There are a couple of dozen junior platinum mining companies coming into existence in Southern African and most intend to mine, concentrate the PGM?s in a flotation product and sell the concentrate to one of the major producers in South Africa. The price they will receive for their product and hence the return they achieve for their investment will depend upon the large number of factors that influence the market for such a product. Unfortunately the number of buyers is severely limited as it is dominated by the two major local producers, Impala Platinum and Anglo Platinum. Furthermore the current smelting technology has limited capacity for UG2 concentrates and high nickel concentrates will quickly fill any available base metal refining capacity. Few if any overseas buyers can compete for the bulky flotation concentrate produced. This paper will explore those factors such as metal recoveries, metal prices, operating costs, capacity constraints, deleterious elements, transport issues, metal premiums and discounts that are in play, types of flotation concentrates, processing capital costs, PGM grades, etc and their impact up on what smelters and refiners might be prepared to pay for such PGM concentrates. Ultimately simple graphs and equations can be developed for probably payment terms for such concentrates. Those who negotiate well will move to the higher return section of the envelope and those who use the concentrator facilities to produce the most saleable combination of flotation concentrates will enhance their returns. A deep and firm understanding of the issues surrounding this market is necessary in order to negotiate the best possible price for the seller.

Anhydrous zirconium tetrafluoride can be used as a precursor for the manufacturing of nuclear-grade zirconium metal. This can be done by fluorinating plasma-dissociated zircon with ammonium bifluoride in a batch reactor. This paper describes the batch process. It was proved that anhydrous zirconium tetrafluoride can be manufactured by this route as confirmed by X-ray diffraction. The process shows potential for scaling up to the kilogram scale and possibly the tonnage scale.

The Honourable Mr Molefe, Premier of the North- West Province; Or Scot-Russel, Chairman of the CMMI's XV Congress; Mr Loton, Chairman of the CMMI; distinguished guests, ladies and gentlemen. At the outset may I express my sincere appreciation to the organisers of this Congress for their kind invitation to me to participate in the plenary session. May I also thank the CMMI for inviting me to be their fifth distinguished lecturer. This is a signal honour and one which is sincerely appreciated by my Group and myself. The subject of gold is a very emotive one. It conjures up different images in the minds of a wide variety of people. For many of us it is very simply the ultimate metal. In ancient times gold was sought after and treasured; it was the chosen metal for adornment and many of the best preserved artefacts of that time were hand-fashioned from gold which had been won by primitive mining techniques. Gold's rarity and its value was recognised by those who fashioned the earliest gold coins thus underlining gold's special place as a store of value.

Spiral concentrators are compact, cost-effective and generally efficient gravity concentration separators for a wide range of applications (for example: coal, beach sands, iron ore, chromite and tantalite). Large mineral processing plants consist of thousands of spiral concentrators resulting in large plant footprints (capital intensive) and the adjustment of splitters is time consuming, impractical and is in many cases neglected?high capacity (HC) spiral concentrators aim to address these shortcomings. As a result Exxaro Namakwa Sands is currently investigating high capacity spiral technology for the spiral circuit upgrade at the primary concentrator plants (PCPs). This article summarizes the rougher spiral performance evaluation that was conducted on different types of spiral concentrators (the traditional MG4 spiral concentrator and the high capacity (HC) spiral concentrator) under different feed conditions. In addition, the effect of slimes on the spiral concentrator performance was also investigated. Slimes rheology was linked to the poor concentrator performance at the higher slimes concentrations. The test campaign shows a sacrifice in recovery under design-feed conditions can be expected when using high capacity spiral concentrators in the rougher stage when compared to traditional spiral technology currently in use. Both spiral concentrators show a detrimental impact of slimes on the performance, but the high capacity spiral concentrator is more sensitive to the higher slimes conditions.

Earlier work had shown that the use of water jets at moderate pressure enhances mechanical cutting in hard rock. To assess the potential of this technique for use in conjunction with free-rolling cutters, a series of laboratory tests was conducted with disc and button cutters to determine the effect of variations in the jet and cutting parameters on the cuter performance. In these tests it was found that the use of water jets at pressure in the range 5 to 40 MPa can reduce the forces on a free-rolling cuter by 40 per cent, which represents a significant improvement in cutting performance. The reduction in thrust force was found to be dependent on jet pressure: the greater the pressure, the greater the reduction. The reduction in rolling force was independent of jet pressure over the range investigated. The results indicate that no additional improvements in cutting performance of any significance are to be gained by an increase in jet pressure above 40 MPa. The most effective jet configuration for the reduction of cuter forces was found to be four coherent water jets, two lateraly disposed on each side of the cuter and directed at the arc of contact between the cutting edge and the rock.

SYNOPSIS A back-analysis procedure based upon 35 mm photography was developed on a laboratory scale for the pur¬pose of determining the percentage of oversize particles known to be present in heaps of fragmented rock. Eight simple blends of crushed stone containing varying percentages of oversize on a 1:40 modelled scale were examined. Simulated test conditions for the following were subjected to the photographic study: (1) a bench heap, (2) the surface exposure of a partially excavated heap, (3) a gravity-sorted surface as occurs on an apron dump, and (4) four quadrant views of an incrementally built conical heap of rock fragments. The best back-analysis determinations were obtained from (4), the cone, over all eight blends of fragments. The mean error was within -0,16 per cent of the true value, with a range of ± 1,872. This was for oversize contents of 5 to 20 per cent where a minimum 25 per cent of the photograph area was processed by digitizer. The worst results were from the apron dump at - 1,462 per cent for a mean error of ± 4,174 per cent. The intermediate results were from the undisturbed bench at -0,186 per cent with a mean error of ±2,862 per cent.

How this simple plant generates a large revenue stream. The concept behind the Tailings Scavenging Plant (TSP) is simple: it is a non-complicated modular plant which is designed to be more stable than upstream plants. This, plus the use of ?high energy?, enables the plant to recover any metal missed by the upstream operation. Impala Platinum?Mineral process started pilot plant exercises in June 2003. The pilot plant ran for one year before the capital for the full-scale plant was approved. This year was used to motivate, design and cost a full-scale plant. The metal produced during the pilot and feasibility study enabled this part of the project to run at a small profit. The scale-up to full-scale was relatively simple as the pilot plant had a capacity of 180 m3/hrand the full-scale plant was designed for a capacity of 550 m3/h. The design for the full scale plant was completed in May 2003, with ground breaking taking place on 19 May 2003. The construction phase of the project went well with the commissioning of the first two modules taking place on 22 October 2003. The remaining two modules were commissioned two weeks later. The plant was at full capacity by the 20 November 2003. A review of the plants performance for the first 5 production months is as follows: the plant has required only a few minor modifications and additions, it has run well in excess of 95%availability with no major wear apparent. In addition to this, the plant has produced 3 times the metal forecast.

OBITUARY The President: "It is my sad duty to announce the death of Henrik Johannes Van Eck, Honorary Life Member, who joined the Institute in 1929 and passed away on 18th February, 1970. Dr van Eck started life as a chemist and chemical engineer and, as we all know, he rose to become one of our most distinguished leaders of industry in the country. On many important occasions we, in this Institute, have been privileged to have him address us on subjects which were always of great importance and relevance to the developments in this country. He was a man of great vision and imagination and could put across his ideas in a most eloquent and convincing manner. In his important position as chairman of the Industrial Development Corporation and of Iscor, whatever he said carried great weight. Busy as he was he always found time to participate not only in the affairs of this Institute but in many other technical and public bodies. His passing is a great loss to South Africa and we in this Institute wish to associate ourselves with the many other tributes which have been paid to this great man. After the presentation of the paper the President said: "The paper which Mr Lee introduced this afternoon was a short one but was nonetheless important in that it described a new tool for use in flotation test work. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. Ground water and associated pore pressure represent elements which can have a negative impact on surface mining and slope stability. Ground water flow and deformation within a slope influence each other. An increase in pore pressure will result in a decrease of effective stress; and conversely if the pore pressure decreases, the effective stress increases. Slope analysis and slope design calculations require good information on pore pressure distribution around an open pit excavation. Until recently very little pore pressure data was available and assumptions had to be used. Location and design of measuring points depend on geological and structural setting, geotechnical domains and practicality. Good planning and the use of sensitive point piezometers to measure in situ pore pressures means that real-time data can be collected and used for the construction of flow nets, the determination of pore pressure distribution around an open pit mine, the validation of the dewatering/depressurization requirements, the calculation of the efficiency of the dewatering system and finally the use of pore pressure data in slope stability analysis. The recommended layout for a monitoring system, types and design of piezometers, data collection and use of the pore pressure data are presented.

The Rhodesian approach to the vegetating of slimes dams by J. R. C. HILL, B.Sc.(Agric.) (Visitor) and W. F. NOTHARD (Visitor) To prevent environmental pollution from mine dumps, it is necessary to stabilize them either mechanically or biologically. In the long term biological stabilization is more attractive because of its permanent nature. Initially, the basis of stabilization is in the correct siting and construction of the dump. The main toxic factors influencing plant growth on Rhodesian mine dumps are arsenic, antimony, copper, nickel, a high ratio of magnesium to calcium, excessive soluble salts, high pH, and Iow macronutrient content. Root-growth studies in culture solution and pot experiments are used to supplement information on the suitability of plant material obtained from replicated field trials on mine dumps. In addition to the selection of plants for toxic tolerance, it is advisable to provide multiple-layer protection with trees, shrubs, and grasses. Further, a range of different plant species gives greater biological stability. Protection must be provided for young plants against wind erosion and the abrasive effects of windblown sand. Planted wind breaks are preferred to mechanical forms; windrows of garden refuse make good wind breaks and at the same time introduce organic material to the dump and provide a good environment for seedling establishment. The use of artificial fertilizers and sewage effluent is recommended to hasten the development of a complete and protective plant cover.

This paper summarizes the characteristics of Southern African coals, presents a fundamental approach to the combustion performance of coal, and reviews some of the recent developments in the fields of technological evaluation and boiler design for coals typical of this region. This includes a summary of the petrographic constituents of coa~ highlighting the differences between the Palaeozoic coals of the northern and southern hemispheres (Laurasia and Gondwana respectively), and the effects of these properties on the combustion performance of coal as seen in terms of laboratory, pilot-scale, and full-scale operating conditions. Recent developments in boiler design linked to advanced characterization studies and commercial experience have led to unprecedented use, with maximum effect, of the low-grade, high-ash, high-inertinite coals typical of some parts of this region. In the light of this success, more adequate understanding and better methods of assessment of the coals typical of the Gondwana region are called for, particularly in the light of the price premium for high-grade coal and the more cost-effective lower grade coals on the international steam markets.

PRESENT Minutes of the Annual General Meeting, held on Friday the 20th August, 1971, at 7.45 p.m. in the Boulevard Hotel, Witbank. Mr J. Meintjies in the Chair, 15 Fellows, 7 Members, 2 Associate Members and 10 Visitors. Mr Meintjies extended a welcome to all the members and their wives, and the many visitors and their wives. A special welcome to Mr Robinson the outgoing President of the Institute and Prof. Howat the President Elect and Mrs Howat. The minutes were read and adopted. The Chairman read his Report for the past year and also the Financial Statement. Mr E. Jackson proposed the acceptance of the Financial Statement and Mr Winship seconded it. Mr Meintjies thanked Mr Vic Robinson for all the help he had given throughout the past year. He also thanked the outgoing Committee for their support, and the Secretary for arranging the function. Mr Meintjies congratulated Mr Alex Bain on his election as Chairman and asked him to continue with the meeting. Mr Bain thanked Mr Meintjies for the good work which he had done in the past year and then announced the names of the Committee for the ensuing year. A. Bain Chairman G. Carlyon Vice Chairman J. The South African Institute of Mining and Metallurgy mourns the passing of one of its most distinguished sons. Professor J. de V. Lambrechts died at Franschoek on 30th January, 1988, at the age of 76 years after a long illness. Mintek Application Reports A new series of Mintek reports made its appearance in 1987. Occupational illnesses and diseases tend to be chronic and are generally characterized by temporary or permanent physical dysfunction. With the exception of some symptoms, they are not generally visible. Therefore, safety overrides health in mining because occupational ailments take years to develop and management observes less physical trauma, if they witness anything at all. Occupational health issues need to be addressed systematically, encompassing all aspects of the interaction of employees within the work environment. Risk assessment is central to the management of occupational health. This should not be seen as a complex process and may involve little more than simply considering the consequences of one?s actions before starting work. Competent risk assessment provides the starting point and defines the scope of further action. The objectives and final use of an occupational health risk assessment determine the process and the method by which it is carried out. The occupational health risk assessment is therefore a systematic procedure to identify potential health hazards, evaluate the extent of exposure subjectively and/or objectively, and to establish the need for, and effectiveness of existing control measures. Furthermore, it facilitates the drafting of occupational exposure monitoring, medical surveillance and occupational health education programmes. Various models for conducting occupational health risk assessment provide step-by-step guidance for the identification and assessment of significant occupational health hazards and assist in producing suitable and significant occupational health risk assessments. The paper gives an overview of an occupational health risk assessment model based on the basic principles of occupational health and the legislative requirements, which will simplify the occupational health risk assessment process and ensure a sound base for the development of all other occupational health systems.

A novel mathematical model is presented which describes the behaviour of beds of particles, of uniform size and shape but different densities, during autogenous separations. The approach used in the formulation of the dispersion model is a phenomenological one based on a statistical view, which leads to a diffusion-like representation of the autogenous-separation process. Although the model currently considers only density-related phenomena, it accounts quantitatively not only for the density-segregation aspects of the process but for the interactions between the particles. Quantitative predictions of the dispersion model are compared with the results obtained in tests using a specially constructed experimental batch jig, and it is shown that the model provides an adequate quantitative description of the process for particles of uniform size and shape. It is pointed out that, for the description of more complicated autogenous separations, a more rigorous formulation of the particle drag and density-segregation terms will have to be incorporated into the dispersion model. Nonetheless it is concluded that the model as presented in this paper provides not only a novel insight into the mechanisms of autogenous separations but a means by which to analyse similar systems.

Mr Philipus Albertus von Wieligh, a former President of the Chamber of Mines and Executive Director of Johannesburg Consolidated Investment Company, died in Johannesburg on Thursday, 28th December, 1989. He is survived by his widow, a daughter, and two grandchildren. Mr Von Wieligh served the mining industry for 45 years. The P.A. von Wieligh Park in Hilshaven on the West Rand is named after him.

Writen contribution by J.F.Curtls The subject mater of the paper is interesting in that, instead of 'numerical modeling based on elastic theory' being used for the prediction of energy release rate (ERR) in relation to various types of stope support, including backfil, use is made of stresses in the backfil in an atempt to corect the numerical modeling. Authors' reply to J. F. Curtis We thank Mr Curtis for his contribution to our paper. First of al, it should be emphasized that the object of the paper is not to address the validity of ERR as a tool for the assessment of seismic events or rockbursts, but to determine an in situ modulus for the rockmass with the aid of backfil measurements. Writen contribution by T.R. Stacey Although the authors of the above-mentioned paper have presented some good and interesting information, the title of the paper, and the recommendation that such an in situ modulis should be used for calculations of energy release rate (ERR), are viewed with some concern. There are presently no suitable underground mine production scheduling optimisation models available for application to sublevel stope mining. Scheduling underground production for maximum return is therefore still a manual process, which generally involves scheduling production from the next available highest cash flow stope within the operational constraints of the project. In most mining operations, the scheduling problem is too large and complex to guarantee truly optimal results through manual scheduling. This paper reviews some general optimisation studies that have been proposed for underground hard rock mining. Furthermore, an example of a mixed integer programming model is presented for a small conceptual sublevel stoping operation. Comparative results of a schedule generated by a mixed integer programming (MIP) production scheduling model and a manually generated model on a nine stope example is presented. Results indicate that the potential benefits of the MIP production scheduling model for the purpose of maximising NPV are significant. Finally, a new constraint was formulated to limit multiple exposures of fill masses for use in an existing MIP production scheduling model. Testing of the formulation took place on the central stope of the nine stope example, which showed that the formulation performed its task without breaking other operational constraints.

The influence of Harold Hotelling?s work in the field of mineral economics is both unusual and outstanding. In the 66 years since its development, theory surrounding the economics of exhaustible resources has only been significantly researched since the early 1970s. At that time a wave of research into the economics of exhaustible resources arose from the threat of global resource scarcity and continued into the late 1990s. Current East Asian and global demand for natural resources as well as mineral and metal commodities, has stimulated interest in the optimal and sustainable exploitation of exhaustible resources to the point that the subject is worthy of review. Hotelling?s theory and the assumptions that he made in establishing a model for the optimal exploitation of mineral resources at the industry level and at the level of the individual mine owner, are examined. He showed that the rate of increase inexhaustible resource prices should be equivalent to the market rate of interest and that in a market with rising prices the rate of extraction should be constant. In markets where demand is stable optimal exploitation requires that the rate of extraction should decline over time, while in a monopoly market he showed that the rate of extraction is retarded. In addition, the effects of cumulative production on costs and prices, the uncertainty associated with estimates of the resource stock, the impact of exploration and issues of intergenerational equity are examined. An analysis of the optimal price path, extraction costs and mineral rents at an industry level is presented as a model. An analysis of the rates of production and optimal benefits at the individual mine level including total, average and marginal costs on the optimal rate of production, is considered. Optimal extraction rates for a mine with a clearly defined concave positive cost equation vary according to the position on the marginal cost curve. The influence of discount rates and the size of the ore reserves on the rates of mineral extraction are also examined and could define the frontier of usefulness for the ?economics of exhaustible resources?.
