The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

SYNOPSIS A method is described whereby finely ground glassy granulated blastfurnace slag mixed with small quantities of clay, whiting and quartz has been used for making ceramic tiles in the laboratory. The tiles were semi-dry pressed and devitrification as well as sintering occurred during firing. The properties of the resulting product compared favourably in many respects with ordinary ceramic flooring materials.

"One of the most useful approaches to a complex problem is to model the system which gives rise to the problem and to perform simulations through the model to find appropriate solutions. The Engel Model may be used as such a simulator to investigate the problem of the exploration for natural resources.The Engel Model is based on a two-stage search procedure in which a known area (A) which contains m prizes is subjected to search by n coverings. During the first-stage search the sensor system records signals which may be a response from prizes (that is, true signals) or may be false. Signals tend to cluster around a prize and a cluster size consists of s signals. If a circle of radius R is drawn around each signal some will overlap and the overlap from s signals contains a prize. The cost of a single covering in which each point of the area comes under observation once, is designated E1. Second-stage detailed search is expensive and is confined to areas of overlap of s circles; it leads to the location of prizes. Second-stage search of the whole area costs Ea units. The expected value, V, of a prize is known and its development cost is E3 units.The sensor system characteristics are defined by the circle of radius R around a signal, which should be small compared with the total area A and enters the model as a parameter a x R2/A. The probability of a false signal during a single covering of a circle of radius I is a known constant, A.This model was applied to the search for uranium ore bodies using two different types of occurrence. In the first, the Wyoming Basin type, the area is relatively large (A = 1 496 square miles) and a few (m = 4) large prizes occur (expected value V = $30 million). In the second area, which represents the Ambrosia Lake region of New Mexico, the area is smaller (A = 212 square miles) and contains many (m = 200) smaller prizes (expectedvalue of a prize V,$2 million). The three costs, E1, E2, E3, are adjusted to the different circumstances in the two areas.Simulations were performed using n = 1 to 40 coverings with cluster sizes s = 0 to 19; the radius R was varied from 0.52 to 3 miles (and, therefore, a = 0.002 to 0.133 0, respectively, dependent on the area of interest). The value of A was varied from 0.01 to 0.10.Profitable programs were found over a wide range of the parameters; the two areas required different strategies to achieve maximum profit. In the Ambrosia Lake region a few passes (n = 4 to 6) with small cluster sizes (s = 2 to 6) are more profitable, whereas in the Wyoming Basin region a large number of passes (n = 35 to 40) and cluster sizes of s = 5 to 10 are most profitable.As pointed out by Allais (1957) the larger prizes are the most important in deciding the successful outcomes of exploration programs, and the profit margin in the search for a few large prizes is sufficient to yield success over a wide range of programs. Such programs require very large investments if they are to be successful.To refine the Engel Simulator as a decision-maker in selecting the most profitable exploration programs it is necessary to obtain firm estimates of the sensor system characteristics, that is, of R, a and ? (lambda)."

(Visitor) The significance of ;n situ tests on large coal specimens is briefly reviewed. Tests aimed at obtaining complete stress-strain characteristics of large coal specimens with high width-to-height ratios are described. A formula for the relationship between strength and width-to-height ratios of coal pillars is proposed, and the influence of width to- height ratios on the deformation characteristics of pillars is discussed.

"The ventilation of underground coal mines plays an important role in minimizing the risk of methane and coal dust explosions. The ability of ventilation, with the use of line brattices (LBs), to remove methane and coal dust in empty headings is dependent on the amount of air leaving the LB and entering the heading. The quantity of this air depends on the associated system variables, namely heading dimensions, settings of the LB, and velocity of air in the last through road (LTR). However, the exact effect of these system variables on the flow rate at the exit of the LB in an empty heading is not known. The installation of LBs in South African coal mines is generally carried out based on experience. This can result in overor under-ventilation and may increase the cost of providing ventilation or cause accidents, respectively. In this paper, using computational fluid dynamics (CFD), the air flow rate at the exit of the LB in an empty heading was estimated using full-scale three-dimensional models. The CFD model used was validated using experimental results Firstly, the settings of these three system variables were varied, the flow rates at the exit of the LB were measured, and finally the results were used to calculate the effect of each system variable. The outcome is a mathematical formula that can be used to estimate air flow rate at the exit of the LB in empty headings for any practical scenario.This paper will help the coal mining sector in South Africa by providing estimation models based on scientific reasoning for the installation of LBs, and will also serve academia as part of the curriculum towards educating future mining engineers."

"Cyclic voltammetry experiments were conducted on copper and chalcopyrite (CuFeS2) in the absence and presence of ethyl xanthate, and compared to mass-balanced EH–pH diagrams. The results for copper duplicate those found in the literature and confirm xanthate chemisorption. However, the, results indicate that chalcopyrite oxidizes to chalcocite (Cu2S) and only afterwards is chemisorption observed due to small currents appearing with xanthate. This phenomenon suggests that the mineral's hydrophobicity is induced by more than dixanthogen and copper xanthate. Hydrophobicity was found to be pH-dependent over a range of alkaline conditions (pH 7–11) at narrow potentials (0 to –200 mV). An EH–pH diagram for chalcopyrite with xanthate is presented to illustrate the conditions under which chalcopyrite would be hydrophobic and thereby more thoroughly explain the results in the literature. IntroductionSulphide minerals are generally concentrated from ores by froth flotation, a physiochemical process that induces separation based on differences in hydrophobicity. In this process, a gas is bubbled into a slurry and the minerals that are hydrophobic (water-repelling) adhere to the bubbles and float to the surface while the hydrophilic (water-loving) minerals remain in the slurry. With sulphide minerals, the hydrophobicity is generally established in two ways. The first is by the addition of a collector, which is a heteropolar molecule with a reactive inorganic head group and an inert organic tail. Typically, the head group bonds with the sulphide mineral surface by adsorbtion either chemically (chemisorption) or physically (physisorption) or by complexing with atoms that solubilize somewhat at the surface (surface precipitation). These interactions leave the organic tail protruding from the mineral surface, thereby inducing hydrophobicity. The second method is by oxidation of the mineral surface to form a layer that is metal-deficient/sulphide-rich or comprised of elemental sulphur. Because the layer mimics naturally hydrophobic sulphur, this enables ‘collectorless’ flotation. Furthermore, this oxidation phenomenon adds an electrochemical dimension to the understanding of sulphide mineral flotation."

A conceptual scoping study was conducted to investigate pre-concentration options for upgrading ore from an Ag-Pb-Zn deposit. The low grade of the ore would result in only modest economic returns, given current market conditions. Several pre-concentration options were considered. These included: selective mining, crushing and pre-screening (following either standard or high intensity selective blasting), bulk ore sorting, particle sorting, jigging, dense medium separation, or combinations of these approaches. Flowsheets were developed for each option, and the upgrade performance was modelled using Limn to determine mass balances and stream tables. Due to the limited availability of test work data, the models were based not only on what test data was available but also on case study data found in the literature. The Bazin technique was used to derive assay by size data for different streams following crushing. Equipment lists and preliminary layouts were established based on the stream tables, and capital and operating costs were estimated for each flowsheet. This information was used to carry out a preliminary economic evaluation using net present value and sensitivity analysis. In this case, the most economically attractive process was found to be particle sorting; although further benefits may be realised by combining with bulk sorting. "In this investigation, we optimize the grinding circuit of a typical chromite beneficiation plant in India. The run-of-mine ore is reduced to a particle size of less than 1 mm in the comminution circuit and concentrated using gravity separation. The comminution circuit comprises two-stage crushing and single-stage grinding in a ball mill in closed-circuit with a highfrequency screen. A detailed circuit audit was undertaken at the plant to understand and evaluate the performance of the grinding circuit. The audit revealed abnormalities in the process and design parameters which caused high energy consumption, lower throughput, and loss of ultrafine chromite. Laboratory studies indicated the differences in the grinding properties (work index, breakage rate, etc.) and liberation sizes of these ores. Studies also revealed that grinding media size, particle retention time, and pulp density are crucial in coarse grinding. Based on the laboratory grinding and characterization studies; simulation studies were performed to optimize the operating parameters of the grinding circuit.IntroductionComminution is a critical process in mineral processing which strongly influences the economics of production. In mineral processing, particles containing valuable minerals must be disintegrated at a sufficiently fine size to liberate valuable minerals from waste constituents, so that they can be easily separated by an appropriate beneficiation method. The Sukinda chrome ore beneficiation plant utilizes different types of run-of-mine (ROM) ore with different physical properties (viz. grindability characteristics, work index, mineral composition, liberation, chemical composition, etc. for the production of chrome concentrate. In the feed preparation circuit, the ROM ore is crushed and ground to below 1 mm. Grinding in the chromite beneficiation plant is a critical unit operation to achieve the desired product size of below 1 mm and to control the generation of the ultrafine particles. Furthermore, about 40% of total power consumption in the beneficiation plant is accounted for by the grinding of the ore. This implies that any improvement of the circuit performance will lead to an overall increase in productivity."

The paper points out that bord-and-pillar mining is the most important method of coal extraction in South African underground coal mines, and advocates that pillar design procedures should be refined to make more rational allowance for the differences in strength properties between various coal seams and roof and floor strata. However, any deviations from well-established design procedures must be based on sound engineering principles and reliable data on the strength properties of the seams and strata concerned. Recent information indicates that practices for the protection of surface structures against underground mining should be revised.

A retrospective study was conducted on the Rand Mutual Assurance (RMA) noise-induced hearing loss (NIHL) compensation claims from 1998 to 2008 to determine if the 2008 milestone agreed at the 2003 Mine Health and Safety Summit was achieved. The number and costs of NIHL compensation claims in different commodity sectors and workplaces were collated. A secondary analysis of the ages of employees compensated after 2008 was conducted. A complementary retrospective analysis of audiogram data investigated the percentage loss of hearing (PLH) shift in different homogeneously exposed groups and occupations at two gold mines. The compensation claims analysis indicated a significant decrease in NIHL claims from 1998 to 2008, but the milestone was not achieved. The reason may be either that claims have not been submitted timeously as required by Instruction 171 and that the current submissions are a result of pre-2003 noise exposure, or that employees who were baselined are still developing NIHL owing to ineffective hearing conservation programmes in place in the mining industry. On the basis of best practice for hearing conservation, recommendations are made for leading indicators in hearing conservation programmes and for reducing the risks of NIHL in order to achieve the 2013 milestone.

The effect of using conventional crushing and HPGR in combination with dry or wet milling was investigated using a base metal sulphide (sphalerite), and a PGM (platinum group minerals) ore in order to determine how these different processes affect the flotation performance. In the case of sphalerite, irrespective of the crushing procedure (HPGR or conventional), dry milling resulted in the highest grades and recoveries of zinc. Conversely, in the case of PGMs, a similar treatment produced the poorest results. The results were investigated further by comparing the relative effects of factors such as percentage liberation, particle size, and surface properties of the samples produced by the different milling procedures as well as the concentrates and tailings obtained from the flotation tests.

The historical development of materials engineering in the mining industry Is briefly reviewed, and some of the factors currently influencing the industry in South Africa are discussed. Material usages in various parts of the mining operation are surveyed. The predominant mechanisms in the degradation of materials in mines are wear, corrosion, and fatigue. The issue of corrosion-abrasion Is considered, but it Is concluded that abrasive wear predominates in most rock-handling and comminution applications and that, in general, little economic benefit Is to be gained in those applications by the use of existing corrosion-resistant alloys. However, alloys with a measure of corrosion resistance find profitable application elsewhere in the mining environment. The use of other engineering materials such as polymers, ceramics, al1l1inium, and various ferrous alloys may be economically viable in a variety of niche situations. Identification of the most cost-effective material in each case calls for a systematic approach and some patience.

An often overlooked factor in the analysis of mine layouts and schedules is technical operating flexibility, mainly due to its nebulous nature. If one glosses over technical operating flexibility the resultant mine layouts and schedules tend to be sub-optimal. The need to incorporate technical operating flexibility into the analysis and comparison of mine layouts and schedules is increasing in importance. This paper illustrates the nature of technical operating flexibility, reviews previous work on valuing operating flexibility and proposes how technical operating flexibility can be quantified for tabular reef mines by using a platinum reef deposit as a case study. Once technical operating flexibility is quantified it becomes possible to explore its incorporation into the analysis of mine layouts and schedules and subsequent optimization processes. The use of pebbles as the medium in the grinding of quartz gravel in a laboratory mil provided experimental data that were used to quantify the relationships between the feed rate of ore to the mil, the fineness of grind of the product, and the wear rate and consumption of the grinding medium. Fineness of grind is expressed as the inverse of the harmonic mean size, a quantity that is calculated from data obtained by sieve analyses. The commonly used criterion for fineness of grind (the percentage of material smaller than 75 µm in the mil product) is shown to corelate approximately linearly with the inverse of the harmonic mean size. An increase in the feed rate was found to cause the harmonic mean size of the product to increase linearly, Le. the relationship previously found for metalic grinding media is applicable to al grinding media, irespective of shape or composition. Simple expressions for the consumption and wear rate of pebbles are derived from the experimental data, and are shown to be functions of the feed rate. The expression for wear rate is a monotonicaly increasing function, while that for consumption is a hyperbolicaly decreasing function of the feed rate. In contrast, a linear relationship was found between the rate of wear of the grinding medium and the rate production of fines. The expressions that were previously developed in relation to the use of metalic grinding media are shown to be equally applicable to pebble milling.

The Breakfast was held at the Riverside Holiday Inn, and was attended by 50 senior and middle managers in organizations in and around the Vaal Triangle, as well as by Richard Beck, the President of the South African Institute of Mining and Metallurgy.

Despite its growth over the years, necessitating ever¬larger office accommodation, the Gold Fields group changed its head office address in Johannesburg only twice in 94 years. The first move was at the turn of the century, from the then select suburb of Doornfontein to the corner of Fox and Simmonds Streets. The second move was in the thirties, from that address-now the Reserve Bank building-to the well-known address of 75 Fox Street. With the advent of the first mines of the West Wits Line by the end of the thirties, 75 Fox Street proved too small, and the eastern section of the Commissioner Street side of the present head office was added on. In the fifties, when space once more became a serious problem, the old Exploration building was purchased and demolished, and the present west wing on Commissioner Street was built on the site. In the early seventies, cramped conditions again made life difficult and, despite a reorganization of the interior layouts, the need for expansion remained critical. Eventually, the adjacent Hollard Place and parking area became available, and plans for an extended new building complex could he considered. The building project was
