Occupational health and safety is regulated by statute and common law. South Africa has, like many other countries, legislated extensively on occupational health and safety. Despite the body of legislation, the common law continues to play an important role as far as it concerns contractual, delictual and criminal liability. Two major Acts regulate occupational health and safety viz. the Occupational Health and Safety Act, No. 85 of 1993 (?OHASA?) and the Mine Health and Safety Act, No. 29 of 1996 (?MHSA?). The MHSA applies to mines and works as defined and related aspects. OHASA applies to other industries but does not apply to employers and workplaces to which the MHSA and certain matters covered by the Merchant Shipping Act, No. 57 of 1951 apply. See section 1(3) of OHASA. 2 The employer?s health and safety obligations in terms of the MHSA 2.1 Section 2(1) of the MHSA provides amongst others, as follows: ?The employer of every mine that is being worked must: (a) ensure, as far as reasonably practicable, that the mine is designed, constructed and equipped: (i) to provide conditions for safe operation and a healthy working environment (ii) ... (b) ensure, as far as reasonably practicable, that the mine is commissioned, operated, maintained and decommissioned in such away that employees can perform their work without endangering the health and safety of themselves or of any other person?.

CaF2is often used as a fluoride addition to the chloride salt flux in the melting of aluminium scrap. The solubility of CaF2in the chloride salt system is limited. Dissolved CaF2is considered to improve the properties of salt fluxes. Experimental investigations indicated that the solubility ofCaF2in 70 wt % NaCl/30 wt % KCl, German salt flux used in aluminium scrap melting, might be lower than expected according to literature data. The pseudo binary section CaF2-(70 wt % NaCl-30 wt % KCl) was investigated by differential thermal analysis (DTA). The determined solubility of CaF2appeared to be considerably lower than presented in the literature. The pseudo binary section calculated using thermodynamic data partially confirmed the results. DTA allowed us alsoto determine the crystallization temperature interval of the two phase eutectic consisting of the solid solution NaCl-KCl and CaF2. Slag-metal equilibrium experiments were conducted at 1500ºC and 1580ºC under 0.03 atm, 0.05atm and 0.83 atm CO partial pressures using silica and Cr-oxide crucibles. The complex slags belonged to SiO2-CaO-Al2O3-MgO-FeOx-CrOxand the metal phase to the Cr-Fe-C-Si-(S)systems. The carbon saturation of the metal phase was avoided using oxide crucibles and thus the results are pertinent to ferrochromium refining slags and processes. From equilibrium data and thermodynamic calculations the CrO /(CrO+Cr2O3) ratio in the slag was determined as 0.75, 0.80and 0.86 under 0.83 atm and 0.05 atm of CO pressure at 1500ºC and 0.03 atm and CO pressure at1580ºC respectively. The results clearly demonstrated that a higher chromium content of the metal results in higher Cr in the slag, and chromium in slag decreases with increasing SiO2. The results were also sensitive to the crucibles used as these oxide crucibles saturated the slag either with respect to SiO2or Cr-oxides. It was also demonstrated that the relative amount of CrO in the slag was higher when SiO2crucibles were used in accord with thermodynamic calculations. Iso-concentration curves for carbon and chromium of the metal phase in equilibrium with the slag were drawn on pseudo ternary SiO2–(AI2O3+CaO+MgO)–(Cr2O3+Fe2O3) diagram. The activity coefficients and activities of carbon and chromium of the metal phase were also calculated from the experimental data and available thermodynamics information and were plotted as iso-activity curves in the same pseudo ternary diagram. The liquidus temperature and viscosity of a range of melter slags produced in South Africa were determined. Drop-quench experiments were carried out on the supplied plant samples to determine the liquidus temperature and phase relations at sub-liquidus temperatures. The temperature measurement range covered 1300°C to 1630°C. Results from these experiments show liquidus temperatures for the melter slags to be in excess of 1500ºC with the chromium containing spinel as the primary crystalline phase. At lower temperatures, an olivine or pyroxene phase co-existed with the spinel phase. The viscosity of the slags was determined over a temperature range of 1350 to 1550°C, under a controlled atmosphere. Results show two orders of magnitude variation in the viscosity (0.2 to 20Pa s) with strong effects of slag chemistry and temperature. Slags with lower SiO2and Cr2O3concentrations were more fluid. Slags with the lowest FeOx and highest SiO2concentrations were the most viscous. These observations are in accord with general behaviour of silicate slags. While the presence of a spinel phase may have an effect on the viscosity of the melter slags, results obtained to date indicate a much stronger effect due to the presence of an olivine or pyroxene phase at lower temperatures. There are practical indications that flotation recovery of palladium bismuth tellurides is poor. This work tested whether this can be caused by a lack of interaction of the collector with the telluride. Impedance measurements, voltammetry and Raman spectroscopy were performed to determine the interaction of dithiocarbonate collectors (KEX) with Pd-Bi-Te. Impedance measurements showed lower capacitance values in solutions containing KEX, indicating the formation of a continuous surface layer. Anodic and cathodic polarization diagrams show the mixed potential to be higher than the reversible potential of the xanthate-dixanthogen equilibrium reaction; hence the formation of dixanthogen on the surface is possible. Electrochemically controlled in situ Raman spectroscopy did indicate the presence of bulk diethyl dixanthogen on the surface. Raman spectroscopy has confirmed the co-presence of xanthate with dixanthogen, indicating that xanthate retains its molecular integrity when it adsorbs on the surface of the Pd-Bi-Te. As a result, the mineral surface is expected to be hydrophobic and alack of collector interaction with the mineral is not the reason for the low PGM recoveries experienced. The shaft-type ferromanganese smelting furnace (SF) at Mizushima Ferroalloy Co., Ltd. has been in operation since startup in 1985 and is continuing to perform smoothly. Production has been increased from the original design capacity of 270t/d to 350t/d by various operational improvements. As a productivity index of the shaft-type furnace, production of 350t/d is equivalent to productivity of 0.9t/m3/d (daily production/cubic capacity of furnace). Recently, various operational improvements were implemented to achieve productivity of 1.0t/m3/d or higher, including oxygen enrichment operation, increased tapping frequency, maintenance of the throat profile, and operation with small lump coke. The target productivity of 1.0 t/m3/d was achieved in January 2005. This report describes the improvements introduced as part of this high productivity technology.

The FeNi technology is currently dominated by high-power submerged arc furnaces, often designed as smelter as "two-inline-solution". To achieve the intended high efficiency, state-of-the-art design in good correlation with ores and reductants and an integrated layout of the whole plant is of great importance. An introduction will be given to general aspects in the production FeNi, plus a detailed overview of design principles for large FeNi smelters and finally some examples of innovations and research projects concerning Fe-Ni.

The microstructure of ferrosilicon is important since it controls the disintegration of the material during crushing and thus the generation of fines. Therefore a study of the microstructure formation during solidification of pure FeSi(75wt%Si) and FeSi(75wt%Si) containing 1.2wt%Al and 0.2wt%Ca has been initiated. The material has been cast into rods of 8mm diameter, which have been remolten by induction heating and directionally solidified in a Bridgman apparatus. This allows the temperature gradient and the growth rate to be controlled independently. The temperature history during solidification has been recorded by a thermocouple in the melt. Growth rates have been varied between 5 and 400µms-1 and temperature gradients between 3 and 14°Kmm-1. The microstructures show a large dependence on the solidification conditions. The crack formation in the alloys has been studied and found to be strongly related to the microstructure.

The project was aimed at evaluating the double-header trains implemented at Great Noligwa mine, looking at the changes from the old conventional trains to the new trains, and identifying possible improvements to obtain an even better and more productive tramming system. The methods used to evaluate the double-header trains at the mine included personal observations, time studies, personal interviews, technical research, safety analysis, cost analysis, production analysis, breakdown analysis, break test analysis, comparisons and working closely with engineering department and manufacturers. Issues that were evaluated are the improvements in safety, cost reductions, tramming congestion reductions, better efficiencies, labour optimization, enhanced driver safety and maintenance. Shortcomings of the double-header trains were identified and recommendations made to improve on the shortcomings. Findings of the evaluation study indicated the following: ?Drastic improvement on safety ?Extreme cost reductions ?Reduction in tramming congestions and bottlenecks ?Better tramming efficiencies ?Optimized labour placement ?Enhanced driver safety ?More effective maintenance. Although there is room for improvements, the double-header trains were implemented with great success at Great Noligwa mine. It is currently the preferred tramming methodology at Great Noligwa mine, and is also implemented at other Anglo Gold Ashanti?South Africa shafts. This tramming system has huge potential for growth, not only in Anglo Gold Ashanti, but in all other older mines that experience major tramming problems.

A testing method for assessing the shear-bond strength of thin spray-on liner (TSL) on rock substrate was developed at Wits University Rock Mechanics Laboratories. The gap between a 20 mm thick steel ring and a rock core is filled with TSL along the depth of the ring. After the curing of the TSL for a predetermined period, the sample is placed on a base, which offers support to the steel ring and the TSL but not to the rock core. A compressive load is applied on the rock core displacing the core on TSL contact and punching it towards the void in the support base. Shear-bond strengths for different TSL products as well as shotcrete were measured. This paper describes the test set-up and points out the important aspects and procedures during sample preparation and test execution. The test results are also presented and discussed.

The 1,000 MW Hydro Power Station Masjed-e-Soleiman (formerly called Godar-e-Landar) in Iran is under construction since 1992. The rock engineering aspects of the major underground structure, i.e. the powerhouse cavern shall be reported on in detail. The geotechnical investigations are described and results given. The results of several geotechnical analyses are presented. The designed and executed rock support is given. A description of the monitoring systems and typical measurement results obtained during and after excavation are presented. The lessons learnt during construction of the Stage-I powerhouse cavern were applied on the extension of the powerhouse cavern, which is to house an additional 1000 MW. Details regarding the unexpected behaviour of the Mudstones are given. Die 1000 MW Wasserkraftanlage Masjed-e-Soleiman (vormals Godar-e-Landar genannt) befindet sich seit 1992 in Bau. Dieser Artikel berichtet im Detail über die felsbaulichen Aspekte der Untertagebauwerke, insb. der Maschinenkaverne. Die geotechnischen Untersuchungen werden beschrieben und deren Ergebnisse wie die Ergebnisse verschiedener Berechnungen werden präsentiert. Die geplante und die ausgeführte Felssicherung wird angegeben. Die eingebauten Überwachungseinrichtungen werden beschrieben und typische Ergebnisse während des Aushubs und danach werden dargestellt. Die Erfahrungen beim Aushub der Kaverne der Stufe I wurden beim Entwurf der Kaverne der Erweiterungsstufe II, die weitere 1000 MW beherbergen wird, berücksichtigt. Details zum unerwarteten Verhalten des Schluff-/Tonsteins werden angegeben. La centrale hydroélectrique de Masjed-e-Soleiman (dénommée anciennement Godar-e-Landar), d’une puissance de 1.000 MW, est en construction depuis 1992. Un rapport détaillé sera présenté sur les aspects relatifs à la construction en enrochements de l’aménagement souterrain principal, à savoir la caverne abritant la salle des machines. Une description des investigations géotechniques réalisées y est fournie ainsi que les résultats correspondants. En outre sont présentés les résultats de plusieurs analyses géotechniques. L’ancrage dans la roche tel que projeté et réalisé est présenté. Une description des systèmes de contrôle ainsi que les résultats de mesures typiques obtenus au cours des travaux d’excavation sont donnés. Les leçons tirées lors de la construction de la Phase 1 de la caverne de la salle des machines furent appliquées à l’extension de la caverne de la salle des machines, qui doit abriter une unité supplémentaire d’une puissance de 1.000 MW. Par ailleurs, des détails sont donnés sur le comportement inattendu des argilites.

Driefontein Consolidated Limited has a proud history in the South African gold mining industry dating back to March 1945 with the formation of the West Driefontein Gold Mining Company. The reclamation gold plant at West Driefontein was originally built as a uranium recovery plant in 1970. With the collapse of the uranium oxide yellow cake market, the uranium plant was closed in 1988and successfully converted into a gold plant, recovering gold from repulped tailings dams1. The West Driefontein Reclaim plant utilized milling, leaching, conventional rotary vacuum filtration and cementation to recover the gold at a rate of 200,000 dry tons per month. The No. 1 tailings dam (at a head grade of 0.8 Au g/t) began to near the end of its life during 1996, and the next slimes dams to be treated, the No. 2tailings dam (at a lower head grade of 0.56 Au g/t) was found too marginal for reprocessing using the filtration technology. Alternate technologies were investigated, particularly the carbon-in-pulp (CIP) plant based on the Anglo-American Corporation (AAC) pump-cell technology at the Vaal Reefs Exploration and Mining Company?s East gold plant which was operating profitably at lower head grades2. The AAC pump-cell technology is based on the carousel mode of operation2. The suitability of CIP technology for the West Driefontein Reclaim plant was investigated using a pilot plant pump-cell supplied by Kemix The data gathered were utilized in sizing a full scale AAC pump-cell plant. This plant was motivated, built and commissioned on the 22nd of November 1996. Incorporating 6 eighty cubic metre AAC pump-cells. The West Driefontein Reclaim plant initially treated repulped slimes dam material. A subsequent change of feed material to current arisings (from the main gold plant) occurred in1997 in order to convert mills for waste rock treatment. Currently the reclaim plant treats a combination of current arisings and waste rock (milled at the reclaim site). The new CIP plant replaced twenty-seven rotary vacuum filters. A comparison between the filters and CIP in terms of operating costs was undertaken, as well as a performance analysis of the CIP plant to determine its flexibility in terms of variation of the throughput, pulp density, gold input, leaching efficiency prior to CIP, and the rate of carbon movement.

One of the valuation approaches applied to Advanced Exploration Areas and Pre-Development Projects is the so-called ?in situ Mineralization Method? or the ?Yardstick Method?. This method is based on the concept of a known undeveloped Mineral Resource being worth a certain fraction (the ?Yardstick?) of the contained commodity value (?metal in ground?), using commodity prices ruling at the date of valuation. The Yardstick value is derived usually from an average market-based figure obtained from an analysis of recent transactions and is expressed as a monetary value per ounce or per tonne. It maybe modified to accommodate the quality (e.g. grade) and category (e.g. confidence level) of the Mineral Resource/Reserve involved and the time, effort and expenditure expected to be involved in bringing the project to fruition. Some eighteen recent and relevant transactions were analysed, allowing the following general conclusions to be reached: ? a Yardstick with which to value undeveloped PGE mineral resources is likely to range between 0.5% and 2.5% of the in-ground contained metal value ? the expected method of mining (especially with regard to mining costs) and the grade of the mineralization both have a strong influence on the Yardstick ? the status (classification) of the Mineral Resource has some influence on the Yardstick and ? the ruling price of platinum and the regional location of the deposit appear to have insignificant influences on the Yardstick.

An often overlooked factor in the analysis of mine layouts and schedules is technical operating flexibility (or tactical flexibility), mainly due to its nebulous nature. By glossing over technical operating flexibility the resultant mine layouts and schedules maybe suboptimal. The need to incorporate technical operating flexibility into the analysis and comparison of mine layouts and schedules is increasing in importance. The nature of technical operating flexibility is illustrated, previous work on valuing of operating flexibility reviewed, and a proposal made on how technical operating flexibility can be quantified for tabular reef mines by using a platinum reef deposit as a case study. Once technical operating flexibility has been quantified it becomes possible to explore its incorporation into the analysis of mine layouts and schedules and subsequent optimization processes. This paper is a revised version of a paper presented in the Proceedings of the Second International Platinum Conference, ?Platinum Surges Ahead? in 2006. The work described in this paper is part of a current PhD study at the University of the Witwatersrand. The mechanical behaviour of schistose sedimentary rocks such as slate show a great amount of anisotropy. Hence, the schistocity plane is essential when investigating the mechanical behaviour of such rocks. The presence of such rocks in civil projects causes non-symmetric deformation and their behaviour is unpredictable. In this research, the anisotropic strength behaviour of slates is studied. Uniaxial and triaxial tests were conducted on specimens having orientation angles (ß) of 0, 30, 45, 60, 75 and 90 degrees. The triaxial tests were done at confining pressures of 3, 5 and 10 MPa. The effect of anisotropy on uniaxial and triaxial strength, cohesion, angle of internal friction and Hoek and Brown's m and s constants were investigated. The results indicate that the strength of slates in uniaxial and triaxial compression exhibit a U-shaped anisotropic behaviour. In-order to evaluate the most suitable criterion for predicting the anisotropic strength of rocks in uniaxial and triaxial compression, an investigation was carried out on various criteria. In uniaxial compression, the Liao and Huong and Ramamurthy criteria had good agreements with the test results. In triaxial compression the Hoek and Brown and Mc Lamore criteria had better agreements with the test results. It should be noted that in-order to utilize these criteria, a large number of tests must be carried out. However, as the Ramamurthy criterion needs fewer test results, it can be the most suitable for investigating the behaviour of anisotropic rocks in triaxial compression. The feasibility study of Escondida Norte (ENorte), recommended a slope angle design for the Final Pit. But, according to the experience obtained with the slope adjacent to the West wall of ENorte, in which Compañia Minera Zaldívar (CMZ) gained in its phase 4, a slope of similar geotechnical characteristics will be exposed in the West Wall of Phase 1 (Premine) and of the Final Pit, with an interramp angle 53º and with very good stability results. In this regard, Minera Escondida Ltd. (MEL) performed a study of the slope angles for the phases mentioned and according to this delivered the results of this evaluation, the recommendations and/or the necessary conclusions in the design to ensure that the slopes are stable enough and may enable safe operational management of them.

Total milling cost is composed of energy, liner and grinding media costs. In primary high ball load milling, the grinding media play the biggest role in total milling cost. This cost can be drastically reduced by improving the impact condition inside the mill. The impact condition inside the mill is influenced by shell liner design (as well as feed end and discharge design) and the type of discharge. The improvement of the impact condition will result in a significant decrease in grinding media consumption. The softened impact condition allows for better alloy optimization, resulting in a further reduction in grinding media consumption. Optimized liner design can also improve energy consumption as less energy is wasted in the projection of the grinding media. Magotteaux utilizes tools to simulate and show the grinding media trajectories for shell and end liners. This paper will present some practical examples where the media and energy consumption can be or has been reduced by optimizing liner design. South Africa’s best-quality coal, located in the central Highveld basin, is becoming depleted and alternative sources of coal, such as the Waterberg coalfield, will have to be developed to supply the country with coal in the future. The quality of the coal being mined in the central basin is gradually becoming poorer. This necessitates that more of the coal be processed to improve the quality to meet customer requirements. The challenge to the coal processing industry is to process low-yielding coals to produce goodquality products and at the same time ensure that coal mining remains economically viable. This requires that more cost-effective coal processing technologies be investigated and implemented.
