The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

Mine water poses a significant problem in lignite coal mining. The drainage of mine water is the fundamental prerequisite of mining operations. Under the legislation of the Czech Republic, mine water that discharges into surface watercourse is subject to the permission of the state administration body in the water management sector. The permission also stipulates the limits for mine water pollution. Therefore, mine water has to be purified prior to discharge. Although all mining companies operate mine water treatment plants, there is hardly any utilization of the final effluent. The high expenditure involved in the more sophisticated methods of mine water treatment has fuelled the search for the commercial utilization of the effluent.

Potential for the mechanization of stoping in gold mines by N. C. JOUGHIN B.Sc. Eng., Ph.D. (Rand) (Member) The basic requirements for stoping machines are identified first by examination of the mining rates and productivities attained in conventional stoping, and then by examination of a series of problem areas associated with the shape of the reefs, rockbreaking, rockhandling, and the support and design of the machines. Some of the more important machines being developed are described briefly, and their principal features are compared with the basic requirements identified in the first part of the paper. An estimate of the potential demand for the different types of machines is given.

For the past 12 years, the Universities of Stellenbosch and Cape Town have hosted an annual symposium to discuss research topics in Minerals Processing. Since 1987, this meeting has been held under the auspices of the Western Cape Branch of the South African Institute of Mining and Metallurgy, and has enjoyed much national and international support. In 1993, in place of the usual Symposium, the Branch and Universities collaborated with CSM Associates Ltd and Minerals Engineering Journal is organizing the international Minerals Engineering '93 Conference in Cape Town.

SYNOPSIS Experiments carried out under atmospheric pressure and temperature (25°C) and sterile conditions show that the dissolution rate of nickel and copper from a pyrrhotite-pentlandite-chalcopyrite ore in a lixiviant of sulphuric acid is greatly enhanced in the presence of pyrite. At a pH value of 1,8 and in the presence of pyrite of equal mass to that of the ore, the recoveries of nickel and copper improved dramatically (21 and 80 per cent respectively). At a pH value of 4,0 the recovery of nickel was enhanced, but the chalcopyrite was refractory. A galvanic mechanism is probable, but cannot be proved from these experiments. The economic implications of the results are discussed.

Keywords: Anglo American, Anglo Platinum Ltd, Waterval, Mortimer, Polokwane, ACP, pyrometallurgy, platinum, PGMs Anglo Platinum Ltd is the largest primary platinum producer in the world and operates three smelters in South Africa: Waterval, Mortimer and Polokwane. The operational details of the smelters are covered in previous reviews, thus only unit operations that have been upgraded are discussed. The most significant of the upgrades include the installation of a second ACP converter at Waterval Smelter in 2006 and the anticipated upgrade of Mortimer Smelter to 38MW in 2011. Several advances have been made in the smelting operations to improve the furnace stability and longevity. Control of the chromium input to each of the smelters has substantially allowed continued operations at levels below the spinel saturation point in slag, which results in lowered matte and slag temperatures. Mogalakwena concentrate, arising from the Platreef ore, is used to dilute high chromium-containing concentrates. In addition, furnace controls have improved in terms of crucible temperature and condition monitoring, improved feeding control, management of alarms and trips and having the quality of instrumentation and operational rigour required to support this. Advances have been made on the ACP converter in terms of good converter matte quality, and increased intensity and efficiency of operation. Combined with improvements to both the conventional and tower sulfuric acid plants, the emissions from Waterval Smelter have been reduced substantially since the introduction of the ACP. This is in spite of increasing metal throughput. The Anglo Platinum Ltd smelting operations have made significant progress since 2006 and further advances are envisaged to further improve on safety, reduce costs, increase efficiencies and throughput, while reducing emissions.

It is important to know the breakage mechanism in materials since this knowledge influences the results of subsequent grinding operations. There are two distinct failure mechanisms in breakage: one is tensile micro crack generation at low stresses, which leads to macroscopic failure by disintegration, and the other is formation of shear zones under heavier dynamic impact forces, which generates more fines as seen in crush zones in blasting. Tensile fracturing simply breaks the material into fragments. It is seen as the disintegration of the specimen into two or more separate fragments. This happens under the absence of lateral stresses and the material is free to expand. On the other hand, compressive-shear breakage produces finer fragments due to shear stresses. The first mechanism is observed in laboratory tensile and bending strength tests and the second mechanism is observed both in laboratory brittleness tests and in situ blasting operations under dynamic impact forces. The friability of rocks and ores can be determined by a brittleness test. A test apparatus to determine the friability value has been designed to suit limestone strength characteristics used in cement production. The friability and stored strain energy values of barite, marble, limestone and bauxite have been determined and compared with the corresponding Bond work index (Wi) and grindability index (G) of these materials. The physico-mechanical properties of the tested materials have also been determined to investigate their effect on friability and grinding. The relationships obtained between the indices were in surprisingly good agreement, with high correlations (0.99 and 0.97). The Bond work index and grindability index can therefore be estimated from the friability value, which can be determined more rapidly than the Bond test. But for certain rock types such as andesites the relationships does not hold. Key words: comminution, tensile stress, shear forces, brittleness test, strain energy.

"Blast furnace performance depends strongly on the coke reactivity index(CRI) and coke strength after reaction (CSR) properties. An innovative and cost-effective method, known as the Salem Box Test, has been developed to prevent the mass production of inferior coke unsuitable for blast furnace use. This method consists of coal carbonization on a micro-scale and involves charging approximately 18 kg of coal blend in a stainless steel box, carbonizing it together with coal cake in the plant coke ovens, and testing the coke produced for CRI and CSR to determine its suitability for blast furnace use. Only coal blends that yield coke with CRI <25% and CSR >64% are permitted for mass production, and other coal blends are either rejected or the blending ratios adjusted in an attempt to upgrade them. The experimental results reveal that, for a given coal blend, the quality of coke produced by the Salem Box Test is comparable with that produced by bulk production, indicating that the test is acceptable as a screening tool for regular use. The present paper describes the methodology and application of Salem Box Test to predict the suitability of coke for blast furnace use at JSW Steel Limited, Salem Works (JSWSL), and illustrates its advantages in adjusting the coal blending ratio to produce superior coke, in detecting coal contamination, and in preventing bulk production of inferior coke."

A. Continuous miners, and their operation at Bosjesspruit Colliery J. D. INCH*, B.Sc. (Min.), M. I. Min. E. (Visitor) A brief description is given of the main types of continuous miner and their incidence of application in South Africa. Definitions and descriptions of the design parameters and components of the main cutting head are given. together with an outline of the modifications carried out to improve machine cutting performance. An account is given of experience with the application of water infusion to suppress airborne dust during continuous-miner operations. B. The selection and performance of continuous miners at Matla Coal by J. D. STONE, B.Sc. Eng. (Min.,) M.B.L. (Graduate) The reasons for the choice of continuous miners for the development of accesses and the winning of coal in a modern underground coal mine are discussed. It is shown that, at relatively low depths, the extraction rate as well as the costs are more favourable than those of proved total extraction methods. The selection of a continuous miner is largely dictated by factors such as production rate, capital and running costs, imported content and the extent to which local content and manufacturing are to be increased, manpower requirements, seam thickness, expected floor and roof conditions, and maximum cutting height. The present inherent shortcomings of continuous miners, such as inefficient continuous transportation of coal away from the miner and the lack of an infinitely variable traction to match the sumping speed with the feasible penetration speed, are pointed out. Specific problems encountered and the methods of solving them, as well as a planned trial with a heavy-duty continuous miner, are discussed. C. Continuous mining within the Tavistock Group of collieries I. D. BRUMBY.Dip. Min. (Visitor) The Tavistock Group of collieries is situated some 25 km south of Witbank. The three collieries comprising the Group are Tavistock Colliery, Phoenix Colliery, and South Witbank Coal Mines. Continuous mining is practised to some degree at all three collieries. This system of mining was introduced at Phoenix during 1976, South Witbank during 1978, and Tavistock during 1979. For the twelve months ended June 1979, continuous mining accounted for 1,7 Mt of the 4,5 Mt hauled from underground. All the continuous miners introduced to date have been of the rotary-drum type. D. Pillar extraction at Usutu Collieries using continuous miners by c. J. BEUKES(Visitor) In 1969 Usutu Collieries began pillar extraction with conventional mechanized equipment. This was very successful, but certain disadvantages could be eliminated if continuous miners were used instead. In 1976 the first continuous miner was introduced for this purpose; this proved so successful that a second unit was introduced in 1977, and pillar extraction by conventional equipment was discontinued. By the end of 1978, 1,3 Mt had been mined from pillar extraction by continuous miners. This paper describes the method in some detail, and indicates that the operational costs are lower than for conventional bord-and-pillar mining. Good blasting practices based on the careful application of explosive energy lead to significantly safer mining operations. Case studies demonstrate how the selection of the correct charge mass, explosive type and round design are vital for extracting the exact amount of rock required and preventing spurious damage to the remaining rock mass. In other cases the explosives are applied to precondition the rock mass, design rockburst resistant support, prevent damage to important excavations and reduce the exposure of miners to unsafe conditions. The Hybrid Stress Blasting Model is used to understand the explosive rock interaction and to illustrate and contrast good and bad blasting practices. In all cases, good supervision is required to continue safe mining according to the design. This paper provides a new approach to optimize the production planning in underground mines by means of evolutionary algorithms. Firstly, genetic algorithm is used to reach the global optimization in planning. Then, evolutionary programming is employed to obtain the partial optimization for each year. This paper describes the evaluation of a limit equilibrium model to simulate the behaviour of crush pillars in platinum mines. An analytical model was derived to calculate the residual average pillar stress (APS) values of the crush pillars. The values predicted by this model were compared to the numerical values obtained from TEXAN simulations. In general, the limit equilibrium model appears to be very attractive for simulating pillar failure as the gradual crushing of the outside of the pillar and the transfer of stress to the intact core can be replicated. The value of the TEXAN crush pillar model was further demonstrated by simulating an idealized layout with crush pillars between two adjacent panels. The simulations illustrated that oversized pillars will not crush close to the face and this may lead to seismic failure in the back area. An important finding of the study is that closure measurements may prove to be a very valuable diagnostic measure in crush pillars layouts. Distinct differences in magnitudes of closure were simulated for a scenario where the pillars crush as expected, compared to the scenario where an oversized pillar is left. Experimental closure data collected in a crush pillar stope provided further evidence regarding the value of closure measurements in these layouts.

Control of flotation processes is mostly managed by plant operators, who assess the performance of the plant based on their own experience and other heuristic rules. These rules tend to be subjective or ill-defined, since most of them are concerned with the structure of the flotation froth, such as colour, bubble size and shape distributions, froth mobility and froth stability. These phenomena are very difficult to quantify objectively, and inexperience on the part of the operators, human error, etc., can lead to significant inefficiencies in plant operation. In this paper the development of a fuzzy system to support the control decisions of plant operators is described, which leads to significantly smoother control action and more stable plant operation than could be obtained with crisp sets of rules or manual control strategies. The zinc recycling is assuming more and more importance. A lot of zinc secondaries and wastes are ready to be collected and converted to zinc metal. The impurities present in these materials and the technical and economical problems that some traditional ways of treating these materials are facing, call for new technologies. The EZINEX Process, a fully hydrometallurgical process industrially proven to convert oxidised zinc bearing materials directly to zinc cathodes, is an innovative process that can deal with any kind of zinc waste/secondaries in a very powerful way. In this paper the highlights of this process will be shown and discussed to demonstrate the robustness of the process and its economic viability.

Investigations were conducted to determine the condition and stability of the existing decline at amine in the Kalahari Manganese Field, Northern Cape Province, South Africa. During the inspection of the decline, voids were identified behind the concrete lining on the hangingwall and sidewalls over a total linear distance of 230 m. The voids did not provide confinement and, as a result, self-mining was occurring behind the lining. Water was flowing into the decline, over a total linear distance of 100 m, at areas where the decline intersected incompetent rock units, causing softening of the concrete lining and deterioration of the surrounding rock mass. Further damage to the concrete lining was caused by expansion and contraction of the wet red clay unit. Remedial work comprised void filling and water sealing to prevent further deterioration of the decline and ensure that it remained operable for the remainder of the life of mine. Void filling was accomplished by drilling rows of holes along the decline to access the voids and filling the voids with foam. This was followed by the sealing with polymer fluids. Telescopic pipes were also installed to allow water to drain off. A visual inspection was conducted and check-holes were drilled to assess the quality of the remedial work. The void filling material had penetrated cracks in the concrete lining, and areas where voids were intersected by check-holes were re-filled. Additional holes were drilled to re-seal areas that were still wet. The remedial work was completed successfully, as all voids were filled and stability achieved without compromising the concrete lining. The ingress of groundwater was also reduced to some residual dampness.

Expert Systems Technology (EST) is becoming more and more widespread in both its range of applications and the public interest. It appears to be capable of performing tasks unmatched by other techniques. Within the mining industry a large body of unsolved problems now appear to have a solution. This paper examines the current state of EST both in the context of the history of Artificial Intelligence and current efforts at building mining expert systems. It provides recommendations for those wishing to get involved, and outlines the problems for those who believe that expert systems are capable of anything and everything. The paper also provides a detailed analysis of limitations of current EST that must direct research into more fundamental, commonsense areas than have been extensively covered before.

"Modern tundishes have evolved as vessels to serve as the final step in refining of molten steel by removing inclusions and promoting thermochemical homogeneity.In this study the flow behaviour in a four-strand tundish was investigated by means of a ½-scale water model as well as numerical modelling. The numerical and physical models were used to characterize residence time distribution and calculate properties pertaining to tundish flow regime. Three different tundish configurations were investigated: a bare tundish with no flow control devices, a tundish with a turbulence inhibitor, and a tundish with both a turbulence inhibitor and a dam.The physical and numerical models showed that a tundish without flow control devices is prone to significant short-circuiting. A tundish with a turbulence inhibitor was shown to be successful in preventing shortcircuiting and provided surface-directed flow that might assist the removal of inclusions from the melt. However, it was also observed that the upward-directed flow caused the maximum turbulence kinetic energy near the surface to increase dramatically. The potential for slag entrainment should therefore be considered during the design and operation of tundishes with turbulence inhibitors."

Iron ore concentrate is used as the fresh feed of pelletising plants. The green pellet properties depend on iron concentrate characteristics such as particle size distribution (PSD), specific surface area (Blaine value), iron grade, moisture content and grinding methods. The grinding methods affects particle size distribution and Blaine value. To find out the effects of grinding methods on pelletising process, green pellets were produced with concentrates that were reground by means of HPGR (high pressure grinding rolls) and ball mill. The Blaine values of ground concentrates in both types of milling were approximately 1400, 1600 and 1800 cm2/gr. The results of green pelletising tests on a pilot plant scale showed that at the same Blaine values, drop numbers of green pellets produced by ground concentrate inside HPGR were higher than the green pellets produced by ground concentrate inside a ball mill. Also, reground concentrates by means of HPGR, in comparison with ball mill, caused the production of green pellets, at higher wet and dry compression strengths. As a result, it was found that preparing the pelletising feed by means of HPGR led to more positive effects on the properties of green pellets. Based on information supplied by South African collieries to the Coal Mining Laboratory of the Chamber of Mines since 1978, the paper outlines the general performance of the continuous miners used and gives the results more-detailed studies of the cutting, loading, and transportation processes. On average, the continuous miners produced coal at a rate of 76 t per operating hour, which, at an average machine availability of 67 per cent, resulted in a production of 51 t per total hour. The cutting rates varied between and 250 t/h but, owing to machine and system inefficiencies, the overall production rate varied between 92 and 48 It is concluded that, if the collieries concentrated on improving their machine utilization procedures and operating practices, they could increase the overall production from their continuous-miner sections.
