"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. "A number of conventional and advanced analytical techniques (proximate and ultimate analysis, low-temperature oxygen-plasma ashing, X-ray diffraction, X-ray fluorescence spectrometry, coal petrography, and lightelement electron microprobe analysis) have been integrated and crosschecked to provide detailed characterization of coals from the Highveld coalfield in South Africa, as a basis for better understanding of the mineralogical and chemical properties of the individual coal sources that are blended as feedstocks for combustion and carbon conversion processes. The techniques included methods to quantify the abundance and composition of the mineral matter (minerals and non-mineral inorganic elements), and also the abundance and chemical composition of the individual macerals in the individual coals concerned.Kaolinite is the most abundant of the minerals in the coals studied, with lesser but still significant proportions of quartz, mica and/or illite, dolomite, calcite, and pyrite. Small but variable proportions of anatase, goyazite, and siderite are present in some coal samples. Electron microprobe analysis, based on a special configuration for light-element study, shows that the vitrinite contains less carbon and more oxygen, and has significantly higher concentrations of nitrogen and organic sulphur, than the inertinite macerals in the same samples. Minor proportions of organically-associated inorganic elements, including titanium, were also identified in some of the maceral components.A comprehensive knowledge of the minerals and non-mineral inorganic elements in the coals used for feedstock preparation, obtained by integration of data from these advanced analytical techniques with more conventional analyses, may be of benefit in understanding the processes that take place during coal utilization, and also in avoiding or ameliorating some of the operational and environmental problems that may occur in different sectors of the coal utilization industry."

ABSTRACT: The paper describes the characterisation studies of Tectonised Clay Shales at laboratory and in situ scale. The interest relates to tunnelling under squeezing and swelling conditions, in Italy, along the Apennines. The results of monitoring during full face excavation are presented in conjunction with numerical modelling. RESUME: Cet article présente la caractérisation, à l'échelle du laboratoire et in situ, des Argiles Chaotiques. L'attention est portée sur le creusement, dans ces milieux gonflants, des tunnels, dans les zones montagneuses des Appennini, en Italie. Enfin, on présentera les résultats de la modélisation numérique et la comparaison de ces derniers avec les mesures effectuées in situ. KURZFASSUNG: Die Arbeit beschreibt die Charakterisierungsstudien von tektonisierten Schiefertonen, sowohl im Labor als auch vor Ort. Das Interesse gilt dem Tunnelbau unter Quetsch- und Schwellbedingungen in Italien entlang der Apenninen. Die Überwachungsergebnisse des ganzflächigen Ausbruchs werden mit numerischen Modellen präsentiert.

The paper gives an assessment of the available data on the linear elastic fracture mechanics involved in stress corrosion cracking and in the behaviour of reactor pressure-vessel materials exposed to a simulated pressurized water-reactor environment. As a result of the different experimental techniques used in the various studies mentioned, only a few detailed conclusions can be drawn. The data from constant-displacement wedge-opening loading (WOL) tests, with the exception of one study, exhibited very limited or no crack extension during exposure periods of up to 14000 hours. The data from constant-load tests indicated evidence of crack extension, but the nature and extent of the crack extension are still unclear. When crack extension did occur, it was exclusively transgranular in nature. Certain differences in the available test data are tentatively explained in terms of the experimental procedures used, and the need for a consistent code of experimental techniques is highlighted.

Remediation of the environmental (and social) disturbances caused by opencast brown coal mining in the past in north-west Bohemia isa priority for state environmental policy. In order to provide a concept for full restoration of land following disturbance by opencast mining, a special interdisciplinary project supported by a grant from the Czech Ministry of Environment was started in 2000. The initial stage of the project was intended to summarize and evaluate the findings and the works carried out in connection with various reclamation activities in the afflicted area over a period of more than 50 years. The main aims of the three-year project are to make use of the best available landscape environmental management knowledge in order to harmonize the ecological, aesthetic, productive and social functions of new valuable landscape, including the recovery of historical continuity and an understanding of ?landscape memory?. The basic landscape functions were assessed on two different scale levels. On a large scale, the relevant attributes were investigated over the whole area of the Sokolov brown coal basin (220 km2). The data and experience acquired were used to define large-scale guiding principles for the rehabilitation of a post-mining landscape. On a small scale, the basic characteristics and functions of the landscape were analysed in the Litov-Chlum model area (2 km2). The information derived from this analysis was used to formulate a small-scale approach for the rehabilitation of the model area and also to define general methodological principles. The history of the activities, both in teaching and research, is outlined, as well as some of the perceived research opportunities that the University of Stellenbosch is currently focusing on. The course content, as well as its relationship to other courses in the curriculum, is discussed and the interfaces between the courses are explained to present a holistic picture of the education an engineering graduate receives in process pyrometallurgy.

"Underground mining is subject to various natural hazards such as seismic events, rockbursts, fire, and gas (methane). In general, an increase in the extraction depth causes an increase in the likelihood of these hazards, especially seismic activity and rockbursts. Dynamic phenomena such as rockbursts and tremors have been recorded on six continents: Europe (Poland, Russia, Czech Republic, Germany, and Slovenia), Asia (India, and China), North and South America (USA, Canada, and Chile), Africa (South Africa), and Australia. To select appropriate mine working supports for such dynamic phenomena, the performance characteristics of such support types must be determined under both static and dynamic load conditions.This article presents information regarding the application of rockbolts in Polish underground hard-coal mines. Dynamic phenomena occurring in the mines from 2004–2013 are also characterized. A methodology developed at the Central Mining Institute (GIG) for the laboratory testing of rockbolts is presented. In this methodology, the bolts are loaded by the direct impact of a free-moving mass (up to 20 000 kg) at speeds of up to 1.2 m/s. The facilities at GIG used to test the support under static and dynamic load conditions are characterized, and the results of laboratory tests on yielding bolts with a nominal capacity of 420 kN are presented. These types of bolts are commonly used for reinforcing steel arches and the surrounding rock mass in Polish coal mines. The results of the laboratory testing of yielding bolts are discussed.IntroductionSeismic events such as rock bumps and tremors occur with great frequency during underground mining. These phenomena have been reported in such countries as Poland, Czech Republic, Germany, France, Slovenia, Russia, India, China, the USA, Canada, Chile, South Africa, and Australia (Brauner, 1991; Potvin, Hudyma, and Jewell, 2000; Kidybin??ski, 2003; Driad-Lebeau et al., 2005; Li, Cai, and Cai, 2007; Whyatt and Loken, 2009; Durrheim and Riemer, 2012; Holub, Rušajova, and Holec?ko, 2011). Descriptions of the dynamic events and their effects in the form of damage to or destruction of supports have been presented in many publications, both for hardrock mines as well as for coal mines (Brauner, 1991; Dubin??ski and Konopko, 2000; Heal, 2010; Heal and Potvin, 2007; Simser, Joughin, and Ortlepp, 2002; Kaiser and Cai, 2012; Cai 2013; Nierobisz, 2013; Mark, 2014; Masny and Prusek, 2015). One of the main goals of the research has been to develop methods, criteria, and guidelines for the selection of an optimal and safe support for mine workings located in areas of rock bumps or tremors. Example of such studies include the Canadian Rockburst Support Handbook (Kaiser, McCreath, and Tannant, 1996), or the principles presented in the literature (Li, 2010; Cai, 2013)."

The size distribution and morphology of gold particles in Witwatersrand reefs and their crushed products by D. K. HALLBAUER, Dr. rer. nat., Dipl. Min. (Visitor) and N. C. JOUGHIN, B.Se. (Eng.), Ph.D. (Rand) (Member) Undistorted gold particles were obtained from samples of a variety of Witwatersrand reefs by dissolution of the quartz in hydrofluoric acid. The size distribution of the gold particles and their shapes and association with thucholite and pyrite are discussed. Gold particles with a natural flat, plate-like appearance occur in varying proportion in all reefs. The effect of a number of different comminution processes on the gold particles was investigated, and the shape of gold particles in mill pulp from a number of mines was examined.

A comprehensive review of ore pass records, from ten Quebec underground mines, indicated some of the limitations of available design tools to predict the occurrence of ore pass interlocking hang-ups in metal mines. The Distinct Element Method was used to perform a series of numerical experiments in order to investigate the influence of ore pass geometry, rock fragments shape and size distribution on material flow in an ore pass. Guidelines have been developed to help limit the occurrence of interlocking hang-ups in an ore pass. The proposed guidelines were evaluated with respect to field observations. Une revue de la performance actuelle des cheminées à minerai dans 10 mines souterraines du Québec a indiqué les limites des outils de conception servant à dimensionner les cheminées pour minimiser le nombre d’accrochages par enchevêtrement rocheux. Des séries de modélisations numériques, utilisant la méthode des éléments distincts, ont été réalisées afin d’évaluer l’influence de la géométrie des cheminées, de la forme des fragments rocheux et de la distribution granulométrique sur l’écoulement du matériel dans les cheminées. Cet exercice a permis de développer des lignes directrices pour le dimensionnement des cheminées afin de limiter l’occurrence d’accrochage par enchevêtrement rocheux. Les lignes directrices proposées ont été évaluées en fonction des observations effectuées sur le terrain.

Laboratory-scale experiments were carried out to investigate the effect of ladle slag composition on the decreasing behaviour of aluminum content in steel, i.e., reoxidation of molten steel in contact with slag, using a vertical tube furnace. The steel composition and the slag system chosen were for ultra low carbon and CaO-Al2O3-FeO-MnO-MgO based to simulate ULC steel grades. It has been observed that the reoxidation rate shows a good relationship with (T. Fe) content in slag. In case of (T. Fe) content higher than 1.5 weight per cent, the reoxidation rate increases linearly with increasing (T. Fe) content. For a given (T. Fe) content, it decreases with the increasing (CaO)/(Al2O3) ratio of the slag. However, in the case of (T. Fe) content lower than 1.5 weight percent, no particular relationships are observed between the reoxidation rate and (T. Fe) content or the (CaO)/(Al2O3) ratio of the slag. These results were used to propose for an aim a slag composition for the ULC steel grades in a steelmaking plant. First of al, it should be emphasized that the object of the paper is not to address the validity of ERR as a tool for the assessment of seismic events or rockbursts, but to determine an in situ modulus for the rockmass with the aid of backfil measurements. Formulae expressing the dependence of the mass of a grinding ball on the amount of material milled by a ball mill are derived. It is shown that, with the aid of these formulae, it is relativel rsimple for the results of a marked-ball test to be analysed and for the relative performance and cost-effectiveness 0 the various types of ball under test to be evaluated. Predictions based on theory and the results obtained in a marked-ball test in a ball mill are compared detail and shown to be in close agreement. The difficulties associated with marked-ball tests are considered, and an explanation for the decrease in the calculated consumption of the balls, which follows naturally from the theory, is presented. The marked-ball anomaly explained, and it is demonstrated that the ball consumption in a ball mill can be predicted with fair accuracy from the results of a marked-ball test.

"In open pit dozer bulk push operations, the material left resting against the highwall after blasting poses an issue. This is because dozers cannot physically get in behind the waste to begin the bulk pushing process. Instead, an excavator can be used to side-cast this waste for the dozers to access. An alternative technique is to have the dozers ‘side-cut’ the material, which involves the dozers running parallel to the wall, digging out the material, and eventually rotating their blades to begin bulk pushing. Industry practices suggest the latter technique is less productive and economical than using an excavator. However, such excavator sidecasting ‘economic viability’ assumes that smaller/ancillary type excavators are used (i.e. less than 23 m3 bucket capacity). So, what happens if some mine sites are restricted to using relatively larger excavators (> 23 m3 bucket) that are preferred for higher priority digging tasks? When can they avoid using their excavator? This paper explores multiple scenarios that have been designed and developed to simulate data results, which identify conditions in which the dozer side-cutting technique becomes more economically viable than excavator side-casting in terms of decreased unit cost per loose cubic metre. IntroductionOptimizing the cost of waste removal operations is important for the profitability of opencast coal mines. In the past decade, dozer bulk pushing has emerged and taken over from traditional waste removal operations such as dragline and truck-and-shovel methods at various sites around the world (Beatty, 1994). In a typical bulk push operation, once the bench has been blasted, waste is left resting against the highwall, which can either be cleared using a loading unit or by having the dozers ‘side-cut’ the highwall.Dozers perform most effectively when slot dozing side-by-side, perpendicular to the highwall. However, when dozers are required to remove material off the highwall, they must push parallel to the highwall, rather than perpendicular, hence ‘side-cutting’ the material to ensure a clean face. While dozer sidecutting is possible, it has been found that the majority of mine sites use a loading unit in this situation to avoid dozer inefficiency. Other perceived issues with dozer side-cutting include higher maintenance requirements and safety risks to dozer operators working in close proximity to the highwall."

Deformation of gob-side entries has always been a critical concern for ensuring stability in longwall coal mines. This paper addresses the significant deformation and support challenges that arise in thick and hard roof longwall faces (THRLF) due to dynamic pressure. The study aims to elucidate the characteristics and mechanisms of deformation during the retreat of the longwall face. The research findings indicated that the primary cause of deformation was the combination of advanced abutment stress resulting from longwall face mining and the movement of the lateral roof over the chain pillar. To mitigate this issue, we propose a deformation control method known as cutting off the lateral roof (COLR) over the chain pillar. Simulation results demonstrate a significant reduction in roof stress and deformation of the gob-side entry after implementing the lateral roof-cutting technique. These findings provide valuable guidance for effectively managing deformation in gob-side entries, particularly when dealing with thick and hard roof strata.

When it comes to sampling theory, a bad sampler is a bad sampler, no matter what, and a sampler is either bad or good. It also is of critical economic importance to tell and understand the difference, especially in a metallurgical plant. In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progresses to make in that direction, although improvements usually pay for themselves very quickly.

A study was made of the smelting process in two experimental furnaces patterned on Iron Age furnaces excavated at Melville Koppies Nature Reserve, Johannesburg. In a number of smelting experiments, the influences of air supply, temperature, time of operation, fuel consumption, and other operational factors were investigated. Metallurgical and metallographic aspects of the furnace operation and smelting products are discussed, and the experiments are compared with similar research work conducted in Europe and Africa.

The prediction of the mechanical behaviour of South African coal on the basis of current proximate and other chemical parameters gives rise to problems, and the use of ultimate analyses and inferred maceral and rank analyses, although it has improved the situation to some extent, is still not satisfactory. In an attempt to reach a new level of understanding, this paper gives an in-depth review of the fundamental petrographic characteristics of coal and compares these parameters with the main types of mechanical performance. A two-tiered system of primary and secondary parameters is proposed for the prediction of coal behaviour. The primary or inherent parameters include rank and organic composition. The secondary or extraneous factors include such parameters as mineral mater, cracks or cleats, degree of oxidation, and size. In addition, an explanation is offered of several anomalous behavioural conditions in some South African coals.

An investigation into the stability of large open stopes at Premier diamond mine, Culinan, South Africa, is described. The open stopes are located in a weak kimberlite orebody, directly underneath a 75 m-thick sill of gabbro. Two and three-dimensional stress analyses were carried out in a back-analysis of the stresses and failure around the first open stope created under the sill. The results were used in the prediction of the future stability of the planned open stopes, intervening pillars, and sill.

Trackless mining in low profile (LP) and extra low profile (XLP) platinum stopes has forced equipment designers to re-evaluate their equipment profiles to match the undulating reef. Low profile equipment designed to work in conditions with smooth and flat floors will simply not function with undulating floors and roofs and will become wedged between the floor and roof, beached on undulations due to lack of ground clearance, or suffer excessive mechanical damage. Tyres, too, need special evaluation, as conventional tyres for trackless mining do not work in an extra low profile environment.
