The catalytic converter industry is composed largely of global multinational manufacturers who supply to vehicle manufacturers (original equipment manufacturers ? OEMs) from facilities strategically located internationally, including plants in South Africa. The South African catalytic converter production facilities were established at the request of the OEMs and commenced manufacture in the early 1990s. This near 100 per cent export focused industry exists in South Africa because of the incentives offered by the Motor Industry Development Programme (MIDP), which ultimately provide the OEM with import duty rebates. The South African catalytic converter industry is a complex vertically-integrated supply chain with a local content in excess of 85 per cent, substantially more than any other exported automotive component. The industry remains one of the very few downstream manufacturing industries where South Africa has a significant global footprint. This is even more important when it is considered that this industry is the key end-user for two of South Africa?s most important mineral resources, namely platinum group metals (PGMs) and chromium, and is in an industry which will see massive global growth as the developing nations of the BRICs grow their auto industries. In over 15 years of existence in South Africa, the catalytic converter industry has achieved remarkable growth, averaging compound growth in the region of 14 per cent per annum. The industry is the highest contributor to automotive component export revenue. South Africa holds >8 per cent% of global PGM reserves. During 2011, South Africa supplied 59 per cent, 29 per cent, and 72 per cent of the global demand for platinum, palladium, and rhodium respectively, as well as over 50 per cent of the global chromium demand. Global autocatalyst production remains the largest consumer of PGMs, and South Africa alone beneficiated 15 per cent of locally mined PGMs in the production of catalytic converters ? all is converted from PGM sponge (powdered metal) into PGM solutions for coating onto catalysts. Beneficiation of PGMs also takes place via the production of jewellery and electronic goods; but compared to catalytic converters, this volume is negligible. The industry is also the largest consumer of locally produced stainless steel (>50 000 t/a), exceeding 38 per cent of local consumption. The industry is a substantial generator of highly skilled employment, with over 5 000 direct jobs (excluding OEMs and stainless steel manufacture) and an estimated more than 30 000 indirect jobs resulting from upstream and side-stream suppliers. The industry places a high focus on skills transfer and development, with all companies providing high-tech training and education both locally and overseas. The industry has invested in excess of R5 billion in plant, equipment, people development, and process development over the last 15 years to support transfer of production and new technologies to South Africa. This has resulted in significant skills development in the support industries as well as within the catalytic converter industry. The current projections for local PGM beneficiation via catalytic converters reflect a downward trend as a result of production being moved to other global locations due to uncertainty around changes to government incentive programmes. The industry is currently capacitated to support 23.7 million units per annum. During 2011 it utilized about 70 per cent of this capacity, but forecast projections suggest that this will be at 46 per cent of this level by 2016. At full capacity the industry would represent 19 per cent of global autocatalyst production compared with the current 13 per cent in 2011. The industry believes that there is potential to make South Africa the preferred location for catalytic converters worldwide, given suitable support from the mines and Government.

This paper presents a compilation of physical properties of rocks from the Bushveld Complex. The database consists of more than 900 measurements each of thermal conductivity and density. The data are well distributed from localities around the Complex and most rock types are well represented. Thermal conductivity and density are shown to vary widely in the ranges 1.8-4.2 W m-1K-1and 2600-4200 kg m-3respectively. Although only 190 heat capacity measurements are available, this parameter is quite uniform for most rock types present, 800-900 J kg-1K-1, except for chromitite, which has a lower average, 750 J kg-1K-1. Rocks encountered in deep platinum mines are particularly well characterized and this has important implications for prediction of mine refrigeration requirements. The heat flux into a semi-infinite region with properties typical of the Bushveld Complex as a function of time is substantially lower than an equivalent model for the Witwatersrand Basin.

The South African platinum mines in the Bushveld Complex (BC) have unique features that distinguish them from the gold mines. They have a higher horizontal stress closer to the surface, lower occurrence of seismic activity (caused mainly by pillar failure), and are sited in an area of high geothermal gradient. One of the future challenges of platinum mining is the increasing temperatures as the mining depth increases. High temperatures invariably bring about higher ventilation costs and require different approaches to human factors and ergonomics. Excavation stability would also be another area of concern due to increasing stresses. In this investigation, the effect of temperature on the physical and chemical properties of selected Bushveld rocks (chromitite, pyroxenite, norite, leuconorite, gabbronorite, mottled anorthosite, varitextured anorthosite, granite, and granofels) was studied by means of optical microscopy and scanning electron microscopy using energy-dispersive Xray spectrometry (SEM-EDX). The rock specimens were heated in a temperature-controlled oven a rate of 2°C /min to 50°C, 100°C, and 140°C and kept at temperature for five consecutive days. Samples were allowed to cool to ambient temperature (approximately 20°C) before image capturing. Micrographs of the specimens were taken before and after heat treatment. All the SEM samples were also subjected to heating and cooling on alternate days for ten days in order to observe the effect of repeated heating and cooling on the rocks. The results of the optical microscopy analyses showed minor physical changes in the rocks. The SEM images revealed that cracks initiating at lower temperatures extend with increasing temperature. The chemical analyses showed that the temperature range considered in this research is not high enough to induce changes in the chemical composition of rock samples.

In open pit mining, ore and waste are hauled outside of the excavation area by trucks that move along a system of ramps. The design of these ramps must be carefully addressed because they have to comply with geomechanical constraints to ensure the stability of the pit walls, provide access to the different levels and phases, but also maximise the value of the extracted ore and reduce the extraction of waste. Because an optimisation approach able to deal with the design of the full ramp system seems to be out of reach at the moment, this paper addresses the problem of designing one ramp providing access to a single pushback, which has been determined beforehand. The optimisation objective is therefore to find a ramp that gives access to one given potential volume, while minimising its impact on the economic value of the volume. Two versions of the problem are formalised. One version allows the extraction of ore and waste only if this extraction is necessary for the ramp system. This version somehow minimises the intrinsic value of the ramp system. In the second version, it is possible to extract more than is needed by the ramp system. For instance, this takes into account the possibility of attaining ore on the wall opposite to the ramp as soon as the ramp reaches its level. In the setting mentioned above, the contribution of this work is three-fold. First, the computational complexity of the two different versions of the problem is presented and discussed; in particular, they are shown to be NP-hard. Second, compact integer programs modelling these two versions are proposed. Third, an efficient GRASP algorithm able to cope with the large instances of the problem is proposed. To assess the proposed approaches, the models and algorithms are applied to real instances with an off-the-shelf solver, illustrating and discussing their potential and relevance for the two versions of the problem. They are also compared with other approaches from the literature in terms of value and resulting designs.

"The behaviour of rocks depends on their material properties, and therefore it is important that these properties are determined by relevant and reliable laboratory testing methods. The ISRM Suggested Methods are very important documents in this regard, and a draft suggested method exists for the determination of the ’complete stress-strain curve for intact rock in uniaxial compression’. The method specifies the required geometry of specimens and the required testing procedures. The research described in this paper involved the determination of complete stress-strain curves for two materials, one exhibiting the Class I characteristic, and the other the Class II characteristic. To obtain a better understanding of the deformation behaviours in the post-peak region, tests were carried out on specimens of both material types with different length-to-diameter ratios. The results showed that the geometries of the test specimens influence the stressstrain curves in the post-peak region. The implication is, therefore, that the numerical values obtained for the slopes of the post-peak graphs are not material constants, but are geometry-dependent. Explanations for this behaviour are given. These findings have important implications regarding the use of post-peak data, for example for blast fragmentation considerations, and for evaluation of rockbursting potential. The research findings are based on a limited amount of laboratory testing, and should be confirmed by further testing. IntroductionThe most common approach for studying the behaviour of rock is by compression testing of cylindrical specimens in the laboratory. Rocks respond to forces by deforming and eventually breaking. The strength and the deformation characteristics are derived from the stressstrain curves produced. Standard shapes and sizes for the test specimens and standard loading rates are recommended in the Suggested Methods of the International Society for Rock Mechanics (ISRM) and the American Society for Testing and Materials (ASTM) standards. In spite of these standards, there remain certain aspects of testing which require further attention. The research described in this paper deals with deformation and failure behaviour of rock materials using stiff, servocontrolled testing equipment. The particular objective was to test the premise that the behaviour of cylindrical rock specimens in the post-peak region of the stress-strain curves does not reflect only a material characteristic, but is influenced by the height-to-diameter ratio (the geometry) of the rock specimen. An additional objective was to investigate the effect of the stiffness of the test equipment on the outcomes of tests."

"For new mining projects or for medium- to long-term areas of existing mines, drilling data is invariably on a relatively large grid. Direct estimates for selective mining units (SMUs), and also for much larger block units, will then be smoothed due to the information effects and the high error variance.The difficulty is that ultimately, during mining, selection will be done on the basis of SMUs on the final close-spaced data grid (grade control), which will then be available, i.e. the actual selection will be more efficient, with fewer misclassifications. However, this ultimate mining position is unknown at the project feasibility stage and therefore has to be estimated. This estimation is required because any cash flow calculations made on the basis of the smoothed estimates will obviously misrepresent the overall economic value of the project, i.e. the average grade of blocks above cut-off will be underestimated and the tonnage overestimated for cut-off grades below the average grade of the orebody. Similarly, unsmoothed estimates will be conditionally biased and will give even worse results, particularly in local areas of short- and medium-term planning or mining.This paper presents a case study of indirect post-processing and proportional modelling of recoverable resources designed for mediumand long-term mine planning at the Gold Fields’ Tarkwa Mine in Ghana. The case study compares long-term indirect recoverable mineral resource estimates based on typical widely spaced feasibility data to the corresponding production grade control model as well as the mine production. The paper also proposes certain critical regression slope and kriging efficiency control limits to avoid inefficient medium- to longterm recoverable estimates, and highlights the danger of accepting block estimates that have a slope of regression less than 0.5."

Base Metal (Cu, Ni, Mo, Zn, Co etc.) analysis traditionally has been very slow in conventional analytical laboratories which can lead to additional costs being incurred in waiting time of drill rigs or mining excessively off-reef. Recent developments in the automation of analytical laboratories now allow for very rapid turn-around times for base metal analytical data which can help reduce such costs as well as reduce the unit costs of the analyses themselves. 2.0 CONVENTIONAL ANALYTICAL LABORATORY PRACTICE Conventional analytical laboratories are necessarily are very manual. Sample preparation is slow and laborious, samples are moved from stage to stage manually and, typically, all samples are processed in batches so a sample which is the first to be, say, milled has to wait for the complete milling of the batch before it advances to the next stage eg. mixed with wax prior to pelletising for XRF analysis. Inevitably this results in long sample data turn-around times for laboratories handling large numbers of samples. Manual sample preparation can only be accelerated by increasing staff which increases costs and can lead to additional errors being introduced. Cleaning of sample preparation equipment, eg. crushers and mills, between samples is essential to avoid cross-contamination between samples and this is slow and labour-intensive. In manual sample preparation the correct sample numbers staying with the samples is totally dependent on the efficiency of laboratory operators. It is extremely difficult to detect when errors have occurred due to the switching of sample numbers during the sample preparation stages. Running duplicates and QC samples at best is only partially successful in detecting when sample number switching errors have occurred. Errors of this nature and cross-contamination problems due to incomplete cleaning of sample preparation equipment tend to occur when laboratories are working at pressure due to high sample numbers and when supervisors are not present during 24/7 laboratory operations which is often required on plant process control laboratories. These problems are common to all conventional analytical laboratories and their magnitude is dependent on the level of control and efficiency of QC systems practised by individual laboratories. The disadvantages of conventional manual analytical laboratories can be summarized as follows:- 1. Labour-intensive which is costly especially when multiple shifts have to be used during 24/7 operations.

This paper describes in broad outline the development of a computer programme for determining the effects of changes in various factors in the condenser water circuit on the operation of a cooling plant. The programme is used to obtain design figures which result in minimum total power consumption. This was done for a range of different upcast air quantities, and the implications of low air quantities for heat rejection are discussed.

In this paper, four cyanide-utilising bacteria strains were isolated from a gold mine tailings pond, in the Hexi gold mine (Shandong), China. Based on the analysis of 16S rRNA gene sequence, four strains were identified as Aeromonas hydrophila strain C1, Bacillus mojavensis strain C3, Shewanella oneidensis strain C2, and Aeromonas media strain C4. Based on the cyanide detoxification efficiencies results of the four strains, Bacillus mojavensis C3 had the highest detoxification rate and was selected to assess its efficiency to detoxify cyanide in gold mine tailings at different pH (9.5, 10.5, and 11.6) using cyanide as the sole carbon and nitrogen sources. Strain C3 was capable of detoxifying 46.5mg/L of cyanide-containing gold mine tailings at all tested pH ranges at 30oC, 196 rpm after 15 d. The amounts of cyanide detoxified were 87.5%, 84.1%, and 73.5% at initial pH 9.5, 10.5, and 11.6, respectively. The highest cyanide detoxification was observed at pH 9.5. The viable cells growths in the samples were 5.7E+09CFU/mL, 4.9E+09CFU/mL, and 2.7E+09CFU/mL at pH 9.5, 10.5, and 11.6, respectively. Free ammonia concentrations were observed as a byproduct of the biodetoxification process. The residual ammonia concentration in the sample was observed at 0.35 mg/L, 0.33 mg/L, and 0.62 mg/L at pH 9.5, 10.5, and 11.6, respectively. The highest residual ammonia concentration was noticed at pH 11.6. The amount of cyanide removed by mixed culture strains C3 and C4 was 94.6% and showed a residual free ammonia concentration of 2.6mg/L, as biodetoxification byproduct after 120 h. The pure culture Bacillus mojavensis strain C3 and its mixed culture strains exhibited higher potential to detoxify cyanide-containing gold mine tailings at alkaline pH values and could be cultivated to detoxify gold mine effluents at large-scale. "The quantification of mineral resources and evaluation of process performance in mining operations at Gole Gohar iron ore deposit requires a precise model of the spatial variability of three variables (Fe, P, and S) which must be determined. According to statistical analysis there are complex multivariate relationships between these variables such as stoichiometric constraints, nonlinearity, and heteroskedasticity. Due to the impact of these complexities in decision-making, they should be reproduced in geostatistical models. First of all, in order to maintain the compositional and stoichiometric constraints, additive log-ratio (alr) transformation has been applied. In the next step cosimulation, using stepwise conditional transformation (SCT) and sequential Gaussian simulation (SGS) has been used to simulate multivariate data. Through statistical and geostatistical validations it is shown that the algorithms were able to reproduce complex relationships between variables, both locally and globally. IntroductionThe key steps in mining projects are the quantification of mineral resources, definition of mining reserves, and production scheduling. They rely on the construction of a block model that is used to represent basically the spatial distribution of ore grades (Montoya et al., 2012). The determination of grades and tonnages affects risk assessment and economic evaluation of mining projects. Evaluation of process performance in mining operations requires geostatistical modelling of many related variables (Barnett and Deutsch, 2012). Iron ore quality is characterized by multiple variables: not only the iron grade but also the contaminants that interfere in the subsequent steel manufacturing processes. Consequently, the spatial variability of multiple variables must be determined. Key variables are frequently correlated, and such correlations must be honoured during estimation and simulation. Data from iron ore deposits constitutes compositional data; furthermore, relationships the between assay data are often heteroskedastic."

With the decline in fine diamond production from the Argyle mine in Australia, there is a greater emphasis on efficiently treating the finer size fractions through a DMS circuit. Although it is generally well understood that smaller diameter cyclones are more appropriate for this application, practical results do not necessarily meet this expectation. In this paper the operational performance of particular sized cyclones throughout the group was compared. Based on the results there is evidence that under certain practical operating conditions, small cyclones are not necessarily best for fine size particle treatment, particularly given the production pressures faced by all mines. However, there seems to be considerable merit in using larger sized cyclones, which tend to exhibit less performance variability, irrespective of operation conditions.

Mining professionals recognize the need to continuously evaluate and refine mine planning standards and scheduling. We must examine our current reality, and evaluate the following: •How well do our planning standards represent the actual mining process? •To what extent do they support the requirements of the downstream mining activities? •How we apply them to operational management and control? In most operations, mine-planning standards are global averages. Little differentiation is madein quantifying key planning variables. Often standards used in the long-term, are applied to the short-term, and the standards and scheduling precedents are only reviewed occasionally. Mine-planning standards applied to production schedules are often only focused on the management of functional mining performance, and play no role in managing the requirements of down stream processing. Many mining operations are characterized by high levels of fluctuation, and typically incorporate a wide range of factors and adjustments to compensate for deviations from performance targets, in mining operations as well as for the other business areas. The reason for using global averages is because of a lack of understanding of the causes of deviations that occur through the process, and the impact that they may have on the performance of the business as a whole. Average standards and factors are often used to quantify the variability in a system. From these average values, measurement standards and performance targets are derived for the planning and execution environments. During the execution of a plan/schedule there will be deviation in actual performance and the planned ‘average’ standards. In reality the ‘average’ conditions seldom occur and the impact of variability and interdependency are seldom constant or predictable. The predictability of variability and interdependency is further complicated by the fact that mining conditions have a role to play in the actual production performance, and they too are variable. By developing the throughput knowledge of our production systems, we can better understand the nature of variability and the interdependency within the systems as well as the impact of interdependency between the links in our production chains. With this knowledge, planning standards and scheduling precedents can be better defined and sensibly differentiated. This will improve planning and management of ore utilization, mining production and the effectiveness of processing. As a result the business will be more stable and predictable and business performance will be improved. The purpose of this paper is to describe: •At a high level, the scope for refining and differentiation in mine planning standards, and incorporating geological and plant parameters into mine scheduling. This will improve planning and scheduling and the overall performance of the mine. Given our current level of scientific knowledge and the technological tools at our disposal we should be able to plan and schedule production so that we can manage pro-actively and improve business performance. In doing so we can also improve reconciliation and value tracking through mining and processing •The flexibility and functionality of the XPAC planning and scheduling tool that will enable a throughput management approach.

The Outokumpu Steel Belt Sintering (SBS) Technology is used for manufacturing chromite pellets that are charged into a smelting furnace for ferrochromium production. One of the main elements in successful furnace operation is the control of gas flows inside the furnace, giving improved temperature distribution in the bed during the process. Computational Fluid Dynamics (CFD) gives excellent opportunities for studying these phenomena. An investigation using CFD can be performed relatively fast. For example, implications of different configurations can be studied within a day and an optimum design chosen. Therefore, Outokumpu Technology has developed a Steel Belt Sintering Model (SBSM), which takes advantage of a commercial CFD code. Each main physicochemical event occurring in a steel belt sintering furnace is incorporated independently in the SBS model as a sub-model, enabling every event to be studied separately. The commercial CFD code solves mass, momentum, species and energy equations for determination of the gas flow, composition and temperature. In addition, the Outokumpu SBSM takes into account the moving pellet bed, drying of pellets interms of water content, coke combustion, oxidation and reduction of chromite and the decomposition of carbonates and silicates. During the development of the model, numerous laboratory-scale tests were performed. The sub-models were validated against the laboratory tests. The reliability of the Outokumpu Steel Belt Sintering Model was validated against a pilot-scale batch-sintering furnace by comparing the modelling results against measurements. The aim of this paper is to give a brief presentation of the Outokumpu steel belt sintering model by showing some general modelling examples. Emphasis has been placed on demonstrating some of the main features of the model.

This paper examines the new water-hydraulic (hydropowered) drill rigs that have been developed and proven in the last decade primarily in tabular, shallow-dipping, narrow-reef hard-rock South African mines. These include drill rigs for flat-end tunnel development, narrow inclined raises and winzes, large inclines and declines and longhole-based developments such as ore passes and vent raises. The hydropower technology rigs offer advantages both in safety and performance over traditional compressed-air-powered, hand-held development, and are generally more cost-effective than imported oil electro-hydraulic drill rigs. Furthermore, hydropowered rigs are inherently energy-efficient. The benefits of hydropower are discussed and a ?comprehensive development model? is presented which demonstrates that ore-bodies can be accessed in significantly shorter times. ?Localized? half level hydropower systems are introduced and a range of ancillary equipment available is listed.

I?ve been asked to appraise the global role of coal and mining, and the best place I can think of to begin is with the World watch Institute, which purports to monitor all things global. Last fall the institute?s magazine, entitled World Watch, in a cover story called for a worldwide campaign to outlaw the use of coal before this century?s end. To my mind the article began the campaign. However, the institute had to admit that no such ban will be possible unless there is special help and heavy intervention?that is, novel policies and punitive taxes. I?ll quote directly from the magazine to underscore the point: ?without them the market will continue to deceive us into thinking coal is cheap, abundant and irreplaceable?.

"Brick manufacturers supply a variety of uniquely coloured facebricks to the building industry, which requires a high level of colour consistency in the products. Colour variation in bricks is influenced by the composition and consistency of the white clay raw material. By blending varieties of naturally occurring white clay the manufacturers produce a unique range of facebrick products. Homogeneity of the white clay raw materials mined at Lenasia is crucial for producing bricks of consistent colour. Geostatistical investigations of the major element distributions (SiO2, Al2O3, Fe2O3, and K2O) and loss on ignition (LoI) were conducted. An analysis of the spatial continuity of these variables followed by ordinary kriging indicated that the upper white clay layer at Lenasia is richer in K2O and Fe2O3 than the lower layer. Consistency in the colour of facebricks depends critically on careful management of the variability in the K2O and Fe2O3 content of the clays. The geostatistical approach to understanding the distribution of elements in the clay allows miners to construct clay stockpiles of consistent quality for feeding the brick-making process. Geostatistical investigation of the chemical contents in other clay domains within the deposit is recommended, and could be extended to all facebrick manufacturers to assist in improving the colour consistency of their products. IntroductionMost clay in South Africa is used in the manufacturing of tiles, pipes, bricks, whiteware, refractories, and pottery. Bricks are manufactured from a wide variety of clay types, the behaviour of which during firing depends critically on the the clay mineralogy and chemical composition, but this relationship not well understood (Stein, 1982). The variety among clay deposits is related to the different processes of formation (Deer, Howie, and Zussman, 1992). The geochemical composition of the clay can vary between layers and within the same layer in an individual deposit (Lurie, 1984). The properties of clay minerals are determined by their structures and the different combinations of silicate layers, cations, and hydroxyl ions (Kingery, Bowen, and Uhlmann, 1976). South African clays can be classified as either kaolinite or montmorillonite and are seldom found in a pure form (Lurie, 1984). Different clay minerals affect the drying, forming, firing behaviour, colour, and quality of the brick product in different ways. Laboratory tests (full physical analysis) can indicate the suitability of a clay for the manufacture of ceramic products. The minerals most essential for the manufacturing of clay brick products are kaolinite, illite, and quartz (Stein, 1982)."

The upgrading process of an inferior grade of zircon to a superior opacifier for ceramic applications was investigated. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated in this study. The morphology of the treated and untreated zircon opacifier samples were investigated by SEM micrographs and the colours of zircon samples were characterized on the grounds of the Commission Internationale de l`Eclairage (CIE) standard procedure (CIE L* a* b* measurements) after application on a bisque ceramic tile. It was found that the treatment improved both the milling as well as the opacifying properties of the treated inferior grade zircon concentrate and renders it equivalent to or better than prime grade zircon opacacifiers currently produced. "Tapping operations at ferroalloy smelters generate a significant amount of fume. Effective capture of fumes is required to meet the obligations of environmental, as well as occupational, legislation.A study was completed on an existing fume extraction system at a ferromanganese furnace tapping area. The area under consideration included the tap-hole, launder, and ladle area. The study consisted of site test work as well as computational fluid dynamics (CFD) modelling to identify and evaluate solutions.Site test work and observations during furnace operation provided a baseline of system performance as well as input parameters for CFD modelling. Gas flow rates and energy contents from each extraction area were measured. Photographs and video footage were taken to evaluate areas of fume leakage.The CFD study was firstly validated against site observations to ensure the accuracy of input parameters. Thereafter several modification concepts were modelled and suitable combinations were investigated to ensure robust solutions. The following concepts were considered:•,Air curtains•,Ladle hood aspect ratio and position•,Increase of ladle extraction volume•,Extension of the length of the tapping garage structureThe paper presents the results of a performance test on a working ferromanganese tapping area fume extraction system and the results of CFD modelling as compared to site test results. Upgrade options are evaluated and an integrated robust upgrade of the system described."

Mining fatality rates in many countries have not changed substantially over the past ten years. This demonstrates not only that there is an inherent risk in mining, but also that current approaches to improving safety need to be rethought. An analysis of productivity and fatality data in the United States, United Kingdom, and South 4frican coalmining industries shows that the impact of legislation on safety is overlain by other significant factors. Although improvements in safety and productivity usually occur together, the data warn that safety legislation can sometimes cause a significant reduction in productivity. Based on the data and experience considered, it is concluded that legislation should be aimed at creating a framework within which a positive attitude towards the implementation of more productive and safer mining methods, work practices, and technology can flourish, rather than attempting to enforce excessively prescriptive provisions. This later approach is even more problematic when safety standards and legislation are transferee from well developed to less developed countries. A legislative framework in which the mine manager is required to take al reasonably practicable measures to procure safe working conditions in accordance with mine-specific codes of practice is outlined. Within that framework, the value of adopting widely accepted standards is recognized. A performance-based external audit arrangement is outlined as a basis for ensuring that detailed attention is focused on those areas most needing improvement.

Over the past twenty years the 3 MW DC arc furnace at MEFOS has been frequently used for development of new processes. These processes include recovery of valuable metals from slag, sludge and dust from steel and other metallurgical industry, treatment of ashes from power plant and incinerators, smelting reduction of minerals and zinc recovery from EAF dust. The process characteristics of the DC arc furnace operation in terms of: ? selective reduction, ? total reduction, ? process stability and flexibility, ? dust carry-over, ? thermodynamic conditions provided in the hot spot area, ? precision in composing slag products These are analysed and described in this paper based on technical results from selected test campaigns over the years and thermodynamic considerations. The electromagnetic properties of DC arcs beneath the electrode have been studied by CFD simulation. The calculated result enables us to understand some interesting technical phenomena observed. The heat balance has also been considered based on data obtained from test campaigns and heat balance calculation.
