The importance of the chemical and physical properties of lime has been overlooked for years although the quality of lime plays an important role in the production of steel. With the introduction of the oxygen injection process these properties have been re-evaluated. The CaO, MgO, S, and P2O5 contents of lime are important, but so are the physical properties such as granulation, reactivity with respect to slag formation, and the degree of burning. Soft burnt lime enhances de-phosphorisation and de-sulphurisation, and facilitates the smelting process in general, mainly due to its large specific surface. Special lime, prepared as briquettes from quicklime and fluxes or as pellets from limestone and various fluxes with or without binding agents, clearly accelerates lime dissolution during the slag formation process, lowers the melting point, and enhances de-phosphorisation, de-sulphurisatlon, and de-carburisation even more than soft burnt lime. The introduction of special limes in the oxygen injection process for steel production has opened up new fields for commercial exploitation of slags as well as improved operational techniques.

There is an ample supply of all the raw materials required for the future development of the industry, with the possible exception of coking coal. Improved methods of coke production are being developed. It is anticipated that steel production will reach eight million tons per annum by 1980. New techniques and equipment for refining steel will be installed, together with new processing equipment. The most serious problem now facing the industry is the acute shortage of labour.

The Annual General Meeting of the Institute was held in Kelvin House, Johannesburg, on Wednesday, August 14th, 1974. Mr P. W. J. van Rensburg (President) was in the Chair. As you know, there were a number of other deaths during the year, which were reported at previous General Meetings of the Institute. MINUTES The President: Ladies and gentlemen, the next item on your agenda is confirmation of the minutes of the General Meeting and Special General Meeting held on May 22nd, 1974. WELCOME The President: It is a very pleasant duty for me to welcome many members of our Institute and our guests, among whom we are particularly pleased to see the President of the Chamber of Mines, Mr Dolf Schumann, who is also Honorary President of this Institute. Mr Schumann, we are extremely pleased to have you with us today. And, we welcome an old friend of ours, Mr Dillon, Minister of Mines in Rhodesia, who has come down for our Annual General Meeting. Mr Dillon, we are very, very pleased to see you here this evening, and we look forward to seeing Mrs Dillon a little later. And we have with us, too, the presidents or representatives of many of our sister and brother associations, institutes, and societies. In particular, we welcome Mr Mike Gericke, President of the South African Council of Professional Engineers, and Professor Midgley, President of A. S. and T. S. We are very glad, too, to have with us a visitor from England, Professor Raynor and Mrs Raynor. Professor Raynor is Professor of Metallurgy at Birmingham University, and a very well-known metallurgist in Britain. We also have with us the Chairman of the Ferro-Alloys Association. We are expecting the Chairman of our Witbank/Middelburg Branch, the Chairman of the Engineers' Liaison Committee, Pretoria, the Director of the Witwatersrand College of Technical Education, and, of course, our old friend, Mr Eric Boden, the Manager of A.S. and T.S. It is a very great pleasure to have with us a number of persons who will receive honorary Life Fellowship at this meeting, and there are some Gold Medal winners and winners of our Student Prizes. The minerals industry needs the support of al sections of the population if it is going to be able to supply the new materials required for future development. It will achieve this support only if its image is good. Perceived images of the minerals industry are examined in respect of history, technology, environment, safety, education, and economics. Concern is expressed about the low technological image of the industry and the declining number of students enrolling in minerals-related disciplines. It is concluded that it is the professionals, through institutes like The South African Institute of Mining and Metallurgy, who must take the lead in improving the image of the minerals industry. The Presidential Address gives data to support this thesis; data that, is hoped, can be used in efforts to educate people about the minerals industry.

On the basis of laboratory test results a comparison of various parameters (unconfined compressive strength, CERCHAR and LCPC abrasivity indexes, mineralogy) is presented and discussed in order to outline certain correlations between them. Samples cover a wide range of lithological types coming from various sites of tunnels. A partir de résultats d’essais de laboratoire, une comparaison de divers paramètres (résistance à la compression simple, indices d’abrasivité CERCHAR et LCPC, minéralogie) est présentée et discutée dans le but d’en tirer certaines corrélations. Les échantillons couvrent un large éventail de types lithologiques provenant de plusieurs sites de tunnels. The paper examines the consequences of dam building with slime of high water content, and therefore Iow relative density, such as the tailings usually associated with the extraction of uranium. It shows how a Iow relative density reduces the practical maximum rate of rise, and hence the establishment cost, of slimes dams built by conventional means. Further hidden costs of such tailings dams are examined. It is concluded that dewatering of tailings before their disposal is the most cost-effective means of increasing the rate at which a particular dam can be constructed, or of reducing operating or stability problems on existing dams. In the longer term, underground disposal seems to be a feasible alternative. However, it is pointed out that there are other factors that can compound the operating difficulties, and that these should be investigated before remedial steps are taken.

Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

The paper briefly outlines the history of the successful development of vegetating techniques for mine-residue deposits. It seeks to place on record the major roles played by M.J. Mrost, who initiated and systematically developed the concept, and W.H. Cook, who continued the trials and successfully directed a stupendous large-scale project. The vegetating techniques currently practised are outlined, and it is concluded that vegetating is still the only surface-stabilizing technique of any significance that is employed throughout the world.

The South African mining industry is at present planning to extract orebodies at depths of up to 4 km. To do this cost effectively and, at the same time, ensure safe working conditions for mining, the personnel will require both the development of new strategies and the implementation of current rock-engineering technological developments on a wide scale. This paper covers most of the technological developments likely to be required for mining at very high stresses, but it is clear that improved regional support systems will need to be developed to ensure defective stability of the rockmass during mining operations. Similarly, it is clear that improved strategies for mining in large-scale geologically disturbed areas, where slip on faults or dykes can result in wide-spread rockburst damage, will have to be addressed

The objective of this study is to improve the shrinking core model for particles with a particle size distribution and clarify the activation mechanism of rare earth elements dissolution by mechanochemical activation. To achieve this objective, the method, called the doubly integrated micromodel, was applied for a shrinking core model in this study. This method consists of integrating the batch leaching rate of a single particle over the distribution of both feed particle size and reactor residence time to arrive at the fraction unleached. The usefulness of the shrinking core model improved by doubly integrated micromodel was confirmed by comparing it with a shrinking core model. To apply the shrinking core model improved by doubly integrated micromodel to rare earth elements dissolution from weathered residual rare earth ores by mechanochemical activation, leaching experiments were performed for grinding samples by planetary ball milling. The reaction equation of mechanochemical reaction by planetary ball milling for weathered residual rare earth ores was investigated by x-ray absorption fine structure analysis. As a result of a kinetics study, the rate-determining process of leaching changed from reaction to diffusion reaction control by planetary ball milling. Based on these results, it was revealed that the main mechanism of activated rare earth elements dissolution from weathered residual rare earth ores was a mechanochemical reaction by planetary ball milling. A large body of work exists discussing the impact of grinding media on mineral flotation. Generally, the work indicates that a change to a less electrochemically active grinding environment has positive benefits on downstream processing. There is a fear, however, that these benefits may not be realized when treating low sulphide containing ores, typified by UG2 style deposits. A series of experiments was developed to test the flotation response of UG2 ores using the Magotteaux Mill® to determine if measurable differences in the pulp chemistry could be discerned using a range of grinding media types. Further, the flotation responses of the contained sulphides (chalcopyrite, pentlandite and pyrrhotite) were determined. The data collected provided strong evidence that the grinding environment can significantly influence the pulp chemistry and flotation characteristics of all sulphide minerals, even when the ore contains less than 0.5 per cent total sulphide. The results show that the change to an inert media type produced a substantial improvement in the flotation rate of all sulphide minerals, as well as the PGMs.

The electrical control of three-electrode submerged-arc furnaces suffers from a number of complexities, mostly due to the nature of the furnace electrical circuit providing power to the furnace where the three electrodes are interconnected within the furnace through the molten metal bath. This gives rise to what is known as the interaction effect 2, where variations in one electrode?s current can cause comparable changes to the currents in the other electrodes, particularly in larger furnaces with low power factor. Resistance-based control of the electrode penetration has largely alleviated these problems, since the resistance encountered by each electrode is predominantly dictated by the length and conductivity of the current path from the electrode?s tip to the molten metal bath, which acts as the three-phase circuit?s floating neutral point. Hence resistance changes due to tip position or conductivity changes beneath one electrode do not affect the resistances beneath the others, effectively decoupling the control of the individual electrodes1. Although resistance-based control is therefore generally accepted as superior to current-based control for the regulation of submerged-arc furnace electrode penetration, a few furnace operators still prefer to use current control under specific furnace conditions. This paper presents the results of analysing the performance of both current and resistance-based control in typical scenarios encountered on industrial furnaces, taking into account a number of factors including electrode penetration, power distribution, efficiency and asymmetry of the electrode currents. In order to accomplish this, three typically encountered scenarios were simulated. The results obtained show that resistance control provides more benefit in all cases, however, the uneven electrode current distribution generated by resistance control when electrodes are on top stops may cause some concern if baking of the electrodes is required in this scenario.

Stope backfilling in South African gold mines uses the coarser cyclone fraction of the gold tailings. The disposal of the overflow from the cyclones, which is finer and of higher moisture content than normal gold tailings, presents some problems. This paper describes an investigation undertaken to define the parameters that are required for a quantitative and qualitative assessment of the operation and stability of slimes dams built of such material. However, seeing the investigation was conducted on the slimes from only one mine, it is recommended that, until a wider range of data becomes available, tests should be conducted for each individual mine.

1. ANTECEDENTS This present communication refers to the results of the research project entitled "Training in the correct use of chemical oxygen self rescue apparatus and also an analysis of apparatus autonomy", carried out under the auspices of the Specific Collaboration Agreement signed between the Industry Council of the Principality of Asturias (Spain) and INSALUD (National Silicosis Institute, Spain). The antecedents of this project lie in work undertaken by the National Silicosis Institute aimed at optimising efficiency in the use of chemical oxygen self rescuers through improvements in worker training. To be precise, by means of Agreements drawn up between the above-mentioned parties, a simulator was designed and incorporated as the basis of a training station within the " Fundación Barredo" of the Industry Council of the Principality of Asturias. This has been operative since the year 2001 and, up to the present, 2300 Asturian coal mine workers have been trained there. What prompted this activity was the observation of various errors in the use of the self rescuers, deriving from their innate characteristics, especially with respect to the sensation of discomfort - the high temperature and humidity of the breathed oxygen, resistance and inconvenience - and limited autonomy. It was precisely this insight that, in critical situations, lack of familiarity with the conditions of discomfort likely to be experienced during the evacuation process might lead to rejection of the equipment, with fatal consequences, that has justified the setting up of this training and simulation centre. The centre is able to provide all mine workers with the necessary training, and experience of the characteristic sensations experienced when using such equipment (Fig.. 1).

Since the early 1970s, Korea has constructed many large-scale tunnels and underground storage caverns in response to the rapid industrial development. The rock mechanics engineers have accumulated valuable experiences in the area of underground space technologies. But they still face technical challenges in environmental and safety aspects. To discuss those challenges in Korea, a brief engineering description of underground space projects including oil and gas storage, food storage, pumped storage power plant, transportation tunnels, waterway tunnels, and radioactive waste disposal is presented. Mechanical and hydrological stability analyses of the storage caverns in Korea are also introduced. Les ingénieurs de mécanique minière ont donc accumulé des expériences précieuses dans le domaine de la technologie de l’espace souterrain. Cependant, ils font toujours face à de nombreux défis techniques en ce qui concerne les aspects de l’environnement et de la sécurité. Pour présenter ces défis en Corée, l’étude présente décrit les projets d’espace souterrain, y compris le stockage de pétrole et de gaz, de nourriture, centrales de stockage pompé, tunnels de transport, tunnels navigables, et évacuation des déchets radioactifs. Des analyses de stabilité mécanique et hydrologique des cavernes de stockage en Corée sont aussi présentées. The mining industry in South Africa faces real challenges with regard to the reduction of safety-related incidents. The purpose of this paper is to highlight the need for alternative interventions in addition to other safety improvement strategies already employed on mines. It furthermore supports an existing paradigm: incident investigations. An investigation into fatalities in the South African mining industry shows that although great progress has been achieved through the reduction in fatalities in all sectors of the industry over the last few years, more can and should be done to achieve status of ?zero harm?. Fatalities and lost time injuries on mines result not only in large financial losses, but also in disruptions of mining operations in general through Section 54 stoppages to resolve the situation. The approach of the paper is therefore not to try and prove whether there is high fatality rate and/or lost time injuries, but in what way incident reconstruction simulations (IRS) can have an impact in the future prevention of such incidents. The challenge therefore lies in the utilization of pro-active systems that would show employees the possible outcomes of being exposed to certain hazards. In real life, these incidents cannot be re-enacted and in most cases we can only learn through the previous mistakes of others. A virtual reality (VR) education and training system will enable employees to be ?exposed? to different hazards in a safe environment, and simulation, in a ?forgiving? environment, of the possible consequences of unsafe acts. According to the Occupational Safety and Health Act (OSHA), unsafe acts and unsafe conditions are indirect causes of safety-related incidents, but there are also direct causes; for example, unplanned release of energy and/or hazardous material, and basic causes, for example, management safety policies, personal factors, and environmental factors. The administrative workload associated with any incident investigation places a large burden on the investigation team, and in most cases other employees are informed through vague administrative processes what the ?real cause? for the incident/accident was. New preventative strategies are often put in place without showing the employees what the real causes of the incident/accident were. This can be mitigated through the use of interactive VR simulations/animations of the hazards that they are exposed to and how to deal with them. If VR interventions are not used as proposed by this paper, the real causes and consequences of almost all fatalities and lost time injuries may never be fully understood. This paper also emphasizes what potential impact IRS could have on the prevention of future mine incidents as part and parcel of a pro-active risk prevention strategy. The intention is therefore not to replace any other risk prevention strategies, but to visually enhance the reality of the incident. These effects were investigated in batch flotation studies, and by the measurement of rest and pulp potentials. At Iow additions of sulphurous acid as the pH regulator, flotation rate increased with increasing concentrations of dissolved oxygen. The recovery of chalcopyrite dropped significantly below a pH value of about 6,5 at 25 p.p.m. of dissolved oxygen, and below a pH value of about 6 at a dissolved-oxygen concentration of 8,2 p.p.m. The rest and pulp potentia Is measured indicated that dixanthogen is the dominant species formed on chalcopyrite surfaces during flotation with sodium ethyl xanthate. The results suggested that the same species might have formed on galena surfaces in the pulp after the ore had been milled in a ceramic mill under nitrogen. Increased additions of sulphurous, sulphuric, and hydrochloric acids increased the rest potentia Is, while the addition of sodium sulphite decreased these potentials.

"In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London.
