This paper examines the South African fiscal system as it applies to the mining industry and, where components are found wanting, discusses possible alternatives. It is concluded that the South African system has long provided a stable environment for mining investment and growth. However, the introduction, of steep surcharges during the past decade or so (since abolished) and ring fencing (since relaxed but not abolished) has started undermining this stability.

The results revealed that the pozzolanic activity of the gold mine tailings and their main mineral phases improved by mechanical activation. Under the same activation conditions, the activated mica powders possessed the highest pozzolanic activity index, followed by the activated feldspar, and the activated quartz exhibited the lowest pozzolanic activity index. The addition of calcium oxide promoted the formation of amorphous C–(A)–S–H gel for all paste samples, and stratlingite and hydrotalcite were observed in calcium oxide activated mica paste. The addition of natural anhydrite promoted the formation of ettringite for the pastes of calcium oxide activated aluminosilicates materials (gold mine tailings, mica, and feldspar). Furthermore, the pozzolanic activity indexes of the mechanically activated gold mine tailings and their main mineral phases were tested to be qualified for use as supplementary cementitious material in cement. This paper provided an innovative approach for recycling gold mine tailings as supplementary cementitious materials in cement, which would be environmentally friendly and cost-effective. Process and steel chemistry differences in hot rolled Al-killed low carbon strip steel between the hot charge route (HCR) as practised in a compact strip production (CSP) plant and the conventional cold charge route (CCR) have been studied. This was done with reference to differences in reheating practice, hot rolling practice and steel chemistry through emphasis on the effects of solubility and reprecipitation of AlN in the two process/product combinations and its effect on ferrite grain size development. An earlier modelling study on the evolution of the austenite grain size in both of the above hot rolling processes has also now been extended to include an estimate of the possible effects of retained strain after the last finishing pass on the ferrite grain size. As part of this study the equilibrium solubility trends of AlN in a number of boron-free low carbon Al-killed strip steels with low and high sulphur content from the two respective processes was investigated by the thermoelectric power (TEP) technique and differences in the effects through the derived solubility equation of Log[Al][N]=2.6?9710/T at typical slab reheating temperatures was demonstrated. Ferrite grain size modelling using the significantly lower Ar3 transformation temperatures generally found in hot rolled low carbon strip steel produced in the CSP plant using the HCR compared well to the larger grain size produced in the conventional CCR strip rolling plant. The stress state on two slope profiles overlying an inclined surface with layer inclination of 50 and 150 are investigated. It is demonstrated that the induced stress state in an imbedded weak layer, exposed at the base of the slope, forms a zone of induced tensile vertical and horizontal stresses, which can lead to failure. The zone length depends on the slope angle and the angle of the inclined layers. L’état des contraintes sur deux profils en pente en superposition sur une surface inclinée avec une inclinaison de couche de 5o et 15o est étudié. L’étude présente démontre que l’état induit des contraintes dans une couche faible insérée, exposée au bas de la pente, forme une zone de contraintes de traction induites horizontales et verticales, qui peut amener à la rupture. La longueur de la zone dépend de l’angle de la pente et l’angle des couches inclinées. Die Druckvorkommnisse zweier Hangprofile auf einer schrägen Fläche mit einer Schichtneigung von 5º und 15º wurden untersucht. Es zeigte sich, dass die induzierten Druckvorkommnisse in einer eingebetteten schwachen Schicht, die am Hangfuße offen liegt, einen Gürtel induzierter vertikaler und horizontaler Zugkräfte bildet, die zum Zusammenbruch führen können. Die Gürtellänge ist von der Neigung des Hanges und der Neigung der schrägen Schichten abhängig.

The ?Kolwezi Zinc Plant?, in French ?Usines à Zinc de Kolwezi? (UZK), has produced about 910 000 dry metric tons of residues during the hydrometallurgical treatment of calcines from sulphide zinc concentrates. The zinc hydro plant residues contain on average 19.47% Zn, 2.7% Cu, 2.1% Pb, 26.6% Fe, 0.12% Cd, 0.39% As, 157ppm Ag, 447.8 ppm Ga, 475.4 ppm Ge, etc. This material was dumped in five ponds in the vicinity of the plant. The high Fe content in the ore concentrates induced important conversion of some of zinc and copper into ferrites during the roasting process. Those ferrites are very stable compounds, which are difficult to leach with dilute sulphuric acid solution. Therefore, they mainly report to the leaching residues. Hot leaching has been successfully applied to the treatment of zinc hydro plant residues. The method, however, presents the disadvantage of simultaneously dissolving iron(Fe). It is then necessary to remove an important iron quantity from solution prior to zinc and other metals recovery.

Centrifugal slurry pump station and deposition sites are a common feature of many mines and mineral processing plants. Yanacocha Mine has completed the design of a pump station consisting of two trains of four pumps each. A number of trade-off studies was conducted to optimize the pump station design. The most significant of these was determining the drive types for the slurry pumps. The pump station duty can vary considerably due to the number of deposition points round the disposal site. The standard solution to this problem on a multi-stage pump train is to install one pump with a variable speed drive to control the pump station output by varying the speed of this pump and stopping and starting other stages. However, there are a number of negative impacts associated with this approach. These include head losses through pumps that are stationary or ?wind-milling?, different wear life on pumps that are running and pumps that are stationary, and slower response to the control system with the possibility of hunting. The use of variable speed drives on all the pumps was considered as an alternative to the standard solution. The factors considered in comparing these options were the control and operational differences, the pump efficiencies and absorbed power, the expected pump wear life, the impact on pump maintenance and the cost of the drive options. For this project the option of using all variable speed drives was selected. The paper presents the following aspects of the study: ?Description of the various options investigated. This includes a discussion on the required duty and the drive options. ?Technical comparison between the options. ?Description of the factors influencing pump performance and life.

Sperrylite (PtAs₂) comprises about 21% of the platinum group minerals (PGMs) in the Platreef ore and regularly reports to the tailings due to its poor floatability. Hence, improving its recovery will be of great economic value to the South African PGM industry. The reasons for its poor floatability are not yet clear. This paper seeks to understand the interactions occurring between PtAs₂ and common thiol collectors, viz. potassium normal butyl xanthate (PNBX), sodium normal dibutyl dithiophosphate (SNBDTP) and sodium normal mono butyl dithiocarbamate (SNBDTC). By understanding its interactions with these collectors, it is hypothesised that it will be possible to suggest ligands that may help improve the floatability of sperrylite. Mineral-collector interactions were studied by determining the molar energy of interaction using isothermal titration calorimetry and electrochemical techniques. The hydrophobicity of the mineral before and after adsorption of the collectors was determined by heat of immersion and its flotation response determined by microflotation tests. Microflotation tests using synthetic sperrylite at pH 9 showed low collectorless recovery of 34.8% and after adding the equivalent of one pseudo-monolayer of the PNBX collector, the recovery of 32.5% was obtained. Moreover, the addition of up to three pseudo-monolayers coverage of PNBX did not result in any increase in flotation recovery. A small recovery improvement was noted when synthetic plant water with the ionic strength of 0.0484 mol/L was used, but this did not hold for all collectors, with SNBDTP exhibiting higher recoveries in distilled water. Because of its superior properties, stainless steel has been widely used for many applications. Nonmetallic inclusions can influence the quality of stainless steel products. A set of samples was used to track the response of inclusion composition during processing of a heat of titanium-bearing 18% chromium steel, from deoxidation after decarburization, to the solidified slab. The oxide inclusions responded as expected to additions of deoxidizers and calcium treatment, changing from silica to alumina and spinels, and then to calcium aluminates. The samples confirmed that titanium nitride can nucleate on liquid calcium aluminate during steel solidification.

This paper is focused on the development of iridium(IV)-specific quaternary diammonium cations containing electron-donating substituents in the benzyl group of methyl and electron-withdrawing substituents such as triflouromethyl and nitro groups. Quaternary diammonium cations used were tetra- 4-methylbenzyl-1,10-diammonium decane chloride (QuatDMDAMeBnz), tetrabenzyl-1,10- diammoniumdecane chloride (QuatDMDABnz), tetra-3-trifluoromethylbenzyl-1,10- diammoniumdecane chloride (QuatDMDACF3Bnz) and tetra-4-nitrobenzyl-1,10-diammoniumdecane chloride (QuatDMDANO2Bnz). Polyvinylbenzylchloride (PVBC) nanofibres were used as support material, and the functionalised nanofibres were used for separation of Ir(IV) from Rh(III). The sorbent materials were characterised by FTIR and elemental analysis. The efficiency of the quaternary diammonium cations was investigated in a column study under dynamic flow adsorption conditions. Column sorption of [IrCl6]2- and [RhCl5(H2O)]2- on nanofibres functionalised with diammonium cations showed [RhCl5(H2O)]2- was not adsorbed by the sorbent materials while [IrCl6]2- was loaded onto the column. The loading capacities of [IrCl6]2- on the quaternary diammonium sorbent materials increased in the order of F-QuatDMDAMeBnz (3.08 mg/g) < F-QuatDMDABnz (3.39 mg/g) < FQuatDMDACF3Bnz (5.46 mg/g) < F-QuatDMDANO2Bnz (7.10 mg/g). The loading capacity for Ir(IV) with quaternary diammonium cationic nanofibres increased with an increase in the electron-withdrawing nature of the substituent on the quaternising group. The charge delocalising ability of the 4-nitrobenzyl group resulted in the best interaction of the decamethylene diammonium cation with [IrCl6]2-. As the price of gold increased, so did the viability of mining previously abandoned unpay areas of Stilfontein Mine. After an assessment to confirm the profitability of mining these areas, it was necessary to re-establish access-ways such as haulages, cross-cuts, and travelling ways. Openingup is a labour-intensive, relatively slow operation, and attempts were made to mechanizeand speed it up. Some of the techniques applied and the results achieved, whether successful or not, are discussed.

1. INTRODUCTION We have a moral responsibility towards the world to reduce the harmful deposits we emit into the environment arising from beneficiation technologies. Industry has not willingly spent money to limit these emissions because it affected their profit margin with the end result of emitting harmful elements into the environment. Governments have thus rightly stepped in and enforced systematic reduction of these emissions through legislation. In the past beneficiation of sulphur bearing ores was typically done through hydro-metallurgical concentration, smelting, followed by Sulphur removal by converting processes like the Pierce Smith converter. The latter two processes emitted substantial quantities of Sulphur into the atmosphere. Spiralling costs and legislation have resulted in the quest to develop more efficient and environmentally friendly processes to achieve the same end results. New hydro-metallurgical processes like the ActiVox process has completely eliminated the pyro-metallurgical processes. Kansanshi are also operating a similar process. It however elicits other ground water and spillage pollution hazards and problems of it?s own. Various improvements has also been made to the pyro-metallurgical stages, examples being combined smelting and converting with the Noranda reactor, the Codelco CMT furnace, one step flash smelting/converting or the Mitsubishi continuous smelting, converting and slag cleaning process. The new converting processes are also normally enhanced using oxygen leading to higher SO2 gas strength with only a marginal increase in off-gas volume. These processes have led to better efficiencies and a more controlled environment that reduces pollution, but does not eliminate it completely. The fact that there are still more than 70 existing Pierce Smith converter plants throughout the world that needs to be replaced or upgraded at tremendous capital cost, means that we will have the environmental problems for some time to come. The need thus exists to cost effectively get these existing plants into a state where they meet the new environmental regulations, community and safety requirements. This paper will concentrate on just one aspect of this quest, i.e. reduction/removal of off-gasses emanating from the converting of non ferrous sulphur mattes to achieve higher or specialised grades of refined metals.

This paper is based on the Townlands Ore Replacement Project whereby the concept of conventional sinking of one large diameter shaft was declined and replaced with three smaller raise bored shafts. A wire line geophysical survey was done and the results indicated that a single shaft larger then 4 m diameter unsupported would not be suitable. The shafts were placed 28 meters apart measured from centre to centre. To ensure that the skin to skin pillars between the shafts remained regular and to minimise any deflection, the pilot holes were drilled with the Rotary Vertical Drilling System. The different shaft sinking methodologies are discussed explaining the risk associated with each method.

Recovery of precious metals from hydrochloric solution using sulfur-impregnated carbonaceous adsorbent was examined. Sulfur-impregnated adsorbent with adsorption abilities of precious metals can be prepared from activated carbon using pyrolysis at 600 oC under 10 % H2S gas flow, and the adsorbed Au and Pd were precipitated as metal phase on the surface of the adsorbent. The adsorbents after precious metals adsorption were burned at 700 oC to obtain the residue mainly containing precious metals. The adsorbent was found to be highly efficient and selective for the uptake of precious metals, especially Au, in the presence of excess base metal ions from simulated spent automotive catalyst eluted solution using a column pack test. The assessment of the stability performance of open pit highwalls has traditionally been based on consideration of surface movement rates. Although generally accepted in industry, this approach presents challenges for establishing appropriate threshold values to allow for safe mining operations and does not address the issue of total strain. Surface movement monitoring data from a limited number of open pit mining operations in North and South America has been evaluated in terms of highwall strain, rock mass quality and inferred mechanism of instability. Threshold strain levels for key stages of highwall stability proposed from previous work has been reviewed and are endorsed based on evaluation of additional data. An empirical highwall strain criteria for the assessment of highwall stability performance is postulated based on relatively consistent trends in highwall strain data. L’évaluation du niveau de stabilité des hauts murs de carrières a traditionnellement été basée sur les taux de mouvements de surfaces. Bien que cette approche soit généralement acceptée à travers l’industrie, elle présente des défis pour la définition de seuils appropriés concernant la sécurité des opérations minières et n’adresse pas la notion de déformations totales. Des données de mouvements de surface provenant d’un nombre limité d’opérations minières à ciel ouvert d’Amérique du Nord et du Sud ont été évaluées en terme de déformation des hauts murs, de qualité de la masse rocheuse et des mécanismes inférés d’instabilité. Des seuils de déformation pour différentes phases clefs de stabilité de hauts murs ont été revus et sont endossés, basé sur l&apos;évaluation de donnés additionnelles. Un critère de déformation empirique pour l’évaluation de la stabilité des hauts murs est postulé, basé sur des tendances relativement consistantes de données de déformations de hauts murs. Die Beurteilung der Stabilität von hohen Felsböschungen basiert traditionellerweise von Oberflächenbewegungen. Obwohl dieses Verfahren im Allgemeinen akzeptiert wird, stellt es jedoch gewisse Probleme für die Festlegung von Grenzwerten für die Sicherheit dar. Die totalen Dehnungen werden bei dieser Betrachtungsweise vernachlässigt. Eine beschränkte Anzahl von Oberflächenbewegungs Daten von Bergbauwerke in Nord- und Südamerika sind in Bezug auf die Dehnungen von hohen Felsböschungen, Felsqualität und davon abgeleiteten Bruchmechanismen untersucht worden. Grenzwerte für die Belastung von hohen Felsböschungen während den massgebenden Bauetappen aus bisherigen Projekten sind begutachtet und durch zusätzliche Untersuchungen bestätigt worden. Gestützt auf relativ konsitenten Trends, ist hier ein empirisches Verfahren der Dehnungen in hohen Felsböschungen zur Beurteilung der Stabilität vorgestellt.

Nuclear waste should be disposed with the best warranty for the national health and welfare. Among the several repository systems, the deep underground disposal is considered to be a most suitable system in Korean peninsula. However it demands basically the comprehensive stability analysis such as the behaviour of discontinuities in rock mass, the behaviour of ground water, and the reaction of rock stress according to the heat from the nuclear waste. For these purposes, the underground nuclear waste disposal repository was simulated in two- and three- dimensions. It shows that emphasis will be given to the thermal conductivity of discontinuities and the thermal convection of ground water as well as the thermal stress generated by the nuclear waste for design and construction of repository system, and they should be obtained from the field measurements. Déchets nucléaires devront tre déposés avec la meilleure garantie pour la santé et le bien public. Parmi les plusieurs systèmes de dépôt, la disposition en souterrin profond est considérée au système le plus approprié en Corée. Pourtant ce système demande essentiellement l’analyse éten-due de stabilité comme le comportement des discontinues en masse rocheuse, le comportement de l’eau souterrin et la réaction des contraintes de roche selon la chaleur depuis les déchets nucléaires. Pour ce but, le dépôt des déchets nucléaires en sous-sol a étè simulé en deux et trois dimensions. Il montre que l’accent sera donné à la conductivité thermale des discontinues et la convection thermale de l’eau souterrin aussi bien que la contrainte thermale générée par les déchets nucléaires pour le plan et la construction du systèmes de dépôt, et ils devront tre obtenus depuis les mesures sur place. Die Kernwüste muß mit der besten Gewähr für die nationale Gesundheit und die Wohlfahrt angeordnenet werden. Unter einigem Fundgrubesystem, das tief unterirdisch Wegwerfen werde in Betracht das passendest System in der koreanisch Halbinsel gezogen. Jedoch, es verlangt grundzätzlich die umfassend Stabilitätsberechnung so wie das Behnehmen mangelnder Konti-nuität in der Felsmasse, das Behnehmen des Grundwasser, und die Reaktion der Felsenbelastung nach der Hitze von der Kernwüste. Für diesen Zwecke, die unterirdische Wegferfenfundgrube der Kernwüste wurde in der zwei und drei Dimensionen gesimuliert. Es beweist daß die Betonung wird zur thermisch Leitfähigkeit mangelnder Kontinuität und thermisch Konvektion des Grund-wasser sowie die thermisch Belastung ergezeugt durch die Kernwüste für den Entwurf und die Konstruktion des Fundgrubesystem gegeben werden, und sie müssen von den Feldmaße ergelangt werden .
