This paper describes how a 'mined out' coalfield is being mined successfully by opencast methods. The coalfield is that at New Vaal Colliery, which is situated in the Vereeniging-Vanderbijlpark-Sasolburg industrial complex. Al three coal seams at New Vaal had been mined previously, when the better-quality coal had been removed. The coal-preparation plant at New Vaal, which is also described, supplies coal to the 3600 MW Lethabo Power Station. The Colliery has been designed to supply 600 million sales tons of coal over its forty-year life.

Groups of up to twelve new recruits to the industry were subjected to climatic room acclimatization for either five, seven, eight or nine days prior to being tested for the degree to which they had been acclimatized. These tests were done at 32,2 0C (wet bulb) at a wind velocity of about 0,4 m/sec and the men worked for four hours at a rate of 215,6 kg m/min on one day and at a rate of 431,2 kg m/min on the second day. The results indicated that there is no significant difference between the degrees of acclimatization obtained by the eight- and nineday procedures which confirms the conculsions drawn in a previous report1. The eight-day procedure can thus be claimed to be perfectly adequate and safe. Decreasing the period of exposure to five or seven days would however, not be justified because of the significant differences in physiological responses that were observed on both test days between men acclimatized for these periods and those acclimatized for nine days. It is concluded that it would be unsafe to employ these shorter periods of acclimatization when underground environmental temperatures at which the men are to work, exceed 31 0C (wet bulb).

SYNOPSIS Planning for the Finsch opencast mine is described with particular reference to the proposed stages of mining, the method used to determine the limits of surface waste rock stripping and the derivation of the waste rock mining rate. Actual mining practice is described and the possibility of installing a skipway into the open mine at a later date is discussed. In addition, the waste dumping policy is referred to: this includes the cutting of slots through the hill on the west side of the pipe to increase tramming speeds. The crushing, washing and recovery sections of the treatment plant are described together with the various changes being made to the circuit. The most important of these are the installation of X-ray sorters for the final recovery of + 7 mesh diamonds, and the vibrating grease belt for the recovery of - 7 mesh diamonds. INTRODUCTION The Finsch Mine, a subsidiary of De Beers Consolidated Mines, Limited, is situated approximately 90 miles west of Kimberley, and some two miles from the village of Lime Acres, in the Northern Cape. Lime Acres is a company village shared with the Northern Lime Company which operates a limestone quarry and works near the township. The mine is near the southern end of a well mineralized belt producing limestone, asbestos, diamonds, manganese and iron ore, and the whole area has developed rapidly in the last 20 years. Power for mining operations is drawn from the Electricity Supply Commission. The mine is conveniently close to the main Kimberley-Postmasburg railway line. Water is drawn from the Vaal River through a 57 mile State-owned pipeline at present temporarily operated by mine staff. DISCOVERY AND PROSPECTING OPERATIONS The diamondiferous orebody is situated on the farm Brits, which is State-owned ground that has been leased to the Company for the period of mining operations. There are indications of interest in the area by prospectors (Richter, de Bruin and others) over a period of some 30 years and the discovery would possibly have been made years earlier but for a law preventing prospecting for precious stones on State-owned land. Although the pipe formed a clear depression on the hill where it was situated, it was overlain by some 5 to 40 ft of banded ironstone rubble which was washed into the depression from the hillside above the pipe and obscured the deposit. In 1958, Mr Allister Thornton Fincham applied for, and was granted, the right to prospect for base minerals on the farm Brits. Asbestos is known to occur in the area and, initially, was Mr Fincham's primary interest. "Artisanal and small-scale mining (ASM) in South Africa received official recognition after the change in government in 1994.The Reconstruction and Development Programme (RDP) recognized the sector as a vehicle for social and economic development for historically disadvantaged South Africans (HDSAs) who had previously been excluded from participating in the mainstream economy. Having recognized the ASM sector, government introduced several interventions and support structures to foster the development of ASM, to encourage participation of HDSAs, and to address challenges facing the sector. The objective of this paper is to assess the progress made, with particular regard to challenges in the sector. The paper focuses on the policy requirements that were deemed important for the growth of the ASM sector by the White Paper on Minerals and Mining Policy (1998). These can be collated into five categories: access to mineral rights, access to finance, access to markets, technology and skills, and institutional support. The paper provides a review of the support interventions, their intended roles and impact on the sector, and identifies existing gaps and possible ways of dealing with the challenges. There is a need for research to assess the real impact of these past and existing interventions on the ASM sector to draw lessons for future development.IntroductionThe significant rise in artisanal and smallscale mining (ASM) activities worldwide has led to many countries recognizing the sector. ASM takes place in approximately 80 countries (World Bank, 2013). It is estimated that the sector employs between 20 and 30 million people around the world (Buxton, 2013). This compares to between 3 and 3.7 million in 1999 (International Labour Organization, 1999). ASM activities are widespread, occurring mostly in developing countries in Africa, Asia, Oceania, and Central and South America (World Bank, 2013). There has been a significant increase in the number of people participating both directly and indirectly in the sector and this is expected to continue given the socio-economic realities of most developing countries. High levels of poverty and unemployment and growing inequality continue to be largest problems facing the majority of developing countries today. The ASM sector plays an important role as a source of livelihoods, particularly for those residing in rural areas with limited economic opportunities. In the majority of countries, the recognition of the ASM sector was driven by its increasing contribution to socio-economic development through job creation, poverty alleviation, and rural development. In response, a number of intervention strategies were introduced in support of the sector to address its negative impacts and to increase its potential benefits."

South Africa depends to a considerable measure on the exploitation of mineral reserves and the processing of these minerals. One of the prime requirements for the mining and metallurgical industry to continue in this vital role is access to sufficient energy in a suitable form. Hence, four important questions are discussed: Does South Africa have sufficient energy for the processing of its minerals and metals! Will the cost of energy allow South Africa's minerals and metals to compete on world markets? Can mining and metallurgical processes become more energy-efficiency Can mining and metallurgical processes be adapted to the various forms of energy that may have to be utilized in the future? It is concluded that about 26 per cent of the extractable reserves of coal would be required in the mining and processing of 50 per cent of South Africa's reserves of gold, platinum-group metals, copper, iron, ferrochromium, and ferromanganese. However, the reducing agents required exceed the extractable reserves but not the total estimates of mineable in situ resources of metallurgical coal and anthracitic coal. Even under the severe constraint that coal could become virtually the sole source of energy, only about three-quarters of the extractable reserves of coal would have been consumed by the year 2025. The reasonably assured resources of uranium metal that can be recovered at less than $80 per kilogram are considerable and, at current conversion efficiencies to electricity, are equivalent to one-fifth of the extractable reserves of coal. The rate of exportation of energy in the form of U30. was about five times that of coal in 1978. It is pointed out that the price of energy has a direct effect on the competitiveness of metals, and, although constituting only a small proportion of the selling price of precious metals, it represents a significant proportion of the selling price of copper and metals recovered from oxide ores. The scope for the conservation of energy appears to be greater in the extraction and conversion of primary energy-carriers to electrical energy than in other mining or metallurgical fields. Provided that alternative sources of energy can be converted to electrical energy, they can be applied to the mining and metallurgical industries. The decision as to which type of energy should be used in specific mining and metallurgical situations is complicated, and is likely to be subjected to closer scrutiny than in the past. The hope is expressed that the tentative conclusions reached will give rise to more-quantitative analyses from those qualified to undertake such an exercise. Inevitably, the questions asked at the outset give rise to more questions, and the more interesting ones are posed in the context of each conclusion.

This paper, which adopts a philosophical approach, attempts to analyse the contribution that the computer is capable of making in geological analysis, financial evaluation, and mine project control. Also examined are some reasons for non-utilization of these capabilities. As with most computer associated problems, the cause is primarily human and not mechanical. The paper gives one numerical example of the analysis of geological data and one of the evaluation of mine-design data. The values used in the examples are intended only to emphasize certain points and are not necessarily reproducible.

The problem of direct-current plasma arc behaviour, interaction, and dynamics is considered in the context of metallurgical DC arc furnace applications. Particular attention is paid to the transient flow behaviour of arc systems. A mathematical formulation of the physics used to describe the arc system is presented, and includes the spatial and temporal evolution of fluid flow, heat transfer, and electromagnetism. Based on this formulation, a numerical model is developed using a finite difference approach on a regular cartesian grid in both two and three dimensions, with a special focus on robust stability, high resolution modelling, and high performance. A collection of results produced using the numerical model to study pilot plant-scale furnaces is then presented. These address a range of process and design variables and their effect on the numerical model?s results. Where possible, the qualitative behaviour of the model is compared to available experimental data. A number of novel effects and phenomena are seen in the dynamic behaviour of the DC plasma arc model for both single and multiple arc systems, which may lead to improved understanding, control, and manipulation of such systems where they occur in industrial applications. Mine dumps created in terms of the pre-MPRDA regime (old order mine dumps) are currently not regulated by the MPRDA, and the common law owners of such dumps are free to process them without the need to obtain the relevant rights. The MPRDA Amendment Act purports to change this position. However, the wording of the Amendment Act raises a number of problems which render the post-amendment position at best unclear and at worst absurd and unworkable. The primary concern with the Amendment Act is that, on one interpretation, material placed on the same dump at different times may be treated differently at law. Thus, parts of a dump may be subject to one person?s right while others may be subject to another?s right. Moreover, case law has generally regarded mine dumps as movable property and, by extending the MPRDA to apply to all mine dumps, the Legislature is extending the ambit of the Act to cover movable property, a scenario not contemplated by the wording of the Act (even after its amendment) in relation to applications for rights. The better interpretation of the amendments, which are not yet in force, is that they will not apply retrospectively to old order mine dumps.

There are no manuals or handbooks for budding mill superintendents or process plant managers. Most who obtain this level of responsibility have gained their training from watching the good and bad of their predecessors and the successful ones have themselves graduated from the school of hard knocks. This paper attempts to provide some helpful guidelines and direction for those who aspire to better manage a mineral processing facility. The authors have 20 years combined experience in senior management roles at nine different mineral processing operations in Australia and overseas, covering gold, base metals and mineral sands. This summary of tips and pitfalls will hopefully benefit future leaders in mineral processing and metallurgy.

Wright (Member): The authors are to be congratulated on presenting such a comprehensive and lucid account of bringing a large diamond mine into efficient production from the grass roots. When one considers the vast amount of planning and hard work that had to be put into the project the authors have done a praiseworthy job in condensing the story, so as to present all the important technical aspects, the logic behind the major decisions and the future thinking on the operations, in a concise and readable form. This was the first experience of De Beers personnel in starting a large diamond mine as an opencast project and nor do they employ a large planning staff, most of the planning being carried out by the executive staff themselves. It is operating most efficiently on a large tonnage and it is neatly and very well laid out. In fact, with its model townships, both for European and Coloured employees, tarred roads, recreation club and its grass golf course, it is like an oasis in the arid climate of the North-Western Cape. The key operation of opencast mining is, of course, the planning of the geometry of the pit. This has been adequately dealt with by the authors. It is of interest to consider some of the consequences arising from complete lack of open pit planning, based on actual operating mines. I refer of course to the present, four producing mines in Kimberley. The Kimberlite pipes were all discovered in a short span of time from the year 1870, onwards. They soon became a hive of activity with diggers industriously working their claims at varying rates. The country rock comprises from the surface downwards, some 90 ft of decomposed dolerite followed by approximately 260 ft of soft Karroo shales, which in turn is underlain by a hard competent Ventersdorp lava, known locally as melaphyre. The average water table was just below the dolerite at a depth of approximately 90 to 100 ft. Only the blue ground was mined leaving the waste rock sides almost vertical, and as the depth increased beyond 100 ft, large falls of sidewall started to take place. Industrial production of titanium occurs via the batch-wise reduction of titanium tetrachloride (TiCl4) with a reducing metal, being magnesium in the Kroll process, or sodium in the Hunter process. In the search for low cost titanium, the CSIR is developing a continuous process to produce titanium powder directly via metallothermic reduction of TiCl4 in molten salt, dubbed the CSIR-Ti process. The move to a continuous process has been attempted by a number of organizations, but was until now always met with failure, due in no small part to challenges inherent in the process chemistry. The reaction between TiCl4 and the reducing metal can occur directly, when TiCl4 or any titanium sub-chlorides present, comes into contact with suspended or dissolved reducing metal. The reaction can also occur indirectly, without any physical contact between the reacting species, via an electronically mediated mechanism. The reaction mechanism via electronic mediation can cause TiCl4 to react at the outlet of the feed port, rapidly causing blockages of the TiCl4 feed line. The electrical conductivity of the metal reactor can also cause the electronically mediated reaction to favour the formation of titanium sponge on the reactor walls and internals, rather than titanium powder. Various methods were investigated to overcome the problem of blockages in the TiCl4 feed line, e.g. mechanical removal, sonic velocities, dilution of the TiCl4 and the use of ceramic feed lines. This article discusses problems experienced with the continuous feeding of reagents, and various methods attempted are shown and discussed. Information is also given on the morphology, chemical composition and suitability of the final titanium powder for powder metallurgical application as presently produced by the CSIR-Ti process. Sustained growth in demand for platinum group metals has resulted in an unfettered increase in new projects undertaken by the platinum producers. These projects are outsourced to various degrees. The argument of this paper is that both the client?s project manager and the consultant?s project manager are essential elements in the successful execution of a project. Their roles are not only different but also complementary, and are defined in the paper. Data gained from considerable experience in the South African corporate mining environment underpins the opinions expressed in the paper. Furthermore, an extensive literary search was undertaken to determine trends in related industries outside the South African context. Throughout the argument it is emphasized that project philosophy emanates from a systems view and must be treated as an overarching whole. The elements of project management become meaningless unless they are connected to one another and integrated into a cohesive unit. Advancing the knowledge field of project management is of critical importance to mining investors. There is no doubt that a key determinant of the sustainability of mining business is closely related to the efficiency of all-inclusive project management. From pre-investment and feasibility studies, implementation and execution, to ramping-up to full production, scientific project management has a critical role to play. Guidelines for the pursuance of this ideal are proposed. The introduction contextualizes the subject matter in an overview of the evolution of mine management in South Africa and abroad. Then, brief insight is given into the philosophy of project management. This exposition is confined to the predispositions, presuppositions and defining characteristics of project management. The core of the paper looks at the roles of the client?s project manager in relation to the consultant?s project manager. This section is underpinned by practical experience gained by the author on numerous mining projects. A view is taken of the future of project management in the mining industry. The conclusion summarizes the argument and aligns project management trends in the mining industry.

RMR, Rock Mass Rating, is one of the famous rock classifications. However, RMR was proposed empirically and absolutely depends on the experience of engineer. Therefore, engineering verification is needed for RMR system itself. In this study, the factor analysis and the multiple regressions were performed in order to evaluate the validity of rating factor of RMR. Also numerical analysis was carried out using the FLAC based on Taguchi method, a kind of robust designs, in order to examine the support of tunnel corresponding to the revaluated RMR. As the result of the analysis new RMR was proposed with five minimized factors of intact rock strength, RQD, spacing, persistence and roughness of discontinuities. RMR est un des procédés de la classification du roc qui sont généralement utilisés. Mais RMR s'appuie sur l'expérience et se absolument soumet à l'expérience d'ingénieur. Il est donc nécessaire de vér- ifier techniquement sur le système de RMR. Dans cet étude, on met à exécution l'analyse du facteur et la régression multiple pour évaluer la convenance de la cause de classification de RMR. De même, pour évaluer le support du tunnel selon RMR réestimé, on a exécuté l'analyse de la valeur numérique par FLAC qui se base sur la lois de Taguchi, laquelle est une sorte de système du plan robuste. Selon le résultat de la régression multiple, il est proposé de nouvel RMR à partir de l’intensité de roc intact, RQD, l'espacement, la persistance et la rugosité RMR ist eine der weit benutzten klassifikationen fuer die felsenstuecke. Da aber RMR erfahrungs- maessig ist und ueberwiegend von der persoenlichen Erfahrung eines Ingenieurs entschieden ist, ist es mit Sicherheit notwendig, das RMR-system selbst technisch zu ueberpruefen. In diesem studium waren die faktorenanalyse und mehrfachregressionanalyse durchgefuehrt, um die gerechtigkeit der klassifikationenfaktoren von RMR zu bewerten. Ferner war noch eine numerische analyse mit ben- utzung von FLAC aufgrund der Taguchi-methode, eine art technik der robust design, eingefuehrt, um die tunnelstuetze infolge der neubewertung von RMR unterzusuchen. By use of a functional model of capital expenditure developed earlier, a prototype cash-flow model is formulated as a basis for the investigation of the economic consequences when the production rate of a mine is manipulated as fundamental design variable. The optimum production capacities that maximize the common economic criteria of net present value, present-value ratio, and wealth growth rate are determined. It is shown that these choices depend certain key groupings of the economic parameters, and that they have a fixed interrelationship. The basic cash-flow model is extended further to include the effects of a constrained rate of production buildup and the imposition of State taxation on generated income. An approximation to the initial tax-free period of a new mining venture is developed, and, by use of these results, the optimum choice of production level is analysed when both the buildup rate is constrained and tax is imposed. This extended model permits a comparison between the performance of existing mines and the predicted theoretical production levels for these mines.

A new Scramble has hit the African continent. This Scramble has many drivers: the 1978 Deng Xiao Ping liberalizations in China; the 1989 collapse of the Soviet empire; the ICT revolution; the ease of global communications. The underlying dynamic is the end of the bipolar world of the Cold War and its replacement with multipolarity. According to HSBC (2011), in 2050 China will be the world?s largest economy, with India number 3 and Brazil number 7. Russia will be 15th (below its old rival, Turkey). South Africa maybe ranked 30th, yet has been invited to join the exclusive (BRIC) club. One has to ask, why? It is sad to note how low South Africa is assessed to be?currently it is around number 24 in the world; the reason for the fall is that the HSBC model includes population growth, and it is in this domain that South Africa is a loser, being constrained by the impact of HIV/AIDS on its life expectancy. The original four BRIC nations include the factory of the world (China), the garden of the world (Brazil), the gas station of the world (Russia), and the back office of the world (India). South Africa comes to the club both as jeweller of the world and as gatekeeper. China, Brazil, and Russia all have considerable expertise in mining exploration, extraction, and processing.

SYNOPSIS Wet high-intensity magnetic separation was examined as a method for the recovery of copper and lead from Tsumeb flotation tailings. Bench-scale and pilot-plant tests were conducted and, despite the very low magnetic susceptibilities of all the complex copper and lead minerals, copper and lead recoveries of over 60 per cent and almost 50 per cent respectively were obtained at a combined copper and lead grade of up to 13,5 per cent. The recoveries were found to be practically independent of magnetic induction in the range 0,5 to 2,2 T, and the grade of the magnetic concentrate decreased with increasing magnetic induction. The grade of the magnetic concen¬trate improved when the flowrate of the slurry was increased, and desliming was found to have a profound effect on the. metallurgical process. Particles smaller than 10 µm were not recovered, and their presence in inefficiently deslimed samples impaired the overall performance of the magnetic separation

(Visitors) In sulphide flotation processes, there are two mechanisms by which particles are transferred from the flotation pulp to the concentrate: adhesion to air bubbles and natural flotation, and entrainment in the froth. The entrainment mechanism is particularly important for particles of non-sulphide gangue, which do not absorb collector. The importance of controlling the recovery rate of water was illustrated in plant testwork in which selectivity between valuable sulphides and sulphide gangue, and between valuable sulphides and non-sulphide gangue, was altered by manipulation of variables affecting the water recovery rate. The two mechanisms should be recognized in the development of a control system. Most of the control schemes in operating plants have concentrated on reagent additions, which affect the natural flotation mechanism. Although control of the chemical environment is clearly of paramount importance in flotation, plant tests have shown that control of the variables affecting the entrainment mechanism is also important.
