Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

The Kell Process has been developed for the extraction of platinum group metals (PGMs) and base metals from sulphide flotation concentrates. The process has been successfully tested on several different sulphide flotation concentrates, including those from the UG2 chromitite horizon and the Platreef mafic/ultramafic layer. It has been shown to provide high (>95 per cent) and selective extraction efficiencies for the key valuable metals, i.e. Pt, Pd, Rh, Au, Ni, Co, and Cu. The Kell Process consists of several commercially proven unit operations. S, Ni, Co, and Cu are first selectively removed by use of a pressure oxidation step during which the dissolution of PGMs is minimized. The residue from pressure oxidation is subjected to a thermal treatment to ensure efficient PGM recovery by subsequent chlorination. All the core steps are very similar to well-proven conventional unit operations in common use, as are the subsequent metal recovery steps to provide marketable end products. Typical metallurgical responses of flotation concentrates from UG2 and Platreef to the Kell Process are provided, and key outcomes of an energy comparison study with smelting are summarized in this paper. Kell presents a potentially substantial improvement in PGM concentrate processing technology, in terms of economics via much-reduced power costs, ease of processing, and various environmental benefits. It allows for the treatment of high-chromium low-grade 'dirty' concentrates, such as secondary concentrates from the platinum industry's 'mill-float-mill-float' (MF2) flotation circuits and concentrates from retreatment of tailings. It allows greater concentrate mass pulls, has higher tolerance to gangue intergrowths in concentrates, and its use can provide substantial increases in overall PGM recovery. Its adoption would be a step change in the platinum industry, and given the commercially proven unit operations embodied in the Kell Process, at much-reduced risk compared with other more experimental technologies. Since the initial process development work, significant improvements and refinements have been introduced as a result of further compre¬hensive testing and process modelling. Pilot-scale testing and engineering study work is in progress for several selected sites.

The hard rock gold and platinum mines in South Africa have seen little development in the technology of mining. Holes are still drilled in the rock?though the latest water hydraulic rockdrills will complete that task in two minutes compared with the eight hours for hand drilling. Charging up is with far safer explosives and with available initiation systems it is no longer necessary to run up the face lighting each fuse. Movement of rock in the stope is predominately by means of scraper buckets and scraper winches?these were first introduced in the 1920s. Support is still mainly rock, either in situ pillars or backfill, or alternatively wood. Just as the mining process has changed very little it is hardly surprising that the productivity of mining is also relatively unchanged. Major efforts have been made to mechanize the mining process. However, most of the narrow reef mines where ?trackless mechanized mining? was introduced in the early1980s have reverted to conventional mining. In the wider reefs mechanized mining is the option of choice, unfortunately most of the gold and platinum mines have very narrow reefs that are not suitable to ?off the shelf? equipment. The move to introduce room-and-pillar mining into the narrow UG2 reefs is at the expense of mining more waste with the reef, fortunately it appears that appropriate waste and reef separation processes are available. Room-and-pillar mining followed by long hole drilling and blasting of a narrow slot of reef out of the pillars currently appears to offer the best of both worlds?maximum reef recovery with minimum waste dilution.

This paper describes the development and implementation of amine-wide continuous stability monitoring system at the Declines Section, Anglo Platinum Union JV. The Declines Section at Union JV experienced a number of large panel collapses during 2005 and 2006. As well as posing a major safety risk, the panel collapses had a major effect on production since the Declines Section is a semi-mechanized operation. The collapses would often extend into the mechanized strike roadways, resulting in a loss of access to both current and future production faces. The collapses have been largely overcome owing to a change in support design and the implementation of a mine-wide stability monitoring programme. This paper describes the precursors to collapses, which were identified using continuous closure measurements and the remedial measures taken. It also outlines the design and introduction of a robust and reliable monitoring tool, which is now used on a mine-wide basis to provide early warning of large-scale collapses.

A good thing is becoming a bad thing. Rock mass classification systems, that are so excellent for communications between engineers and geologists, and that can be valuable in categorizing project experience, are emasculating engineering geology and rock mechanics. Some engineering geologists have been sucked into thinking that Q and RMR values are all that is needed for engineering purposes, and seem to have put aside what can be learned from structural geology and geomorphology. Many rock mechanics engineers seem to have forgotten the scientific method. This paper attempts to redress the situation by showing how mechanics can be used in rock engineering to design with a similar rigour to that used in the fields of structural engineering, hydraulics and soil mechanics. It also attempts to remind practitioners of what can be achieved by skilled engineering geology.

Energy efficiency is currently a significant area of interest due to the Eskom power situation, which led to severe power impacts to the PGM, and indeed whole SA primary industries, in early 2008. Anglo Platinum has focused on energy efficiency for a number of years, especially in the concentrator operational area. New comminution technologies have been aggressively developed, which have shown real metallurgical efficiency gains as well as significant energy efficiency and saving potential for Anglo Platinum?s total electrical consumption as the company expands into a growing PGM demand market. This paper illustrates this programme?s activities, potential and considerable achievements to date.

The accident at Unit No. 2 of the Three Mile Island nuclear reactor (TMI-2) on 28 March 1979 was the worst nuclear accident in US history and crippled the nuclear industry. An international Vessel Investigation Project was formed to assess the integrity of the vessel. However, it was not possible to remove specimens from the lower head until January?March 1990. Fourteen of the fifteen specimens removed by electrical discharge machining were from under the debris pile that accumulated on the lower head due to melting of approximately 19 000 kg (45%) of the core. Specimens were previously cut from the lower head of a cancelled reactor of very similar size and design destined for Midland, Michigan. These specimens were subjected to controlled heating cycles with peak temperatures from 800°C to 1100°C for periods of 1 to 100 minutes. The initial study qualitatively compared the structures in the 15 specimens from TMI-2 to the control specimens from the Midland lower head. The writer used the same specimens and employed microindentation hardness traverses, electron microprobe analysis, and selective etching followed by quantitative metallography (by image analysis) to obtain a far more detailed description of the thermal exposure experienced.

Caving of the second lift of the E26 orebody at Northparkes Mines was monitored with a comprehensive package of instrumentation, including an ISS seismic monitoring system. Seismicity was collected by an array of 19 triaxial accelerometers and 9 uniaxial geophones, giving a high quality seismic data set. The seismic response to block caving at Northparkes has been divided into two papers. The first paper focuses on the seismicity during undercutting. The second paper deals primarily with the seismicity during cave propagation during initial cave production. In this paper, traditional seismic monitoring concepts are applied to seismicity during cave mining. More than 40 000 seismic events were recorded during cave undercutting between February and January 2004. Events up to local magnitude +1.3 were recorded near the mine during undercutting, with event rates of up to 500 per day. Analysis of frequency-magnitude distributions, S-wave to P-wave energy, and temporal variations in event magnitude all gave insight into the seismicity recorded. In addition, a new technique, called apparent stress time history, was shown to be sensitive to stress change from undercut blasting, and useful to identify significant periods during cave development. A significant difference was identified between the cave back location and the halo of seismic events above the cave. Throughout the undercutting, the a seismic zone of loosening was typically 50 to 70 metres in vertical thickness. Based on the seismicity, a stress driven rock mass failure model is proposed. Early in the undercutting, seismicity and movements in the seismogenic zone were directly triggered by stress change from undercutting. Towards the end of undercutting, seismicity was virtually uncorrelated with undercut blasting, and likely due to the onset of cave initiation.

This paper reports hardness and abrasive wear resistance test results from a wide range of WC-Co alloys, varying in cobalt content as well as WC grain size. The results show that the abrasive wear resistance increases with increasing hardness and that the rate of increase is higher for larger WC grain sizes. The increase in abrasive wear resistance was found to be parabolic up to a critical hardness value and exponential above that value. The transition from parabolic to exponential behaviour was found to occur at the same contiguity value for all grain sizes, which suggests that at that contiguity value the WC skeleton becomes continuous in all WC-Co alloys.

In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10?40 km in length. These road networks are often not optimally designed and maintained and as a result, identifying and remediating road functional defects is problematic. Most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. This paper presents a haul road maintenance management system which utilizes an assessment of rolling resistance based on a functional performance evaluation of a haul road, together with mine haul truck operating cost models to derive the optimal frequency of road maintenance. A typical application is presented which illustrates the potential of the technique to manage maintenance as and where needed with resultant reduction in total road user costs and an improvement in service provided for the road user. World HCFeCr production is 6.0 million tonnes. Correspondingly 1.1-1.6 t slag / t FeCr is produced depending on the raw material basis. Essentially all FeCr is produced in submerged arc furnaces, while the role of competitive technologies like DC is limited. In all furnaces fluxes are used to optimize the slag composition. Vital characteristics are smelting point, electric conductivity and viscosity. The main components of FeCr slag are SiO2, Al2O3 and MgO. Additionally it consists of Cr-, Fe-oxides and CaO. Granulated slag and/or classified slag products are produced depending on the production process. The slag products are mainly marketed in road and civil construction purposes but also in producing refractories. Normally crushed and screened slags are produced simultaneously when recovering alloy. The leachate of slag products is low and performance results are excellent. Slag products successfully replace natural sand and macadam. Generation of waste is essentially reduced. Producing and using slag products are described as BAT-technology and it is an essential environmental aspect. Outokumpu Tornio Works produces 320 000 t FeCr-slag/a. This paper deals with formation of slag in smelting process, its chemical composition, physical and structural characteristics, utilization and product specifications as well as environmental aspects. The slag products are standardized and CE marked. Additionally the role of slag in smelting and alloy recovery is reviewed in this paper.

The high-sulfur bauxite in Henan Province was used as raw material. The grinding fineness, pH value and collector dosage on its desulfurization performance, and industrial flotation desulfurization process were studied. The best flotation desulfurization conditions were grinding fineness of 75%, pH of 8.5, and collector of 600 g/t. “One coarse, one cleaning and one sweep” closed-circuit flotation was established as the industrial flotation desulfurization process. After the closed circuit test, the sulfur content of aluminum concentrate with the yield of 93% was 0.23%, and the sulfur removal rate was 83.16%, and the sulfur content of tailings (sulfur concentrate) was 15.09%. In a paper presented at the Heavy Minerals Conference 2001 a laboratory scale investigation on the beneficiation of an ilmenite containing waste stream by magnetizing roasting was reported1.This waste stream contained a high concentration of ilmenite, which was contaminated by chromite and other gangue minerals. Interpretation of the results of the investigation was based on the assumption that during magnetizing roasting of an ilmenite concentrate, under the oxidizing conditions, the magnetic properties of the chromite would remain constant. In this article the following hypothesis was tested: The magnetic susceptibility of chromite would remain constant during magnetizing roasting of an ilmenite concentrate under the oxidizing conditions reported by Gouws and Van Dyk1. The results of this study indicated that the hypothesis is not true. The increase in the magnetic susceptibility is not significant though and it is expected that it will not influence the final ilmenite quality to a large extent. Based on the assumptions that the bulk magnetic susceptibility of the waste stream samples represents that of the ilmenite in the waste stream, and the bulk magnetic susceptibility of UG1 chromite that of the chromite in the waste stream, the results also served to confirm that the waste stream with a high chromite content should be roasted under oxidizing conditions, in a reactor with a well-defined retention time distribution (i.e. a fluidized bed reactor), at a roasting temperature of 750°C (rather than the higher temperature ranges of 800°C and 850°C).

Toxic gases, mostly carbon monoxide (CO) and nitrous oxides (NOx), are invariably generated by commercial explosives under practical conditions of usage because of oxygen unbalance and non-ideal chemical reaction. Permitted explosives are statutorily required to meet the criteria stipulated by regulatory authority for their toxic fume quality for their safe use in underground coalmines. Solid blasting using P5 explosives contribute around 60% production from Indian underground coal mines. Low pull and yield per blast in solid blasting has been identified as a reason for low production and productivity of Indian underground coal mines. In an effort to improve performance of solid blasting, it was envisaged to apply air decking between suitable P5 explosives using high density polyethylene (HDPE) spacers under a Ministry of Coal, Government of India funded project. A non-deflagrating slurry explosive composition having high air gap sensitivity was specially developed for this purpose, so that air decked cartridges get detonated sympathetically with single priming. However, statutory authority in India apprehended that the use of oxygen negative HDPE spacers can influence the generation of toxic gases. The effect of using HDPE spacers on the generation of toxic gases was studied under simulated laboratory conditions with newly developed as well as with three commercial P5 explosives. The results of studies presented in this paper revealed that the level of carbon monoxide increases linearly and there is no significant effect on the level of oxides of nitrogen due to the use of HDPE spacers with selected explosives. Studies also revealed that this newly developed slurry explosive can be used for air decking up to 15 cm using HDPE spacers of weight not more than 21 g without exceeding the permissible limits for toxic gases.

The ability of an explosive to break rock is influenced considerably by the extent of confinement in the blasthole. It is believed that confinement is improved by the use of adequate stemming. The aim of this paper is to present the results of the first and second stages of developing a stemming performance testing rig for small diameter boreholes. The rig was used to compare and contrast the performance of different designs of products. The results showed that different stemming products have differences in terms of their functionality, which can have a major impact on the efficiency of rock breaking. Two test procedures were used, one through the exclusive use of compressed air and the second using a purpose-built high pressure test rig with small quantities of explosives. Both tests were used to identify and evaluate the ability of various stemming products to resist the escape of explosive gas through the collar of a blasthole. An investigation was done to determine the types of stemming products most commonly used in South African underground hard rock mines, and these products were used during the tests. The first stage of tests using compressed air only did not prove adequate to predict with certainty the pressure behaviour in the borehole of a particular product under high pressure conditions. The purpose-built high pressure test rig also did not prove to be a very effective tool to test stemming products under high pressure conditions. The test rig incorporated only the effect of gas pressure on the stemming product, and excluded the effect of the shock wave. This study therefore proved that to take into account only the gas pressure generated in the blasthole is not sufficient to effectively test stemming product performance.

Material handling in open pit mining accounts for about 50% of production costs. The selection and deployment of efficient, safe, and economic loading and haulage systems is thus critical to the production process. The problems of truck and shovel selection and sizing include determination of the optimal number and capacities of haulage and loading units, as well as their allocation and operational strategies. Critical survey and analysis of the literature has shown that deterministic, stochastic, and experimental approaches to these problems result in considerably different outputs. This paper presents a comprehensive simulation framework for the problem of truck and shovel selection and sizing based on the random processes underlying the network-continuous-discrete event nature of the mining operation. The framework builds on previous research in this field and attempts to address limitations of available methodologies in the form of a comprehensive algorithm. To test the validity of the framework a large open pit mine was evaluated. The stochastic processes governing the uncertainties underlying the material loading and haulage input variables were defined and built into the stochastic model. Discrete event simulation was used to simulate the stochastic model. The proposed model resulted in several modifications to the case study.

A common theme running through recently introduced mining health and safety legislation in many parts of the world is risk assessment. Most recently, risk assessment legislation has been introduced across the mining industry of South Africa and the view that the introduction of risk assessment based legislation provides an ideal opportunity to improve on past health and safety performance is presented. Risk assessment techniques range from highly complex safety system techniques that are used in high technology process industries, to subjective techniques based on simple judgements that are finding use in many other industries. The objective of this paper is to shed some light on risk assessment, not by detailing the risk assessment process but by identifying the crucial elements that need to be considered if risk assessments are to be successful in changing health and safety performance. A case study is presented illustrating the introduction of risk assessment into the Ingwe Coal Corporation, one of South Africa?s largest mining houses, to indicate how the system was developed and how it is being used.

The Moon, asteroids, and planets of the solar system represent the most distant caches of wealth that humanity has ever considered recovering. Yet, in addition to the potentially recoverable values represented there, harvesting off-Earth resources has a second, almost incalculable sustainable benefit in that they can be retrieved with absolutely no damage to Earth. Previous research mostly assessed the potential of asteroids and the Moon for mining purposes from a theoretical and scientific point of view. These studies investigated drawbacks that could be experienced in this type of operation, but no detailed economic evaluation that is meaningful for mining project management has been conducted and the parameters that are most likely to make an operation feasible are unknown. This paper provides a preliminary economic and sensitivity analysis of a possible off-Earth mining business extracting minerals from an existing asteroid.

The upgrading process of an inferior grade of zircon to a superior opacifier for ceramic applications was investigated. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated in this study. The morphology of the treated and untreated zircon opacifier samples were investigated by SEM micrographs and the colours of zircon samples were characterized on the grounds of the Commission Internationale de l`Eclairage (CIE) standard procedure (CIE L* a* b* measurements) after application on a bisque ceramic tile. It was found that the treatment improved both the milling as well as the opacifying properties of the treated inferior grade zircon concentrate and renders it equivalent to or better than prime grade zircon opacacifiers currently produced. Effective communication is a sought-after non-technical skill in the health, safety, and environmental (HSE) function and is fundamental in achieving an organization’s safety objectives. While different channels are used to communicate HSE matters, many organizations employ posters, videos, and/ or signs containing images to convey information. Communication through signage and graphical hazard symbols has been regulated in standards, but vast sections of HSE communication are bespoke communications and exist outside the sphere of standards. Effective HSE communication through images requires an understanding of the organizational culture in which the images will be used, as well as an understanding of the semiotics of the images themselves. Creative interpretation within HSE communication can create situations where the message that was received is not the message that was intended, leading to confusion and misinterpretation. This paper is aimed at elucidating the semiotics of South African HSE visual content. It was found that the indexical mode of images was most preferred in visual communication, and text-only designs the least preferred. Senders and receivers of messages differ in their opinions on the complexity of HSE communication.
