In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

A computational model of a submerged arc furnace (SAF) used in the production of ferrochrome is presented. The model‘s intended use is to investigate the extent to which intrinsic and extrinsic properties of the raw materials affect burden distribution and electrical resistance within the furnace. The model is built on the discrete element method and calculates the mechanical interactions of particle distributions resulting from the flow motion of typical raw materials used in the smelting of chromium ore. This model excludes the effects of thermodynamics, furnace chemistry, and heat transfer. It illustrates how the consumption of materials (chromite pellets, flux, and reductant) is affected by changes in electrode length, reductant fractions, and reductant sizing and density during the formation of a reductant bed. The resistance calculation algorithm developed by Mintek was applied to construct networks developed from particle contacts, which can quantitatively generate estimates of the electrode-to-electrode and electrode-to-bath electrical conduction conditions.

Platinum-based alloys are being developed for high temperature and special applications for good corrosion and oxidation resistance. The microstructures are similar to those of nickel-based super alloys, and comprise ~Pt3Al particles in a Pt-based matrix. After assessing binary alloys, the best candidate system was found to be Pt-Al. Testing and selection of alloys based on Pt-Al were undertaken, where the ternary additions comprised Ru, Cr, Ta, Ir and Ti. As well as phase characterization work, mechanical and oxidation tests were undertaken. The best alloys were found to be Pt-Al-Cr and Pt-Al-Ru. However, the volume fraction of the ~Pt3Al was only around40 per cent instead of the ~70 per cent found in Ni-based super alloys. To increase this, trials were conducted on a range of Pt-Al-Cr-Ru alloys, the optimum composition being Pt80:Al14:Cr3:Ru3.Currently, further additions are being made to the quaternary alloys to change selected properties. As well as developing the alloys themselves, another part of the project is to compile a thermodynamic database using Thermo-Calc?. Phase diagram work has been undertaken so that the results can be input to Thermo-Calc? so that the descriptions of the phases can be optimized. The final database will allow the phases and compositions of selected alloys to be derived, thus predicting the alloys? components without necessarily undertaking further experimental work. This will aid the development of the alloys and will be a useful tool to the final developers of the alloys. In ilmenite smelting, the FeO content of the feed material (nominally FeO.TiO2) is decreased by reduction with carbon. In a parallel reaction, a significant amount of the TiO2 is reduced toTi2O3. One of the striking features of these reactions is a consistent relationship between the extents of FeO and TiO2 reduction; this relationship is independent of furnace size. It was recently proposed that this relationship follows from the solidification behaviour of the slag, where the final slag composition corresponds to the minimum melting point (?eutectic groove?) in the FeO-TiO2-Ti2O3 phase system; the hypothesis is that solidification equilibrium with the freeze lining stabilizes the slag composition. If this is the case, the system of slag and freeze lining must be capable of correcting two types of disturbances: thermal and compositional. Thermal disturbances result from incorrect power input, for the feed rates of ilmenite and reductant. For example, excessive power input will tend to overheat the slag, causing the freeze lining to melt partially, establishing a new steady-state heat loss from the furnace. Compositional disturbances result from an incorrect reductant input for the given power and ilmenite input. In this work, the dynamic response of the slag and freeze lining to different inputs (flow rates of ilmenite and reductant, and power input) is modelled. The model is based on solidification equilibria, and quantified heat loss through the freeze lining. The conclusion is that the solidification equilibrium cannot constrain the composition to the eutectic groove for typical operating conditions. "In an environment like the mining industry, which is characterized by different stakeholders with multiple objectives, multi-criteria decision analysis (MCDA) is a useful approach for optimal decision-making. The application of MCDA techniques in the mining industry has predominantly been in mine planning and related problems, although no comprehensive survey has previously been undertaken to establish the application trends. A survey of the use of MCDA techniques was therefore conducted using case studies from the literature. It was noted that often two or more methods are applied to the same problem in order to increase confidence in the solution derived. As the number of criteria and alternatives increases, some methods become inefficient. A combination of the analytic hierarchy process (AHP) method with other MCDA techniques was the most frequently used approach, indicating the efficiency of the AHP method, especially when evaluating problems with more criteria and fewer alternatives. A combination of fuzzy theory with AHP or other methods incorporates uncertainty. The findings from the survey will benefit users applying MCDA techniques to solve mine planning and related problems.IntroductionA country’s natural resources serve the needs of different groups of people within the country. These different groups are collectively known as stakeholders (Herath and Prato, 2006). Stakeholders have different needs, preferences, and expectations, which describe and define the criteria to be considered in decision-making. The options available as solutions describe the alternatives in decisionmaking theory. The criteria and alternatives have to be evaluated simultaneously when making decisions, and this is when multicriteria decision analysis (MCDA) techniques become invaluable (Herath and Prato, 2006) because the human mind is considered to be limited when solving complex and intangible problems with several criteria and alternatives (Saaty, 2007). MCDA techniques belong to a broad group of techniques called multi-criteria decision-making (MCDM) techniques. The other group of techniques within MCDM comprises the multi-objective decision-making (MODM) techniques. MODM techniques are generally used to solve problems with an infinite number of alternatives, while MCDA techniques are generally used to solve problems with a finite number of alternatives (Musingwini, 2010)."

Reduction of CO2 emissions is the key driving force behind the development and implementation of new solutions for energy production. One solution is circulating fluidized bed (CFB) combustion technology combined with a high-efficiency once-through water-steam cycle. Foster Wheeler's CFB technology is today commercially available in capacities up to 800 MWe with ultra-supercritical steam parameters. Simultaneously, the Flexi-Burn® CFB technology is being developed to provide capability of flexible operation in air firing and oxy-combustion for carbon capture. CFB technology can offer an attractive solution for the reduction of CO2 emissions, owing to advantages such as fuel flexibility and low emissions that the air-fired CFB technology offers today. Pilot test facilities provide information about the performance of CFB oxy-combustion technology, and the acquired knowledge is being incorporated in boiler modelling and design tools. One of the European R&D initiatives on carbon capture and storage (CCS) is the Technological Centre for CO2 Capture and Transport, which is supported by the Spanish Government through the Fundación Ciudad de la Energía (CIUDEN). CIUDEN is a research and development institution created by the Spanish administration in 2006 and fully conceived for collaborative research in CO2 capture, transportation, and storage. The Technology Development Centre for CO2 Capture and Transport comprises two technologies on oxy-combustion: pulverized coal (PC) and circulating fluidized bed (CFB). This paper will focus on the design and main characteristics of the 30 megawatt-hour thermal capacity (MWth) oxy-CFB boiler. Foster Wheeler is the technology provider of the Flexi-Burn CFB unit, for which commissioning has been completed in the first quarter of 2011. The CFB unit design allows operation either under conven¬tional combustion with air or under oxy-fuel conditions. The size of this experimental boiler is sufficient to allow the scaling of the results to commercial units. In this way, multiple fuels and operating conditions can be tested economically. The results will validate the design of a future 330 MWe supercritical Oxy-Combustion Power Station (OXY-CFB-300 Compostilla Project) intended to demonstrate the CCS technology at commercial scale. The Compostilla OXY-CFB-300 Project is one of the six CCS demonstration projects funded under the European Energy Programme for Recovery (EEPR) of the EU. The project is based on a future 330 MWe CFB supercritical oxy-combustion plant, with CO2 storage in a deep geological formation. The first phase of the project, granted by the EEPR programme and led by the Spanish utility ENDESA, includes all studies and characterization work needed on CO2 capture, transport, and storage, as well the costs, financing, and regulatory and permitting required, prior to the final investment decision for the construction phase of the plant by the end of 2012.

We propose a layout design for the UG2 Reef where weak geological alteration layers are present. The collapse of the Everest platinum mine in South Africa indicated that these layers substantially weaken the pillars. The popular Hedley and Grant pillar strength formula cannot be used where these alteration layers are present. Underground investigations at Everest mine and numerical modelling of the layout were conducted using the TEXAN code and a limit equilibrium model. Simulations of a collapsed area and an intact area allowed for a preliminary calibration of the model. This was subsequently used to explore modified layouts for these ground conditions. An alternative is to compartmentalize the blocks of ore using barrier pillars. The numerical modelling predicted that the barrier pillars appear to remain stable even in the case of large-scale collapses, provided their width exceeds 25 m. Main access routes into the mine can be protected by a double row of pillars at least 15 m wide to provide a safe travelling way. As a cautionary note, these conclusions are based on the model calibration and this needs to be refined in future. Calibration of the limit equilibrium model remains a challenge owing to the large number of parameters involved.

Bateman Engineering managed the establishment of a second diamond treatment plant at the Letseng Mine in the Mokhotlong District of northern Lesotho, about 100 km from the town of Buthe Buthe. Letseng Diamonds Proprietary Limited, is owned 70 % by Gem Diamonds and 30 % by the Government of the Kingdom of Lesotho. The second plant, which commenced construction in late 2006, doubled Letseng Mines' hard rock processing capacity from 2.6 million t/yr to 5.2 million t/yr, making it the worlds' seventh largest diamond mine by throughput. Bateman Engineering provided the engineering design, procurement and construction management of the new plant.

The effect of microstructure on the deformation and fracture properties of 3CR12 steel was investigated at different strain rates in the temperature range -196 to 200°C. The yield stress of the as-received steel, showing a banded dual-phase microstructure, was much lower than that of the flake-like dual-phase microstructure produced by heat treatment. The heat treatment also resulted in an increase in the volume fraction of martensite. The fracture toughness of the as-received 3CR12, on the other hand, was significantly higher than that of the heat-treated material. These changes in both yield stress and fracture toughness were attributed to the effect of microstructural parameters on the constraints imposed on the deformation and subsequent failure of the ferritic phase in the as received and heat-treated steels. The exceptionally low resistance to crack extension in a plane parallel to the roiling plane of the as-received material was ascribed to the delamination process, which is typical for controlled-rolled steels. The yield stress and fracture toughness were found to depend on temperature and strain rate. The appearances of the fracture surfaces were found to be consistent with the mechanical properties.

This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

In this study, synthetic pure cassiterite and cassiterite doped with Fe were successfully produced by sintering. Their crystal structure and chemical compositions are characterised by optical microscopy, X-ray powder diffraction (XRD) as well as scanning electron microscopy with energy dispersive X-ray spectroscopy (SEM-EDS) based chemical composition analysis. The electrostatic behaviour of synthetic and natural cassiterite was studied by electrophoretic measurements. Their floatability was studied by microflotation with two types of anionic collectors. Results show that the cassiterite floatability with these collectors behaves differently and lead to two opposite results: Natural cassiterite (enriched with Fe) > undoped pure SnO2 by using sulfosuccinamate (Aerosol® 22) Undoped pure SnO2 > Fe3+ doped > natural cassiterite (enriched with Fe) by using styrene phosphonic acid (SPA). Scandium can be recovered from waste streams of other metallurgical processes such as red mud from the Bayer process and titanium dioxide acid waste. This is accomplished by an integrated process comprising leaching using acidic media, solvent extraction using organic solvents and stripping of Sc from the organic phase using NH4F solutions. The precipitation of scandium as (NH4)3ScF6 from NH4F strip liquors has been demonstrated at lab-scale with recoveries and purities greater than 98% and 98.3%, respectively. It is desired to assess the possibility of recovering the solvents for re-use in the process to improve its economy and environmental friendliness. Investigations have been conducted to recover alcohol by simple distillation from strip liquor-alcohol mixtures containing about 50 v/v% alcohol. The mixtures were obtained after anti-solvent precipitation of (NH4)3ScF6 using an alcohol to strip liquor volumetric ratio of 1:1. The starting strip liquor contained about 2000 mg/L scandium in 3 mol/L NH4F solution. In the recovery of methanol, the first distillate product collected had a purity of about 87 v/v% and this decreased slightly with time over two hours. The methanol distillate collected in the first 30 minutes with a purity of ca. 85 v/v% was re-used in anti-solvent crystallisation of (NH4)3ScF6 from the initial strip liquor, and the scandium recovery attained was about 98.6 w/w%, almost similar to that of 99.2 w/w% obtained using 100 v/v% methanol. For ethanol recovery, the first distillate product collected was approx. 84 v/v% pure and the distillate collected in the first 30 minutes with a purity of about 75 v/v% achieved a scandium recovery of about 97.2 w/w% in comparison to 98.5 w/w% obtained using 100 v/v% ethanol during anti-solvent crystallisation. Chemical assays collected from blast holes have the potential to greatly improve the local accuracy of grade models. Assays must be assigned to the correct domain or they will introduce errors. Boundary surfaces created from the widely spaced exploration holes (~50m) do not provide sufficient resolution to correctly delineate domain boundaries between closely spaced (3-5m) blast holes. This paper demonstrates a probabilistic method for classifying production blast holes near domain boundaries. Gaussian processes models are applied to identify the assays and assay ratios most suited to distinguishing particular domains. These models are combined with the exploration based surfaces to classify the blast holes that can be confidently assigned to a particular domain. A reiterative method is used, where information from the blast holes closest to the exploration holes is used to label blast holes further away. This is tested on two domain boundaries in a banded iron formation-hosted iron ore mine.

A physical modelling approach was adopted to simulate the process of cave mining propagation at various horizontal to vertical stress state ratios, and image data was captured and used to characterize the resulting failure mechanisms. Image processing was integrated into the study to determine minor principal strains in models to identify where critical extensional strains had been exceeded relative to crack propagation. The study exhibited a scale factor magnitude of 119 using a calculated critical extensional strain value of 0.014% for the modelling material used. It was perceived that cave propagation occurred through successive parallel extensional ‘fracture bands’ in all cases, as noticed in models of prior studies, deviating from that described by the Duplancic model. Cracks tended to bisect regions of minor principal strain equal to the critical extensional strain, which suggests ‘fracture banding’ is an acceptable failure mode for brittle, rock-like materials. Moreover, it was found that models with lower horizontal to vertical stress ratios (K ratios) showed a greater degree of vertical development of the caving mechanism (at similar vertical stresses), while the vertical extent of the cave was suppressed in models with higher K ratios. Models subjected to larger vertical stresses experienced slower cave formation in latter time-steps. These models exhibited larger two-dimensional caved perimeters and areas, respectively.

"This article investigates the complex problem of a budgeting process for a large mining operation. Strict adherence to budget infers that financial results align with goals. In reality, the budget is not a predetermined entity but emerges as the sum of the enterprise’s operational plans. These are highly interdependent, being influenced by unforeseeable events and operational decision-making.Limitations of stochastic simulations, normally applied in the project environment but not in budgeting, are examined and a model enabling their application is proposed. A better understanding of budget failure in large mines emerges, showing that the budget should be viewed as a probability distribution rather than a single deterministic value.The strength of the model application lies with the combining of stochastic simulation, probability theory, financial budgeting, and practical scheduling to predict budget achievement, reflected as a probability distribution. The principal finding is the interpretation of the risk associated with, and constraints pertaining to, the budget.The model utilizes a four-dimensional (space and time) schedule, linking key drivers through activity-based costing to the budget. It offers a highly expressive account of deduction regarding fund application for budget achievement, emphasizing that ’it is better to be approximately right than precisely wrong’."

Pyrometallurgical smelters utilise tap-holes, through which liquid metal, matte and/or slag are tapped at regular intervals. However, tap-hole failures can have a devastating impact on smelters, which includes loss of equipment, human life and business interruptions. Contributing factors to tap-hole failures include poor and/or incorrect refractory material selection, including tap-hole clays. The functions of tap-hole clays in smelters include their ability to be extruded and drilled with ease at the end and beginning of a tap, and their ability to resist chemical wear due to molten metal and slag during tapping. Mintek is currently developing methods of evaluating properties of tap-hole clays with a specific focus on workability, and wear mechanisms of clays due to ferrochrome alloy and slag. Of particular interest to this study was the characterisation of various tap-hole clays. This paper evaluates the chemical and phase chemical properties of three different tap-hole clays. The bulk chemical composition of the tap-hole clays was determined by inductively coupled plasma optical emission spectroscopy, proximate analyses and combustion methods. The bulk phase compositions and specific phase chemical compositions were studied using quantitative X-ray diffraction, scanning electron microscope and electron probe microanalyses techniques. Paper written on project work carried out in partial fulfilment of B. Eng (Mining Engineering) degree The condition of tunnels at Premier has deteriorated to such an extent that an objective viewpoint on what leads to poor condition was required. Poor and untimely development results in schedule deviation, rehabilitation, and increased working costs. The project focused primarily on quality, and not on efficiency. The project gave management guidelines that need to be focused on in order to produce quality infrastructure. The conclusions were reached by doing literature searches, underground site investigations, benchmarking and computer simulations. From the results we can see that, in order to produce good quality tunnels, we have to have the basics working. This was found to be one of the major problems. Firstly, tunnel profiles are not to the design specification and no fixed blast designs existed. After revising tunnel profile statistics, over break increased to 10% (previously 7%) and development metres were 50 m short of target. Blasting was not monitored and designs not optimized for the conditions. Furthermore, geological factors are the main contributor to tunnel failure, although this process is initiated and aided by poor development (overbroken tunnels, incorrect profiles, direction and location) and blast damage. Continuing to develop tunnels in the current manner will cost R 1.5 million in additional costs for loading and supporting overbreak, whilst an additional 1 800 man-shifts will be required. Blast patterns were designed as a starting point for trials, while the implementation of a blast management system, development statistical database, tunnel hand-over procedures and a revision of the bonus system were proposed.

On the ‘Majdan III’ open pit mine, supplying with brick clays the production plants of the industry of building material ‘Potisje-Kanjiza’ from Kanjiza, a modern ECS (excavator-conveyor-spreader) complex was built, integrating four bucket excavators, six conveyors and one spreader into a whole. This complex connects the mineral-exploitation unit with the final brick-products plant of the company. Monitoring and management of the ECS complex is carried out by modern computer-supported information-management system (IMS) implementing most modern measuring-regulation, computer and GPS equipment. It was concluded that, for safety reasons, the functions of the IMS should be developed by a component of active visual monitoring of the ECS complex. For this purpose, the task of making a project on intelligent system for visual monitoring of the ECS complex was entrusted to the Department of Computer Application at the Faculty of Mining and Geology, University of Belgrade. This paper gives a review of basic project solutions. The purpose of the project was to investigate the challenges faced by Khutala Colliery pertaining to underground road construction and maintenance. Furthermore the influence of these challenges on productivity and safety requirements were taken into consideration. The operating standards required for the construction and maintenance of the 2 seam road transport infrastructure was investigated, together with reasons why the standards of operating procedure are not met. The Code of Practice put in place by Khutala Colliery was used to view the standard operating procedures. Leading practices on underground road construction were researched. The project aims to discover the gaps that Khutala Colliery must bridge to implement enhanced practices with regards to underground road construction. During the period of study, observations were carried out to determine whether the road construction standards of operating procedure were being adhered to at all times for both road construction and road maintenance. Khutala Colliery has put in place a traffic management plan, which includes safety practices and work policies that must be adhered to while travelling on underground transport roads.

The essence of the method consists in creation of drop of opposite sign at the isolating stoppings, by which air losses through the accident district change direction of their motion. The period of reversal is selected in that way so that air may not find itself in the zone of burning. The method of fighting the fire considered was repeatedly used in the coal mines of the Ukraine. The theoretical basis of efficiency and two examples of use of this method by fighting the underground fires are adduced in the paper.
