MacGillivray Mr President and gentlemen, I would like to congratulate the authors on presenting a most interesting paper on a very important subject. After several attempts at finding suitable reserves to extend the life of Welgedacht Exploration Company's Utrecht Colliery a block of coal rights was acquired south west of the town of Utrecht. A study of these reserves showed that they would enable a satisfactory return on capital invested to be achieved. It was decided therefore to open up what is now called the Zimbutu section of Welgedacht Exploration Company, to produce 41 000 metric tons of coal per month. The decision to open this section was taken in August, 1968 and due to certain allocation requirements it was necessary to bring it into production by the 1st of January, 1970. Fortunately a fair amount of statistical data had been collected prior to August, 1968 from the old Utrecht Colliery in anticipation of opening a mine and a fairly detailed rechnical report had been prepared. As a result the dead line was only missed by four days. Main features of the Design A feasibility study was carried out on three possible shaft positions and the final position was selected from these three on economic grounds. As the coal seam at the selected shaft position was only 21 metres below the surface it was decided to sink two twin incline shafts to enable rapid establishment of through ventilation and alternative hauling arrangements for quick development. This also allowed the final vertical ventilation shaft to be placed at some distance away to avoid the nuisance of fan noise. Second outlet requirements are also very well met by these twin inclines. Again on the basis of economics and also due to the uncertainty of roof conditions it was decided to use hand loading methods underground. However, to allow for future possible conversion to mechanised loading, should this become economical through rising wages, a conveyor belt was installed in the hauling shaft. This conveyor belt is fed from an endless rope haulage in the east companion by means of tipplers, a bin and a feeder. The main development heading was left clear for the future installation of a conveyor belt which would afford easy conversion to mechanisation.

Estimating the strength of rock materials by Z. T. BIENIAWSKI, Pr.Eng., D.Sc.(Eng.) (Visitor) A practical approach for estimating the strength behaviour of rock materials is presented. The demand for data on rock properties in engineering design is considered, and it is shown that, based on the trends observed in the South African mining industry during the last twenty years, simple and easy-touse methods for the estimation of the uniaxial and triaxial strength of rock materials are needed. It is shown that the uniaxial compressive strength of rock can be conveniently determined from the pointload strength index, which is obtained underground on unprepared rock cores. The triaxial strength of rock can be estimated for most practical purposes from empirical strength criteria. Two such criteria are proposed that allow estimation of the triaxial strength for rock materials to about 10 per cent. The only input required for these criteria is the uniaxial compressive strength. The validity of the practical approach outlined in this paper is confirmed from the experimental tests conducted on some 700 rock specimens representing five rock types. A practical example for the prediction of rock strength is given.

P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. AMERICAN SOCIETY OF MINING ENGINEERS 1970 FALL MEETING AND EXHIBIT The Secretary for Commerce has passed to us a letter received from the American Society of Mining Engineers, reading as follows: "We would be delighted to have South Africa attend our meeting next year and to exhibit some of their mining equipment in our Technological Information Exchange. The 1970 SME Fall Meeting and Exhibit will be held in St. Louis, Mo., October 21-23, 1970, at the Kiel Auditorium. The AIME WorId Conference on Lead & Zinc Mining and Metallurgy will be an integral part of our meeting-and an added incentive to attend. It should be understood that we discourage the showing of actual mining equipment and encourage the manufacturers and suppliers to send their engineers to man the booths. We hope that the exhibits will endeavour to put across their story by means of photographs, drawings, models and literature, rather than by display of prototypes of the actual equipment. We will be happy to welcome manufacturerers from South Africa as well as the mining engineers who, from time to time, have registered at our meetings." In the fourteen years that Rössing Uranium Limited has been in production, the metallurgical operations and controls on the leaching plant have evolved through four basic stages. Initially, the emphasis was placed on the achievement of consistent plant operation by overcoming severe startup difficulties. The second stage involved the attainment of the design operating targets, and also the commissioning of the ferric-leaching reactors in order to achieve a ferric ion concentration of more than 3,0 g/l. Improvements in control then became the priority, with the emphasis on consistently achieving the target concentrations of ferric ions, total iron, and terminal acidity. The latest phase has concentrated on the optimization of costs by means of adjustments to the historically established operating parameters in order to achieve large savings on consumables while maintaining the leaching efficiencies. Apart from the obvious incentive of reducing costs in an inflationary economy and a depressed uranium market, impetus for this work was given by a change in the type of ore from the open pit, which has the effect of reducing the extraction efficiency while increasing the consumption of consumable materials. These problems and their solutions are discussed in detail, and the importance to cost-effective optimization of an accurate, up-to-date cost-reporting structure is stressed.

The use of large flotation machines is well established, resulting in substantial savings in both capital and operating costs. Therefore, when a new plant is designed, laboratory and pilot-plant tests should be used to simulate large flotation cells, or appropriate scale-up factors should be employed. This paper describes the design and construction of the first experimental underground rockcutting machine from measurements of cutting forces determined in tests on small rock specimens in the workshop. The deficiencies of this design, revealed by stoping with almost identical rockcutting machines, are described. An account is given of the design and construction of further experimental machines incorporating substantial improvements which made them technically feasible for use in production.

The Eighteenth International Symposium on the Appli¬cation of Computers and Mathematics in the Mineral Industries was held in London from 26th to 30th March, 1984. The Symposium was organized by the Institution of Mining and Metallurgy under the leadership of Mr M.J. Cahalan, Chairman of the Organizing Committee. The venue chosen was the Royal School of Mines, Imperial College of Science and Technology, in South Kensington. Some 300 delegates from all parts of the world attended, which included a delegation from South Africa that numbered about 20 persons. This extremely successful series of international meet¬ings was begun in 1961 in Tucson, Arizona, and has grown in strength and importance over the years. The arrange¬ment of the symposia is regulated by the International Council for APCOM under the Chairmanship of Professor R.V. Ramani (U.S.A.), the other current members being Professor J. Elbrond (Canada), Dr Thys B. Johnson (U.S.A.), Professor Young C. Kim (U.S.A.), Professor D.G. Krige (R.S.A.), Professor A.J. Lynch (Australia), Professor C.T. Shaw (U.K.), Dr A. Weiss (U.S.A.), and Professor F.L. Wilke (F.R.G.). There is no doubt that the enthusiasm and dedication of this small group of people and the excellent working relationship that exists between them are responsible for the continued success of APCOM meetings.

The utilization of computer assisted tomography (CT or CAT-scan)as general non-destructive examination (NDE) technique and as research tool for scientists in South Africa, is limited due to the relative unavailability or nonexistence of such specialized analytical equipment. Many medical hospitals are equipped with X-ray CT scanners for the diagnostic examination of patients but do not easily allow paleontologist or other scientist to utilize their very expensive equipment. As from 2003, Necsa hosts the South African Neutron Radiography (SANRAD) and tomography facility where neutrons from the SAFARI-1 nuclear research reactor and their penetrating power as well as X-rays as a complementing tool, are utilized in many R&D applications. This facility is being made available to HEI and specifically utilized by postgraduate students as part of their studies and/or by industry on an ad hoc commercial basis. The capability of these radiation imaging facilities at Necsa will be demonstrated in areas such as paleontology, geosciences and specifically the physical properties of rock and the distribution of minerals in borehole cores, petrophysics to predict the percentage tar/oil/water content within sandstone samples and others. The penetration capability of neutrons through specimens with a matrix of high atomic number (dense materials) and their ability to be attenuated by low atomic number material (light density) makes neutron imaging complementary to X-ray imaging. The capability of X-ray and gamma radiation for relatively easy penetration through specimens of low atomic number allows for viewing of imbedded high atomic number materials and density variation. X-ray micro focus radiography is capable of resolving objects of micro scale size that are micro distances apart whereas X-ray phase contrast radiography utilizes the wave properties of the electromagnetic spectrum of X-rays to clearly define edges of the specimen under investigation. Many applications with neutrons as imaging probe are successfully applied at several facilities across the globe such as at NIST in USA, Neutra at PSI in Switzerland, and ANTARES at FRM2 in Germany, etc, are documented 4?9, through world conferences on neutron radiography, for example. This is achieved through very well thought through and implemented instrumentation from the production of neutrons to their detection and interpretation of the images. The need arose at Necsa to upgrade the current facility from 42-year-old technology, which was successfully applied in neutron imaging over the past 10 years, to state-of-the-art technology found at European facilities. This initiative started under the auspices of an IAEA-TC programme for the period 2007?2010.

This paper describes a geostatistical study of the relative merits of diamond-saw sampling and conventional chip sampling, using results from experimental work carried out on Randfontein Estates Gold Mine and Western Areas Gold Mine. The diamond-saw sampling procedure is described, and it is concluded that this is a very efficient operation and leads to good-quality sampling that is clearly an improvement over conventional chip sampling. The study principally involved the computation of the errors of estimation of the mea gold value of mining panels for the two sampling methods, revealing that, in the normal production environment, the diamond-saw sampling method is a significant improvement over conventional chip sampling, as evidenced by the reduced estimation errors achieved. The question of optimum sample spacing is discussed, and it is concluded that the required spacing for chip sampling needs to be smaller than for the diamond-saw method.

The development of a continuous recording scintillation counter mounted on a cyclometer by P. D. Toens (Fellow) and D. Visser (Visitor) In order to facilitate ground radiometric surveys the Atomic Energy Board has developed a continuous recording device attached to a scintillation counter which is mounted on a cyclometer. Details concerning the construction are given.

With a number of new mines at the feasibility stage and beyond and with several pellet capacity expansions well underway to reduce sintering activity, Alex Broad looks at the impact of worldwide environmental legislation on the iron ore industry. 'Environmental impact assessment' has become something of a buzz term in the metals and mining industry over the last few years and is sure to be an integral part of any green or brown-field project worldwide by the turn of the century, if it is not already. Given the number of iron ore projects springing up, most notably in deposit-blessed Australia, it is not surprising that the subject of environmental approval has been raising its green head. At the very least the process can slow down a new mine project, or at worst have it deemed unfeasible but in general a government is unlikely to put up unnecessary barriers to a project with the beneficial financial implications of an iron ore deposit.

The mechanism of gold adsorption on activated charcoal by R. J. DAVIDSON: M.Se., Ph.D. (Rhodes) (Visitor) The adsorption of gold onto activated charcoal is most dependent on the concentration and character of the 'spectator' cations present in the adsorption medium. In the presence of calcium ions, gold is adsorbed as the calcium aurocyanide complex. The degree to which the aurocyanide complexes are adsorbed follows the series Ca> Mt:> H> Li> Na> K, calcium aurocyanide being the most stable complex and potassium aurocyanide the least firmly bound. If a loaded charcoal, where the gold is present as the calcium complex, is treated initially with either sodium carbonate or potassium carbonate solutions, the gold can subsequently be eluted from the charcoal with hot deionized water as either the sodium or the potassium complex respectively. The elution of gold with deionized water appears to be most attractive practically and economically, and has several potential applications in the recovery of gold from dilute solutions.

Gy's sampling theory under the heading 'Sampling the mill feed' (p. 153). The other aspect relates to his reference to one of our papers1 that was published in the Journal (p. 152). The Zinc Corporation of South Africa (Zincor) were hosts to about forty members of the Institute at their works in Springs on Friday, 25th April, 1986. The programme, designed to give an overview of the industry and the part played by Zincor, comprised an introductory talk, a technical talk, a tour of the plant, and a luncheon. Radioactive waste in arid regions A conference on the disposal of radioactive waste in arid areas will be held in Cape Town during the period 7th to 12th September, 1986. It is recommended that engineers and scientists avail themselves of the opportunity to familiarize themselves with this relatively new multidisciplinary field of endeavor by attending the first ever conference of this nature to be held in South Africa. Iron control in hydro metallurgy The International Symposium on Iron Control in Hydrometalurgy will be held at the 16th Hydrometallurgical Meeting, from 19th to 22nd October, 1986, in Toronto, Canada.

The Alusaf aluminium smelter at Richards Bay by H. T. KAISER, B.Sc. (Pta), M.B.L. (Unisa) (Visitor) and P. DE WAAL, B.Sc., B.lng. (Mech.) (Stell.) (Visitor) A description is given of the aluminium smelter at Richards Bay, which operates on the Hall-Heroult electrolysis principle. The annual output of metal (average 99,7 per cent aluminium) is approximately 7S 000 tons. Since its commissioning in 1971, the plant has fulfilled South Africa's total demand for low-alloy rolling slabs, extrusion billets, remelt ingots, and electrical conductor rod. The plant layout allows for sufficient expansion of its capacity to meet longterm increases in demand.

Evaluation errors and value frequency distribution models of the gold ore bodies in the Witwatersrand and Free State systems are reviewed. It is found that the low-grade sections of the data are prone to the largest evaluation errors, and that an understanding of the shape of the value frequency distribution is essential to the calculation of mean grade. The evaluation of a mineral process for a particular ore requires attention to mil-feed sampling, sample processing, and monitoring. In particular, the calculation of a representative mass of mill-feed sample (Ms) should take account of size-by-size value variance. Alternative Ms models are discussed.

This symposium, being held at The President Hotel, Johannesburg on 9th-11th September, 1969, is being jointly sponsored by The South African Institute of Mining and Metallurgy, The South African Corrosion Council and the Southern Africa Stainless Steel Development Association, and supported by the C.S.I.R. The three days of technical sessions, at which 350 delegates are expected, will include introductory films on the properties and uses of stainless steels, papers on corrosion problems and prevention, design and economics, welding and applications in industries of particular importance to South Africa. The programme includes four overseas guest speakers who are acknowledged leaders in their respective fields. One of the earliest records of metal recovery by solution leaching is described by Agricola as 'juice of rock' in the 1550s. In these early years of hydrometallurgy and civil engineering, few controls and systems were employed to enhance recovery and protect the environment. Since that time, leaching (dump or heap) operations have made significant strides in increasing metal and solution recovery while protecting the environment, all goals of a sustainable operation. It is now recognized that the design and operation of modern heap leach facilities requires contributions from many fields of study, including hydrometallurgy, civil engineering, geotechnical engineering, unsaturated-flow hydrology, mine planning, geosynthetics engineering, geochemistry, process engineering, mechanical engineering, and electrical engineering. While advancements in these fields have resulted in more sustainable heap leach operations, challenges in the industry still exist. A number of heap leach operations exhibit poor or lower-than-predicted metal recovery, loss of solution flow and control within the ore heap, loss of ore heap stability under leach, failure of liner and/or solution recovery systems, and overtopping of process water ponds. A number of these issues may be the result of several compounding conditions. For example, poor metal recovery may be due to an inadequate scale-up assumption (scaling laboratory tests to field-size heaps), lack of control of the in-heap geochemical environment, changes in ore mineralogy from the original design, changes in mechanical and hydraulic properties of the ore from the original design, ore handling and pre-treatment, inadequate solution management system, and inadequate solution application. The purpose of this paper is to present and discuss issues that may affect the sustainability of a heap leach operation. Since sustainability encompasses a broad range of topics and issues, the focus of this paper will be on issues affecting metal and solution recovery, solution flow and containment, and stability of the ore heap.
