The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

The basis of this paper is a compilation of work in the design and construction of copper heap leach facilities, and interviews with various heap leach operations personnel in Chile and Peru. The purpose is not to highlight specific mines and their performance, but rather to discuss geotechnical/civil features of copper heap leach facilities that function well, as well as features that do not. During the 1990s several copper heap leach facilities were brought on-line in South America. Many of these facilities have now been operational for a number of years during which time the operators have been able to monitor the performance of their heaps. This paper serves as a compilation of operators? experiences, and provides a discussion of the lessons learnt over the past decade. Several key geotechnical issues are examined, focusing upon the integrity of the ore, drainage material and pipe network, along with the success of inter-lift liners. This conference provides a timely update of the original paper (Burkhalter et al, 2002).

Since 1994, South Africa has been the subject of international attention, especially in regard to its transformation initiatives, which aim to redress the post-apartheid imbalances. Mining, as a major employer and one of the major industries in South Africa, has been the focus of the government?s Black Economic Empowerment initiative with the introduction of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The historical background to South Africa?s transformation and the role of the mining industry are pivotal to an appreciation of certain aspects of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The issues around Black Economic Empowerment and the enabling of a smooth transition to the South African mining industry of the future are explored in this paper.

Strategic decisions in the mining industry are made under multiple technical and market uncertainties. Therefore, to reach the best possible decision, based on information available, it is necessary to integrate uncertainty about the input variables and model financial risk of the project?s merit measures. However, this provides few useful insights to decision-makers unless accompanied by modelling management responses to uncertainty resolutions. It is widely acknowledged that conventional decision-support methods based on static, no-change, discounted cash flow (DCF) techniques such as net present value (NPV) and internal rate of return (IRR) tend to provide inaccurate value estimates. This could mislead the strategic decision-making process and result in significant value losses. This paper aims to model financial risk related to uncertainty about market variables such as metal prices and foreign exchange rates. Other sources of risk that are related, for example, to geology and production costs are not considered in this work. The article outlines a flexible financial model that integrates uncertainty about market variables and management flexibility to react to uncertainty resolutions into mine project valuation using a real-options valuation technique based on Monte Carlo simulation. Significance of information generated from this simulation-based flexible valuation model to the strategic decision-making process is tested using an illustrative case study of a Canadian mining project. The project is a typical multi-metal, open pit mine that produces copper and gold. In this case, there are three uncertain market variables, which are: copper and gold prices and US$/CAN$ exchange rate. Financial valuations are carried out using both the conventional static DCF method and a flexible real-options model. In the flexible model, management flexibility to decide whether to go ahead with the next expansion or terminate production operations is integrated. Results show how the flexible financial model can enhance the decision-making process.

During the past two to three years, there have been some significant Improvements to the quality of the support systems being used on South African gold mines, and the Implementation of these new developments, together with more worker awareness has been instrumental in reducing rock-related accidents, particularly in deep mines. This paper provides guidelines to mine and group personnel on how to monitor the ongoing Implementation of new technologies and so ensure the benefits that will accrue in terms of mine safety and profitability. Particular attention is given to the establishment of auditing procedures that will enable management to assess the benefits obtained from new technologies, as well as providing Improved maintenance procedures and procedures for the optimum utilization of seismic data. The areas that receive most attention include support systems for stopes and tunnels, such as hydraulic props, backfill, and rockburst-resistant tunnel support; stope and regional support layouts; mine standards; and staffing of the rock-engineering department. What separates the support of mining openings from the support of similar civil engineering structures is the fact that mine openings have to survive large deformations as a result of changing stress conditions induced by progressive mining. Steel fibres impart to concrete and shotcrete a high degree of ductility which not only allows the shotcrete and concrete linings to absorb important rock movements but also to increase its bearing capacity by a redistribution of the loads. A range of applications will be discussed technically and economically.

"Excessive amounts of moisture in product coal can influence the efficiency of downstream utilization processes due to a decreased calorific value and handling problems. Stockpiles can be used to decrease the moisture content of coal by means of gravity drainage and evaporation. This paper is focused on the evaporation of moisture from a coal stockpile surface with the aim of investigating the effect of particle size on the rate of evaporation as well as the depth to which evaporation extends.It was observed that moisture initially evaporates at a higher rate from a stockpile consisting of fine particles (-6.7 mm) than from coarser particles (-13.2 mm +6.7 mm). This high rate of evaporation is restricted to the outer shell of the fine coal stockpile. However, for coarse coal, the porous nature increases the depth at which evaporation occurs. Evaporation of moisture was observed up to the fourth day of each experimental run, after which steady state was obtained. It was shown the water can evaporate from the surface into the body of the stockpile, depending on the coal particle size and void spacing. An experimental reclaim depth of 0.4 m was achieved after 4 days. IntroductionCoal stockpiles serve as surge capacity for downstream utilization processes and can also be used for moisture reduction by means of gravity drainage and evaporation. Excessive amounts of moisture in coal can cause handling problems and, most importantly, will decrease the calorific value, leading to inefficient combustion.Research has shown that evaporation by means of wind and solar action is considerably more effective than gravity drainage(Williams, D.J. 2006), but the effect is limited to a restricted depth from the exterior of the stockpile (Boyapati, E. and Oates, A. 1994; CSEM-UAE, 2010). The effectiveness of wind and solar action can be improved by orienting the stockpile perpendicular to the predominant wind direction, maximizing the surface area of the pile, and reclaiming the coal from the pile gradually in shallow cuts over a large area (Williams, D.J. 2006)."

Today, mine backfilling has become an integral part of mining operations, both from a local and overall ground control point of view, and as regards mining techniques and environmental considerations. During the past decade, substantial research has been carried out to contribute to the better understanding of the mechanisms involved in mine backfill behaviour. This work involved analytical, experimental and numerical studies at different scales. Accordingly, this work has been aimed at developing backfill design guidelines for actual working conditions. Backfill design for deep mining conditions is complex and requires understanding of various elements. The most important of these elements are: backfill inherent strength parameters, backfill placement method, stope geometry and interaction between backfill and host rock. The mobilization of backfill strength parameters controls the backfill behaviour and thus, its failure mode. It is believed that the governing boundary conditions and backfill-rock interaction influence the backfill strength mobilization significantly. Accordingly, the interaction between backfill and host rock is an influential factor in overall backfill behaviour under applied loads. The focus of this research is to investigate the backfill-rock interaction, considering a nonlinear behaviour for both backfill and rock mass. Assuming typical stope geometry, the FLAC code was used to model the complex boundary condition associated with narrow vein mining conditions and to simulate the backfill behaviour. A comprehensive numerical study was conducted and the results obtained were compared against field observations. The analysis of findings provides qualitative results, which can be used for backfill design. In the 1980s and?90s the gold mining industry in South Africa came under pressure from the continued poor dollar gold price and escalating Rand based costs, furthermore the external impacts on the industry were changing. Thus, the Chamber of Mines (COM) shifted its focus away from many historical areas of support towards the new industry challenges in safety and health, labour markets, environmental responsibility, mineral rights legislation and social responsibility. During 1997 the lack of funds and the changes facing the tertiary institutions were often subjects of discussion at the various sub-committee meetings. The Metallurgical Sub-committee of the Chamber Education Fund or the Sub-committee of Consulting Metallurgists as it was known identified the need for the funding structure to change with the times. Up to this time the Chamber of Mines operated an Education Fund that supported mining industry academic departments at various South African tertiary institutions; these funds were derived exclusively from the country?s gold and coal mines the basis of Chamber membership. Funds of less than R5 million per annum were available for distribution by the three disciplinary sub-committees of mining, metallurgy and geology.

Rock brittleness plays an important role in the cutting action of picks on rock surfaces. It controls the ease with which cracks can propagate through the rocks. Although rock brittleness is known as a property that contributes to the cuttability of rocks, despite considerable research effort, there is still much uncertainty about the relation between rock brittleness and rock cutting efficiency. This fact can be attributed to the lack of a universally accepted brittleness concept and a brittleness measurement method. The existing publications of some researchers have, in a way, tended to confuse the understanding of brittleness in the general field of rock excavation where it is expected that the energy consumption of cutting should decrease with increasing brittleness of rock, other conditions being equal. However, this sometimes conflicts with the brittleness concept commonly used in rock mechanics, where the more brittle the rock the higher its mechanical strength. The ratio of rock compressive strength to tensile strength is considered by many authors to give a valuable brittleness index for drag pick operations. Hence, in this contribution the ratio of uniaxial compressive strength to tensile strength BI is considered as an index of rock brittleness, and a new methodology is proposed for its use in rock cutting efficiency analyses of drag tool operations. Validation of the suggested approach is supported by available experimental data in the literature. Contrary to the conclusions reached previously by other authors, it is shown that an increase in rock brittleness is accompanied by an increase in the cutting efficiency, other conditions being equal. The increased attention towards reducing emissions of fossil CO2 due to its potential global warming effect has resulted in a focus on renewable resources, as charcoal. Since charcoal is produced from growing wood it does not contribute to global warming. This paper gives a brief review of consequences of and reasons for using charcoal in the silicomanganese (SiMn) production. Results are presented from practical SiMn smelting experiments, on a pilot scale, using charcoal as reduction material and comparing with coke. As slag- and CO2-reactivity are important for furnace performance these features have also been measured.

A stand-alone instrument especially designed for recording strong ground motions was used in this study to create a large data base of peak particle velocities measured on stope hangingwalls. A total number of 58 sites located in stopes mining the Carbon Leader Reef, Ventersdorp Contact Reef, Vaal Reef and Basal Reef were monitored. The peak particle velocities were measured at the surface of the excavations to identify the effect of the free surface and the fractures surrounding the underground mining. From the monitoring results obtained, the velocity criterion of 3 m/s will bean adequate value that support systems have to sustain during a rockburst in most cases. However, PPVs in excess of this criterion were recorded, and some PVDs were damaged or irretrieveable, a consequence of which was that possible extreme events were not recorded. The data recorded on the skin of the excavations were compared to the data recorded by the mine seismic networks to determine the site response, defined as the ratio of the measured peak ground velocity to the peak ground velocity inferred from the mine seismic data. The site response measured at all mines studied was found to be 9 ±3 times on average. Values of the site response did not vary significantly with seismological parameters such as peak ground velocity, hypocentral distance and source radius.

In this study, effects of the inert constituents, such as ash, and the effect of blending coals with differing rank and composition on the plasticity of coal blends were investigated. The reference coal originated from the Zonguldak region, in the north-west part of Turkey. Firstly, the effect of coal ash on the plasticity of Zonguldak coal was determined. Secondly, the relationship between the plastic properties of the individual coals and those of the blended coals were identified. Some important relations were found, related to the characteristics of the individual coals. Ultimately, the manner in which the plasticity of Zonguldak coal was affected by blending with low volatile coals was investigated. Keywords: coal blending, coal plasticity, coke, fluidity, rank.

This paper describes the various factors that contribute to the maximum design pressures acting on box fronts and how these factors influence the mass and economy of box front steelwork. The influence of material density, rock size and moisture content on the incidence of hang ups and mud rushes in the rock pass is also highlighted. The loads acting on any box front are a function of several different parameters. These include natural, operational and excavational parameters. A case study analysis was carried out using UG2 ore and a typical box front structure to demonstrate the relationship between the mass of the box front and the material pressures resulting from variations in the above parameters. Based on the results of this case study, the required design mass of a side mounted box front for a rock pass containing platinumUG2 increases in (close to) linear proportion to % overbreak and is also linearly proportional to the pressure on the face of the box front beyond saturated conditions. The mass of the box front structure also doubles with a 100%increase in over-break which emphasises that a box hole excavation that is as neat as possible will yield a lighter and more econimical box front structure.

In light of the apparent productivity benefits provided by mechanised stoping, Impala Platinum Limited commissioned a study to investigate its possible implementation for mining reserves located 1200 – 1700 m below surface. This paper records the methodology employed for designing a support system for such mechanised mining, as well as initial conclusions of the work done. Preliminary results show the concept to be technically feasible; work was however stopped due to financial non-viability. En considération des bénéfices de production apparents que donne l’exploitation par gradins mécanisée, Impala Platinum Limited a commissionné une étude visant à examiner sa mise en œuvre possible pour des réserves minières situées à 1200 – 1700 m sous la surface. L’étude présente rapporte la méthodologie employée pour créer un système de support pour ce genre d’exploitation mécanisée, ainsi que les conclusions initiales de ce projet. Les résultats préliminaires montrent que le concept est techniquement faisable ; cependant le travail fut arrêté à cause de difficultés de rentabilité. Im Licht des offensichtlichen Produktivitätsnutzens auf Grund mechanisierten Stossbaus, kommissionierte Impala Platinum Limited eine Studie, die dessen mögliche Implementierung für den Abbau von Reserven 1200 - 1700 m unterhalb der Oberfläche untersuchen soll. Dieses Elaborat dokumentiert sowohl die Methode die für das Design eines Unterstützungssystems für eine derartige mechanisierte Abbauweise angewendet wird als auch die anfänglichen Konklusionen der geleisteten Arbeit. Anfängliche Resultate zeigen daß das Konzept technisch durchführbar ist; die Arbeit wurde jedoch wegen der finanziellen Nichtrealisierarkeit gestoppt.

Reinforcement and surface support are part of an integrated system that transfers and shares loaduntil the excavation surface is stabilized or until the ground support system fails. Steel mesh is the most popular primary surface support element in underground hard rock mines in Canada. Mesh straps are a secondary surface support that provide additional containment as they distribute the load between and across the reinforcement elements. This investigation addresses the role of steel properties, and in particular steel chemistry, in the long-term performance of mesh and mesh straps when exposed to an aggressive corrosive environment. It reports on comparative accelerated corrosion studies to compare the resistance to corrosion of different surface support elements. This has significant implications on the choice of surface support and the anticipated rehabilitation requirements.

In the present study, the measurement of sulphur distribution ratios between the slag and metal phases encountered in the ferromanganese smelting has been carried out at 0.83 atm of partial pressure of CO at 1773 K by using classical gas-slag-metal equilibrium quenching technique as a function of composition. The distribution results were employed in calculating the sulphide capacities of SiO2-Al2O3-CaO-MgO-MnO slags in equilibrium with the Mn-Fe-Si-Csatd.-S metal phase. It is shown that the sulphur transfer from metal to slag phase increases with increasing the basicity of the slag. As expected, the sulphur distribution ratio decreases by increasing the silica content of the slag system. The effect of metal composition on the sulphide capacities of the slag as well as on the sulphur distribution ratios between the slag and metal phases have been discussed. Emprical relationships were developed to express the sulphur distribution ratios and sulphide capacities of the above slag system.
