"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. Bateman Minerals & Metals supplies the APIC Technologies which include the under-bed air-pulsed APIC jig and related technologies such as the JigScan controller and advanced mathematical models of the jig process. Bateman have developed a methodology for predicting process performance for jigs from simplified testing and modelling, based on batch equipment matched to industrial designs. Batch tests conducted on laboratory scale air-pulsed jigs can process small batches of material, such as those obtained from drill core samples. The novelty comes from using an advanced jig process model, ASTRAD, to link the results of batch and continuous jigs. The batch jig presented as a novelty in this paper has been designed to be hydraulically equivalent to the full-scale APIC Jig, allowing the generation of equivalent pulse shapes and using JigScan controller. Lump and fine ferrous ore material have been separated in this unit and any feed >1mm can be tested and extracted. The global test procedure and further modelling focus on the stratification of material, with emphasis on key aspects such as pulse shape, feed characteristics and residence time. The splitting of rejects from concentrates is itself more difficult to reproduce in batch jigging, however the ASTRAD model includes a separation imperfection module, and the APIC Technologies have extraction systems adapted to each type of material. Air pulsed batch jigs are available in several locations and are relocatable. They have been used to treat samples from Australia, South Africa and India as part of studies into ore processing using jigs. Each test layer is available for various physical testing procedures (density and chemical analyses). Test-work is performed on a case by case basis, and analysed using an advanced model ?now available over the internet. Some fundamentals of air-pulsed jigging are recapped along with some of the features of APIC jigs. The process of designing a ?hydraulically equivalent? batch jig test is then described. Some results from jigging tests are presented plus the results of the ASTRAD advanced jig model, which was first developed at the JKMRC with ferrous ores and coal and is now being supported and further developed and utilised by Bateman.

In recent years, the mineral applications dealing with more complex data in distributed environment have grown rapidly. Many mineral and mining organizations have to organize internally and globally distributed manufacturing and experiment sites, which share the roles of databases and other multi-services like software programs. Thus, there are commercial and technical pressures pushing the mineral software vendors to move their current service toward Web service. XML has gained wide acceptance for representing, storing and transferring structured data and documents of many kinds, especially in scientific communities. However, so far there is no such a Markup Language in mineral industry. A XML-based uniform encoding, which is called MineML(Mineral Markup Language), is proposed and developed in this project. The framework of the MineML specification is created. MineML will play the role as shared protocols within mineral domain for archiving, transferring the multi-nature data between the software packages on the desktop over the Internet and sharing the services between users at different sites. Inspired by MLA’s (Mineral Liberation Analyser, JKMRC, University of Queensland, Australia) Mineralogical Data Presentation Program, a proof-of-concept prototype of Web Service is developed here to validate and demonstrate the MineML specification. Certain strategies, specific technologies and tools are adopted to create such an environment. To accomplish that, a set of experimental MineML documents including correlated XML, XSD (schemas) and XSL(stylesheets) documents have been elaborated for archiving, presenting and transferring the mineralogical data information, with the persistence on flexibility and extensibility for generic mineral and mining data handling.

Outsourcing of specialist and non-continuous services is common practice in international mining operations. There is an increasing trend towards this practice in South Africa as a result of the major organisational changes that have taken place in the industry, and as lower revenues and production cost pressures have reduced profit margins. Many specialist functions have been outsourced in the industry for a long time, an example being shaft sinking, which is undertaken by specialist shaft sinking contractors. In the professional services area, some activities have been outsourced, for example the design and construction supervision of tailings dams, but mining related activities such as geology, mine planning and scheduling, engineering, ventilation, and rock engineering, have traditionally been carried out by in-house staff. In this paper some of the industry problems which have led to an increase in outsourcing of professional services are considered. Then the pros and cons of outsourcing are dealt with before outlining the factors which should be taken into account in choosing an outsourcing partner.

Singular Spectrum Analysis (SSA) is an effective data-adaptive multimodal tool for monitoring chemical processes. However, monitoring multiscale signals using principal component analysis obtained from the multilevel decomposition of process signals using basic SSA assume the upper control limits of monitoring charts (" ) to have a Gaussian distribution. This assumption deteriorates the performance of basic SSA when applied to the monitoring of nonlinear processes. To address the issue in this paper, the kernel density estimation (KDE) was used to estimate upper control limits of monitoring charts for basic SSA based nonlinear process monitoring techniques. The monitoring performance of the resulting basic SSA-KDE approach was then compared with a basic SSA approach of which upper control limits of the monitoring charts were determined based on a Gaussian distribution. Application on nonlinear dynamic simulated process and base metal flotation plant chemical processes showed that the SSA-KDE approach provided better overall performance than the SSA approach with Gaussian assumption-based upper control limits for its monitoring charts. High pressure grinding roll (HPGR) technology is used in an increasingly diverse range of applications, predominantly iron ore, gold and diamonds. KHD Humboldt Wedag HPGRs are applied world-wide, and consistently prove to be well designed and reliable operating units, with their performance meeting the pre-set standards. This publication summarizes some of the features and experiences for recent applications in treatment of copper ore, coarse iron ore, and gold ore. Summary data of roll surface wear life and operating data are given, together with operational observations. In addition, effects of feed segregation and truncated feed are discussed, as well as the implications of a product recycle flow sheet.

"SynopsisGlow discharge optical emission spectroscopy (GD-OES) is an analytical technique used in the analysis of solid, conducting materials. Though primarily of interest as a depth profiling technique on samples with varying layers of both conducting and non-conducting materials, it is also capable of rapid bulk analysis of homogenous, solid samples. GD-OES combines the advantages of ICP-OES (wide detection range, speed, and lack of interferences) with the solid sampling of XRF techniques. This allows the analyst to not only quantify the elemental composition of a sample, but to evaluate it in terms of homogeneity with depth, a field in which auger electron spectroscopy (AES) and secondary ion mass spectrometry (SIMS) have traditionally been the primary techniques. Although GD-OES does not replace these useful techniques, it does offer various advantages over them, making it an excellent complementary analytical tool.In GD-OES analysis, a low-pressure glow discharge plasma is generated with the sample material acting as a cathode, accelerating the cations in the plasma towards the sample surface. This bombardment causes the sample material to ‘sputter’, essentially knocking free atoms or molecules of analyte material, which are then drawn into the plasma where they are excited. The light emitted by this excitation is then diffracted to separate the wavelengths emitted by the specific elements and detected by a spectrophotometer. The intensity of the signal is directly proportional to the quantity of analyte element present in the sample, allowing simple calibration and quantitative determination of the elements. Technological improvements made in the past twenty years or so have significantly increased the usefulness of GD-OES for surface analysis. Faster plasma stabilization and start-up allow for the quantification of surface layers as thin as 1 nm. Sputter rates have been accurately measured for many common materials, allowing them to be built into software libraries in the instrument’s control software. This dramatically expands the usefulness of this software and the ease of performing analyses.GD-OES analysis of nuclear materials allows for the rapid determination of the elemental composition without the requirement of initial dissolution. The thickness of any corrosion layers on nuclear materials can also be determined."

As a result of strategic analysis in respect of the needs for air quality management a new advanced and holistic approach to air quality management process was introduced in the North West Province (NWP) of South Africa. The process is based on the principle of co-operative management. It involves both active participation of all Interested and Affected Parties (I&AP) and the holistic approach to solving problems with the underlying principles of shared ownership and sustainable development. The process consists of the followings phases: ? Industrial process quantification ? Quantification of impacts ? Formulation of the required control measures ? Definitions of certificate conditions ? Implementation of an adequate compliance management system at company level ? Ongoing co-operative air quality and system management with the strategic objective of continuous improvements The system has been successfully introduced in the North Province and proved to be an effective management tool and aids assurance of sustained environmental ability to cope with the pressure of industrial developments. The benefits and effectiveness are discussed using Hernic Ferrochrome as an example. Hernic Ferrochrome is one of the first companies, which successfully implemented this system.

The paper gives the reasons for the development of a gold alloy of 990 fineness with good colour, durability, and mechanical properties, and explains why titanium was chosen as the alloying metal. Methods are described for the alloy?s production, solutionizing, and age-hardening. Mechanical properties are given as a function of deformation, age-hardening time, and temperature for three different starting states, and these properties are compared with those of some standard 14 and 18 ct jewelery alloys and pure gold. The effects of various salts and fluxes on the composition of the alloy after heat treatment at 1150, 800, and 500°C are discussed. These indicate how alloy scrap can be refined to pure gold, and how solutionizing and agehardening can be conducted without the use of vacuum equipment. The results of wear tests indicate that the alloy is more durable than normal coinage and jewelery alloys. Tips are given on the grain refining, soldering, and casting of the alloy.

Among different pre-treatment methods, a high voltage electric pulse was recently developed and is gaining popularity due to multi-benefits such as pre-weakening along the grain boundaries, as well as size reduction to improve the liberation characteristics. In this paper, the pre-treatment using high voltage electric pulse of lithium-bearing granite ore was studied to understand the morphology through texture, as well as the friability of the particles. To understand the phenomena, SELFRAG, a laboratory facility used for generating high voltage electric pulse and key operating variables were varied. The role of applied voltage (94.5-195.5 kV), number pulse (3-87), and the frequency of pulse (1.3-4.7 Hz) was varied to understand the liberation characteristics as well as energy consumption. Characterisation tools such as optical, and electron microscopy were used to describe the pre-weakening phenomena through textural features. Further, the energy required to break the particle to finer sizes as well as friability were determined and described. Now a new generation of computerized drill rigs has been launched and they are based on modern standard PC-computer technology. The rigs have been well embraced by the market and more than 100 units have left the assembly line. The new generation has taken a quantum leap forward with respect to drilling accuracy, logging capabilities, reduction of manpower in some types and serviceability compared to the previous generation of drill rigs. The Can bus technology, well proven in the automobile products, is the backbone in the new generation control system of Atlas Copco. The short-term development is now focused on establishing this new automation platform on other product lines of Atlas Copco products. The long-term objectives is to offer the mining industry Atlas Copco products with one common automation platform. Essential for Atlas Copcois to contribute to the work with the on-going Data Exchange standard between mining machines and mining computer systems (IREDES). Our belief is that an accepted standard will make mine automation programs affordable for a wider base of the mining industry, because of the possibilities to a cost effective integration of different equipment with a minimum of system integration problems and machine specific interfaces.

Automated mineralogical analysis of platinum group minerals (PGM), using the mineral liberation analyser, provides information used to understand flotation efficiency, primarily from a PGM liberation and association standpoint. To date, however, there is no consistent understanding regarding PGM speciation and its impact on floatability. Previous studies of PGM from UG2 ores concluded that a larger dataset is needed from which the various parameters can be modelled. Parameters on telluride, arsenide, sulfurarsenide and alloy species need to be integrated to fully understand the impact of PGM speciation on flotation, and for this, ores other than PGE-sulfide-rich UG2 must be assessed. Flotation rougher rate tests were performed on feed samples from two Platreef ores to determine the flotation response of individual liberated PGM species. This was achieved through automated mineralogical analysis of feed, rougher concentrates and tails. Based on 1529 liberated PGM grains assessed over the circuit for two Platreef ores, preliminary results show that PGM speciation, species grain size and competition from gangue appear to influence floatability in an ‘optimised’ laboratory environment. The Kriel Colliery is an Anglo Coal mine which is contracted with Eskom to produce No. 4 seam for Kriel power station. The mine previously found it uneconomical to mine No. 5 seam due to the low qualities and tonnages of the seam, both at the opencast and underground sections. An area has been encountered for the first time at Kriel Colliery opencast pit 5, where the tonnage and qualities of No. 5 seam warrant further investigation. The primary reason for the investi¬gation of No. 5 seam by Kriel Colliery is because of the advantage of the high selling price (R450/t) that the market is currently prepared to pay for the No. 5 seam. The aim of this project is to mine No. 5 seam economically without interrupting No. 4 seam mining operations. The problem is that the equipments that are currently being used at the mine belong to Eskom and are dedicated to mining No. 4 seam only, not No. 5 seam. Through geology investigation, it is found that the whole No. 5 seam (No. 5 seam upper and lower) has an average thickness of 1.8 m. It also contains a parting of carbonaceous shale which divides the seam into two parts. No. 5 seam upper contains less tonnage compared to No. 5 seam lower. The calorific value and ash content of No. 5 seam lower is far better than No. 5 seam upper, but would still require washing the coal. This makes No. 5 seam lower the preferred seam to mine because it meets the requirements of the customer which is Highveld Steel. It is a coincidence that the area containing No. 5 seam under investigation encounters high overburden problems. The problem of drilling to No. 4 seam was going to be encountered because the thickness of the overburden ranges from 35 to 39 m. The Gardner Denver at the mine can drill blastholes only to a depth of 34.5 m, meaning the full overburden will not be drilled at once. This means the mining of No. 5 seam will do favours for Eskom because the overburden thickness will be minimized. This then led to an agreement between Anglo Coal and Eskom to mine No. 5 seam because both companies benefit from the project. In order to identify a suitable mining method for No. 5 seam lower, literature studies took place. It is found that San Juan mine from the USA has similar geological features to Kriel Colliery's No. 5 seam. Through comparisons, it is found that truck and shovel mining would suit the geology of Kriel Colliery's No. 5 seam since San Juan mine is using it. The sequence of mining No. 5 seam lower allows for a clearance of two cuts between the truck and shovel operation and the dragline. The mining sequence of No. 5 and 4 seam will be in the order of top soil removal; soft overburden pre-stripping; pre-strip drilling; pre-strip hard overburden; No. 5 seam lower coaling; interburden drilling and blasting; interburden stripping and No. 4 seam coaling. Financial evaluation of the project shows that a contractor will charge Kriel Colliery (Anglo Coal) approximately R 102.2 million to mine No. 5 seam successfully. The sales of No. 5 seam lower will provide a profit of R99.4 million at a yield of 70% from the washing plant. The project is beneficial to both Eskom and Anglo Coal because Eskom will have eliminated the problem of pre-stripping and Anglo Coal will generate additional profit. Through investigation and analyses of the project, it is proven to be viable and should take place. This is after looking at the advantages that the project has for Anglo Coal and Eskom. Mining companies are increasingly looking to the developing world for the next generation of mining projects, often in countries that have little or no previous history of large-scale mining. One of the major challenges for such projects is hiring?and retaining?personnel that have technical skills and experience in mining-related disciplines. Staffing a mine with an expatriate workforce is neither cost-effective nor sustainable, and many countries now insist that mining companies ?transform? the profile of their workforce to more closely mirror the demographic profile of the host population. The need to nurture mining-related skills in emerging mining nations is not solely limited to the workforce: there are also pressing economic and sustainability imperatives to develop capacity within local service providers such as consultants and contractors, as well as to facilitate informed engagement between mining companies, government and civil society. However, few educational institutions in emerging mining nations currently have the ability to offer practical training in mining-related disciplines. Local employees who are sponsored by companies to develop their skills through international study maybe impeded by language and cultural barriers, and may also be taught using course content that is of limited relevance to the specific challenges of their future working environment. This paper addresses the challenge of skills development and retention in emerging mining nations and uses examples from sub-Saharan Africa and the Asia Pacific region to explore practical means of developing capacity in mining-related disciplines. It examines the need for companies to implement strategies to develop local technical capacity in countries where they envisage a long-term operational future and also highlights the need to foster partnerships between academia, developmental institutions, mining companies, governments and civil society to establish the critical mass of mining-related skills required to nurture the development of a sustainable mining industry.

SYNOPSIS A description is given of a new computer programme that has been developed for the rapid computation of the changes in temperature and humidity of air passing through mine airways. The programme enables the ventilation engineer to calculate air temperature increases along airways with an ease that is comparable with that of looking up a set of graphs or tables in an engineering hand-book. The pertinent information for a particular airway can be fed to the computer either on a standard punched card, or by typing directly into the computer at a remote terminal teletype unit.

South African underground hard rock mines are typically managed using measurements made daily, weekly or even monthly of key parameters such as face advance, readiness to blast, blast success, temperature or dust levels. Health, safety and productivity can all be greatly improved if a real-time measurement system can inform decision making. To enable this vision of widespread sensing, communication and decision support, CSIR has developed an open standard architecture for communication of sensor data, and a reference implementation using that standard. The standard, called AziSA, meaning ?to inform? in isiZulu, will allow any device that complies with it to join any network that supports it. The standard is designed for South African gold and platinum mines. To be practical in a typical Bushveld platinum mine, a real-time sensor system needs to be robust, reliable and cheap: ?Sensors are equipped with power sources that will last as long as the sensor is required. In effect, sensors need to be disposable: cheap enough not to warrant repair if they break. ?Communication in the stope is wireless, to avoid there liability problems associated with wire connections. For example, wires to sensors in the face area are unlikely to survive blasting. ?To get information out of the stope, the power line to the scraper winch is used as a communications link. Unlike a separate communications link, the power line will be repaired if damaged, because of its importance to production. ?Outside the stope, communications are transferred onto the mine communication infrastructure. To succeed as a management system, the next key element is the use of software decision support tools that will analyse masses of real-time data to extract key parameters and trends for decision makers. A range of sensors has been developed, including commercial sensors that have had wireless adapters added to make them AziSA compliant, and bespoke sensors that provide low cost sensing of typical mining parameters. An important parameter in any sensor network is the location of the sensor. This has to be easy and cheap to establish, so a tool has been developed to locate sensors in the confines of a stope, using ultrasonic and radio techniques. Once sensors are installed and located, they associate their location to all data that they produce. All the data from the system are captured at surface in a flexible database that can be queried by any application that requires data of any kind. It is simple to program alerts, and for actions to be associated with alerts. The use of wireless in stope also allows for communication from surface to the stope, or from stope to stope. The first implementation of an AziSA compliant system is being installed as part of the Mine Health and Safety Council funded rockfall elimination project. The design is discussed, and a future application for a platinum mine is considered.

Selection of the most suitable roadheaders (boom type tunnelling machines) for the galleries/tunnels to be excavated in certain rock and under known project conditions is important for avoiding problems during application. This research utilized a multiple attribute decision-making method and studied how this will be applied for the selection of boom-type excavation machines. The Cayirhan Coal Basin was used for selecting roadheaders using the analytical hierarchy process, which is one of the multiple attribute decision-making methods. To conclude, this study reveals that decision-making methods can be used in the process of selecting roadheaders for the excavation of galleries. Zambia’s mining industry has undergone various phases of mineral royalty changes since privatisation. Unlike many analyses that relied on subjective probability, this study employs the cut-off grade and mineral royalty model relationship to investigate how changes in mineral royalties impacted the net present value and cut-off grades of Zambian copper mines between 2008 and 2022. The results showed that net present value decreased by 10.39%, 6.13%, 9.69%, and 6.13% for Barrick Lumwana, Kansanshi, Nkana–Mopani Copper Mines, and Mufulira–Mopani Copper Mines, respectively, while First Quantum Minerals Trident’s net present value increased by 3.40%. Reductions in NPV correspond to higher government revenue, whereas the increase for FQM Trident reduced government revenue. For cut-off grades, returns increased by 0.42%, 1.20%, and 0.42% for Barrick Lumwana, First Quantum Minerals’ Trident, and Kansanshi, respectively, showing how portions of the Zambian copper orebodies accrued to investors, with a corresponding reduction in government revenue. Conversely, reductions of 0.24% and 0.38% for Nkana–Mopani Copper Mines and Mufulira–Mopani Copper Mines indicate that a share of the ore reserves accrued to the government, reducing investor returns. These findings demonstrate that mineral royalty adjustments redistribute economic value between investors and the government, affecting both profit margins and operational decisions. Despite these distributional effects, all projects remained economically viable. The findings underscore the need for an optimal mineral royalty framework that equitably balances the economic value of mineral resources between investors and the state

For many years line-of-sight (LOS) issues for underground mobile equipment is a growing focus of research. This research is a result of the numerous fatalities and injuries which occur in the mining industry and which are related to poor operator LOS. Three assessment methods are currently used to assess operator LOS of underground mobile equipment. The light filament (LF) method is a hands-on assessment method that is performed in the field. This method is not evaluated in this paper. The laser scan (LS) method of assessing equipment is a quick and reliable method that comes from the need to evaluate vehicles already located in the field. The computer simulation (CS) method can assess LOS issues using a computer aided drawing (CAD) model, which is useful for assessing current or prototype models. The purpose of the current research is to compare and validate different operator LOS assessment methods. Comparison of the results of the LS and CS visibility plots yielded similar quantifiable results. A visual comparison of the results further illustrate that the LS and CS methods are acceptable assessment tools for mobile equipment operator LOS evaluation. The visibility assessment methods are now being prepared as guidelines for the mining industry to assess current and potential designs.
