Minerals and Manpower - PRESIDENTIAL ADDRESS given by R. P. Plewman, Pr. Eng., B.Sc. (Eng) (Wits), M.A. (Oxon.) INTRODUCTION What I want to discuss is the future pattern of manpower in the mining industry, and I should like to begin by examining some relevant statistics. There are four areas that must be examined. Firstly, the future rate of production of different minerals must be estimated. Secondly, an assessment must be made of the balance of different mining technologies likely to be used for each mineral. Thirdly, the manpower requirements for each technology must be determined. The scope and salient features of a general risk-analysis model for the main types of new mining ventures are covered in brief outline. The following special features and their effects on the investment criteria are discussed: - various criteria for viability, - the maximum shortfall of funds, - correlations between the grades of up to five ore constituents and between the corresponding product prices. differential inflation and escalation rates for costs and prices, - the estimation, if relevant, of a pay limit based either on the major product only, or on the two major products jointly, - the likely recovery grades of all the products to be obtained when the ore-body is mined to any such pay limit. - an option to take account of the effect on the pay limit of any negative taxation on marginal ore, - investment analyses in current and real terms for individual groups of investors subscribing for equity and any loan capital on differential terms.

Professor Miklos Salamon, Research Adviser to the Chamber of Mines of South Africa, has won the Rock Mechanics Award for 1983 of the American Institute of Mining, Metallurgical and Petroleum Engineers 'for applications of analysis to many varied practical mine design problems’. A comminution model and a quick laboratory milling test procedure are presented. These allow the determination of milling parameters for the - optimization of ball size and pulp density in operating mills estimation of the performance of new feed stocks in an existing mill - estimation of the expected milling performance for a new project. Information on the estimation of the size of mills to deliver specified amounts of comminution energy, and amount of expected ball, rod, and liner wear to allow cost estimates for new projects, is also included.

This paper outlines the tax provisions that became defective in January 1992, which allow a working mine to make tax-deductible contributions to a dedicated environmental body that is itself not subject to tax. Such a body will then provide a source of funding for the mine's future environmental expenditures. It is concluded that the establishment of such environmental bodies is a financially sound, tax-effective route, allowing mines, prospectors, and quarry operators to provide for future environmental rehabilitation.

Experience with Mars pumping of underground water by N. E. K. SCHUTTLER (Visitor) As the result of a planned increase in production, Vaal Reefs Exploration & Mining Company Limited increased the hoisting capacity of their existing equipment to its fullest extent and installed Mars pumps and a washing plant. The layout of the installation is described, and details are given of the modifications made to overcome its weaknesses. Plans to change the present four-stage system to a seven-stage system are outlined.

An analytical solution to the best choice of cutoff grade for a mine is deduced for an assumed model of selective mining. It is found that this choice is determined by the constancy of a special function, the Hamiltonian, over the life of the mine. It is suggested that the appropriate constant value for this function should be determined by the expected long-term average of the paylimit. In that case, the optimum profile can be calculated at each point in time according to the prevailing working cost and product price. In particular, a decision can be made between operation at the true paylimit or at the subsidized paylimit implied by either the lease and tax formulas or the assistance formula for gold mines. It is also shown how the basic formulation can be extended for 'use in the determination of the optimum joint paylimit for two products over the life of the mine.

Frank Michael Gowar Egerton was educated at Jeppe High School for Boys and the University of the Witwatersrand, both in Johannesburg. He holds a B.Sc. degree in mining engineering, and has attended numerous courses on management, finance, and industrial relations. In the Executive Development Programme run by the University's Business School in 1981, he was voted the student who had made the greatest contribution to the programme.

A new graphical method termed the ?Design Curve Diagram? (DCD) has been developed to analyse non-Newtonian pipe flow data by relating the plastic Karman number to the plastic Reynolds number. Since the plastic Karman number is directly proportional to the pressure loss gradient and the plastic Reynolds number is directly proportional to the velocity, the DCD is essentially a non-dimensional pipe flow curve. This makes the DCD conceptually easier than the commonly used Hedström-Moody diagram. While, the DCD was developed for the analysis of yield plastic fluids (e.g., Bingham plastics), it is equally applicable to Newtonian fluids.

Contribution by W. Assibey-Bonsu I congratulate Mr N.O. Lotter on his paper. There are two main aspects of the paper on which I would like to comment. One aspect is his review of P. Gy's sampling theory under the heading 'Sampling the mill feed' (p. 153). The other aspect relates to his reference to one of our papers1 that was published in the Journal (p. 152). My comments on the former will be given elsewhere'. Authors' reply: Dr Assibey-Bonsu's contribution to the subject is appreciated.

This paper presents an overview of the research that has been carried out to improve the understanding of the fracture processes occurring in rock under high levels of stress. The onset and growth of fractures are studied by means of laboratory model testing, and the results obtained are used in the calibration and validation of the numerical model DIGS, which is based on displacement discontinuity. The results obtained so far have shown that, while there are overall similarities between the experimental results and the numerical simulations, improvements to the experimental procedures and the DIGS are required for a detailed mechanistic understanding of shear-band orientations and extension fractures.

Fracturing of the rock caused considerable difficulties during the boring of a deep-level tunnel in hard rock. A pilot bore was suggested as a possible means of reducing the effect of the fracturing, and this possibility was investigated theoretically by means of a three-dimensional elastic stress analysis. Failure criteria were applied to the results of this analysis, and it was found that fractures predicted by the use of a simple criterion of limiting tensile macrostrain criterion agreed remarkably well with in situ observation. It was concluded that fracture could not be avoided and that a pilot bore was likely to aggravate tunnelling conditions.

Mechanical and fatigue tests were used to determine whether the coating was suitable for turbine-disc applications.
