"SynopsisThe tetraethylammonium salt of the mono-anionic coordination compound mer-oxidotrichlorido(thenoyltrifluoroacetylacetonato- K2O,O’)niobate(V) (NEt4)[NbOCl3](ttfa)], has been prepared under aerobic conditions and characterized by single-crystal X-ray diffraction. (NEt4)[NbOCl3](ttfa)] crystallized in the monoclinic P21/c space group, with a = 11.483 (5), b = 12.563 (5), c = 17.110(5) Å, and ß = 100.838 (5)o. The complex structure exists in a 50.0% (NbA) : 50.0% (NbB) positional disorder ratio.IntroductionComplexes containing organometallic type ß- diketone ligands with O,O and O,N donor atoms are used widely in coordination chemistry and have applications in catalysis, radiopharmaceuticals, etc. (Schutte et al., 2011; Roodt, Visser and Brink, 2011; Brink et al., 2010; Otto et al., 1998). These ligand systems are very useful because of their highly coordinative nature, high solubility, and also due to their ability to be functionalized with various substituents on the carbonyl carbon atoms (Schutte et al., 2011).Only a small number of ß-diketonate ligands have successfully been coordinated to a Nb(V) metal centre, with only a select few being characterized by X-ray crystallography (Viljoen, 2009; Bullen, Mason and Pauling, 1965; Preuss, Lamding and Mueller-Becker, 1994; Funk, 1934; Davies, Leedlam and Jones, 1999; Allen, 2002. The synthesis and crystal structure determination at room temperature of mer-oxidotrichlorido (thenoyltrifluoroacetylacetonato- k2O,O’)niobate(V) {(NEt4)[NbOCl3(ttfa)]} was first reported by Daran et al. in 1979. Accordingly, for this current investigation, (NEt4)[NbOCl3(ttfa)] was re-evaluated at 100 K to determine if the structural features might change with temperature."

Copper oxide ores deposits in the Katanga province of the Democratic Republic of Congo (DRC) contain at variable level cobalt oxide minerals. In contrast to copper oxide minerals which readily dissolve in the sulphuric acid solution, the cobalt oxide bearings are difficult to dissolve, especially if cobalt is present in the third oxidation state (Co2O3). This species become soluble after reduction of Co+3in Co+2. In practice, the use of reducing agent is therefore necessary in order to transform the insoluble minerals into soluble cobalt sulphate species. The following reducing agents are currently used at the Shituru plant: ferrous ions, which are present in leach solutions, pulverised copper or sodium meta bisulphite (MBS). Due to the high consumption of reducing agents (0,8 t MBS/t of solubilized Co; 1,2 t Cu/t-Co), cobalt production is expensive. The use of sulphur dioxide as reducing agent was then investigated in order to reduce operating cost. This reagent also presents the advantage of sulphuric acid production during the leaching process. It has been added in the leaching vessel (tank). From the laboratory and industrial tests, selective leaching of cobalt (78%) has been performed. The cobalt leaching kinetic depend on sulphur dioxide dosage. Dissolution of copper, iron and manganese remained very low. No emanation of SO2 gas was observed during the process.

This paper gives an overview of the difficulties associated with determining the strength of hard-rock pillars. Although a number of pillar design tools are available, pillar collapses still occur. Recent examples of large-scale pillar collapses in South Africa suggest that these were caused by weak partings that traversed the pillars. Currently two different methods are used to determine the strength of pillars, namely, empirical equations derived from back analyses of failed and stable cases, and numerical modelling tools using appropriate failure criteria. The paper illustrates that both techniques have their limitations and additional work is required to obtain a better understanding of pillar strength. Empirical methods based on observations of pillar behaviour in a given geotechnical setting are popular and easy to use, but care should be exercised that the results are not inappropriately extrapolated beyond the environment in which they are established. An example is the Hedley and Grant formula (derived for the Canadian uranium mines), which has been used for many years in the South African platinum and chrome mines (albeit with some adaptation of the K-value). Very few collapses have been reported in South Africa for layouts designed using this formula, suggesting that in some cases it might yield estimates of pillar strength that are too conservative. As an alternative, some engineers strongly advocate the use of numerical techniques to determine pillar strength. A close examination unfortunately reveals that these techniques also rely on many assumptions. An area where numerical modelling is invaluable, however, is in determining pillar stresses accurately and for studying specific pillar failure mechanisms, such as the influence of weak partings on pillar strength. In conclusion, it appears that neither empirical techniques nor numerical modelling can be used solely to provide a solid basis for conducting pillar design. It is therefore recommended that both these techniques should be utilized to obtain the best possible insight into a given design problem. Owing to the uncertainties regarding pillar strength and loading stiffness, monitoring in trial mining sections and in established mining areas is also an essential tool to test the stability of pillar layouts in particular geotechnical areas.

The dominating technologies for steelmaking are the basic oxygen furnace (BOF or LD process, Linz-Donawitz) and the electric-arc furnace (EAF). The main iron input materials for both are liquid iron as hot metal, or solid iron as pig iron, DRI (direct reduced iron), HBI (hot briquetted iron) and scrap. Hot metal, pig iron (i.e., solidified hot metal) and DRI/HBI are virgin iron materials, which have to be produced from iron ore by so-called ironmaking technologies. The family of ironmaking technologies includes three process routes: blast furnace, smelting reduction and direct reduction. Driven by steadily increasing costs of raw materials in the last two decades, the sector has seen a number of new developments in ironmaking technologies, developments based on fluidized-bed technology. The main advantage of a fluidized-bed technology is that fine iron ore can be directly charged to the process without prior treatment; it does away with agglomeration and its concomitant cost, a step practised in blast-furnace, COREX® and MIDREX® processes. With Posco of South Korea, Siemens VAI Metals Technologies has successfully developed the FINEX® process, a smelting reduction based on the direct use of iron ore fines to produce hot metal. The key technology is the four-stage, bubbling fluidized-bed-reactor system, in which fine iron ore is reduced to DRI fines in a countercurrent flow with a reducing gas generated by coal gasification. Beside surveying the current state of the art, this paper discusses the technological principles of smelting-reduction and direct-reduction processes. The status of FINEX® and the outlook for further developments are described. Crucial to the successful development of the new ironmaking technologies for the direct use of fine ore was the scaling up of the fluidized-bed reactor system, which demonstrated new design features.

This paper investigated the pre-concentration amenability of sovite (carbonatite) ore to enhance the grade of rare earth elements (REE) bearing minerals by rejecting calcite, and to improve total rare earth elements (TREE) recovery using gravity and magnetic separation. A high proportion of calcite affects downstream processes like leaching due to high acid consumption. Multiple flowsheets combining gravity and magnetic separation were employed to target > 60% TREEs recovery to the final concentrate and > 60% calcite rejection to the tailings. Head analysis of the feed showed the sample’s main constituents as Fe (15.61%), Ca (16.04%), SiO2 (7.13%), and lastly TREEs (1.12%). Mineralogy liberation data at 2mm top size indicated poor liberation of TREEs, with the majority of minerals displaying < 30% mass greater than 80% liberated. Grain size distribution data showed that the majority of REE minerals are fine grained and report to the < 20 μm size class. Calcite liberation mineralogy showed < 60% mass greater than 80% liberation.A combination of a single-stage shaking table with a wet high intensity magnetic separator at a magnetic intensity of 7520 G was found to be the optimum flowsheet. For a shaking table feed with P80 of 150 μm followed by tails regrind to P80 of 45 μm as feed to wet high intensity magnetic separator, the overall mass balance results showed that 60.5% TREEs are recovered to the concentrate while 63.0% calcite is rejected to the tails. Computerized thermodynamic databases for solid and liquid metal, slag and solid oxide phases in the Al2O3-CaO-CoO-CrO-Cr2O3-FeO-Fe2O3-MgO-MnO-NiO-SiO2-S system have been developed by critical evaluation/optimization of all available phase equilibrium and thermodynamic data. The databases contain parameters of models specifically developed for molten slags, liquid steel and solid oxide solutions such as spinels, pyroxenes, olivine, monoxide (wustite, periclase, lime), corundum, etc. By means of the optimization process, model parameters are found which reproduce all thermodynamic and phase equilibrium data within experimental error limits. Furthermore, the models permit extrapolation into regions of temperature and composition where data are not available. The databases are automatically accessed by user-friendly software that calculates complex equilibria involving simultaneously slag, metal, refractories and gases, for systems with many components, over wide ranges of temperature, oxygen potential and pressure. A short review of the available databases is presented. The critical evaluation/optimization procedure is outlined using the Al2O3-CaO-FeO-Fe2O3-SiO2and Al2O3-CaO-MnO-SiO2systemsas examples. Several applications of the databases to deoxidation of iron and to inclusion control in steel are discussed. In this paper ventilation planning methods are discussed, with particular reference to the application of computer techniques to the solving of the many problems associated with the forecasting of ventilation and refrigeration requirements in mines of high production rates going to depths and rock temperatures higher than previously experienced. The use of the Starfield-Dickson programmes for calculating heat flow into airways and advancing stopes is demonstrated in the case of ventilation planning on a large mine extending to a brief depth of over 3 km below the surface. The possible effects of new mining methods on ventilation requirements in the future is briefly discussed.

A well known rock mass classification system has been altered slightly to address the issues found under remnant mining conditions. By detail study of the expected fracture patterns and local geology, the rock mass is classified to indicate the condition of the hanging wall prior to mining. The risk level of each mining step is evaluated by calculating input parameters for computer simulations from the actual rock mass condition. Seismic activity is catered for by the understanding that large event rates and large magnitude events reduce the quality of the local rock mass and that the rock mass stiffness should be adapted accordingly. A case study is presented to test parts of the protocol. Une étude détaillée des diagrammes de fragmentation et de la géologie locale permet de classer la masse rocheuse pour indiquer la condition du toit avant l’extraction. Le niveau de risque de chaque étape minière est évalué en calculant les paramètres d’entrée pour simulation par ordinateur à partir de la condition réelle de la masse rocheuse. L’activité sismique est prise en compte avec la réalisation que les taux de larges évènements et les évènements de large magnitude réduisent la qualité de la masse rocheuse locale et que la raideur de la masse rocheuse doit donc être adaptée. Une étude de cas est présentée pour tester des sections du protocole. Durch detaillierstes Studium der der zu erwartenden Bruchmuster und der lokalen geologischen Verhältnisse wird die Gesteinsmasse in Hinblick auf die Konditionen der Flözoberseite klassifiziert. Das Risikoniveau für jeden Abbauschritt wird durch die Eingabeparameter aktuellen Gesteinsmassenkondition für die Computersimulation evaluiert. Für die Seismische Aktivitäten wird Sorge getragen durch das Verständnis, daß große Ereignisraten und Ereignisse hoher Größenklassen die Qualität der lokalen Gesteinsmasse reduzieren und daß die Gesteinsmassensteifheit entsprechend adaptiert werden sollte. Eine Fallstudie um Teile des Protokolls zu testen wird präsentiert.

The primary aim of the present investigation is to develop a model which permits to calculate/predict the viscosities of ferromanganese slags, typically focus on the MnO-SiO2-Al2O3-CaO-MgO-FeO multicomponent system. The present viscosity model emphasizes the ability of prediction, i.e. using the binary parameters to extrapolate the viscosities in ternary and higher order systems. To this end, a physical sound model is essential. Temperature dependence of viscosity is described by the Eyring?s formalism. The well-known cell model is used to define the SiO44- tetrahedra in the silicate melts. Composition dependence is expressed in term of viscous activation energy, which is characterized by the binary structural units. The viscosities in ternary and higher order systems are hence predicted using the binary activation parameters. The model has been used to calculate the viscosities in the whole liquid composition range of ferromanganese slag.

The following notes have been compiled to assist authors in the preparation of papers for presentation to the Institute and for publication in the Journal. STANDARDS FOR ACCEPTANCE To merit consideration papers should be of sufficient high standard and contain matter that is new, interpretations that are novel or of new significance and conclusions that cast a fresh light on old ideas. Their publication should be of real interest to technical men and of benefit to mining and industry. Authors must realize that because a mine shaft is new or the mine itself is newly established, this in itself does not justify a paper unless significantly new techniques or processes were involved in the opening-up procedure. A few well selected diagrams and illustrations are often more pertinent than an amorphous mass of less well chosen material. Over-statement and dogmatism are jarring and have no place in technical writing. The amount of textbook material included in a contribution should be the minimum essential to the argument. The length of a paper is not the criterion of its worth and it should be as brief and concise as possible, consistent with the lucid presentation of the subject. Avoid the use of the first person, be objective and do not include irrelevant or extraneous matter. Papers should be submitted at least three months prior to the intended date of presentation. The text should be typewritten, double-spaced, on one side only of foolscap paper, leaving a left-hand margin of 11-inches, and should be submitted in duplicate to facilitate the work of the referees and editors. Galley proofs are sent to the authors for the correction of printers&apos; errors and not for the purpose of making alterations and additions which may be expensive. Should an author make alterations which are considered excessive, he may be required to pay for them. Quotation marks should be of the &apos;single&apos; type for quotations and "double" for quoted matter within quotations. Interpretations in the text should be marked off by parenthesis ( ), whereas brackets [ ] are employed to enclose explanatory matter in the text. Words to be printed in italics should be underlined singly. For small capitals they are to be underlined DOUBLY and for large capitals TREBLY. Abbreviations and symbols are laid down in British Standard 1991 and proof correction symbols in British Standard 1219C. Abbreviations are the same for the singular and plural, e.g. ft for foot and feet, lb for pound and pounds. Percentages are written in the text as per cent; the symbol % is restricted to tables. Likewise ft and in. should be used, x&apos; y" only being permissible in diagrams and plans. Drawings and diagrams are to be in black India ink and should be about 6 in. wide. Numbering of tables should be in Roman numerals: I, II, etc. and figures in Arabic numerals: Fig. 1, Fig. 2, etc. Photographs should be black and white glossy prints. As a guide to the printer the author should indicate by means of notes in the margin of the typescript where drawings and diagrams, etc. are to appear in the text. When submitting graphical representations avoid a fine grid if possible. Curves should be in heavy line to stand out. Lettering too should be bold as a reduction in size is often involved in the printing process. SUMMARY ABSTRACT OR SYNOPSIS It is most important that the summary should provide a clear outline of the contents of the paper, the results obtained and the author&apos;s conclusions. It should be written concisely and in normal rather than abbreviated English and should not exceed 250 words. While the emphasis is on brevity this should not be laboured to the extent of leaving out important matter or impairing intelligibility. Summaries simplify the task of abstractors and therefore should present a balanced and complete picture. It is preferable to use standard rather than proprietary terms. Environmental impact assessment (EIA) in South Africa is administered by the Department of Minerals and Energy (DME) for the mining industry, and the Department of Environmental Affairs and Tourism (DEAT) for all other sectors. Thus far, EIA research has focused on the process under the auspices of DEAT but none has focused on the EIA process that has been mandatory in the South African mining industry since 2004. Using the Lee and Colley(Lee et al.13) review package as a basis, a review model specifically tailored to the needs of the mining industry was applied to review the quality of a sample of 20 environmental impact reports (EIRs)approved by the DME. Results reveal that 85% of the EIRs are of a satisfactory quality. Presentational and descriptive components generally achieved higher quality grades than the analytical components such as impact magnitude and alternatives. The results show that in spite of some areas of weakness, and in spite of being conducted in terms of different legislation, EIR quality in the mining sectors appears to conform to the overall standard of quality of EIRs in other sectors in South Africa, and is also on a par with quality abroad. Hence, despite the criticism that DME is usurping the role of DEAT, it is concluded that EIRs of comparable standard are being produced, and that the quality of EIRs in the mining sector do not provide supporting evidence for this criticism. However, EIR quality is only a single aspect of EIA effectiveness, others including action and implementation of EIA proposals and mitigation measures.

Iron ore pellets are a preferred feedstock for ironmaking. One method used for pelletizing is the grate-kiln process, first established in 1960.During the past decade, the establishment of new grate-kiln plants has increased rapidly, especially in China, and new constructors of pellet plants have started to operate in the market. It is well known that the grate-kiln method yields a superior and more consistent pellet quality compared with the straight-grate process. However, certain issues exist with the grate-kiln plant, which are discussed here, together with proposed practical solutions.

Spain is a major producer of dimension stone, which is one of the most important industrial sectors in the northwest of Spain. This justifies the maintenance of these industries, although the technical and environmental requirements for their continuity are increasingly demanding. The main target of this paper is to present a new methodology in order to obtain k-ratio stress values on the basis of flat jack measurements and finite element numerical back- analysis with Rocscience© RS2 software. Continuous iterations were performed to try to find a relationship between the k₀ and the measured stress in the tunnel roof and sidewalls. It focuses on technical aspects of the method for designing mine chambers in the slate industry that were previously mined by open pit methods. The size of the chambers impacts the operating cost, and the dimensioning of a correct support ensures better efficiency and safety. Correct knowledge of the k₀ therefore is critical for the design of the support. The proposed new method entails a simplification of the classical procedure for estimating the k-ratio.

An investigation was conducted into the reactions between the slag system MnO-CaO-MgO-SiO2(AI2O3) and the alloy system Mn-Fe-Si-(C). Synthetic slags representative of plant melts and a plant alloy were reacted in alumina crucibles at temperatures of 1400°C, 1450°C, 1550°C, and 1600°C. In similar experiments, slags were used that comprised a South African manganese ore with various amounts of lime and several synthetic alloys with various silicon contents and manganese-to-iron ratios. These experiments were conducted in a vertical molybdenum-wound resistance furnace with full temperature control. Slag-to-alloy ratios were also varied during the tests. The rate of reduction of Mn.O3 and the MnO from the slag by the silicon in the alloy was extremely rapid, most of the reaction being completed within five minutes. The strongly exothermic nature of the reaction resulted in considerable generation of heat at the slag-alloy interface, causing convectional stirring of the contents of the crucible and promoting the rate of reaction. Equilibrium was usually attained after fifteen minutes. The major limitation governing the recovery of manganese is the need for the silicon content of the alloy to meet a maximum specification of 2 per cent. Higher concentrations of silicon in the final alloy of between 8 and 12 per cent favour good recoveries of manganese from the slag, but, since such an alloy is not salable, lower recoveries must apparently be tolerated. In alloys of 2 per cent silicon, low activities of the silicon are responsible for poor recoveries of manganese. The activity of MnO in the slag can be increased by moderate additions of CaO and small amounts of MgO, i.e., by an increase in the basicity of the slag.

The scope of this project was to research, develop and eventually produce a personal occupational hygiene and safety exposure monitor system to assist in recording and analysing various stress factors that could affect the health, wellness and safety of employees, i.e. that could result in injury or ill health of workers, create stress build-up within individual workers that could negatively affect worker alertness and safety, and, may even result in permanent disability or death. Utilized systems at the time were all reactive, whereas the DOHEMS (Proactive Digital Occupational Hygiene and Safety Exposure Monitoring) System enabled the measurement of exposure (and associated risk) in a proactive manner via real-time exposure and digitized recordings. The idea of the development was to create a unit that is so cost effective, small and light that every worker can use a system on a daily basis. The development will eventually replace current, bulky and expensive monitoring equipment. The device must be a portable battery operated device and monitor the immediate working environment by periodic sampling for vibration, noise, toxic gasses (NO/NOX/CO/VOC, etc.), body temperature and heart rate. The samples must be time and date stamped, utilizing a real-time clock (RTC) synchronized with the closest regional secondary time source and related to synchronized real-time video captured samples. These samples are then recorded onto a rugged non volatile storage device with the capacity to store a vast number of samples covering the entire working shift of eight (8) hours plus. The system has been fitted with a clear visual local alarm indication system, indicating any excessive exposures or stresses, for the worker?s supervisor to respond to. This system allows for a pro-active approach. The system is also a wireless system (to the external environment) so as to not affect the mobility of an employee and flameproof to allow for use in explosive environments. Manganese imparts numerous beneficial mechanical properties. Hence it finds extensive application in iron, steel and non-ferrous sector. Prevalently, it is incorporated in the form of master alloys i.e. &apos;ferromanganese&apos;. In India, ferromanganese is mainly the inexpensive and paramount source of availability of manganese. Various conventional and non-conventional techniques of ferromanganese production have been adopted in past and present. However, these techniques have demerits viz. high refractory, energy consumption, losses of valuables in slag and fumes. Also geographical co-ordinates of the plant restricted the manufacturer to prefer an appropriate process. Accordingly, the industrially implemented methods had reliance on availability of infrastructure, energy, mineral resources, grade of raw material, outlay of labor, environmental compatibility of technique etc. In view of the liberalized economy and the gap scenario in the supply and demand of ferromanganese, the authors felt it indispensable to explicitly bridge up this vacuum by initially designing a simple energy conserving, eco-friendly, low capital investment technique for decarburization of ferromanganese. Measurement of the data involved studying the impact of rate governing parameters on the process kinetics. Outsourcing of specialist and non-continuous services is common practice in international mining operations. There is an increasing trend towards this practice in South Africa as a result of the major organisational changes that have taken place in the industry, and as lower revenues and production cost pressures have reduced profit margins. Many specialist functions have been outsourced in the industry for a long time, an example being shaft sinking, which is undertaken by specialist shaft sinking contractors. In the professional services area, some activities have been outsourced, for example the design and construction supervision of tailings dams, but mining related activities such as geology, mine planning and scheduling, engineering, ventilation, and rock engineering, have traditionally been carried out by in-house staff. In this paper some of the industry problems which have led to an increase in outsourcing of professional services are considered. Then the pros and cons of outsourcing are dealt with before outlining the factors which should be taken into account in choosing an outsourcing partner.

The mining industry in South Africa has developed its own environmental guidelines in the form of an Aide-Mémoire1,which is an extension of the previous rehabilitation provisions to include all aspects of the environment and all phases of a mining operation. This development, at the time, recognized an international trend towards the formalization of environmental management in mining practice, which resulted from the realization of the large environmental liabilities that mines could face, particularly on closure. Over the past decade the international environmental focus in the mining industry has moved from operational management, to the reduction of liability on mine closure. Mine closure guidelines are being developed internationally by nations (for example, SRK, 19982) and by large mining groups (for example, Rio Tinto, 19983). In South Africa the Department of Minerals and Energy (DME) is presently reviewing the Aide-Mémoire to bring it in line with international and local developments and a separate mine closure plan is being considered.
