surge tank overflows or running empty. The causes for process drift could be identified and operators could react early. Alarms warning of equipment failure 2½ and 4 months in advance were identified in an offline analysis.

The incorporation of individual cooling in a compressed-oxygen closed-circuit breathing apparatus by E. SHVARTZ, M.Sc. (U.C.L.A.), Ph.D. (U.S.C.) (Visitor) and N. B. STRYDOM, M.Sc., Ph.D. (Illinois) (Fellow) A conventional compressed-oxygen breathing apparatus, which did not include provisions for dehumidification of the inspired air at high environmental temperatures, was tested at these temperatures with and without conductive cooling in the form of 2 kg of pre-frozen ice placed inside the breathing bag of the apparatus. The pre-frozen ice provided conductive cooling of the soda lime and of the chest and abdomen of the subject, who performed moderate work at 50,1 "c. Without cooling, the subject was exhausted after 35 minutes because of a wet-bulb temperature of the inspired air of 46"c. With cooling, the subject finished 2 hours of work. This was possible by keeping the soda lime at a relatively Iow temperature, which resulted in a wet-bulb temperature of the inspired air of only 42 °C after 2 hours, and by conductive cooling of the chest, which resulted in the maintenance of a relatively Iow heart rate and rectal temperature.

This publication records the proceedings of the Tenth International Ferroalloys Congress, INFACON X, and the third INFACON hosted in South Africa. The Proceedings of the previous two South African congresses in 1974 and 1992 serve, as this volume does, as a valuable record of the papers presented at these important events. This publication comes at a time in South Africa?s democratic development where the theme ?Transformation Through Technology? is very appropriate. The ferroalloy industry has played an increasingly significant role in transformation and black economic empowerment in South Africa, particularly through the advancement and sharing of technology. INFACON X plays an important role in this process, and the stakeholders and organisers of this Congress are thankful for the opportunity to hold this event at this time of transformation in our country. The world of ferroalloys, as well as that of the steel and stainless steel industries, has continued to change rapidly. Recent innovations, better use of resources, increased awareness of environmental issues and ongoing efforts to improve occupational health and safety are among the topics addressed at INFACON X and in these Proceedings. The theme of ?Transformation Through Technology? has been chosen to reflect the regional and global developments in the ferroalloy industry, and the crucial role that technology plays. The Proceedings of INFACON X, the first Congress in Southern Africa of the new millenium, represent a milestone in the technical developments in this major global industry. It contains almost eighty papers in twenty Sessions, from authors in twenty countries, covering raw materials, reductants, energy, electrodes, refractories, furnace design, post taphole services, modelling, simulation, control, sensors, fundamental issues and the applications of ferroalloys as related topics. The major ferroalloys, namely ferrochromium and ferromanganese, are covered extensively in many interesting papers. This comes as no surprise, since South Africa is the leading producer of ferrochromium and also plays a major role in the supply of manganese ore and alloys. Papers on ferronickel, silicon and ferrosilicon ensure that all the large-volume ferroalloys are addressed. These Proceedings of refereed papers of high quality will serve the ferroalloy industry for many years to come, as has been the case with previous INFACON events. For the first time in the history of INFACON, the Proceedings will be available both in bound and in a searchable electronic CD-ROM format. We appreciate the time and effort that the authors and referees have devoted to making this publication a really valuable document. Their contributions are recorded for posterity and reflect the advancements they and their colleagues have made to benefit the ferroalloy industry. Without these ongoing improvements, the industry would stagnate and not fulfil its role in the advancement of mankind. All papers included in these Proceedings were peer-reviewed by at least two referees. About 130 referees were sourced internationally to fulfill this function, and their valuable technical and editing inputs are gratefully acknowledged. Finally, I would like to thank the Technical Programme and Publication committees, led by Dr. Lloyd Nelson and Dr. Noël Machingawuta respectively. Without the tireless efforts of these individuals and their Committee members, the technical programme and these Proceedings would not have been the success they certainly are.

Interface levels in flotation columns are generally measured with the aid of a pressure-sensitive Instrument, e.g. a differential-pressure cell. This paper criticizes the use of this type of measurement, and discusses other methods that are claimed to give more accurate measures of interface levels. The paper focuses on the development of methods based on the measurement of conductivity across the froth-slurry interface. These are often sabotaged by variations in the conductivity of the feed slurry, particularly when the pH of the slurry IS being controlled, e.g. In sulphide flotation. Methods of improving the accuracy and reliability of this technique are described. The result IS a robust, easy-to maintain level-control scheme that successfully rejects large disturbances in plant operation (including a 5:1 change in slurry conductivity) while controlling levels to an accuracy of I 4 cm.

Chromium green is an essential metal with various applications in the paints, construction, electronics, and aerospace industries. The main source of chromium green is the carbo-thermic reduction of chromite ores, however, chromite ores are being heavily depleted on a global scale, hence the need to find alternative or secondary sources for the chromium. In order to meet the global demand for chromium there is a need to implement principles of the sustainable circular economy to keep chromium within the material loop. Ferrochrome slag and stainless steel slags are secondary resources that are potential sources of chromium. In this work, recovery of chromium from ferrochrome slag was investigated. The ferrochrome slag was alkaline leached using sodium hydroxide- sodium hypochlorite solution to reduce the use of potent reagents that have a potential negative environmental impact. The leachate produced by oxidative alkaline leaching of ferrochrome slag contained hexavalent chromium, which was used to recover the extracted chromium through a two-stage process involving reduction and precipitation. Reduction of hexavalent Cr to trivalent Cr was investigated using anhydrous FeSO4 at concentrations of 5 g/L, 10 g/L, and 15 g/L. Precipitation was conducted by dosing the reduced leach solution with 1 M sodium hydroxide at dosages of 5 ml/L, 10 ml/L, and 15 ml/L. The experiments were designed using the Taguchi (L9) orthogonal array and analysed according to the ANOVA, general linear model. The optimized conditions for the reduction step were ferrous sulfate dosage of 5 g/L with a pH of 12, and for the precipitation step, 1 M sodium hydroxide at a dosage of 15 ml/L with a setting time of 90 minutes and pH of 7. Physical changes were observed during the two-step chromium recovery, with solution changing from a yellowish colour to dark green colour indicating completion of the reaction. The chromium recovery was found to be 93.3%.

The efficiency of an ore-processing unit depends on the consistency of the characteristics of raw material entering the plant. When the mined ore is highly variable in quality, the only way to ensure consistency is to homogenize the ore prior to feeding to the processing plant. The homogenization can generally be achieved by the bed blending operation. Given that the stockpiling and reclamation processes are very expensive, it is necessary to design the process in such a way as to minimize variabilities of specified properties of raw material. In this paper, for alternative stacking types, optimal stockpile geometry is found in three stages: First, stockpile input is simulated by sequential Gaussian simulation, and then the variance reduction ratios (VRR) as a criterion of stockpile efficiency are calculated for various stockpile geometry scenarios by a stockpile simulator written in FORTRAN. Second, multiple regression analysis is performed to model the VRR by the use of stockpile length, the number of layers and stacker speed as the independent variables. Finally, the model is an optimization problem. Decision variables are the stockpile length, the number of layers, stacker speed and stacking type. The genetic algorithms (GA) are used to minimize the VRR. The approach was demonstrated on data from an iron orebody. The problem was to reduce fluctuations of iron, silica, alumina and lime contents in the stockpile output. The results showed that the approach could be used for the bed blending design efficiently.
