The objectives of the present organizational structure of the Coal Division in respect of projects are listed, as are the requirements for effective functioning of this organization. The processes involved in strategic planning and in the identification. evaluation, and development of projects are described. The monitoring and control of capital as well as project construction and production management. are discussed. Finally, the important role of project work in the development of management is stated, and the necessity for the continual assessment of the effectiveness of the project organization is stressed.

The South African platinum industry finds itself in the midst of a rapidly evolving society that is no longer characterized by the apparent stability of the previous decades. The features of this society include increasing global competition, rapid technological innovation, a declining skills pool, major political transformation, a more challenging working environment as the mines reach deeper into the earth?s crust and a greater concern for human welfare. It is therefore axiomatic that new ways will have to be found to engage the all-pervasive change in the mining environment. Although in general terms project management is a universal endeavour for managing change, it takes place in a specific socio-techno-economic environment and geographical setting that gives it a particular context. The argument of this paper explores, analyses and synthesizes the impact of these changes on the emerging project management methodology. In essence, the management of change will inevitably contribute to the emergence of new dilemmas, issues and challenges. The change management process and procedures will also be affected by this change and in response, drive internal change of its own structures and organization. And, therefore, a new paradigm of project management will become apparent. A new project management model will then be proposed to the industry.

From the point of view of the environmental impact created, dimension stone mining is a relatively benign industry. There are no emissions besides those of the diesel powered earthmoving equipment utilised in its extraction and a small amount of blasting gases. Contamination of water resources is only likely in the event of petrochemical spillages from storage facilities and equipment, and these can largely be either prevented or cleaned up effectively. The major environmental impacts are of a visual nature, while in sensitive areas, habitat destruction and the destruction of archaeological heritage may become significant impacts. The dimension stone industry has grown at an average rate of over 7% per annum since 1986, and is forecast to continue growing at this rate for the foreseeable future. The cumulative environmental impact of the industry will thus become more significant over time. This paper discusses the environmental impacts of dimension stone mining and recommends effective means for dealing with the practical aspects of reclamation and mine closure in dimension stone mining within the context of environmentally responsible business practices. The discussion focuses mainly on the operations of the Finstone Group in Southern Africa, which are considered to be world leaders in the application of environmental management within the dimension stone mining industry, although reference is also made to other situations which the authors have encountered at dimension stone quarries around the world.

Selective leaching of phases in charge chrome is used in a variety of industrial processes for the production of chromium chemicals. A mineralogical study was made of a range of local charge chrome samples, at various stages of leaching in sulphuric acid (20g/l at 90°C), using mainly a scanning electron microscope (SEM) together with an energy-dispersive spectroscopy analyzer (EDS), and X-ray diffraction techniques. It was found that the leaching behaviour of the different types of charge chrome depends largely on the nature of the secondary phases, which in turn depends upon whether the silicon content is above or below 4 per cent by mass. The leaching behaviour of high-chromium ferrite is anomalous, and it is postulated that the process is analogous to the corrosion of brass by dezincification. For many years the concept of life cycle costing (LCC) was promoted for decision making in corrosion protection systems. Nevertheless, the application of LCC was limited. Input data was often sourced from suppliers and met with scepticism. As a result final analysis was often insufficiently rigorous to meet the needs of Project Managers in sound decision making. The need for expediency often resulted in non-optimal corrosion protection system specifications. With improved communications and the global reach of industries, case history data, based upon actual performance has been able to provide input to substantiate decision making. However, today?s focus upon sustainability whereby environmental, economic and even social aspects enter into decision making has extended LCC into Life Cost Analysis (LCA). In an LCA analysis energy and environmental inputs into systems are compared as part of an overall assessment. The development of Agenda 21 at the Rio summit of 1992 has challenged the countries of the world to look at sustainable development in every economic activity. This ranges from construction to mining to electricity production to automotive production, use and disposal. The protection of buildings, infrastructure and transport systems is part of the needs of sustainable development. Zinc based corrosion protection has been an important part of the arsenal of the corrosion protection industry. This paper will highlight the use of LCC and the development of LCA with reference to the use of zinc based protection systems in a number of important industries.

Copper concentrate is produced in Chile in the high Andes and transported to the coast for shipping through long distance pipelines. The pipeline and fittings installed have to withstand the high abrasion and corrosion environment of the copper concentrate. To protect the inside tube wall against corrosion, high density polyethylene (HDPE) liner is used. While HDPE liners can protect the steel wall against corrosion, it has also been assumed that the low surface roughness of the HDPE liner also inhibited incrustation caused by calcium carbonate and sulphate deposition. Recent events have indicated otherwise in a couple of concentrate pipelines for which BRASS has provided consultant service. This paper delivers a case study which includes (i) formation of incrustation and adhesion to HDPE liner, (ii) the detection of the incrustation through hydraulic analysis, (iii) the mechanism of removal of incrustation, and (iv) the catastrophic effects of their presence in an emergency situation.

The assessment of backfill as a support medium in gold mines has been based generally on its ability to reduce the amount of potential energy available to cause damaging rockbursts. While this regional support effect is very important, the methods of analysis commonly used to quantify it predict that, owing to the very compressible nature of the fill, the support provided in areas of small convergence will be negligible. This prediction, however, is contrary to the conditions observed in practice, namely that weak fill does provide a discernible beneficial effect. In addition to the regional support effect, several mechanisms of secondary support, particularly those applicable to areas of low convergence, are identified and discussed. These include the mechanism of deformation of the detached hangingwall beam, rotational and shear effects on bedding, joints and fractures, joint infill, the continuous support effect of the backfill under static and dynamic conditions, the preservation of the integrity of the hangingwall beam, and the potential modification of local stress fields. Confidence in the validity of some of these mechanisms is afforded by the results of theoretical investigations into the behaviour of backfill- supported stopes. The results dealt with are: ? the behaviour of the hangingwall as a beam on an elastic foundation; ? the behaviour of stope/backfill, modelling the surrounding rock as a jointed rock mass.

Managers need quality information for effective decision making. This demand, at the present time, is being fulfilled by the increased use of computers via information systems, decision support systems and management information systems. The idea of incorporating intelligence into computers to aid decision-makers has been evolving for over two decades. In recent years, significant progress is reported on applications to business and sciences. In engineering functions, the Artificial Intelligence approach that seems to have great potential is the application of Knowledge Based Systems. The primary objective of this paper is to identify domains in mining engineering where application of knowledge based systems could be beneficial. In- corporation of the expertise required during the analysis and interpretation stages of an engineering design problem through knowledge based systems is recognized as an area of significant benefit. To this end, the components of knowledge based systems for mine ventilation and strata control design are described. The potential applications and limitations of knowledge based systems are outlined.

Within the technology field generally known as biological heap leaching or percolation leaching, lies a wealth of technological knowhow that is potentially patentable and therefore can form the subject matter of patent applications. An organization often overlooks the potential for generating intellectual capital during its research by dismissing the possibility that what it is working on may be novel and inventive and therefore patentable. The organization labours under the misconception that there is nothing patentable in its work mainly because the novel aspect is overlooked against the general background state of the art or, if identified, is not recognized as having sufficient inventive merit. In the field of biological heap leaching, patents have issued on inventions that extend across a large range of technology, including microbiological inventions-for example a particular strain of microbe used in a heap leach application, electro-mechanical inventions, for example a column simulator that simulates the heap leach environment, and thermodynamic inventions such as methods of generating and maintaining heat in a heap.

A study of fatigue-crack growth in a rail steel and an associated weld metal showed that fatigue cracks in the deformed rail steel had slightly higher growth rates than in undeformed rail steel. The crack growth in the weld metal was appreciably faster than either and exhibited plateaux that were above the upper bound reported for rail steels, The cyclic-life curves showed that, over an indicated service period of 8 years, both the deformed and the undeformed rail steels should not be prone to fatigue failures under the defined mechanical conditions, For the weld metal, the cyclic-life curves indicated the possibility of premature fatigue failures but, as al the input parameters represented a 'worst case' situation, this assessment could wel be ultra-conservative. In the rail steels at low levels, the extension of the fatigue cracks occurred by ductile striated growth. At a Kmax level of 35 MPa .J/n, cleavage facets formed initially on the surface of the fatigue fractures, and their incidence increased with Kmax until the onset of fast failure, The microstructure of the deformed rail steel exhibited cleavage facets at a slightly lower Kmaxvalue, and contained more cleavage facets at a given K level, than the microstructure of the undeformed rail steel. The average size of the cleavage facets agreed well with the pearlite nodule dimensions of 60 to 100 ILm. The microstructure of the weld metal was much coarser and contained columnar grains. At al f.K levels, the dominant fracture mode was cleavage, with small isolated regions of ductile striated fatigue cracks. The size of the cleavage facets varied from 150 to 600 ILm, and such a variation may be explained by the fact that cracking generally occurs in association with the pro-eutectoid ferite phase, and that this phase is distributed along some boundaries of prior austenite grains and the boundaries of the coarser columnar grains.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. Metal mining operations, in particular gold mining operations, use intensive ore control procedures in order to manage the extraction of ore zones from benches containing both ore and waste material. Typical grade control procedures rely on blast hole samples to indicate ore grade. Statistical techniques and geological controls are then used to create two-dimensional polygons, which indicate zones of material designated as ore. These ore-polygons are calculated using pre-blast material locations and are generally not corrected for rock movement caused by blasting. This lack of correction appears to exacerbate the material mischaracterization problem of sending ore to the waste dump and/or waste to the mill. One Nevada gold mining company has estimated that this could be a $10 million per year problem for their operations. Using a simplified vector field algorithm, a method of taking point movement data and interpolating post-blast positions for all nodes in a polygon has been developed. Currently working in 2-dimentions (X-Y), this algorithm utilizes the movement vectors calculated from pre-and post-blast positions of targets placed in a blast, to generate a spatial transformation function for any point on the bench. This transformation is then applied to the nodes of the ore-polygons to produce modified dig lines ore polygons reflecting distortion and movement resulting from the blast. The method as implemented uses common mine planning routines and is performed using the Surpac software suite. The method may be adapted to use any pre-and post-blast point movement data available, and most mine planning suites include the simple interpolation algorithms used. The skills differential between manpower supply and demand is due to deeply rooted socio- and politico-educational misconceptions that can be remedied only by a concerted cooperative effort on the part of the general public, the State, organized industry, organized engineering, and engineering education. This will require the general public to recognize that the reasons for the shortages in engineering manpower should be regarded as critical. Public perceptions of engineering, of the vocational and educational prospects in engineering, and of the skills required are poor. The spectrum of engineering vocations, the corresponding function profiles, the interaction between the vocations and the relative proportions of the vocations in the engineering team are in general not adequately appreciated. The recruitment and training of students and teaching staff, teaching facilities, educational curricula, practical training, qualifications, professional registration, and financing are aspects of engineering education that should be brought to the attention of all concerned. . In addition, the educational curricula for the various vocations need to be specified clearly and definitively if the overall mission of engineering education is to be properly appreciated. The uncertainties between university and technikon education and the pursuant vocations need to be resolved. This can be done only by defining the respective curricula in terms of the mental skills and scientific techniques required. The remedial actions with regard to the rationalization of engineering education comprise informing of the public; establishment of an active political lobby; revision of existing education policy; rationalization of existing educational infrastructure; promotion, development, and guidance of engineering student intake; financing of engineering education; accelerated creation of new employment opportunities; and monitoring of the supply and demand of high-level manpower. The parties required to nitiate these remedial actions are various State departments and corporations involved in engineering and industry, various departments of education, the Directorate of Technology of the Department of Trade and Industry, organized engineering education, organized engineering, organized industry, and the Human Sciences Research Council. Only if these interest groups actively initiate the various actions under the coordinated guidance of organized engineering wil the required results be achieved. The South African Engineering Association has proposed a comprehensive programme as strategy to solving the problem, and has obtained broad consensus from various State departments, organized engineering education and research, and the private sector. A joint venture between the Foundation for Research Development, the South African Engineering Association, and organized industry has been charged by the State President with the task of launching the programme.

Ground water and associated pore pressure represent elements which can have a negative impact on surface mining and slope stability. Ground water flow and deformation within a slope influence each other. An increase in pore pressure will result in a decrease of effective stress; and conversely if the pore pressure decreases, the effective stress increases. Slope analysis and slope design calculations require good information on pore pressure distribution around an open pit excavation. Until recently very little pore pressure data was available and assumptions had to be used. Location and design of measuring points depend on geological and structural setting, geotechnical domains and practicality. Good planning and the use of sensitive point piezometers to measure in situ pore pressures means that real-time data can be collected and used for the construction of flow nets, the determination of pore pressure distribution around an open pit mine, the validation of the dewatering/depressurization requirements, the calculation of the efficiency of the dewatering system and finally the use of pore pressure data in slope stability analysis. The recommended layout for a monitoring system, types and design of piezometers, data collection and use of the pore pressure data are presented.

Slurry pipelines have proven to be an economical method of mineral concentrate transport over long distances. Some of these pipelines are internally lined with high-density polyethylene (HDPE) to avoid internal corrosion. HDPE is an inert and extremely smooth material, and it was believed hat scale deposits would not form on it. However, there have been instances of scaling on HDPE lined pipes. Scale problems have also occurred on bare steel pipes. In this paper experience with scale problems in some of these pipelines will be summarized. Alternatives available for control of scale problems will be discussed, and a success story for the control of scale problems in the 300 km long Century zinc and lead slurry pipeline will be presented.

The use of face conveyors in gold mines by N. C. JOUGHIN. B.Sc. (Eng.). Ph.D. (Wits) (Member) and A. C. BUCKMASTER; M.A. (Cantab.) A mechanized stope-cleaning system has been developed around an armoured face conveyor, which was tested on the surface and in two underground trials. In the second underground trial, an average face advance of 8,5 m per month was obtained with a labour productivity of 27 ca/worker/month on a two-shift blast cycle. Two new face cleaning systems have been built, each incorporating an armoured face conveyor, a loading plough, a collapsible self-advancing barricade, and an integral roof-support system. These are about to be tested. A new type of reciprocating flight conveyor is being developed for stope use. This is cheaper, lighter, and more compact, and exhibits better wear characteristics, than an armoured face conveyor. In the early stages of the trials, this conveyor frequently achieved a singleshift blast cycle. It should be possible to achieve face advances of up to 40 ca/worker/month with a consistent one-shift blast cycle. The use of drill rigs and a self-advancing roof-support system would improve the productivity to over 50 ca/worker/month.

The production of electrolytic manganese in South Africa by M. HARRIS, Pr. Eng., B.Se. (Eng.) (Fellow), D. M. MEYER, Pr. Eng., B.Se. (Meeh. Eng.) (Visitor), and K. AUERSWALD (Visitor) The decision to construct the first electrolytic manganese plant in South Africa was important and farreaching. After evaluating the results of the pilot plant operation, the first South African producer, Electrolytic Metal Corporation (Emcor), established a plant in Krugersdorp. Initially, there were many process problems that had to be InvestIgated, and, after these had been solved and many operating parameters had been established, manganese was successfully produced. When the Delta Manganese plant in Nelspruit was planned, cognizance was taken of the fact that, if peak efficiencies were to be maintained, the process must be operated between fairly narrow parameters. Instrumentation was therefore installed to control the process automatically wherever possible. The main features of the Delta Manganese operation are outlined, with a brief description of each stage of the process from ore milling through to electrowinning and packing of the metal. It is concluded that much benefit can be obtained from further research work into process improvements and into the exact effect of certain variables on plant and current efficiency.

The chromium oxide in stainless steel slags usually exists as Cr2O3. However, there is a possibility that it is oxidized to hazardous CrO3 after disposal or during use. Therefore, some technical developments to reduce chromium oxide by using a smelting reduction technique have been reported recently. This paper describes the fundamentals of the technique which have been applied to ferrochromium production and reviews the recent results in literature.
