In China, thin coal seams are rich in resources but are technically challenging. The mineable reserves in these seams account for 20.4% of the total coal resources, while the current production accounts for only 10.4% of the total annual production. Characteristics such as narrow mining space, low level of mechanization, poor working environment, and high cost of mining, restrict the development of mining safety and efficiency. Recently, fully mechanized mining technology has developed rapidly for thin coal seams, the level of yield and efficiency has reached or exceeded the international standard, and some state-owned key coal mines are considering automation of their mining process. In thin coal seams with hard stone bands that contain concentrations of pyrite, a specialized software, LS-DYNA, is used to calculate the rational blasting parameters that are used in the deep-hole pre-splitting blasting. Using this method the hard stone bands are fractured effectively, and hence increasing the coal productivity. In addition, mining advance rate were increased by enhancing the level of fully mechanized equipment and safety improved by increasing gas drainage from the gas outburst prone seam located some 7 m below the coal horizon. At present, thin coal seam mining technology faces many challenges, including the low level of equipment automation, the low advance rate in mixed coal-rock ground, and the large number of the mine personnel underground. By lowering the labour intensity and improving efficiency through automation and other measures, more efficient working faces can be implemented in thin coal seams.

Artisanal and small-scale mining (ASM) plays a fundamental role in the national and local economies of resource-rich countries in Africa. As such, more effort must be geared towards fostering this type of economic activity to sustain livelihoods in rural communities. Across Africa, efforts to operationalize ASM based on a sustainable development framework have been quite tedious and often ineffective. This is because most of these frameworks lacked context and an understanding of the continuum from the artisanal through small-scale and up to the junior miner, grouped under the general term ?ASM?. Driven by the need to contextualize some of the definitional issues in this niche sector, and gain a clearer understanding of their peculiar challenges, this paper aims to contribute to the debate on ASM by considering two of Africa?s resource-rich countries ? Ghana and South Africa. Since South Africa has made greater inroads in protecting the interests of small-scale miners, we thus draw comparisons from both countries? approach to ASM, outline the lessons learnt, and provide recommendations regarding the ways forward.

"Simulation is a technique for studying the operation of systems by synthetic experimentation. With digital computers it is possible to simulate even the complex production processes in gold mining. This has great potential in that it enables the investigation, analysis and comparison of mining systems to be done accurately, rapidly and at low cost. Two programs have been developed to simulate the principal underground production processes in gold mining.These are the simulation of any stope contract and the simulation of underground transport operations. The programs synthesize these mining activities from a large number of small unit operations. The stope contract program simulates rockbreaking by drilling and blasting and the cleaning of the panels by face and gully scraping. The transport program simulates the functions and movements of all vehicles running on rails on one underground level. The simulation programs provide an effective means for experimenting with mining activities."

This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. Techniques used to safely control the roof in UK coal mines for some 10 years have been applied to a South African coal mine. This new approach known in the UK as advanced rockbolting technology, is based on applying four fundamental principles: ?Understanding the roof failure mechanisms ?Using an effective roof support system ?Designing this support using measurement ?Monitoring the performance of the system. The paper summarizes the approach in detail and describes how it is being applied by Anglo Coal, giving results obtained to date. Investigations at a number of South African coal mines, including stress measurements at two Anglo Coal mines, have confirmed that the mode of roof failure (lateral shearing due to horizontal stress) is the same as in other coalfields worldwide, and aspects of current world best practice, including the use of advanced technology rockbolting, are therefore relevant in South Africa. The stress measurements indicated a high level of stress field anisotropy and further investigation of stress conditions in South African coal mines is recommended. The most effective bolting system to resist shear failure is one with high bond strength and stiffness. Short encapsulation pull testing of existing South African systems confirmed that they have low bond strength and stiffness. An improved rockbolt system with the required performance, and features allowing rapid installation and installation quality and performance audit, has been developed and is currently under full-scale trial. Design by measurement and routine monitoring procedures including the use of a rotary telltale device are also under trial. It is anticipated that South African coal mines will be able to obtain significant safety and productivity benefits from the application of this technology.

South Africa has two main platinum reef deposits, namely the Merensky reef and the UG2 reef. These reefs are currently mined using traditional drilling and blasting methods. Mechanized cutting could potentially enable continuous mining, which would offer significant advantages. This would require thorough understanding of the cutability of the rock. To explore this, a linear cutting machine was developed to conduct laboratory scale cutting tests. This work describes the development and commissioning of the cutting machine using sandstone, as well as subsequent characterization tests on UG2 reef samples. UG2 reef has large variability in strength on a millimeter scale. This introduces uncertainty in the test results due to added variance from one cut to the next for the same UG2 reef sample. Another problem is the variability in rock properties of the UG2 reef, when testing samples from different mines. The cutting tests led to fine fragmentation, which is known to be a significant problem for cleaning operations in underground stopes and warrants further research. A finite element method simulation of the rock cutting was conducted using ANSYS LS-DYNA and the continuous surface cap model to simulate rock cutting in the UG2 reef. It was found that it is possible to use LS-DYNA with the continuous surface cap model to model rock cutting of UG2 reef and get acceptable results, but the user must calibrate the model parameters using the experimental results. Therefore, the model is only fit for one set of cutting parameters and further work is required to generalize results.

"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

The problems associated with squeezing rock conditions in tunnels are well known and have been extensively investigated in the past. Although squeezing conditions are predominantly found in tunnels developed in weak rock types it has been noted at the No. 6 Shaft of Hartebeestfontein Mine where the host rock consists of hard, brittle quartzites. This paper investigates typical time-dependent deformation mechanisms in the rock at Hartebeestfontein Mine. The paper will focus on observations made in a strike-orientated tunnel that intersected weak quartzite layers, that were sandwiched between two competent quartzite beds. The observed squeezing mechanism is dominated by creep along bedding planes with a soft talcaceous infilling that behaves in a clay-like fashion when saturated in water. Stress-induced deformation processes, some distance into the sidewall of the excavation, force the already fractured periphery of the excavation into the void. A laboratory study of the creep of intact rock and discontinuities collected at this site was conducted to characterize the time-dependent behaviour. The difference in creep rates between the two types of quartzite found at this site is described in the paper. Creep tests performed on the talcaceous infilling material found that its presence allows substantial shear creep along discontinuities. Attempts were also made to simulate the squeezing mechanism observed underground with numerical techniques. Due to the discontinuous nature of the mechanism described above, a viscoplastic displacement discontinuity technique was used as it allowed for the explicit simulation of discontinuity creep. The results of the modelling and how it compared with the observed behaviour are described in the paper. Environmental impact statement The work described in this paper will not cause any new, or contribute to any existing, hazards confronting the environment.

The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.

Dundee Precious Metals Inc. (DPM) owns and operates the Ada Tepe gold mine and processing facility (previously referred to as the Krumovgrad Gold Project) located in south-western Bulgaria. The Ada Tepe mine became the first green filed project in past 40 year in Balkans and one of the few in Europe when it was commissioned during the first half of 2019. The plant produces a high-grade gold silicate concentrate generated through its comminution circuit and staged floatation reactors (SFR’s) while depositing its tailings in a state-of-the-art Integrated Mine Waste Facility (IMWF). This paper presents the successful commissioning, ramp-up and optimization of the Ada Tepe processing plant and how the various challenges, including that of an inexperienced front-line workforce, were overcome. More specifically addressing how the implemented modern processing technologies and the operational readiness program, supported the people and process to achieve the design parameters safely and consistently. "In open pit dozer bulk push operations, the material left resting against the highwall after blasting poses an issue. This is because dozers cannot physically get in behind the waste to begin the bulk pushing process. Instead, an excavator can be used to side-cast this waste for the dozers to access. An alternative technique is to have the dozers ‘side-cut’ the material, which involves the dozers running parallel to the wall, digging out the material, and eventually rotating their blades to begin bulk pushing. Industry practices suggest the latter technique is less productive and economical than using an excavator. However, such excavator sidecasting ‘economic viability’ assumes that smaller/ancillary type excavators are used (i.e. less than 23 m3 bucket capacity). So, what happens if some mine sites are restricted to using relatively larger excavators (> 23 m3 bucket) that are preferred for higher priority digging tasks? When can they avoid using their excavator? This paper explores multiple scenarios that have been designed and developed to simulate data results, which identify conditions in which the dozer side-cutting technique becomes more economically viable than excavator side-casting in terms of decreased unit cost per loose cubic metre. IntroductionOptimizing the cost of waste removal operations is important for the profitability of opencast coal mines. In the past decade, dozer bulk pushing has emerged and taken over from traditional waste removal operations such as dragline and truck-and-shovel methods at various sites around the world (Beatty, 1994). In a typical bulk push operation, once the bench has been blasted, waste is left resting against the highwall, which can either be cleared using a loading unit or by having the dozers ‘side-cut’ the highwall.Dozers perform most effectively when slot dozing side-by-side, perpendicular to the highwall. However, when dozers are required to remove material off the highwall, they must push parallel to the highwall, rather than perpendicular, hence ‘side-cutting’ the material to ensure a clean face. While dozer sidecutting is possible, it has been found that the majority of mine sites use a loading unit in this situation to avoid dozer inefficiency. Other perceived issues with dozer side-cutting include higher maintenance requirements and safety risks to dozer operators working in close proximity to the highwall."

Metal casting is one of the most important operations in ferroalloys factories. After the tapping of the furnace and the depuration of the metal, the preparation for customers with cooling, crushing and sizing begins. In total production costs, this contains around 8 % of the total cost of the metal, depending on the value of the fines and other important parameters. From an investment point of view, this represents around 20% of the total capital for a new furnace. Casting onto a water-refrigerated copper plate is not new for molten metals. In steel, continuous casting machines are normal in every factory. Water granulation casting exists at some ferroalloys plants. However, the majority of plants and production technology still use the technology of lumping, crushing and sizing. This technology is time consuming, produces fines and requires a relatively large work force. In 2001, Ferroatlantica put into operation a new water-cooled copper casting-machine, which seems to be a very convenient solution to solve all these problems. It is in operation at a silicon factory; the same place where the new ELSA electrode was developed for silicon metal production. This paper describes our experiences using it.

"The start of mining operations often raises serious financial problems. In marginal cases promoters frequently demand financial aid from governments.In the past, the financial assistance has taken the form of gifts, procurement contracts, etc., but aid in such form has been severely criticized. A new formula has been developed to provide a more equitable distribution of the revenues accruing to the government and to private capital.The benefits to these two parties have been evaluated in an hypothetical case and compared in terms of internal rates of return on their investment, their shares of the undiscounted cash flows and their primary profits.The method based on the non-zero sum game theory provides a means for suggesting the lowest feasible annual production and the optimal sum contributed by the government in the form of outright gift, equity capital and convertible bonds. Other financial hypotheses can also be optimized by the computerized analysis."

Changes in the explosion behaviour of mixtures of coal dust, methane, and air when exposed to different energy sources are discussed. Changes to the lower explosive limits, minimum ignition energies, and rates of pressure rise when the same hybrid mixture of coal dust, methane, and air is exposed to ignition sources which are either spatially extended or spatially concentrated, are examined. A diagram is presented from which coal-dust loadings and methane presence can be determined which are below the lower explosible limits, and stated as a safety factor.

Cokriging uses a sparsely sampled, but accurate and precise primary dataset, together with a more abundant secondary data-set, for example grades in a polymetallic orebody, containing both error and bias, to provide improved results compared to estimation with the primary data alone, as well as filtering the error and mitigating the effects of conditional bias. The method described here may also be applied in polymetallic orebodies and in other cases where the primary and secondary data could be collocated, and one of the data-sets need not be biased, unreliable, etc. An artificially created reference data-set of 512 lognormally distributed precious metal grades sampled at 25×25 m intervals constitutes the primary data-set. A secondary data-set on a 10×10 m grid comprising 3200 samples drawn from the reference data-set includes 30 per cent error and 1.5 multiplicative bias on each measurement. The primary and secondary non-collocated data-sets are statistically described and compared to the reference data-set. Variograms based on the primary data-set are modelled and used in the kriging of 10×10 m blocks using the 25×25 m and 50×50 m data grids for comparison against the results of the cokriged estimation. A linear model of coregionalization (LMC) is established using the primary and secondary data-sets and cokriging using both data-sets is shown to be a significant improvement over kriging with the primary data-set alone. The effects of the error and bias are filtered and removed during the cokriging estimation procedure. Thus cokriging using the more abundant secondary data, even though it contains error and bias, significantly improves the estimation of recoverable reserves.

The Pt-based alloys have a high potential for replacing some Ni-based superalloys (NBSAs) used in the highest temperature and most aggressive environments, and vanadium would be a beneficial alloying element. Six alloys of average compositions Pt-26.6Al-9.1V, Pt-23.1Al-17.8V,Pt-9.6Al-21.1V, Pt-17.4Al-6.4V, Pt-22.3Al-7.9V, and Pt-6.0Al-10.1V (all in at.%) were manufactured by arc-melting and examined in the as-cast condition using scanning electron microscopy and X-ray diffraction (XRD). Five samples were heat treated at 1 000°C for 1 500 hours and water quenched, then examined. The phases were identified using energy-dispersive X-ray spectroscopy and the identities were confirmed by XRD. In most of the samples, the phases existing in the as-cast condition were different from those at 1 000°C after ~1500 hours heat treatment. A solidification projection, an isothermal section and a liquidus surface projection were determined for the Pt-rich corner.

Risk lies at the heart of all mining and nowhere more so than in pit slope design. Mining is principally about two areas of risk; safety and economics. This paper addresses the main elements of pit slope design and presents a view of the state of the art in terms of safety, design, prediction of performance, success and pit slope management. There has been a recent trend for serious injury and fatalities due to stability in open pit mines. The causes and contributing factors are analysed in relation to geotechnical knowledge, pit slope design and management. Currently there is no standard classification system for mine slope designs and it is considered doubtful if a universal system is possible. Designs are usually formulated in accordance with many different methodologies, various engineering principals and a number of different philosophical approaches, with results often presented in terms of Factors of Safety or Probabilities of Failure. However wide experience has demonstrated that even with apparently detailed engineering investigation and analysis at Feasibility Level, at the Operating Stage mine slope angles are regularly subject to large changes. The general experience is that these changes are ± 5° and 16° overall, which is considerably outside the accepted order of accuracy. For large deep mines these are huge changes and represent significant risks to the operations. The current state of practice in pit slope design is examined for two stages, feasibility and operating.

The unpaved road network on a surface mine is extensive, comprising numerous roads of varying construction and material qualities with highly variable traffic volumes. Existing haul road maintenance management systems (MMS) work well for predictable traffic volumes, but for complex mine road networks, the MMS becomes onerous. This results in sub-optimal road maintenance strategies with the attendant increase in total road-user costs and reduction in service. A real-time maintenance management system was thus sought to overcome the deficiencies of existing MMS for mine roads. Since most large mines operate trucks with on-board diagnostic data collation, linked through a centralized communication and GPS backbone, it was proposed that road condition could be monitored on a real-time basis through on-board vibration signature analysis. The aim of this paper is to present the development of a real-time mine haul road maintenance management system. Following are view of mine road maintenance practices, the real-time system architecture is introduced and the results of a field trial of on-board vibration signature assessment is presented. The trial results are discussed in the light of road defect signature recognition, analysis, signature repeatability and system limitations. This approach has applicability to other situations such as a network of district roads, subject to an analysis of the economic feasibility. The paper concludes that modern technology has the potential to apply maintenance as and where needed with possible reductions in authority cost and an improvement in service provided for the road user.

The minerals sector continues to draw attention from policy makers who would want to see both old and new mineral projects add value to the minerals in the host country. The current technological development in the leaching of manganese oxide ores to produce a high-purity manganese sulphate monohydrate, a compound that is used in the manufacture of batteries for electric vehicles or long-life storage cells for the renewable energy market, has led to junior mining companies spearheading this technology in new projects across the globe. In this paper, we researched the high-purity manganese sulphate monohydrate project pipeline and used projected production volumes and C1 cash costs to construct the industry supply curve for six projects, including the K.Hill project owned by Giyani Metals Corporation near Kanye, in the southern part of Botswana. The aim was to determine the ideal conditions that would provide a comparative advantage for further local value addition to high-purity manganese sulphate monohydrate and to the end user product. The results showed that while the estimated C1 cash costs would place the K.Hill project as the second highest cost producer from among five projects, it would nonetheless have healthy profit margins due to the high projected price of high-purity manganese sulphate monohydrate. The study recommended policy options, which, if implemented, could further encourage the exploitation and value addition of battery metals in Botswana.
