The South African Minerals Development Act (?the Act?) has been promulgated and will come into full force and effect once it is gazetted. Thereafter, all Old Order mineral rights will have to be converted into New Order mineral rights within a 5-year period, probably by the end of 2008. The conversion of rights will be achieved only with the demonstrated inclusion of empowerment groups in the conversion applications. In addition to the Act, the first draft of the proposed Royalty Bill (?the Bill?) was released during the week beginning 17 March 2003. Comments on the Bill?s contents had to be submitted before 30 April 2003. The contents were to be considered in terms of applicability and acceptability to the South African minerals industry, where after proposed comments and suggested amendments were to be submitted to the relevant State Treasury office. Specifically referring to the Bill, the general response from the industry is one of concern. Since any royalty is tantamount to a tax, the general feeling is that the current mining taxation rates are already internationally competitive and to increase these effective rates, notably at differing rates depending on commodity type, will have an adverse impact on the South African mining industry. A number of these impacts can be mitigated to some degree, depending on the flexibility of the State to address the major concerns.

Surface properties of metal sulphides have a great significance in various areas of engineering and science, such as acid mine drainage, contaminant sorption, and metal separation. In various attempts at producing metal sulphide particles from synthetic solutions, prodigious quantities of nuclei that grow only to colloidal dimensions have been frequently reported. This copious nucleation is promoted by the high levels of supersaturation that characterize most precipitation reactions. Colloidal particle formation in precipi¬tation-based separation processes results in sub-optimal solid-liquid separation, which is alleviated by the production of more highly crystalline particles or agglomerates. The current work approaches this challenge from an electrochemistry perspective, by measuring surface charge potential of precipitant particles during metal sulphide precipitation with respect to the concentration of metal sulphide lattice ions in solution. Electrophoresis was used to measure the metal sulphide particle zeta potential and the settling properties were obtained by performing settleability measurements using an Imhoff settling cone. A suspension of copper sulphide particles was precipitated from synthetic solutions of copper and sulphide ions at equimolar concentrations. Immediately after precipitation the copper sulphide particles had a zeta potential of -50 mV and a settleability of about 7 ml.l-1. With the addition of copper ions the settleability increased by a factor of nearly three times and the zeta potential also increased to a maximum of -40 mV. A decrease in zeta potential to a minimum of -60 mV was observed after the addition of sulphide ions and this was associated with a settleability of 0 ml.l-1.

Ground Penetrating Radar (GPR) is an electromagnetic geophysical reflection technique that maps reflections associated with a change in electric properties of the target medium. It can thus be used to map the geometry of geological features and fractures as these can have different electromagnetic properties to intact rock. GPR was used successfully to determine the position and nature of the fractures in the tunnel sidewall, in the area of the simulated rockburst experiment. By comparing the radar scans acquired before with those acquired after the blast, it was possible to determine which fractures were reactivated by the blast and where new fractures were developed. It was found that the mining-induced fractures that formed during the development of the tunnel were re-activated by the simulated rockburst, as indicated by their increased reflectance on the radar scans. In addition, several new tunnel sidewall parallel fractures developed in the area of the blastholes. GPR thus clearly shows how and where the fracture pattern changed as a result of the blast and contributed to the understanding of the mechanisms of damage associated with the blast, and perhaps rockbursts in general.

Currency fluctuations affect the rand revenues of all exports of mineral commodities, as well as influencing their price on local markets. Of the more than 50 mineral commodities produced by South Africa, about 75 per cent derive 40 to 100 per cent of their revenues from exports. . Although supply and demand are largely beyond its control, management can maximize its revenues despite fluctuating overseas prices and exchange rates by using the right market at the right time. Management can operate in the futures markets, which involve a specific commitment to deliver a specific quantity of a standardized commodity at a set time in the future and at a price that is determined on a futures exchange in open auction; or management can use the options market, in which a producer can insure against the risk of a falling price by taking out a put-option, which gives the holder the right (but not the obligation) to sell the commodity at a stated price at an agreed time in the future. In the forward markets, management has three available tools; forward currency transactions, trading of currency options, and money market hedges. Revenues, currencies of exchange earnings, purchasing power of the rand, and world price trends are shown in over 40 diagrams and tables for the main mineral commodities produced in South Africa.

Premature coating failures of new and refurbished structural steelwork of clarifiers have been a common occurrence at power generation plant in recent years. Several of these failures have ended in disputes regarding which party was actually to blame for the early degradation of the coating system, i.e. quality of the power station?s water, poor application, substandard materials, outdated corrosion protection specifications, etc. Having investigated several of these premature failures, it is clear that the corrosion protection of clarifier steelwork is a highly complicated process and that the painting work needs to be closely monitored in order to ensure long-term protection by whichever product that is applied. The need for quality control inspections during the painting of the plant is often underrated during the project planning stage, also the importance of detailed corrosion protection specifications that consider not only the practical application of the materials, but also the quality control responsibilities of the Contractor, End User and Third Party Inspectorates that may be involved. This paper considers the application constraints of coatings to clarifier structural steelwork and importance of stringent quality control procedures in order to ensure the long-term performance of the corrosion protection systems.

Southern Africa has a history rich in the pyrometallurgical processing of ores. Two of the alloys produced are high-carbon ferromanganese (74?83 per cent Mn) and silicomanganese (59?67 per cent Mn and 14?31 per cent Si). The largest land-based manganese ore deposit in the world is based in the Northern Cape Province of South Africa. In 2010, 6.3 Mt of ore from the deposit was exported, mainly to China, Norway, Japan, and India, and an estimated 1.1 Mt beneficiated locally to produce manganese ferroalloys. In southern Africa the producers of manganese ferroalloys are Metalloys and Assmang, and of silicomanganese Transalloys, Mogale Alloys, and Match Corporation. Submerged arc furnace technology is utilized in the production of high-carbon ferromanganese (HCFeMn) and silicomanganese, applying the discard slag practice in both instances. The carbon content of HCFeMn is reduced using converter technology and that of SiMn using the Perrin process. Ninety per cent of the world?s manganese ferroalloys production is consumed by the steel industry. The consumption (and production) of manganese ferroalloys therefore closely follows worldwide steel production. From 2001 to 2010, the doubling of the worldwide production of manganese ferroalloys can be attributed to an increase in production capacity in Asia and Oceania, with the largest increase in the production of SiMn. Manganese ferroalloys produced in Asia and Oceania are mainly for the local market, with North America, Europe, Russia, and Turkey the major markets for alloys from southern Africa. The major challenges faced by the southern African manganese ferroalloy producers are increasing electricity tariffs and productivity of labour, which require a concerted effort by all parties involved to achieve a satisfactory solution. In surface mining operations, truck haulage is the largest item in the operating costs, constituting 50 to 60% of the total. In order to reduce this cost, it is necessary to allocate and dispatch the trucks efficiently. This paper describes shovel and truck operation models and optimization approaches for the allocation and dispatching of trucks under various operating conditions. Closed queuing network theory is employed for the allocation of trucks and linear programming for the purpose of truck dispatching to shovels. A case study was applied for the Orhaneli Open Pit Coal Mine in Turkey. This approach would provide the capability of estimating system performance measures (mine throughput, mean number of trucks, mean waiting time, etc.) for planning purposes when the truck fleet is composed of identical trucks. A computational study is presented to show how choosing the optimum number of trucks and optimum dispatching policy affect the cost of moving material in a truck-shovel system. Steel-plant dusts are hazardous waste materials, containing toxic constituents such as lead, cadmium, and hexavalent chromium. These dusts can be treated by a number of thermal processes, which are described as used in Western Europe and the USA. A detailed description is then given of the thermal Enviroplas process, which as developed at Mintek and produces disposable slag and valuable byproducts such as ferroalloys containing chromium and nickel, and fumes high in zinc oxide.

Abstract Hydraulic fracturing is a technology that has been utilized for more than 50 years in the oil industry. It was originally used for stimulating hard, brittle formations which typically exhibit low permeabilities and roughly linear elastic behavior. Nonetheless, an increasingly important segment of the industry is currently stimulating very soft and poorly consolidated formations; where the assumptions of ideal elasticity and relatively small fluid leakoff fail to hold (e.g. Gulf of Mexico, West Africa, Alaska, East China). In these rocks, hydraulic fracturing stimulation has been used for several years to control and solve critical production problems such as sanding and formation damage (caused during completion and drilling operations). Although successful1, the application of this method has not been accompanied by robust fracturing modeling techniques. In addition, long term production increases were often not materialized. In other words, engineers have been able, via trial-and-error, to avoid major ‘operational’ problems but with no optimization of such treatments. Thus, most hydraulic fracturing projects carried out in poorly consolidated rocks render unexpected results. A recent worldwide survey on net pressures by the Delft Fracturing Consortium (Papanastasiou, 1997) indicated that net pressures encountered in the field are 50% to 100% higher than the net pressures predicted by conventional fracturing simulators. The difference is yet higher for the case of poorly consolidated formations (Pak, 1997). The theory for the construction of a fully coupled elastoplastic three-dimensional hydrofrac simulator, specifically conceived for unconsolidated rocks, is presented in this paper. This novel model calculates the dimensions and changes in shape of the fracture(s) being created during hydraulic fracturing operations. No assumptions are made regarding either shape or geometry of the crack(s). Three main failure criteria are used simultaneously in this model: tensile and shear stresses, and volumetric strain. Incremental forms of the governing equations of equilibrium and fluid flow are presented. The scheme chosen for solving this problem is the finite elements method, which allows both equations to be solved simultaneously at any instant in time. Résumé La fracturation hydraulique est une technologie qu’a été utilisé pour plus que 50 ans dans l'industrie pétrolière. Elle a été utilisée au début pour stimuler les formations dure et fragile que typiquement ont des perméabilités basses et un comportement élastique à peu près linéaire. Néanmoins, un segment plus important de l'industrie stimule actuellement des formations mal consolidées; où les suppositions d'élasticité idéale et de relativement petite fuite de fluide ne se tiennent pas raison (par exemple le Golfe de Mexique, l'Afrique d'ouest, Alaska, la Chine de l'est). Dans ces roches, la stimulation avec fracturation hydraulique a été utilisée pour plusieurs années pour contrôler et résoudre les problèmes critiques de production comme les dommages de formation et d’ensablement (causé pendant les opérations de l'accomplissement et forage). Bien que prospère, l'application de cette méthode n'a pas été accompagnée de techniques robustes pour le modelage de fractures. En outre, les augmentations à long terme de production n'ont pas été souvent concrétisées. En d'autre termes, les ingénieurs ont pu, via le procès et l’erreur, éviter les majeur problèmes ‘opérationnel’ mais avec aucune optimisation de tels traitements. Ainsi, la plupart des projets de fracturation hydraulique ont été exécuté dans des roches mal consolidées et ont rendu résultat totalement inattendu. Une récente étude mondiale sur les pressions nettes par le Consortium Delft pour Fracturer (Papanastasiou, 1997) a indiqué que les pressions nettes qu’ont été rencontré dans le champ sont environ 50% à 100% plus hautes que les pressions nettes prédites par les simulateurs fracturant conventionnels. La différence est pourtant plus importante pour le cas de formations mal consolidées (Pak, 1997). La théorie de construction d'un simulateur elastoplastic d’hydrofrac à trois dimensions entièrement couplé, en particulier conçu pour les roches non consolidés, est présentée dans ce papier. The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. Membership benefits include monthly issues of the Journal of the Institute, General Meetings at which papers are read, symposia, excursions to mining and industrial concerns and the use of club facilities at Kelvin House. Technical journals received on an exchange basis are available to members at the Johannesburg Public Library. The current membership of the Institute is over 1 600. Membership applications are accepted from suitably qualified persons and the requirements for entrance to the various grades of membership are summarised below. Fellows shall not be less than 30 years of age, shall be university graduates in pure or applied science or shall produce evidence to the satisfaction of the Council that they have successfully completed a co-ordinated course of study in pure or applied science of at least three years' duration at an approved university or institution deemed by the Council to be of equivalent status. Members shall have been employed in senior technical positions in important mining or metallurgical undertakings for at least five years or they shall have practised as mining or metallurgical consultants for at least five years. They shall be practising their profession at the time of application. Entrance fee R10,00, Annual subscription R20,00. Letters of designation: F.S.A.I.M.M. Members shall be not less than 25 years of age and shall be university graduates in pure or applied science, or shall have successfully completed co-ordinated courses of study in pure or applied science of at least three years' duration. They shall have been engaged in work of an approved technical character in the mining or metallurgical industries, of which not less than two years shall have been in positions of responsibility. A candidate shall be practising his profession at the time of his application. Entrance fee R8,00, Annual subscription R18,00. Letters of designation: M.S.A.I.M.M. Associates shall be not less than twenty-five years of age, and shall have been engaged in positions of responsibility in, or associated with, the mining or metallurgical industries for periods of not less than three years. If, however, the candidate for admission to the higher grade of Associate, is at the time of his application, already a Student, he need satisfy the Council only that he is, at the time of his application, engaged in a position of responsibility in or associated with the mining or metallurgical industries. In all cases the applicants shall satisfy the Council that they are fit and proper persons to become Associates. Entrance fee R8,00, Annual subscription R18,00. Graduates shall be not less than 21 years of age and shall be university graduates in pure or applied science, or have completed co-ordinated courses of study in pure or applied science of at least three years' duration at an approved university or institution. Students shall be persons not less than 18 years of age who are being educated or trained in a manner approved by the Councils to occupy a technical position in or associated with the mining or metallurgical industries and who, furthermore, shall not have attained the qualification required for a higher grade of membership. They may remain Students until they have obtained the necessary qualifications for transfer to a higher grade of membership, but not after the end of the Institute's financial year in which they attain the age of 28 (twenty-eight) years. They shall then transfer to a higher grade to retain membership of the Institute. The Council may relax the provisions of this clause in such cases as it considers appropriate. A single aggregate mix design was developed based on a slag/Portland binder blend and crusher sand. The primary design criterion, after performance, was the fluidity of the shotcrete and concrete product to ensure compatibility with existing manufacturing and shotcrete equipment as well as the pipeline transport system Cullinan Diamond Mine was investigating. Initial work had determined an optimum slag/Portland to aggregate ratio while retaining a water to slag/Portland binder ratio of approximately 0.4 to maintain the flowability of the product. A super-plasticizer was used to further increase the flowability of the product as opposed to increasing the water content. Finally a polypropylene reinforcement fibre was included in the wet shotcrete product to improve the energy absorption characteristics of the shotcrete. Previous work on the strength development of the slag/Portland based shotcretes and concretes suggests that strength class based on the EN 206 specification is C40/50 while the toughness classification based on the EFNARC plate test is c, or greater than 1000 joules1. Typically, Cullinan Diamond Mine wanted a shotcrete with a uniaxial compressive cube strength of 45 MPa and an energy absorption, based on the EFNARC plate test, in excess of 700 joules. This is an EN 206 strength class of C36/45 requiring a uniaxial compressive core strength of 30.5 MPa and a toughness classification of b1. In addition to the shotcrete development, Cullinan Diamond Mine required concrete products with a compressive strength range of between 25 and 60 Mpa for differing construction operations underground to be manufactured from the same mix design and raw materials as for the shotcrete. Finally, Cullinan Diamond Mine carries out extensive dry shotcrete operations and an investigation into the possibility of using the single aggregate mix design for dry shotcreting was also entered into. This paper presents data that indicates that, under the terms of reference, a wet and dry shotcrete and concrete product appears to be possible from a single aggregate less than 6.7 mm in size, and that a slag/Portland binder is suitable for use as the hydraulic binder in all the products, and that the necessary performance parameters of strength and energy absorption can be achieved.

A unique means of obtaining sea-water by G. R. W. WALKER, Pr. Eng., B.Sc. (Hons.) (Min. Eng.) (Member) Although the mining and treatment operations at The Consolidated Diamond Mines of South West Africa, Limited, are located within an average distance of I km from the Atlantic Ocean, the supply of clear sea-water in large and continuous quantities for use in treatment plants is made difficult by siltation of water-holes and the amount of sand in suspension in the sea itself. The need for sixty million litres of sea-water per day at the new No. 2 treatment plant necessitated the construction of a system that would ensure a continuous and reliable supply. Several sea-water intake schemes were proposed. This paper outlines the need for an improved means of obtaining water and describes the construction of the scheme eventually chosen - a tunnel driven through bedrock for over 400 m beneath the Atlantic Ocean. At the end of the tunnel, two large chambers were excavated from which vertical holes were drilled to intersect the sea-bed.

This paper reviews how uncertainty has been dealt with over the past 40 years using the decision making cycle as a frame of reference. The review of the phases of this cycle, as applied to rockmechanics and rock engineering, namely characterization, performance analysis, updating and decision making shows that in each, progress has been made over the past 40 years, although most of the basic concepts existed already in the 1960’s. Characterization is the area in which the greatest scientific steps were taken, this phase and performance analysis also gained from the tremendously expanded computational capabilities which allow one to use both more complex and more practically oriented models. The greatest practical advance is without using any doubt in risk based decision making although its acceptance shows interesting differences between different professions. Dans l’article suivant on utilise le cycle de décision pour illustrer le développement du traitement des incertitudes en mécanique des roches et en construction en roche dans les quarante années passées. La revue des phases du cycle de décision montre qu’on a fait du progrès dans chaque phase du cycle de décision, c’est à dire dans la caractérisation, dans l’analyse et la prédiction du comportement, dans l’actualisation et dans l’acte de décision, même si les concepts fondamentaux existaient déjà dans les années 1960. Les plus grands avancements scientifiques se trouvent dans le domaine de la caractérisation tandis que l’analyse prédictive profitait du développement de l’informatique qui a mené à des modèles plus complexes mais aussi plus pratiques. Le plus grand progrès est sans doute dans le domaine de l’acte de décision sur la base des risques. Ce procédé est devenu assez commun même s’il y a encore des différences d’acceptation entre différentes professions. Im vorliegenden Artikel wird der Entscheidungszyklus gebraucht, um darzustellen wie sich derUmgang mit Unsicherheiten im Felsbau während der letzen 40 Jahre entwickelt hat. DerÜberblick über die Phasen des Entscheidungsprozesses zeigt, dass bei der Anwendung in derFelsmechanik und im Felsbau, in allen Phasen d.h. bei der Charakterisierung, bei der analytischenVorhersage, beim Aktualisieren und bei der Entscheidungsfindung Fortschritte gemacht wurden,obwohl die grundlegenden Konzepte bereits in den 1960er Jahren existierten. Im Gebiet derCharakterisierung gab es wohl die grössten wissenschaftlichen Entwicklungen, während dieanalytische Vorhersage vor allem von den Fortschritten der Informatik profitierte, welchekomplexere wie auch praktischere Modelle möglich machte. Der grösste Fortschritt ist ganz sicherin der Entscheidungsfindung zu beobachten, wo Risikobetrachtungen gang und gäbe sind, obwohlhier noch einige Unterschiede zwischen verschiedenen Berufsgattungen zu finden sind.

The problem of direct-current plasma arc behaviour, interaction, and dynamics is considered in the context of metallurgical DC arc furnace applications. Particular attention is paid to the transient flow behaviour of arc systems. A mathematical formulation of the physics used to describe the arc system is presented, and includes the spatial and temporal evolution of fluid flow, heat transfer, and electromagnetism. Based on this formulation, a numerical model is developed using a finite difference approach on a regular cartesian grid in both two and three dimensions, with a special focus on robust stability, high resolution modelling, and high performance. A collection of results produced using the numerical model to study pilot plant-scale furnaces is then presented. These address a range of process and design variables and their effect on the numerical model?s results. Where possible, the qualitative behaviour of the model is compared to available experimental data. A number of novel effects and phenomena are seen in the dynamic behaviour of the DC plasma arc model for both single and multiple arc systems, which may lead to improved understanding, control, and manipulation of such systems where they occur in industrial applications. Recent studies on the physico-chemical properties of molten slags and oxide solid solutions of interest is reviewed. The review covers redox and phase equilibria in slags, viscosity, diffusivity, electrical conductivity, kinetics of interfacial reactions between slags and CO-CO2, interfacial properties and phenomena. Some highlights from ongoing work on modelling phase diagrams, component activity, viscosity and electrical conductivity of multi-component slags will be presented and results compared with published experimental data on slags with or without suspended solid phases.

Koffiefontein Mine commissioned a distributed antenna system as an underground communication backbone for the DISPATCH® production management system during September1999. STAS Ltd, the supplier of the Distributed Antenna System developed the System for an Integrated and Automated Mine (SIAM). This communication system, in conjunction with DISPATCH®, fulfils Koffiefontein Mine’s present and future requirements for accurate draw control, increasing productivity and improving working conditions. The DAS as SIAMnet communication network was selected by the mine, because of its superior data transmission rate of up to 1.5Mbps at 860MHz, video and Ethernet transmission facilities, and future enhancement abilities. The results of the commissioning tests confirmed the quality and integrity of the data and voice communication. The initial installation enabled 9000 metres of underground production tunnels with voice communication inclusive of 3700 metres having data communication. This article discusses the requirements and selection of the telecommunication system for an underground mine. A description of the installed distributed antenna system follows with a summary of the commissioning tests. The socio economic risks of mining in South Africa have been emerging for some time now, and have been brought into sharp relief by recent events in the platinum sector. The slow pace of social upliftment in the country has lead to widespread social unrest with consequent calls for different forms of resource nationalism. Fundamentally, the key stakeholders are not fully aligned, and are not engaging productively. This poses significant above-the-ground risk to mining companies. Measuring social impact, deploying inclusive solutions and engaging effectively with stakeholders are three ways in which mining companies can mitigate this risk. The corrosion properties of iron-based composite materials containing graphite and silicon carbide (SiC) reinforcement were investigated. The effects of silicon carbide reinforcement were investigated by adding 0.5% graphite and 1%, 2%, and 4% SiC. A powder metallurgy method was used to produce the composite samples. Iron, graphite, and silicon carbide powders were blended for one hour with a threeaxis mixer and then unidirectionally pressed under a pressure of 750 MPa. After pressing, the composite materials were sintered at 1100°C for one hour. The corrosion properties and microstructure, density, and hardness properties of the composite materials that can affect the corrosion properties were also investigated. It was determined that the pore ratio and hardness of the composite material increased, and corrosion resistance decreased, with increasing silicon carbide content.
