To have been invited to deliver this second CMMI lecture is an honour that I deeply appreciate. But, when I contrast my qualifications for delivering it, with those of Sir Alistair Framet, who delivered the inaugural lecturet in the series, or with those of other members of the Council, I feel rather an imposter. Far from having been a miner al my life, I have been associated with the mining industry on a part-time basis for a mere eight years. However, I encourage myself with two recollections. The first is the admission of the great Sherlock Holmes that he was often guided to the truth by the erroneous opinions expressed to him by Dr Watson. I may be able to perform a similar service for you. Secondly, I recall that, when I was a member of the Diplomatic Service, I was quite often asked to address representative gatherings of such professional people as the police, architects, dress designers, teachers, doctors, funeral directors, bird fanciers, and so on. Since it would have been pointless to pretend that I was expert in any of their businesses, I used to resort to the technique of announcing as my theme' A diplomat looks at the police' or whatever profession it was. They fortunately took it as a compliment that their profession was apparently one that diplomats spent a lot of time brooding over. They could also afford to laugh of any criticism that I might make because it could be ascribed to ignorance rather than informed malice. I hope that you will do the same.

This paper reviews the major deposits of lower-grade chromite in the world, and a wide variety of methods used for the recovery of chromium from them. Gangue materials in more coarsely sized ores can be separated by gravity means, whereas flotation techniques are required for finer-grained materials. However, unless there is considerable Iron In the ores, physical means cannot increase the Cr/Fe ratios. Chemical techniques such as hydrometallurgical methods, chlorination, roasting and leaching, and smelting are required for this purpose. A greater understanding of the physical properties of chromites and the chemical reactions that take place in the recovery operations is required before. the recoveries from lower-grade chromites can be maximized. More efficient recovery operations can be realized If It can be shown definitively that the reduction of chromites occurs via either a gas-solld or solid-solid mechanism, for example. The effects of specific impurities on the chromite reduction reactions need to be better understood, as do reagent and pH control in the flotation of chromite.

"In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London. It is a great honour to be hosting this event and we have been looking forward to it for a long time. I am sure the technical discussions and visits will be of great value, and I am confident you will return with pleasant memories of places and people in South Africa and neighbouring countries. The theme of this Congress, Resources and Technology', is appropriate for discussions on the ways and means of going forward in the minerals industry to create the employment and wealth so sorely needed in this region. The technical programme will give mineral industry professionals from different parts of the world the opportunity to share experience and expertise for the purpose of making operations more productive, safer and environmentally acceptable to the world at large. Delegates will be exposed to current technical developments by means of 133 papers prepared for the congress: 30 on geological subjects, 45 on mining, 29 on extractive metallurgy, and 29 in the field of metals technology.

The Talvivaara deposits are located in Eastern Finland, within the Kainuu Schist Belt. These polymetallic sulphide deposits are of relatively low grade, but bioheapleaching enables economically profitable nickel extraction from the ore. Zinc, cobalt, and copper are also produced. Talvivaara?s production process begins with large-scale open-pit mining and four crushing stages, followed by stacking of the ore in bioleaching heaps. The ore is first leached for 13?14 months on the primary leach pad, after which the leached ore is reclaimed, conveyed, and re-stacked on the secondary heap pad. After secondary leaching, the barren ore will remain on the secondary heaps permanently. In the metals recovery process, the metals are precipitated from the pregnant leaching solution. Construction of the process was begun in spring of 2007 and first metal sulphides were produced at the plant in October 2008. The development of the bioheapleaching process was begun in a 17 000t on-site pilot heap operated during 2005?2008 and has continued in the industrial heap. At industrial scale, the development measures have focused on improving the permeability and aeration of the heap. Challenges with crushing and aerations systems at the beginning of industrial-scale leaching delayed the increase in metal recovery, but after the first two operational years the leaching results have improved significantly and the process is performing as targeted.

An account is given of the planning required for the rehabilitation of land that is to be disturbed by opencast mining, and of the preparation of rehabilitation of land that is to the Inspector of Mines. The plans Include the provisions that are to be made to allow for climatic conditions, land use, vegetation and wildlife, surface-water resources, geology and ground water, soils, land capability, rehabilitation method, location of discard dumps and slurry ponds, pollution control, and costs. . . Monitoring of the operation is the only way that the rehabilitation plan can be improved, and both monitoring and planning are essential when provision is being made for the closure of a mine.

In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10–40 km in length. Road networks for these vehicles have historically been designed and maintained empirically, relying heavily on local experience. Whilst it is possible to construct amine haul road that requires no maintenance over its service life, this would be prohibitively expensive, as would the converse but rather in terms of vehicle operating and maintenance costs. An optimal functional design will include a certain amount and frequency of road maintenance which can be planned, scheduled and optimized within the limits of required road performance and minimum vehicle operating and road maintenance costs. For existing mine haul road networks, which may not be optimally designed and maintained, the problem of identifying existing deficiencies, quantifying their impact and assigning priorities within the constraints imposed by limited capital equipment and manpower is problematic. This is reflected in the fact that most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. The aim of this paper is to present a road maintenance management system which utilizes on-board truck diagnostic data in conjunction with computer-based truck dispatch systems. Through a comparative analysis of the various haul road maintenance systems available to a mine, a condition-triggered road maintenance system is introduced. System architecture, evaluation of real-time data, event trigger level determination, specific condition signatures and real-time rolling resistance calculation are discussed. Finally the event, activity, transaction and notification system is portrayed in conjunction with the determination of key productivity indicators and benchmarked road and truck performance. Variography was introduced by Dr. Pierre Gy to monitor a process, in the sixties. Later on, Francis Pitard extended this concept, building a complete system of variographic controls for different applications. Nevertheless, the existence of information about its use as a way to effectively control plants has been limited. There are infinite areas where variography and chronostatistics can be used. In this paper, two different cases related to gold and silver recovery, through well known but complex metallurgical routes are studied. The use of effective management of process variability software (EMPV) has shown to be a suitable solution to clarify problems at the plant and, consequently, a solution to the encountered problems has been proposed. Chronostatistics is like opening a new world to the metallurgist, making the process variability speak in a more comprehensive and in depth way. Once the ore has been extracted from the mine, sampling is necessary at each sequence of the metallurgical process involved. As a first example, leaching of the ore with cyanide in agitated tanks is another case of a complex metallurgy. The aim of the process is to know about residual values in the tailings in order to optimize process. As a second example, leaching of gold and silver in ore heaps, has to be optimized in terms of time, reagents consumption and, of course, in predicting a reasonable recovery. This last issue appears to be crucial. After cyanide leaching at the heaps, a carbon in columns process is involved, where there are a series of carbon loaded columns that are submitted to a dynamic process of load and unload, to finally deliver an enriched solution to the precious metal electrowinning plant. In both cases, variography has been a good approach to show metallurgists ways to improve the operation.

Abstract: Data are presented from two sites in southeast England, where problems were encountered in tunnelling through ground containing flint. In response to the difficulties, substantial laboratory testing programmes were initiated to determine the strength of the flints.It is shown that the strength varies very considerably, even within a single flint particle and that the practice of estimating unconfined compressive strength by a single multiplier applied to the point load strength index (Is(50)) may give misleading results. The preparation of UCS specimens for testing was found to be very difficult and it is recommended that tunnel machine capacity is assessed relative to Is(50). Résumé: Des données sont presentées sur deux sites dans le sud-ouest de l’Angleterre,où le perçage d’un tunnel dans un sol contenant du silex a posé des problémes. En consequences de ces difficultés, des programmes substatiels de recherché en laboratoire ont été initiés afin de déterminer la resistance des silex. Il est demontré que la resistance varie considérablement, même au sein d’une particule de silex, et que la pratique de estimation de la résistance en compression non confinée, (UCS) par le biais d’un simple coefficient appliqué au ‘point load strength index (Is50)’ pourrait donner des resultants trompeurs. La préparation de specimens UCS destinés aux tests s’est avérée trés difficile et il est recommandé que la capacité de la machine de perçage de tunnels soit calculée relativement au Is50. Zusammenfassung: Daten von zwei Standorten in Südosten von England, wo Probleme beim Tunnelbau durch feuersteinhaltigen Grund antraffen, sind angegeben. Wegen diesen Schwierigkeiten wurden Laboratoriumsforschungsprogramme eingeleitet, um die Festigkeit von Feuersteinen zu bestimmen. Es wurde gefunden, dass die Festigkeit sehr unterschiedlich war, selbst bei einzelnen Feuersteinstücken, und dass die Praxis, die unbegrenzte Kompressionsfestigkeit (uKf) auf Grund eines einzigen Multiplikationsfaktors vom Punktladefestigkeitsindex (Is50) abzuschätzen, zu irreführenden Resultaten führt. Die Vorbereitung der uKf Prüfstücke war sehr schwierig und es wird vorgeschlagen, dass die Kapazität der Tunnelbaumaschine in Abhang der Is50 bestimmt wird.

This paper presents an overview of the research that has been carried out to improve the understanding of the fracture processes occurring in rock under high levels of stress. The onset and growth of fractures are studied by means of laboratory model testing, and the results obtained are used in the calibration and validation of the numerical model DIGS, which is based on displacement discontinuity. The results obtained so far have shown that, while there are overall similarities between the experimental results and the numerical simulations, improvements to the experimental procedures and the DIGS are required for a detailed mechanistic understanding of shear-band orientations and extension fractures.

This paper, 'A review of the biological treatment of cyanide-bearing waste water' discusses the necessity for the treatment of cyanide-bearing waste water with a view to the avoidance of environmental pollution, and the limitations of the available chemical and physical processes are referred to briefly. The sources of cyanide-bearing waste waters are mentioned. The mechanisms of production and utilization of cyanide by fungi and bacteria are discussed. The work done in connection with the biological removal and destruction of cyanide is summarized, the successes achieved are described, and the relevant processes are listed. In conclusion, some advantages of biological processes for the removal of cyanide are mentioned.

The Mineral Resource that a mining company has access to, represents the majority of the embedded value that exists within the company, as well as the competitive advantage that the company has over its peers. However the real value is only realised once effective mining plans have been put in place, which optimise the extraction of the Resource, and add measurable value to the Company. The concept of Mineral Resource Management has been developed in South Africa, to ensure this optimisation happens in an integrated and quantifiable manner, such that value is added and risk is reduced, resulting in bottom line improvement for the stakeholders of the business. This paper describes the process of Mineral Resource Management, and draws on successes and failures of various companies, to illustrate how it should be implemented, and what measures should be put in place to ensure its success. This requires a fundamental re-appraisal of the way in which mining companies plan and execute their businesses, and focuses attention on real value adding activities and behaviour through the use of Economic Value Added as an appropriate metric by which to measure real value and risk. Specifically, the paper focuses on these aspects as applied to planning models and processes, exploration activity and risk management, to ensure operational and project success.

The world?s second largest producer of platinum, Impala Platinum Ltd, approved two new twin shaft projects at the end of September 2004, Nos. 16 and 20 Shafts. Both shaft projects are stand-alone entities and are being sunk from surface. Previously Impala had embarked on a strategy of extending the life of its third generation shafts by means declines. No. 16 Shaft is the first of a new fourth generation shaft complex, while No. 20 Shaft is the last of the third generation type shafts in the so-called shallow to intermediate mining zone. This paper details the basic designs of each project and covers the initial implementation. Although both projects are twin shaft systems, the access methods from the shafts to the reef horizon differ. Initiatives implemented to speed up the projects are also briefly covered.

The evaluation of stress distributions and deformations in the vicinity of tabular mine layouts has been carried out routinely for many years using the displacement discontinuity boundary element method (DDM). In this approach, mine layouts are approximated as irregular shaped planar cracks (or slits) where the ?width? of the crack, corresponding to the excavation height, is assumed to be negligible compared to the in-plane, lateral dimensions. Early implementations of this approach have employed square element tessellations with constant displacement discontinuity component values. This is generally restrictive when considering the analysis of irregular pillar layouts or the intersection of fault planes with excavations. This paper describes a general revision of this approach in which triangular or quadrilateral element shapes are introduced in conjunction with higher order variations of the displacement discontinuity shape functions. This facilitates an accurate evaluation of detailed stress and displacement components close to excavation surfaces and allows the investigation of local damage and failure behaviour associated with particular geological structures such as weak parting bands or weak layers. A method to embed these features in an efficient and accurate multi-level solution scheme is described. This formulation can be extended to allow the analysis of shallow-depth pillar layout problems, facilitating the assessment of the interactive response and stability of shallow depth pillar layouts. A simple deformation model is introduced to facilitate the assessment of pillar failure and bursting potential in shallow mine layouts. The computational techniques described here have been implemented in a computer code called TEXAN (Tabular EXcavation ANalyser) and are illustrated by the simulation of a particular multiple reef pillar mining problem in a shallow depth platinum mine.

This paper describes and sets in context the commercially proven uranium extraction processes. It also discusses some of the technologies that are currently being pursued with the aim of reducing costs and overcoming a number of technical issues that are faced by process designers and operators. In doing so, opportunities for the transfer of extraction technology from other industries/commodities are identified. The key processing areas that are examined include: ?The influence of mineralogy. The type of uranium mineralization and the nature of its association within a particular deposit will have a major impact on process route selection. Uranium minerals are classified according to their influence on extractive metallurgy. As the uranium price has risen in recent times, so opportunities are increasing for the recovery of uranium from less conventional resources such as phosphates and fossil fuels. ?The opportunities for employing techniques aimed at reducing the capital and operating costs of the overall process such as heap leach and beneficiation. Preconcentration by screening, gravity separation and radiometric sorting can potentially reduce the mass flow to the downstream leach and recovery plants. ?Purification or separation of uranium in carbonate systems. While it is possible to directly precipitate uranium from clarified leachate, the presence of impurities such as vanadium, molybdenum and others may dictate that ion exchange or selective precipitation is employed. Advances have been made in other industries in terms of improved ion exchange equipment aimed at reducing resin inventories and hence costs. ?Separation in acid leach systems. Earlier developments included the use of combined SX-IX systems (Eluex or Bufflex) and the introduction of continuous countercurrention exchange (CCIX). Column SX has found a ready application to uranium in view of the rapid extraction kinetics. With the renewed interest in uranium processing, efforts are being redirected towards further development of resin-in-pulp (RIP) as a means of driving down capital and operating costs. ?Extraction in a chloride environment. Australia and Namibia are desert countries where good quality water comes at a cost. However, both have access to saline water from either the ocean or subterranean aquifers. The issues associated with operating a uranium extraction operation in such environments is discussed. ?Extraction from less conventional sources. Recent price increases for U3O8 have resulted in a number of companies examining the recovery of uranium from sources such as fossil fuels and phosphate deposits. Both of these areas were examined in the 1970s and 1980s and a number of approaches were commercialized. The paper reviews the extraction options.

Microwave technology has for decades been a tool for astronomers to map and understand the complexities of the universe its composition and extent. It is also used on a laboratory scale by spectroscopists to examine properties of atomic and molecular compounds. In this novel work we will introduce microwave technology to be used for the investigation of liquid slag structures. The preliminary results indicate that the alteration of the slag composition could be correlated to the measured microwave refractive index.
